World Juniors soon to hit town Surfing NSW has chosen local Jones Beach Boardriders Club member Brett Connellan to be the Surf Director for the entirety of the World Junior Championships event window. The world surfing community has rallied around Brett since he miraculously survived a shark attack at Bombo earlier in the year. Illawarra Sports High Talented Surfing Program coordinator and fellow Jones Beach Boardriders Club member Geoff Latimer has welcomed the event to the region and praised Brett’s selection. “It’s great to see an event of this calibre head to the region for the next two years. Things like this are great eyeopening experiences for our younger members to see and experience. Hopefully it’ll be something that all promising South Coast surfers will strive towards in the future. “Having the assistance of a respected local like Brett will ensure surfers get the best conditions possible and allow the area to be showcased as the idyllic region it is.” The world’s best junior surfers will be heading to Kiama, NSW for the World Surf League’s World Junior Championships soon. Over 400 people are involved with the event, with many more expected as spectators. The competition will kick off its ten day event window from 4 January, with five or six full days of good surf needed. This means the Title could be won by 10 January, or not start for a few days after the 4th. It will be Brett’s role as Surf Director to decide whether the conditions are right for competition. The Championships will see the world’s best surfers 18 years and under compete for the prestigious World Junior Title. The prize money pool for the men’s competition is US$100,000, with US$50,000 for the women’s. All of the competition will be held at Bombo Beach, rather than being mobile according to the conditions as first envisaged. Kiama Mayor Mark Honey says the Championships were shaping up to be a huge event for the region. The event will be live on www.WorldSurfLeague.com, and focus the surfing world’s eyes on Kiama.

Macy Callaghan is the current 2016 Australasian Pro Junior Female Champion and one of the prime contenders to take out the Womens’ World Junior Title in Kiama.

Strong opposition to low lying Optus tower Councillor Mark Way says he has been inundated with calls from residents concerned about Optus’ plans to construct a mobile tower above shops at Jones Beach. Clr Way, who lives in the area, says he is upset to find that the Commonwealth, rather than Council, has the final say on the approval. “You don’t even need a

DA for these things. The first I heard about it was a letterbox drop from Optus, but I consider the community consultation they are undertaking is superficial. “No-one I know has been able to get in touch with the person named in the Community Consultation letter, including Council directors.”

The Bugle was also unsuccessful. On the consultation website, it says that “Optus considers this proposed facility does not require council approval because it is a low impact facility or complies with relevant State planning legislation.” But residents do not feel

Kiama’s New Year’s Eve Fireworks are the biggest on the South Coast, with the Harbour providing a natural amphitheatre for the event. While the Fireworks are on at 9pm, the celebrations will commence at 4pm with the Carnival offering rides and side show alley for all the family to enjoy, food stalls and music playing nearby. Wave FM will be doing a live broadcast and providing a soundtrack for the display. Bring a picnic blanket and the family for a great start to the New Year. The night is sponsored by Kiama Tourism, Kiama Council, the Kiama District Business Chamber, Illawarra Fly Treetop Adventures and The Sebel Harbourside.

Werri Headland: report shows process followed to the letter As news emerges of vandalism and graffiti damage to the house being built on Werri Headland, a report outlining the approval process has been submitted to Council. The residential development has provoked strong emotions within the community, with many feeling the Headland has been ‘ruined’. At the November meeting, Councillor Neil Reilly asked for a report to be prepared to show whether the DAs were validly approved. The report, which is included in the Business Paper for December meeting and is précised below, shows that the process to have the DA approved by staff under delegated authority was valid. According to Neil Reilly, while the letter of the law was followed, and the owner is quite entitled to proceed with the building, Council needs to learn something from the exercise. “When I think of how much effort was gone to recently to protect someone’s view of the Headland, and then this happens without the DA being brought to our atten-

tion, I just shake my head,” he says. “I believe staff have been negligent in not red flagging this proposal to councillors. “The report says that councillors were notified of the DA, but that just means it was part of a list circulated to the unsuspecting. “Would you know where 27 Princes Highway Gerringong was? The assessment staff knew where it was, and they didn’t tell us. “Had the DA come to Council the outcome would have been quite different.” He says that while it is too late to change the outcome in this instance, it is important to learn a lesson from the exercise. “Staff have no other criteria to judge proposals on than the metrics contained in the LEP and DCP. “In other instances we have found that this does not result in decisions that meet community expectations. “I understand that they cannot make the value judgments that we have been charged with as councillors, but they do need to be more vigilant as to when they are needed.”

