and anyone wanting to learn. “The biggest component to it all is the reconciliation of our own people, going back to our good history and starting to learn to forget our bad history. The residential schools will always be a part of us, but if we start adding our culture back over top of that history, that will slowly disappear.” Seven generations, were involved in the residential schools so it will take seven generations to get out of that mindset. This is an opportunity to grow together, not just with indigenous people but with people who live and work around indigenous communities.

Thank you One to One Volunteers I have been the volunteer coordinator for the One to One Reading program at the school for the last five years. I would like to take the opportunity to thank everyone who has volunteered with the program over those years.

The first person I have to thank is my Mom (Diane Smith), who has been a volunteer for all ten sessions since I started. Not only that but she often helps me prepare for the wrap-up parties at the end of each session. I am so grateful for all the time and effort she has contributed. Next I could not miss a chance to thank Sally Jones who at times has covered two spots in the schedule. I love Sally's down to earth attitude and unflappable sensibility, we could not have kept the program going for five years without you!

The two Sylvies (Sylvie McAlister and Sylvie Beillard) have also been with me for the long haul. They've added some french flair to the school!

Sylvie M's affection for the students is palpable and Sylvie B always enjoys sharing funny books with the kids. I am in debt to both of you for your years of participation.

Linda Rightmire has helped me a huge amount since she is a retired Learning Resource teacher. I often ask for her help with a confounding reading hurdle. She is passionate about helping kids learn to read. By the way, she tutors kids in reading. Tell her I sent you!

Shirley Lamothe and Marg Needham have also put in many hours toward the program. Shirley always brought a game from home to play with the kids which I really appreciated. Poor Marg has twice has to miss days due to injuries. Stay safe Marg!

Richard Smiley, Chuck St. John and Paul Stanton have provided a nice gender balance to the mix. I think the kids benefited from seeing that both men and women have a passion for reading.

Sherri Forrest has gone over and above this last year by donating so many stickers and making memory cards with the word lists she generated with each kid she read with. I've really appreciated her enthusiasm. I've also enjoyed getting to know Marla Allard, we're glad to welcome you to the community Marla!

Thank you also to Delcie Devine, Sam Frye, Jay Watson, Varya Lutjen, Mary Stewart, Jude Bastion, Patsy Alford, Michelle Lund, Julia Houston, Catherine McCrea, Tracy Bentley, Aura Rivette, Teresa Wiebe, Maureen Noros, Lisa Matson, Melaney Gough, Grace McNaab, Jenny Osborne, Jill Shaffer, Marguerite Heickert, and last but not least, Nancy Parkinson. I know there are other people I am forgetting – my record keeping was not always thorough!

However, I will let you in on a little secret. Getting to work with the kids is a fantastic way to spend an hour and a half out of your week. We have had so much fun and it is so rewarding to see kids making progress. We really have to thank the school for allowing this opportunity to happen.

This is likely my last year as Coordinator. I hope someone else will take my place. If you are interested please get in touch and I can help you get started. To all the kids that I've had the pleasure of getting to know and work with, thank you, and I wish you a lifelong love of reading!

Noise Bylaw The Board directed staff to draft a Noise Bylaw pertaining to Electoral Areas A, B, C, D, E & F for first reading, to be followed up by a public consultation process in the affected communities before implementing any bylaws.

Directors Comments: Local police are looking forward to this being in place because it will give them an avenue for dealing with noise complaints.

The plan is for breaches to be dealt with as ticketing offences.

Highways Directors Comments: CSRD's feedback on maintenance and upgrades has been solicited by both JPW and MLA Greg Kyllo. In our area an Advisory Committee will soon meet to gather that information locally. The proposed Advisory Committee, as suggested at the Board Meeting, is to continue as the Area F Public Safety Committee.

The Public Safety Committee meets periodically, the most recent Meeting having taken place in October 2016 Budget Directors Comments: Budget has been finalized. It will see a 2.4 percent reduction in the average residential property taxes collected for CSRD purposes. This decrease will be offset, in part, by an increase in the mill rate for hospital taxes to account for the expansion of Royal Inland Hospital.

2017 Five Year Financial Plan The Board read the 2017 Five Year Financial Plan Bylaw No. 5750 a first, second and third time and adopted the bylaw.

Financial Statements BDO, the auditors of the Columbia Shuswap Regional District (CSRD) financial statements, made a presentation to the Board about the highlights of the financial statements. The Board approved the 2016 CSRD Year End Financial Statements.

Grants in Aid The Board approved a grant in aid of $1,950 to go to the Anglemont Fire

Fighters Association for their Canada Day event.

2016 Census Results for North Shuswap

By Jo Anne Malpass Stats Canada has released population numbers from its 2016 census. The last census was in 2011 so the following are the changes in the past five years.

The population of the Columbia Shuswap Regional District went up 1.7% from 50,512 to 51,366. Total private dwellings were 29,798 with 22,454 occupied by usual residents. This refers to a private dwelling in which a person or a group of persons is permanently residing. The population density per square kilometre is 1.8. Land area of the CSRD is 28,929.19 square kilometres.

Population in Area F North Shuswap is up 3.6% from 2,368 to 2,454. Private dwellings 3,458 with 1,221 occupied by usual residents.

Land area is 2,656.93 square kilometres with a density of 0.9 people per square kilometre.

Anglemont saw the biggest increase in population at 15.1%, from 410 to 472. It has 595 private dwellings, with 241 usual residents. The land area is 5.66 square kilometres with a population density of 83.3.

Scotch Creek grew 6.3% from 669 to 711. 1,090 pri-

vate dwellings with 360 of those occupied by usual residents. The land area is 12.21 sq. km. and population density is 58.2.

Lee Creek increased by 4.2% from 378 to 394. 322 private dwellings with 184 usual residents. Land area 6.69 sq. km. with density of 58.9.

Celista saw a decrease of 2% from 442 to 433. It has 418 private dwellings with 211 occupied by usual residents. Land area is 26.60 sq. km with a density of 16.3.

Magna Bay decreased by 17.1% from 211 to 175. Private dwellings 371 with 88 occupied by usual residents.

Land area is 12.16 sq. km. with density 14.4.

Seymour Arm was up 17.2% from 87 to 102. Private dwellings 386 with 58 occupied by usual residents.

Land area of 25.56 sq. km and density of 4.0 Area C South Shuswap saw a similar increase in its population at 3.4% from 7,662 to 7,921. Total private dwellings – 5,010 with 3,592 occupied by usual residents.

Population density is 15.6 per sq. km.

The population of BC increased by 5.6% to 4,648,055.

MP Arnold Supporting Petition and Bill Seeking to End Tax on Tax Submitted by Joel Taguchi, Legislative Assistant Member of Parliament Mel Arnold is supporting a petition and bill in the House of Commons that will seek to end the application of federal goods and services tax (GST) on carbon taxes.

The petition, numbered e -713 on the House of Commons petition website, was initiated by City of Vernon Councillor Bob Spiers and sponsored by MP Arnold.

The petition currently has over 1,300 signatures from across Canada and will remain open for signatures until May 4, 2017.

The bill that MP Arnold is supporting in tandem with petition e-713 is Bill C -342, An Act to amend the Excise Tax Act (carbon levy), which Arnold seconded in the House of Commons on March 20 when it was tabled by its sponsor MP Mark Warawa, the Member for Langley- Aldergrove.

Both the petition and Bill C-342 seek to eliminate the federal government’s charging of GST on existing or future carbon taxes introduced by provinces and territories. Through the PanCanadian Framework on Clean Growth and Climate Change, the federal government has mandated that all provinces and territories establish a carbon tax regime by 2018. Without the changes proposed by the petition and bill, the govern-

ment will be increasing its revenues through tax on taxes.

“When I saw the government’s Budget 2016 projection for GST revenue to increase by 21% over five years, I formally asked the government what the source of this tax revenue increase would be and the government’s primary response was that it would come from taxable consumption,” said MP Arnold. “Since Budget 2016’s introduction, the federal government has mandated provincial carbon taxes that they will be taxing for revenue and I oppose this approach to boosting government revenue.”

Additionally, the Prime Minister has stated that any revenues generated under the federal mandate for carbon taxes will remain in the province or territory where they are generated. Unfortunately, this statement defies the fact that GST that Ottawa collects on carbon taxes goes to Ottawa- not the provinces.

“Taxing a tax is an illconceived approach to increasing government revenue and is not fair to Canadians,” concluded MP Arnold. “I stand with Councillor Spiers and MP Warawa in their initiatives opposing tax on tax and hope that folks across the North Okanagan - Shuswap and Canada will take a moment to sign petition e-713.” See: petition.parl.gc.ca

Break and Enter UPDATES: On October 6th, 2016 at approximately 4:00am, two suspects gained entry to the Scotch Creek Super Valu by smashing the glass door. The suspects stole a large amount of liquor bottles. Video surveillance provided a description of the suspects and the vehicle used.

