WATCHING GRASS GROW Council takes up conditions of park fields SARA MATTHIS

rompted by requests from organizers of the CoralHead Music Festival and the Marathon Seafood Festival, the Marathon City Council spent some time discussing field conditions at Marathon City Park. The fields get plenty of use, whether it's by soccer players wearing cleats, sandal-clad crowds at the Seafood Festival, or all the attending vendors who set up for those events, plus others like the Celtic Festival held just recently. Every few years, the City of Marathon has been replacing the sod at a cost of up to $200,000. The timing is also an element — staff recommends waiting until after the Relay for Life event in late March to do the work, as the grass needs time to acclimate before heavy use resumes. Councilman Dan Zieg asked whether event organizers should pay a portion of the cost to re-sod, or put down deposits to cover damage. “How do we mitigate that damage in the future? Regardless of what — cleats or trucks — it’s going to cause some damage,” said
City Manager Chuck Lindsey. “Do we recoup the costs at the time of the event, or do we agree to re-sod the field every so many years?” Lindsey noted that while the Marathon Seafood Festival attracts the largest crowds and the most vendors, the organizers also voluntarily make a donation to the city after the fact. Lindsey also noted that while there has been discussion about irrigation systems that would use recycled water, there is no variety of grass that is hardy enough that can also withstand that type of water quality. In other news: • The council made more amendments to its “Temporary Placement Permits.” Permits for trailers in use after a disaster, such as a hurricane, will be allowed for 18 months after the declaration of an emergency. After that time period, residents can apply for an extension to the city manager if they have demonstrated a hardship and efforts to obtain the right permits and funding. There will also be a way for those who are denied to make an appeal. • Beginning in February, the Florida Keys Aqueduct Authority will install new water mains along Sombrero Beach Road as far as Marathon High School. There will be lane closures during the project, but city staff said they will make the contractors aware of the heavy traffic periods at the beginning and end of the school day. • The bids received for the bike path along Aviation Boulevard came in too high. The project specifications are being changed to reflect different lighting standards, and will be rebid. • The City of Marathon is researching the cost of installing parking meters at The Quay and 33rd Street boat ramps for boat trailer parking.
Gov. DeSantis speeds FEMA reimbursements SARA MATTHIS

week ago, Gov. Ron DeSantis and DEM Director Jared Moskowitz were touring the Panhandle and announced that expedited funds for local governements — likely for Category A and B expenses associated with debris removal and life and safety protection measures — would be immediately available to those affected by Hurricane Michael in the Panhandle. This is a reversal of then-Gov. Rick Scott’s position. Under Scott’s direction, the funds had to pass the federal audit, and then undergo another “100 percent” audit at the state level. Consequently, municipalities like Marathon and Islamorada have received next to nothing in FEMA reimbursements, while Monroe County and Key West are faring a little better. The state Department of Emergency Management did not respond to questions posed by the Weekly, so it’s unknown whether Gov. DeSantis will make this policy shift retroactive to cover Keys local government expenditures to clean up after Irma. At the beginning of the month, neither Marathon nor Islamorada had received any reimbursement for the respective $23 million and $8 million they have spent. Representatives from both cities, plus Monroe County, said they haven’t received any messages from the state about a policy shift as it relates to Irma. Marathon City Manager Chuck Lindsey said he’s encouraged by DeSantis’ recent announcement regarding expedited hurricane funds for local municipalities cleaning up after a natural disaster, adding that it was a topic of conversation during Lindsey's two days in Tallahassee to help set the new leadership’s agenda as part of the Transition Advisory Committee.

