Trick or Treat in the Upper Keys Everyone goes to the Burton Memorial United Methodist Church festival set for Saturday, Oct. 29 at 1 p.m. It’s a community event featuring a pumpkin-carving contest and a costume contest, petting zoo and inflatable rides. It’s located at MM 93, oceanside. At night, adults head over to the Tavernier Elks Club costume party at 6 p.m. On Halloween proper, everyone swarms the neighborhoods. Halloween is about confronting fears. (And candy, lots and lots of candy.) It’s a chance to face terror head on, like coming around a corner at a Halloween party and seeing Octo-Mom or Freddy Krueger. Fight or flight? But for 13 percent of the country’s population, phobia is a real thing. So the Keys Weekly set out to gauge our readers’ most distressing, dread-inducing nightmares …

ike Mitzner’s parents tired of his allergies. He was allergic to Chicago and all of its pollens, oaks and hay fever so they uprooted and moved him to Cutler Ridge, where he essentially grew up. And while growing up, Mitzner learned to play every single brass instrument and goofed around on guitar as well. He attended the University of Miami on a trombone scholarship. Mitzner’s path eventually crossed with Drein, a fellow female musician, and the two landed in Key Largo. That was 23 years ago. The talented duo played gigs four to five nights a week, from Ocean Reef to
Mitzner fun fact: He personally met Eric Clapton at Whale Harbor during one of his gigs, it may have been 1997 or 1998. He also watched Hank Williams Jr. walk into Lazy Days during one of his gigs, grumble something to the guitar player and walk out.
Islamorada, where they were enthusiastically embraced by locals, but tragedy struck in 2009 when Drein passed away unexpectedly. Mitzner, now a guitarist, usually plays solo. He covers classic rock and blues. He occasionally plays with other musicians such as J Lee Driskell. (Catch them on Friday, Oct. 28 at the Pilot House’s Pirate Bash event. The show starts at 6 p.m.) Throughout the years, Mitzner has played with the Pros from Dover, the Just Not Right Band, and he’s subbed in during the Miami Jazz Fest. Mitzner, in his early 40’s, attributes Led Zeppelin, Jimi Hendrix, B.B. King and Buddy Guy as sources of inspiration. When he’s not playing gigs or creating music, he’s a diagnostic mechanic. More importantly, he’s dad to his two rescue dogs, Logan and Tinker. Mitzner plays at the Pilot House every other Saturday, exchanging with the Catch, and at Sharkey’s Pub and Galley every Wednesday. Mitzner’s only remaining allergies? Cold weather and mangoes.

kipper’s Dockside bartender Tony Ball makes a chocolate martini unlike any other. He’s been bartending around the Upper Keys for eight years, and has called Skipper’s home since they first opened its doors. “Usually they expect something heavy tasting, or a really sweet drink, but they get something else,” said Ball of his mysterious martini. Neither overly creamy nor overly sweet, this milky colored libation tastes similar to a dark chocolate bar. Ball’s chocolate martini takes vodka, vanilla flavored vodka, white crème de cocoa, and is finished with dark chocolate shavings. If you’re capping off a meal, the drink pairs well with the warm coconut bread pudding. With more than 15 customs cocktails on hand, Ball likes to surprise his guest with a standard libation, but is always up for experimenting on-the-fly. When he’s on the other side of the bar, he’s drinking whiskey or beer. Although he likes martinis well enough, he said, he’s hesitant to order because his own are “unmatched.” “I also love a good wine, but can’t always afford them,” Ball laughed. His hobbies away from the bar include photography. Serendipity is his guide and his new favorite toy, an 8mm panoramic lens that captures 180 degree views, has been a lot of fun, he said Visit Skipper’s Dockside at 528 Caribbean Drive, Key Largo. When District 39’s boundaries were finally approved in early 2016, after a protracted legal battle, incumbent Dwight Bullard was no longer eligible to represent the area that covers the Florida Keys, Everglades and Homestead. Anitere Flores (R) and Debbie Mucarsel-Powell (D) are challenging one another for the seat in 2016. Previously, Flores was a state senator representing District 37. Before that, she was a state representative. Mucarsel-Powell is a political newcomer with a background in fundraising and higher education.

