Grant Funds Upgrade to Saratoga Water System

By Jo Anne Malpass The Columbia Shuswap Regional District has announced it will receive up to $1.486 million from the Federal Gas Tax Fund to upgrade the Saratoga Water System in Scotch Creek.

This project will provide upgrades to the Saratoga Water System to facilitate the connection of the Copper Island RV Park (CIRVP) and potentially, other private water systems within the Scotch Creek area. The cost of this upgrade is estimated to be fully covered by the grant from the Federal Gas Tax Fund. The Union of British Columbia Municipalities administers the Gas Tax Fund in BC, in collaboration with Canada and British Columbia.

In the grant application, CSRD Utilities Team Leader Terry Langlois explained the CIRVP is a 41-lot development serviced by a private water system, with water quality issues. The CIRVP requested that the CSRD consider connection of this community to

the adjacent Saratoga Water System, which is owned and operated by the CSRD. The provincial Interior Health Authority (IHA) also requested the CSRD accommodate the CIRVP, which has a long history of water quality issues. IHA recently placed their system on a long-term water quality advisory.

Saratoga Water system was taken over by the CSRD in 2003 and upgraded. It currently serves 99 connections, meets all drinking water regulations and is in good standing with IHA. It does have significant capacity, pressure limitations and other issues that need to be addressed before any additional connections could be facilitated.

Upgrades to the Saratoga intake pumps, treatment components, as well as an increased reservoir storage are necessary to accommodate the connection of the CIRVP. The project will include two new high lift submersible lake pumps, one new UV

reactor (and associated valves and piping), a new 250 cubic metre storage reservoir, 140 metres of supply watermain, 400 metres of distribution watermain, a new pressure reducing valve (PRV) station, as well as the connection at CIRVP with a backflow and meter.

Langlois reports Scotch Creek has been severely hampered by limited servicing options that meet drinking water regulations. This has “resulted in stagnated growth within the area and has left many private water systems in disrepair with very poor water quality and limited financial resources to address upgrade requirements.”

This project will provide options to service larger portions of the community in the future. This will help provide some confidence for growth within the community and an option for some of the other private water systems within Scotch Creek that are struggling to meet drinking

water regulations.

Director Larry Morgan, Electoral Area F, said “This is a positive step forward for the community of Scotch Creek. The grant funds will allow for the first major infrastructure upgrade to the Saratoga Water System since 2006. This upgrade will enhance the water system’s expansion capacity and will provide a safe and reliable water connection to the existing Copper Island RV Park within Scotch Creek, which is currently struggling to meet drinking water regulations.”

Director Morgan added that once a development has the ability to hook up to a private water system, it can receive permission for a private sewage treatment system, hence enabling development without the need for a community sewer system.

The Saratoga project will provide approximately eight months of construction work within the community of Scotch Creek.

Tougher off-road vehicle rules and new fines to reduce wildfire risks Effective immediately, the British Columbia government has increased some wildfire-related penalties up to $100,000, to assist with fire prevention and discourage irresponsible off-road vehicle use, Doug Donaldson, Minister of Forests, Lands, Natural Resource Operations and Rural Development, announced today.

“These changes reflect the tougher stand that our government is taking to eliminate unnecessary wildfire risks, encourage compliance, protect communities from harm and help keep British Columbians safe,” said Donaldson.

Spark arrestors required for off-road vehicles (ORVs): • All off-road vehicles are now required to have a spark arrestor installed to reduce wildfire risks when operating on Crown land. A spark arrestor is a small screen or other device that is installed in an exhaust system to stop sparks or other exhaust residue from exiting the tailpipe.

• Many new models of ORVs already have a spark arrestor. Owners of older models that do not have spark arrestors

will need to get them installed if they wish to operate the ORV on Crown land.

A contravention could result in a violation ticket fine of $460 or an administrative monetary penalty of up to $10,000 if an ORV without a spark arrestor is operating at a time or place where there is a risk of a wildfire starting.

If a wildfire starts, the operator could receive a violation ticket fine of $575, an administrative monetary penalty of up to $10,000, or a court fine up to $1,000,000 and/or up to three years in jail. The person responsible could also be ordered to pay all firefighting and associated costs.

Increased or additional fines for wildfire-related infractions: The Wildfire Regulation has been amended to add a new administrative monetary penalty up to $100,000 for violations related to utility transmission operations. Examples would be when a wildfire is started by a downed power line, or when vegetation near a (Continued on page 4)

By Editor Jo Anne Malpass In Budget 2018, the BC government announced that it would be introducing legislation to impose an annual speculation tax, effective for the 2018 tax year.

The speculation tax will “target” foreign and domestic “speculators” in BC. These are homeowners whose property is not owner-occupied or a long-term rental property.

The speculation tax will “initially” apply to the Metro Vancouver, Fraser Valley, Capital and Nanaimo Regional Districts, and the municipalities of Kelowna and West Kelowna.

Kelowna, West Kelowna and the Regional District of Nanaimo have already announced their opposition to the tax. One of Kelowna council’s concerns is that money is being taken out of their area and sent to Victoria. Another is that the extra expense for Kelowna property will drive buyers to nearby areas who don’t have the tax, yet.

In 2018, the tax rate will be $5 per $1,000 of assessed value. In 2019, the rate will increase to $20 per $1,000 of assessed value.

Doing the math, a modest cabin on the North Shuswap is in the $250,000 assessed value range, that’s $5,000 a year, on top of property taxes. Non-residents already pay more property tax because they don’t get the home owner’s grant. A beach front property is in the $1m range so that is an extra $20,000 in taxes each year.

Just using Scotch Creek as an example, from the 2016 census, there are 1,090

residences with only 350 occupied by full -time residents. Many of our permanent residents now, owned a summer residence before they moved here full-time. A common scenario is a cottage was built years ago and handed down in the family. It is now owned by a retired couple on a fixed income, living elsewhere, and the entire family visits every summer.

It appears the NDP government is trying to make BC open to only the very rich. The government press release says there will be a non-refundable tax credit for BC residents. The average person doesn’t pay $5,000 to $20,000 a year in provincial income tax so this credit is not going to help the majority of British Columbians with a summer home. And our neighbours to the east, who spend most of their vacation time and money in our Province are being “targeted”.

I first heard about this tax from an Albertan who owns a summer home on the North Shuswap. This person thought it was all over BC so was, naturally very concerned they he would not be able to afford to keep his property here. Just the threat of this tax in our area has already done damage.

When my Alberta niece was four years old, she told me she knew what BC stood for - bring cash. We already have a reputation as an expensive place to invest and something like this could devastate our fragile tourism-based economy. The provincial government definitely needs to rethink this irrational tax.

utility line has not been adequately maintained and a tree falls on an energized line, starting a fire. Similar provisions are in place for other industrial activities, so this amendment makes the Wildfire Regulation consistent across the sector.

The Wildfire Regulation has been amended to add a new administrative monetary penalty up to $10,000 for not complying with a stop-work order. This change will give the Province additional compliance and enforcement options to deal with people who continue to

engage in a high-risk activity after a stop-work order has been issued.

The Violation Ticket Administration and Fines Regulation has been amended to increase three fines for contraventions of the Wildfire Act. The cost of a contravention will increase from $767 to $1,150 for:  failing to comply with restricted area requirements;  failing to comply with an order restricting an activity or use; and  failing to comply with an order to leave a specified area.

• Tax Requisition 2018 At the recent final CSRD budget meeting, the final average residential tax requisition for 2018 was set. It will remain unchanged at a 0.00% increase for Area F. Overall the Area F tax requisition will increase from $1,557,689 to $1,571,124, a 0.9% increase.

Included in the tax requisition is an increase in the Area F Community Parks Budget from $345,080 to $417,014, with the mill rate increasing to $0.2886/$1000, still well below the available maximum of $0.4000/$1000, said Director Morgan.

