n Oct. 3, candidates for Marathon City Council convened at the Marathon Government Center for a forum hosted by the Keys Weekly and the Marathon Chamber of Commerce. Incumbents Dan Zieg, Bill Kelly, and John Bartus, along with newcomer Steve Cook, are campaigning for three open seats in Marathon City Council’s at large election. Also in attendance were candidates seeking offices ranging from Mosquito Control District to State Representative. The Marathon candidates gave their take on local issues including a proposed community pool, code compliance, workforce housing, vacation rentals, contracting services, budget concerns, and upcoming project management. The dialogue was constructive and focused, and all four were cordial on the dais. While all candidates support the construction of a city pool, there were concerns about its development, and the cost of a feasibility study. All candidates support a public-private partnership approach to the construction and operation and admit a feasibility study is needed.

Zieg is still seeking alternate solutions. “Currently there are three private sector developers that are looking at the aforementioned land with the idea of building affordable housing and a pool. That would be at no taxpayer expense whatsoever. We could do property tax abatement, as an example, of a way to assist them. But private sector is the way to go.” In addressing the issue of city code compliance, all candidates agreed there is a perception of selective enforcement. While the three incumbents expressed their belief in the leadership of City Manager Chuck Lindsey to resolve the issue, candidate Cook called for a tougher approach. “I think going forward, fairness is absolute; it’s harsh and maybe doesn’t need to be coddling and nurturing, but fair to all,” said Cook. Bartus is in favor of lobbying Tallahassee on changes to the state vacation rental law. “We need to lobby Tallahassee to regain ‘home rule’ control over vacation rentals. [Vacation rentals] have a negative impact on neighborhoods, but a positive impact on our economy, and we need to find a happy medium,” he said. Marathon currently has four months of operating funds in reserve. Previous councils used reserve funds to ease the burden of rising taxes following the 2008 economic recession. Kelly is in favor of a larger financial cushion. “It needs to be at least six months. This money is for emergencies. One good storm could come through here and the city could end up bankrupt. I don’t think it was wise that they dipped into reserves to bring taxes down, they weren’t thinking ahead,” Kelly said.

Weather worsens Hurricane Matthew to flash past Weekly Staff report

T

he Keys are expected to be buffeted by gusty winds this weekend, with Key Largo taking the brunt. Tropical Storm force winds of 25 to 35 mph are expected in Ocean Reef, Key Largo and Islamorada beginning Thursday afternoon and lasting through Friday night. The winds will be slightly weaker in the Middle Keys — around 25 mph, and even less forceful in Key West. “There can be little brief squalls, like thunderstorms racing through, that can bring winds of 40 mph or a little stronger,” said Jon Rizzo of the National Weather Service office in Key West. The NWS said the situation is unfavorable for tornado development. All residents should be prepared for stronger gusts of wind. Storm surge of 1 to 2 feet is expected in the Upper Keys during the same time frame, and about 1 foot of surge is expected in the Middle Keys. At presstime, the storm seems headed for the Treasure Coast of Florida on the eastern seaboard. Television forecasters believe it will be a Category 4 at the time it passes, or wobbles ashore. According to a National Hurricane Center public advisory, when a hurricane is forecast to take a track roughly parallel to a coastline, as Matthew is forecast to do from Florida through South Carolina, it becomes very difficult to specify impacts at any one location. Keys residents are advised to keep an eye on the hurricane. While it is still extremely early, on Wednesday GFS and ECMWF computer track models shows the hurricane looping out into the Atlantic Ocean later this weekend, and possibly re-approaching Florida. The Global Forecast System is produced by the National Oceanic and Atmospheric Administration. It is not the only computer model predicting such a move. In the meanwhile, there is a smattering of office closures in the Keys. Public schools from Key Largo to Big Pine Key were closed on Thursday and some airlines cancelled flights out of Key West. Libraries, parks, and public works garages will also be closed in the Upper Keys on Thursday. All Monroe County Courts will be shuttered, as well. Residents who have plans to attend an event, should call ahead to make sure it’s still scheduled.

The first duty of a State Attorney is to prosecute the accused in a legal, ethical manner. Ethics demand that we not disclose anything that would jeopardize a defendant's right to a fair trial. I have vowed that this office will try its cases in the courtroom, not the press.

The optimal position should be transparency. Sometimes, because of the sensitivity of certain cases or investigations, it is not possible to release information. As the State Attorney, I tried to accommodate the press and the public with as much information as possible. I believe the citizens have the right to be informed.

