Akuna St development

On the eve of the DA for the Akuna St/Mitre 10 being lodged, The Bugle has spoken exclusively with the developer/builder of the site about the scope of the plans. In return for bringing a long awaited second supermarket (Aldi) to Kiama, as well as connectivity to Terralong St, Nick Daoud will be asking for the Joint Regional Planning Panel to approve 91 units, a much bigger number than expected. Mr Daoud says the site has been the most challenging of his 35 year career in development, given not only its topography but also the council stipulations that had to be met.
“We needed to study the job from all aspects, and believe that we are delivering something that does justice to Council’s aims without dominating the streetscape,” he says. His engineering background and experience on much bigger projects means he is confident that a workable solution has been found for all aspects of the site. “If you didn’t have our experience you couldn’t do this development,” he says. “Since the conception of the job we have been consulting with Council to solve everything from traffic management issues to noise abatement.”
Akuna St site (at a level below the current carpark because of the slope). The main entrance to the Aldi will be through an underground carpark accessed via Shoalhaven St. Above that will be a carpark for residents and an acoustically sealed delivery dock for the retail area, accessed from Akuna Street. The developer, who has been holidaying in Kiama for 30 years, is hopeful of the project being approved by the Regional Planning Panel by mid year. If this happens, an 18 month build will see the building completed by the end of 2018. Aldi will not open until the entire project is complete. Council’s sale of the properties is dependent on the DA being approved. See page 7 for another 60 unit DA for Kiama’s CBD.

Fredericks return to Jamberoo
Trevor Fredericks and his wife Carmel Goldsmith have repurchased the IGA in Jamberoo after a two year break. “Our family has been involved with retailing in Jamberoo for a long time and it will be good to reconnect,” says Trevor. “It was great to have the opportunity to recharge and have our first real break, but we really did miss being part of the village and the challenges of retailing. “We’ve come back with lots of fresh ideas and enthusiasm.”
Correction Our lead story last issue reported councillors had voted for all medium density developments to come before them for approval. This was an error. The process for when these applications come before Council remains unchanged. Our apologies.
Disney’s biggest star films in Kiama The Pines’ classic farmhouse on Saddleback Mountain, Killalee and other Illawarra locations are the backdrop for a new Australian film, Rip Tide. The film, the second for Bulli-born director Rhiannon Bannenberg, is set to attract attention around the world through its star, Debby Ryan. “Debby is Disney’s biggest star, through her role in its Jessie Disney Channel series,” says Rip Tide’s producer Steve Jaggi. In this social media age, her popularity can be appreciated by her 6.5 million followers on Instagram and her 12 million Facebook followers. More than Hugh Grant. “We are so honoured to have Debbie agree to do the film. It elevates the whole production when you've got a star like her.” Jaggi describes Rip Tide as an inspirational family film, targeted at girls in the 8-16 year old age group. “Rhiannon and I have a real mission statement to inspire young people to make the most of their lives and realise anything is possible.” Movie making is labour intensive, and the economic impact of having 65 crew stay at 20 houses in the area over a week is estimated at around $120,000. Apart from the difficulty of finding somewhere to eat late at night, the cast and crew have loved working here and look set to return. “We’d love to shoot a number of films down here,” says Steve Jaggi.

“We are already talking to people about it to make it happen.” Part of the story line involves Debby learning to surf, bringing yet more attention to our beaches on top of the international audience for the World Junior Surfing Championship being held at Bombo in early January. The film also stars Naomi Sequeira, Genevieve Hegney, Andrew Creer, Aaron Jeffery, Jeremy Lindsay Taylor, Danielle Carter, Valerie Bader, Marcus Graham and Kimie Tsukakoshi.