On October 7th, 2016, Kamloops RCMP members located a vehicle matching the description used in this robbery. Further investigation resulted in the arrest of 2 suspects. A search warrant was obtained which resulted in the recovery of approximately 90% of the liquor stolen.

On November 14th, 2016, Niclas ERIKSSON, of Kamloops BC, was found guilty of Possession of Stolen Property. Eriksson was sentenced to 1 day in jail and 12 months of probation.

On March 1st, 2017, Jesse MORTON, of Kamloops BC, was found guilty of Break and Enter and Commit Indictable Offence. Morton was sentenced to 8 months jail and 12 months of probation.

Traffic Incidents On March 4th, at 1:05pm, Chase RCMP were dispatched to a report of a trailer unit on fire on the shoulder of

the TransCanada Highway 250-679-3221 east of the CRIMESTOPPERS Squilax An- 1-800-222-8477 glemont Road intersection.

The driver attempted to extinguish the fire but was unsuccessful. With the help of a passerby he was able to remove the tractor unit and move it to a safe location.

The Trans-Canada Highway was closed for over an hour while the Shuswap Volunteer Fire Department extinguished the fire. Traffic was reduced to a single lane, alternating directions, for a few more hours while the debris was removed.

On March 8th, just after midnight, Chase RCMP received a report of a Transport truck in the ditch on the Trans Canada Highway west of Sorrento. The driver lost control on black ice and entered the ditch. No injuries were sustained. Power lines were damaged in the collision and BC Hydro attended to repair the damage. Approximately 100 customers lost power until the repair was completed.

ducted a check stop on Pine Street in Chase BC. A 23 year old female was found driving impaired by alcohol after she failed a roadside screening device. She was issued a 90 Day Immediate Roadside Prohibition and her vehicle was impounded for 30 days.

On March 15th, at 4:45 pm, Chase RCMP received a report of a rock slide on the Trans Canada approximately half a kilometer east of Chase. Eastbound traffic swerved into the oncoming lane to avoid the rocks. Police attended until road maintenance crews arrived and closed down an eastbound lane of traffic. This lane was closed for several days while additional loose rocks were removed. No injuries or property damage was reported.

Theft On February 27th, Chase RCMP Detachment received a report of a Break and Enter in the 3000 block of Squilax Anglemont Road, Scotch Creek, BC. Sometime between February 16th and 27th, 2017, suspects entered a vacant property through a locked door.

Nothing was taken during this offence.

On March 2nd, at approximately 2:00 pm, patrolling Chase RCMP officers located an unoccupied red 1999 Dodge Caravan parked on Bay Drive in Chase, BC. The van was found to have been reported stolen from Vernon on February 21st, 2017.

On March 7th, 2017, the Chase RCMP Detachment received a report that a 6 month old border collie/blue heeler pup was stolen from a residence on Silver Birch Lane, Pritchard, BC. A black Jeep Cherokee was observed near the driveway when the puppy disappeared.

Mischief On March 11th, Chase RCMP received a report of mischief at the Art Holding Arena in Chase BC. During the previous night suspects spray painted graffiti on the exterior walls.

On March 18th, at 1:35 am, Chase RCMP received a report of mischief on Shepherd Road in Chase, BC. Unknown suspects removed a tire from the back of a truck and threw it at the front door of a residence.

On March 18th, at 1:55 am, Chase RCMP received a report of mischief on Shuswap Avenue in Chase, BC. Suspects broke the front windows of the People’s Drug Mart and the Mountain View Cafe.

Drugs On March 3rd, the Chase RCMP executed a Search Warrant at a residence in the 2000 block of Squilax Anglemont Highway in Lee Creek, BC. Police located (continued on page 10)(Continued on page 10)

a marihuana grow operation in a structure on the property. Police seized 448 marihuana plants in various stages of growth and approximately 15 pounds of dried marihuana. Three adult males were arrested at the scene and released on a Promise to Appear in court.

Other On February 19th, the Chase RCMP received a report of a parked travel trailer containing a large number of cats at a residence in Chase. The SPCA and RCMP have investigated and there is no concern for the cats at this time. In the following days information regarding the location and owner is reported to have been posted on social media. investigated the report of a runaway 9 year old on Kamloops Shuswap Rd. The boy was last seen going into the hills behind the residence. A Police Service Dog assisted in tracking the youth through the hills. The dog handler noted seeing a large bear in the area near where the boy had been. The boy was found safe approximately 90 minutes after leaving.

On February 28th, Chase RCMP received a report of an intoxicated male running into Haldane Elementary School in Chase and telling staff he was being chased by an assailant. The school enacted lockdown procedures to ensure the safety of the students. Police attended and shortly thereafter determined the alleged assailant was not present in the area. The male victim was taken from the school. At no time were threats made towards the students.

On March 18th, at 4:45 pm, Chase RCMP received a report of teenagers jumping on the ice covering Little Shuswap Lake. The youths left the area prior to police arriving.

committee. The Chamber resolved to take a neutral position on the issue but did agree to help with getting out information to the community. As a result, our web page has been used to post information and all North Shuswap residents are encouraged to view it.

A meeting was held on March 16th between the incorporation committee and our local government represented by Director Morgan, the chief administrative officer, the managers of development services, financial services, and operations.

It was made clear that there is no support for an incorporation study. The reasons given were that incorporation isn’t financially feasible, there has been mounting opposition from the public, staff is too busy, and that the senior managers are willing to work with the group to address how concerns can be addressed within the current regional district model.

There was no recognition that the 240 letters in favour of a study were a legitimate expression of support. There were comments that only 80 of the letters were from Scotch Creek and that the opinions of other residents of the North Shuswap shouldn’t have any bearing. It was pointed out that Scotch Creek was identified as the primary settlement area in

our official community plan and the health of Scotch Creek is vital to the overall health of the entire North Shuswap.

So, what did the meeting accomplish?

First, our regional government is willing to move forward with developing a grant application for the start of a community water system in Scotch Creek.

The incorporation group has prepared a conceptual plan to bring water service to the west side of Scotch Creek and given it to operations management. The next round of grants from the provincial and federal government is in March 2018 so we have a timeline to work with.

The manager of development services is willing to meet with representatives of the group to look at the issue of how regulations can be streamlined to speed up approvals for things like building and development permits. The meeting is scheduled for April 6th.

The chief administrative officer also suggested that we bring a delegation to the board to talk about our concerns for the future of Scotch Creek and how we think the board can be more responsive to our needs.

Our local government representatives have heard what our concerns are and have made commitments to try to address them. The (Continued on page 14)

And the next question, is the move to have an incorporation study carried out dead in the water? I don’t think so.

I believe we still need to have the study done so residents can make an informed choice as to whether incorporation makes any sense. The chief administrative officer suggested we look at the recently completed Salt Spring Island incorporation study. It can be found at http:// www.ssiincorporationstudy.com/finalreport/ .

It was a good suggestion and I’ve included an outline of the report.

• Section 1 provides an introduction to the Report, including a description of ‘What Prompted this Study’, its purpose, the geographical boundary of the area included, the Study Committee and process, and key considerations used in the financial analysis.

Balanced Budget 2017 delivers benefits for the Shuswap

By Greg Kyllo,, MLA Shuswap When our government released this year’s provincial budget, I was excited for seniors and families in the Shuswap to experience its benefits.

Balanced Budget 2017 – our fifthconsecutive balanced budget – shows what can be accomplished when we grow our economy and control spending. With a strong economic foundation, we’re able to make record investments while also returning money to British Columbians who have worked hard for our success.

This year’s budget starts the process of eliminating MSP premiums, cutting them by 50 per cent. Beginning January 1, 2018, households earning an annual net income of up to $120,000 will see their premiums cut in half. For families, this means savings of up to $900 a year, and for individuals, savings of up to $450 a year.

This change will benefit seniors as well. Senior couples with a family net income between $51,001 and $120,000 will save $900 per year, while senior couples earning up to

$51,000 – or single seniors earning up to $45,000 – will continue to qualify for reduced premiums.

This year’s budget delivers many other benefits to seniors – both here in the Shuswap and around the province.

Aside from providing a further $159 million to maintain rental assistance programs for low-income families and seniors, Budget 2017 contributes to our government’s $920 million commitment to build nearly 5,300 units of affordable housing – including 542 units for seniors. And adding $4.2 billion to the health care budget over three years is good for all British Columbians – including seniors.

With record job creation and more people working than ever before, our government recognizes that British Columbians have worked hard to get us to the position we are in today.

Through sustained economic growth and projected budget surpluses, government is able to give back while also investing in our future. And that’s something I’m proud to deliver for the Shuswap.

The ranch-style home on 40 acres provided quiet country living to seniors who required a helping hand but still wanted to live semi-independently without leaving their community.

