Council working to provide its services Around 40 per cent of Kiama Council’s indoor staff are working from home, with the rest working at a network of Council sites, as Kiama’s largest employer adapts to the new reality. “The only facilities that have closed that have a staff impact are the Leisure Centre, the Library, the Visitor Information Centre and the Youth Centre,” says General Manager Kerry McMurray. Ruling out standing people down, he says he is maximising the opportunities for the redeployment of staff. “We are working on ways to redeploy some of those staff, and we already have staff spending significant time finding and establishing different means of delivery in this environment.” Examples of this ‘reimagining’ is a system developed for the click and collect of library books and the online delivery of exercise classes by Leisure Centre instructors.

Some staff may move to outdoor roles, and others may take over some roles previously undertaken by Blue Haven volunteers. Spare capacity is also being utilised by projects such as scanning old DA files and digitalising other records, and improving the website. “We are very much of the view that, whatever level of lock down we may or may not reach, we are an essential service and will continue to deliver the services we always have.” Outdoor staff are continuing with their roles, within the safety constraints. “In everything that Council is doing, the utmost priority is the safety of our community and our staff,” says Mr McMurray. “That is at the forefront of every decision.” At time of writing, no special subsidies have been announced for councils and they do not qualify for the

Kiama Council’s General Manager is appealing to the public to comply with the new regulations governing public places. “We’ve closed playgrounds, skateparks, rockpools and outdoor fitness equipment, but we can only put up so much signage and so much fencing,” says Mr McMurray. “Members of the community need to accept personal responsibility and not use these facilities, as well as adhering to social distancing and group restrictions. “We are providing a notifiying service where we can, but members of the community have an onus to do the right thing.” As Council has no regulatory powers to enforce the restrictions, any reports of non-compliance need to be made to the Police via Crimestoppers on 1800 333 000.

At the same time, Council is being hit by drops in revenue by the closure of its tourism parks, suspension of fee revenue from licences and down turn in other business activities. “There is very little doubt the impact of the tourism park closures and the tourism decrease is having a significant impact on Council’s financial situation,” says Mr McMurray. “As everything keeps changing we’ll need to keep monitoring and modelling the ongoing impact of this situation, but it will be significant.” Council’s Response Team, comprising the Executive and other staff members, is meeting twice daily to review and respond to the latest developments.

“General managers from councils across the Illawarra are working collaboratively to develop consistent responses on a regional basis where at all possible, so we are consistent and not creating confusion between communities,” says Mr McMurray. “Every second day we wait for the National Cabinet to meet and see what we have to implement as a result of the latest decisions.” The April meeting of Council will be conducted using video conferencing, and will be streamed live as per usual practice. At time of writing, the process for Public Access, where the public can make their cases on items in the Business Paper, is yet to be determined. Various options are being assessed.

Transport for NSW will be partnering with Kiama Council to develop what is hoped will become a new model for improving regional harbours across the state. There will be a mayoral election by the councillors in September, to decide on a mayor for the extra year.

L’Etape powers on for November COVID-19 is not derailing the plans to bring the Tour de France’s L’Etape Australia event to the Kiama and surrounding districts on 27-8 November. “Under the current circumstances we are pushing back the release of the course and the opening of registrations to the end of May, to give ourselves and the authorities some breathing space before the registration process gets into full swing,” says Senior Event Producer and Director Florent Malézieux. “L’Etape will be something to help kickstart the region’s economy after this is over. “In Jindabyne [the event’s former home], $6.5 million of direct expenditure was generated by the 3000 riders and their companions. “We are expecting at least 6000 riders to participate in the Kiama event, given its proximity to Sydney, so the returns will be far greater. “With the fantastic scenery, steep climbs and fast descents it is going to be a really ‘must do’ event.” The Bugle has been given a sneak preview of the route for the 138km Race will begin and end in Manning St, near the Festival Village in Coronation Park at Surf Beach. Harbour to be model for state