Be our reporter for the day at Jamberoo Action Jamberro Action Park’s latest attraction, the Perfect Storm, is ready for thrill seekers this summer, with its simulation of three tornadoes violently twisting and rotating around each other. This results in moments of zero gravity, while in complete darkness, you twist up and down, and rotate back and forth inside the monster vortex. Given our Editor’s preference for keeping her feet on the ground, we want one of our readers to report on it for us. The Park has given us four tickets, worth over $200, so a local family or group of friends can go and check it out. Spend the day at Jamberoo Action Park before the end of the first week of January, so we can include your impressions and pictures in our first edition of 2017. Apart from the Perfect Storm, you can check out the Funnel Web ride, enjoy the Taipan’s rapids, leap off The Rock or relax at Billabong Beach. If you go on a Saturday from New Year’s Eve through

60 units proposed for Meares Place
Concern over developments Thank you for your front page article entitled Keeping our character. It seems to me a major issue which up to this point in time has eluded councillors responsibilities. I find it hard to believe that such significant developments such as the Werri Beach headland have been authorised without councillors' endorsement. How is it that staff members have such authority? I simply cannot understand that. Who are these staff members who have such power to make decisions that impact so negatively on our local environment for decades to come. Decisions in fact, with outcomes that can never be rectified. Having city style buildings dominate our landscape is not what I was expecting to be confronted with in coming to live in Gerringong. There are already too many glaring mistakes in Gerringong where opportunities for doing something special have been missed forever. The community is left quite distraught about this whole issue and might I say, somewhat disillusioned about the Council which we fought so hard to maintain as an entity. It is obviously naive of me to have thought that our elected community members would have responsibilities such as these as of primary importance in their role and responsibilities. I congratulate Deputy Mayor Kathy Rice for her initiative to address this issue and Councillor Neil Reilly's move to review the conditions under which DAs are brought before Council. Why not become even more daring and invite community members to contribute to such a review? I expect Council will report on this matter to the community and I am confident that you will continue to alert us of developments in The Bugle. Helen McDermott, Gerringong
A Development Application has been lodged for the vacant land between Meares Place and Collins St in Kiama (with access to the latter via the block currently occupied by the Pop-Up Co-Op). The Over 55s development will be terraced into the site, and include 60 two bedroom units around a central courtyard. There will be rooftop gardens to soften the impact of the building. Again, like the Akuna St development, the size of this proposal means that its fate will be decided by the Joint Regional Planning Panel, after consultation with the community. Full details of the DA are on Council’s website.
Thanks from Jamberoo Red Cross The members of Jamberoo Red Cross would like to thank the communities of Jamberoo Kiama and beyond who have so generously supported our various fund raising events over the last few months. We appreciate your continuing support and would like you to know that the funds raised have been used to support the following: local programs like Learner Driver ad the Young parents Program; support for the homeless and providing clean water to communities; helping people recover from disasters; providing healthy breakfast before school; and reconnecting people separated by conflict. The day-to-day work of Red Cross depends on the generosity of the community and we are very grateful for all your contributions. Barbara Adams, President, Jamberoo Red Cross

Mayoral Column Each edition, Mayor Mark Honey uses this column as a way of communicating directly with residents and ratepayers.
Thank you to all the people who took time out to participate in the recent Community Strategic Plan workshops at The Pavilion. We had a strong turnout of more than 60 people, which was a great balance between enough people to provide a cross-section of the community and not having so many that some did not get a chance to provide their thoughts. Thanks in particular to Twyford Consulting for facilitating the sessions and my fellow Councillors and Council Executive for taking the time to also participate. While Councillors and staff are well used to participating in all sorts of meetings discussing particular challenges or situations, it was refreshing to sit down with motivated community members and discuss the bigger picture. We worked within the four
main themes of the existing Community Strategic Plan of Community, Economy, Environment and Civic Leadership. Under each of these we identified subthemes, such as ‘history and identity’ for Community. Some of the subthemes will sound familiar, such as ‘village identity’ and ‘aged care’ but a few others such as ‘digital economy’ may not. We then worked on priorities for each of the themes to be addressed in the next four years. Again there were some familiar issues in ‘night time economy’ and ‘retain heritage sites’ but a few newish ideas such as ‘developing a central calendar for all events in Kiama’, getting a ‘cinema’ and ‘facilitate high tech coworking business/hubs’. Finally we listed opportunities for the community to work with Council, with issues such as ‘the night time economy’ and ‘increase precinct committees’ sparking people’s interest. The draft community engagement workshop report, which is now available on the Council website (www.kiama.nsw.gov.au), goes into greater detail on all these outputs from the workshops.

