Aussie surfers win Kiama’s World Championship Titles Ethan Ewing from Stradbroke Island in Queensland and Macy Callaghan from the Central Coast, the two favourites at the start of the competition, outshone the field to be crowned the new World Junior Champions. Mayor Mark Way is delighted with the way the competition has brought Kiama to the attention of the world. “The event was broadcast live to an audience in excess of 10 million,” he says. “This is the sort of publicity you just can’t buy, and it is being held here again next year.” It is estimated the event had a direct and indirect economic benefit to the community of $1 million.

The Women’s final was a match up of Callaghan and former champion from Hawaii Mahina Maeda. The waves did diminish in the finals, along with a southerly squall blowing in, but the new champions both posted high scores early to really put it to bed. The wins capped off the year for both champions as they were unstoppable throughout 2016. As we look forward to Kiama again hosting the 2017 event there will be plenty of names to look out for with Callaghan still eligible for another year, USA’s Alyssa Spencer, Brazilian wonderkid Mateus Herdy (who is my special) and France’s Marco Mignot. They’ll spend 2017 surfing in the Pro Juniors in their regions to earn enough points to qualify for the chance to be in next year’s event.

Competition report The best junior surfers from around the world faced testing conditions from the start. With the forecast not looking too favourable, the event directors, including Kiama’s Brett Connellan, had the duty of picking the best days to run throughout the week and did an excellent job giving all competitor’s enough opportunities to perform. The Men’s competition had some heavy hitters involved including the eventual winner Ewing, who has just qualified for the 2017 Elite Men’s World Tour as its youngest member. The first two days provided plenty of waves for all to really showcase their talent, with some of the most explosive surfing ever seen in Kiama. As the swell tapered off and changed direction the heats started to tighten up but the favourites were pushing through each round. The morning of the finals gave us a jump in the swell

Jamberoo to get its own DCP In recognition of residents’ concerns about the future of Jamberoo, councillors passed a motion to engage with the community in order to locate areas suitable for future development and to assist with the development of a Jamberoo-specific Development Control Plan (DCP). “We will build on the work we did six years ago to engage the community in protecting Jamberoo’s unique character while
ensuring its economic viability,” says Mayor Mark Honey. The move came after councillors decided not to support a Planning Proposal for a subdivision of 10 acres on the eastern side of Golden Valley Way. If the decision had gone the other way, it would have been the first step in gaining the Gateway Determination necessary for the rezoning of the land. The land, on Jamberoo’s
Eastern edge, is identified in Kiama LGA’s Urban Strategy as an area for potential residential development. Two public meetings showed strong opposition to the proposal, and Council received 148 submissions against it and seven in support. The owner of the land now has the option to lodge the Planning Proposal with the Department of Planning, without Council’s support.

It’s on again. The weekend when the floor of the Kiama Leisure Centre becomes our very own Notting Hill Market, brimming with antiques and collectables of all sorts. Kiama’s Antiques and Retro Charity Fair is the largest of its type on the South Coast, with local, Sydney, country and interstate dealers offering a wide selection of furniture, jewellery, silver, china, porcelain, textiles, books, toys, Asian antiques and many other interesting collectables for sale. It was only last year that a Retro element was successfully added to the annual fair, in its 25th year, and it is now a permanent feature. The Fair is Kiama Rotary’s primary fund raising event of the year and funds raised

Investigation to clear Win tickets to the the air on Gerringong 169th Kiama Show headland development Kiama Council is to appoint a specialist lawyer to conduct a forensic review of the process and legal compliance involved with the approval of the residential development on the headland north of Werri Beach. The report is to be ready for the March Council meeting. The motion was prompted by an appearance at the Public Access Meeting by Emeritus Mayor and longtime Gerringong resident Sandra McCarthy. She stated her belief that the report prepared for Council, outlined in the last issue of The Bugle, raised more questions than it answered. “I want to know why the original DA was approved by delegated authority in 2010 when its location is contrary to the zone objectives of the Kiama Local Environment Plan, the Gerringong Development Control Plan (DCP) and the NSW Coastal Policy. “All of these sought to protect this undeveloped coastal headland,” she says. “The Gerringong DCP makes specific reference to maintaining the public views to Werri Beach and the Northern Headland. “In my opinion, these policies should have ruled out locating a dwelling in that particular location. “I was mayor at the time
of the first approval and the application was never brought to my attention.” From her reading of the available information on the matter, the 2015 application made no reference to the 2010 approval, and the subsequent approval for a secondary dwelling relied on that latter precedent. “It is ironic that the fourth DA for the property, for a farm shed, is the first that will be considered by councillors, given there are more than five objections.” At the Council Meeting, Councillor Kathy Rice said “It just seems inexplicable that the first development approval was given. “I don’t know what went wrong there, but it is very difficult to understand why it was deemed appropriate for the site. We need someone independent to do that assessment.” Mayor Mark Honey welcomes the investigation as a way of clearing the air on the matter. “I am confident it will show due process has been followed. People might not like the result, but the owner hasn’t done anything wrong,” he says. He cautions against making judgements about the project while it is in its construction phase. “It has been designed to sympathetically blend in
with the landscape, using stone and zinc cladding,” he says. Such was the depth of feeling at the meeting, a motion was passed for the Mayor and General Manager to talk with the owner about the possibility of stopping work at the current location and relocating the dwelling. Andrew Sloan was one of the councillors who was keen to see if it was possible to stop the building progressing further. “If this process was to find something was amiss, the house would be finished. “I am wondering if the proponent might be willing to move their house a couple of hundred metres to the west. “I’d be willing to cut budgets to make it happen.” Councillor Neil Reilly and the Mayor were the only ones to vote against this motion, with Councillor Reilly saying, “I think it is an ugly outcome but I don’t believe the proponent has done anything wrong. “They put in a DA and it was approved, and they got more approvals. “We can’t ask someone who has put in a legitimate DA and had it approved and say I’m sorry, we want to move your house. “It’s not the person who is building the house’s problem, it’s council’s problem.”

