New precinct committee for Kiama Central Kiama Central is set to revive its Precinct Committee, giving residents a forum to express their views about issues affecting this area of the Municipality. An official endorsement of the re-establishment has been recommended to councillors for the April Council Meeting. Four precincts were established by the Council in the 1990s, but only one, the South Precinct, remains. Jamberoo and Minnamurra residents have active resident associations rather than operating under the precinct model. “Precinct committees operate under a Council

framework, where we provide guidelines and basic admin support, as well as a venue and insurance cover,” says General Manager Michael Forsyth. “They provide valuable feedback from residents for Council to have regard to, although it is not bound to any of the Precinct’s views.” A recent public meeting of residents unanimously voted to establish a precinct, rather than an association, largely because of the ease of doing so. Under the Council guidelines, all residents are able to attend and participate at precinct meetings, with the Minutes tabled with Council.

City v Country tennis cup If the summer of tennis has got you inspired, Kiama Tennis invites you to watch the stars of the future at the traditional City v Country Hot Shots Tournament it is hosting, featuring teams from Sydney and locally. Each team will have four players from three age groups, from 8 to 18 years old. “The tournament is played in a Davis Cup format, with Singles and Doubles,” says the Club’s David Jones. “This 'Hot Shots' Tournament is sanctioned by Tennis Australia, and incorporates young players playing with different compression balls to suit their age and stage of development. “Coaches and team members providing support for the players. U/13s prepare to tour New Zealand Council seeks urban planning input from expert A leading urban planner, Steve Thorne, is to spend a week in town looking at a number of strategic planning issues facing Kiama. These include unlocking the potential of Bombo Quarry (see box below) and developing a masterplan for Kiama town centre. Mr Thorne is an architect and urban designer who has worked in the public and private sectors, including as Director of Urban Design for the Victorian State Government and Principal Urban Designer for the City of Melbourne. His work on the Gosnells (WA) Town Centre Revitalisation Plan has won a number of Australian and international design awards. Brown to chair new tourism advisory body Councillor Matt Brown as been appointed as Chair of the new Tourism Advisory Committee. An Extraordinary Meeting endorsed the terms of reference for the Committee and elected him and Councillor Warren Steel as the two councillors to sit on the Committee. The terms of reference stipulate that a councillor has to be the Chair. Cllr Brown currently sits on the Board of Kiama Tourism and Cllr Steel has done in the past.

Given the transition period for the tourism new structure ends on 30 June, Council is moving quickly to seek expressions of interest from industry participants who wish to serve on the Committee. There are four positions to be filled. “My vision is for Kiama and surrounds to be the regional events capital,” says Cllr Brown. Council will advertise for a Manager of Tourism and Events once the whole of the Committee is appointed.

Once more, players from Kiama Junior Rugby are participating in the annual tour of NZ by the U13s Illawarriors rep side. The eight day tour will see the boys play against sides in Christchurch, Dunedin, Cromwell and Queenstown. . The squad was selected in August and has been training since September. It brings together players from Campbelltown, Camden, the Illawarra, Kiama and Bowral. “It’s been a big commitment getting up to Camden for the training once a week, but the boys were very keen to be part of the team,” says Liz Thomas, the mother of one of the players. “It is an amazing opportunity for boys their age to play sport in another country. Who wouldn’t want to play rugby in NZ?” Kiama’s Jaxon Lavender, the Team Captain, says, “The competition is going to be brutal but we are up for the challenge. “We are all really proud to be representing Kiama, the Illawarra and our country.” The team will be leaving at Easter, and would appreciate any donations to help tem with the costs of fulfilling their rugby dreams. Call for easier access to DA info Club news Jamberoo Residents and Ratepayers Association has endorsed a seven point proposal by former councillor Howard Jones and Jamberoo’s Roger Lyall which aims to improve ease of access to information on development applications. “You still have to go into Council’s offices to get a lot of information you need,” says Mr Jones. “Our research has shown that Kiama is lagging behind what is offered by other councils and what has been foreshadowed by the Dept of Planning. “We are looking at improvements in the way Council makes planning information available to the community as well as the

way the community is able to make formal comments to Council. “None of these issues are difficult to implement or unreasonable.” Details of the proposal will also be presented to meetings of the Minnamurra Progress Association and the South Precinct for their endorsement before the proposal is presented to Council. Suggestions include allowing online submissions, putting final determinations online, loading associated documents separately on the DA Tracker for ease of use, broadening the notification process and other enhancements to the website.