Angela Bischoff Lagore said she would have still been operating if she had subsidized beds. She has spent the last almost four years trying to get funded beds through Interior Health but was told she must first gather statistics to show there is a need in the community. Interior Health does not track numbers, although it oversees the community care nurses who relocate people from the North Shuswap to funded beds in Salmon Arm and Kamloops.

She has turned away about 15 people in the past couple of years who can’t afford the private pay system. “So, people have to sell their homes and move to town, and I could have still had employees and still been open, it’s a trickle-down effect.”

There is no reason why the government shouldn’t be supporting a small rural assisted living home, she said, it employs people and allows people who need the service to stay in their community. She has gone to the Health Minister, the senior’s advocate for BC, the head of Interior Health and both Kamloops and Salmon Arm hospitals. Although some seem to agree with her, they pass the information on to another agency and it ends up going around in a circle. She can’t keep doing this year after year.

With funded beds, it would cost less for the clients coming in and would have made for a more stable business. Fluctuating from two to six clients made it difficult to consistently retain staff and predict monthly income. Even having two funded beds would have made it manageable.

“Mark and I want to relocate the business to Scotch Creek and expand there with a bigger market in mind.” They are working with the owner of the Family Fun Centre and looking for community-minded investors to work with them to turn it into a community centre.

The plan would be to keep the restaurant/ lounge, mini golf and bowling but add a gym upstairs, classes where the arcade was and eventually build a care home on the property.

“We can’t tie a care home into it until we have community water and sewer” but the biggest plus to the Fun Centre is it already has commercial kitchen that can feed the care home clients so the restaurant doors could be open year-round for everyone. She sees many benefits to the community including employment, having an event site and increased health services.

By Larissa Lutjen 2009 had been an all around bad year. Cynthia Bentley was thinking of the people the community had lost that year and the people she knew who were struggling. Even the economic downturn was weighing on her mind. That fall she decided to plant a living memorial in her yard with 100 daffodils. The next fall she planted 100 more.

Then she decided to move the planting to a place where more people would be able to enjoy them, a bank of natural land on her property along Line 17 where it meets Garland Road - luckily she finds that the local deer leave daffodils

alone. Nobody driving past that corner each year could miss the happy yellow flowers that seemed to spring up out of nowhere.

Of course they didn't spring up out of nowhere. Every fall Cynthia continues to add another hundred bulbs. She also spends time keeping the brush down and tending the previous plantings.

Her low-key activities led at least one person to assume that the flowers had appeared magically.

This person decided to help herself to a few of the bulbs, much to the alarm of a neighbour who confronted the guerrilla gardener and stood guard until the woman left.

Cynthia made a sign that she puts up in the spring, explaining why the flowers are there. She also started a facebook page, “Daffodil Project 100 Daffodils.” As she describes on the page, the flowers were planted “in memory of those who had passed and those who were struggling in one way or another”- this year she is thinking of Bill Varga, David Bentley, Billy Rawn and Heinz Steinhilber as the first green leaves start poking through. She hoped the flowers would “brighten people's lives if they happened to pass by” and

doesn't mind people clipping a couple flowers but hopes nobody will dig them up again.

Cynthia would love for more people to get involved with the project at her site or to do a similar thing where they live. For 25 years she volunteered raising money for the Heart and Stroke foundation, today she is putting her efforts toward a simple gesture to lend a bit of cheer to the hundreds of people who drive past. She knows many people are dealing with their own private hardships and wants to create a small bit of happiness that might help.

By Fire Chief Mike Engholm It’s great to see that spring has finally arrived after a winter that seemed to have dragged on. Now that the time changed to daylight saving time, I hope everyone remembered to check their smoke alarms and change the batteries. This simple procedure could save you and your family’s life, and should be done every spring and every fall during the time change for easy remembrance. Also you should think about using a vacuum to remove the dust inside your smoke detector to ensure proper operation.

In the last couple of Fire News articles I have been writing about FireSmart for the North Shuswap community. Over many years the fuel load has increased to dangerous levels, without a lot of fuel mitigation. It is one of my focuses to assist our community property owners with information and ideas to help prepare for the upcoming wildfire season. Everybody knows how devastating it would be if our community had a large scale wildfire.

There were no new call outs for the SC/LC Fire Dept. since the last Fire News, and I thank the public for being extra careful and respecting the dangers of fire.

Training has kicked into high gear now that the spring

training calendar is out. So far SC/LC FD has sent 2 firefighters to a Level 3 Structure Protection Unit orientation and refresher course, which involves setting up portable pumps, lots of hose and sprinklers for wildfire protection.

In house training we have been focusing on preparing 4 firefighters for the upcoming 2 day Exterior Live Fire course, which includes SCBA donning, hose handling, car fires, dumpster fire, and propane tank fire attacks with the addition of exterior building coordinated live fire attacks.

Shuswap Watershed Council Meeting Highlights Submitted by Erin Vieira, BNRS Election of Chair and Vice Chair Paul Demenok was acclaimed as Chair of the SWC, and Larry Morgan was elected as Vice Chair. Both positions are for the calendar year 2017.

Workplan and budget for 2017-18 Program managers presented the proposed workplan and budget for 2017-18.

The workplan and budget were approved as follows: • Water Monitoring Initiative $66,250 • Water Protection Initiative $75,650 • Recreation Safety Education Program $12,800 • Communications Program $34,600 • Administration $41,600 • Operating Reserve $97,450 The new workplan and budget come into effect on April 1st 2017. Key activities for the SWC in 2017-18 will be increased water quality monitoring in the Salmon River; the second year of a nutrient study in the Shuswap and Salmon Rivers with UBC-Okanagan; the completion and distribution of a 2016 Shuswap Water Quality Report; a new one-year monitoring program in Shuswap Lake for nonylphenols, a substance of emerging concern; and the continuation of safety campaigns and provision of safety equipment for water-based recreation.

Correspondence with the Province re-

garding aquatic invasive mussels Correspondence between the SWC Chair and Environment Minister Mary Polak regarding aquatic invasive mussels and the province’s prevention program for such was reviewed. Program managers were directed to prepare a follow-up letter to the Minister requesting further information about the province’s prevention program for 2017.

Update from Program Managers Program managers reported that activities for the current year (ending March 31st 2017) are on-track, and they are projecting a surplus of $79,250. Year-end reporting will be completed in April.

Communications materials Program managers presented two items in the SWC communications package: an updated stock slide deck for SWC members to use in presentations, and a draft “What is the Shuswap Watershed Council?” onepager.

The latter will be complete in April/ May. The next meeting of the SWC will be May 10th at the CSRD.

Arthur Manuel’s Legacy Book Review by Jim Cooperman (copies of book available at the Library) The Shuswap lost a true community leader and a powerful, effective advocate for Indigenous rights and title this year when Arthur Manuel passed away at the age of 66.

Thankfully, he wrote two books that provide a better understanding of the over two centuries of Canadian injustice that First Nations have had to endure and what actions are needed to rightfully address the problems.

The first book, Unsettling Canada: A National Wake-up Call, written with co-author Grand Chief Ron Derrickson was released in 2015. The pair’s second book, Settling Canada, is due to be released in April. Unsettling Canada is a stirring account that chronicles the history of the First Nations struggle for self-determination along with the history of his family and of his many years of activism. The stories that Arthur weaves into the compelling narrative make the book difficult to put down.

In many ways, Arthur followed in his famous father’s footsteps, as he continued with the international work begun

by George Manuel. But it was not an easy childhood, as with his father away working, he and his siblings were forced to attend residential schools. It was there, that Arthur experienced first hand the discrimination and unfair treatment that most Indigenous people have endured. When Arthur was caught riding a railcar during a summer escapade, he could not pay the $25 fine and wound up in an adult prison for 30 days, where the food served was better than in his residential school.

One of the most captivating stories was the one-day takeover of the Indian Affairs office in Ottawa that he helped

organize as the leader of the Native Youth Association. Fortunately, because the leased building was not federal property, the Ottawa police prevented the heavily armed RCMP from breaking up the protest.

Inside, the young activists found locked file cabinets that they managed to open. A number of key confidential files that provided insight into the workings of the agency were secreted out in the sleeping bags of a number of young protesters who were allowed to leave early.

Although he left with just one course left to take, Arthur’s years of law school in Toronto provided him with both the legal knowledge and skills that served him well. When his father visited him at the law school in 1979, Arthur tried to convince him to get involved in the Trudeau government’s effort to repatriate the constitution. That effort began in earnest the following year with the Constitutional Express, a trainload of First Nation leaders that arrived in Ottawa to press their concerns. Further protests in England and support from the provinces helped result in this clause added, “The existing aboriginal and treaty rights of the aboriginal peoples of Canada are hereby recognized and affirmed.”