Boom year for tourism Kiama continues to break records for tourist numbers with more than 1.2 million people visiting the Municipality in 2015/16. Research shows we had 930,000 domestic day visitors spending approximately $60 million. Domestic overnight visitors increased by 5 per cent, with a spend of approximately $75 million. The number of international visitors has an estimated 50 per cent increase year on year.

I was pleased to see that most participants enjoyed the workshops and felt that Councillors and staff had listened and understood the ideas being put forward. It’s also pleasing to see a strong response to the online survey provided as an alternative to those who couldn’t make the workshops. We’ve had close to 200 responses to the survey, which is an exceptional response from the community. The main issues arising from the survey include promoting healthy and sustainable lifestyles, living in a safe community, protecting the natural environment, better practice and sustainable town planning, promoting and encouraging economic development, encouraging and supporting tourism and Council remaining as a community leader and remaining independent. Where to from here? The Community Strategic Plan and all the associated plans need to be prepared to go ‘live’ in July 2017. Council will prepare draft documents for public exhibition in April 2017. During this time I encourage you all to review these documents and take the further opportunity to add your voice to the direction of Council over the next 10 years.

After more than 500 volunteer hours and considerable hard work, the Rotary Club of Kiama extends an invitation to the community to come out and be one of the first to experience the newly refurbished Saddleback Mountain Southern Lookout. This project celebrates the 50th Anniversary of the opening of the original Saddleback Mountain Northern Lookout, which was a joint venture between Kiama Council and Kiama Rotarians and is dedicated to the memory of past Rotarians. Funding for the restoration has been provided by the NSW State Government and work has been undertaken by Kiama Rotarians, their friends and Kiama Council. This project is just the latest of many community projects undertaken by Kiama Rotary since its inception in 1952. Rotarians have been involved with Saddleback Mountain since the mid 1950’s when they assisted Council in clearing and building the first road to the summit. Other significant community projects Kiama Rotary has been involved with over the decades include: construction of Kiama Scout Hall in 1952, Saddleback Southern Lookout opened in 1978, Kiama Stone Wall Markers and Old Saddleback Road stone walls restoration during the 1990s, and the opening of Robert East Reserve in 2008. Details: Saturday, 10 December. Free sausage sizzle from noon–1pm, followed by the Official Opening of the Southern Saddleback Lookout at 1pm by Gareth Ward MP, Mayor Mark Honey and David Chambers, President Rotary Club of Kiama.

Sometimes the most memorable sights when you are travelling are the unexpected ones. On a recent trip to Canada, my wife and I saw so many scenic wonders in British Columbia and the Rockies, and then while travelling across that spectacular country by train. Canada was amazing, and the famous sights often exceeded our expectations.

But one quirky little gem that really captured our imagination was on the shore of the Ottawa River, just a few kilometres upriver from the National Parliament Building in Ottawa. The Remic Rapids Balanced Rock Sculpture Project features literally hundreds of rock sculptures perched on a rock platform that juts out into the river. The rocks that make up the sculptures
are all perfectly balanced, using small rocks to prop up the bigger ones. Many sculptures take on a distinctly human form, clearly inspired by the Inuit First Nations’ stone monuments, called Inukshuks (which means “in the kindness of a human” in Inuit). Artist John Felice Ceprano has been building these sculptures at this place every summer for the past 30
years, and they have become a celebrated cultural icon of Canada’s national capital. They are taken down as winter approaches and the river starts to freeze, and rebuilt the next summer. There is a lovely cycleway/footpath along the river from the city, which makes the sculptures easily accessible for all. Nick Hartgerink
