Blue Haven Bonaira opens its doors The Open Day at Blue Haven Bonaira attracted 2000 visitors, four to five times as many as expected, as locals took the opportunity to inspect the state of the art complex. A $106 million facility, servicing an aged care home for 134 residents and 58 independent living units, Blue Haven Bonaira is the largest single building project undertaken by an Australian council in recent years. Residents of the existing care home will be moving in over three days in midDecember, with the first independent living unit residents also moving in during that week. Barroul House, the original homestead, and part of the old Kiama Hospital, has been restored as a café for residents and visitors (due to open before Christmas). There’s also a community hall (named after Tony Matterson, the General Manager who established Blue Haven forty years ago), a wellness centre, a hairdressing salon, specialist consulting rooms,
and meeting rooms for residents and Blue Haven community services programs and activities. The Open Day followed the Official Opening on 22 November, which recognised the funding support of the Australian and NSW governments. The Federal Government contributed $1.4 million for the refurbishment of historic Barroul House, and $2.4 million for the community hall and meeting rooms. The State Government contributed a total of $14.8 million. “People were very impressed with what has been achieved,” says Mayor Mark Honey. No CCTV coverage for Jones Beach shops Despite advocacy by Councillor Mark Way, the November Council meeting endorsed the staff recommendation not to pursue installing a CCTV system to monitor the area around the Jones Beach shops. “I’m worried for the people who work in the shops,” he said. The report to Council said that while there was a perception of crime, particularly in the car park area, that was not back up by crime statistics. These show that over the
last five years, apart from the one robbery incident (where a weapon was used), the area around the shops has a very low crime rate. This did not justify the investment that would be needed to provide standalone CCTV coverage for the whole area. Quotes for monitoring the shop side of the street were a minimum of $70,000. A survey of shopholders showed that only half were interested in a subsidy model to upgrade or implement their own CCTV systems.
Most respondents identified that, in their opinion, the majority of crime occurs in the public car park area. Therefore if a system were to be installed it would need to fully cover the public car park area, not just the areas in front of the shops. “I’m at a loss to see the justification for this expenditure,” said Deputy Mayor Andrew Sloan when Cllr Way put a motion to try and apply for grant funds to cover the $70,000. “The crime statistics just don’t warrant it.”

Level 2 water restrictions will commence on Tuesday 10 December with Sydney Water dam levels in the region reaching 45 per cent, the lowest levels seen since the Millennium drought. The restrictions have been brought in now, rather than at the usual 40 per cent, given the rapid rate of decline in dam levels. Under the new Level 2 water restrictions: ▪▪ gardens can only be watered before 10am or
after 4pm, with a watering can or bucket ▪▪ smart and drip irrigation systems may only be used for 15 minutes before 10am or after 4pm ▪▪ the use of unattended hoses is no longer permitted ▪▪ hosing of hard surfaces is not permitted, unless in an emergency ▪▪ cars can only be washed with a bucket or at a commercial car wash ▪▪ a permit is required before
filling a pool of any size. Businesses who use outdoor water will need to apply for an exemption. If a business received a permit under the previous level of restrictions, they’ll need to contact Sydney Water to confirm it’s still valid. Fines of $220 will apply for residents, and $550 for businesses, who don’t follow the restrictions. The Level 2 restrictions are expected to save 78.5 gigalitres of water per year.

Last Wednesday morning (20 November), whilst shopping at IGA Gerringong, I accidentally dropped $70 on the floor. I didn’t realise the money was missing until that afternoon and could not recall where I could have lost it. On Friday whilst again shopping at IGA I enquired at the store and was pleasantly surprised that somebody had found the money on the floor and handed it in to the desk. Mindful of the dangerous fire conditions facing our region and almost the entire country, Kiama Council considered taking the same decision as other councils and calling off the New Year’s Eve fireworks this year. Instead, it has decided to proceed and use the occasion as a fundraising opportunity for the local Rural Fire Service. “Given that we’d have to pay for it anyway if we pulled out, we thought it was a good opportunity to
get 15,000 people to donate a few dollars each,” says Mayor Mark Honey. The Kiama New Year’s Eve celebrations have long been the largest between Sydney and Melbourne, and attract a crowd of that size each year. This year’s fireworks will again be followed by a laser light show, and be accompanied by music played on Wave FM. There will be live music in Hindmarsh Park from 4pm until half an hour before the
9pm fireworks, roving entertainers and the traditional carnival rides on the point. This year, the Eat Street precinct will be on Terralong Street, between Manning Street and the railway bridge, giving a glimpse of the summer streets concept raised in the Town Centre Study. In a new initiative, the Kiama & District Business Chamber will be hosting family activities in Hindmarsh Park on New Year’s Day.