Despite this success, in the following decade First Nation leaders were unable to negotiate a path forward and by 1987 the federal government simply dropped the file. During these years, Arthur took a break from activism and developed a gas station business on Neskonlith band property adjacent to the TransCanada Highway. But even this was a struggle, as he had to deal with massive amounts of red tape and convince Revenue Canada to reduce its withholding period.

the early 1990s, when the provincial and federal governments teamed up to offer a new treaty process that was blatantly unfair because it required the extinguishment of First Nation title. With some band members promoting participation in this new process, Arthur found it difficult to concentrate on the business.

When highly respected elder Dr. Mary Thomas urged him to run for band chief, he could not refuse.

Arthur served four terms as Neskonlith Band Chief and also chief of the Shuswap Nation Tribal Council. During these years, Arthur assisted with the frustrating protests at Sun Peaks that resulted in jail time for his daughters and other band members. Angered over the loss of forests to large corporations; the resulting widespread ecological damage; and the inability for First

Nations to log or collect fees; the band proceeded to log themselves, which created a lengthy legal battle.

After serving as Chief, Arthur spent years working at national and international levels, where he was successful at working key pressure points.

He allied with the Nobel Prize winning economist Joe Stigliz to show the US Commerce Department how Canada subsidizes its timber by logging the forests that rightfully belong to Indigenous people without giving them a cent.

Arthur’s work with the United Nations helped result in the UN Declaration on the Rights of Indigenous Peoples that was eventually ratified by Canada. The intellectual blueprint he left for the work needed to decolonize countries and finally achieve justice and selfdetermination for Indigenous peoples is part of Arthur Manuel’s significant legacy.

By Larissa Lutjen This winter I started taking a course from TRU by distance education. For some reason I imagined a prof located in Kamloops and figured I'd be using the same text book as the oncampus students taking the same course. Instead the prof lives on Gabriola Island, has never taught in Kamloops, and the text book couldn't be bought on campus. It was a TRU course in name and credit only.

This trend toward outsourcing labour in education is increasingly relevant to the K-12 sector as well. It is one of a number of changes that see education treated as a commodity, or as a potentially profitable enterprise, rather than a service charged with creating a citizenry that serves the public interest.

Students in high school are also able to take on-line courses for their required credits toward graduation.

School District 83 currently offers 32 academic courses and 40 electives through their Education Outreach Program. On one hand this promises greater choice and flexibility. However the bigger picture might be the potential savings from “nonclassroom” pathways. As early as 2002 the BC Teachers' Federation was warning about the ministry's plan to increase the availability of on-line courses because the union worried that trained teachers would no longer be delivering the material. EOP students do have teacher assistance available but one teacher oversees potentially dozens of students.

Likewise the new curric-

ulum that BC schools are now using has dramatically reduced the learning outcomes per subject and grade with a new focus on 'personalized learning'. The streamlining of the curriculum was welcomed by teachers formerly drowning in a sea of learning outcomes, however the direction again is away from standard classroom delivery and toward individual pathways with more alternative and technology-mediated learning that can happen outside a traditional school setting. In other words, greater choice and flexibility, but also the potential for further diminishment of the central role of the classroom teacher.

In an interview with CBC radio's Rick Cluff last September former Liberal cabinet minster Colin Hansen pointed to the new curriculum as an initiative that will make education more efficient, or in other words, cheaper. This government has a long history of disrespect toward teachers. You could be forgiven for wondering if the current government envisions an education system 'liberated' from the necessity of classroom teachers all together. Or perhaps the point is to encourage people to choose the private system which costs the government half as much per student.

BC's K-12 education has been sold as a 'product' overseas since the late 1990's. In 8 countries around the world, with 35 locations in China alone, students can attend BC Certified Off(Continued on page 25)

shore Schools where they will graduate with a Dogwood Diploma that will put them on an equal footing with other BC students when applying to enter BC universities. Last year concerns arose over “credit integrity” when students attending Ontario certified schools in China brought forward complaints about payments for grade inflation.

Students attending offshore schools pay in the order of $15,000 a year tuition, which generates a small surplus profit for the provincial government.

However the larger goal seems to be to stream those students into BC universities where international students generate healthy profits, with the added bonus that many will stay in BC to add to the trained labour force.

Last year the provincial government issued a document stating their vision for education. The Ministry of Education's Service Plan made increased flexibility in education a primary goal.

In order to achieve that goal, the stated strategy was to “[r]ecognize multiple

pathways to graduation” not limited to classroom learning but also including “distributed learning, community learning, trade training involving local industries and group learning options”.

The same strategy seeks to “streamline transitions to post secondary pursuits”.

The transition from education as a public good to education as a commodity should give us pause. Teachers in the university sector are increasingly working under precarious conditions, with less job security and the threat from out -sourcing. The focus toward streaming high school students into the job market, or away from government funded public education and toward user-paid university education, as quickly as possible is concerning. The changes in education in BC suggest that there is uncertainty today about the role K-12 schools should play. Is public education still about ensuring a highly educated citizenry? It is worth asking who these changes benefit and whether this direction serves the public interest.

Have you ever thought you’d like to help our North Shuswap First Responders, but know you would prefer to focus on aspects other than attending medical emergencies? Our NSFR Society provides invaluable administrative support so our certified Responders can focus on training and attending calls.

Our Society members manage all funds received through the CSRD and public donations.

They complete all documentation that is legally required.

They review and approve all purchases for medical equipment, pay monthly bills, as well as bills for training. Society members ensure oxygen tanks, AEDs and other equipment are always in good working condition. Annually, they review licensing requirements and insurance needs.

Our members participate in some community events throughout the year, especially those organized by our Fire Departments. The Society also organizes the sale of the reflective address signs for North Shuswap properties, and manages a free medical equipment loan out program for those times you might require a raised toilet seat, crutches, or other supplies to help you recover.

Typically, the NSFR Society meets eight times in the year for one hour, with no scheduled meetings in Dec, Jan, July nor August.

Please note that we do not do fund raising, and com-

mittee work is not organized on weekends or evenings. Three of our Society members have also taken on the job of dispatching calls when BC Ambulance requires our help, but this position does, of course, require considerably more time and availability.

There are many opportunities to volunteer in our community. A Vast Variety of Valuable Volunteers

By Larissa Lutjen In many ways volunteer work is no different than regular work. Both can provide a sense of purpose and a structure to one's days. Both can involve using your creative or physical energies toward making a positive change around you. In both you can express your ideas and opinions. But work you choose to do, and are not compelled to do out of economic necessity, is often more meaningful and enjoyable. Most volunteers will tell you that donating their time is not a burden but a pleasure.

With a high number of retirees in our community, volunteering provides an important way to stay active and to make or maintain social connections, which are vital to our mental health at any age. For groups of people who are outside the regular workforce, by choice or circumstance, volunteer opportunities can create social networks and a sense of belonging.

Whether seniors, teenagers or stay-athome moms, lack of a sense of belonging and a feeling of contributing to your community can be the beginning of depression or anti-social behaviour.

(How many communities have been blighted by the vandalism and graffiti of socially alienated stay-at-home mothers running wild?)

We don't often consider that there are also barriers to volunteering. Some people lack the social connections needed to find their niche in volunteer organizations. Without a reliable vehicle and a full tank of gas it is pretty hard to get involved in any activity outside your home. For many people, the demands of their paid employment or other commitments use up all their time or energy. They might want to attend PAC meetings or take part in community clean-ups, but they just can't spare the time.

And volunteering can have downsides. Dealing with difficult people is a potential hazard in any group situation.

A loose organizational structure can be more relaxed and welcoming but can also set up problems with authority, control and decision making. Burn out can result when you take on too much or feel like the work is not being shared equally.

In addition, people can make a difference in ways that don't involve being part of an organization. Neighbours who plow driveways, give away surplus produce, or share their tools or expertise generously are worth their weight in gold. When we look out for each and find opportunities to help and share, everyone benefits. The bonds that hold a community together and make it strong are formed by people getting to know each other, working together and making life better for others.

It is quite possible that there are more volunteers per capita in the North Shuswap than you would find in a similarly sized community. Starting from geographic west here is an informal list of all volunteer and non-profit organizations on the North Shore. See if you can think of others: The Adams River Salmon Society, the various fire departments, The Lee Creek Arts and Sports Society, the various rate-payer associations, The Historical Society, the various CSRD committees with local representation, The Health Centre Society, The First Responders, The Food Bank, the Imai Ball Park society, the Parent Advisory Council, the Farrell's Field volunteers, The Lions Club, the North Shuswap Community Association, the Coffee House volunteers, the Celista Hall Farmers' Market society, the Cemetery society, St. David's Thrift Store, the Lakeview Community Centre, and the Seymour Arm Community Association.

In honour of Volunteer Recognition Week, April 23-29, the Kicker wishes to thank all the local volunteers who contribute to the North Shuswap (you know who you are!)

