Gerringong to keep its Christmas Parade After 17 years in its care, Gerringong Rotary has passed over responsibility for the annual Christmas Parade to a group of locals, supported by the not-forprofit status of Gerringong Bowlo. “We are delighted that younger people have come forward,” says Gerringong Rotary President Sandra McCarthy. “There is a basic foundation and structure there for them to build on with their new energy and ideas. “It’s great for Gerringong at this time of transition.” A dozen residents and representatives of the village’s community organisations are on the new committee, which is forging ahead with its preparations, with the help of Rotary’s procedures, checklists and contacts. “Rotary usually starts planning this in August, so given the really short time frame we have this year we are focusing on simplifying it, and keeping it local,” says the Chair of the committee, Emily Vaughan. “We haven’t had a lot of time to think about what we would like the parade to look like in the future. “It is just about doing it well this year to keep the tradition alive.” With the Club’s support, the new organising committee can fundraise and apply for grants to keep the tradition going. “We have already secured a grant from Clubs NSW, and will soon be looking for sponsorship from local busi-

The committee will be contacting previous local participants to encourage them to join in again. Blue Haven Bonaira ballot sells top end The ballot for the independent living units at Blue Haven Bonaira resulted in the sale of 20 apartments. “Every unit that sold was for over $800,000, and I’m happy that most of them went to Kiama residents,” says Kiama Council General Manager and Blue Haven CEO, Kerry McMurray. “The ones that will now go on the open market are priced between $550,000 and $800,000.” A ballot for the remaining eight units will be held in December.

Surf School stand-off In March we reported on objections to Rusty Moran’s Gerringong Surf School using Zone A (the north end) of Seven Mile Beach for lessons. On the issuing of DAs for all three surf schools, Mr Moran appealed to the Land & Environment Court on the restrictive conditions. A hearing is set for February. Here follows the latest statements from both parties. Kiama Council: Kiama Council has issued two short term licences for surf schools at Seven Mile Beach, Gerroa. The licences have been issued to: Surf Camp Australia Pty Ltd and Lands Edge Foundation. The third applicant, Gerringong Surf School, has elected to not sign their licence. The recent Gerringong Surf School permit is no longer operable and as such they have no approval to use the crown reserve for their activities.
Council is now seeking legal advice regarding its options as land manager. Gerringong Surf School is separately challenging Council’s determination of the development application approval to operate at Seven Mile Beach in the Land and Environment Court. This has no bearing on Council issuing the new short term licence. Rusty Moran: Gerringong Surf School have relied on Council stating in 2018 that we could use a permit until a Licence was granted and that a Licence could only be issued when a valid development consent was in place. There is still no development consent in place as my application is before the Court. Lessons have been booked, kids are excited, parents are happy, and our local MP is very happy. The only persons unhappy are a few petulant residents using the pied oyster catcher as
the trojan horse for what I understand to be their real agenda – emptying the beach to improve their million dollar views. The real question about legality is on Council. Unelected officers of the Council have flip flopped on the earlier commitment to allow us to run under a permit, and are now strong arming a small business under economic duress to enter a licence without a development consent in place. They’ve also unfairly advantaged the other surf school’s whose clients (backpackers etc) prefer the conditions down the beach where they can operate all year around. If Council get their way, it jeopardises summer learn to surf programs in the safest part of the beach for our local children, PTSD veterans, refugees and kids with autism.

