Monroe County Supervisor of Election Joyce Griffin, herself elected unopposed, said the number of incumbents sailing back into office isn’t unusual. “No, this is about normal I would say,” Griffin said. Monroe County Sheriff Rick Ramsay ran unopposed for his second term and threw an open invite party at Boondocks in July to thank his friends, family and supporters. “This is the first time in 50 years that the Sheriff’s race has been unopposed,” he said in a Facebook post thanking everyone. “This is a credit to my team at MCSO and my team in our community.” Besides Ramsay and Joyce, two other constitutional officers were also reelected — Tax Collector Danise “Dee Dee” Henriquez and Property Appraiser Scott Russell. There were also uncontested races for Monroe County Commissioner, School Board, County Judge, the Key Largo Fire & Emergency Board and Key West City Commissioner. Under Robert's Rules of Order, if there is no opposition there is no need for a formal vote. The matter is decided by "acclamation" or by "unanimous consent."

Current Key West Mayor Craig Cates is defending the mayoral seat for a fifth and final term against Sloan Bashinsky, Ed Crane and Randolph “Randy” Becker. Cates prides himself with honoring the history of Key West to ensure a solid and abundant future for the next generation of Key West residents. Krane says his top priority is green ecological conservation. Becker says the city is treading water, and he’s frustrated with the current city leadership; he wants to articulate a vision for the city. Bashinsky, who will be a write -in candidate on the November ballot, said he detests politics despite running for office in eight priorprevious elections. He said he is running for mayor because it is his duty to serve.
Key West City Commission, District Six Commissioner Clayton Lopez, the “voice” of District Six, which includes Bahama Village, is campaigning against Nathan Brock. Lopez says he plans to continue serving the community he loves, “solving problems is my strength.” Brock, who is currently serving in the military, says he was unable to get approval to speak to the press as of press time. Key West City Commission Districts One and Three were unopposed with Jimmy Weekly and Billy Wardlow retaining their positions.

Keys Energy Utility Board, District Two Two Utility Board seats are also up for grabs. For Group Two, Peter Batty, who has been on the board for 11 years, said he wants to continue implementing positive changes and working hard to make sure Keys Energy meets the needs of its customers and to protect the environment. Challenging him is Tom Milone, who said he wants to accomplish transitioning away from using fossil fuels to renewable sources like solar, and eliminate the flat rate customer charge without increasing electricity rates.
Utility Board, District Three Tim Root is running for re-election for Utility Board seat for Group Three and is being challenged by Vidal, for the second time, and Carol Schreck. Root, with a construction background, has been on the board since 2013. Vidal said his approachability makes him a good candidate to represent the Keys Energy community. Schreck said if voted in, she wants to instill reliability in the boardroom, in the field, and in Tallahassee. She also said her goal is to transition Keys Energy into the next decade of power.

hree experienced officials, and one newcomer, are seeking seats on the Marathon City Council. Vice Mayor Bill Kelly, Councilman “Doc” Dan Zieg and appointed Councilman John Bartus have all qualified for the November ballot. In addition, Marathon resident Steven Cook has also filed.
Four candidates, three seats
There are three seats open on the five-person dais in the “at-large” election — the top three vote getters will be elected from the field of four candidates. Both Zieg and Kelly are running for a second term. In 2014, they faced a field of five including former Councilman Chris Bull who has since stepped down and been replaced by Bartus, an appointed council member. Kelly received the most votes with 1,890 and Zieg receiving 1,531. Zieg has raised $8,300 in contributions since filing — which includes a $1,500 self-loan. Kelly, Cook and Bartus are funding their own campaigns. Kelly has $1,000 in the bank, and Cook and Bartus have $3,000 and $500 respectively. If elected, this would be Bartus’ fifth time serving Marathon. He served two terms between 2000 and 2006, before being appointed to finish Ginger Snead’s term in 2015 and Bull’s in 2016. He said he wants to prioritize affordable housing solutions. In addition to his official duties, Bartus has served on many service organization boards such as Rotary and the chamber of commerce, while making his living as a full-time musician and publisher of a local magazine. Kelly filed for his run in May. Like the other candidates, he’s outspoken about the need for affordable and workforce housing in Marathon. He owns Kelly Electric and is a longtime resident. Kelly has served as a board member for both the chamber and Monroe County Contractors Board.

