POOL OF AFFORDABLE BUILDING RIGHTS

On Tuesday, the Marathon City Council approved a flurry of projects in an effort to secure affordable housing for the Middle Keys. Three new projects, totaling 140 new units, were given the okay in time for a Monroe County Board of County Commissioners meeting on the follow day. The city wants to secure affordable housing building rights from the county, which has a much larger — though shrinking — pool. The need for speed, though, was to accommodate the Florida Housing Finance Corp. It is a quasigovernment banking agency funded with federal tax credits that loans money to developers that would build public projects. The county approved two projects in Marathon, both of which depend on Florida Housing Finance Corp. applications that are due in early January. It delayed a motion on two other Marathon projects, including one proposed by the city itself. The two projects that have affordable building rights, and therefore qualify to apply for funding, are side by side. The first, Crystal Cove, was approved in August, and entails 46 affordable housing units, with 28 RV spots on the water’s edge. The second, approved Tuesday, is a 55-unit affordable housing project by Keys Affordable Development, which has a handful of successful and completed projects in the Keys. The two proposed projects span
the gulfside of Overseas Highway between 47th and 50th streets. Although both projects have municipal and county approval, it’s still a toss-up whether or not they will receive funding from the Florida Housing Corp. and actually be built. Historically, the Florida Housing Corp. only approves one Keys project per year, and in 2017 the Marathon projects will be up against a 96-unit development on Rockland Key near Key West also likely to seek funding from the same source, and building rights from the same shrinking pool governed by Monroe County. However, Monroe County Mayor George Neugent said he would initiate a negotiation with the City of Key West for some of its affordable building rights it holds in reserve. At last count, Monroe County had 692 affordable housing unit building rights to dispense. It granted 135 rights on Wednesday — the Marathon projects, plus other miscellaneous projects — leaving it a total of 557. If the Rockland Key project receives building rights from the County pool, that will bring the remaining building rights down to an estimated 461. The number of building rights available in Monroe County is dictated by state government because the Keys are an area of critical concern. State officials have said once the building rights run out, there will be no more new building in the Keys, only redevelopment of existing infrastructure.

Strong roots
On behalf of the members of Alpha Delta Kappa (ADK), a teacher sorority in Marathon, I would like to thank Henry Herrera of Henry Trucking for donating six 50-pound rocks. The rocks were given to better protect the lignum vitae family tree that was donated by ADK to the Marathon High School in memory of Mrs. Kay Graddick, a past principal who was instrumental in bringing an athletic program to the school. Since the planting, Peter and Marie Pitman of the vegetable and fruit stand in front of Crane Point have cared for the tree, properly staking it and regularly fertilizing it. And until recently it was a thriving, beautiful tree — especially when in full bloom. Somehow, several branches — about a quarter of the tree — were broken off. Recently, Louis Gonzales of Gonzales Landscaping helped place the rocks around the tree. Thank you Peter, Marie, Henry, and Louis for your care and your actions. ven though the Miami Beach Lego beachscape is gone, and the Elvis memorabilia no longer adorns the walls, The Hurricane Grille in Marathon will still be the place where locals will want to congregate. The new owners are keeping the ever popular wing night, Taco Tuesday, and will be bringing even more local music. In a process that has been in the works for the past few months, co-owner Christine Honeycutt has finally said her “pipedream” of owning a restaurant in the Florida Keys has come true. “I was sitting on my front porch sipping a glass of wine and just thought, ‘I think I am going to make a bid,’” she said from her new space at 4650 Overseas Highway. She and her partner, now restaurant manager, Hal Hillcher, moved down in November. “I always knew we needed to live here,” she said. She said a million questions danced through her head when deciding on whether or not to buy. With each question, her subconscious told her she’d regret not trying. With family close in Florida,