Hospital Auxiliary raffle results

The first and second prize winners of the raffle conducted by Kiama Hospital Auxiliary at the Hospital Open Day and drawn on 29 March. Dulcie O’Keefe, the first prize winner, gave birth to her four sons at Birrahlee; Deborah Wagner, the second prize winner, was born at the hospital; and the third prize winner was one of the Auxiliary members, Bev McOrrie. The closure of the hospital is not the end of the Kiama Hospital Auxiliary, which will continue to raise money for the Kiama Ward at Shellharbour Private and lobby on behalf of patients and their carers.

High Tea helps vision impaired

After 38 years of framing the treasured possessions of the Kiama region, Chris Evans has sold her business to Shane Hockey and his wife Talitha Borovac. The Dapto couple are excited by the opportunity to build on Shane’s 20 years of experience in the industry, the last 14 of which he has worked at Levers in Wollongong. Chris is pleased the business is to be carried on, rather than it be yet another service that people have to go out of town to get.

“We have built a loyal customer base over the years, and it is great that Shane is qualified and motivated to provide the same quality of service,” she says. “There is definitely a demand for expert framing services.” For the time being, the business will continue to operate as Chris Evans Framing. Chris and her husband David are looking forward to enjoying their retirement in Kiama, interspersed with some travelling. No doubt bringing back some items worth framing.

Get involved in our Festival The Bugle is a proud supporter of the KISS Arts Festival, which just keeps getting better and better each year. This year, there are a number of ways for you to participate, apart from just coming along to be entertained. Local creative artists are organising projects for the Kiama community to be involved with during the Festival, and there are ways you can help them in the lead up. Oh, and don’t forget there is a Raft Race to enter.

Get creative in the AIR KISS Tent New to KISS Arts in 2017, the AIR (Artists in Residence) KISS Tent will shelter two free workshops under its roof. “In the Some Like It Hot costume studio, you can bring out your inner OrryKelly,” says the Tent’s initiator, artist Paula Gowans. “Orry-Kelly is Kiama's own Academy Awardwinning costume designer, responsible for some of the most memorable movie costumes ever. Here is your chance to make ‘seaside escapade’-themed show costumes - think bathing beauties, mermaids, pirates, sailors, fish mongers, and even fish.” “Artist and Circus WOW performer Libby Bloxham will show you how.

“Materials will be provided and you can capture the many moods of your handiwork at the AIR KISS photo booth.” There will be a costume parade at the close of the Festival and special prizes for special creations. At the other end of the AIR KISS Tent, the Sketcho-Rama Studio where you can draw your favourite KISS Arts performers who will model, answer your questions, and otherwise engage your graphic imagination. “You don’t need to know how to draw,” says Paula. “There will be local artists present to coach and encourage you. “This is a rare opportunity to try your hand at sketching

Weaving Kiama’s story through UNITY Gerringong artist Penny Sadubin is bringing UNITY to this year’s Festival. UNITY is an interactive public art project, conceived by American artist Nancy Tessler Belmont and launched in June 2016. Since then UNITY has become a global movement, being recreated all over the US, in Canada, Scotland and at two other locations in Australia. Kiama Library has teamed up with the KISS Arts Festival to run a session for kids to make floating paper lanterns. Children’s Services Officer Elizabeth Skorulis says the floating lanterns workshops, inspired by the Loi Krathong festival celebrated in Thailand each year, are proving incredibly popular. “We’ll have local artists helping the kids make their own lanterns to take home,” she says. “They can also help make larger lotus-shaped lanterns from recycled paper and newspaper, which will be floated on Kiama Harbour during the Festival.”

Details: The lantern-making workshops are free and are being held at the Library on Friday 21 April from 10.30am and at noon. They are suitable for children aged 6 to 16. Another lantern-making workshop will be held at the Kiama Farmers Market on 19 April.

Kiama Council is introducing a new stormwater management charge to provide dedicated and long-term funding for its 80 kilometre stormwater network. The Local Government Act has allowed such a charge to be levied since 2005. Most other councils have done so before now. The new charge will apply from 1 July for all residential and business rated urban land. Vacant land is exempt. The charge is capped at a maximum of $25 per residential property, or $25/350 sq metre (or part thereof) for business property. There are no pensioner rebates offered. “Our ageing stormwater system requires increased funds so it can continue to meet current as well as future demands,” says Gino Belsito, Director of Engineering and Works. “The charge will provide dedicated funds on a permanent basis to perform maintenance as well as capital renewal works. “Stormwater infrastructure is one of those things that go unnoticed until it stops working properly. “The work preventing breakdowns and repairing defects is considerable, while serious breakdowns can affect lives and property.”

