The highly charged meeting packed the council chambers this past Tuesday, and ended in favor of Sunset Grille and owner John Kotch. Bartus said the original law could refer to anything — the radio playing “Margaritaville” at the bar, for example.

The original “there shall be no amplified music and all music shall stop at 9 p.m.” has been changed to “between the hours of 9 p.m. and 11 a.m. no music or amplified sound may emanate from the restaurant site. No music or amplified sound that fails to meet the city noise ordinance shall emanate from the restaurant at any time.” Essentially, this means the live music or DJ will stop at 9 p.m. Musicians will be able to use amplifiers and the like, as long as it does not violate the city noise ordinance. Noise can be measured with a decibel reader on neighboring lots. The vote was 3-2, with Marathon Councilman Dan Zieg and Marathon Councilwoman Michelle Coldiron dissenting. (Both Zieg and Coldiron supported a motion to table the decision on Tuesday and revert to mediation. Their bid was not successful.) Coldiron, Bartus and Marathon Councilman Bill Kelly all said they were cleared to vote on the issue, and stated they had no conflicts of interest. “It’s worth noting that when the original conditional use permit passed in 2006, there were only three councilman in attendance that day. But that’s what passed,” said Marathon Mayor Mark Senmartin. “It’s also noteworthy that this conditional use has been changed twice since then. We change conditional uses all the time. Changes happen and this is not a new precedent.” The council heard from the public on both sides of the issue — four against the music at Sunset Grille, and four in support including Kotch. At issue was an informal deed restriction agreement that the City of Marathon helped broker between the former restaurant owner and the neighbors in 2003. The terms of that agreement, for whatever reason, are not duplicated in the development agreement the city approved in 2006. The council questioned staff closely about recourses if Sunset Grille violated the terms of the new conditional use permit, which will not be in effect for 30 days. “Can we put some teeth into this? If [Sunset Grille] violates the agreement one time, can we revoke for one year?” asked Kelly. Staff said there is a two-step process at the code board level before it would come before council. Zieg warned the council that the City of Marathon is likely to be sued by disgruntled homeowners over the music issue. It’s not the neighbors’ only complaint — parking on the roadside has been a problem. Also, the Knights Key Campground — separated from the neighborhood and Sunset Grille by the width of a canal — is set to be developed into a 199-room resort.

ON TUESDAY, I sat quietly in the audience of the council chambers as the past came back to life. Fairness has different meaning to different people, especially those on different sides of an issue, but it needs to be the underlying basis for all decisions. Between former council members re-litigating the past and legal counsel talking about lawsuits, I could not help but think we were falling back into the divisive patterns of the “bad old days” when it didn’t matter what residents said and the divisions in our community were on display every day. When I decided to run, I was asked, “Why on earth would you do that?” I responded, “I want to change the US’s and Them’s in this town into WE.” I believe in this now more than ever. This is a wonderful town filled with incredible people. We have issues and challenges we need to work on TOGETHER! We simply cannot afford to sink back into the divisive methods of past councils. Please vote Steve Cook for Marathon City Council on November 8th. We need to move forward together!

The past few years we have heard from many of our residents and business-members that Marathon and our Middle Keys do not look festive during our holiday season. Not only for visitors, but especially for our locals. So the Marathon Chamber Board sprang into action, specifically our chairman at the time, Bill Kelly, who spearheaded this initiative. Heaped with praise Monroe County deputy Wilfredo Guerra was officially honored this past Tuesday at the Marathon City Council meeting. The 15-year marine safety officer is credited with hundreds of arrests for violations on the water, plus helping clean up the waterfront and being an all-around super nice guy and hard worker. Capt. Bill Kelly, the “other Bill Kelly” and head of the Florida Keys Commercial Fishermen’s Association, said one case alone saved Keys fishermen thousands, if not millions of dollars. Col. Lou Caputo described Guerra’s beyond-the-callof-duty measures that include diving off bridges, hiding in the mangroves, and one memorable stakeout on the top of a sewage treatment plant. Fish