“I also am working on a community pool for Marathon,” said Kelly, adding he thinks it’s a viable public-private partnership opportunity. “I also want to make sure the bike path and reconstruction of Aviation Boulevard is done correctly. Those neighbors have been waiting a long time for that renovation. I also want to keep our building department on track. Our city department is excellent, and I want to make sure that continues.” Zieg also wants solutions for affordable housing. He also has an eagle eye for the city’s bottom line. “I have worked very hard the past two years to keep moving the City of Marathon forward and solve the problems in our community including affordable housing and equal taxation,” he said.

Cook and his wife, Sheila, co-own The Art Studio in Marathon. After almost two decades of visiting the Keys, he moved to Marathon in 2003. He volunteers with a variety of service organizations including the Coast Guard Auxiliary and Monroe Marauders and he is also a member of Rotary and the Elks clubs. “I want to be a part of how we, as residents, develop strategies to not only manage growth, but also thrive,” Cook said. “But I don’t want to lose sight of our small town charm as Cuban/American relations unfold.”

His reason for running: “I took leadership in acquiring state and federal funding for wastewater construction, and will continue to ensure that the money is used wisely keeping the cost per home for wastewater as low as possible.”
DENNIS CALTAGIRONE Caltagirone, 72, has been in the Keys for almost six years. He prides himself on his public service. “I serve many local and state boards. “My priorities for the KLWTD include: Debt reduction, decreased rates, efficient operations and proactive system maintenance.” He’s previously been an educator, small business owner and Rotary vice-president, treasurer of the Key Largo Chamber and the Council of the Arts.
PATRICIA, “TRISH” DOCHERTY Local attorney and chief assistant public defender Trish Docherty Gibson, 49, is passionate about juvenile justice. “I have dedicated my entire career to this office with 21 years of expertise both legally and administratively. I have represented thousands of clients, tried hundreds of cases, trained attorneys, managed three offices, and represented the public defender before the Florida Legislature regarding the budget.”
STEVE GIBBS (INCUMBENT) Incumbent Gibbs, 72, said, “In 2012 the District was in debt by $81 million. Rate-payers of Key Largo now owe $49 million.” Gibbs is a retired journalist and has lived in Key Largo for 44 years. “But government works slowly. I’ve been fighting for state and federal money to reduce that debt so that we can reduce rates. My job isn’t done until rates come down.”
SUE HEIM “My primary goals are to prevent empire building (overstaffing) at the forever expense of customers, and ensure customers’ service is never second,” said first-time candidate Sue Heim. She’s secretary to the USCG Auxiliary, and volunteers on the Tavernier Fire Department. “The utility needs management by people with actual business and customer service skills and experience. Eventually KLWTD will be a cash cow.”
ROBERT LOCKWOOD Robert Lockwood, 38, has been assistant public defender in Key West since 2013. “The clients, employees, and community members are deeply important to me. OLIVER KOFOID Oliver “Ollie” Kofoid, 52, is the lead operator at the Key West Wastewater Treatment Plant. “My primary issue four years ago when I ran for the District 1 seat was the GM mosquito experiment proposed ... for Key Haven. I’m running again because of the lack of leadership and scientific understanding of this new technology by the Board. I believe my education and civic leadership would serve the citizens of District 1.”
BRANDON PINDER Brandon Pinder, 31, has spent most of his life in Islamorada, is an Eagle Scout and is a local business owner. “My grandfather served on the board for 18 years. He said that the Keys was a harsh environment, not the paradise it is today. Mosquito Control has made our community safe and comfortable. As a commissioner, I will see this is continued.”
KATHRYN WATKINS Kathryn Watkins, 47, is an MBA and runs her own consulting business. Her reason for running: “The Board has lost its way. The present policies have seen an open rebellion of concerned citizens. My focus is on controlling the mosquito population using proven, cost-effective and environmentally friendly techniques. Improving our community’s public health and safety in my first priority.”
STEVE SMITH (INCUMBENT) Steve K. Smith, 65, said, “I bring to the Board years of dedication, education, and experience in mosquito control. It’s important to balance the science that underlies efficient mosquito control with new technologies that will soon be available. JANET WOOD Wood, 60, a native to Islamorada, is an interior designer and a Realtor. She’s active in Rotary, the U.S. Coast Guard Auxiliary, Guardian Ad Litem and more. She said that public health is her main concern. “This position is critical to the public health. I have spent decades volunteering with organizations that protect our children and citizens. I also promise to keep you informed.”
LARRY V. ZETTWOCH Larry Zettwoch, 68, is currently the president of Port Antigua Homeowner’s Association and an active Moose. His primary concern is the health, safety and economy of the Keys. “This election may be the most consequential in decades, especially with looming issues such as releasing genetically modified mosquitoes, the potential of Zika, and the $5,000,000 building project.”
CITY OF ISLAMORADA
DR. STANLEY ZUBA Zuba, 56, is a pediatric physician at Mariners Hospital. He’s medical director and member of Island Dolphin Care. His primary concern is mosquito-borne illnesses and public safety. “This is a time of uncertainty and concern regarding Zika and other mosquito borne illnesses, it is crucial to have a person on the board with an extensive medical and scientific background. I am that person.”