2. The Keys have essentially become my second home over the last year. I’ve spent more time here than I could measure, attending and speaking at chamber events, festivals, and forums from Key Largo to Key West. 3. I took the statewide lead in convening a special meeting in Homestead to hear directly from Florida Power & Light, regulators, and concerned citizens. FPL now has three years to stop adding to the problem and up to 10 years to completely retract it. While drinking water in the Florida Keys is not currently at risk, I will continue to be your voice in Tallahassee to ensure our water quality is safe. 4. As the mother of a second grader and a pre- kindergartener, I understand the need of having quality education that’s accessible to the families of our community. Parents should be empowered to make the best education decisions for their children. I will continue to be a strong advocate for quality education options.
2. I have spent a great deal of time in the Keys since moving to Miami more than 20 years ago. I have a home in Islamorada and am a registered voter from the Keys. I think what you are really asking is: Given the new district lines, how well do I know the strengths and challenges that exist in the Keys? I have spent countless hours talking with and listening to voters. I have participated in many forums where the critical issues have been discussed and I am eager to learn more. 3. Absolutely. I will fight to protect our drinking water and hold FPL accountable for their pollution. 4. I am deeply concerned about the money siphoned from non-charter schools to charter schools. I am adamantly opposed to for-profit public education. I am appalled by the legislature’s actions around education, specifically related to funding. Our schools must be fully funded.

he Key West World Championship Powerboat Races aren’t just for adults to “ooh” and “aah” over some racing machines, but for kids, too. But some local students may not have the opportunity to see the boats or races at all. Senior Vice President of First State Bank Kurt Lewin, Super Boat International President Jim Carbonell, and attorney Robert Spottswood saw the opportunity to create a sponsorship for high school kids in marine studies programs to get up close to action. Interest in the marine industry is natural for Keys kids having grown up with the ocean as their backyard. Many of them drive boats before cars. “Last year we sponsored 100 kids from Coral Shores to come

They are the next generation of mechanics and engineers for the marine world.” He credits the powerboat racers and mechanics for generating enthusiasm for the kids in the marine field. “This year many kids will be able to be shadow mechanics and work with the teams. There’s no where else to get this kind of experience,” he said. Coral Shores is now one of five high schools in the country partnering with Yamaha to help kids get marine industry certification and a step up for their future. “I’m bringing 100 kids this year,” said Catlett, “I tell them all to talk and ask questions, make the most of it.”

A brief history of the Key Largo fire district
K
ey West, Marathon and Islamorada all have fire and rescue departments staffed with municipal employees. The Monroe County Fire Rescue serves the rest of Monroe County — except for one small slice of island from MM 95 to 112. In 2005, Key Largo became the 68th Special Fire Taxing District in Florida, its own separate entity, becoming the Key Largo Fire Rescue and Emergency Medical Services District, known as “the district.” Despite being an independent taxing authority district, it does receive county funding since it is located in unincorporated Monroe County. The district then contracted out fire rescue services to the Key Largo Volunteer Fire-Rescue and in 2013,

Chief Don Bock is at the go-between for both the fireboard and the ambulance board. Since the district’s inception, Marilyn Beyer has served as the fire board’s treasurer, but this will be her last year – she's retiring. Two qualified candidates vie for Seat 5, Frank Conklin and Dan Powers and it has stirred a lot of mixed emotions. Firefighters, especially long-term volunteers, feel that the department needs to be better represented by seasoned firefighters and to let firefighters “put out fires” and EMTs “stick the needles.” (By the way, the district is staffed by a combination of unpaid and paid employees, despite the usage of the word “volunteer.”) Beyers said regarding the current Ambulance Corps board and some long-time volunteer firefighters, “There is a lot of animosity there and it’s really

