The Monroe County Board of County Commissioners approved a resolution to elect Commissioner George Neugent as Mayor and Commissioner David Rice as Mayor Pro Tem this past Tuesday at a meeting in Key West. Both are one-year terms. This is the fourth time Neugent has been elected Mayor. He also held the position in 2000-2001, 2008-2009 and 2012-2013. Neugent replaces Heather Carruthers, who remains on the Commission. She was re-elected in August to another four-year term. “Mayor Carruthers, I would just like to applaud you and thank you for your service over the course of the year and for taking on so many of those challenging issues,” Neugent said. “You’ve done a great job and are such a talent on this Commission.” To make the new Commission official, County Judge William Reagan Ptomey Jr. swore in Carruthers, Danny Kolhage and Sylvia Murphy as Commissioners. Kolhage and Murphy also were re-elected to four-year terms. “It’s been a real pleasure to serve with good people, and this last year has been especially so,” Rice said.

very year, thousands of deserving children throughout Monroe County benefit from the charitable work of two leading organizations who work tirelessly to ensure that every boy and girl makes it onto Santa’s Nice List. “A lot of the list comes off the school’s free and reduced lunch list – about 5,000 to 8,0000,” said Toys for Tots volunteer Kyle Burkel. “We raise more toys per capita that any other Toys for Tots Drive in the country.” The drive, part of the Marine Corps national Toys for Tots program, culminates with a Poker Run and Parade on Saturday, Dec. 17. The ride leaves Gilbert’s Resort in Key Largo at 11:30 a.m. and concludes at the Oceanview Inn and Sports Bar in Islamorada. “The Keys being what they are,

everyone helps everyone else. All the toys that are raised go to local kids,” Burkel added. Toys for Tots drop-offs include any of the Islamorada Fire Stations, Capital Bank or Ocean Sotheby’s Real Estate. In Key West, the major player is Wesley House Family Services which organizes the Holiday Helpers of the Florida Keys toy drive. Spokesman Jeremy Wilkerson relies on a partnership of 10 agencies to collect toys for families who, for a number of reasons, may not have the resources to provide for their children during the holiday. They accept new, unwrapped toys at any of their offices throughout the Keys plus any Centennial Bank or Keys Federal Credit Union branch, Royal Furniture and Womankind. Stellar Spellers Not-so annual contest tests community’s spelling abilities

n the 11th round, and after a grueling three hours, the winner of this year’s “notso annual” spelling bee was The Not New Bees team, sponsored by the Law Offices of Patrick Stevens. The improbable win came on the heels of two teams failing to spell the words “ryhnchocephalia” and “bilharziasis.” Lead by a loveable plush manatee named “Manabee,” Mary Stella and Kara Pascucci capitalized on mistakes from other teams to correctly spell the word “agammaglobulinemia” (don’t ask me to use it in a sentence), and stun the restless crowd. Other winners were the Mistery Misspellers for best team name and the Switlik Spellosophers for best costume. Fisherman’s Community Hospital teamed up with Habitat for Humanity to sponsors the event, while Monroe County School Board members judged the contestants. —Weekly Staff report

Contractors fund the fight FKCA donates $2,500 to FIRM Last week the Florida Keys Contractors Association (FKCA) Board of Directors slipped a $2,500 check to Fair Insurance Rates in Monroe (FIRM) to aid in their fight against rising insurance costs. “FIRM is one of our partners in the building industry and the organization feels this is a good way to help Florida Keys homeowner,” said Chris Gratton. “These funds will be used to fund the administrative hearing in Tallahassee to contest the latest Citizens rate filing,” said FIRM President Mel Montagne.