The Parks Budget has been supplemented with available community works funds, (gas tax funds), where applicable, in order to maintain the Parks budget at sub 30 cent level.

In conclusion, the final average residential tax requisition remains unchanged for 2018, as a result of an increased tax base for 2018, coupled with a less than commensurate increase in the CSRD tax requisition.

• Community Issues Assessment One of the topics on the March 29 agenda is a response from the Minister of Municipal Affairs and Housing saying she is prepared to consider contributing to an Electoral Area F community issues assessment, “provided the CSRD Board and community can accept that this work needs to lead to potential solutions within the existing regional district framework.” Director Morgan said that by the time funding and the terms of reference are in place, such a study would likely not start until late Spring 2019. • Scotch Creek Water Master Plan Progress was made at the first Scotch Creek Community Water Master Plan Review Advisory Committee.

Hopefully, this Plan will lead to a community water system, in conjunction with an expanded Saratoga system, to eventually cover all of Scotch Creek, said Director Morgan. Province Turns Down Restructure Planning Grant

By Jo Anne Malpass The Ministry of Municipal Affairs and Housing has turned down a request from the Columbia Shuswap Regional District (CSRD) for a $20,000 restructure planning grant to support a community needs study for the North Shuswap, until the idea of municipal incorporation is off the table.

The CSRD had requested funding for a community issues assessment

project in Electoral Area F. A letter was sent to Minister Selena Robinson from CSRD Board Chair Rhona Martin in October 2017 with a formal request for the funding, which says in part; “We believe that a community initiative assessment would be a helpful process in identifying community needs and issues, and an excellent method of involving a public consultation process to obtain perspectives from the Area F community.”

In a February 2018 letter from Minister Robinson to CSRD Chair Martin, she suggests the North Shuswap communities and the CSRD shift the conversation from that of municipal incorporation to what can be achieved within the existing governance system. “That path entails the creation of a clear understanding of resident and non-resident interests, concerns, and priorities. I am prepared to consider contributing to an Electoral Area F community issues assessment, provided the CSRD Board and community can accept that this work needs to lead to potential solutions within the existing regional district framework, rather than the (Continued on page 7)

establishment of a municipal structure in a portion of or all of Electoral Area F.” The Minister writes she is aware of the desire of some Scotch Creek residents to pursue incorporation as a means of improving local governance and service delivery concerns, but the Ministry believes that currently, conditions do not exist in the North Shuswap area to support a viable municipality.

“The North Shuswap area is comprised of a number of small and relatively isolated rural communities stretched along the north side of Shuswap Lake. These communities, including Scotch Creek, would not have sufficient numbers of permanent residents nor the diversity in tax base required to be considered for municipal incorpo-

ration. As well, I recognize that the vision of North Shuswap residents, as expressed in the Official Community Plan, is to remain a predominantly rural area with value placed on the natural environment and sustainable, well-considered development.

Given these factors, it would not be appropriate for me to recommend pursuing an incorporation process at this time.”

Area F Director Larry Morgan said that by the time funding and the terms of reference are in place, such a study would likely not start until late Spring 2019. This would hopefully be in time to capture the opinions of the high proportion of absentee owners in Area F (estimated at 65% of the properties in the Electoral Area).

RCMP News Robbed at Gunpoint On March 17 at 6:00 pm, the Chase RCMP received a report of two males with guns in the 1000 block of Skwlax Subdivision Road in Lee Creek. Police were advised two males had stopped a Silver Dodge Caravan and held the occupants at gunpoint while they retrieved items from the van. The suspects entered a grey SUV and fled the area at a high speed. The occupants of the van returned to their vehicle and also left the area before police arrival.

While enroute, police were notified another driver had been stopped by the grey SUV with flashing blue lights. A male exited the SUV with a gun in his hand and walked up to the driver.

Upon seeing the occupants, the male stated it was the wrong vehicle and returned to the SUV. Officers from the Chase, Salmon Arm and Kamloops Detachments responded.

Patrols of the area and neighbourhood enquires were unsuccessful in locating the suspects or their victims.

On March 18 at 12:30 am, Chase RCMP received a report of a vehicle fire in the 1600 block of Little Shuswap Road in Lee Creek.

Police attended to find an SUV in flames. The burned vehicle matched the description of the one used in the robbery earlier in the evening and was found to have stolen licence plates affixed to it.

Stolen Motorhome On March 19, the Chase RCMP received a report that a Southwind Motorhome was stolen from a pull out on Squilax Anglemont Rd. The

Salmon Arm RCMP and BC Coroners investigating non-suspicious death The Salmon Arm RCMP and BC Coroners Service are continuing their investigation into the death of an adult male in the Blind Bay area.

On Friday March 23, 2018, at 07:30 hours, the Salmon Arm RCMP received a report of a recently deceased male. RCMP officers attended the location in the area of Blind Bay Rd and Centennial Rd and found the body of a male who appears to be in his 30s deceased near the beach.

RCMP investigators and the BC Coroners Service have made a determination that the man’s death is nonsuspicious in nature.

Stolen Vehicle On March 9, the Chase RCMP received a report of a vehicle stolen from a residence on Gerella Road, Pritchard, BC. Later that day the suspect returned the vehicle to the residence and left in an unregistered truck.

Police located the truck on Kamloops Shuswap Road and arrested the suspect without incident. A 46-yearold man from the Chase area has been charged with Take Motor Vehicle Without Consent, Operate a Motor Vehicle While Prohibited, Possession of a Controlled Substance and Failing to Comply with Probation. Lost while Hiking On March 17 at 7:55 pm, Chase RCMP received a report that two 16year-old females had become lost while hiking on the northern shore of Little Shuswap Lake and required assistance to return in the dark. Shuswap Search and Rescue attended and located the girls approximately 2kms from Lakeview Road in Chase. The rescue team escorted the uninjured girls out of the forested area.

Highway Collision On March 21 at 1:00 pm, the Chase RCMP received a report of a collision

between a tractor trailer and a car on the Trans Canada Hwy at Harper Rd in Chase BC. An eastbound Chevrolet Cobalt crossed the centre line hitting the side of a westbound tractor trailer unit. The car was struck by the trailer tires which caused the car to flip several times before coming to a stop. The male driver was trapped in the vehicle and removed by the Chase Fire Department. He was transported to hospital by ambulance. The driver of the tractor trailer unit was uninjured.

Above Normal Snow Packs

By Jo Anne Malpass Although snow packs are above normal in most areas of BC, weather patterns during the snow melt season play a critical role in whether flooding occurs, according to BC Ministry of Forests, Lands and Natural Resources’ March snow survey and water supply bulletin.

Intense or prolonged rainfall and extreme temperatures are important factors that can lead to flooding, even for areas with a near normal snow pack.

Above normal snow packs (110130%) are present in the Lower Fraser, South Thompson, Upper Columbia, West Kootenay, South Coast, Vancouver Island and Central Coast. Wellabove normal snow packs (>130%) are present in the Upper Fraser West, Okanagan, Similkameen, Boundary and Skagit. The Fraser River snow index as an entire watershed is 110% of normal.

“Given this year’s La Niña conditions, it is unlikely that the risk will ease much prior to the melt season,” says the bulletin.

While La Niña is waning, it is not uncommon for the effects of La Nina to persist several months beyond the peri-

od of the defined La Niña event. For example, snow packs in previous La Niña events in BC tended to grow more rapidly than normal through the March and April periods. Province-wide snow basin indices during La Niña years tend to increase by 3-5% over the March 1st to April 1st period, and increase by 510% over March 1st to May 1st.

Forecasts for the runoff are nearnormal (95-110%) for the Upper Fraser, Middle Fraser, Thompson and Skeena/Bulkley basins, and well abovenormal (>130%) for areas of the South Interior, including the Okanagan, Similkameen and Nicola.

Shuswap Lake Watch reports the lake levels in the middle of March were about one foot lower than last year at the same time. Lake levels started slowing inching up on March 19.