Flood risk plan for Surf Beach With expert timing considering the recent weather, the Draft Surf Beach Catchment Flood Risk Management Study and Plan, on exhibition at Council, identifies 41 properties liable to flooding in the event of a ‘one in a hundred year’ storm. The plan contains number of recommendations on how to reduce this risk, including building a retarding basin near the Princes Highway, reducing blockages from vegetation, upgrading drainage on Manning St and flood awareness and flood warning systems. Submissions can be made until Friday 28 April 2017.

I was pleased to be able to update Jamberoo residents on several exciting new projects at their Residents Association meeting on Tuesday night. Top of the list is the refurbishment of the Jamberoo Public Pool. Council is hoping to start work on this in the 2017/18 financial year. The work includes removing the old amenities block and replacing it with a new prefab building with up-todate changing areas, toilets and shower facilities. This will also involve upgrading the concrete pool deck and adding a mobility pool chair, outdoor showers, shade area and access ramp and footpath. We’ll also be replacing the old fencing and picnic tables and adding new ones. The Member for Gilmore, Ann Sudmalis MP, threw her support behind the project at last year’s federal election and Council, and you may be aware by now, we have been successful in receiving $500,000 for this project from the Australian

Government through its Community Development Grants Programme. I’d like to thank Ann for following up on the commitment, and know that as a result of the funds, the well-loved Jamberoo Pool will be with use for many years to come. Another important project for Jamberoo is upgrading the amenities for the adjacent Kevin Walsh Oval. Council has the designs all done for the upgrades, which will provide new toilets and change facilities, including facilities for those with a disability. There will also be a new sports club canteen, refurbishment and expansion of the players change room and shower facilities, new verandahs with outdoor barbeque connections for sporting events, new lockable storage area for sporting equipment and a new separate waste bin storage area. At the moment we are working with the Jamberoo Sports Association in seeking funding to help get this work going. Hopefully we’ll have good news about this as well in the not-todistant future. Until then, the new amenities at the Pool will be constructed so that people using the Oval can access the new toilets and change rooms there.

Painting Gerringong and District Historical Society’s April Talk will be given by Bobbie Miller on the topic of early NSW architects and their work. Bobbie will be highlighting buildings in Sydney and the Illawarra which were designed by notable early architects, such as Francis Greenway, John Verge, Edmund Blacket, and James Barnet. Of particular interest will be buildings in the local area. For example, Edmund Blacket, who designed such prominent buildings as Sydney University and St Andrew’s Cathedral, also designed churches at Kiama, Jamberoo and Gerringong. Bobbie will be talking about the buildings, the various building styles they demonstrate, and the architects themselves. She studied architecture prior to becoming a librarian, and has maintained a lifelong interest in buildings. Details: Saturday 22 April, 1 pm, Gerringong Museum, at the rear of 10 Blackwell St. The talk will be followed by an afternoon tea, and a general meeting of the Historical Society. Visitors are welcome to stay if they wish.

At the Lions’ Kiama Race Day Jerry Granger Holcombe reports: The Kiama Race Day at Kembla Grange was a wonderful day, blessed by perfect weather. Eight races were held as well as the Doncaster being broadcast live from Randwick. Nearly 300 guests filled the Bert Lillye Lounge. Amazing food was on offer as well as many raffles, auctions and general merriment. This will have raised lots of money for the two major Lions projects, the Cancer Care Fund and the Respite cottage. U3A initiative gets resources for all

Strong lobbying by the 300 members of the Kiama U3A has brought about an $18,000 grant from the State Government for new audio visual equipment, which will be installed at the North Kiama Neighbourhood Centre. The Council-owned Centre is the home of U3A, with many of its classes, and its monthly talks, being held there. They installed the equipment currently being used at the Centre. “This funding will allow us to upgrade our audio-visual equipment, making it a lot easier for our members and other groups who also use the North Kiama Neighbourhood Centre,” says Kiama U3A President Gloria Jeffrey. “We will have a new projector, automated screen, sound system and computer to run presentations and courses.” With Term 2 starting 2 May, there will soon be an opportunity to join the wide range of classes, which include Tai Chi Qigong, a poetry group, dancing, forensic science, Mah Jong, a book club, meditation, fine art history and appreciation, music for pleasure and a class addressing security surveillance and your privacy.