Three DAs approved for the site The report says that a DA for a new dwelling, access road and swimming pool was approved under staff delegation in October 2010, after adjoining property owners, RMS, Sydney Trains and the RFS were notified. No objections were received to the proposal at that time. This development application retains the status of an operational consent as the access road (being part of the consent) was completed well before the consent lapsing date. A new DA for a revised dwelling, garage and swimming pool was approved

under staff delegation in December 2015. The proposal under this DA represented a reduction in bulk and scale compared to the 2010 DA, and in the same location. This application was notified more extensively, including to seven properties at the northern end of Werri Street, the South Precinct Committee, councillors, on Council’s website and by notice in the local newspaper. Only one submission was received and considered. A DA for a secondary dwelling and swimming pool was lodged in June this year

and approved under delegation at the end of July. “The location of the secondary dwelling and pool is to the north west of the main dwelling and has an appearance more akin to a farm building,” says the report. This application was notified to the immediately adjoining properties, seven properties at the northern end of Werri Street, the South Precinct Committee, councillors, on Council’s Website and by notice in the local newspaper. Again, one submission was received and was considered in the assessment.

Opportunity to play a role in shaping Kiama If you have a special interest or experitise, and want to make a contribution to our community’s welfare and development, there may a role for you on one of Kiama Council’s many consultative committees. “Committee work is an essential part of local government, allowing detailed consideration of the huge range of matters that come before Council,” says Council’s General Manager Michael Forsyth. “As such, members need to be community-minded and have the skills, expertise and time to contribute to this important work.” Nine committees are being re-established following the September local government elections. “The new Council resolved at its October meeting to align the terms of most committees with the terms of the Council itself. “We are inviting nominations from previous members and other residents who want to make a contribution to their community.” The terms of reference for each Committee are available from Council or from its website. They cover its purpose, objectives, responsibilities, selection criteria and more. For example, the new, overarching Planning Committee’s purpose is to: provide a forum for communication between Council,

Page 3 ♦ The Bugle 17 December 2016

the community and relevant sectoral groups in regard to planning issues that impact on the development and safety of our communities. Through this communicative process the committee will review strategy, policy and actions to ensure that the objectives and outcomes reflect expectations and recommend to Council accordingly. Given Mayor Mark Honey’s focus on planning issues during the election, it is likely this committee will have some interesting work to do that will have a lasting impact on our LGA. Over the years the Kiama Walking Tracks & Cycleway Committee has made many recommendations that have been adopted by Council, resulting in improvements to the network of paths throughout the Municipality. The Kiama Cultural Board is another committee that is set to be busy this year, given an architect is working on concept plans for the long awaited Kiama Arts Precinct. Its purpose is to: act in an advisory capacity to council on cultural matters, encourage artistic practice and participation within the Kiama local government area, and advocate to and for Council on artistic and cultural matters.

Council is seeking members for the following committees:

Access Advisory Committee

Companion Animal Management Advisory Committee

Estuary & Floodplain Management Committee

♦ ♦

Kiama Cultural Board Kiama Health & Sustainability Advisory Committee

Kiama Walking Tracks & Cycleway Committee

♦ ♦ ♦

Planning Committee Seniors’ Week Committee Streets & Reserves Naming Committee

Committee members will be selected based on:

strong community connections

being a resident in the Kiama LGA.