“Unless the near future surprises the Shuswap with unexpected early heat waves or monsoon-like rain showers, lake levels can be expected to more or less match those of last year. As of today, I can't see any credible indications that the lake will reach flood stage this year. Time will tell...”

Water Study Review Underway for Scotch Creek

By Jo Anne Malpass To be ready for possible federal/provincial grant money, the Scotch Creek Community Water Master Plan Review Advisory Committee held its first meeting March 13 to review and advise on an update of the 2007 water study.

Columbia Shuswap Regional District Manager of Operations Darcy Mooney told the committee that from a public health perspective, safe drinking water is the most important infrastructure needed for Scotch Creek. The 2007 Master plan needs to be modernized to put the CSRD in a position to apply for any grants that may come available. The ability to bring in failing water systems will help with grant applications and the ideal situation is to update, be innovative and keep costs low.

Utilities Team Leader Terry Langlois said the Scotch Creek aquifer is rea-

sonably productive but considered at risk. Any new water service needs public assent, so the public will need the options and information.

With a project of this magnitude, a phasing in approach is a way to get a start and build on it.

Mooney explained the CSRD has no preconceived notions about what is best for a water system for Scotch Creek. The idea is to work as a team to put the options on the table. He said the CSRD doesn’t usually get a lot of interest in sitting on advisory committees. All nine who expressed interest were accepted because it was felt they represented the community and brought abilities that would benefit the process.

Along with the public being invited to watch the committee meetings, the public can email questions about the study, through the CSRD site.

Urban Systems Lisa Clark ran the meeting to review the project objectives, give a water system overview and background on existing systems, look at the 2007 water study and discuss development potential.

Water systems are more complicated than they used to be, she said, now requiring two forms of treatment. Most common is chlorine disinfection and ultra violet filtration.

There are 20 existing water systems in the Scotch Creek area, representing 700 service connections. Four of those systems are on water advisories. The Comptroller of Water Rights is not issuing any new certificates for private systems in the area, which limits development potential.

The 2007 study recommended lake water intake instead of groundwater, but the committee will look at both options.

Langlois reported the lake water is very good, the Saratoga system has very low turbidity, but there are no guarantees it will always be, so the lake and groundwater undergo continual monitoring.

In 2007, the estimated construction cost for a system designed for a population of around 6,600, was $20m or approximately $11,700/lot, which does not include potential grant funding. Lisa Clark said there is some potential to reduce size of infrastructure (e.g. water conservation) or reduce cost by deferring filtration, but construction costs have increased significantly since then.

The committee also discussed development potential, what and where future developments are being envisioned, number of existing / future connections and fire protection requirements.

A second committee meeting is planned for June to review the initial findings before a summary report, public open house sometime this summer and a final report this fall.

The CSRD is in the very beginning stages of this process and the officials stated that their job is to listen to the locals and create a plan that best suits our community for future growth and development. They will be working alongside the local committee to discuss plans for Scotch Creek. What area

is a water system needed the most? What system makes the most sense? What about affordability? Before the public votes on the need for a community water system, we will need the facts to make the best decision for our community.

• Canada Day Festival It looks like we will be going ahead with a Canada Day Celebration at the Provincial Park in Scotch Creek on July 1st. There will be various performances, events and vendors to make the day great! We are still working on the details and look forward to sharing all the fun with the community as we get closer to the date.

MPs Up Pressure on Feds for Invasive Mussel Prevention Resources M. Joel Taguchi Legislative Assistant MP Mel Arnold (North Okanagan- Shuswap) and MP Dan Albas (Central Okanagan -Similkameen-Nicola) are increasing pressure on the federal government to assist efforts aimed at preventing an introduction of invasive zebra and quagga mussels in British Columbia waters.

During an appearance by federal fisheries minister Dominic LeBlanc at the Standing Committee on Fisheries and Oceans, MP Arnold pressed the Minister for details on the Minister’s commitment last October when he promised “new DFO resources” for aquatic invasive species (AIS) activities in British Columbia. LeBlanc answered that although he had recently spoken with the BC government, “we haven't allocated the funding for this year.”

The Minister’s commitment for new DFO resources was issued in a letter to Arnold and Albas who co-hosted a roundtable meeting in Vernon last August with government and NGO representatives before writing the fisheries minister to request federal support for preventing AIS in the region.

“The Minister has stated more resources will be pro-

vided to DFO; however, DFO does not have a significant presence or many resources in the Okanagan,” said MP Albas. “Why is the Okanagan being denied assistance in preventing AIS while other regions of the country receive tens of millions of dollars in support? The Minister needs to partner with local organizations that have assets in the Okanagan.”

In questioning the Minister yesterday, Arnold also voiced concern over the ability of western provinces and the territories to access federal funding for aquatic invasive species (AIS) prevention activities. Arnold cited reports from the Minister’s own department that acknowledge the department’s AIS program is currently restricted from “achieving an impact beyond the Great Lakes.”

“An introduction of zebra or quagga mussels or other invasive species to our region would have devastating consequences and yet this government continues to drag its feet in providing resources to fight invasive species,” concluded Arnold. “There are proven preventative measures available and we will continue to use every opportunity we have to win federal support for AIS prevention in BC.”

Radon Workplace Challenge Ending March 31

By Jo Anne Malpass Nearly one in ten Canadian homes have high radon levels.

Health Canada says radon is a radioactive gas found naturally in the environment. It is produced by the decay of uranium found in soil, rock or water. Radon is invisible, odourless and tasteless and emits ionizing radiation. As a gas, radon can move freely through the soil enabling it to escape to the atmosphere or seep into buildings. When radon escapes from the bedrock into the outdoor air, it is diluted to such low concentrations that it poses a negligible threat to health. However, if a building is built over bedrock or soil that contains uranium, radon gas can be released into the building through cracks in foundation walls and floors, or gaps around pipes and cables.

When radon is confined to enclosed or poorly ventilated spaces, it can accumulate to unsafe levels. Radon levels are generally highest in basements and crawl spaces because these areas are nearest to the source and are usually poorly ventilated. In the open air, the amount of radon gas is very small and does not pose a health risk.

Scout Environmental is working with Health Canada to provide free radon materials and test kits to workplaces across Canada. This program ends March 31, but long-term radon kits can be purchased at Home Hardware and Home Depot or online from the BC Lung

Association, for $30 to $40.

Exposure to high radon levels long-term is the leading cause of lung cancer in non-smokers. Radon is linked to 16% of lung cancer deaths in Canada each year.

If you smoke, or have smoked, and your home has high radon levels, your risk of lung cancer is especially high.

Health Canada recommends that home owners do a long-term test for a minimum of three months during the fall or winter months because windows and doors are typically closed. This gives a more accurate representation of the radon levels indoors. When testing, place the detector in the lowest lived-in level of a home (where people spend at least four hours a day). Avoid areas such as a kitchen, bathroom, or crawl space.

The Canadian guideline for radon is 200 becquerels per cubic metre. If the radon level is found to be high, it can be fixed. If your home tests above the guideline, Health Canada recommends you hire a certified radon professional to determine the best and most costeffective way to reduce the radon level in your home.

By Chief Mike Engholm With the snow melting fast in the warm sun, the arrival of robins, and longer daylight hours, I think it’s a safe bet that spring has finally come to the North Shuswap.

I have already started on the yard clean-up by gathering all the branches that broke off from the large wind storms we had in the fall and the heavy wet snow. Cleaning the roof, along with the gutters, will also need to be done. This year I am going to do a lot of tree pruning and dead fall removal.

Burning the gathered tree litter in small campfire size pits is the best way of disposal. Please don’t burn on windy days, also observe and follow the burning index. All of these activities are known as fuel mitigation, and is part of the FireSmart program that the home owner should be doing now to prepare for the upcoming wildfire season. A copy of the FireSmart Homeowners Manual can be obtained on line at www.bcwildfire.ca or www.FireSmartCanada.ca. You can also pick up a copy at the CSRD office in Salmon Arm, or at your local fire dept.