More than one set of dignitaries, including coaches, captains and athletes, got a turn with the shovel at Jan. 21’s groundbreaking for the new athletic fields at Marathon High School. The event was also attended by school, county and city officials, and about 100 students. The project, estimated at $12 million, will yield a new soccer field and football field bordered by a full-size track. It also addresses raising existing fields and parking lots, plus new parking. MMHS Principal Wendy McPherson said “this will put us on the same level as other district schools.” Superintendent Mark Porter thanked the board and the community and emphasized the facilities are for everyone. “This project has value beyond the classroom," he said. 'Voucherization' of Public Education was grateful to be able to participate in this year’s Monroe County Legislative Delegation meeting, held at Marathon City Hall on Jan. 15. Our state representative, Holly Raschein, and our state senator, Anitere Flores, had a chance to listen and respond to a variety of legislative concerns from local elected officials, non-profits and other stakeholders, from up and down the Keys. They informed us that they both held significant leadership roles and looked forward to working together to address the needs of our community. When I was given a chance to speak, my concerns revolved around the suggestion by our state’s newly appointed commissioner of education, Richard Corcoran, that “if Florida were to voucherize the entire school system, it would transform education for the better.” I am concerned how such transformation will impact our Keys schools. A few years ago, former Governor Jeb Bush (who has remained active in directing education reform policy in Florida) was asked what universal vouchers would look like in rural districts like Monroe. At that time, he imagined a “post brick and mortar” era of public education, where private schools from the mainland would create online courses that our children could access via laptops. This is not how I want my children educated. I asked Senator Flores, who sits on a powerful Senate education committee, how she imagines the voucherization of public education will impact our local schools and how can we ensure public education is adequately supported in our communities. Senator Flores replied that she was unaware any such bills “had been filed” and reassured us that any such bill would have to be vetted and go through the entire legislative process. In other words, we should “hope for the best…” Imagine my surprise when I got home and learned that, at virtually the same time our local delegation was meeting, State Senate President Bill Galvano was telling a Sarasota business audience about Florida’s plans to expand the use of “Education Savings Accounts” or ESAs (a form of private school voucher) for all students! According to the Sarasota Herald-Tribune, Galvano told his audience that the more conservative Florida Supreme Court currently being fashioned by Gov. Ron DeSantis would pave the way for education reforms that had been struck down in the past, allowing the revisiting of some of the ideas that Gov. Bush brought to the table “back in the day.” One of those ideas was “Education Savings Accounts” which allow students to use public tax dollars to pay for private religious school tuition and a range of other educational services, such as tutoring or homeschool supplies. Such a system would rely on a vibrant marketplace of education options for families to choose from, and could move Florida into the “post brick and mortar” era of public education imagined by Governor Bush. An ESA that’s available to all Florida students essentially would act as a universal voucher, fulfilling Commissioner Corcoran’s plan to “voucherize” our entire school system. It is disappointing that Senator Flores was unwilling to discuss the possible ramifications of Universal Vouchers on our local schools and communities. To date, the impact of such plans on rural districts has been largely ignored, beyond the offering of online homeschooling. How can we be assured that expanding to Universal Vouchers won’t further defund our cash strapped schools? Senator Flores missed an opportunity to explore such topics with her constituents. Our kids and our schools deserve better. These opinions are my own and do not necessarily reflect the views of the Monroe County School Board.

Community continues to respond to shutdown SARA MATTHIS

T
he Middle Keys community is responding to the plight of Coast Guard employees and other federal government workers affected by this, the longest government shutdown in U.S. history. Locals are donating money, supermarket gift cards, gas cards and even vegetables. “We were brainstorming on how we could help. We started thinking about what they are not able to buy. Just like right after Hurricane Irma, the first things we needed were food and water,” said Krystal Stullken. She’s partnered with Moxieberries, a local organic produce club that brings “shares” of vegetables and fruits to the Keys. Moxieberries donating $300 worth of produce on Jan. 23. Donating gifts to federal employees isn’t simple, and in order to prevent even the appearance of impropriety, everything must be accounted for and logged in. Members of the Coast Guard in Marathon have set up a food pantry that is open to every federal government employee affected by the shutdown. And, yes, every bag of cat food is being counted and every receipt is carefully filed.
“They send us a list of needs, and we go shopping utilizing donations from local individuals and businesses,” said local attorney Rich Malafy. “They need everything from cat and dog food to lunch meat and bread. I’m trying to steer away from canned food donations, because you can only eat so much Chef Boyardee.” Malafy said the kids are getting involved, too. They are helping unload the groceries and stocking the shelves of the pantry, and then making their own lists of what they would like. “They put down Skittles and M&Ms and Lunchables,” Malafy said, laughing. “It’s hilarious. But it does remind you that there are whole families being affected by this.” Right now the food pantry is being fueled by donations from a wide variety of organizations, from private donations as well as those from Sweet Savannah’s, Moxieberries, Key Colony Beach Boating and Fishing Club, Cabana Club, Marathon Power Squadron, Berkshire Hathaway Real Estate’s Charitable Foundation and Overseas Pub & Grill.
There have already been two major trips to the grocery store to stock the food pantry in the Middle Keys, open to any federal employee affected by the shutdown.
Many restaurants and businesses are offering discounts: Sparky’s Landing, Havana Jack’s, Fish Tales and Overseas Pub; and Rachel Wagner is offering free haircuts to Coast Guard employees and their families. This is on top of the support from local banks, each with an account where the public can donate funds. Some banks have “no fee” loans available, while others are helping with plans to defer loan payments. The gift cards and gas cards have to be logged through the appropriate agency, and then are distributed to affected employees. United Way of the Florida Keys has provided $10,000 in emergency funding to assist The Florida Keys Outreach Coalition in the Upper and Lower Keys, and KAIR in the Middle Keys. If the shutdown continues beyond Feb. 1, the agency has pledged an additional $5,000. The assistance covers medical care, living expenses, utility payments and childcare. Additional assistance is available through United Way’s partner agencies — SOS Foundation in Stock Island and Key Largo, Florida Keys Outreach Coalition in Key West, and Burton Memorial United Methodist Church in Tavernier.
n response to the federal government shutdown, SNAP benefits (or food stamps) were issued in advance on Jan. 20 for the month of February. If the shutdown does not end by Feb. 1, the next round of benefits may go unpaid. While federal employees and assistance recipients are not necessarily in the same demographic, the shutdown puts extra strain on local food banks which already are experiencing a run, said Leah Stockton of the United Way of the Florida Keys. “I would encourage everyone to buy the BOGOs — buy one, get one — and donate the portion they don’t need to a food bank,” Stockton said. “And don’t forget they also need things like toilet paper and paper towels.” There’s another looming worry, too, Stockton said. “The first of the month is when rent and mortgages are due. We can ask landlords and banks for accommodations, but they have bills to pay, too.”