Lions Club News

By Barry Tannock At our March 9 meeting the North Shuswap Lions unanimously approved a $2500 donation to the Shuswap Marine Society for the purchase and installation of a Kids Don’t Float Kiosk at the CSRD boat launch located at Magna Bay. The kiosks have loaner PFDs (Personal Floatation Device) for children to use while boating or swimming. Presently the kiosks are located at a boat launch in Sicamous, Canoe Beach, Shuswap Lake Park Provincial Park, Herald Provincial Park and the Wharf in downtown Salmon Arm. Four more will be installed this year including Sorrento, Magna Bay, Chase and Blind Bay. The club has identified this donation as our 2017 Lions Centennial Legacy Project.

St. Paddy’s Dinner Supports Purchase of Defibrillator

By Jan Penner I celebrated St. Paddy’s Day with a terrific meal of Irish Stew, Chicken, Mashed Potatoes, Salads, Garlic Bread and Desserts. The wonderful food was created by Karen and her staff at the Copper Island Pub and was a North Shuswap Lions’ fundraiser.

This was the second dinner I’ve been to at the pub, the other being New Year’s Eve when Prime Rib was on the menu. Karen has been having theme nights every few months, both on her own initiative and in conjunction with the Lions Club. They are great opportunities to get together with other members of the community. It means a night without cooking (YAY!), a chance to socialize and a way to support our community – both charitably and supporting local business.

The St. Patrick’s Day dinner was a fundraiser with proceeds going towards the purchase of a AED (defibrillator) for the North Shuswap Community Hall in Celista. It was announced at the dinner that enough was raised that this piece of equipment can now be purchased.

Karen is contemplating the possibility of future dinners. There may be something coming up in May, before the busy summer season hits. Keep your eyes and ears open and if you get the chance to purchase tickets, do it!

Kickin’ Tech News Mobile Data Usage John Seymour, Lakeside Technical Solutions

Chances are that if you currently own a cell phone, your cell phone plan will include a certain amount of data. By data I mean cellular Internet access or ‘mobile broadband’ which is the official marketing term.

Mobile broadband allows you to connect directly to the Internet wherever you have cell service. This can be quite handy for a variety of situations but the problem is that you typically don’t get a lot of data with your plan and it can easily run out before the end of the month.

If you use more data than you pay for in a month, you may find that your cell phone bill is larger than expected.

Certainly you can upgrade to a plan that provides more data each month but it is quite expensive to do so.

Personally, I prefer to do the bulk of my Internet activities at home where I have almost unlimited Internet access that I already pay for. So for me, although I like having the Internet available everywhere I go, I try to use my mobile data as sparingly as possible to avoid any additional charges.

The best way I’ve found to manage mobile Internet usage is to turn off all apps that use mobile Internet data until you’re ready to use them. That way you can be sure that there won’t be any surprises at the end of the month when your bill comes in. The most likely suspects that could drive up your usage are Email, Facebook,

Twitter, Instagram and Messenger, all of which can be using data if they are turned on for cellular use, even when you are not using them.

To turn off Apps for mobile broadband use on an iPhone, go to Settings/ Cellular, scroll down to see which apps are turned on for cellular data and flip the switch to the left to turn them off. For Android phones, go to Settings/Data Usage/Mobile, scroll down and select the App in question and choose the option to Restrict Background Data Usage. This will stop that App from using data while connected using mobile broadband. Note that the settings for both phones above will not affect how the Apps work when you are connected to WiFi, only when you are connected using your mobile data plan.

Also, when you start an App while on mobile data, your phone will let you know that it is turned off for mobile Internet, and direct you to the appropriate setting to turn it back on.

Eventually all cell phone carriers will no doubt offer unlimited mobile Internet use but until that day comes, it’s wise to manage your usage manually. I’ve heard too many stories from people who received an unexpected bill for Internet data they didn’t realize they were using.

By Gail McNeil-Oliver, Executive Director April 23 to 29 is National Volunteer Week! Look to your left...look to your right…I’m sure you see a volunteer or two. You probably know a volunteer or maybe you even volunteer yourself. Volunteerism comes in many forms; the variety of volunteers and what they volunteer at is probably as wide spread and diverse as our beautiful province.

It’s easy to miss out on recognizing people as volunteers when they are not part of an organization or group.

Volunteers turn out to be our neighbors who just like to lend a helping hand. We all know someone who has helped to shovel a walkway or plough a driveway, delivered soup when they know a friend is sick, stopped to assist a wounded animal, or organized a bottle drive to support a local cause or youth group.

Every community has them and needs them. Our vast community of the North Shuswap is certainly a better place because of all the great volunteers that contribute in various ways to our community.

Health Centre, we have many volunteers that contribute to the clinic in variety of ways.

We are very grateful to people like Dennis & Ann Chow who volunteer through the TELUS ‘Dollars for Doers’ program which matches retirees volunteer hours in donation dollars to a registered Canadian Charity of their choice. Thanks to Dennis & Ann’s volunteer efforts, TELUS has donated $500.00 to the NSHCS. Chuck St. John is another volunteer that has contributed to the Health Centre by volunteering his time to design, etch and donate a piece of his glass art work. Chuck completed an eye-catching piece of glass for the Health Centre that features a captivating image of Copper Island.

Chuck is a local artist who works out of his Nimbus Glass Studio in Lee Creek.

It all started with my dad. You can say its all his fault because he pointed out the ad for a janitor position down at The Hall. At first I thought “What? Janitor...?” But I did need a part-time job and the next thing I knew, a week or so later, I was down at The Hall talking to Alison Elmes on an Easter Sunday, which also happened to be my birthday and she was giving me a list of instructions and the keys to the Hall.

That was back in 2011.

I was the janitor for a year and although it was a humble job, as all cleaners know, I took pride in knowing I was supporting the Hall which had figured large in my life growing up here and I was happy to do something to give back to the community.

The next year I was asked to sit on the board and I also started writing the Bulletin. After a year on the board, I was asked to be Vice President and soon I found myself chairing meetings as the sitting president was often away. The following year I was elected President and served out a whole two year term as Chair and President.

So here we are six years later, and I am now moving on to the eminent position of Past-President and somebody else will take up writing the Bulletin next month.

First I have to say that this experience has been one of the most important in my life, and I will always count it as a unique honour to have been trusted with this position by the members of the community. I would

like to thank everybody with whom I worked for—everything—because, above all else, running the Hall is a group effort and I counted on a lot of people to make sure the various jobs got done. In fact, I tried to delegate everything I could to people I knew would do a great job and sure enough everything got done.

Thank you to everyone who told me how much they liked reading the Bulletin. It was a challenge, but for the most part it was a pleasure, and I missed almost every deadline.

I am, as you read this, tree planting up in Ocean Falls. Put up your hand if you worked or know anybody who worked in Ocean Falls when it was a company town. No time here, but the story of Ocean Falls is a really amazing one.

The Annual General Meeting of the NSCA is on April 18th. We are looking for new board members, and if you want to give a little back the community and meet some new friends, then volunteering is a great place to start.

Anglemont Ladies Golf

By Bev Shea Looking out my window this morning it is hard to believe that spring is just around the corner and that we will soon be able to golf – but the calendar says Spring has arrived and last week I entered Judy Weller and myself in a golf tournament, which must mean we are getting ready to swing some clubs. I hope that by the time this Kicker is in your hands that the ladies have been able to start or will soon start getting together on the golf course.

Our official opening day will be in May (to be decided by the executive and Craig when everyone is back in residence) but we will be meeting informally just as soon as the course is open.

We will golf on Tuesday and Thursday at 1 PM to start and as it warms up we

will move our start time back. The Anglemont Estates Ladies’ Golf group has always been a very social group that welcomes golfers at all skill levels. If you are a beginner do not be afraid to join us, we are very patient and will help you with the rules and courtesies of the game.

We have lots of weekly prizes (a number of members have been busy shopping all winter) that add to the fun as well as a number of “special days” – like Christmas in July, Guest Day, three club day, etc., that will add to your fun this spring and summer. Anglemont Men’s Golf

By Gerry Shea The Anglemont Estates Men’s Golf Club season is just around the corner.

Hopefully, some warm weather will start to melt the snow and dry up parts of the course.

Same as last year, shotgun start is 5:00PM every Thursday and the Men’s club season lasts from mid-April to around the first of September.

A Double Elimination Match Play Tournament and the Club Championship are the competitive highlights of the season New members are always welcome and lots of weekly

April also means the start of the Tuesday and Wednesday morning senior men’s golf. We play from early April to about the middle of October. The walk is a bit more than a mile and the up and down terrain is a good workout.

Congratulations! Marianne organized a successful fund raising project collecting items to be taken to Value Village. The downstairs hall looked like a rummage sale while piles and piles of goods came in from our very generous community. In the end Marianne and helpers collected and sorted through 2,152 pounds of clothes, 685 pounds of hard goods and 267 pounds of books. In addition we collected over $300 in donations from our members for this fund raiser. Thanks so much to everyone who supported this initiative.