Village residents will cast their votes in November. As of presstime, three councilpersons are unopposed — Mayor Deb Gillis (Seat 1), Jim Mooney (Seat 3), and Chris Sante (Seat 4). However, candidates have until Aug. 23 at noon to qualify. Both David Mark Boerner and David P. Purdo have declared their intentions for Seat 2, currently held by Councilman Dennis Ward who is running for Monroe County State Attorney, a post he previously held. Jill Zima Borski is challenging Mike Forster for his Seat 5.

AMY HEAVILIN (INCUMBENT) Incumbent Heavilin, 50, is a CPA and an Internal Auditor. Prior to being Clerk, she was an accountant for the Sheriff’s Department. She’s active in Rotary, Zonta and BPW. “As Clerk, I’m responsible for close to 1,000 tasks on behalf of the public every day. I serve the public with integrity and professionalism as we independently safeguard the interest of our citizens.”
KEVIN MADOK Kevin Madok, 53, has spent the last 18 years in the Keys. He’s previously been elected to Layton City Council, appointed Chairman to the Monroe County Fire and Ambulance and has served on the Florida Keys Community College Board of Trustees. Madock said, “With eight years of proven leadership, I’ve had minimal staff turnover and timely and accurate financial reporting.”

RON SAUNDERS Key West native Saunders, 61, served as state Representative from the 120th District, which includes the Keys from 1986 to 1994 and again from 2006 to 2012. “With 14 years of experience as a Representative, I can use my proven leadership and communication skills to be an effective Comptroller for the more than 90 employees and the citizens they serve.”
SHARON HAMILTON Sharon Isabel Hamilton, 53, a private practice attorney in Tavernier values juvenile justice and care for abused and neglected children to the highest degree. She said, “I was covering court when three of our eight judges were out of office, and many people approached me requesting I run for Judge Ptomey’s seat. I have the temperament, demeanor, and knowledge people want.”

ROBBY MAJESKA Robby Majeska, 62, is a small business owner and has served two terms on the Key Largo Wastewater Treatment Department. “I want the Keys to remain a place where people want to come and can afford to raise a family. As a businessman, I don’t think businesses are given a voice in government.”

SYLVIA MURPHY (INCUMBENT) Sylvia Murphy, 80, has held a seat on the County Commission for the past 10 years. She is retired from Monroe County Fire Rescue. “I decided to run for the District 5 Seat when Murray Nelson’s term was over because I was not pleased with his voting record. I ran unopposed in 2012 and here we are, running again, in 2016.”
ROB STOBER Rob Stober, 49, participates in Rotary, Tourist Development Council and Leadership Monroe County. He’s been living in the Keys for 13 years. “I’m running for judge to continue my service to the community. In addition to my experience as a maritime firm, a large insurer, and a local law firm for the past 13 years, I’ve been a leader and volunteer in numerous organizations.”

ANITERE FLORES (INCUMBENT) Anitere Flores, 39, from Miami has served on the education council and for Governor Bush as Education Policy Chief. She said her focus is “To fight for education that is accessible to every family. Preserve our natural resources and environment for future generations. I also want to advocate for water quality and affordable housing.”
DEBBIE MUCARSEL-POWELL Debbie Mucarsel-Powell, 45, from Miami, spends her summers in the Keys. “We need a senator that will fight for everyday people; to fight for what’s right. What’s right — where public education is a genuine priority, the rights of women are respected and protected, and preserving our environment.”