Late prosecutor touched many lives in the Keys

I

would receive a text reading “HH,” which was Manny’s code for happy hour. It was typically a Monday or Tuesday and it was understood we would meet at the Brewery. And it was equally understood I would have to endure relentless taunts ranging from his superior billiards abilities to how the Miami Hurricanes were the greatest program in college football history (and Manny could win any argument — especially those pertaining to Canes football). But these weekly sessions are what I will miss the most about Manny Madruga. If you knew Manny, he had sheepish grin that accompanied his jabs, but it was that same endearing trademark that made Manny, a tenacious prosecutor, one of the most approachable figures in the room. And perhaps that was Manny, a paradox. Inside the courtroom, he was a fierce prosecutor with an unrivaled passion for the law. Just after graduating from the University of Miami Law School, Manny joined the Monroe County State Attorney’s Office and shortly after prosecuted his first murder trial at the age of 26. Manny went on to prosecute some of the highest profile cases in the history of the county and in

FRIENDS REMEMBER MANNY MADRUGA Two days after his friend’s passing, Monroe County Sheriff’s Office General Counsel Patrick McCullah was still reeling and fighting back tears at the loss of his friend and colleague. He and Madruga first met in 1995 as prosecutors with the State Attorney’s Office. As trial partners, they became fishing buddies and eventually best friends while working together on a number of cases including the high-profile murder case of Jeffery Wallace.

“I just can’t get my head around it,” he said. “I spoke with him the night before and we were actively talking about a job search. I just wish he would have given me or someone else a chance to talk to him.” —Patrick McCullah

2009 he was honored with the Gene Berry Memorial Award from the Florida Prosecuting Attorney’s Association — its highest honor. Yet Manny’s legacy outside of work was equally impressive. Madruga served on dozens of boards and devoted his time to countless non-profits, including the Boys and Girls Club, MARC House, Masonic Lodge, Key West Ambassador Program, Sunset Rotary and countless others. Today, a recent picture with members of Manny’s Leadership Monroe County Class serves as his profile picture on Facebook. He took great pride in staying connected with that particular group, which is where I met Manny in 2007. Just recently, he told me, “After all of these years, it makes me proud that our class still has the most representation at Leadership functions.” Sure, Manny was always competitive, but he also cared about preserving relationships. Manny had many friends, but one of his closest friends was his ex-wife, Ani. Manny would often remark that one of his proudest, and most thankful, achievements was that he and Ani remained close after their divorce. It was during one his stories about Ani that he once choked up. He was remarking on the early days and how she was incredible mother. It was the only time I ever saw him cry.

“I am really upset with Manny,” Smith told the Weekly days after his friends passing as he worked through a range of emotions. “He was just such a great guy.” An investigator with the Public Defender’s Office, Smith worked alongside Madruga as a police officer with the Key West Police Department since 1990.

“This was a straight up guy who was never vindictive,” Smith said. “I am still trying to wrap my head around it. I am still trying to believe that Manny Madruga did this.” —Scott Smith

Monroe County Sheriff Rick Ramsay met Madruga back in 1990 when he was a patrol sergeant and Madruga was a junior prosecutor. Together they served on many boards and volunteered countless hours at community events too numerous to list. Ramsay had recently offered Madruga a job with the Sheriff’s Office.

“His passion was to make our community cleaner and safer and get the bad guys off the street,” Ramsay said. “Manny was a great guy; a friend to the Sheriff’s Office and to me personally. This is a devastating loss.” —Rick Ramsay

Family was sacred to Manny. In his last months, he spent weekends in Miami tending to his mother as she rehabbed from an illness. I would often invite him out to watch a game or shoot some pool, but Manny would text back that he was heading to his mom’s. He never once treated it as a duty. Instead, he would return to “HH” with updates on his mother’s progress and how proud he was of her determination. I don’t think he ever stopped to realize it, but his descriptions about his mother were reflections of his own fortitude and character. Above Hurricane football and deer hunting in South Georgia, Manny cherished trips to see his daughter Natalie in college. Some of Manny’s favorite stories involved something simple, such as some dinner in Orlando with Natalie, but those were their stories and not mine to tell. I can simply tell you that Manny loved his daughter as much as any father could. My stories are like so many others who knew Manny. He touched countless lives in a myriad of social and professional circles. The themes of these memories will all share a common denominator about a man whose artistry was words … yet he led by example in life. I don’t know how much love a person can give, but Manny gave every day — to so many people. And while we may never know exactly why our friend took his own life, I will always believe that Manny gave until he could give no more. And like all of us, I simply wish I could have one more text reading “HH.”