BAPTIST HEALTH OF SOUTH FLORIDA REVEALS NEW HOSPITAL Last week Baptist Health of South Florida’s construction management team revealed the final artist's rendering for Marathon’s new hospital. Demolition of the old facility began late last year and will continue for the next month or so. Construction of the new facility is set to start in November 2019 with an 18-month construction window. The new 34,264-square-foot hospital will include four to six inpatient beds, state-of-the-art imaging capabilities, a full service emergency room, offices and a cafeteria. To date the community has raised over $10.5 million to offset the $40 million estimated price tag. — Weekly Staff report

igeon Key Art Festival’s 2019 feature artist is photographer Perry Hodies III. Selected by committee, the feature artist created the poster for the Pigeon Key Art Festival. Jill Snodgrass, the festival director, said, “Mr. Hodies was chosen because of his long involvement and commitment to Pigeon Key, and extensive photograph restoration projects that he’s been involved in.” Hodies spent a lot of time and effort to restore the old photographs in Pigeon Key’s museum and the results speak for themselves. On the piece he picked for the poster, Hodies said, “I know Irma pretty well cleaned out everything, so I selected a photograph I had taken well before Irma,” Hodies said. “There’s a tree that Perry Hodies III sits at an angle, an old bicycle in the scene, you can see through to the water, past the buildings into the water. I think that represents the Keys and the islands.” But in that photo, at that angle, it’s impossible to see the bridge which is an essential part of the Pigeon Key experience. “So I superimposed a second photograph of mine behind it,” Hodies said. Pigeon Key is still recovering from Hurricane Irma, and the funds generated by the festival will help restore the tiny island and its buildings.

Born and raised in Miami, Hodies said he has always loved taking photographs. He said he honed his skills with pictures of his daughters and photos taken while traveling. Of course, the digital age has revolutionized photography. Hodies said he adapted quickly — making use of the instant views, digital dark rooms, and software to help edit photos and restore old images. When it comes to physical equipment, Hodies is dedicated to Canon and his three lenses: the 24-70 2.8, the 70-200 2.8 and the 15mm fisheye lens. The Pigeon Key Art Festival will happen on Feb. 2-3 at the Marathon Community Park, MM 49. The three entrances will be by the skate park, the baseball fields, and the restrooms. Admission is $7 but kids 12 and younger are welcome free of charge. Sponsors and volunteers are allowed to submit until the festival begins. id you know that Pigeon Key was commandeered by the Navy and the Coast Guard the day after the Japanese attack on Pearl Harbor? Neither did we. Who discovered that bit of info? “Well, I heard it from other historians and did some research,” said Kelly McKinnon, executive director of the Pigeon Key Foundation. The marine officers took over from the ousted — for wartime reasons — Leslie “Les” Brown, who operated a fishing camp on the island from 1938 until that fateful day in December of 1941. About 50 to 100 servicemen were stationed on the island and trained to search for German U-boats and Japanese submarines. Recently, McKinnon also found a treasure trove of letters written by a serviceman’s wife. “It sounds odd, but we are having to have the letters deciphered. The cursive is really hard to read,” he said. And even more recently, a visiting student found a World War II Army officer lapel pin. The ornament is being restored at Mel Fisher Museum in Key West.

eslie’s Weekly was an illustrated news publication printed from 1855 to 1922. A story appearing in the Jan. 20, 1910 edition reported on the Long Key Fishing Camp and observed, “The winter vacation is now the thing. Every physician advises it. Every man and woman who can afford it takes it.” The latter part of the month of January proved an important time in terms of Henry Flagler’s Over-Sea Railroad. It was Jan. 20, 1908, a Saturday afternoon, when the first railroad engine attached to railroad cars stopped just short of Knights Key. Knights Key would become the temporary terminus of the railroad while the route to Key West was being completed. It was Jan. 21, 1912 when the last deck plate girder on the Seven Mile Bridge was set in place. The work was done with the help of Derrick Barge No. 9. The girder was attached in the nick of time. The next day, Jan. 22, 1912, Henry Flagler made the trip across the Over-Sea Railroad in his private car all the way to Key West. Ten thousand people were waiting to greet him. s historian Jerry Wilkinson and I were researching our new book “Hidden History of the Florida Keys,” we came across one Marathon couple who helped pioneer treasure hunting in the region. In the 1930s, visitor Bill Thompson became intrigued by cannon he saw while fishing on the Delta Shoal. In 1941, he and his wife Ethel bought a parcel of land and opened the Marathon Yacht Basin. After serving in World War II, Bill returned to the marina and resort (now renamed Thompson’s Docks), and once again searched the Delta Shoal for signs of shipwrecks. Gradually, Bill and Ethel turned into avid treasure hunters, discovering anchors, ship’s timbers, pieces of Chinese porcelain and ivory. Soon Thompson’s Docks became a treasure hunting headquarters. The Thompsons’ enthusiasm rubbed off on certain guests: Dr. Bernie Crile (from the prestigious Cleveland Clinic) along with his family started to spend vacations searching new sites —including a wreck at Looe Key — with the marina owners. The Thompsons recruited another visiting couple: world-famous aviation inventor Ed Link and his wife, journalist Marion Clayton Link. The Links threw themselves into this new project, buying a trawler and outfitting it specifically for diving and salvage. The final person Bill Thompson drew
into their circle was equally impressive: Mendel Peterson, a retired naval officer who worked in the Smithsonian’s Department of History. Interested in the historical and scientific side of treasure hunting, the Thompson’s Docks group soon realized that they needed more sophisticated equipment. First, Ed Link adapted a metal detector to function underwater; unfortunately, its range of detection was very limited. Then Ed and Mendel asked the Navy to lend them a magnetometer-gradiometer, a piece of equipment so finicky that the Navy had given up on it. Inventor Ed Link made it work, and the device (which is pulled behind a boat and identifies metal over a good-sized area) was transformational. He also developed an air lift with a screen, which made sifting through sand for artifacts much more efficient. Meanwhile, Mendel Peterson scoured archives until he discovered the previously unknown name and his-