including co-owner/sister-in-law Heather in St. Petersburg, mom in Fort Lauderdale and family in Tavernier, Christine knew that moving closer to family was a priority. “I hated being a plane ride away; I am so glad I am only a short car ride away now,” she said. Also not changing: some of the staffers on the team; people like delivery driver John bringing hot pizzas to the community, Mandy serving up cold beverages and nightly dinner specials, and Jeff in the kitchen. “The new owners seem like really great people,” said bartender Katy Kennedy, who has been at “The ‘Cane” for the past 11 years. “They are going to do really great things.” Keeping with the local vibe, a benefit for Bob Coffey is already planned for Jan. 10. It will raise money for the longtime voice of the Marathon movie theater’s battle against cancer. “I already feel like a local,” said Christine. “People are stopping me at Walgreens to say hello and I just can’t believe how lucky we are to be here.” Christine and Hal are both at The Hurricane almost every day from opening to closing. “Please, come by and say hi,” she said.

Sheriff: ‘Drive Sober or Get Pulled Over’ This holiday season the Monroe County Sheriff’s Office will be out looking for drunk drivers as part of a special year-end “Drive Sober or Get Pulled Over” enforcement effort. Don’t take the risk of spending time in jail during the holidays. Follow these tips
to stay safe on the road: • If you will be drinking, plan on not driving. • Plan your safe ride home before you start the party. Designate a sober driver ahead of time. If you become intoxicated, do not drive — call a taxi, phone a sober friend or family member or use public transportation. • If someone you know has been drinking, do not let that person get behind the wheel. Take their keys, take them home, or help them arrange a safe way home. • If you see an impaired driver on the road, contact local law enforcement.

In other news: • Councilman Mark Senmartin brought up the matter of where medical marijuana dispensaries should be located in the city. Staff has been tasked with creating a moratorium while the council considers its options. • Marathon’s workforce taskforce committee has been disbanded, and the frequency of the nearshore water and community image advisory board committees has been scaled back. • The council voted to defend Councilman John Bartus and former Councilman Bill Kelly in an ethics complaint lodged by a Knights Key resident in relation to the recent Sunset Grille ruling allowing amplified music until 9 p.m. Half of the attorney fees will be paid for by the City of Marathon, and the other half by city insurance. • The council postponed the decision to abandon the right-of-way between Marathon Garbage Service and the adjacent storage yard. • The council cancelled a $188,000 contract to buy new street lamps for the U.S.1 corridor as the cost of installment was likely to exceed $2 million. • The council approved the increase of $328,000 to the total cost of construction for the new public works building to include such features as a paved parking lot.

On Tuesday, Marathon City Council approved two affordable housing projects in various states of planning. • The Keys Affordable Development project between 47th and 49th streets (gulfside) would have 55 units and feature two story, connected townhomes above parking. The buildings are clustered near the highway and access to the project, besides Overseas Highway, is still under construction. The same developer recently completed three projects on 73rd Street. • The Seaward project will redevelop the existing affordable housing next to the Kirk of the Keys Church between 86th and 88th streets. It will feature 45 affordable units — covering a range of renter income levels from very low to moderate — and 10 market rate units on the waterfront. The project moves building rights between the redevelopment planned for Sombrero Beach Country Club and the Seaward property. The City of Marathon also approved a very basic plan for 40 affordable housing units to be constructed on the land it owns at 104th Street where the public works building will also be located. It did so in order to secure an interlocal agreement with Monroe County to secure the affordable building rights from the county’s pool (see page 4). The Monroe County Board of County Commissioners delayed a response to that project, plus the Seward project, although they said they approved of the projects’ essence. At the same meeting, Marathon rescinded previously awarded affordable housing building rights for two stalled projects. The city took back the 46 previously awarded rights to the WOB Beneficial Development project on the

southeast side of Vaca Cut. It has yet to address traffic ingress and egress issues to the Council’s satisfaction. It also took back the 36 affordable housing building rights associated with a project at the end of 64th Street. The City of Marathon is currently researching what restrictions it might impose on tenants seeking to occupy affordable housing. Although not every development would qualify, the council directed staff to research whether tenant qualifications might mirror those of the recently established first-time home buyer program. Specifically, tenants would have to work between Duck Key and Big Pine Key and derive 70 percent of their income in Monroe County. The council did not include how it would incorporate retirees or the disabled into that definition.