SC /LC FD was called out twice since the last Fire News, once to a MVA in Lee Creek to assist the First Responders with traffic control. The second call out was to be on mutual aid stand-by at our hall for Celista FD during one of their incidents.

Our total call volume for all of 2017 was 45 call outs (not including 44 camp fire complaints that we attended during the summer). This is over 246% increase from 2016 when we were only called out 13 times. These statistics show an increase which proves we need more folks to join our Fire Dept., and remember you don’t have to be a front line firefighter to be involved. There are lots of support jobs that need filling, which don’t require a lot of physical energy.

Training is going well with apparatus pump operation being the focus. We will be sending firefighters to the Shuswap Regional Fire Training Centre for many different courses once the huge snow Silent Auction load melts off the training grounds. We 50/50 did send one member to a Fireworks Draw Safety course. I would like to extend a big Thank You to Celista Fire Dept. for inviting us to a house that was donated to them for the purpose of firefighter training. The amount of skills and knowledge that members receive from this type of training is priceless. The morale boost and mutual camaraderie between the North Shuswap Fire Dept.’s is huge.

Dogs Killing Deer at Celista

By Jo Anne Malpass The Kicker has received reports about two dogs seen killing deer in the Magna Bay to Celista area.

An eye witness reports that in the middle of January, one dog chased a deer into the lake and swam around after it for about 10 minutes. It came back to the shore and was joined by another dog, but the deer stayed out for at least another 10 minutes. When the deer finally came back onshore, the two dogs attacked and killed it in a period of a couple of minutes. “They took that deer down like they definitely knew what they were doing, one went for the neck and the other went for the hind leg.” The witness was yelling and screaming at the dogs, but they paid no attention. Over the next few hours, the dogs ate half of the deer.

Since then, two other deer carcasses have been discovered that appear to have met the same fate, half eaten, one on the beach and

the other on a trail close to the beach.

The dogs are described as looking exactly alike, resembling golden labs, with short golden hair but their snouts are shorter than labs. They are solid looking dogs of about 40 pounds, heavier than a large lab.

Another neighbour in the area voiced concerns that these dogs may not stop at deer but could go after people on bikes or even children.

BC Wildlife has been contacted but requires more information about where these dogs can be found. If anyone has information or sees anything suspicious, they are asked to call BC Wildlife at 1-877-952-7277.

The Columbia Shuswap Regional District will also respond to dangerous dog reports on the North Shuswap, but again, would require more information to locate the dogs. Call the CSRD at 1-888-248-2773 if you have any information.

The swearing in and signing of oath ceremony for the new council was held on March 9 at the Adams Lake Recreation and Conference Centre.

The election was held on March 3.

The Band Council is elected from and by the membership in accordance with the latest revision of Adams Lake Custom Election Regulations. Band Council is made up of the Kukpi7 (chief) and five Tk'kwemi'ple7 (Councillors).

Cliff Arnouse was elected chief by acclamation. Councillors elected were Steven Teed, Shelley Witzky, Elaine Jules and incumbents Brandy Jules and Gina Johnny.

The release says “The Band has had a few challenging years with governance issues, but it is now time for us to see where we have come from and move to the future in the best way we can, to unify ourselves for our children and future posterity. To remember that our Secwepemc culture is transmitted through our language, stories, and songs through generations. Secwepemcstin identifies our unique place in this small world and in our traditional territory lands the Secwepemc call home.

Moving forward the Band Council commitment is to the membership of ALIB to work hard every day to create a healthy community and meet the needs of all our people. That ALIB embrace a culture of continuous improvement and moving forward with solution

focused approach. Some of the initiatives moving forward are economic development, housing and infrastructure, continued focus on youth, supporting the ALIB Comprehensive Community Plan, planning and implementing the political agenda, supporting and participating in Secwepemc language, cultural and traditional practices.”

Adams Lake Indian Band also recently announced the expansion of the Chief Atahm School building to include a high school and Secwepemc Language Centre. The high school will be for grades 8 to 10. The Language Centre will conduct research, plan and develop Secwepemctsin learning resources, provide language resources by a website and provide adult language classes.

In 1987, a small group of parents from Adams Lake Band, Neskonlith and Little Shuswap, worked together to start a Secwepemc immersion program for children from birth to five years old.

First to start up in BC, the Secwepemc Ka Language Nest led to the development of Chief Atahm School in 1991.

Hundreds of children have been immersed in the Secwepemc language and culture and have contributed to the revival of the Secwepemc language. To honour the Secwepemc value of k̕wseltktnéws, or "we are all related", Chief Atahm School has reached out to support other First Nations group in their quest for language survival. The school hosts an annual conference, offers language teacher training institutes, and shares teaching resources and strategies with other communities.

The goal is to have the new building completed by August 31, 2018.

BCSPCA Shuswap Branch Recycling Centre Open The BCSPCA Shuswap Branch Recycling Centre is officially open!

SASCU celebrated Canada 150 with a grant of $50,000 for one community project. SASCU members chose the winner: BCSPCA Shuswap Branch Recycling Centre. The grant was used to purchase, install and furnish a recycling centre to provide storage and adequate space for sorting bottles and securing donations dropped off by the community. Remaining funds have been set aside to go toward a future new main building.

Waterway Houseboats Hosts Trooper May Long Weekend

By Jo Anne Malpass As part of its 50th anniversary celebrations, Waterway Houseboats is hosting Canadian rock band Trooper for a Saturday, May 19 long weekend concert on the lake.

Trooper will be set up on a houseboat in the middle of Shuswap Lake at Cinnemousun Narrows, from 12 noon to 3:00 pm.

You can either rent a Waterway Houseboat for the weekend, although they are almost sold out already, or bring your own boat to the free concert.

"We're Here for a Good Time (Not a Long Time)", "Raise a Little Hell", "The Boys in the Bright White Sportscar" and "Two For the Show" are some of the hits by this Juno Award winning Best Band. Trooper's ten studio albums have earned multiple gold and platinum awards.

Operations Manager Colleen Anderson said Waterway has been hosting free concerts on the May Long weekend for the past several years, including the Powder Blues Band a few years ago. It’s a kickoff to the houseboating season. It took some negotiating to get

Trooper, since it’s not a venue they are familiar with, but with sponsorship from Gibbons Motor Toys, Jacobson Ford, Mercury Marine and Kingfisher, Trooper is set to help mark this special anniversary.

Waterway Houseboats has changed a lot since it incorporated in 1968 with a few houseboats for rent. In 1980, Grant Brisco sold the company to Howie Vinje, who’s son John Vinje still owns the company today. Shortly after that, in 1982, Waterway started manufacturing houseboats. The first was built in Calgary and then five more steel hull Executive 1’s were built that year in the current Marina yard.

Waterway now has 60 boats in its fleet, including the three storeys, 94-foot-long, 24-footwide Legacy, which sleeps up to 30 and boasts a furnished boardroom, video conferencing potential, 14-foot ceilings, granite counter tops, enlarged hot tub and a 42-inch plasma TV. “It’s the largest houseboat in Canada and we have two of them,” said Chief Operating Officer Neil Millar.

Millar said all their newer boats contain all the grey water and all Shuswap Lake houseboat companies contain black water. Hot tubs aren’t dumped into the lake and even kitchen sinks are plumbed into the black water storage. Waterway took the initiative to decommission all its on-board washing machines.

It’s finally here – Spring!

All seasons have their endearings and I truly do enjoy them all. That said, I’ve come to look forward to Spring on the Nnorth Shuswap more than any of the seasons. Part of it is new beginnings after the cold and snow of winter but mostly, it’s the transition to more outdoor activities. Fun outdoor events like the Annual Spring clean-up at the Hall on Sunday, April 22 starting at 9:00 am. Refreshments, cookies and a BBQ lunch will be provided.