Bingo: Bingo is moving back to evenings starting Thursday April 6th. Doors open at 6 p.m. games start at 7 p.m. Bingo’s are held the first and third Thursday of the month.

Arts & Crafts: Crafts is still happening on Tuesdays but the crafters may be either upstairs or downstairs depending on attendance.

I am writing to you stating my opposition to this proposal. There are a large number of reasons. Firstly, I don’t believe the current population of Scotch Creek can afford becoming a municipality. The people who are pushing this – basically a few members of the Chamber of Commerce - have been saying for the past ten years that Scotch Creek is dying. Now they want to believe a report – done for them – that says Scotch Creek is a vibrant community. Which is it? They can’t have it both ways.

Several of the steering committee don’t even live in Scotch Creek. According to the report only 24% of the landowners in Scotch Creek have Scotch Creek postal codes. I am sure there are people who have Scotch Creek Postal Codes that do not live in Scotch Creek.

Also, many of the 24% of the residents that live here are “Snowbirds”. That means that 75% don’t live here and many will not be able to vote if this proposal ever reaches the voting stage – that is why it is so important to stop it now. Many of the houses along the lakeshore which will be paying the majority of the taxes won’t even be allowed to vote. Thankfully the CSRD denied their request.

According to the 2016 Census the percentage of permanent residents compared to the number of households Scotch Creek is one of the lowest in the North Shuswap. Anglemont is 40%, Celista is 50%, Lee Creek is 57% and Scotch Creek is 32%.

I also have it from good authority that individuals are going to other areas in the North Shuswap to garner letters or signatures of support. Firstly, people living in other areas of the North Shuswap won’t be paying the taxes so all of their names should be totally removed from their support.

They want to have 1 mayor and 6 councillors. All the expenses of having a building, purchasing land, secretaries, equipment, road costs, garbage, fire protection to name just a few will make it too expensive for the approximately 600 people who live in Scotch Creek.

(The 2016 census says 711 but that includes Leopold Road, Ta Lana Bay and Copper Cove.)

Scotch Creek has only one piece of land that is zoned industrial at this time.

That is usually what helps to pay for places that are municipalities, or towns.

I heard that one of the reasons for the push was because of all the rules that have to be followed. If one knows the history, many of these people are the same ones that were pushing for more rules. They pushed for all the high, density areas in Scotch Creek, not listening to many of the local residents. At the time, they also went to all the areas of the North Shuswap even though the high density doesn’t affect the rest of the North Shuswap.

I don’t always agree with the CSRD, but I prefer that the CSRD continue to be the local government for this area.

The CSRD can also apply for grants to bring water and sewer to this area. Understandably the CSRD has to think of the whole area and not just of a small special interest group. This group is basically only thinking of their bottom line and not listening to residents who live here. In fact, they didn’t involve the community until most of the planning had been completed.

Previously, in the Kicker,

they were only asking for letters supporting the idea – not requesting opinions pro and con.

Unfortunately, many people who are against incorporation are getting tired of always having to fight to have their opinions heard, and are frequently dismissed as being dumb, not listened to, or are bullied.

The B.C. Liberals raised more than 12 million dollars last year: more than the Federal Liberals did for their winning campaign in the last election, There isn't much illegal in B.C. for political fundraising, but one of the few things that is giving money in your own name when it really comes from someone else, yet that is what many lobbyists in B.C. have been doing. They make the contributions, and then get reimbursed.

The matter has been turned over to the serious crimes unit of the RCMP by Elections B.C. (after it hit the headlines), and lobbyists in the province are now running for cover, as are the B.C. Liberals, who are suddenly asking for the tax receipts to be returned. Previously, some lobbyists reported being told “We don’t mind you claiming the money, we just don’t want to see B.C. Liberal fundraiser on your invoice. Just bill us for more hours,” They feared being shut out if they didn't pay.

Since there has been only one party in power for the last 16 years, guess which party we are talking about.

Now, revelations have gone one step further. Two former executives for KPMG, (an accounting firm also famous for the sham offshore tax havens and which has billed BC Hydro and BC Lottery corporation over $2.5 million in the financial year ending March 2016) contributed $150 thousand dollars between 2005 and 2010. One, Christie's financial agent in 2011, has since resigned and been appointed to the board of Knowledge Network by Christie. The other died in 2004. Voting the graveyard used to be a custom, but getting money from a tombstone?

Where is this guy buried? If I talk nice to his grave, will it give me some money as well?

Road Maintenance The roadside brushing that went on this winter in the Magna Bay are is an example of the shoddy work we see far too often. As a former employee of both the Highway Department and private contractors I have seen the deterioration of the road maintenance over the years. The first few years of privatization were alright with new trucks, air conditioned mowers and opportunity for advancement.

As the contractors changed the machines got older, the employees fewer and the maintenance fell behind. The

neglect of shouldering in the spring and lack of additional mowing in the summer creates a hazard for drivers and bicyclists. Since we have lost a lot of good jobs for families in the North Shuswap, we at least should feel as though we are getting some quality service. Having said all this, we wish to commend the truck drivers for their satisfactory job of plowing snow this long winter.

n my Year End Real Estate Market Report, written in January 2017, I remarked that I see the 2017 market as continuing stable but with sales volume up a bit, like 2016 was over 2015. I also said that I expect inventory levels to remain at average numbers or above, like 2016 was.

As I write this article, I’m wondering what the future will bring. Levels are below what we should be seeing. Sellers seem to be holding off calling their Realtor to list for sale. January, February and March are when many new listings should be online but they are not.

Realtors are calling each other to see if they have any new listings coming up.

f inventory levels are low or falling, then there could be pressure to bump prices up. As of March 9, 2017 we had 146 MLS North Shuswap listings. July 15, 2016 we had 330 North Shuswap MLS listings. If this continues buyers will have limited selection in 2017.

Parental Alienation

By Larissa Lutjen The website for Maclean Family Law, which offers separation dispute resolution and divorce litigation services out of Vancouver, suggests that “while parental alienation is often alleged, it is less common than one would think”.

Most divorced parents are able to put the best interests of their kids ahead of any residual resentment toward their exspouse. But sometimes, whether as a “naive or active alienator”, one parent will cause a child to dangerously disconnect from the other parent.

In April of 2016, a judge ordered a BC family to attend a family reunification program after he found that a father had overtly criticized the mother; had asked the children to spy on her; had suggested that she could be dangerous; and had told them things to encourage the idea that she didn't love them. The mother-in-law was also found to have participated in the alienation by removing photos including the mother from her house and by reporting her to authorities without cause.

The oldest child in particular told the mother she was not welcome at his school events, accused her of 'stalking him' when she did come to events, accused her of acting vindictively toward the father, and in spite of being highly critical of the mother reported seeing no flaws in the father. For his part the father argued that the mother was jealous of the close relationship he had with his son.

The judge described the alienation as a form of abuse.

He ordered a family reunification program, the first step of which was to briefly remove the children involved from both parents, then reintroduce the alienated parent. Both parents were forbidden to disparage the other parent, or the other parent's family and friends, in front of the children.

Alienation is distinguished from estrangement, which could have a legitimate cause, by the fact that there is not only a lack of connection to one parent but a corresponding strong alignment with the other as the bond with the alienated parent is damaged. April 25th is the 10th annual World Parental Alienation Day. Shades of Alienation: • Offering kids a choice when the custody agreement is clear.

• Telling kids too much about the relationship breakdown.

• Refusing to let kids move things between houses.

• Blaming the other parent for financial pressures.

• Using scheduling as a weapon.

• Acting hurt when the child speaks happily about the other parent.

• Establishing secrets – like secret words or gestures – with a child that are not to be shared with other parent.

• Introducing idea of adoption or name change to stepparent's name.

Possible Signs of Parental Alienation in Child • Child becomes increasingly angry, unforgiving and cold toward one parent.

Child is angry with one parent but won't or can't say why.

By Jan Penner Despite the fact that the weather was feeling more like Christmas Break than Spring Break, we did indeed spend the last 2 weeks of March on vacation. The last week saw distribution of report cards for those students receiving one. This busy week also saw the annual Talent Show take place. The audience was entertained by a select group of singers and dancers and congratulations go out to all the performers for a job well done, and to Ms. Auger for organizing and providing accompaniment for some of the songs.

Two Thursday afternoons in March we played host to members of the Celista Farmer’s Market, who shared their expertise in several fields through the presentation of workshops for our students.

Drama, kite making and tie dying were some of the options available for the students, who chose one activity to explore over the two days. The time and effort put in by volunteers to organize and present the activities was greatly appreciated and enjoyed by all.