There will be a mass this Friday at St. Mary’s at 3 p.m. There will be a celebration of life to follow at Duval Square at 4:30 p.m.

Doug and Sue Harrison served on the MARC Board of Directors with Madruga for a number of years. Doug recalls a particular Christmas party where the board could not get Madruga off the serving line. “Finally after several attempts Manny poured sauce on my shoe and said, ‘Health Department only lets clean shoes on the line,’” Doug said with a faint laugh. “Like everyone else, this caught us totally flat-footed,” Sue added. “We all feel like something has been taken away from us. I keep thinking it is about me, but it not about me.”

Big competition this weekend in Key West

and sculpting pros from the U.S., Singapore and Canada are to wow crowds with their intricate creations at the third annual International Sand Art Competition, set for Nov. 23-27 beside the Atlantic Ocean in Key West. Visitors can watch the competitors create masterpieces out of just sand and water — without the use of electric tools, molds or glue — on the beach at the Casa Marina, a Waldorf Astoria Resort, at 1500 Reynolds St. "Each sculptor receives about 15,000 pounds of sand that they have to compact and compress and carve," said event organizer Marianne van den Broek, owner of Key West's Sand-Isle Professional Sand Sculpting. Scheduled competitors are Rusty Croft of Carmel, California, who hosted the former television reality show "Sand Masters"; show participants Chris Guinto of Key West and Morgan Rudluff of Santa Cruz, California; champion sculptor Joo Heng Tan of Singapore; and Canadian experts Guy-Olivier Deveau and Abe Waterman. Also on hand will be veteran competitor Dan Belcher. Fans of sand, sun and creativity can observe the masterpieces take shape all day Wednesday through Friday and until noon Saturday, when the sculptors complete their creations. The entries will be illuminated for after-dark enjoyment starting Friday. Day and evening viewing is free. The judging is on Saturday, Nov. 26 from 1 to 4 p.m. and the public can cast votes for the People's Choice Award. But the fun for spectators isn't limited to observing and voting. Selected audience members can search the sand for prizes Friday afternoon during Flagler's Treasure Dig, named for Henry Flagler, who conceived the Florida Keys Over-Sea Railroad and the Casa Marina in the early 1900s. In addition, aspiring "sand masters" can test their skills Sunday in an amateur sand-sculpting contest while surrounded and inspired by the professionals' creations. r. Joanne Mahoney has been practicing Internal Medicine for 30 years now. She took the slow route through medical school; first starting out as a medical technician, then went on to become a physician’s assistant, and then decided to become a medical doctor. She’s the medical director with Hospice VNA, the Rural Health Network in Key West, the Plantation Key Nursing Center and Key West Health and Rehabilitation. Mahoney said that nurses are her “best friends,” and without them and other support staff, she couldn’t do what she does. “We live in a very giving community,” Dr. Mahoney said. Dr. Mahoney spends a weekend a month in Key West to accommodate her many jobs. And she’s also an avid angler and has had the same fishing mate and friend since Coral Shores High School. Yes, she is a true Conch.

12. Best vacation? Cat Island with my friends who live there. 13. What scares you? Being helpless to change an outcome for a patient. I wouldn’t say scared really, but sad. 14. What always makes you happy? I love my pets. My animals they are always there for me. 15. What’s your favorite “transplanted plant?” China berry tree. 1. What inspired you to become a doctor? My family doctor as a child and my father as a teen. Bonus that it’s a recession-proof profession! 2. What’s the biggest fish you have caught? I’ve caught a 50-pound sailfish but I lost a 100-pounder on the line. 3. Are you squeamish when having your blood drawn? No, but I hate shots — at least it’s over quickly. 4. What’s the last play you saw? “Naked Boys Singing.” It was hysterical!