harbour precinct and Kiama town centre, Sydney and other regional areas. “The framework will guide future investment in Kiama Harbour by aligning maritime infrastructure and land management opportunities with local, State and Federal government priorities. “It will identify short, medium and long term opportunities for revitalisation, including potential infrastructure enhancements for recreational and commercial vessel operators. “Input from Kiama residents and business operators will be crucial, and it is hoped that the final framework will provide a model for planning the future direction of other small harbours along the NSW coast.” The project will review and refresh the 2014 Kiama Harbour and Blowhole Point Master Plan [only as it pertains to the harbour precinct], with the Department of Marine Infrastructure utilising the skill and expertise of a number of government departments, including the State Architect’s Office. “Many elements of the Masterplan have been carried out – and we now need to build on these achievements to deliver a vision for

the precinct,” says Council’s Economic Development Manager, Megan Hutchison. “This will involve updating the design directions and infrastructure improvement works to facilitate the community aspirations for this iconic location. “The Masterplan identified a number of spaces that might have the potential for commercial activity, and a number spaces that were currently underutilised and could be improved upon.” She explains the project clearly aligns with the Government’s regional investment priorities as identified in the NSW Maritime Infrastructure Plan 2019-2024 and the 2019 NSW Marine Tourism Strategy; and locally the 2014 Kiama Economic Development Strategy, the 2018 Kiama Tourism Opportunities Plan, and more recently the Kiama Town Centre Study. “It really is an alignment of the planets that we are benefiting from, after years of lobbying by Council’s Economic Development Committee.

“The activation of this precinct will deliver positive and long lasting economic, social and environmental benefits to this region.” Ms Hutchison is expecting the councillors to be briefed in the next two to three weeks. “Once the State Government have appointed the consultants for the project, they will be coming down to consult broadly with the public.” The cost of the project, which is being borne by the State Government, has not been released. infrastructure restricts the study to Black Beach and the harbour precinct (above), the majority of which is land owned by the State. It is expected this project will be a blueprint and pilot study for how the State Government can revitalise recreational harbours along the NSW coast. “It will roll out a strategy on how we can implement the plan and a framework for overcoming complex issues,” says Ms Hutchison. “We are hoping for some high level drawings on how it can look and feel.”

Respiratory Clinic

We are running a daily Respiratory Clinic staffed by a GP and Nurse in our undercover car park. If you have a fever, headache, or any respiratory symptoms eg. cough/sore throat/shortness of breath AND your symptoms are mild to moderate, AND you have not been overseas/on a cruise ship in the past 14 days or in contact with a person suspected or positive for COVID-19, then you can attend this clinic for assessment. You must phone ahead of time and you will be asked several screening questions to determine if you are appropriate. Examples of patients who would be seen in this clinic are a child with croup symptoms, someone with a flare of asthma or an older person with chronic breathing difficulties.

If you suspect you may have COVID-19, due to recent overseas travel, cruise ship travel, or contact with a known or suspected case, and have symptoms, you will not be seen at our practice. We will refer you to one of the three COVID clinics in the Illawarra (Wollongong, Shellharbour or Nowra). We are, of course, happy to talk to you over the telephone to assess your specific details and advise you if attending a COVID Clinic is the right place for you.

Keep an eye out for other Amongst the many and varied ways the community is banning together to help each other, a campaign has started in Jamberoo to make it easier to know if a more vulnerable neighbour needs help. Jackie Hall and Michelle Brennan have organised for red and green cards to be available for collection at the Jamberoo IGA. “Putting a red card in an easily visible window is an easy way for people to let their neighbours know they need assistance with groceries, medical supplies, information or just good old chat!” says Jackie. They are hoping people will pick up the packs for their neighbours in isolation, and then keep an eye out.