How do you describe your approach when determining whether or not to file charges? As State Attorney, I will de-emphasize prosecuting status and morality crimes. With respect to criminal predators, I will follow a two-step process: First, I will assess if we can prove that all elements of a crime were met; second, I will charge the crime accurately and prosecute it fully.

We look at all of the physical evidence, review statements and examine video from body cameras worn by the police. If we find sufficient evidence for a jury to convict, we file the charges.

My policy as the State Attorney was to ensure that there was a good likelihood the jury would come back with a guilty verdict.

Is the budget sufficient to carry out the job as mandated? Yes, in spite of state budget cuts for a number of years. We provide excellent legal representation to our clients, while staying within our budget. We have a budget of $2.8 million dollars from the state and $733, 217 dollars from the county. With this budget we employ 40 employees and handle over 5,000 cases in three offices throughout the Keys.

Yes, but only with a properly managed budget. In Monroe County we are not severely overburdened with the massive caseloads that the larger counties in Florida face. The crime rate (total arrests) has drastically decreased since 2012, but the office budget has increased since 2012. I will examine the increased costs and determine how to cut the budget.

Which nationally known attorney, or jurist, inspires you? Sandra Day O’Connor inspires me as the first women appointed to the Supreme Court. Although I was in opposition to many of her decisions, she was a leader for women in the legal field.

John Adams, our second U.S. President, believed that everyone, no matter their background or social status, deserved the right to a fair trial and a right to an attorney. John Adams is known by many as one of the first Public Defenders in the (pre-) United States.

I had the opportunity to assist the police in the investigation and assist in the questioning of the individual. I was the main prosecutor in the case, we received a death penalty in the case, and a new law was created.”

Florida Senate DEBBIE MUCARSEL-POWELL (D), DISTRICT 39 On legislation she will champion: “One of my priorities when I am elected Senator, is to make sure we obtain public funding we need to support our public schools in Monroe. I’m also going to be hosting Chairman Matt Caldwell [Chair of State Affairs Committee], who is going to be instrumental in Florida House leadership, and we’re going to be planting some seagrass together. I’m 100 percent on board for bringing fresh water to Florida Bay.”

Monroe County State Attorney DENNIS WARD (R) On attracting qualified attorneys and support staff: “I reinstated different policies in the [State Attorney] office to help keep good, qualified prosecutors, which is difficult to do. There is also not one secretary in the Plantation Key office that is there when I was. They’ve gone on to other places in the criminal justice system.”

Moderators Jason Koler, publisher of the Keys Weekly, and Daniel Samess, CEO of the Marathon Chamber of Commerce, asked candidates questions on Keys issues. More than 70 residents were in attendance at the Marathon Government Center. The forum was aired on MCTV, the television outlet for Monroe County government, and is available on demand. The candidates for Clerk of the Court will also be included online. Here are some highlights. — Gabriel Sanchez

State Attorney SHANE NEISS (LPF) On biggest weakness of office: “The biggest weakness is a systemic issue that really affects our current approach to massive incarceration more generally. I think we are asking too much of law enforcement community and our state attorneys, asking them to address mental illness, homelessness, alcohol addiction, at risk youth. These are not really the appropriate places for the criminal justice system to threaten incarceration.” Monroe County Public Defender TRISH GIBSON (D) On greatest courtroom victory: “My greatest victory was a situation where a Coast Guard member was charged with a capital sexual battery. Had he been convicted, he would have spent the rest of his life in prison. In my heart, gut, and soul I knew my client was not guilty. Every single minute of the day and night was spent thinking about and preparing for that case. I had another attorney join me on that case, and we got the result we needed. We got a ‘not guilty.’” Monroe County Public Defender ROBERT LOCKWOOD (R) On office as training ground for new attorneys: “Young attorneys are hard to deal with, we can’t just throw them to the wolves. There needs to be a structured training ground for new attorneys; it’s very intimidating. When I was in Broward, we had a two-week training session. There’s not a training session here. I will implement at least a twoweek training session.”