Come on out, bring your rake and pitch in!

If you’ve been to the hall over the last month, you will have no doubt seen some of the set preparation for the North Shuswap Players upcoming performance of Always a Bridesmaid. Evening performances are April 7, 13 & 14, with curtain time at 7:00 pm, matinee performances on April 8 & 15 with curtain time of 1:30 pm. For the evening performances concession and bar will be provided by the NSCA. Concession only for the matinees. Tickets sales have been brisk and may still be available from the Ross Creek Store and/or Super Valu.

Jacqueline Bessette, BA, Archaeologist www.ursus-heritage.ca The Shuswap region is known for its history of explorers and adventurers. Early chronicles tell of railway workers building the CPR through Salmon Arm in the 1880s. Prospectors travelled to Seymour Arm from Savonna by steamboat after the famed gold of the Big Bend Gold Rush. HBC Fur Brigadiers camped near Monte Lake in the 1820s on their way to the Okanagan Valley via Grande Prairie (now Westwold and Falkland).

While these documented periods are a key part of our identity and heritage as modern Shuswapians, written records represent only 2% of the total time people have been living here.

So what were the locals up to before these turns in history?

Likely you’d have seen Secwepemc peoples catching and processing fish along the Little River or Sicamous Narrows; knapping arrowheads by a cook fire on Copper Island; creating rock paintings (pictographs) to record events or provide directions around the lake; building pithouse villages in future Provincial Parks, or perhaps summiting Mount Ida as part of a coming of age ceremony. Indeed, the prehistory of our province has become a global topic of interest, and for thousands of years the Secwepemc have used complex political and long distance trade systems, and modified the natural landscape to encourage game abundance and useful vegetation.

Places in BC with evidence of human activity that predate the year 1846 are considered archaeological sites. Some examples are the remains of ancient houses, fish weirs, pictographs, stone tool scatters, culturally modified trees and early European buildings. Similar to a forensic investigation, the context of an archaeological site, rather than the artifact itself, provides a wealth of information that may be the only link to our past. Once this context is destroyed that information is lost forever. The Shuswap region is rich in BC’s culture history, and damage or alteration to these sites is unlawful under the provincial Heritage Conservation Act (HCA, 1996). So if you’re planning on renovating or developing your property, it’s possible the HCA could affect you.

You can find out if your property contains an archaeological site when you obtain your building or development permit from a local government office. You can also contact the BC Archaeology Branch at the Ministry of Forests, Lands and Natural Resource Operations, who maintain an inventory of these sites: https://www.for.gov.bc.ca/archaeology/ property_owners_and_developers/index.htm. This website also includes a helpful FAQ section. If you do have a site on your property and your project includes causing ground disturbance, the Arch Branch will advise you to consult with a professional archaeologist to determine the next steps, which may require obtaining a permit. At this time the property owner is responsible for the financial costs of archaeological studies. By consulting with a professional archaeologist before you dig, you can avoid damage to sites and minimize costs associated with managing these fragile resources. Approved consulting companies can be found through the BC Association of Professional Archaeologists website at www.bcapa.ca. Archaeological sites are a precious and non-renewable resource, so please help to protect BC’s culture history!

Update from Program Managers Erin Vieira and Mike Simpson gave an update on recent program operations: • The Water Quality Monitoring Group met in February to discuss and share information about each organizations’ water quality monitoring plans, and to provide input for the 2017 Shuswap Water Quality Summary Report (currently underway) • Staff are receiving proposals for water quality improvement projects until April 10th; a proponent will thereafter be selected to receive up to $10,000 from the SWC for their project • A water quality improvement project at Gardom Creek is delayed; SWC members decided to extend the contract to enable work to be completed in 2018 • Staff have been developing campaign and educational material for Zebra and Quagga Mussel prevention in the Shuswap, focusing on “Clean Drain Dry” messaging; this program will launch in April.

2018 Work plan and budget presentation Program managers presented the proposed work plan and budget for 2018-19. Key activities for the SWC will be enhanced water quality monitoring in the Salmon River, and more early detection monitoring for zebra and quagga mussels throughout the watershed through a partnership with the Columbia Invasive Species Society; the third year of a nutrient study in the Shuswap and Salmon Rivers with UBCOkanagan; the production of a 2017 Shuswap Water Quality report; enhanced promotion of “Clean Drain Dry” and awareness-raising for zebra and quagga mussels; and the continuation of safety campaigns for water-based recreation.

The next meeting of the SWC is June 13th at the CSRD.

Natural light rather than flash is always best but bright sunlight can also cause havoc with glare. The best pictures are taken outside on bright cloudy days or with your subject totally in shade. Inside, never put your subject in front of a window but in a room bathed in natural light from a window works well.

When it’s time to take the shot, your camera will automatically try to establish the best focus on the overall image but will sometimes take a moment or two to do that. You can speed up the process by tapping the screen where you would like the camera to use as its main focal point. For example, when taking a photo of a person, tap on their face to ensure it has the best focus before you hit the shutter.

Finally, there are several ways to improve a photo after it’s been taken. The photo app on your smartphone will have basic editing features such as cropping, straightening, brightness and colour. In most cases, these tools will do the trick but there are many free apps available that provide more sophisticated tools.

The two that I like the most are Snapseed and PhotoFix. Give them a try.

Hopefully these tips will help you to take spectacular photos with your smartphone. Any questions or comments, feel free to get in touch.

One of my other hobbies is photography and several years ago I invested in a big fancy SLR camera with a couple of expensive lenses.

No question, I’ve had lots of fun with that camera and have taken some great shots with it but these days I’m finding that I rarely use it anymore. Now, like many people, I simply pull out my smartphone to take a shot.

Five years ago I wouldn’t have even thought of doing that but smartphone cameras have improved to the point where they are now fairly serious cameras and I am now confident that mine can take decent pictures. In this article I hope to provide some tips that will help you get the best possible picture using your smartphone camera.

The first tip is a simple but important one. Make sure your lens is clean! Being that the camera on your phone is flush to the body, it’s very likely that the lens will get fingerprints and smudges through normal use. Use a clean soft cloth for cleaning your lens and dampen it with water only for tough buildups. Never use chemicals to clean your camera or any other part of your phone.

Next you’ll want to get as close to your subject as possible. Hi, my name is Gail and I am a volunteer! Maybe you are too! I have volunteered in many different capacities throughout my life and in my Human Services career I recruited, trained and managed volunteers in Non-for-Profit organizations. My husband, Gerry, has also enjoyed volunteering with community events, ‘Volunteer Days of Caring’ with his employer and (my personal favorite!) being “voluntold” to support my causes!

To highlight, National Volunteer Week, I googled all sorts of definitions and statistics on volunteering but then decided to just reflect a bit and share some of my own experiences with volunteerism. It’s easy to forget how much we do contribute and why we contribute to certain causes throughout our lives because we just get caught up in doing stuff! Volunteers are doers! So maybe we need to share about our own ‘doing’ in order, to really celebrate volunteering and to possibly inspire others to the benefits of volunteering (benefits: 1. connection to others; 2. good for mind & body; 3. gain experience for ones’ career; 4. brings fun & fulfillment to one’s life).

Experts say that volunteering makes us healthier and happier but the way many of us were raised naturally led us to help others. Helping was just the right thing to do and my parents were an example of this through volunteering with our hospital, Legion,

To this day I still remember the amazing poppy seed & angel food cakes that were made to fundraise for my brother’s hockey tournaments & our family farm being turned into a Girl Guide Camp for Guide retreats. It was so much fun when the community came together!

I think my Dad’s 25 years in the Canadian Armed Forces gave him a strong sense of community, the benefits of team work and what could be accomplished when a group of dedicated people came together to achieve a common goal. He instilled in me a sense of public service and I started volunteering at a young age to get a sense of what it was like to do certain things but soon found out that I just liked helping & volunteering with other people like when I counselled kids in an Alateen group. Even though I was completing volunteer hours for post-secondary prerequisites, I found out that volunteering was fun!