To the Editor I refer to the public noticeboard message at the Catholic Church in Kiama. It reads ‘We pray for the health and well being of all’. In the context of the coronavirus emergency, and the painful recovery from the ravages of bushfires, drought and floods, it is a truly commendable sentiment. No doubt other denominations

are similarly committed. But some comment seems relevant. Presumably, the prayers are addressed to ‘God’, either directly, through Jesus or even through a saint or two. If there were to be any specific heavenly benevolent intervention as a result of such supplications, how would it be recognised as

Tips on managing your business remotely Natasha Osmond-Dreyer is a local resident with her own management consultancy, Blue Marbles. Through her work with global corporates over the last 17 years, she has developed a deep expertise in managing teams, effective communications and virtual working. We thank her for sharing her knowledge.

Many business owners are currently grappling with how to keep their businesses running, their staff employed and delivering on their KPIs. Whilst they will be used to doing this in normal circumstances, they now have the added complexity of having to do it whilst their people are working remotely. As a business owner (or indeed a leader in a business) you need a suite of tools and techniques to ensure you can support your teams and drive outcomes. Understanding how to best manage, motivate and connect with your team on a daily basis is fundamental, and since 93 per cent of communication is non-verbal, you need to learn how to make an impact without physically being in the same room as your audience. Developing your team’s communication skills for the new ways of working will help you connect and col-

laborate better – increasing your success. These are my top tips to motivate remote teams:

1. Crank up communication

Having clear and effective communication with your remote team is vital. Now is the time to overcommunicate, not go silent. You want them to know exactly what is expected of them and how they can contribute to the success of the business. Do this by setting up a 10-minute call with each team member at the beginning and the end of the day. Or in the cases of a larger team, have a virtual huddle call each day.

In today’s world, there isn’t a single aspect of the ideal working environment that can’t be achieved digitally. The principles of effective communication are really going to help you if you’re communicating with your team members digitally. Teleconferences can be awkward, with nobody knowing whose turn it is to speak, long pauses, people talking over one another and no body language to read – not to mention the challenges of signal dropping out. Planning is key. A clear agenda, with cues to each staff member when they’re expected to contribute, is so valuable. Structure is also essential. Make your points in concise terms. Move from one to another in a logical manner so people don’t get lost. Loosen up and play around with movement while you’re talking. This will relax you and you might even find that the words come to you easier, you can think clearer and there’s more conviction in your voice. Better yet – try to use video conferencing so that you can at least see the other attendees and build rapport.

Ways to keep connected to our local farmers With many challenges facing our local community as a result of the COVID-19, the organisers of the Kiama Farmers’ Market have been working on a number of initiatives to ensure the market continues to provide a link between local growers and their customers. Farmers’ markets have been classified as an essential service by the government, to keep the farms producing and to give people access to fresh food. Changes have been made to the Market to ensure the safety of market shoppers and stallholders (see box). Hand washing stations, donated by the locally-owned Splashdown Events, have been placed around the markets with shoppers required to wash their hands before they start shopping. “It remains our firm conviction that farmers’ markets are essential to community food security and that shopping for food in farmers’ markets continues to be a safe choice,” says Market

It is not a fun outing or excursion.” In addition to the weekly markets, shoppers are now able to buy many of their favourite market produce items from Little Earth Cafe. Postcard home Greetings from beautiful Queenstown! We came to New Zealand on a ten day holiday with friends and were due to return on the 25 March. On hearing that Australians should prepare to come home, we moved our return date to Saturday 21 March. Unfortunately, we took a trip to Milford Sound and were out of WIFI /Internet/ phone range so missed the Friday 20 March deadline. There were exemptions which were that travel was permitted for Australians Citizens or Permanent Residents and those with a relative who was one of the above mentioned. My husband has a son who is an Australian Citizen. We submitted proof of this together with additional documents to show our status as long standing Kiama residents and applied on the Home Affairs COVID-19 exemption form, but were denied an exemption to travel. We are now on 4 weeks isolation in a nice, comfortable one bed apartment overlooking the lake in beautiful Queenstown. This period of isolation may be extended. The streets are empty, only

supermarkets and chemists are open. We are allowed to leave our bubble to travel to the supermarket. Luckily they sell wine as well as groceries and there are absolutely no shortages so are able to buy what we need whenever we run out of something. We are both well and walking daily to stay fit and healthy. Please understand that we