The ReStore needs a new home Affordable housing, and all the furnishings

W

hen the Habitat for Humanity of Key West and Lower Keys ReStore on Big Pine Key opened in 2004 it quickly became — excuse the pun — a powerhouse. The organization generates funds for Habitat for Humanity to build new homes, it’s a retail center of affordable furnishings for locals, and a way for residents and businesses to earn tax credits via donations of building supplies, furniture, tools and more. Unfortunately, the ReStore must vacate its home on Big Pine Key. A recent survey deemed it unstable. Closing the store has big ramifications. “Thirty percent of the entire Key West and Lower Keys affiliate’s budget is generated from ReStore sales,” said manager Thomas Greenwood, who has been at the ReStore for the past eight years. “The loss of the ReStore, even temporarily, jeopardizes Habitat’s plans to build an additional 10 workforce family housing units slated for 2017 on Big Coppitt Key.” And if you think affordable housing is hard to find, imagine trying to relocate a 12,000-square-foot nonprofit facility before Jan. 16, 2017. A petition flanks the register at the ReStore’s location now, urging sup-

porters to contact Monroe County officials for help in finding a fair and equitable way forward so the ReStore can stay open for business. Monroe County Commissioner George Neugent said its closing is due to safety issues in the structure of the building. “It looks like it will probably be torn down,” said Neugent, “unless something changes and Habitat can help pick up the costs for repairs.” The building’s state was revealed in June after an engineering survey. Built in the 1970s, the report estimates the countyowned building — for which Habitat pays an annual $10 lease — needs at least $500,000 in structural repairs, but possibly more. Neugent referenced upcoming talks with Publix Super Market about a possible store on Big Pine Key, the third time the corporation has expressed such interest. “Things could develop from this situation and Habitat is being included in all of the discussions for solutions,” he said. “This store is such an asset to the community that speaks to the color and flair of our island communities,” said Greenwood. “I hope we can find help before our leave/ vacate date.”

The Habitat ReStore on Big Pine Key will probably close before January 16, 2017 due to expensive structural issues in the building’s foundation. At the moment, it has nowhere to relocate.

1. Full Name? Kevin Bradley Johnsen.

2. What’s your job? Adventure charter captain. 3. What’s your worst nickname? “Marathon’s Playboy,” courtesy of Jason Koler. 4. How long have you lived in the Keys? Thirty-one years. 5. Is this your “hometown”? Tough question. This is my hometown, but I was born in Illinois. My parents moved here when I was two, and I was away from fourth grade through high school, but this is my hometown. 6. How many YouTube subscribers do you have? More than 10,000 at “kjgophish.” 7. What’s your best adventure story? To put in the paper? Definitely the YouTube stuff, taking a flats boat through a waterspout off the 7 Mile Bridge sticks out the most. 8. Which of your videos has the most hits? The viral hammerhead shark video has more than 30 million views. 9. What’s your favorite place in the Keys? Probably Robbie’s, it’s fun to feed the tarpon and get bit. It’s not fun unless you are bleeding. Whoever has the highest bite mark wins. 10. If you wrote an autobiography, what would the title be? “Kevin: Believe it or not.” 11. What was the worst job you ever had? Digging irrigation ditches in the Keys. Not fun.

12. What’s your favorite guilty pleasure? I’ve been lazy lately, but I usually make my own sushi and sashimi. It’s so good. 13. Who is your celebrity crush? I don’t really like celebrities, but if I had to choose, Jennifer Aniston, because she seems to have a little bit of everything good. 14. Who is your TV alter ego? MacGyver. 15. What is your funniest boating story? It’s pretty funny when someone goes over the side of the boat and their bathing suit gets stuck on a cleat. Cleats like to grab bottoms. 16. he colors of the mangrove tree’s leaves usually don’t change in the fall like the leaves of oak trees up north, but Crane Point Museum and Nature Center is working on bringing the cozy fall feeling to Keys residents and visitors. It began with one local. After a simple Facebook post, Allison Sayer quickly had a backing in the community to start a harvest festival. “I had 20 responses within minutes,” Sayer said. “Including Christina Gonzalez, Michelle Coldiron, and Charlotte Quinn from Crane Point offering me the location.” Gonzalez, Coldiron and Quinn are also chairs of the event taking place this weekend. “I want my girls to have some of the Northeast traditions, even though we live in the Keys,” said Sayer. “Maybe a snow festival is next?” Hayrides, trail mazes, face

Marathon High School’s homecoming festivities were scheduled for this weekend, but Hurricane Matthew changed all that. At presstime, schools in the Middle Keys are scheduled to reopen on Friday, Oct. 7 unless weather prohibits it. But early release, the homecoming parade and the dances have been cancelled. The Marathon Games Inaugural pentathlon attracts the players