Details: Expression of Interest (EOI) forms and the Terms of Reference of the committees are available from: www.kiama.nsw.gov.au/ home/committees or from the Council Chambers. The completed EOI must be lodged before 4pm, Friday 6 January 2017. Lodgement methods are detailed on the forms.

busy one for Council The last Council meeting for the year, on 20 December, is set to be a long and important one judging by the size of the Business Paper on Council’s website. Amongst many other things, the councillors will consider whether to send the Golden Valley Way residential development to Gateway and whether to allow changes to the LEP to permit an abattoir at Rose Valley. The former has strong opposition in Jamberoo, and the latter attracted 159 submissions - 82 in support, 73 in objection, and four neutral. As this is our last issue of the year, The Bugle will report the outcomes at www.thebugleonline.com

Member leaves Spin legacy to Kiama Leisure Centre

Kiama Leisure Centre has officially opened its new Spin Studio, named in honour of the late Roger Weir. Mayor Mark Honey says building the new Spin Studio had been made possible thanks to a significant donation. “Roger was a long time member and regular user of the Leisure Centre facilities, especially the spin classes we provide,” Mayor Honey said at the opening. “He approached Leisure Centre staff in 2014 about leaving a bequest to the Leisure Centre upon his passing. “Roger wanted the money to go towards improving the experience for other users of the Centre, rather than simply for day-today running costs. “We decided to invest the funds in a dedicated spin room, given Roger’s enthusiasm

Ch ri

for the classes.” Instructor Sharon Hay, who led spin classes with Mr Weir, says the studio is a welcome upgrade. “We previously had to share space with the aerobics classes. So spin participants would have to move their bikes into place at the start of class and then remove them afterwards. “The new studio provides a specialised room for 30 bikes, with a raised dais for the class instructor and PA system.” The Kiama Leisure Centre now offers 11 spin classes a week, including spin, spin express and group ride classes. Mr Weir passed away in March 2015, aged 61. His sister, Ruth Dimitrievich, joined Clr Honey in officially opening the Roger Weir Spin Studio in mid-December.

Kiama 1st Scouts mark their 90th year The celebrations for Kiama Scouts’ 90th anniversary brought together many past members to relive old memories. The search for the oldest members unearthed locals Cynthia Walton and Tony Mitchell, who cut the celebratory cake. “Kiama Scouts has played an important part in the history of Kiama,” says Group Leader Greg Crofts. “Many past members have stayed in the area, some starting businesses and a few going into politics. So Kiama in some way has grown up over the years around the influence of many past members.” These include Mayor Mark Honey, a former Cub Scout, and Ann Sudmalis, a Venturer, who both attended the event. “The fact we are still going strong after 90 years is a testament to all those past members who all played a part in the group’s survival over some difficult years. Particularly during World War II when some of our Leaders were called up and one Scout Leader killed in action overseas,” says Greg Crofts. Tony Mitchell, 78, was a Group President and Cynthia Walton, 89, was a Cub Leader.

Worst nightmare The tragic death of an 18 month old girl, run over by a reversing car at Easts Beach Caravan Park, touched the Kiama community deeply. Despite being helicoptered out, she was unable to be saved. With the holiday season upon us, it is timely to remember to always be on the alert for young children. Earlier this year, Kiama and Gerroa Holiday Parks joined in the Holiday Time: Slow Down, Kids Around campaign, aiming to raise critical awareness of the importance of road safety for children in unfamiliar environments in coastal towns. The campaign is the initiative of the Little Blue Dinosaur Foundation, which is dedicated to the prevention of roadside child pedestrian accidents through community education and awareness. It was founded in the memory of Michelle and David McLaughlin’s son, Tom, who was the victim of roadside accident while on holidays with his family on the Central Coast in January 2014. Signs were erected to target key tourist areas where the holiday periods result in increased pedestrian foot traffic as well as an amplified number of vehicles in the area. “We need closely supervise children until at least 12 because they can’t always identify safe places to cross the road and act inconsistently in the traffic environment,” Mrs McLaughlin said at the time.