Croom mega-mansion refused The proposed redevelopment of an old dairy at Croom (opposite the Jamberoo Action Park) into a rural dwelling, secondary dwelling, five farm stays and a proposed alpaca farm, has been refused by the Land and Environment Court (L&EC). The Jamberoo Valley Ratepayers and Residents Association (JVRRA), which strongly opposed the redevelopment, has not yet had the chance to discuss the ruling at a general meeting, but its Secretary Ros Neilson says the L&EC’s
rejection of the proposal is both welcome and somewhat surprising. The DA was rejected by the Court on two grounds: one of the cabins was situated on what is a potential site containing Aboriginal artefacts, and the design of the main residence (2,546m2) being out of keeping with the local rural environment, in terms of its size and visual impact. Ms Neilson says the DA was not rejected, however, on the basis of another main concern raised by both Council and residents – that
the alpaca farm proposal seemed secondary to the business of tourist or business accommodation. Farm stays are included in the LEP as a secondary income source for farmers. “The L&EC ruling suggests that we may be left with a Local Environment Plan (LEP) that is not worded carefully enough to protect agricultural land from the fragmentation involved in large scale accommodation projects that may be designed for other ventures, but are disguised as farm stays,” says Ms Neilson.
Different takes on participation The Combined Communities Action Group (CCAG), a joint collaboration of the various precinct committees, sees the irony in the community not being involved in the development of the Community Participation Plan until it was put on public exhibition. “This makes it even more disappointing that none of our eight recommendations for improvement were taken on board before it was endorsed by Council,” says Karen Lang. “The message implicit in the plan as it stands is that Council does not value the views of its ratepayers sufficiently to involve them openly about matters of high import.” In talking with The Bugle after the Council Meeting, Mayor Mark Honey and General Manager Kerry McMurray denied the Group’s accusation that the Plan met just the minimum required of it. “The Plan is suitable for Kiama Council and is over and above what is laid down by legislation, particularly in the strategic planning area,” said Mayor Honey. Mr McMurray said, “There are some people involved in the precinct committees who basically believe they should be the empowered people in terms of setting strategic planning direction. “We know that isn’t possible, because at the end of the day, in the strategic planning space, the ultimate decision sits with Council not the community. “They have this concept Continued on p8

The Kangaroos were overwhelmed by the support shown to them, with big crowds turning up to watch their public training sessions at the Showgrounds. There is no doubt it buoyed them up for their 26:4 win in Wollongong on the weekend. Rugby League great Mal Meninga, the Kangaroo’s Head Coach, told The Bugle he was very impressed with the facilities and will be back.

Vale Monique Dare-Ward Former Greens Councillor and member of a pioneering Jamberoo family, Monique Dare-Ward, has passed away after a long battle with cancer. “Monique’s energy, positivity and seemingly endless compassion for people in need in our community was inspirational,” says Deputy Mayor Andrew Sloan. “She was remarkable, and will be missed by so many.” Monique served as a Councillor from September 2008 to September 2012. She was an active member of Council, serving on the Health and Sustainability Committee, Road Safety Committee and Youth Advisory Committee. Ms Ward was also Council’s delegate on the Illawarra Landcare Coordinating Committee and the Friends of the Kiama Library. After Monique’s term as Councillor she worked with Blue Haven Care as a highly-valued support worker. “Monique understood how communities could be enriched,” says Councillor Kathy Rice. “In her engaging and inspiring way she contributed widely and will be missed greatly by all who knew her.”

National Rose honour for Colin Hollis In the lead up to the Illawarra Rose Society’s Spring Rose Show, Jamberoo resident and rose legend Colin Hollis has been elected National President of the Rose Society of Australia. He was also presented with the Australian Rose Award, the highest Award given by the Rose Society in Australia. Jamberoo’s Spring Rose Show is expected to attract around 50 exhibitors from as far afield as the Hunter, Canberra, Camden, Penrith and Sydney as well as locals. In total, there will be about 500 exhibits in the 90 categories.
Illawarra Rose Society president Kristin Dawson says, “The annual festival, now in its 45th year, is the biggest Rose Show in NSW, being much larger than even the Sydney ShoW.” One of the reasons for the Show’s continuing success is this is the optimal time for roses in the Illawarra. “Even with the drought, the roses are continuing to delight both with their beauty and perfume,” says Ms Dawson.