fter collecting supplies and funds to mail packages, about two-dozen volunteers came together this past Saturday to box packages to send to the troops overseas. Members of the community and Marathon Baptist Church packed snacks, toiletries, cookies and reading materials to send. This year, with the community’s involvement, the group was able to almost double the amount of donations. “I think we might be able to send about 70 boxes this year,” said Tony D’Aiuto, one of the event organizers. —Weekly Staff report

omedian Paula Poundstone would be amazing at a dinner party. Clever, quick and insightful, talking with Poundstone feels like an unexpected ride, exciting and funny as hell. After 37 years, she is a comedy veteran and has the stories to prove it. Her casual remarks cover topics like late friend Robin Williams, being overly excited meeting the cast of “MASH” or even insider tittle-tattle like, “Alex Trebek is actually a really funny guy.” Whatever one-liner comes out, she keeps her audiences wanting more. Poundstone will be performing at the Key West Theater on Thursday Dec. 22. Her shows aren’t just the usual comedy schtick; expect her full repertoire of jokes about kids, family and, yes, politics. But the draw is always the two-way conversation with her audience. “About one-third of the night is unscripted and, for me, that’s the best part,” said Poundstone. “I ask the audience questions, then what happens is the show becomes a one-time thing, unique to that audience.” Poundstone loves her shows to be a little different every time. “People are in a mental health crisis, computers and social media have isolated us,” comments Poundstone. “People require human contact, even if you come alone, you are still a part of a group. And nothing can substitute laughing in a group.” Poundstone, while joking about her own addiction to email and

Twitter, is an advocate against devices in schools and will likely talk about that too. It was the late and legendary, Robin Williams who steered his management company to help propel Poundstone’s career. “Robin brought a renewed interest in comedy, people came to the clubs hoping to see him, and they saw us,” said Poundstone, who fondly remembers William’s passion and assistance. Poundstone’s first double-live CD, "North by Northwest: Paula Poundstone Live!" debuted in June of 2016 in the No. 1 spot on Amazon’s “Hot New Releases.” She is also a regular panelist on NPR’s hit show “Wait Wait … Don’t Tell Me” and her second book will publish in the Spring of 2017. Almost four decades in the business, she’s said, “I gotta lot of jokes to set my sails to.” Seeing Poundstone live is definitely worth the voyage.

Raschein named as chairman of Natural Resources Subcommittee

he Florida House announced committee and subcommittee leadership assignments for the 2016–2018 term and named Representative Holly Raschein (R-120) as the chairman of the Natural Resources and Public Lands Subcommittee. “I am incredibly honored to be named the chairman of the House Natural Resources and Public Lands Subcommittee,” said Rep. Raschein. “Thank you to Speaker Corcoran and Chairman Caldwell for putting their faith in me to lead Florida in this critically important policy area.” Rep. reviously, when citizens wanted to search the Clerk of the Courts records online, all they could “see” was just a docket listing. Sure, it had all the basics — plaintiff, defendant and case number — but the nitty gritty detail was missing. On Tuesday, Clerk of the Court Amy Heavilin announced the “Public Access Portal” now offers 24-hour access to all Monroe County court records except for those specifically exempted by law. Previously, citizens were able to search the official record, but not the court record. Now, the search not only reveals the eviction notices, traffic tickets and lawsuit filings, but users can click on the document icon and read the pages from start to finish. “That’s the big difference. You can see the actual document itself,” said Heavilin. Online docket information is available for most cases filed from approximately 1990 to present and document images are available from 2007 to present for most case types. Not every type of court record is available: cases involving juveniles and probate, for example, are restricted. The incredible advantage, however, is access. Citizens no longer have to travel to a Clerk of the Court office to request the public document and then pay $1 per page in copy fees. And it’s available 24 hours, of course. During the first 90-day test period, the public
is encouraged to use the site and offer feedback. The Clerk’s office will launch phase two in 90 days — allowing professionals and an even greater level of access. Paralegal Lisa Carey, from the offices of attorney Nicholas Mulick in the Upper Keys, sees the promise. “Especially with our geographic issues, for us to be able to work electronically relieves us of a huge burden. In the past, I’ve had to drive down to Marathon to file,” Carey said. “Eventually, I see the court record system statewide getting to a point where we have access to everything whether it’s filed in Dade or Volusia or wherever.” The public records expansion is in response to a Florida Supreme Court order in 2014, instructing every county clerk of the court to make the information available online. “All the counties in the state of Florida were mandated under the same supreme court order,” Heavilin said. “But it wasn’t as clear cut as everyone thought. We had to go through a rigorous application process. We had to show our design and implementation and receive approval. It’s a big change, but it’s a change for the good.” (Editor’s note: And, yes, I can see the traffic ticket I received this year. It’s all there in painful detail — the infraction, the fine, the deputy’s name. Ouch.)