PUBLIC NOTICE: ROAD CLOSURES/ CHANGE OF TRAFFIC CONDITIONS EVENT: WSL World Juniors Surfing Championships at Bombo Beach 27 December – 2 January: No traffic access to North Bombo Car Park – foot traffic permitted. What would Jesus do?

It is beginning to look a lot like Christmas, with our new Christmas trees installed in Terralong Street and in Gerringong Community Hall. Thanks to the engineering staff who gave up their time to festoon the 10 foot trees with more than 100 decorations each. Thanks also to the works crew who installed the trees with great care, including the allimportant placing of the stars on top. The new trees have been made possible by the generosity of the Kiama and District Business Chamber, which shared the bill. It certainly makes a nice impression as you drive through either town at night, or during the day for that matter. Council’s opening and closing hours over the festive season are now available on the Council website. These include key services such as the Kiama and Gerringong libraries and Kiama Leisure Centre. I’m pleased to announce

that we’ll be opening the Jamberoo Pool on the public holidays on Tuesday 27 December and Monday 2 January. I know there was disappointment last year about it being closed on these days and I thank Council staff for making themselves available. As well as the usual Christmas and New Year’s services and events, Council staff have been busy organising what is turning out to be a busy start to 2017. The World Surf League Junior Championships at Bombo Beach starting 4 January is shaping up to be a huge event for our region. I encourage everyone to enjoy the opportunity of watching the world’s best young surfers right in our own neighbourhood. Even if you can’t make it down to Bombo, the influx of surfers, their fans and the event organisers will be hard to miss over the week or so they will be in town. I know they’ll be impressed by what we have to offer on and off the water. Once that’s over we’ll be gearing up for Australia Day and the Kiama Show. Then it’s the Kiama Sevens in February, and in March, the Blues and Jazz Festival and the Red Hot Summer Tour with John Farnham. There’ll be no shortage of things to enjoy this summer in our neck of the woods.

Street Library for Jamberoo

Jamberoo is now has a Street Library, installed by the Council as a community asset where people can share their love of reading. The initiative was prompted by Councillor Neil Reilly’s call for this world-wide movement of book sharing to be encouraged in our area. Kiama’s Head Librarian Michelle Hudson says Kiama Library is fortunate to have many books donated each year, and the best of these have been used to kick off the Street Library. “We hope the Jamberoo Street Library will foster a love of reading and encourage our community to take a book and leave a book, create a cycle of generosity and allow people to share the love of reading with those around them,” she says. The weatherproof bookshelves are located between the IGA and the RSL Hall. The initiative now belongs to the community, and have a life of its own as people borrow and share books on an honour system. There are already 100 registered street libraries throughout Australia. The website www.streetlibrary.org.au gives their location, along with information on how to install your own street library. Some people have put them in their front gardens.

Duck Derby returns Following its successful launch last year, the Gerringong Men’s Shed has made its Duck Derby an annual event. The Derby is a fund raiser for completing the blokes’ new shed. The way it works is that people buy a cute rubber duck for $5, but instead of taking it home it gets registered to them for when it competes in a race on Crooked River. You don’t have to be there to win a prize, but you’ll have fun if you come along. The ducks will be launched in a series of races from the footbridge at Gerroa by a band of eager helpers. Everyone who buys a duck has the chance to win one of the prizes. It is a great spectator sport for the holiday season, with the obligatory bbq on hand. There will even be a prize The best-dressed Duckling on the day (children only). The Mens’ Shed want to thank Ray White Real Estate Gerringong for sponsoring the Derby race this year.