In closed session, the October meeting of Kiama Council heard it had received written legal opinion confirming that work had started on the Minnamurra Boardwalk Project prior 3 April 2018. A petition of 1200 residents and visitors objected to the original development and requested variations. Indeed, in December of 2015 Patrick Mahedy (architect, and Chair of the new Gerringong Association) generously gave his time to meet with, and assist Precinct members forge an approach to encourage Council to develop an Urban Design Plan that seamlessly integrated the plaza (Lot 52), and the park (Lot 53). The aim of this was to retain the iconic views as per the DCP and Cowman Stoddart’s Blue Berry Hill Plaza Concept of 1996. I was concerned and dismayed to see a WIN News item on Monday 28 October in which Mr Gareth Ward, Local Member for Kiama, indicated his support for the Rusty Moran Surf School’s continued operations in the area known as zone A at Seven Mile Beach. Firstly, this is clearly a local Council matter, and I am puzzled as to why a State Member of Parliament would be “meddling”. Secondly, and more disturbing, is that Mr Ward is giving support for a local businessperson who has, since he started his business last year, been in almost constant conflict with our Council. Rusty Moran’s DA, along with two other surf schools, was determined by Council in May this year. Our elected Councillors voted for the DA consent conditions after an exhaustive assessment process. Local papers reported that submissions from groups such as Werri Boardriders, Werri Beach SLSC, Surfing NSW, Gerringong Fishing club, Endangered Shorebirds and NPWS all recommended exclusion of surf schools from zone A. Housing recovery gathers momentum Sydney has seen a rapid bounce back in dwelling values over the past 2 months, with Sydney up 3.3% and auction clearance rates sitting around 78% compared with 44.6% this time last year.
The Kiama Farmers’ Market has devised a novel way to raise money to fund much needed reinvestment in its market infrastructure. “We’ve been going five years now, and some of our equipment is reaching the end of its life,” says the Market’s Manager, Tricia Ashelford. “We have come up with a unique experience to offer people, with the support of three founding members of our Market – The Pines, Pecora Dairy and Buena Vista Farm.”
Only Pecora was making its sheeps cheese when the market started, but now Buena Vista and The Pines are also producing cheese on their farms. “The Pines, of course, is making its cheese from cow’s milk and Buena Vista from the milk of its newly established goat herd,” says Tricia. “As none of the dairies are open to the public, we came up with the idea of a special progressive tour so that people could visit all three farms and learn about the land they
manage, the animals they care for and how award winning cheese is produced. “As an extra bonus, all of the farms are amazingly beautiful, with Pecora nestled in a forest near the Illawarra Fly, The Pines on the foothill of Saddleback Mountain and Buena Vista on the coast at Gerringong.” The self-drive tour will allow a limited amount of people (warning, tickets are selling fast) to visit all three dairies on the one day, with abundant sampling of produce along the way.

Federal funding for The Bugle
The Bugle is happy to report it is a beneficiary of a grant from the Federal Government under the Regional and Small Publishers Innovation Fund. The grants are designed to assist in increasing the sustainability of regional news publishing activities, including news gathering, production and distribution. Grant applicants had to prove their commitment to public interest journalism, and have their business case approved by an advisory committee of senior business and industry figures. Sixty two of the 100 eligible applicants shared in $9 million of funding in this round. The funding came through the Australian Communications and Media Authority. This funding will enable us to introduce efficiencies, improve our look and more. In line with our commitment to public interest journalism, I recently became a Councillor of Country Press NSW, a long standing group of independent regional newspapers facing the same challenges. We firmly believe we are providing a valuable service to the Kiama community by reporting on local issues, and thank you for your support.

The definition of who will be notified has been narrowed. One of CCAG’s rejected recommendations was to increase the exhibition period for significant developments and strategic planning documents to 45 days, to give the public more time to understand what is being proposed. “If we do that we run the risk of it being taken as a deemed refusal and the developer taking it to a higher authority for a decision,” said Mr McMurray. He pointed out that although Council was under no obligation, it regularly extended DA exhibition times over the Christmas holiday period to allow for people being away. CCAG says it advocates collectively on behalf of the three precincts and the JVRRA. The representatives who make up the combined group bring a range of practical experience and expertise, including backgrounds from federal, state, and local levels of government in executive management, stakeholder engagement, policy development and service delivery, as well as long-term locals with farming backgrounds, and small and large business owners.

Postcard home Our recent trip to the Snowy River past Dalgety was amazing. We are fortunate enough to have friends with a secluded log cabin on the banks of the Snowy River and we take every opportunity to visit! We stay in the ‘Honeymooner’s Cabin’ (with three kids, no honeymooning there!), with a little fireplace and it was a wonderful opportunity to teach the kids about fire safety and how to build a fire. We have recently embraced a friend’s firebuilding technique of building a fire the opposite way to the norm, that is, with larger pieces at the bottom, getting smaller towards the top, with kindling at the very top. With a lot of practice, I am happy to say that it works a treat! It was spring this visit, so the wildflowers were in full bloom. So beautiful! It is a dry area, with much evidence of drought on the long drive down, but somehow the plants, trees and animals adapt and survive. Lots of eucalypts and conifers in abundance. We had excellent daily adventures, 4WD-ing, collecting wood for the fire,
bushwalking, treeclimbing, exploring and clearing trails through the property with the kids riding in the back of the ute like we did when we were kids! A highlight was seeing a platypus frolicking in the river! They are shy creatures, so it is always a treat to see one. This one played for a good ten minutes and
gave us quite a show. We saw echidnas and wallabies as well. Lots of beautiful memories made with the family and our beautiful friends until next time. Lovely to explore a part of Australia so different to our gorgeous coastal home. Angie Ritchie, Gerringong