tory of the ship that sank at Looe Key, the H.M.S. Looe. It was an exciting time at the Marathon marina, full of discovery and innovation. The group shared technology with Islamorada-based professional diver Art McKee; sometimes they all worked the same sites. However, in the early 1950s Art surprised everyone by obtaining an exclusive permit from the state to salvage the area they had all been exploring. Suddenly, the Thompsons, the Criles, the Links, and Peterson could only continue their explorations with the permission and supervision of Art McKee. The two couples and Peterson reluctantly decided to take their treasure hunting to the Bahamas. Yet Bill and Ethel Thompson of Marathon had changed their lives. Marion Clayton Link would go on to author highly successful books about undersea exploration; Mendel Peterson became one of the fathers of underwater archeology. Ed Link contributed major inventions to underwater exploration and diving, including submersible decompression chambers and an unmanned Cable Observation and Rescue Device (CORD).

BUILDING BLOKE Marathon’s director of growth management looks at the details SARA MATTHIS

ou know your little city is growing up when it’s finally time to hire a growth management director. Cue the entrance of Doug Lewis. Or, rather, re-cue. Lewis first appeared on the scene before Hurricane Irma, in his capacity as manager for Grubbs Emergency Services — the first-onthe-scene folks to pick up all the storm debris. He returned about a year later to step into the scheme of a re-organized City of Marathon staff to streamline operations. Lewis oversees the building, planning and code departments. But this job is a departure for Lewis. As a former construction supervisor, he’s “switched sides” — from the private business arena to the public government sector.
Full name: Douglas Lewis. Do you have a nickname: Not saying! Before this job, what other type of work did you do? Well, I worked in my family’s office supply business before heading to Atlanta to be an assistant manager at a highend men’s clothing store. This was back when men wore suits. Then I became a superintendent for a small contractor. Where did you graduate high school? Brooksville. Although it’s a rather small county, there’s only one high school so I graduated with a class of 400. Did you go on to college? I went to University of Florida on a music scholarship, thinking I was going to become an accountant. I love numbers, they come naturally to me; but don’t ask me to conjugate a verb. Eventually, though, I realized I didn’t want to sit behind a desk. (There is photographic evidence that over the

years Lewis has been everything from a long-haired hippie to a hard-rocking drummer.) What appeals to you about the building industry? I love driving through neighborhoods of things that I have built — houses, hotels, churches. What are some of the most memorable construction projects? I did a couple houses on the Homosassa River that I am very proud of. I designed them from scratch to suit the views of a specific piece of property. How did you jump from there to disaster management? I was running a construction company for Gary Grubbs in Tampa when Hurricane Irma hit. I got here a few days before the storm to get organized and figure out what we needed for equipment. (Turns out, Lewis went to high school with Grubbs back in Brooksville.) Did you ever go back to Tampa? A couple of months, I think. I came on board with the City of Marathon in late October of 2018. Working with the city staff after the storm was the greatest introduction to a new job I’ve ever had. Biggest lesson from Hurricane Irma? I don’t know that I learned anything. But it was a huge reinforcement of everything I believed about our current building code. Where do you see Marathon in five years? I hope that we have all our systems more streamlined and that the city is in a more financially secure position. Pet peeve? Folks who swear up and down that they haven’t broken permitting laws when I know they have. I always try to work with people, but I hate it when people lie. Do you ever “turn it off”? No. I want the city to be a great place to live. Right now, our challenge is cleaning up our U.S.1 corridor; it’s the face of the city. Beer, wine or liquor? Scotch. Craziest way you’ve ever spent your money? I owned two race cars. One was a Sports Club Car of America spec racer Ford, and the other was a 355 Ferrari challenge. Landlubber or mariner? I’ve lived on a boat for periods of up to five years at a time. I sleep better, I’m more relaxed. If I could find a slip that came with a four-car garage it would be perfect.