Einstein’s Relativity Theory, the Speed of Light, and the Man Bun A friend recently told me that life is like a roll of toilet paper — the shorter it gets, the faster it goes. And I believe that is true. Now that I have passed into an age greater than the old national speed limit (double nickels, or whatever you want to call it), time seems to move much faster than it did when I was in my teens and twenties. It seems now, however, that physicists are suggesting that the speed of light may not be constant after all. According to multiple science sites on the Internet, there is “…hard experimental evidence that the speed of light, one of the most important constants in physics, should be thought of as a limit rather than an invariable rate for light zipping through a vacuum” (ScienceNews.org). Experiments have revealed that things that manipulate the structure of the light can alter its speed in a vacuum. I recall my physics professors that light should be thought of as not just waves, but waves of particles. These tiny light particles — photons — can seemingly be slowed down in a vacuum by changing their structure. Now this certainly won’t change the way we observe light coming from a lamp or those colorful Christmas
lights we don’t seem to have enough of. But think about changing the structure of light in terms of a new Christmas lighting tradition: the red and green lasers that now illuminate a lot of homes and businesses this year. A laser beam is the perfect example of a manipulated light structure. Instead of all the light emanating from a source like a traditional light bulb, lasers take light and shape it into concentrated beams that remain coherent over large distances. And thankfully, these holiday lasers seem to be much more benign than Dr. Evil’s sharks with frickin’ laser beams attached to their heads. While the speed of light, no matter what it happens to be, may be the limit for those of us in this space-time continuum, it isn’t necessarily a limit on space-time itself. The universe can expand faster than the speed of light, and allegedly did so right after the Big Bang. (Although I’m old, I wasn’t there to see it.) How big was it? Satellite data has shown that 99.97% of the radiant energy of the universe was released within the first year of the Big Bang event. Before that there was no space or time. And then, boom. While most cosmologists believe the universe is still expanding, there are theories that one day, the universe will contract upon itself into another no-space-ortime condition of nothingness, and then, boom. These are the things that really smart people worry about… and thinking about them won’t help me make my next mortgage payment or change the strings on my guitar. I just don’t have the time to worry about the end of the universe today. I’m satisfied to sit back and realize that this space-time thing is all relative, and that the toilet paper roll does indeed go faster at the end. Still, there are things I will never understand, like advanced calculus, quantum physics, and the man bun. Just consider that this comes from a 55-year-old man who still wears his hair in a ponytail. There is no better time of year for getting together with friends and family than while counting your many blessings. Come Bearing Gifts Attending the many fetes this time of year will certainly put you in the festive spirit, but it also means finding the perfect host gifts. Your best bet is to always have a few things on-hand so as not to show up empty-handed. In lieu of a bottle of wine, opt for a bottle of champagne, which is more festive, as life’s great moments should be celebrated with a toast and some bubbly. For a more unique gift, opt for a