This past Sunday members of Stanley Switlik’s Parent Teacher Organization (PTO) joined forces with teachers and high school student volunteers to throw the annual Halloween Carnival. The three-hour event featured food, games, bounce houses and plenty of candy for the kids. New for this year were booths from the Turtle Hospital, Florida Keys Aquarium Encounters, Fishermen’s Hospital and the Dolphin Research Center. • City of Marathon employees are also having their annual costume contest on Monday, Oct. 31 The public is encouraged — nay, pressured — to drop by and vote during work hours. Each vote costs $1 and the money collected goes straight to charity. This is an annual affair, and the employees are very competitive. • The City of Marathon is also collecting bags of wrapped candy to distribute to the homeowners in the neighborhood behind the airport. Candy can be dropped at City Hall, 9805 Overseas Hwy. For more information about giving candy or receiving candy, call 305-743-0033. • Reminder: There will no vehicular access to the neighborhood behind the airport on Monday, Oct. 31. Only residents with an ID showing a neighborhood address can drive to their homes. The rest of the vehicles will be directed to the west end of the airport runway where the gates will be open. (No parking on the roadside or bike path will be allowed.) Shuttles will be provided, but cars will not be allowed to park overnight; they will be towed. When District 39’s boundaries were finally approved in early 2016, after a protracted legal battle, incumbent Dwight Bullard was no longer eligible to represent the area that covers the Florida Keys, Everglades and Homestead. Anitere Flores (R) and Debbie Mucarsel-Powell (D) are challenging one another for the seat in 2016. Previously, Flores was a state senator representing District 37. Before that, she was a state representative. Mucarsel-Powell is a political newcomer with a background in fundraising and higher education.

1. As a wife of a small business owner, mother of two young boys, and someone who was born and raised in South Florida, I have a personal stake in ensuring the best for our community. As a State Senator for six years, the leadership position I have secured ensures more funding for the Keys such as the Keys Stewardship Act. 2. The Keys have essentially become my second home over the last year. I’ve spent more time here than I could measure, attending and speaking at chamber events, festivals, and forums from Key Largo to Key West. 3. I took the statewide lead in convening a special meeting in Homestead to hear directly from Florida Power & Light, regulators, and concerned citizens. FPL now has three years to stop adding to the problem and up to 10 years to completely retract it. While drinking water in the Florida Keys is not currently at risk, I will continue to be your voice in Tallahassee to ensure our water quality is safe. 4. As the mother of a second grader and a pre- kindergartener, I understand the need of having quality education that’s accessible to the families of our community. Parents should be empowered to make the best education decisions for their children. I will continue to be a strong advocate for quality education options.

1. I am not a career politician. I am a mother, wife, and a small businesswoman. I have been involved in many community initiatives and have devoted my career to development and strategic support for nonprofits. I will fight for a fully funded education system, for a government that protects the rights of all, for an environment that preserves and protects our land, sea and drinking water. Finally, I am a strong advocate for common sense gun laws. 2. I have spent a great deal of time in the Keys since moving to Miami more than 20 years ago. I have a home in Islamorada and am a registered voter from the Keys. I think what you are really asking is: Given the new district lines, how well do I know the strengths and challenges that exist in the Keys? I have spent countless hours talking with and listening to voters. I have participated in many forums where the critical issues have been discussed and I am eager to learn more. 3. Absolutely. I will fight to protect our drinking water and hold FPL accountable for their pollution. 4. I am deeply concerned about the money siphoned from non-charter schools to charter schools. I am adamantly opposed to for-profit public education. I am appalled by the legislature’s actions around education, specifically related to funding. Our schools must be fully funded.