M

ore than 100 local athletes from around the Keys tested their grit this past Saturday, in a series of challenges — with all proceeds benefiting six Middle Keys nonprofit charities. The call of the conch horn marked the beginning of the pentathlon’s first heat for swimmers. The swim, kayak, and standup paddle portions of the race were held just behind the Harbor View Café at the Florida Keys Country Club. From there, participants and supporters moved to the golf links for the driving challenge and foot race. Various prizes were given out to top performers and teams. Some teams were comprised of local businesses, others were simply motivated by the warm weather. The cameras were rolling as the action was captured by Florida Keys Television TV88 for an upcoming show. After it was all said and done, guests gathered at Harbor View Café for lunch and a libation. Florida Keys Country Club staffers said they hope it will become an annual event. — Weekly Staff report

he campaigns for Marathon City Council candidates shifted into third gear over the past week with two candidates hosting the first meet-and-greets of the season. Marathon Vice Mayor Bill Kelly’s re-election bid began at the Overseas Lounge while Councilman John Bartus launched his “no contribution” campaign at The Stuffed Pig.

This coming week political newcomer Steve Cook will host an event at the Overseas Lounge. The fourth candidate is current Marathon city councilman “Doc Dan” Zieg. On Nov. 8, the top three with the most votes will earn a three-year term on the Marathon City Council. — Weekly Staff report

WOMEN WARRIORS A tale of fighting and surviving

October is Breast Cancer Awareness month and, this week, the Keys Weekly is highlighting the stories of three survivors. Removing the fear and the stigma of the disease is the first step in the fight. Sharing these stories is both courageous and inspiring, and we thank Leslie Concepción, Charlotte Quinn and Kim McLane.

eslie Concepción of Key West was diagnosed in January 1999 with ductal cancer at age 39. After a mastectomy, reconstructive surgery and chemotherapy, early menopause set in and doctors told her having children was impossible. They were wrong and at age 43, she had her son Nicolas, now 13. “The biggest obstacle for me was keeping the fear in check so I could approach the treatments with a positive attitude,” said Concepción. She credits her supportive husband, Ruben, good health insurance through her work at Merrill Lynch, and yoga for getting her through. Advice for other women? “Get mammograms, do self-exams and shop around for a doctor you are comfortable with just like any other service.” — Hays Blinckmann

veryone knows Charlotte Quinn because she’s everywhere in Marathon — at the park and at the museum (she works both places), volunteering at events and maintaining a social whirlwind that puts younger women to shame. So, it’s hard to imagine her laid low by breast cancer. Twice. She fought and beat breast cancer in 2002 and again in 2009. “I think the second time is worse,” she said, “because you’re not naïve, you know what you’re facing.” She said she had the support of fantastic physicians, friends and family. She’s paying it back as an unflagging supporter of breast cancer awareness events, such as Relay for Life. “People say money raised for American Cancer Society doesn’t help people in the Keys, but that’s not true. Two of my medications were developed by ACS research,” she said. In addition to chemotherapy, Charlotte also had surgery and radiation. Facing and fighting cancer gave Charlotte hope. “We’re strong in the Keys. There are a lot of survivors down here.” — Sara Matthi

did the typical thing and put it off and kept putting it off.” I thought it was scar tissue from my first mastectomy,” said Kim McLane, a teacher at Key Largo School, about the lumps she found in her breast two years ago. But her annual visit to the doctor confirmed her worst fear — it was back. McLane was 35 the first time she had cancer, and 50 the second time. She said the second go around was a lot easier. Of course, she still got mouth sores, lost finger and toenails and her hair. At Key Largo School where she works, they had a fundraiser (#StaystrongMrs.McLane) and the money purchased a fabulous wig. McLane had no family history of breast cancer and she’s got bills to pay up the wazoo, despite her health insurance. Two years out of the second gate, though, she’s feeling pretty good. She’s a a teacher, a wife, a mother, a volunteer and a survivor. — Theresa Java

I am part of the MHS Culinary team and it is important to me because I want to be in the culinary field when I graduate and participating in competitions is a good way to show off my skills.

I guess I’m not hip enough to have an Instagram or Snapchat account, but you can see photos of MHS Dolphin Bistro’s work on Instagram at MHS_ dolphin_bistro. What are the biggest challenges facing the Keys? What would you do to meet these challenges? The biggest challenge facing the Keys is the lack of culture. Being from a family of classical musicians and working as one, it’s hard to compete with Buffet by playing Bach down here. I would like to see some more emphasis on music appreciation in the school, especially in the elementary schools. What are your plans after high school? My plans are to attend culinary school, then maybe open a restaurant. Do you think you will make the Keys your permanent home? Why or why not? I do not think I will make the Keys a permanent home. I am originally from the New York City area and wish to go back to live with my brothers in Brooklyn. Finish this sentence: Living in the Keys has taught me… … how much I miss the civilized world, where there are Starbucks and Chipotle.