hile en route to Sony Records, up and coming country music singer Brandon Ray was able to steal away a minute to chat from the back of an Uber on the way to the airport. “Life is so fast paced in Nashville,” he said. “When we are in Key West, we just get to slow down a little.” Spending plenty of time in Key West, the recording artist is looking forward to his upcoming one-night gig at Island Dogs Bar at 505 Front St. in Key West on Tuesday, Nov. 29. “My wife, Alyssa, and I have been vacationing in Key West for the past five years,” he said, looking forward to the perfect weather and cool watering holes. “And, everyone in Key West loves Nashville.” While in town last May for Singer Songwriters Festival, he and general manager of Island Dogs, David Thibault became friends. When Ray mentioned he would be back with his family at the end of November, Thibault jumped on the opportunity to have him play an acoustic show. “He’s a badass,” said Thibault. One of Ray’s singles out now — “American Way” — has been No. 1 on CMT’s 12-pack countdown for weeks. It’s also on the “New Boots” playlist on Spotify, and is being added to the Sirius XM country lists as well. His lyrics and music video won’t disappoint. His other songs include “Gas on the Fire,” “That Could Be Us,” and “The Way It Was.” While in town, he’s also looking forward to grabbing a piña colada at the Casa Marina, and he is “obsessed” with Smokin’ Tuna’s menu – even going twice somedays. This is an amazing little piece of technology. Every night before I go to bed, I just place the watch on a windowsill so that it can receive its instructions from the main atomic clock or the mothership or whatever else sends the information. Every morning I awake and strap on my wrist the most accurate piece of timekeeping machinery there is. It is so accurate that I can tell, to the precise and exact second, just how

late I am to any given meeting or engagement. I am very thankful for turn signals in motor vehicles. I am not, however, thankful for the thousands — nay, millions — of drivers who remain blissfully unaware of their existence. It got to the point where, nearly 10 years ago, Keys Disease Central proclaimed December 10, 2006 as Turn Signal Awareness Day in South Florida. Did this massive public awareness push have any real impact? Sad to say, South Florida drivers are still ignoring that little lever on the steering column in record numbers. And judging by my observations, this is a disease that afflicts people from all races, ethnicities, and socio-economic strata. It is as common to be on the receiving end of no signal from a Keys cruiser rustbucket as it is from a Boca Raton Bentley. The sad part is that most sufferers of this affliction don’t even know they have a disease. They don’t even know it’s their fault when other drivers blow their horns and flip them off. Instead of Turn Signal Awareness Day, perhaps it’s time we changed strategies and developed an awareness program (and treatments) for Signallever-o-phobia. The pharmaceutical companies could jump on the bandwagon and create little flashing yellow pills with side effects that may include nausea, fever, brain swelling, toejam, constipation, instant teeth whitening, and the sudden ability to hit operatic soprano notes. I am thankful that I have had an-

other chance to see this year’s Nobel Laureate in literature in concert yet again. By the time you read this, I will have seen my 10th (at least) Bob Dylan concert this past Wednesday. I’ve been a Dylan freak since early in my ability to appreciate music, and nearly everyone we know, from the Beatles and Stones all the way to today’s artists, all owe Mr. Dylan a debt of gratitude for the role he played in changing what we call popular music. That being said, Dylan concerts are notoriously… well, different. It’s always a challenge to try and recognize the songs he is singing, because the live arrangements have precious little to do with the recorded versions. In concert, he has been focused on his more recent material than his classics. I think that’s just fine, as I love his recent albums. At I was leaving my last Dylan show at the Broward Center for the Arts, however, I overheard some aging hippies complaining bitterly that Dylan didn’t even do “Like a Rolling Stone.” Really? If you had played that song in every concert from 1965 until a couple of years ago, might you not want to give it a rest as well? Whatever did happen to peace, love, and understanding? Looking back at this column, there are so many things I didn’t get a chance to touch on, like the entire Allegiant Airlines experience, or more earworm songs I’d like never to hear again. Keys group awarded $2.1 million from NOAA