Do you fish? What’s your best fish story? Couple of years ago me and some of my buddies went to Costa Rica and caught 32 sailfish in four days. But I’ll sit on the end of the dock and fish for snapper, too. If you could have any superpower, what would it be? I don’t want to be Aquaman, but I would love to breathe underwater. What TV or movie character do you most resemble? Chevy Chase — when he and I were both younger. What was the last book you read? “Drive” by Daniel Pink. What’s your nerdiest passion? Playing with our new kittens. If you could have lunch with any person, dead or alive, whom would you choose and what would you eat? George H. W. Bush, sushi and broccoli. What’s your favorite annual event in marathon? The Best of Marathon. My significant other would say I am … just plain fun. The title of my autobiography would be … The Life and Times of the Little Drummer Boy.

ith billions of dollars in growth over the last few years, the pet industry is absolutely booming. It doesn’t take advanced statistics to realize that many owners are choosing to add to their families with furry companions. However, as lovable as they are, not every dog is easy to keep clean and healthy. With such an explosion in the field and so many furry ones to care for, it’s no wonder that groomers are in high demand. Enter Salty Dog Pet Grooming, Marathon’s new resident groomer. Full Name? Sara Hand. How long have you worked as a groomer? About 10 years. How did you get started? I raised race horses for awhile, and I worked as a bather at a large boarding facility in Illinois. At the time, the shop owner needed a new groomer, so she trained me.
What brought you to Marathon? I lived in Key Largo a long time ago and just loved it down here. I always told myself, “I’m coming back here one day,” and I finally did it. How did Salty Dog start? Since there are a lot of dog owners in the Keys who just want grooming and bathing without day care, I originally did mobile grooming for about four or five months. I didn’t have a name for the business yet, but the name Salty Dog came when I opened the shop on Friday, Jan. 18.

Why switch from a mobile service to a shop? My clients suggested it. They all had more and more friends who needed grooming services and wanted to get their dogs in and out quick. When I was doing mobile grooming, I would spend an hour to set up and tear down equipment at each house, plus travel time. At the shop, everything is always set up, so I can do twice as many grooms in one day. What services do you offer at Salty Dog? We have a big list of services we offer. Off the top of my head, we can do baths, nail trims, brush outs, full grooms, Furminator treaments, haircuts, and ear cleanings. The only thing we don’t offer is boarding and day care; we just don’t have the space. Our objective here is to get the job done and get the dogs home as quickly as we can, and I think a lot of people appreciate that. They can drop their dogs off without waiting for eight hours to pick them up. What if owners need to drop their dogs off for short periods of time? If the dog needs to stay a few hours because the owner is still at work or something like that, that’s totally fine. The only time we charge a small extra fee is if the dog is there all day, since, like I said, we just don’t have the space for day care. John Curtis Belknap 1944-2019
Brother, uncle and friend to many, John Curtis Belknap (Jack), passed away on Jan. 14, 2019 in Miami, Florida. Jack was born in Columbus, Ohio on Feb 7, 1944 to John Frederick and Clairmae Belknap. He lived most of his life in Columbus. He graduated from Mifflin High School in 1962, attended the Ohio State University and was a Buckeye fan through and through. He spent most of his career in government work, first with the State of Ohio attorney general’s office and then as HR director for the City of Columbus in the Mayor Buck Rinehart administration. Many people found much-needed employment because of Jack’s efforts. Jack spent many winters in Marathon, Florida before moving down full-time several years ago. He was a warm-weather guy who loved to fish. Before relocating to Marathon, he claimed his fair share of perch from Lake Erie that he generously shared with family and friends. He leaves his sisters, Suzanne Martin Shadburn (Rick) and Melissa Williamson. He also leaves his nephew John Christopher (Chris) Williamson (Erin) and his beautiful great-nieces Faith, Naomi, Bella and Gracie and his adorable great-nephew John Henry. Jack also leaves behind countless friends far and wide. He never met a stranger, enjoyed being with his friends and was great
fun to be around. He looked forward to his Pike Lake weekends with his buddies and was always ready for a game of pool. Jack lived life on his own terms. We will miss him, his deep laugh and his ornery ways. He was generous and quick to help others and there were many. The family is grateful for all the folks who aided him over the years, especially those in Marathon where every day is paradise. He loved Marathon and Key By the Sea and will always be remembered as the “Mayor of the Monkey.” As was his request, a private service will be held at a later date. His family will be organizing a gathering in Marathon in the near future to celebrate and share our love for him. Jack loved the many pets he had over the years.He would want you to love yours and treat them well. If you are inclined, a donation to a local animal shelter would make him happy.
After a full and varied life filled with family, work, travel, and much fishing, Robert H Becker died peacefully at home on Jan. 18, 2019 at the age of 90. He was the husband of Patricia Joseph-Becker of Key Colony Beach. Bob was born in Charleston, S.C. to the late Col. Aaron J. Becker and Mary Wilkins Becker, and was preceded in death by his older brother Allen. As the son of an Army colonel, while growing up he lived in Hawaii, Trinidad, and many states in the lower 48. Bob finished high school in Columbia, S.C. He graduated from the North Carolina State University with a bachelor’s in chemical engineering and was a member of Sigma Alpha Epsilon fraternity. While working at his first job with DuPont, he met and married Elizabeth Ann Bess (deceased 1996) in 1953. After leaving DuPont, he joined American Cyanamid Company and while working full time, (and with a wife and three young boys at home), he completed his master’s degree in polymer chemistry from Brooklyn Polytechnic Institute at night. He held various positions in manmade fibers including as the general manager of IRC Fibers. He was also director of research and development at Formica Corporation (a subsidiary). He finished his career in Princeton, N.J. as the vice president for development at the Agricultural Research Division. His responsibilities included projects developing classical agricultural chemicals, animal health products, andbiotech projects such as plant hybridizing systems. He was also awarded three U.S. patents while working at Cyanamid. He retired in 1991 after 33 years of service. Bob always valued education and hard work. Bob also was an avid fisherman. His love of travel and fishing led him to Alaska multiple times, Patagonia, the Kamchatka Peninsula in Russia, and New Brunswick in Canada. To continue this passion, he and Elizabeth retired to Marathon, Fla. in 1992 (and bought two fishing boats). They were members of the Sombrero Country Club where he also enjoyed golf and tennis and served on the board. He and Elizabeth were active supporters of Habitat for Humanity and he served on the Habitat board in Monroe County. He also volunteered as a mathematics tutor at Marathon High School. Following the unexpected passing of Elizabeth, Bob met Patricia Joseph and they married in 1998. Since then, they lived together in Key Colony Beach, and are members of the Marathon Yacht Club and San Pablo Catholic Church. He was a loving and supportive husband, and a generous member of the Catholic Church. He also enjoyed many gatherings with the Joseph family. He is survived by his wife, Patricia Joseph-Becker, and his three sons: John (Nancy) of North Carolina, Robert (Susan) of New Jersey, and Edward (Andrea) of California; three grandchildren: T.J. (Mary) of Texas, Scott of Edinburgh, Scotland and Courtney of Colorado; one great-granddaughter, Anna Elizabeth of Texas; and two nieces and a nephew. In lieu of flowers, please send contributions to Habitat for Humanity, 30320 Overseas Highway, Big Pine Key, Fla. 33043; or to St. Jude Children’s Research Hospital, 501 St. Jude Place, Memphis, Tenn. 38105. There will be a funeral mass on Saturday, Jan. 26 at 11 a.m. at San Pablo Catholic Church, Marathon.