Further site consolidation and connectivity is a major recommendation of the recently adopted Kiama Town Centre Study. The November Council meeting authorised the Mayor and General Manager to sign and seal all associated documentation for the acquisition, once a price was negotiated up to the maximum identified in a valuation. At time of writing, this had not yet happened.

Policing problem holiday houses As peak holiday season fast approaches, some locals are bracing themselves for anti-social behaviour from people occuplying short term rental accommodation (STRA). While the State Government has passed legislation to have STRA governed by the Office of Fair Trading through a Code of Conduct, that system is not yet in force. In the interim, many continue to wrongly assume that Council is the body to do something about it, given there is a chapter in the Kiama Development Control Plan (DCP) outlining expected behaviours. “It gives people false hope,” says Mayor Mark Honey. “Council has no powers to deal with the problems. “That was why I voted to have that chapter of the DCP repealed, because it gives people the false impression that we have the ability to control short term rentals, where in fact we don’t. “If people have problems

with holiday rentals near them, contact the police.” The other councillors, except Mark Way, went against the staff recommendation and voted to retain the STRA chapter in the DCP during the limbo period. “We are coming up to our busiest period, and I would suggest it would be remiss of us to withdraw the only control we have, leaving the community with no certainty,” argued Councillor Neil Reilly. “We have to hang onto this vestige of protection for as long as we can. “There is no timeframe for when the STRA policy will take effect, until then, councils are still responsible. “Admittedly we don’t have much power in those controls but they are still controls.” He quoted a letter from Fair Trading saying that until the Government implements the new policy, the operation of the STRA remains at the discretion of local councils. “I understand some parts

are unenforceable, but I feel we should keep it, even if it is just symbolic, until we see the final code,” said Deputy Mayor Andrew Sloan. “We need to be able to argue that they [Fair Trading] put similar measures in that are enforceable.” Councillor Kathy Rice, believing that residents will still contact Council with their issues, was successful with her motion for Council to work with the police to maintain a register of problem holiday house venues. “This will give us an awareness of houses that cause disturbance. “Police provide crime stats in an unidentifiable way, so without a register we won’t have awareness of the extent of the problem.” Under the new Code of Conduct anyone will be able to lodge a complaint, against specific guests, hosts or a premises, with the Commissioner for Fair Trading. If the Commissioner determines that the complaint is valid, they may issue: ▪▪ a written warning notice
▪▪ a direction to stop acting in a manner relevant to the complaint ▪▪ record a strike ▪▪ record a host or guest on the Exclusion Register. Under the Code of Conduct, if two strikes are recorded in a two year period the offending guest, host or premises will be recorded on the Exclusion Register. Under the Code of Conduct, if a guest, host or premises is recorded on the Exclusion Register both online booking platforms and traditional letting agents must not advertise the premise, any other premises of the host, or let to the guest. Offending guests, hosts and/or premises will remain on the Exclusion Register for a five year period. Just how successfully the new Code can be implemented remains to be seen. Currently the new code does not restrict the time that a property can be a holiday rental in Kiama. Council is hoping to be included with a group of councils where the time is limited to 180 days.

It is immensely pleasing to have officially opened Blue Haven Bonaira, our new aged care complex, on the site of the Old Kiama Hospital. Blue Haven and Kiama Council, with the Australian and NSW governments, have invested more than $106 million to deliver Blue Haven Bonaira. It’s been the single largest
building project undertaken by a council in Australia in recent years. Not surprisingly then, it’s taken a fair bit of blood, sweat and the odd tear. But to see the thousands of people flood into the site for the Open Day, and hear all the positive comments about the facility has been a great reminder of why we embarked on this project: Our community. Forty years ago we established Blue Haven to support our community. We are now embarking on an exciting new chapter of that journey. It’s exciting for our entire Blue Haven team, our residents and clients. It’s also exciting for those who have shared the Blue
Ahead of the holiday season, Council is to install signs at Kevin Walsh Oval to clearly indicate the small level of overnight stays that are allowed. In consultation with Ranger Services, a signage plan has been prepared that designates an overnight parking area (48 hours maximum) for just four self-contained motorhomes or caravans. Vehicles prohibited from using the site include those with roof top tents, camper trailers and campervans/ cars. Camping tents are not allowed. Under Section 632 of the Local Government Act 1993, a person who, fails to comply with the terms, rules
and regulations and parking requirements as contained in the notices will be guilty of an offence. Where a breach occurs, Ranger Services can issue a caution notice seeking compliance or an infringement notice. A penalty infringement notice can be issued for non-compliance and fines can range from $110 up to a maximum of $1,100 under the Act. The matter was brought to the attention of Council by the Jamberoo Ratepayers & Residents Association, which had concerns about the number and impact of travelling vehicles using the camping area.