C

oral Restoration Foundation has been awarded $2.1 million in funding from the National Oceanic and Atmospheric Administration (NOAA) to restore eight reefs along the Florida Reef Tract to levels outlined in NOAA’s Acropora Recovery Plan. Out of 17 coastal habitat restoration organizations that were selected for funding through NOAA’s Community-based Restoration Program, Coral Restoration Foundation is the sole recipient for a coral reef restoration project. The $2.1 million grant will be distributed over three years and will be matched dollar for dollar by Coral Restoration Foundation. Based out of Key Largo, Coral Restoration Foundation operates the world’s largest reef restoration program. With six offshore coral nurseries in South Florida housing over 50,000 corals at a time, the foundation uses innovative techniques to grow threatened coral species which are later outplanted on to reefs. Clusters of corals are outplanted strategically to increase the amount of genetic diversity for these once dominant coral species. The grant awarded by NOAA will allow Coral Restoration Foundation to take the next leap in restoration efforts and will contribute to advancing the organization’s overarching goal of saving our world’s oceans. Spanning almost 150 miles along the coast of South Florida and the Florida Keys, the Florida Reef Tract is the third largest barrier reef in the world. Barrier reefs provide habitat for marine life, but are critically important for humans as well.

They provide storm and erosion protection for coastal communities, support the tourism industry, create thousands of jobs, and produce food for millions of individuals. Sadly, since the 1970’s, the populations of two key reef building species, staghorn (Acropora cervicornis) and elkhorn (A. palmata), have declined by 92-97 percent due to various factors. As a result, these species are now listed as threatened under the Endangered Species Act. The project’s first year will begin with a Pilot Study involving close to 10,000 corals being outplanted across 20 reefs, including North Carysfort, Molasses, Sombrero, Coffins Patch, American Shoal, and Western Sambo. This followed by monitoring throughout the year will identify eight best suitable reef sites for the remainder of the project and will span the entire Florida Reef Tract from Key West to north of Monroe County. The project will result in over 50,000 previously dominant coral species, elkhorn and staghorn, being outplanted to restoration standards in NOAA’s Acropora Recovery Plan. The scale of this project is unprecedented and shines a light not only on the urgency of saving our reefs. ilots N Paws is an allvolunteer effort between animal rescues, pilots, and individuals to coordinate the transfers of all types of animals. Online, their website serves as a meeting place for volunteers to plan transfers. With more than 5,000 volunteer pilots, the national charity has grown to fly more than 15,000 rescued animals each year. Some of the organization’s most eyebrow-raising transfers have consisted of a baby dolphin, bear cubs, bats, pygmy donkeys, and a young tiger. Many of the transfers happen across state lines, though for Marathon-based pilot, Jeff Bennett, those trips have become commonplace. The retired Navy ‘nuke,’ has spent the last eight years flying around his Cirrus SR22 loaded with all sorts of critters going to their “forever homes.” “It’s just the love of flying and my love of dogs, and putting it together,” said Bennett of his initial motivation. “You can only burn so many holes in the sky before you get bored, so it works out.” After reading a magazine that featured Pilots N Paws, Bennett decided to volunteer. He now spends roughly 200 hours a year in the air, transferring animals to and from various rescues primarily located in the southeastern part of the country, though he’s traveled as far north as Tennessee. “If you don’t mobilize and move them the day they have to go, many places begin to euthanize them,” said Bennett. Though he’s currently recovering from shoulder surgery, it hasn’t stopped him from continuing his good deeds. Bennett drives animals to and from rescues in his personal vehicle, in what he playfully refers to as — “Pilots N Paws: Wingless Division.” By land, he’s able to transfer 80 to 100 animals at one time with his longest “wingless” transfer being a 1,600-mile cross country trek. “It’s a volunteer service, so the only benefit you get is that the jet fuel is tax deductible, though I never did it for the numbers,” explained Bennett. “I try and take photos and document each transfer.” To this day, he has coordinated and conducted the transfer of more than 5,000 animals. Bennett’s rescue repertoire is quite extensive and includes kinkajous,

The largest animal he’s transferred was a 90-pound Great Pyrenees. “I do a lot of the coordinating for the bigger fly-aways, too — which are usually 20 to 25 plane loads. In those cases, we get a manifest together, make weight and crate arrangements, and assign each load,” he said. Bennett’s SR22 averages 30 animals onboard, while a fleet of pilots can move 250 to 300 animals at once. Interstate transfers take a little more effort, as the logistics behind a multi-state rescue requires multiple pilots and volunteers. Animals have been the main cargo, but that hasn’t stopped humans from joining Bennett in his journeys throughout the years. Jessica Lilli, marine mammal trainer for Dolphins Plus Bayside in Key Largo, accompanied Bennett last year on a transfer after winning a bid at Marrvelous Pet Rescue’s Spayghetti and No Balls gala.

