Raschein named as chairman of public lands subcommittee

Previously, when citizens wanted to search the Clerk of the Courts records online, all they could “see” was just a docket listing. Sure, it had all the basics — plaintiff, defendant and case number — but the nitty gritty detail was missing. On Tuesday, Clerk of the Court Amy Heavilin announced the “Public Access Portal” now offers 24-hour access to all Monroe County court records except for those specifically exempted by law. Previously, citizens were able to search the official record, but not the court record. Now, the search not only reveals the eviction notices, traffic tickets and lawsuit filings, but users can click on the document icon and read the pages from start to finish. “That’s the big difference. You can see the actual document itself,” said Heavilin. Online docket information is available for most cases filed from approximately 1990 to present and document images are available from 2007 to present for most case types. Not every type of court record is available: cases involving juveniles and probate, for example, are restricted. The incredible advantage, however, is access. Citizens no longer have to travel to a Clerk of the Court office to request the public document and then pay $1 per page in copy fees. And it’s available
24 hours, of course. During the first 90-day test period, the public is encouraged to use the site and offer feedback. The Clerk’s office will launch phase two in 90 days — allowing professionals and an even greater level of access. Paralegal Lisa Carey, from the offices of attorney Nicholas Mulick in the Upper Keys, sees the promise. “Especially with our geographic issues, for us to be able to work electronically relieves us of a huge burden. In the past, I’ve had to drive down to Marathon to file,” Carey said. “Eventually, I see the court record system statewide getting to a point where we have access to everything whether it’s filed in Dade or Volusia or wherever.” The public records expansion is in response to a Florida Supreme Court order in 2014, instructing every county clerk of the court to make the information available online. “All the counties in the state of Florida were mandated under the same supreme court order,” Heavilin said. “But it wasn’t as clear cut as everyone thought. We had to go through a rigorous application process. We had to show our design and implementation and receive approval. It’s a big change, but it’s a change for the good.” (Editor’s note: And, yes, I can see the traffic ticket I received this year. It’s all there in painful detail — the infraction, the fine, the deputy’s name. Ouch.)

he Florida House announced committee and subcommittee leadership assignments for the 2016–2018 term and named Representative Holly Raschein (R-120) as the chairman of the Natural Resources and Public Lands Subcommittee. “I am incredibly honored to be named the chairman of the House Natural Resources and Public Lands Subcommittee,” said Rep. Raschein. “Thank you to Speaker Corcoran and Chairman Caldwell for putting their faith in me to lead Florida in this critically important policy area.” Rep. Raschein was also appointed to the Appropriations Committee, the Government Accountability Committee, the Agriculture & Natural Resources Appropriations Subcommittee, the Agriculture & Property Rights Subcommittee and the Tourism & Gaming Control Subcommittee. What’s the worst Christmas present you’ve received? “When I was a little girl I asked for a bike, instead they gave me a tiny doll instead,” said Marcela Garcia.