Frist, you’ll want to make your Rosemary Thyme simple syrup. Boil 2 cups water, 1 cup sugar, 4 sprigs rosemary, 6 sprigs thyme and let steep 10 minutes to dissolve sugar. Mix ½ oz. of your rosemary thyme simple syrup with 4 oz. vodka and 1 oz. cranberry juice. Shake, then strain into sugar rimmed Martini glass. What organizations and activities are you involved with at MHS and why are they important to you? I am the vice president of the Nike Club, a member of the SWAT club, and am involved with the Relay for Life team. I am also on the girls’ varsity weightlifting team. All of these clubs/sports are important to me because I am able to be more involved in the community. Who has been your biggest inspiration at MHS and why? All of my teachers have inspired me to be the best I can be academically and they have taught me to always strive for good grades and perfection. What class do you think has best prepared you for life after high school and why? I believe the classes that have best prepared me for life after high school would be my AP Environmental Science class, my AP world history class and my math class. Everything I am learning in these classes helps me understand what is happening worldwide, economically and politically. Instagram or Snapchat? What’s your favorite filter? Instagram. I don’t normally use filters but, if I do, I try to find one that keeps the picture looking natural. What are the biggest challenges facing the Keys? What would you do to meet these challenges? The greatest challenge facing the Keys is economical. Although I feel that some of the new infrastructures and hotels being built are good for the economy, they mostly attract “high end” visitors, so the cost of living for families with lower wages is increasing and pretty soon we won’t have any place to live.

artender Rodney Aultman has been a jack of all trades for the past seven years at The Brass Monkey in the K-Mart Plaza in Marathon. Doorman, package store and bartender — he’s done it all. “My favorite part is definitely the clientele,” he said, ringing up drinks. “There’s never a dull moment.” When asked if he had any good stories to tell, he said nothing that we could print in the paper, but to come in and see him for a face-to-face telling of some funny tales. He said his newest favorite Monkey addition is the punching machine. “Come give it a whack, it’s ridiculous,” he said. His favorite drink to shake up is a grape Gatorade shot. “It tastes like Gatorade, with a kick, and less electrolytes,” he said. The Monkey serves lunch from 11 a.m. to 2 p.m. daily, and Aultman said the Monday special is not to be missed. “Lyn makes the best darn country fried steak in town,” he said. When the born-and-raised Marathonian (even born at Fishermen’s Hospital!) isn’t working, he can be found hiding in his man cave with the A.C. cranked cold, playing “Call of Duty” and relaxing.

The Last of the Mohicans? 20 Questions with Patty Ivey

D
id you know that there is only one state Department of Transportation employee for all of the Florida Keys? Yes, one. Patty Ivey is a 35-year careerist set to retire in a couple of months. (Before readers dismiss this as nonsensical, consider the rest of the staff maintaining our roads are contract employees.) “I’m not the typical ‘short-timer’ with the big calendar on the wall, crossing off the days. I don’t have time for that!” she said. (But she does have a pretty cool smartphone app that does it for her!) She joined the department at the end of the bridge replacement projects in the early 1980s. It was an exciting time, she said, that pushed her career in more of an engineering direction, a complete departure from her former career in marketing, but more inline with her father’s professional experience. She speaks knowledgeably about “traffic conflict points,” and the double-edged sword of pedestrian crossings, and the inspection intervals needed above and below water on the Keys bridges. Patty can’t get through the grocery store without questions posed by locals familiar with her day job. But there’s plenty of others who want to talk about the service clubs she belongs to, or church, or just general goings on. Patty and her husband, Joe, are well known figures in the community and just as well loved.