Volunteer opportunities allowed me to develop a skill set to help others to find their own potential especially when volunteering with women & children at the Strathcona Women’s Shelter or being a Volunteer Case Worker in provincial corrections. These experiences convinced me to study psychology & women’s studies and pursue a career in counselling, case management, and program development for housing programs for women & families experiencing homelessness.

ment home included visits with our family cat and dog for weekly pet therapy visits. Who knew the family Doberman would be a favorite visitor! My kids sang songs, read books, played chess and had the most amazing time doing these things with the seniors. They went on to be Volunteer Youth Leaders with our community ‘Leaders in Training Program’ for many years and our oldest daughter continued to volunteer and work as an Event Coordinator with the City of Fort Saskatchewan.

Through her volunteering opportunities she found her passion of working with children and community which led her to university and a teaching career.

So, volunteering can be contagious!

It can be something fun that you do for yourself, it can be something you do as a family, it can be a way to test out potential career paths, or something done to contribute to a social cause or organization that you believe in. What ever your reasons are to volunteer, just get out there & do it. You will make a difference and you will feel good from doing it!!

We are often asked 'what do you do'?

Chase Victim Services will accompany the RCMP when a death has occurred, and local notification of kin is required.

Many times, an individual will be home alone and after the tragic news has been shared, the CVS volunteer will remain behind until family or friend support arrives. In the case of domestic violence, they will stay with the victim to ensure they are aware of all their options and provide follow up support as needed.

Maybe the person needing help is a victim of a home robbery, fire loss or physical or sexual assault. Whenever an event causes trauma to an individual, a CVS volunteer can be there to provide immediate and continuous help including follow up court support when needed. Even if a victim feels the need for a self referral, he or she is welcome to take advantage of the services offered by victim services throughout British Columbia. Everyone has different reasons for becoming a CVS member including those who genuinely want to give back to their community and maybe even set an example for their children. They feel it is very rewarding to be able to provide support and assistance to those who are in need and have no idea where else to turn.

They do what they do with the hope they can make a positive difference in someone’s life. Volunteering gives a sense of purpose and they feel gratified when they can provide timely support to help others get through a traumatic time when they have no one else to listen to them. We listen without judgment and encourage the victim to share their thoughts. It goes without saying that for many years the victim was the last person thought of or cared for. The mandate of CVS is to ensure their needs and con-

cerns are addressed in a respectful and helpful manner and that they are no longer the forgotten few. Victims have rights too and volunteers feel they can make sure they are not overlooked, which is important to many of us.

Who are we?

CVS is a government sponsored and funded organization operating under the guidance of the RCMP and based in the Chase RCMP detachment. CVS aids victims of violence or traumatic events 24 hours a day, providing coverage over the same extensive geographic area as the RCMP. CVS currently consists of four volunteers and one paid manager who share the monthly on-call times and are happy to accept inquiries from citizens who would like to know more or may be interested in becoming a volunteer. Oncall time is usually weekends only and is always tapered to suit the volunteer's plans. Scheduling is flexible and easily managed. An extensive RCMP interview and background check is required to ensure the protection of potentially vulnerable victims, including children. Upon approval of the application, excellent training is provided over a 4 to 6 week period. Call our onsite manager, Guy, at 250 679-8638 if you would like to know more. The demands are minimal. The need, when required by victims, is real and the results of your efforts overall are very rewarding and most often beneficial.

Volunteering at Chase Legion Submitted by Chase Legion Community service has been a way of life at the Chase Legion Br. # 107 for close to 80 years.

Volunteer opportunities abound through different committees, our weekly and monthly activities, special events, dinner - dance evenings, entertainment, sports activities, BBQ nights, community celebrations, parades, sharing friendships, birthdays, fun with friends and family, enjoying food together, round table discussions or as an elected Executive Board Member or member of the Ladies Auxiliary.

Each year our local Chase Legion gives financial support towards youth programs, Army & Air Cadets, local

Memories of Volunteering Vera Gottlieb - Switzerland Before immigrating to Bitish Columbia, I was living in Florida. After going into semi-retirement, I got interested in doing volunteer work.

One of the organizations I volunteered for was Meals on Wheels - a job with the same weekly route. Most people I delivered to were seniors, many living in mobile home parks. In one instance I remember having to climb in through a window into the living room as I could smell something burning and no one was answering the door bell. The woman had fallen asleep while something on the stove in the kitchen was starting to burn.

Luckily nothing happened.

Another ‘job’ was assisting a teacher in a public school, teaching Mexican migrant workers’ children English. Seeing these children progress in their knowledge and comprehension of English was, to me, most rewarding. Even though I could have spoken Spanish with them, no, it was English and nothing but.

I spent an entire school year with them and often wonder what became of their

lives.

And then the move to BC, where I really got to know what volunteering was all about - to the point of burnout. One of the very first things I learned was, when at meetings, don’t go scratching your head…it might signal one is willing to volunteer. Amusing.

What gave me a lot of satisfaction was when Vi Spence (Celista), Marg McDonald (RIP) and I volunteered to renovate the entire stage at Celista Hall. I remember the guys coming in and sanding down the wood below the stage and all around the hall and then staining it for us. I remember the two glass jars that stood at both super markets in Celista and Scotch Creek - always filled with donations. The mural that was applied, the black curtains that were installed - to be used when the stage was used as theatre; the lights that were moved to better light the stage. I also volunteered with Citizens on Patrol (Hardy Zimmerman) and Spring Road clean-up with Maureen Kalnychuk. All nice memories.

I shake my head at the lack of thought that is going into new

Real Estate legislation by the BC provincial government.

The end of Limited Dual Agency is June 15. The Realtor you use

after June 15 to list your property will not be allowed to sell the property to any new client, to any of that Realtors client-list, or to anyone the Realtor may know, something about (implied agency). If another Realtor writes an offer but your listing Realtor knows the buyer then your Realtor, the one you hired, must step back from the negotiation and bring in a third Realtor who doesn’t know anything about the buyer or seller. The legislation is as a result of abusive urban Realtors and will be very difficult for rural Real Estate where everyone knows everyone.

I ask you, how is that legislation better serving you the public?

The proposed Speculation Tax for Nanaimo, Victoria, Greater

Vancouver, Fraser Valley and Kelowna is a test run before it goes province wide. The tax is aimed, without saying so, at the Chinese who leave homes vacant but this catches everyone else in the storm.

The land tax increase will be hefty for any BC land owner who does not pay income tax to BC. This legislation disrespects the thousands of Albertans who own a BC recreation home. It disregards the millions of dollars Albertans spend in BC every year.

What a stab in the back to our friends and neighbors in Alberta.

Could this BC legislation be part of the Pipeline debate between BC and Alberta?

Saturday meat and 50/50 draws are running smoothly thanks to Karla and Amanda at Scotch Creek Community Centre (Fire Hall) and the Lakeview Centre. The first meat draw in April is April 7th in Scotch Creek.

St. Patrick’s Day dinner was a huge success at Lakeview Centre with a sell out crowd. The 50/50 draw paid out $296 to the winner with the proceeds going to the Lakeview Centre. Everyone enjoyed the Irish fare and an evening of fun. Lion Doug thanks all the ladies from Lakeview Centre who helped put together a superb authentic Irish Dinner.

A reminder to this year’s North Shuswap Grade 12 graduates from Salmon Arm Secondary School that the North Shuswap Lions offer two $1,000 bursaries. As in past years, we will give each bursary to a graduating student

of Salmon Arm Secondary who attended North Shuswap Elementary for at least two years and will be pursuing a post secondary education. For more information, deadline information and how to apply, please check with your counselor or go to the school’s website and follow the links to the Counseling Services folder.