SCOTTY Desquotte

A
t 6 feet 7 inches tall, Montillo Desquotte, “Scotty” soars over crowds and is somewhat intimidating … until he smiles. He has an infectious smile, grinning all the time. Originally from Kingston, Jamaica, he’s been here in the Upper Keys for 37 years. He’s made a life here with his wife and children, a full-time job with the Public Works department and, for 26 years, Scotty has been with the Key Largo Volunteer Fire and Rescue Department. Two years ago, he was commended for saving an infant while off duty. Scotty is also tapped to be the Key Largo Boat Parade Grand Marshal on Dec. 17. He’s to dress like Black Caesar, which he’s been doing for several years now. “I’m too old to remember how long,” Scotty said. At the moment, Scotty’s main focus is leading the Honor Guard. He’s been with the Upper Keys Honor Guard for 14 years, and the commander for the last nine years. He said his wish is to have more volunteers step forward to help honor service men and women. “It’s the same guys that have to do the same volunteer work time and time again,” said Scotty. This year, Scotty is learning to play the bagpipes with hopes of playing them well enough to perform by the Fourth of July parade. He’s also working on some sponsorships for families of fallen law enforcement.
What’s your favorite TV show? “MASH.” What’s your favorite junk food? I’m supposed to be on a diet.
We have to take care of each other, we need to help anyone who needs it, give them what they need, even if it’s your last dollar. You will get another.” Scotty Desquotte still keeps in contact with the baby girl who he saved two years ago, when she was seven days old. The two shared a popsicle during her second birthday party earlier this year.
Favorite hobby? Shooting at the range. Favorite sport to play? Tennis. I serve fast, but I’m still learning. I got to find something to do for when I retire. Superhero or TV character that best defines you? The knucklehead, pain-in-the-butt, clean-andwell-dressed-man-just-like-me — Klinger from “MASH.” Do you have a favorite song? Anything Barry White. My favorite music is reggae music, I listen to a lot of gospel reggae. When this girl dumped me years ago, I listened to sad old music for days; I was a fool. If you were invisible for a day, what would you do first? I’d get into a whole lot of trouble! Maybe pull people’s chairs out from behind them when they go to sit down. If you won the lottery today? I would open up a recreational center for the kids; give them something to do down here. Then pay my tithing at my church, shut my phone off and take a cruise for a month. But first I’d invest in the kids. Do you have any nicknames? Scotty is a nickname, but I’ve been answering to that for so many years, it’s my name. I used to call Dave Gow, “Old Man” and he said to me, “One Day.” Well, the other day a young guy at the station called me “Old Man.” Now I know. Who would you like to see as president? Hillary, we need a woman in office. They need a chance, let’s see what changes a woman can bring.
Why do you dress like Black Caesar? It’s something I like to do. I read about the guy and he was interesting. He had a lot of girls. How long have you been dressing as Black Caesar? Five or six years — maybe longer. I’m too old, I don’t keep track of time. No matter what, it still goes by. Of any firefighter, who would you bring back? Dave Gow and Chris Flemming — Those are the two guys that I look up to.
Do you have any pets? I have fish. I’m going to try Koi. Did you watch the movie “Backdraft?” Yeah, it was ok. Nothing realistic though. What scares you? I love heights and I love spiders. My mom is the only woman that can scare me. When she says, “Jump” I say, “How high?” What always makes you smile? Beauty. I always have a happy face, I smile all the time. Life is good.
What does the Keys need more of? Investment in our children. Your autobiography title? “Once In A Lifetime.” We have to make good use of what we have in life. Your favorite creature comfort? Ice cream. I have to hide to eat it, but I still eat it.

ormer Tampa Bay resident Terri Roe has joined Hershoff, Lupino & Yagel (HL&Y) as its new closing agent. Roe, who also is a real estate agent in the Keys, relocated to Tavernier in the beginning of 2016. Interfaith service to honor the homeless On Wednesday, Dec. 21, the longest night of the year, at noon there will be a memorial service to remember our neighbors who have died in 2016 while homeless or at risk of homelessness. or about three years, day-in and day-out, William Le Dent held his camera in his hand. He carried it everywhere he went. And so began his long photography career more than 40 years ago. Over the years, Le Dent has developed a simplistic approach using natural lighting, with no filter, and definitely no digital manipulation. His stark images are a straightforward in a photojournalistic style. But the black and white format gives them a touch of surrealism. Le Dent said he tries not to disturb the subjects, yielding his Leica manual camera as unobtrusively as possible. “I shoot on spontaneous feelings and gut-reactions,” he said. “My black and white photos are my visual diary for the last 40 years.” In 1976, Le Dent opened the Photographer’s Eye Gallery in Philadelphia. nna Jelen is at the Key Largo Marriott pool tiki bar bartending, where she’s been for three years. Prior, she spent a few years at the Islamorada Moose Lodge slinging drinks. She’s grew up in Big Pine, moved all around South Florida – and finally she’s back. “This is a nice little hotel, we have a great staff,” said Jelen. Her view is idyllic, overlooking the beach and the bay and she swears the blackened mahi tacos at the Marriott are the best, “hands down.” She has a few drinks that she likes to make, but the Mai Tai is her favorite. It takes coconut rum, amaretto, orange and pineapple juices with a Myer’s Dark Rum floater. She also makes a “killer frozen drink,” by blending strawberry, mango and lime with light and dark rum. Of course, the libations are always adorned with the little umbrella. “They never taste the

same without it,” she said with a smile. When Jelen isn’t working she does a lot of scuba diving and fishing. Lately, she’s been collecting anchors by diving off the reefs in about 60 to 80 feet. Or, she’s spending time with her two rescue dogs that “found” her. As for the poolside tiki, Jelen loves her view and her coworkers, “we are a big happy family here.” The Key Largo Marriott is located at MM 103, bayside, in Key Largo.