Students visiting the District Art Fair at Picadilly on March 8th enjoyed their workshops very much. Hopefully many of you were able to visit the Mall and see all the great examples of visual art being created in our K-8 classes.

The North Shuswap School band travelled to Penticton for the Okanagan Band Festival.

They had a very successful performance and received some valuable pointers from the adjudicators. Thanks go to PAC and the Celista Coffee House for their donations (the band made an appearance at the Coffee House) which help cover travel costs. Thanks to Ms. Auger for organizing the trip and for doing such a great

job motivating our young musicians.

The Toast Program has come to an end. Thanks to all the volunteers who toasted and served each morning. Thanks also to the students and parents who organized and served on Pizza Day. This fundraiser for the grade 5-8 year book was very yummy and almost everyone in the building had pizza for lunch on St. Patrick’s Day. A reminder to parents with children who are or will be 5 by December 31, 2017, that Kindergarten registration for September 2017 is taking place on April 5th.

Drop by the office with your child’s care card and birth certificate and enroll them for September as soon as possible.

This helps with organizing classes for the fall and ensures that you are notified of the Kindergarten Orientation taking place in June. For more information, call the school office at 250-955-2214 on or after April 3rd. Please note that registration for September 2018 will be taking place October 2, 2017.

May 26th Sullivan campus will be hosting the Big Band Dance. As well as bands from high schools throughout the district, the North Shuswap Jazz Band will be performing.

Shuswap - The Artists' Paradise Submitted by Carl Chaplin All things considered, if you're an artist - where is the best place in the world to live?

Well, here is a simple formula that can help: C x $ / A x Q The number of clients x their budgets divided by the number of artists x the quality of their art.

In other words: The more patrons with money the better, but the fewer artists the better and the more creative the art the better.

So LA, Ottawa, London or Paris might have lots more patrons with big money, but they also have tons of artists competing for a market slice.

In most established artsy places like Aspen, Topanga Canyon, or Taos, the ratio of artist to client is even higher. But at least in those remote places the value or meaningfulness of the art is higher regardless of the genre. While the art in today's large city, establishment galleries are so lacking that one could have a better experience watching graffiti on a passing grain train out of Kamloops.

The reason is obvious - art created in the country is better because the artists live/work better when they live closer to nature. This is not to dismiss the occasional flaming urban talent that burns real bright for a short while in some artful hot spot. But the urban art market is fickle and hard on body and soul, to say the least.

Now consider the natural beauty and lifestyle of the Shuswap: The large number of people here who have expendable incomes versus the relatively low number

of artists and the high quality of art here.

The artists that live in the Shuswap live well and create a lot of very innovative work compared to other areas. That's not to say that the arts are easy here - they're not easy anywhere. And sure there is a full range from amateur to professional, but then, even the novices here are more enthusiastic and committed to their art.

Maybe they have more quality leisure time to pursue their art.

Which always begs the question “Why art in the first place?”

Again the answer is simple and straight to the heart. Art is the best therapy for what ails us. From traditional painting to making driftwood mobiles, whether it's personal or collective social concerns, art, music, literature, theater are more than just enjoyably ways to pass the time.

It's well known that artists "get lost in their thoughts" while in the process of creating and that they come out of their trance-like state feeling better, more satisfied. And if their created work is good enough, whether professional or amateur, the audience gets to "share" some of that satisfaction and therapy. You know you made art when you hear them talking about it.

Art gives the audience something to focus on. This is especially important in a resource rich economy. Because... well, because too much emphasis on resource extraction makes Jack a dull boy.

Fortunately the Shuswap is also a fabulous tourist/retirement area with a wider spectrum of income sources than most interior locations - which translates into a broader support base.

On the down side, the long distances in the rural areas make centralizing the arts difficult. Much of our art budgets goes for gasoline and accommodations. But in the Shuswap transportation also works for the arts. The railroad that runs through us united Canada into a continental nation. Today the Trans-Canada Highway brings many visitors who want to hear about that history and take home something artful as a meaningful memory of this place.

That said, the other side of art is exploring the leading edge of the Universe and right now that means digital (Continued on page 47)

everything. And not just in making music and videos but also still images and sculpture. It is of course mostly the younger generation exploring this new technology and often in new ways that baffle us older folk.

There are artists in the Shuswap that use digitally controlled music, lights, lasers, 3D printers and probably a lot more. Soon there will be - well who knows what - In the age of the Internet if it shows up in Tokyo or Berlin, it will show up here eventually.

Altogether the Shuswap has the natural beauty, the easy living, and interested patrons that makes it the best place in the world to be an artist.

Don't be surprised if it gains the reputation as an artists’ paradise.

Disbelief danced through his head, followed by anger; anger at the company, and anger at himself for trusting them.

The day had seemed so full of promise as he had left home. Months of hard work, tough negotiations, late nights had finally come together in a sweet deal that would bring in big bucks for the company. And Jim was sure it would also result in a nice fat bonus and promotion for him.

Instead, as he walked into the president’s office he was met by his immediate supervisor and told that someone else would be making the presentation. Jim swallowed hard but was optimistic that all his hard work would still be acknowledged and rewarded.

Instead, he was here in the parking lot, sitting in his car and wondering how all of his efforts had been smoothly scooped up by someone else, leaving him sitting on the

sidelines watching while the president warmly congratulated the one person who had been minimally involved in the whole project.

Betrayal distorts our sense of reality.

Someone has said, “Stab the body and it heals, but injure the heart and the wound lasts a lifetime.” Betrayal is one of the most painful human experiences and it does indeed wound the heart. Betrayal pulls the reality rug out from under our feet. It distorts our sense of reality. What we thought was a solid relationship, a stable job, a guaranteed income suddenly crumbles before our eyes. And we are left feeling that the world is tipping and we can’t keep the boat from capsizing.

The pain is excruciating and we may go through our day wondering why everyone is acting so normal, when the world has literally been ripped apart and is lying in pieces at our feet.

Betrayal diminishes our sense of self-worth.

When we are betrayed we often begin to second guess ourselves. “Did I do some(Continued on page 49)

thing to cause this?” “Why didn’t I see it coming?” We berate ourselves and flip flop back and forth, blaming ourselves and lashing out in anger against the one who betrayed us. We trusted – and now we feel stupid for trusting. We believed – and now we wonder how we could have been so gullible.

We need to realize that in being betrayed, we’ve been traumatized and deeply wounded. Torn apart and left for dead. And in seeing it as trauma we can begin to take steps to heal.

1. Take care of yourself.

Trauma affects us physically and spiritually, as well as emotionally. It makes sense to get proper rest and eat healthy. Healing takes time.

2. Don’t dwell on what has happened. It’s tempting to play out the scene over and over again but that’s like spending an hour on a rocking chair: It keeps you occupied but it doesn’t get you anywhere.

3. Don’t rush into lifechanging decisions. It can be tempting to try to make the pain go away by rushing into a new experience or relationship, but at some

point you still need to deal with the pain.

4. Avoid retaliating. People who try to get revenge ALWAYS end up losing in the end. “If you spend your time hoping someone will suffer the consequences for what they did to your heart, then you're allowing them to hurt you a second time in your mind.”

5. Choose to forgive. Forgiving does not condone the betrayal. We forgive because it sets us free. Sometimes symbols help bring reality to truth. For example, writing the offense in big black letters on a heavy rock and then heaving the rock from a bridge into the water below, or sending some helium filled balloons up to the clouds with the words, “Anger”, “Bitterness”, “Hate”, can be a tangible expression of forgiveness.

The heart may be injured but the wounds don’t need to last a lifetime.

Interior Health Interior Health (IH) is looking to the public for quality original art to help create an enriched experience for individuals visiting the new Community Health & Services Centre (CHSC) located in downtown Kelowna.

“Healing isn’t just mending broken bones – it’s also emotional and spiritual care, and art can help facilitate that,” said Premier Christy Clark, MLA for Westside-Kelowna. “People needing healthcare services are probably already having a bad day. Original art can bring some joy and beauty – and therapeutic benefits – to their experience.”

There has been a lot of thought put into the design theme of the new CHSC building, which emphasizes nature, natural beauty and water to inspire tranquil and calm feelings and emotions. Vibrant hues of blue, yellow and green are used selectively throughout the building, resembling lakes.

“I encourage people to contribute their artistic creations to the Community Health & Services Centre,” said Steve Thomson, MLA for KelownaMission. “Enjoying a piece of art can

help someone get through a tough time and also add to the overall ambience of any environment.”

“The Community Health & Services Centre sees an average of 1,000 people a day and this is a great opportunity for our local artists to showcase their works and have them be part of a setting that helps others heal,” said Kelowna-Lake Country MLA Norm Letnick.

White Rock artist Diana Robles and her husband and art manager Frazer Cole have donated art to Kootenay Boundary Regional Hospital for support they’ve received in helping Diana recover from near fatal collapses due to health concerns. Frazer says “the addition of art into the houses of healing help to bring a positive energy and reminder that we must care for ourselves and another.”