If you don’t have one on tap at home, Kiama Library has assembled a team of knowledgeable high school students to help you find the answers, while completing their Duke of Edinburgh. They offer short one-on-one training sessions for tech problems with mobile phones, tablets and laptops during school term. The courageous team of teens is willing to take on most any topic – smartphone use, texting, cloud computing and connecting to a network.

Top junior rugby coming to town
The Kiama Junior Rugby Club is to host three divisions of the NSW Country Rugby Union Championships next May. “As the venue for the Illawarra Zone, the 16s Girls and 18s Boys and Girls will be competing here,” says Juniors President Ryan Mcilwaine. “That will mean 600 players coming to town, along

with their supporters. “I think the event will bring 1500-2000 people to town for the weekend.” A strong zone, Ryan says the Illawarra usually makes the finals in each age group at the Championships. “NSW and Country selectors will be at the games, and the standard in these higher
divisions is always good.” The hosting bid was won with the support of Kiama Council and Destination Kiama, and is believed to be a first for the Junior Club. The weekend tournament will coincide with the 60th anniversary of the Kiama Rugby Club.

For several years, Minnamurra Lions has organised the parking of cars at the monthly Killalea Markets and other events at Killalea, such as the Sculptures by the Sea, for a gold coin donation. Much of the money raised has gone to local causes, such as Triple Care Farm and Peterborough Special School, but recent events led to an Emergency Services theme to the colection. “We had a terrific response from patrons,” says Ken Horspool. “It led to me being able to present a cheque for $1500 to both Dunmore and Shellharbour SES units.”

The Rotary Clubs of Gerringong and Kiama’s 2019 Kiama Auto Expo broke all records. Some 3000 visitors passed through the gates to view just over 500 vintage, veteran, classic, hot rod and other kinds of vehicle at the Showground. As part of the day local doctors performed free skin cancer checks on 80 plus visitors to the Expo, with a referral rate touching 40%. The Men’s Educational Health Rural Van saw over 50 people, a record for a single day of the van’s operation. The beneficiary of part of the funds raised, the Parkinson’s Support Group Kiama and Parkinson’s NSW, had a strong presence of the day and were delighted with the support they received from members of the public. First impressions
Postcard home After years of reporting on its development, I couldn’t go to the opening of Blue Haven Bonaira due to a long standing commitment to help celebrate our friend’s 60th birthday in Adelaide. Steve and I met at her wedding (to add to the cliche I was the bridesmaid – although I can’t remember if I caught the bouquet, so probably didn’t). The party was to be at her place just off Norwood Parade, a lovely leafy boulevarde leading off from the Parklands surrounding the city. When we arrived on the Friday we began to hear references to the Norwood Christmas Pageant, being held on Saturday morning. We were reassured all the collection points for the food had been strategically chosen so the Pageant route wouldn’t have to be crossed. This gave us our first insight into just how big this street parade was going to be. However it was only when we walked around to the Parade, a full hour before Pageant was due to begin, that it began to sink in. People were already in their folding chairs by the side of the road by then.
An eclectic mix of characters passed us by on the way to the rallying point – Santas, biblical figures, clowns, Harry Potters, angels, camels, Morris dancers, belly dancers and fairies of all shapes and sizes. The freedom of having the streets free of traffic was added to by children being encouraged to draw in chalk on the road. My favourite overheard conversation was a mother

to her young child, about a church group giving out balloons, “They might love Jesus, but they don’t love the environment.” When the Pageant began at the appointed time, we still hadn’t got the full picture of how big it was going to be. We scoffed at the people bringing seats. How long could it take? One and a half hours later, the procession finally ended in the Parade, heading off to
cause havoc elsewhere. We didn’t have the stamina to stay in one spot for the whole Pageant, but I know that if I lived in Adelaide I’d be there next year. With a chair. Such a lovely community event. Cathy Law, Bugle Editor
Off to each side of the wide hallways are the bedrooms, all of which are painted in calming, muted tones and have attractive furnishings and individual room controlled aircon, as well as modern ensuites. They were also suitably equipped with safety rails and handles around toilets and showers, as well as shower chairs for wheelchair bound residents. All communal areas and most bedrooms have pleasant garden outlooks which will only become more beautiful as the recent plantings grow. Fantastic to see existing large gum trees have been preserved. Other areas that particularly impressed me were the wellness centre, the hair-
Report by Candy Andersen dressing salon, the artwork throughout (I recognised work by several local artists), the viewing deck with spectacular views over the coastline, the kids’ playground and the beautifully restored historic Barroul House, which will serve as a café for residents, visitors and the general public. The Open Day was very well attended and was more like a happy social outing – think most of Kiama must have been there – which augurs well for the future residents! I am sure that many of our elderly folk were thinking “Wow, when can I move in!” Congratulations to Kiama Council on the completion of such a well-designed and inspiring project!