embers of the Marathon Garden Club are getting ready for their annual January Jamboree to be held at the club on Saturday, Jan. 26. “This is always such a fun event,” said garden club President Scarlett Duffy. “People in Marathon and the surrounding Keys line up bright and early on the day of the Jamboree to be one of the first folks in the door where our huge rummage sale is held. There are terrific bargains, and we are usually picked to the bone by the time the day is over.” The Jamboree is set 8:30 a.m.to 3 p.m. at the Garden Club, at MM 50, gulfside. In addition to the rummage sale, there will be more than 20 vendors featuring a wide range of
merchandise, including African market baskets, jewelry, honey, painted glassware, stained glass, pallet wood art, painted plant pots, and clothing. There will also be plants for sale — crotons, bromeliads and orchids. Janet Oechsle, Jamboree chairman, said the vendor list is extensive and full of talented people. “There’s always something for everyone,” Oechsle says. Linnea Cunningham, who heads up the garden nursery committee, said one of the best things about the Jamboree is the chance for locals to buy plants that are grown in the Keys. “Plus, this is your chance to get expert advice on how to take care of them from our master gardeners who will be present as well. If you want to buy plants specifically grown in the Keys for the local environment, show up and we’ll tell you what to buy,” she said.

icture 1950s classic cars on the streets of Cuba, planes loading up with passengers to travel back to the U.S. wearing tropical flowing dresses and crisp linen suits — that’s the vibe for the upcoming Kuban Keysino. The Marathon chapter of the Business and Professional Women will host its annual fundraiser on Saturday, Feb. 2 in a hangar at the Marathon airport. This Cuban-themed event will feature professional gambling tables and dealers provided by Casino Party Nights Florida. There will also be Cuban style appetizers, catered by Mangrove Mike’s of Islamorada, and a cash bar. The festivities will start at 6 p.m. with a refreshment hour to eat and drink, before gaming tables open at 7 p.m. Gaming will stop at 10 p.m. and chips will be traded in for raffle tickets. The purchase of a $75 ticket includes $2,500 in gaming chips, two cocktails, and the food. Additional chips are available for purchase throughout the evening. Guests will use their “winnings” to bid on prizes. Classic cars will be on display from local collectors and guests can expect Cuban rhythms and pay a visit to the cigar bar. fter a groundbreaking attended by many to celebrate the start of new athletic fields, the Monroe County School Board met in the Middle Keys high school. Next up was proposed affordable housing on Sugarloaf Key to serve school district employees. Three members of the public urged the school board to limit the number of units to 20, and to ensure that agreement by applying for a “sub-area” policy, which would have unique density rules separate from surrounding parcels and different from other planning requirements. School board attorney Dirk Smits said applying for the sub-area would start the approval process again. Another noteworthy item on the agenda was an update of Keys graduation rates in the 2017-18 school year. For the first time in recent memory, the Keys graduation rate exceeds the state rate. Monroe County is ranked 34th of 67 Florida counties, with a rate of 86.4 percent compared to the state rate of 86.1 percent. Executive Director of Assessment and Accountability David Murphy said district students and staff were able to work to close the achievement gap with improvement to several areas. He stated sustained focus, differentiated intervention, and better data management all contributed to the
district’s overall graduation rate. In reviewing the graduation statistics at the close of the last school year, Murphy noted that 15 students dropped out, but 52 of those who did not graduate are still enrolled. The Monroe County School Board offered numerous breakdowns of the data, including the fact that most students who failed to graduate are male. Coral Shores High School had the highest graduation rate with 89.1 percent, followed by Key West at 86.6 percent and Marathon at 84.9 percent. The trend shows continuous improvement for Marathon High which, three years ago, had a 13 percent lower graduation rate compared to Key West, which had the highest. Marathon High School reports that only one student dropped out last year, and that 13 students who did not graduate on time are still enrolled. Coral Shores High School had five students drop out, and 12 who are still enrolled. In other news: • Among items on the consent agenda, the school board considered an insurance proposal. It is a $320,800 premium for policies ranging from property insurance to builder risk insurance at various projects ($138,000 for Stanley Switlik Elementary rebuild alone). The school board requested and received information indicating that the net commission to the insurance group with the quote totals $113,378 with an additional $32,318 to “intermediaries.”