While the CHSC is located in Kelowna, there are staff that work in program areas that support residents across Interior Health.

Ideal art pieces should reflect community, connection and belonging, as well as being durable, suitable for public viewing and display ready. Contributions representing regional heritage, or featuring the artistic communities across Interior Health are especially welcome.

A plaque will be placed beside each displayed piece with information about the artist and their artwork.

There has been significant research done about the therapeutic effects of creating and viewing art. "Artistic expression can often serve as both an escape and a refuge from the intense emotions associated with various types of illness, including for those individuals dealing with mental health issues," said Mental Health and Substance Use Team Lead Grant Heidl. "Aside from relieving stress and providing a distraction from worrisome thoughts, artistic expression also allows the individual to enter a meditative-like state of focus which can temporarily push aside an individual’s worries."

The “call for art” or expression of interest will run from March through to the end of May 2017. By Claudette Carlsen I am writing this from Sun Peaks where there is still lots of snow on the ground and lots of skiers on Spring Break. Down in Chase, the crocuses are blooming and most of the snow is gone. On the way to Kamloops on Hwy #1, a pair of eagles are nesting.

Watch for them. I haven’t seen any sign of the owls on Shuswap Ave., hopefully they will come back although they should be nesting now.

The Eastern Collared doves sound very much like owls except that their "Hoo Hoo’s" are only three hoots where the owl’s is much longer

so unless you hear them, it is hard to tell which one it is. I haven’t heard any calls that have sounded like the owl’s. There are lots of the Collared Doves here and they are nesting too. I wrote about them in a previous column.

We did not have our March meeting due to sickness but we plan to go up to the Alpine with Alf towards the end of April to see the Glacier Lilies, and on May 9th at 10 am we will have our breakfast meeting in Chase followed by birding at the Lagoon. Everyone is invited, phone 250-679-8148.

Wild Wonders Outdoor Programs Shuswap Trail Alliance Registration to the sixth summer of the Wild Wonders outdoor programs for children and young people is now open thanks to the brilliant (and growing) collaboration of outdoor educators through the Shuswap Outdoor Learning Foundation.

We are particularly excited to feature their newest outdoor leadership program for young people, which begins in May. Registration is now open, but hurry - space is limited.

11 camps are on offer, ranging from Kindergarten through Grade 11. Camps this year include a K/1, 1/2, 2/3, 4/5, 6/7, 8-10, 3-5 bike camp, 3-5 Aboriginal-themed camp in Armstrong, 4-6 Aboriginal-themed camp in Salmon Arm and a 6-10 Art camp! All grades listed refer to what grade your child is currently in at time of registration.

An Inspirational Journey Part LVII

By Jan Penner I was not able to reach Heather Alison before deadline this month. I am hoping that she is just busy taking care of herself and so was not able to get back to me.

I do not know of anyone who isn’t or hasn’t dealt with, or known someone who is or has dealt with cancer. It continues to invade our lives with alarming regularity.

We need to take steps to stop this. Whatever your avenue, be it less GMO’s, less processed foods, more or less of specific foods,

more exercise, or something else you believe in, believe in it and do it. Have a positive approach to life and take care of you.

For those on their own journey, always know you have a network looking to be there for you. It may be family, friends, neighbours or strangers but others are there to offer support – you only need to reach out.

Heather, as always our thoughts and prayers are with you. May the sunshine and warmth of spring brighten the days for you and us all.

Programs are lead by experienced and professional outdoor educators, which include teachers, biologists, Aboriginal educators, horticulturists and artists. Camps are situated in different wild spaces around the Shuswap as well as two in the Revelstoke area. Camps focus on team-building, confidence-building, studying the landscape and culture, and deepening your child's connection to the outdoors.

INGREDIENTS 1/3 cup soy sauce 1 Tbsp. grated ginger 1 Tbsp. honey 1 Tbsp. white wine vinegar 2 cloves garlic, grated 2 Tbsp. canola oil 4 boneless, skinless chicken thighs, sliced

2 carrots 3 packages ramen noodles (seasoning packets discarded) 1 C sliced purple cabbage 1 C sliced yellow onion 4 scallions, thinly sliced Sirach hot sauce, for serving Lime wedges, for serving

DIRECTIONS 1. Whisk in a bowl, soy sauce, ginger, honey, vinegar, garlic and 1 Tbsp. of the canola oil. Add the chicken and let marinate for 15 minutes.

2. Use a vegetable peeler to create I cup of ribbons from the carrots.

3. Bring a medium pot of water to a boil, remove from the heat and add the ramen noodles; let sit for 2 minutes, then drain.

4. Heat the remaining 1 Tbsp. canola oil in a large skillet or wok.

Remove the chicken from the marinade, reserving the marinade. Stir-fry the chicken in the hot oil until cooked through, about 5 mins; transfer to a plate and set aside. Add the cabbage, onion and carrots to the skillet and stir-fry for 30 seconds. Add 1/4 cup water, scraping up any browned chicken bits from the bottom. Add the cooked ramen noodles, cooked chicken and reserved marinade to the skillet along with the scallions. Stir-fry for one minute until everything is heated through and uniformly combined. Serve immediately with sriracha and lime wedges.

OBITUARIES LLOYD, Lilian Isabella (nee Johnston) October 29, 1926 Omagh, N. Ireland March 6, 2017 Calgary, Alberta Lilian passed away on Monday, March 6, 2017 at the age of 90 years.

A kind and gentle soul who took a leap of faith in following her fiancé, Thomas Lloyd, to Edmonton, Alberta in 1953 leaving behind her family to marry the love of her life and start a new life together in Canada. They lived in Edmonton, Winnipeg, Calgary and retired to the Shuswap where they spent many happy years together and where the family would often gather.

Lilian will be sadly missed by her children, Margaret Lindsay (Bob Hart), Carol (Marshall) Wilmot, Sandra (Chris) Wigg, Colin (Noelle) Lloyd; her sister, Billy Fyffe and her many nieces and nephews in N. Ireland; her grandchildren, Jacqueline Wigg (Colin Jorsbick), Michael (Catherine) Wigg, Robert Wigg, Claire Wilmot, Thomas, James and Morgan Lloyd and her great grandchild, William Wigg. Lilian was predeceased by her husband Thomas G. Lloyd, her son-in-law Brian Lindsay and her granddaughter Lauren Wilmot.

Lilian was a wonderful wife, mother, and grandmother who always gave selflessly to others never thinking of herself and was much loved by all. An example to all those around her on how to live life one day at a time, not worrying about what might be, and dealing with whatever she faced head on. For Lilian, her family meant everything to her.

In lieu of flowers, a donation can be made to Carewest Sarcee Hospice (403-685-6460).

Upon Lilian’s request, a formal funeral service will not be held. A very special thank you to the wonderful nursing staff at Carewest Sarcee Hospice for their exemplary care and compassion and to the staff at Lake Bonavista Village where Lilian resided for the past three years prior to entering the Sarcee Hospice.

Jack William Turner Of Chase passed away on March 5, 2017 at 85 years of age.

Survived by his loving wife Shirley (nee Moon) and children: Lynne (David) Inkster of Sorrento, Sheryl (Marvin) Penttila of Turtle Valley, Randy (Karen) Turner of Chase, Mike (Lesley) Turner of Chase, and Jacqueline Turner (Damon) of Vancouver. Grandchildren: Krista (Bert) Van Sickle of Kamloops, Jodi (Darcy) Lebourdais of Kamloops, Carlie (Ben) Pellett, of Sorrento, Chad (Hilary) Turner of Salmon Arm, Kirby (Cody) Bellows of Cochrane, Shaye Inkster of Grand Prairie, Brennan Kurchak of Whistler, Shelby Penttila (Blake) of Chase, Blake Kurchak of Whistler, Cody Jackson Turner of Chase. GreatGrandchildren: Jordis Emily Pellett of Sorrento and Jack Chad Van Sickle of Kamloops. Brothers: Donald Turner and families of Courtney, Grant Turner and families of Perdue.

Predeceased by his parents Oswald and Elva and a sister Frances, who died in infancy.

Jack was born in Saskatoon and grew up on a farm in Perdue. He married Shirley Moon on February 18, 1954 and they raised their children in Saskatchewan before moving to Chase in 1969. He worked at many jobs throughout his life, but mainly as a truck driver. He loved to drive. In semiretirement, he delivered mail to the Shuswap North Shore.

As soon as they came on the market, Shirley got him a computer for Christmas and he was hooked ever since, exploring everywhere, keeping medical records, connecting with family and friends, and virtually flying with a flight simulator. He also enjoyed many family events and meeting up with friends on coffee row. He will be missed by his family of which he was always very proud.

Special thanks to his doctor and all the people at the Royal Inland Hospital for the excellent care he received.