What organizations and activities are you involved with at CSHS and why are they important to you? I am the President of Teens for Oceans and member of the varsity competitive cheer team. Teens for Oceans is important to me because I am passionate about marine science and ocean conservation. Cheer is important to me because it is something I love. Who has been your biggest inspiration at CSHS and why? Ms. Rosenow has been my biggest inspiration. My first year, she made me feel welcomed and encouraged my interest for marine science. What class do you think has best prepared you for life after high school and why? The class that has best prepared me is AP Macroeconomics. I want to go into marketing, so studying how consumers react to changes in the economy fascinates me. Also, I feel as a citizen of the U.S., we should have a basic understanding of the economy. What would you do to meet these challenges? The biggest challenges facing the Keys would be the seagrass die off in Florida Bay. My plans after high school are to attend a four-year university and get my bachelors in marketing. Do you think you will make the Keys your permanent home? Why or why not? radewinds Shopping Plaza celebrated its 3rd annual Customer Appreciation Party on Dec. 9. About a dozen businesses took the evening to treat customers to food, drink, deals, and gift prizes. The Mistletones, an all student a Capella group, were on-site to serenade loyal shoppers with select Christmas carols. Mermaid Café set up a buffet line for hungry locals, and Santa appeared early to take pictures with kids. Key Largo library made a selection of books available for timely Christmas shoppers. Keys Core Fitness, formerly known as Mind Body Collective, is proud to announce new TRX classes for athletes of any level. Classes last an hour and are typically small, with groups of four or less. Fitness coach Ruth SchraderGrace says the smaller size allows her to ensure her clients have good form. “Good form, wrist positioning and foot positioning, are what I look for. My clients need to be thinking about the movements they are making, so they can get the full benefit of the exercise,” said Schrader-Grace. TRX was developed by Navy SEAL Randy Hetrick. To keep up with the physical demands and constant move of deployments, Hetrick developed the first prototype of TRX from a jujitsu belt and parachute straps. Schrader-Grace, a TRX Level 3 qualified instructor, is now offering TRX Fit and TRX Flow and mobility classes. Her TRX fit class is described as an intermediate paced class geared for athletes with some experience using TRX’s dynamic movements. The flow and mobility class uses adaptions of yoga and Pilates, to incorporate with muscular strengthening and toning. “Its a good fit for people who are looking to improve balance, flexibility, and overall a great stretching class,” said Schrader-Grace. “It doesn’t matter what your age is either, I’ve worked with 30 year olds all the way up to 70. Anybody can do this.” In terms of equipment, SchraderGrace uses TRX suspension bands and rotational core development bar, battle ropes, kettle bells, and medicine balls.
For more than three years, Schrader-Grace has been instructing athletes on the benefits of developing their bodies with TRX. She said she sees the value in preventing injuries by engaging in functional fitness. “It teaches and reinforces proper body alignment, with all movement initializing from the core,” said Schrader-Grace. While a lot of her work is centered on correcting posture issues and their subsequent damage to the body, there is also a cardio element to TRX that Schrader-Grace says is often overlooked. Better yet, because the body weight is partially suspended, the cardio is low impact. (Schrader-Grace boasts that even with a broken toe, she can still work out.) Joleen Barrett is a believer in the benefits of TRX. “It’s helped my flexibility, posture and strength,” Barrett said. “Because of my job and bicycling, I would roll my shoulders forward. I had neck pain constantly.” Barrett began TRX to alleviate the pain, and now trains at least twice a week. The differences she’s seen have been incredible. “Something as simple as stepping out of the shower became easier with the added balance and core strength, she said. “It’s made a tremendous difference in my pain levels, and I now suffer from a lot less back aches.” Currently, most of SchraderGrace’s classes are private one-on-one sessions. “Trailblazers: The Perilous Story of the Tamiami Trail” is the latest traveling exhibit to be presented by the Keys History & Discovery Center in Islamorada. The Tamiami Trail’s history, culture, and big impact on the Everglades are all featured in this multimedia exhibit featuring photographs, historic documents, and film. The exhibit is curated by Jon Ullman, who has organized a broadbased coalition to build the River of Grass Parkway, a 6.5-mile collection of bridges across Tamiami Trail to restore
water flow to Everglades National Park and Florida Bay. The exhibit will be on display through March 5, 2017. The Discovery Center is located at MM 82, on the property of the Islander Resort and is open Thursdays through Sundays, 10 a.m. to 5 p.m. General admission is $12. First Beer Mile is a bubbly success
On Dec. 10, contestants of the first annual Beach and Beer Mile chugged a beer and took off running. Then, a quarter mile down the beach, they chugged another beer and kept running. They would do this twice more. Amid the cheers of spectators, and emcee Michael Bernier, both the competitive and social waves of runners took turns making their way around the sandy course at the Islander Resort. After one mile, four beers, and a little gas, Chris Voice brought home the victory for the competitive leg — clocking a 7 minute beer mile. Speedsters from all around the country gathered at the Postcard Inn to take part in the 2nd annual Islamorada 10K & Half Marathon. When it was all said and done, Andre Mulrai, took first place, Lita Gomez won second, and Korinna Daiagi, finished third. The race took runners around some of Islamorada’s most famous spots, like Whale Harbor and the Labor Day Hurricane Monument.