1. Full name: Patty Ivey. 2. Moment you decided to move to the Keys? Born and raised in the a Boston suburb, I decided to move here after a couple of really enjoyable scuba diving vacations. The blizzard of 1978 sealed the deal! And my parents bought a winter home in Marathon a year later that really sweetened the deal. 3. What was your first job in the islands? I was manager of Coral Lagoon Dive Shop. 4. How has the DOT presence in the Keys changed over the years? In the early 1980s, there were nearly 50 employees. Now all the work has moved to the private sector. I’ve been reporting directly to the Miami office since 2007. As project administrator, I oversee the FDOT performance-based contracts for all road and bridge maintenance operations between Key West and Florida City on the state highway system (U.S1 and A1A). 5. What do you love best about the Florida Keys? The ocean. I think it’s sad that people who drive through Marathon may not know that our town is more than just the U.S.1 corridor. Our harbor and surrounding waters are so beautiful. 6. Where are you during hurricanes? Up to Category 3, I’m at the Emergency Operations Center in the Marathon Government Center as a DOT representative to coordinate preparation and recovery efforts with other agencies. 7. How many phones do you carry? Two — one for business and one for pleasure. When you work for the state, you have to keep those separate. 8. What upcoming projects is FDOT planning for Marathon? Adding a center, southbound turning lane to enter the Marathon City Marina and Marathon Community Park’s west entrance, next to the Florida Keys Electric Cooperative. Plus redesigning U.S.1 at 33rd Street to create a four-leg intersection at the hospital and Stanley Switlik School. A small resurfacing project is scheduled from the north end of Seven Mile Bridge to Knight’s Key Boulevard and there will be some traffic signal enhancements coming up between Sombrero Beach Road and Coco Plum.
9. What’s your guilty pleasure? Sexy romances! But I can’t remember the last one I read. Seems all I read these days are technical manuals! 10. What’s something not many people know about you? If I lived in the country, I would own a dirt bike. 11. What’s your hidden talent? Well, it’s still very much a developing talent, but in 2010 I started playing bass guitar. I left a stressful meeting and went straight to the music store and bought one on a whim. After two weeks of practice (YouTube), I suddenly had to fill in for the regular bass player in our praise band. Hoping to spend more time playing in retirement! 12. What’s your favorite song to play? It changes all the time, but at the moment, it’s “Under The Boardwalk.” 13. What’s your favorite band? Oh, I couldn’t. I enjoy everything from Yanni to Van Halen. 14. Best concert? I got up at 3 in the morning to get tickets to see David Gilmour (Pink Floyd). We scored 11th row seats at the Royal Albert Hall in London in 2015. 15. What three items would you take to a deserted island? My husband Joe, a tent and water. We’re only staying for the day, aren’t we? 16. Funniest Keys experience … Joe was attacked by a cormorant we were trying to rescue and ended up in the emergency room. It’s a very long story, but one that our friends always seem to enjoy hearing as it seems to get embellished each time it’s repeated. Finish these sentences … 17. My perfect day … is flat calm seas, out on the boat with Joe, and hanging out with friends at the sandbar and then visiting a waterfront restaurant. 18. My motto is … “Never regret growing old. It is a privilege denied to many.” 19. When I retire, I will … do some serious chillin’! 20. My pet peeve is … I have three actually: when I say ‘um’ while speaking; people who start sentences with “Well, to be honest with you…;” and overstuffed luggage in overhead bins.

Sheriff announces next citizen’s academies The Monroe County Sheriff’s Office will be holding its next Citizen’s Police Academies starting the week of March 6 through graduation the week of April 12 at the Marathon airport Sheriff’s hanger. There will be three separate academies held during that time in the Upper Keys, classes will meet at the Roth Building on Plantation Key. In the Middle Keys, classes will meet at the Sheriff’s Office Aviation Hanger in Marathon. In the Lower Keys, classes will meet at the Sheriff’s Headquarters
building on Stock Island. Attendees will be asked to commit to spending one night a week between the hours of 6 p.m. and 9 p.m. including one ridealong with a deputy. Students attend classes in their own district. Space is limited.