uncomfortable. It’s a district board, they’re supposed to be equally balanced.” “Too much politics involved now, everything is about money money money. We need to get back to recruiting local volunteers,” said Montillo “Scotty” Desquotte, who had volunteered for the fire department for more than 20 years and now organizes the Honor Guard. Both Desquotte and Beyers agreed that the fire department lacks community involvement like it had years ago. Desquotte said that he’d like to see more local cadets and start engaging high school students to get involved. Chief Don Bock said that there were “transparency” problems with the board that previously served the Key Largo Volunteer Fire & Rescue. The last point of dispute is the building and land at Station 24. It is owned by the previous operators of the department. It serves as a museum now, but there is a faction that would like it to be a functioning part of the district. This is a non-partisan vote for Key Largo residents living from MM 95 to 112. Election day is Tuesday, Nov. 8.

BIOS: Dan Powers moved to Key Largo in 1980 from Chicago. He raised his two children here. He was active with Odyssey of the Mind for 25 years and for 12 years served as regional director. He retired two years ago after serving as a firefighter and EMT for 24 years. “As a taxpayer, I’d pay close attention to where our tax dollars are going. I’d like to work with both agencies, Fire and EMS,” Powers said. Since retiring, he’s spending time with his grandkids and rebuilding a 1950 Chevy Bel Aire – which is almost done.

He graduated from Coral Shores High School in 1990 and has been an electrician since 1992 and a volunteer for Key Largo Volunteer Fire and Rescue for more than 20 years. “With my local background with the Key Largo Fire Department, I hope to be an asset to the district and help provide the highest level of Fire and EMS service to our community.” Conklin ran against George Mirabella in 2014 for Seat 4 but ultimately dropped out of the race.

Key Largo Fire & Emergency Medical Board, Seat 5 is being contested by two candidates. The race will be decided by a small slice of voters who live between MM 95 and MM 112. This race pits former president of the previous fire department, Frank Conklin, against former longtime firefighter Dan Powers. 1. How will you combat the high turnover rate of volunteer firefighters? How will you retain career firefighters? 2. How will you avoid raising taxes and move forward with new equipment and hydrants? Will you combine agencies? 1. Our turnover rate is no different than other Monroe County departments. Currently, there is a Fire 1 course in progress that was approved by the district board and run by the Key Largo Volunteer Fire Department. It is offered free with a guarantee of one-year volunteer service upon completion. This will help with our volunteers and staffing. Key Largo offers a good working environment, good training and experience with its high-call volume for career firefighters. They’re also able to have input into some of the decisions of the department. 2. As a concerned taxpayer myself, I am not for raising taxes. The penny sales tax is paying for the hydrant program at this time. We also have a vehicle replacement program. The trauma district has allocated for a new ambulance and equipment for both agencies. The three new real estate developments should have a positive impact on the tax revenue. I would also like to investigate if there are any other grant programs available that we would qualify for. At this time, I believe that both agencies work well together, no need to “fix” something not broken. Let’s keep working together.
1. In recent years our fire department has had to deal with most of the firefighters living in Miami-Dade County. Our department cannot match the income and benefits of the fire departments to the north. One thing we can do is welcome new firefighters from the mainland or locally, and we can help train them. We can get the firefighters involved in our community and make the fire department and our community their second home. It will establish a high level of fire and EMS service to our area. 2. The Key Largo Fire and Rescue EMS district was created just over 10 years ago. The tax rate was set at $1 million and the district has done a good job keeping it there since. The district will work on getting grants for the fire and EMS equipment and has the truck replacement scheduled. As for combining agencies, the fire and EMS district should have meetings and evaluate the system that is in place. We should study and research similar fire districts in the state of Florida. After research and evaluations are completed, the district should make changes if needed to provide the highest level of fire and EMS service possible for our Key Largo residents and visitors.