THE NATURAL EASE STORE OPENS IN KIAMA A recently opened health accessories store in Kiama, The Natural Ease Store, specialises in therapeutic and aged care supplies with an emphasis on natural, eco-sustainable products. The store carries a large range of braces for back, neck and joints, sports tapes, swiss balls, pedal exercisers, foam rollers, exercise tubing, mini trampolines, wobble boards and other exercise aids. Susan Jameson, the owner, says sports injury products are always needed and are well catered for. For the elderly there are walkers, wheelchairs and furniture including an electric bed, as well as a selection of dressing, dining and bathing aids. Susan hopes the store can serve as a convenient local resource for aged care supplies in the community.

In fact there are items for all ages: kids’ neck pillows and booster cushions, pregnancy back braces, baby slings, comfy orthotic thongs, natural fibre cotton compression stockings and cotton non-slip grip socks. Therapeutic neck pillows, travel pillows, back supports and pressure cushions are proving to be popular. Susan Jameson has spent her whole life in healthcare. Starting out as a registered nurse and working in hospitals, she subsequently moved to London where she qualified as an osteopath. Her studies eventually took her to San Francisco where she completed her doctor of chiropractic degree and practiced there for 10 years. She has been living and working in the Southern Highlands for the past few years and is now relocating to Kiama.

She says she is using her years of experience in health care in a new and interesting way as a health products retailer. Her associate, Nina Eagle, is a local occupational therapist who specialises in disability rehabilitation and home care.

As we were tied up putting The Bugle together when the Carols were being held, we crowdsourced these photos of the evening. Thanks to all those who offered to help. They report that Santa was mobbed on his arrival in a truck from the Kiama Fire Brigade, and he surprised his fans by taking to the stage to join in the concert. Unlike last year, the rain held off and the large crowd of families enjoyed a lovely evening of music and community spirit.

At the Colour Me Local launch Gareth Ward MP recently launched the first Colour Me Local book, which focuses on Kiama. The books are now available around town.

Postcard home

In between issues of The Bugle I found time for a quick trip up to North Queensland for a family celebration. The 60th wedding anniversary of my only surviving aunt and uncle just couldn’t be missed. Despite it meaning having to go to Townsville in December. The trip brings back childhood memories, as we used to spend most of our holidays visiting other relatives there. Sprawling old wooden houses up high on stilts, with lattice enclosed verandahs to provide shade and catch the breeze. Avenues of poincianas, now in full bloom, and mango trees planted by their owners to provide

even more shade. Places where things used to be – “Grandma used to lived there” pointing to what’s now a shopping centre, “where’s David Jones?” now the Cowboy’s clubhouse (I loved it as a child as it was the only place in town with an escalator), “who moved the railway station?”. Castle Hill is still there, its central position effectively creating a big roundabout in the middle to town. And Magnetic Island hasn’t changed too much we’re told. I hope not. If you think our drought is bad, you should see Townsville. It is in the midst of a big dry, with the city on

stage 3 water restrictions having only 15% left in the dam. The brownness of everything contrasts with the hovering dark clouds that promise everything but meanly hold back. “Where are the cane toads?” – buried dormant under the soil, waiting for the rain. Apparently there are hundreds seeking shelter in the back shed if I want to have a look. No thanks. I remember another aunt’s back yard being alive with them in the days when her toilet was out the back. Now that was an obstacle course. Cathy Law, Editor

Opposition to Optus tower continued

the 10.7 metre addition to the highest of the Johnson Street shops can be described as ‘low impact’. Kathryn Telford, the owner of nearby Jones Beach Café & Bakery, says she had lodged an objection based on the potential for financial loss because of the perceived health risk her customers are concerned about. “Because it is up so high, the visual impact on the views out to the beach will be ugly, but people who talk to me are more distressed about the health risks. “Even if this is a perceived, not actual, risk it has the potential to be bad news for the businesses in the street as people avoid the area. “Optus says it needs to be there to improve its coverage in the area, but there are other issues at stake. “I’ve never known them to build something like this in such a residential area.” With the support of other councillors, Mark Way is looking for Council to strenuously oppose the tower by making submissions to Optus and Federal Member Anne Sudmalis MP opposing the tower’s location. “Surely there must be another place to site it,” he says.