ROCK OUT AT THE MOVIES Film examines Beatles' break into U.S.

n Monday and Tuesday night, Jan. 28-29, Marathon Aquarium Encounters will continue its ’60s "Rockerama” with its "Rockerama Movie Night" at the Marathon Cinema, featuring the world premiere of Richard Warner's full length rock documentary movie "The Beatles on Sullivan." The feature starts at 7p.m., doors open at 6p.m. Using music and video clips, the movie shows how the Beatles overcame the huge challenges of breaking into the U.S. rock ‘n’ roll market and worked their way up to perform on "The Ed Sullivan Show" on Feb 9, 1964. The movie nights are a fundraiser for the Great Hammerhead Project – a program of the Aquarium to study the survival challenges of the great hammerhead shark, of which little is known. Warner's full-length feature documentary film is loaded with original photos, songs, film clips, music videos, and other scenes, facts and trivia from the wild year of rock music in 1963 in the U.S. and in Britain. The film digs deep into the American rock artists and songs in competition with the group in 1963, when the Beatles were almost shut out of the U.S. world of rock ‘n’ roll. The movie focuses especially on the grueling three days the group spent in New York City leading up to their triumphant first appearance on Sullivan's show, which attracted the largest TV entertainment audience ever to that time. Ticket donations are $8.50 and can be purchased evenings after 7 p.m. at the Marathon Cinema box office at 5101 Overseas Highway. here’s no place in the world like the Florida Keys, and there are few better places in which to ply one’s trade if one plays music for a living. Luckily for me, I love the Keys and play music several nights each week. An online musicians’ forum I sometimes cruise by had an interesting topic the other day: “What’s the weirdest gig you’ve ever played?” Some of the replies were strange but common (performing on a parade float — done that), and some were just strange (performing in Carlsbad Caverns — no, I’ve got a thing about bat poop on my guitars). The forum topic got me thinking about some of the somewhat abnormal musical engagements I’ve performed at throughout the years, and how those gigs would never have happened anywhere else but the Keys. I've played a couple of small boat gigs, which are much more “fun” and “entertaining” than the larger cruise ship gigs. I've done a couple of the larger boats, however, and I have to tell you that there’s nothing quite so challenging as trying to perform without falling on a small cruise ship with dysfunctional stabilizers in 30-foot seas. Then there’s that unique cruise dichotomy of walking to the midday buffet down halls where the railings are gaily festooned with barf bags. Anyway, back to the small boats. There used to be a small gambling boat out of Marathon called Mr. Lucky’s. For this festive maritime gig, the musician always had to set up on the covered upper deck. For those who know about boats, this particular vessel was a Great Lakes-type boat, with a broad rounded bottom. This means that it didn't handle ocean-type waves very well. The best performing position was leaning with one’s hindquarters against the rail, holding down the microphone stand with one foot so that the microphone wouldn’t fall away or come back and smack the musician in the mouth — all the while staying out of the way of the passengers who ran up from below decks to heave off the side. After a while, it was easy to tell who Mr. (and Ms.) Lucky weren’t.
Another time, I was paid a princely sum to take an acoustic guitar with me on a rather small boat as we went 20 miles offshore to fish for dolphin. Here in the Keys, there's every kind of outdoor gig one can imagine. None, however, compares with the annual 7 Mile Bridge Run. For those unfamiliar with this annual ritual, perhaps an explanation is in order. One Saturday morning each April, they actually close down the 7 Mile Bridge — the only link between Marathon and the Lower Keys — for an internationally famous running event. I have performed at this event each year for close to 30 years. The stage is a flatbed trailer, which is parked adjacent to a yacht club and a boat ramp that is closed for the morning. So far, not so strange, right? One of the strange parts is having to arrive at the gig at 5:30 a.m. to be able to access the staging area before the highway is closed down — which often is not fun after a rockin’ Friday night gig. The performance time is usually from 9 to 10 a.m. as the runners return from their seven-mile journey. There are usually more than 2,000 runners, friends, and volunteers in attendance, as well as a fully stocked beer truck. There’s nothing like sharing a springtime Saturday morning with all those healthy runners guzzling lowcarb Michelob Ultra just after sunrise. Though they may be sweltering and sweaty, musical gigs in the Keys are rarely boring. And if I ever start thinking about how routine things in the Keys may seem, I just remember that Saturday morning in April, and how it really gives that old adage special new meaning in my life: Beer — it’s not just for breakfast anymore!