I’m a 21-year resident of Islamorada and I ask for your vote. I have no conflicts of interest: no landlord-tenant relationship with the mayor; no good ol’ boy agreements with contractors; no behind-the-scenes interference with senior staff and their duties. I abhor the consistent double-digit tax increases the current council loves. I have experience on council and as a senior staff member working in Village Hall. I was a vocal supporter of the Islamorada Community Center; my name is on its plaque. I also served on the Charter Review Committee and as Village Land Acquisition Advisory Committee president. I am known statewide for my dedication to a 70-yearold media group, for which I serve as board chair. I believe in government in the sunshine. My position always has been, if an elected official is acting in the public interest, there is no reason to hide anything. Open honest debate based on solid information and facts moves us toward the best decisions. I’ll bring integrity to council. My proudest council accomplishment is helping bring home $4.5 million from the state to purchase the Key Tree Cactus property in Islamorada, thus preserving one of only eight properties in the world containing this endangered species. It shows my unending commitment to our unique environment. We must work together to have Islamorada be the best it can be. It takes residents, staff and council moving forward as a cohesive team while making taxes affordable.
I am a 28 year resident. I have honorably and respectfully served for eight years. I have established valuable working relationships from the southernmost part of Monroe County to the halls of Tallahassee. I have worked hard on mutually beneficial partnerships with senators, representatives and congressman. I’m on the ground running, and have many more great initiatives to complete. I’m happy to give my to my community by participating in canal restoration committee meetings, BP Gulf Horizon Fund Allocation Committee, United Way, Save Florida Bay and the Everglades National Park Summits, Sea Level Rise Summits, Healthy Start board, MARC board, Florida Bay Forever board and many more organizations to help with sustainability. My passion remains. And in closing, I am very proud that we have kept our millage rate 15 percent lower than Monroe County, and second lowest in Florida.

Village of Islamorada voters will take to the booth on Nov. 8 to determine a number of crucial political races. None more important, however, than its own Village Council. With Seat 2 now vacant, Dave Boerner, David Purdo, and Cheryl Meads vie for their place on the Council (this page). The other remaining spot, Seat 5, is a contest between incumbent Mike Forster and Jill Zima Borski (opposite page). With less than two weeks until the election, the Keys Weekly offered editorial space so the candidates could address voters in their own words on the most important topics and why they deserve the vote.

DAVE BOERNER
As a former two-term village councilmember and mayor and three-term member of the Islamorada Local Planning Agency, I worked to enact the impact fee funding for affordable housing and incentives for workforce housing. I will use that funding to generate new workforce housing as well as ensure that new commercial developments provide housing for its employees. During my previous terms in working to meet the state-mandated central wastewater system, the science indicated that onethird of the pollutants in our bay and ocean waters was from failing septic systems; one-third was from storm water runoff; and one-third came from the Mississippi River basin. We must now address that second one-third storm water without further overburdening residents with costs. I also established t he design standards to maintain our small town community character. With Publix, Walgreens, West Marine and other big box stores coming, as an architect, I have the experience to ensure those standards are met. Our business districts are being stifled by on-site parking requirements that do not allow them to expand, risking loss of these businesses. I will work to establish municipal parking to create shared parking lots and pedestrian areas. The state will also eliminate all new residential permits in seven years, requiring the purchase of undeveloped lands. We have to partner with the state to fund these purchases that would otherwise bankrupt our community. And I will work to keep our Village expenses in line to prevent the reoccurrence of the 20% tax hike that was enacted this year.