March deadline set for deciding on new tourism model Council has given itself until March to decided on a new model for promoting tourism in our region. As tourism is Kiama’s major industry, the Council has long funded its promotion, with the help of a levy on commercial properties. In 2015/16, its direct expenditure on tourism amounted to $350,000. In 2014, Council engaged a consultant to consider whether its long standing policy of entrusting the responsibility for promoting tourism to Kiama Tourism, an industry member-based organisation, was the way to continue on. She proposed three options, and the suggestion of splitting tourism responsibilities between Kiama Tourism and Kiama Council, through the creation of a Strategic Tourism and Marketing Manager position, was chosen.

There have been difficulties with this structure due to overlapping functions since it was adopted and, as a report from the General Manager concludes, “the negatives have outweighed the positives”. The options to be decided between are putting in place a performance-based funding agreement between Council and Kiama Tourism (this would need to be put out to tender) or Council establishing an in-house Tourism unit, with input from an industry committee. “I think it would serve the community better to have the work done by an independent tourism body, as it had been prior to this from 1986, rather than make it a Council function,” says Kiama Tourism Chair Robert Schiaccitano. The decision will be made at a time of significant structural change for the NSW tourism industry, as Destination NSW implements its new Destination networks. Kiama is now part of Sydney Surrounds South, along with Wollongong, Shellharbour, Shoalhaven and Wingecarribee. Unlike the previous regional structure, where the board was made up of delegates from each area, the new structure features boards of experienced professionals chosen by Destination NSW to work as a team. The make up of the Sydney Surrounds South Board was announced just before Christmas. While no members are Kiama-based, it is to be chaired by prominent South Coast businessman and publican Colin Waller, owner of the Shoalhaven Heads Hotel.
Big potential for light and sound show
The Christmas light display on Kiama and Gerringong Town Halls, dubbed Kiama’s Vivid, could be the start of something big, according to Council’s Director of Engineering & Works, Gino Belsito. “We were considering putting lights on the buildings to add a festive feel, but discovered it was much more cost effective to have a light and sound display,” he says. “Now that we’ve had this first attempt, people can see what is possible. We are more than happy to see how it can be built on for next year so that it becomes a focal point over the holiday season.” While some have criticised the hoardings necessary for safety and security reasons, he says alternatives are possible and the reaction was overwhelmingly positive.
Fitting tribute to Orry-Kelly
Gateway approval for abattoir Council is to proceed with changes to the Local Environment Plan (LEP) for Schottlanders farm at Rose Valley. The changes will allow for the lodgement of a DA for a small abattoir and a 60 seat restaurant. One hundred and fifty nine submissions were received on the proposal, 82 in support and 73 against. Councillors Rice and Sloan voted against the proposal, voicing concerns about possible pollution of Werri Lagoon.

The concert stage in Hindmarsh Park is to be named the Orry-Kelly Stage, in honour of one of Kiama’s most famous sons. Orry-Kelly had a stellar career in Hollywood as a costume designer, winning three Oscars for his work and being the favoured designer of the world’s biggest stars. His achievements were celebrated in a documentary by Gillian Armstrong, Women He’s Undressed. In a related development, Orry-Kelly’s mentor, Eleanor Weston, is to be included on Kiama’s Arts Honour Roll for her fostering of the arts in many ways.

Surfers of the world unite
The World Juniors weren’t just about the competition, but the friendships forged between surfing families from across the world. The Ross family of Kiama Downs hosted Clare Bediamol and her son Logan from Hawaii. Clare says they had a wonderful time during their stay, wandering around the shops, going to the Farmers’ Market and even getting further afield to Shoalhaven Zoo and Kangaroo Valley. “The Ross’ were so kind to welcome us to their home,” she says.

Ken’s life and work honoured Given Kiama Library staff member Ken Donnellan spent a great deal of time and effort sifting through old newspapers to discovering the lives of our World War I soldiers, it is fitting this paper mentions his unexpected passing just before Christmas. Ken, just 50, was highly regarded as someone who contributed greatly to the creation, collection and sharing of local history. His research on local WWI soldiers played an important role in commemoration ceremonies over the last couple of years.