ublic awareness campaigns, signs at boat ramps promoting local guides, stickers, code enforcement, and changing state law — those are some of the points Doug Kilpatrick, president of the Lower Keys Guides Association, recommended to the Monroe County Board of County Commissioners on Jan. 23. Kilpatrick told the board there are increasing threats to the recreational fishing industry. “We know that the flats fishing guide industry brings in $460 million a year. We also know that there’s a thirty to forty percent increase in outof-town guides that come to the Keys and work for three to four months every year,” he said. Previous conversations between guides and county staff have revealed that it's unlawful to charge out-ofcounty guides a different rate than local guides for an occupational license. So guides are preparing to advance legislation at the state level, similar to other states that charge thousands of dollars for non-residential guides. The Keys guides have also set their sights on more obtainable goals; like stickers issued with occupational licenses for boats and trailers in the hopes that vehicles without those might draw the attention of code enforcement. But Kilpatrick and Capt. Will Benson, another guide, also brought up illegal “fishing lodges” where clients rent a room in a private home, and leave the dock with an unlicensed guide.
“That is completely wrong,” said Commissioner Danny Kolhage. Monroe County has a similar case that will be heard by a special magistrate on Feb. 28. The county received a complaint last week about a 40-foot sportfisherman docked at a home on Little Torch. “The home we are citing talks about the bathroom downstairs in the house that is available to those renting the boat in an advertisement,” said Francie Boellard, a county vacation rental inspector. “An anonymous resident stated everyone on the street and surrounding area (is) upset with the noise, traffic and different people visiting weekly.” Mayor David Rice told the guides they must file code complaints when they learn of such activities. “If you know of violations, and are not willing to make complaints, then nothing is going to happen,” Rice said, adding he would support state legislation to charge out-of-state guides a higher occupational license fee. Benson also told the board about a “mothership” anchored in the Marquesas. Benson said clients are ferried out to the boat where they sleep at night, and then are guided by captains without county or state licenses. “We want to lay a foundation and work with you on finding solutions,” Benson said. “We will even pay for the signage at boat ramps ourselves,” said Kilpatrick. Commissioner Heather Carruthers said this industry expansion is the beginning of a major problem. “If we start using boats as hotel rooms … well, we lack the regulatory mechanisms,” she said. “And it’s about pump-outs and protecting water quality.”

ynthia Lewis, senior researcher for the Florida Institute of Oceanography’s Keys Marine Lab in Long Key, explains: There is really no difference. “Cay� essentially morphed to “Key� especially here in the Florida Keys, where they are typically mangrove islands. Often these cays or keys form as the mangrove roots trap sediment in shallow waters and it eventually forms an island. Or the mangroves grow on old coral outcroppings and expand out into the waters around them, enlarging the cay or key as they trap more sediments. The word “cay� means a low bank or reef of coral, rock or sand and comes from theFrench “quai� (quay) through Spanish “cayo� (shoal or reef) and derived into “cay� late 17th century. Cay, also spelled “key,� is a small, low island, usually sandy, situated on a coral reef platform. Such islands are commonly referred to as keys in Florida and parts of the Caribbean. Sand cays are usually built on the edge of the coral platform, opposite the direction from which the prevailing winds blow. Why couldn't we call them “an island� or “a peninsula?� A peninsula is attached to land. The Keys are still essentially islands but “Key� (or Cay) is more specific because these islands weren’t formed from volcanic activity. The Keys Marine Laboratory (KML) was established in 1987 as a fullservice marine field station and is operated by the Florida Institute of Oceanography, a consortium under the State University System. The facility offers a unique opportunity for undergraduate and graduate students, faculty, and researchers from the state, national and international scientific communities studying the only tropical marine ecosystems in the continental United States.