Tax exemption status for the needy STATEWIDE AMENDMENTS 3 & 5 • CONSTITUTIONAL AMENDMENT ARTICLE VII, SECTION 6 ARTICLE XII Tax Exemption for Totally and Permanently Disabled First Responders Proposing an amendment to the State Constitution to authorize a first responder, who is totally and permanently disabled as a result of injuries sustained in the line of duty, to receive relief from ad valorem taxes assessed on homestead property, if authorized by general law. If approved by voters, the amendment takes effect January 1, 2017. This amendment would change the current legislative language from providing tax breaks to just the surviving spouses of first responders or members of the military who were killed in the line of duty. The new legislature would include first responders who are permanently or totally disabled in the line of duty be granted property tax exemptions on homestead property. • CONSTITUTIONAL AMENDMENT ARTICLE VII, SECTION 6 ARTICLE XII Tax Exemption for Totally and Permanently Disabled First Responders would revise the homestead tax exemption that may be granted by counties or municipalities for property with just value less than $250,000 owned by certain senior, low-income, long-term residents to specify that just value is determined in the first tax year the owner applies and is eligible for the exemption. Would apply retroactively to exemptions granted before January 1, 2017. Amendment 5 would safeguard senior citizens tax exemptions if the value of their home exceeds $250,000. They must be 65 older and have lived in the house for 25 years. The exemptions would also be available to permanently disabled veterans aged 65 or older and surviving spouses of veterans or first responders who died in the line of duty. — Weekly staff report

n the eve of Halloween, it seems appropriate to share an ominous tale, making the rounds on the coconut telegraph in Marathon. There have been random sightings of characters dressed in long black capes and black dusters congregating in obscure corners of town — the edges of Grassy Key and the Specialty Hardware shop after hours. But it’s the cameras and film crews that stops people in their tracks. “We have to keep it totally secret,” said local attorney and filmmaker Richard Warner, laughing. “People stop and ask us if they can be in the movie, too!” Warner is resuming his title of filmmaker — everyone remembers the renowned “Wilma The Witch” documentary from 2006 — and has already toiled for months writing dialogue, penning original tunes, and shooting around town. Warner agreed to share some details about his new project with the Keys Weekly, but was very cagey about the specifics. Here’s what we know: It’s a musical-comedy-drama; it’s titled “Marathon After Midnight;” it’s a feature-length film set to debut sometime in 2017; it’s got some gothic-steampunk-off-the-wall stylizations; and, of course, it’s all original. “This is Marathon’s answer to Islamorada’s ‘Bloodlines,’” Warner said. (Seriously, though, his real purpose is to show that Marathon locals can be just as imaginative as our friends in Islamorada.) Finally, the movie stars locals Bruce Schmitt in the role of Mandrake, and the Keys Weekly’s own Lesley Aaron as Roxanne along with a surprisingly large cast of South Florida locals, few of whom have ever done any acting. Local Marathon Community Theater favorites John Schaefer and Kathryn Rummery also are featured in their most unusual roles to date. “This may be one of the craziest things I’ve done,” said Aaron. “But it will be fabulous.” Stay tuned to The Weekly for details as they develop.

COPING WITH CANCER Experts, local women share ways to manage

• Share your feelings. Talking about your emotions might be hard, but it can comfort you and the people who care about you. When you tell someone whom you love what you’re feeling, you give that person a chance to support you. You also give your relationship with that person a chance to grow. • Be specific. When reaching out to others, be specific about the kind of support you need. Saying something like, “It would be helpful if you could shop for groceries this week,” or “Can you please drive me to my next appointment?” gives people a clear way to help. This approach cuts down on frustration and reassures your family and friends that they are being helpful. • Take steps to look and feel your best. Many women feel uncomfortable with their appearance after having surgery or chemotherapy. If you had breast surgery or are experiencing hair loss and changes in your physical appearance, learn about options available, such as breast prostheses and wigs. Give yourself time to adjust to changes, and try different solutions until you find what makes you feel most comfortable. • Let yourself feel loved and cared for. After a lumpectomy or mastectomy, a woman may find that regular activities, such as dressing, undressing, bathing, or being intimate with her partner or spouse, give rise to complex emotions. Some women feel so different that they stop taking care of their emotional and physical needs. For example, a woman may distance herself emotionally from her partner. You can make other choices, such as choosing to remain close with your partner or spouse. Everyone deserves to feel loved and cared for. • Talk to your spouse or partner about the physical closeness you need. Share how you feel about your body, and talk about what you think or worry that your partner is feeling. Whatever your needs are – whether you feel a need for physical affection, or if you are not yet interested in being physically intimate – let your partner know. Your partner is most likely waiting for your signal to know what to do, how to act, and what you need. If you have lost the desire to be physically intimate, bring it up with your doctor or nurse. • Get help for lymphedema. Lymphedema is a painful swelling, usually in an arm or leg, which happens when the body’s lymphatic fluid fails to circulate properly and builds up in the soft tissue instead. There are several ways to manage lymphedema. Your doctor or nurse can give you tips to prevent and reduce the swelling. — cancercare.org