I feel no qualms about declaring the World Junior Surfing Championships at Bombo a huge success. While we have, in this region regularly hosted large -scale events, a world sporting championship is really a new kind of challenge, at another level. So I am very pleased with our ability to have ‘nailed it’, as they say, in terms of preparations, managing issues while the event was on, keeping the beach open and safe for the general public and ensuring competitors, their family, friends and fans left satisfied with the tournament as well as enjoying Kiama and its surrounds. The weather was on the whole kind to competitors, and talking to the athletes
and organisers, I know they were ‘blown away’ by our beautiful location and the warm welcome they received everywhere they went. I was naturally pleased and surprised to watch some of the broadcasts of the tournament, and hear the commentators talking up not just our beaches but so many of our other fabulous attractions to a huge national and international audience. You simply cannot buy that sort of publicity. Naturally, hosting a worldclass event like this always entails a little learning, so I appreciate the patience of residents around Bombo who were affected by the changes to their streets, as well as regular users of the beach. Their understanding went a long way to help making this event a success and made it easier for the contestants and organisers to put on such a great show. On the whole most concerns were dealt with in a timely manner while the remainder will prove useful as we look to improve on

our performance when the WSL returns in 2018. With that in mind, Council will be reviewing the event, so please provide your thoughts on where things could be improved, using the Council email: council@ kiama.nsw.gov.au or completing the feedback form on our website. I would like to especially thank Council’s staff who spent their Christmas and New Year break and beyond, tirelessly and always enthusiastically managing the countless small and large matters that cropped up on a daily basis. Also thank you to our lifeguards who provided support to the tournament and extra lifeguard services along Bombo for the public. This was a significant undertaking for Council on behalf of the community. It naturally had direct economic benefits, but specifically, hosting an event like this builds up our capacity to attract other events in the future; and that’s good for everyone.

Encouraging the next fishing generation Kiama Game Fishing Club’s 16th Annual Shimano Children's Charity Fishing Competition and an associated BBQ by Minnamurra Lions raised $2,323 for the purchase of iPads for Peterborough Special School at Warilla. The Competition, held at Kiama Harbour, encourages children to participate in fishing while emphasising the concept of Catch n Release. Children place their fish in a bucket of water, the fish are weighed and then they are taken back to the harbour and released. Mark Way, President of the Club, says there were many comments from tourists saying they time their visit to Kiama to coincide with this competition so their children can participate. "It's certainly a great day, when you see so many children out there fishing with the support of parents, and in some cases grandparents, having so much fun,” he says. Mark wants to thank the many local businesses that sponsored the event by providing prizes or other donations.

The success of the Children’s Fishing Competition (left) was some good news for the Kiama Game Fishing Club after vandals caused major damage to its Gantry (Weigh station) at Kiama Harbour on Christmas Eve. “They not only cut all the railing and gate (on the safety platform) down but also cut each of the sections to ensure repair was basically impossible,” says President Mark Way. “They must have used a vehicle and/or ladder to get to the platform, and used a grinder.” In his capacity as a Kiama Councillor, Mark has been campaigning for a grant to have CCTV installed at Kiama Harbour. “The area is highly visible in the day but at night it is dark and isolated, and encourages a variety of anti-social behaviour.”

Out & about At the Jazz & Blues Twilight Concert

It was a perfect evening for the Kiama Jazz & Blues Club’s first Festival fundraiser of the year. The next one is a Blues Bash at the Bowling Club on 28 January. This year’s Festival will be held on 10-12 March, so mark it in your diaries.

At the Duck Derby
Despite the tide conditions not being ideal, Gerringong Men’s Shed’s 2nd Duck Derby attracted an enthusiastic crowd to see their adopted ducks race across, rather than down, Crooked River with momentum from Bush Fire Brigade hoses. The two races, and a sausage sizzle, raised much needed funds to complete the group’s new Shed.

Jamberoo Action Park just keeps getting better and better. I've been to Sea World, Wet and Wild, but the Rec Park (as we still call it) is just as good, and in my opinion better and only a ten minute drive from Kiama. Three of my good friends and I ditched our phones, grabbed our towels and headed to Jamberoo's not so little and not so secret, adventure park. We started with a lazy float
around the rapid river, languidly cruising and splashing about on the inflatable tubes. Enough of chillen’ as next was my personal favourite Surf Hill, where you race each other down super fast water slides (heaps of fun and no line up). As always the ol’ school park rides, Splash Out water slides, The Rock, and The Toboggan were awesome, forever a staple for a day at Jamberoo. After mucking about in the wave
pool at Outback Bay we were soon ready to try the Taipan, Funnel Web and the Rec Park’s newest ride - The Storm. While the name of the rides sound scary, they are actually really exciting and fun for all ages. The Storm was the best, like the Funnel Web but bigger and wetter.