Don’t forget that the North Shuswap Lions provide financial assistance to parents who have their child(ren) involved in arts, athletic or cultural activities from their Community Youth Fund. The financial is an Esso Gas Card to help pay transportation costs outside the North Shuswap so kids can take part in these activities.

Salmon Watch Countdown

By Darlene Koss This is the year ~ 2018 ~ every 4 years is the dominant year for the Sockeye to return to their spawning grounds.

This year’s event for the Salute to the Sockeye will begin on Friday September 28, 2018 and will run through till Sunday October 21, 2018 with the Opening Ceremony taking place Sunday September 30, 2018.

Every month we will give you perks of information to countdown leading into October with lists of dates, times, events and happenings. So, watch for the SALMON WATCH COUNTDOWN. The Seed Swap held in Enderby was a success in that we gained 12 new volunteers from all over the Shuswap. Many people stopped by and learned about the Society for the first time. Several were pleased to learn that this is a "Salute to Sockeye" year. We were able to connect with Kingfisher folks. Overall, it is a good event to attend because it gathers not just people to swap seeds but local companies and groups that are like-minded. Most of the people there are working towards sustainability and positive change in our larger Shuswap community.

Fisheries and Oceans Canada (DFO) is looking forward to working with The Adams River Salmon Society, the Little Shuswap Lake Indian Band, BC Parks and other key partners in the Salute to the Sockeye festival to provide the best possible experience for visitors of this worldrenowned Sockeye Salmon run. While the Sockeye are preparing for their return home, DFO is preparing to have our volunteers trained and ready to contribute to the success of this year’s Salute.

DFO’s key role at the Salute is to deliver the Educational School Interpretive Program. The Program provides an opportunity for approximately 10,000 BC students in grades 2 through 5 to have an up-close learning experience with Adams River Sockeye. Students and teachers will receive information on the importance of the Adams River Sockeye to the local Indigenous people, the life-cycle and biology of the salmon, how the local ecosystem supports these amazing fish, and how the salmon contribute back to that ecosystem.

DFO volunteers, along with the other Salute partners, also act as Guides on the trails of Roderick-Haig Brown Provincial Park during the Salute and will be able to provide the anticipated 100,000+ visitors with knowledgeable answers to any questions they may have.

We are currently looking at taking steps to set up a live camera for filming the salmon spawning during October. All the film footage will be set up live to watch through our website.

Healing the Broken: Couple Leads Divorce, Separation Support Group Submitted by Anne Bartsch My husband, Bill Bartsch, and I of the DivorceCare Support Group, each went through divorce before we found and married each other. We lead weekly DivorceCare Support Group meetings. DivorceCare is a 13-week, Christian based video programme for people going through a divorce or separation.

The new session will meet Tuesday nights, 7 to 9pm starting April 10th at North Shuswap Christian Fellowship Church, Butters Rd. Scotch Creek.

You don’t have to be a Christian to come. Scriptures help healing, we believe. It’s a safe place for people to share what they’ve been going through.

The group originated about 20 years ago in North Carolina and I have been involved for several years, mostly when I lived in the Fraser Valley. I have seen people gain confidence and hope as they progress through the programme.

Plus, with the national divorce rate at about 40 percent, there is a need for DivorceCare.

Bill agreed and said “the series can help others, even if they just come to listen. Divorce is open heart surgery, emotionally. It’s a marathon when you are hurting. There’s never a time when you have to

speak, but most people open up and get a lot out of it.”

Group discussion topics include: anger, loneliness, depression, new relationships, how divorce affects kids, and more. Each week covers a different subject, but people can start at any time. Each session is a standalone. We stress that we are not counselors, there’s so much information from experts. Every time I watch the video I still get something out of it.

“Everyone is welcome to attend no matter their experience. There’s never any judgment.” Bill said, “It’s like a death. You need a grieving period.”

As a participant from our last session shared: “When we heard about DivorceCare, my family suggested I go, since through all my troubles and pain I have never had any help. First step was to be brave enough to try it. I am so thankful that I can move on with no more baggage.”

DivorceCare meetings go from 7 to 9 pm every Tuesday, from April 10th until July 3rd.

Registration is not necessary and there is only a small charge of $20.00 which covers the cost of a workbook.

Shuswap Community Foundation – Letter of Intent Due May 15 SCF Grant Policy & Guidelines Submitted by Paula Shields For your project to qualify for a grant, your Society must: • Operate within the boundaries of the Shuswap area of the Columbia Shuswap Regional District; • Be a registered charity (i.e., have a CRA number: BN---- -----RR000--).

1. A non- profit group seeking funding without a registered charity number can only apply through a Registered Charity with which they have a formalized partnership (Project Partnership Agreement), a history of collaboration, and a similar mission and vision. The grant application must be submitted by the Registered Charity.

2. Your project must contribute to the well-being of residents of the Shuswap in the following grant categories: Animal Welfare * Arts and Cultural Activities * Education * Environment *Health and Wellness * Heritage (land or buildings of historic or environmental significance) * Safety * Social programs (including from our Vital Signs Report: Belonging and Leadership, Gap Between Rich and Poor, Housing, and Work) 3. The quest to study the possibility of incorporating some or all of the North Shuswap has hit a snag.

For two years now a group of community supporters has organized, funded, overseen and completed an Incorporation Study suggesting that Scotch Creek is a viable area for incorporation.

With that study in hand, and over 300 letters of support from local residents (and seven letters opposed), we asked the CSRD to request a Governance Study grant from the Ministry of Municipal Affairs and Housing. After initial objections, Director Morgan asked the CSRD board to make the request. In October 2017 a letter was sent requesting a grant of $40,000 to be matched with $20,000 CSRD funds to study future governance options for the North Shuswap.

The Ministry responded on February 19th, 2018 suggesting that our communities "would not have sufficient numbers of permanent residents nor the diversity in tax base required to be considered for municipal incorporation.". I guess they didn't see our study. They also commented that the Official Community Plan (OCP) vision is to "remain a predominantly rural area". In truth, these two comments are basically true.

Taken as a whole, the North Shuswap is very spread out. Road maintenance is one of the main costs of a municipality, and the kilometres of roads vs. the number of residents in some of our communities means a large expense with a small tax base. Our study shows that a smaller area like Scotch Creek should be viable. And yes, the OCP is currently bound by the vi-

sion of 10 years ago. It's not wrong, but many things change in 10 years. Although we don't want rampant development, new services in eating, entertainment, sport and healthcare would be welcome.

The Ministry asks that we shift the conversation to "what can be achieved within the existing governance system.", meaning within the CSRD framework. They are willing to contribute to a community issues assessment if "the CSRD Board and community can accept that this work needs to lead to potential solutions within the existing regional district framework, rather than the establishment of a municipal structure in a portion of or all of Electoral Area F." Hmm... Well, what's so great about incorporation anyway? I see two main benefits. The first is that being incorporated provides much better access to a variety of funds and grants that could contribute to services and amenities. The second is local control of our own destiny.

Can we achieve these goals without incorporating? The CSRD seems to be listening, but they are a big organization and have a very large area of responsibility. Can they reduce our frustration?

Currently the CSRD is considering two plans that may alleviate some irritation.

A community water study for Scotch Creek, and discussions with the Little Shuswap Indian Band regarding using their waste water treatment facilities for some Scotch Creek effluent. There may yet be ways our relationship with the CSRD could change or even improve without incorporation. At this time our options are limited - take the offered

opportunity to have a provincial/CSRD moderated discussion of community issues, or retain the status quo.

I say, let the discussions begin. There's no telling where they will go.

New Floor for North Shuswap Community Hall To the Board members of the North Shuswap Community Association; In the NSCA Bulletin for February there is discussion about replacing the main floor in the community hall.

There is some suggestion that the easiest and cheapest way is to replace it with linoleum or some such product that certainly will not be in keeping with the heritage standard that we have tried to keep with the renovations to date.