I’ve got a strong group of family and friends and I’m fortunate that I didn’t have to leave the Keys for treatment. Nov. 16 is my last day of radiation treatment and it’s been an emotional journey as much as it’s a physical journey. By Kristen Livengood and Gabriel Sanchez VOO-BARIAN RHAPSODY Neil Cataldo has been involved in Fantasy Fest float construction since 1998. “I started off working the float for Fred’s Beds, then around the mid-2000s, we had so many people that two floats were needed. Typically the construction would require decoration expenses, registration fees, etc. and cost around $3000 to $4000. This year the price tag was nearly $10,000 due to the complete overhaul of the float’s foundation. “It’s going to be safer than it’s ever been,” he said. “I also plan to use it for fundraising events with youth organizations.” But how many Conchs does it take to screw together a float? “60 or so,” he said. Usually I get a dozen people that do the majority of the work, so it’s usually the quality of the help that makes it go smoothly.” Of the 60 participants, 20 are on the float, 10 are on the truck, and 30 are walking the perimeter handing out beads. He expects to toss out 17,000 beads. His favorite theme throughout the years of float building was the 2013 “Super Heroes, Villains, and Beyond” theme in which the MISFITS designed a “Heroes Among Us” military tribute that was recognized nationally. THE STUMP TRAIN Gary The Carpenter started his float building after sneaking into the parade almost 20 years ago. “I was on my Harley dressed up, and

ABOUT THE PARADE The Fantasy Fest parade starts at 7 p.m. on Saturday, Oct. 29 from the Truman Annex Waterfront, winds down White Street to Front Street, before entering Duval Street. The parade is very leisurely, so prepared to be patient. The lower portion of Duval Street is typically the most festive. The parade features dozens of floats, large walking groups and more.

Nineteen floats later, he’s still hammering away on floats because it keeps him out of the crazy crowds. “I wanted to experience the parade without being stuck in the crowds with a bunch of drunk people,” he said. “Once you experience the parade from the inside, you never go back to the crowds to

watch it.” He spent about $25,000 rebuilding the float last year, but can reuse the design for a few years before rebuilding again. In 2004, his design won the grand prize with “White Zombie Wedding,” and in 2006, won the “Little Engine That Could” prize. The float, “The Galileo,” resembles the Starship Enterprise from Star Trek,

and was remodified to a stump train for this year’s political theme. He’ll have about 50 people on the float this year “campaigning,” and asks that his riders chip in $150 for a case of beads and tons of booze. “It’s really expensive doing a float, but always worth it,” he said. His favorite part of the float? The double stalled outhouse. “Two toilets face each other with no divider, “it’s quite the conversation piece.” THE PURPLE PARTY A mixture of blue and red will make up this year’s purple “We Be Fit” float by Theme Runs. Beth Moyes of Theme Runs has been involved in float design and construction since 2012 and has been steadily bringing in awards — Best Costume, People’s Choice awards, and Best Walking Group. This year, she’s bringing the Democrats and Republicans together in the purple party which will also mesh the voodoo theme into the design. “We have at least 100 man hours in,” she said Tuesday morning while putting together her Tutu for Tutu Tuesday after hosting the Heroes and Villains 5K the night before, and the Zombie Bike Ride the night before that. “I’m mustering up energy for the rest of the week.” The planning started six months ago with the creating and designing process with the ordering of costume materials. “All the costumes are custom and handmade,” she said. “That alone is a lot of hours.” She said five to six people a day have been at the float working on details, and they will have 50 to 60 people throwing beads to the crazy crowds during the parade.