“We flew from Marathon to Marianna, Florida, and picked up 28 puppies and one kitten,” said Lilli of her adventure. “It was a beautiful ride over the Everglades that I’ll never forget and wonderful to help those animals. Throughout the flight they were right next to us, so we made sure they were comfortable. One even slept in my lap on the way back.” Bennett implores perspective owners to adopt, instead of buy, their pets. When possible, he works to match owners with the desired breed, size, temperament, energy level, and age of whatever kind of dog they would like. Pets that are transferred through Pilots N Paws have usually been examined by veterinarians at their respective rescues and may have received necessary shots, though, it is not the responsibility of, or a service, that Pilot N Paws provides. ustin Anderson makes a great rum runner at the Honky Conch. Haven’t heard of the bar? Sure you have, it’s the second story tiki bar at Keys Fisheries in Marathon. (The establishment renames itself every year — patrons vote with dollars for the best name and the funds go to charity.) Anderson says it the perfect combination of light and dark rum, plus a blend of tropical flavors. “I also serve it over the rocks, and that’s really good, too,” he said. The rum runners, piña coladas and margaritas go well with the raw bar offerings overlooking the working waterfront. Patrons can also go downstairs to order the other menu items. “People rave about my margarita. I add a little bit of orange juice and it cuts the bitterness, makes it citrusy,” Justin said. He’s a recent transplant to the Keys. He said the “Double D” brought him to the islands — 28 years in Detroit, and a Divorce. In the north, he was a journeyman toolmaker — crafting pieces for cars, jets and NASA. Drop by the Honky Conch for some holiday libations and say hello to Justin. And, if you need a reminder of the bar’s previous names, just look up. The bar’s name plates from previous years are tacked to the ceiling between the rafters. amed after their trusty dingy, the Tiki Seekers have found retirement as the perfect excuse to make a little noise. Ten years removed from sailing down from Jacksonville, they’ve decided to toss conventional wisdom aside for island life. “A wise man told us, ‘Don’t work a day more than you have to,’ so we sold everything and bought a sail boat,” quipped Bill Spohn. Spohn started as songwriter when he was in his teenage years. Although he graduated from the University of Colorado with a degree in business, he was inspired by the greats — Elvis, the Beatles, the Bee Gees, and Ray Charles. “By the time I was 22, I had 100 songs written. I’ve always said I think it’s my only God given talent,” chuckled Spohn. “I’m one of those people that songs come to me all at one time. It’s like they just appear in my head.” PJ Tedrick’s parents paved the way for her musical journey — both were musicians. “I still remember my first performance. My father was playing a small venue when my Mom decided to dress me in an Easter costume and have me sing ‘Here Comes Peter Cotton Tail.’ When people filled my basket with money, I thought, ‘Holy smokes I just have to stand here, sing, and I get money? I’m in,’” she recalled, laughing. Now the two musicians perform songs “from Elvis to the Eagles.” Sticking to their motto of “always fresh, never canned,” the two perform without the assistance of

Bill’s originals continue to get play as well as the folkrock and country-rock story songs, plus he’s expanded to include a number of genres such as show tunes, Disney theme songs, and jazz. “In another lifetime, I would have liked to have been a songwriter by profession,” said Spohn. Since relocating to Marathon, they’ve written about the people they’ve met, the places they’ve been and the things they’ve done. They said they enjoy performing locally inspired songs “We have songs about all sorts of local people and themes, like a biker song about a man in Marathon called ‘Tough Guy,’ and a song about a talking fish called ‘I Caught a Fish Today,’” said Spohn. The duo currently performs regularly at the Harbor View Café. “We hope to continue playing in Marathon for as long as they’ll have us,” said Tedrick.