Since entering the race, I’ve been amazed by the coconut telegraph. It’s given new meaning to “#2”, the seat for which I’m running. 1) Myth: I’m “buying” the election for personal gain and interest. Fact: I ask nothing in return, such as special treatment from planning, zoning or code enforcement. Under no condition will my position be used for personal gain. 2) Fact: There are people who won’t vote for me because I’m ethical. Fact: I’ve been told I couldn’t earn certain votes because I wouldn’t be a council puppet. One puppet advocate shared with me a development obstacle. I proposed a simple, ethical solution – one where making deals and cutting corners wasn’t necessary. I earned his support. 3) Myth: I’m trying to shut down an arts organization, publicly stated by an opponent. Fact: I’ve proposed a strength based collaboration that provides art education to youth in the Upper Keys through a separate charity, allowing for the other organization to focus on other aspects of its mission. This is a personal endeavor, not a political one. I stand to find the sweet spot between pro-growth and no growth, for our green space and Florida Bay. I stand for smart financial decisions and safe roads. I stand for the best combination of factors that embrace our economy while protecting our natural environment. I stand for affordable workforce housing, for our citizens and our community. I always will, no matter what. I care about all the islands that make up our Village, and I have the skills and experience to form positive solutions and build effective relationships.

My goals are to provide positive constructive leadership, to protect your property rights while protecting our environment including Florida Bay. I will protect the working waterfront, and our retirees. The priority of the taxpayer comes first. We must keep taxes affordable and bring integrity back to the Village Council. As a past councilman, who helped save the village over $3.5 million dollars on the sewers; was responsible for the Contractor’s Ordinance favoring local workers, supported a state audit and the use of an in-house attorney; repealed the waste water assessment, voted “no” on the unfunded sewer mandate project, “no” on the building of sewer plants in Islamorada, and against the vacuum pump station at Founders Park. I feel I am the most qualified candidate for seat 2. I have the skills to lead our village toward a better future. I am available anytime someone has a problem just as I have been in the past. I have no hidden agendas and want only what is best for Islamorada. I’m a retired Detroit police officer, served four years in the U.S. Air Force, I’ve been a charter boat captain for over 46 years, a past board member of the Monroe County Housing Authority, former president of Woods Corner, the Affordable Housing Committee, Islamorada Selection Committee, member of Islamorada Charter Boat Assoc., the Islamorada Moose Lodge, Islamorada Fishing Club, Chamber of Commerce, Forgotten Soldiers, lifetime member of the Matecumbe Historical Trust and am involved in numerous community events including MARC and working with the handicapped. irefighter Glenn Taylor wanted to show his support for his younger sister, Suzan Taylor-Craig, who is awaiting chemotherapy following a double mastectomy back on Aug. 24. So he decided he was going to shave off all his hair. When he first told his coworkers, it was simply sharing the family’s ideas for supporting Suzan, the first person in his family that has been diagnosed with breast cancer. “After I mentioned it, there were a couple that came right up and were enthusiastic about getting involved,” said Taylor. “I asked the Fire Chief, ‘Why don’t you see if any of the other guys are in?” All of a sudden, the idea took off like wildfire with guys willing to show their support. Before he knew it, more than 20 firefighters of Islamorada’s Fire Department, plus two of their family members, had joined Taylor in lopping off their locks to show
support for Suzan and all women who are currently fighting breast cancer. “I was with my sister when she had the surgery. When we learned about the chemotherapy, and that she was going to lose her hair, I wanted to do a special gesture for her,” said Taylor. The gesture resonated with his leadership. When the word came out at the officer meeting, everybody there wanted to help says Captain Geo Toth. “So I filmed it, took pictures, and put it on Facebook. We ended up doing about 17 that day, and a few more the following days,” said Toth. “Our family here helps everybody’s family. We went for it using two pairs of clippers and taking turns. It was a gesture we wanted to make.” The boys banding together in solidarity has meant a lot to Taylor and his sister. “I was very humbled by the fact that the guys wanted to show their support like that,” said Taylor. “I didn’t tell her, instead we put it on Facebook. She called me right away and asked, ‘Is this for me?’ and then took time to thank and befriend everyone who
showed their support. She was very moved and emotional.” Starting Oct. 31 she will begin scheduling her treatments of chemotherapy, which are followed by radiation treatments. Suzan remains in high spirits, says Taylor. “I love her dearly, she’s the youngest of my siblings, but the strongest. When she first came out of surgery, she just kept saying ‘the badass is back.’”