artender Dawn Reams has been serving up cocktails at Lighthouse Grill overlooking Faro Blanco Lighthouse since February. Moving to the Keys from a suburb of Detroit, Michigan in January. “It’s a paradise here,” she said with her arms in the air, showcasing the view. “I wanted to get away from the city life and there was no better place than here.” The Lighthouse rum punch is a fruity and refreshing mix of four rums – coconut, spice, light, and dark – and topped with a little orange juice and pineapple juice. “I love it here,” she said. “I get to meet people from all over the world, which is a nice change after being a legal secretary for 35 years.” She said her favorite thing on the menu that goes with the punch is the chopped salad. When she isn’t bartending and admiring the view, she is tending her garden, taking her dogs swimming and spending quality time with her husband, Tim. The airline agent from hell And she looked just like Lois from ‘Family Guy’…

A

fter my father passed away in July, I figured I would be taking a few trips to Greenville, SC in the months that followed (I was named executor of the estate). I had originally just considered American Airlines from Miami to Atlanta and renting a car for the 150-mile drive to Greenville, but a royal screw-up by American turned into my worst travel day ever — a story for a future column, perhaps. I did discover, however, that Allegiant Air flies direct from Fort Lauderdale to Greenville-Spartanburg InternationJOHN al Airport (GSP) three times a week, and on a real full-sized BARTUS Airbus jet. The return leg of my most recent trip started out with some of the most bizarre behavior I have ever seen is a City Council from an airline employee, and the following text is part of member and a the complaint I sent to Allegiant about this less-than-stable former Mayor of gate agent who looked just like Lois from Family Guy… with the City of Marathon. As I was checking in, the Allegiant rep — a relatively small woman with shoulder-length red hair and eyeglasses (“Lois”) — told me that the only way the guitar was coming on board the aircraft with me was if I bought it a seat. I told her that I already paid for it as a carry-on, and that Federal law stipulates that instruments be allowed as carry-ons: “The rule requires that each U.S. carrier subject to this regulation allow a passenger to carry into the cabin and stow a small musical instrument, such as a violin or a guitar, in a suitable baggage compartment, such as the overhead bin or a closet, or under the seats, in accordance with FAA safety regulations…” (From Transportation.gov) I calmly informed the Allegiant agent that I had paid for Priority status so I could board with time to safely stow it in the overhead bin, and that Federal law allowed me to take the guitar on board if it fit and there was room. She then decided she was done dealing with me, told me to stand aside, and started processing other passengers. Another Allegiant employee at GSP (Erica) came over and was extremely nice and helpful, and explained that since I was Priority and would board first, that there should be no problem with the guitar as a carry-on. She completed my check-in. After I passed through the TSA checkpoint, I observed “Lois” interacting somewhat rudely with a couple of other passengers. The worst, however, was “Lois’s” interaction with another female passenger who arrived after no one was left at the Allegiant check-in counter. She told me she had paid for a checked bag. “Lois” rudely told her that the only way she would travel with her bag was if she paid her another $50. At one point, “Lois” stormed away from the frustrated female passenger, declaring that she had other more important things to do. The kicker was when “Lois” returned, again treated the passenger rudely, provoked the exasperated and frustrated passenger, and then told the passenger that she was not flying and that she was calling law enforcement to have her removed from the airport. At this point, the passenger was almost in tears and began talking to other passengers waiting to board the aircraft. “Lois” loudly stated that the passenger needed to leave immediately, law enforcement had been called, and not to dare “incite” other passengers. Incite — “Lois’s” actual word. Instead of being helpful, instead of defusing a tense situation, instead of keeping in mind that passengers are the airline’s customers, “Lois” went out of her way to provoke and humiliate the passenger. I’m not sure if she was just having a bad day, but if I were in charge of personnel and staffing, I would ensure that “Lois” never dealt with the public again. I hope Allegiant listens… because this “Lois” wasn’t nearly as amusing as the cartoon one. • • • • •