It may still be possible, with some research, to get old growth fir at the coast and restore the floor to something very close to the original floor. This floor, which was installed by volunteers

This would entail replacing the current worn out floor in the main hall area with Fir or Hardwood, instead of any grade of vinyl which the NSCA Board might be considering.

Having been an NSCA Board member for more than 10 years from 2002 until 2013,

with local fir, renowned as the best dance floor in the southern interior, saw many dances and parties, lasted for about 80 years.

After all the funds and efforts in the past to renovate the hall while maintaining it's unique character, e.g. look at the hall windows that are now up to modern standard with double glazing but beautifully "in character".

I feel very strongly that some kind of wood floor in character with the hall is the way to go.

I value our friends and neighbours from Alberta.

They own about a third of the real estate in the Shuswap and our fragile economy depends on them investing and spending their time and money while they are here. What about the other two thirds?

Well, it seems about half of that real estate is held by non -resident BC owners who are just as important in supporting our communities. I’m amazed at what a unifying force the BC NDP government is. Despite the divisions between Alberta residents, Vancouverites, free enterprisers, and some socialists who worked hard and invested well, the BC NDP government has decided they are all evil, foreign speculators and deserve a good screwing.

So far it seems the Shuswap has been left out of this

madness but where there’s smoke there’s fire, and what’s happening to our friends and neighbors in Kelowna can happen here.

Don’t expect rational behavior.

When our neighbours from Alberta and the Lower Mainland show up this summer let them know we appreciate and welcome them.

Federally and provincially, those of us who are fulltime residents in the Okanagan Shuswap resoundingly supported free enterprise and rejected the socialist horde.

The province was split in the last election between rural and urban BC. Maybe the time has come for rural BC to secede. We’ll take wine country and they can have all the whiners.

By Jo Anne Malpass April 25 has been chosen as Parental Alienation Awareness Day, part of a global campaign to raise awareness about the psychological manipulation of a child into showing unwarranted fear, disrespect or hostility towards a parent and/or other family members.

Because most people do not know about Parental Alienation until they experience it, the Parental Alienation Awareness Organization (PAAO) was started to raise awareness and provide education about this growing problem. It was founded by Sarvy Emo of Oakville, Ontario Canada, who learned about Parental Alienation in 2005 through her experience with her close friend's children. Both she and her friend were targets of Parental Alienation behaviours.

Their goal is to educate the public, schools, police, mental health counsellors, religious leaders and the perpetrators, who may be unaware of how the negative effect of their alienating behaviours harms children. They believe that with education comes understanding and will result in lessening the emotional and mental abuse of children.

According to the Canadian Children’s Rights Council “many children involved in divorce and custody litigation undergo thought reform or mild brainwashing by their parents. This disturbing fact is a product of the nature of divorce and the disintegration of the spousal relationship in our culture. Inevitably, children receive subtly transmitted messages that both parents have serious criticisms of each other.

Parental Alienation, however, is much more serious. It involves the systematic vilification by one parent of the other parent and brainwashing

of the child, with the intent of alienating the child from the other parent.”

Methods used include the favoured parent withholding love and attention or threatening abandonment if he or she expresses positive feelings about the rejected parent; the favoured parent bullies the child into being terrified of the rejected parent; the favoured parent prevents the child from participating in normal social activities with the rejected parent and family and the favoured parent encourages the child to lie and be aggressive toward the rejected parent. In very serious cases, the favoured parent recruits the child to assist in tricks and manipulative behaviour intended to harm the rejected parent.

Several studies have been done on how it affects the children. The American Journal of Orthopsychiatry, 1990 found “children showed the most behaviour problems if their parents were in a legal conflict and the visitation was not frequent or regular with both parents.”

Scandinavian research found a significantly higher number of attempted adult suicides for people who, in childhood, had lost a parent through parental separation or divorce.

In the British Journal of Psychiatry, 1989, British researchers found that adults who suffered the loss of a parent because of separation or divorce have a significantly higher risk of developing agoraphobia with panic attacks and panic disorder.

The Lost Child

By Eileen Peters MA, Certified Professional Counsellor In a healthy family, children are valued and protected and allowed to find their way to fulfill their potential and dreams. Parents value each child for their individuality rather than using them to work out issues in the adult’s life. Unfortunately, when a home is focused on the needs of the adults, because of addiction, mental illness, personality disorders or other stressors, the children lose out and adapt to certain roles to make sense of their lives.

Some children adopt the role of the Lost Child, becoming disconnected and “invisible”, believing that it’s safer to never attract attention. In school, they usually sit in the back of the room, and because they’re so quiet, people forget they’re in the room. They aren’t joiners, running out of class and away from school as soon as possible, but their grades are usually decent – because anything less would result in attention.

And studying allows them to be alone and away from the chaos of their home.

This child wants to be heard, needs to be heard—but is terrified of being heard.

Being heard means facing the feelings beneath the cloak of invisibility, and risking the judgment and/or abandonment of the family members who rely on him/her to stay quiet. Such a person often carries heavy feelings of shame, guilt, rage, isolation, and a longing for (and terror of) human connection.

Unfortunately, this isolation dogs them through life – even when they’re in a relationship. Having learned to be invisible, they are often soft spoken, lost in a book or visual media and will avoid

conflict at any cost.

They may be artistic, musical and genuinely kind and helpful. But their goal is to avoid hurt and that usually means avoiding deep relationships with other adults.

When they do risk a relationship, they may seem to be dependent and needy. Burdened with low self esteem (because they didn’t get the emotional support needed in childhood), they aren’t willing to risk a deep commitment to another person or to a goal or plan. For the Lost Child, life can slip into a series of gray days without the sunshine of hope of a better future.

And ironically, in maintaining this role through out life, the Lost Child often becomes the emotionally absent parent, who is unable to give to his/her children the emotional connection and contact they need to grow into fully functioning, fully connected adults.

In order to overcome this role and develop the ability to move into deeply emotional relationships, the Lost Child has to confront their rage and fear. Recognition of the pain of the past, as well as its emotional emptiness is critical for their healing. And to take any of these steps, the Lost Child’s denial must be set aside so that reality of the emotional barrenness of their life can be faced.

Once those steps are taken, the former Lost Child is able to face their pain and form deep relationship. They give up the victim position and become a team player. They learn to make decisions and set long term goals of a personal nature. And eventually, they can learn to be assertive, caring and connected.

hardest lessons for the Lost Child to learn in healing is that they’re not different, weird or strange. They are simply people caught in an unhealthy situation who coped as well as they could.

Anglemont Men’s Golf

By Gerry Shea The Anglemont Estates Men’s Golf Club season is just around the corner. As some members may know, Craig had a hip operation in Vancouver this winter.

He hopes to be at the course for the first week in April. Our golf course condition insider (Floyd Forsch) has reported that most of the holes are snow free. We’ll know more about opening day when Craig returns and gets a look at the course. This spring, the club will be purchasing some sandwich boards to be placed at various locations around the North Shore to help in promoting the club and the Thursday men’s night.

Men’s night is the same as last year, shotgun start at 5:00PM every Thursday and the Men’s club season lasts from late April to around the second week of September. A Double Elimination Match Play Tournament and the Club Championship in late August are the competitive highlights of the season.

New members are always welcome and lots of weekly prizes are available to the players. We are grateful to the many sponsors who kindly donate prizes to the club.

Opening day also means the start of the Tuesday and Wednesday morning senior men’s golf. We play from April to about the middle of October. The walk is a bit more than a mile and the up and down terrain is a good workout.

By Jan Penner Once again, the school year is flying by. Our return on April 3rd, after Spring Break/Easter sees us entering our final term of the 2017-18 year.

Just before Spring Break the basketball season wrapped up with the zone tournament. The boys team, comprised mainly of grades 5 -7 boys, had some close games and played with great energy and effort. Their skill development from the beginning of the year showed with much smaller point spread in the tournament than were seen in their first games of the season. The girls, who were more experienced players, brought home the championship ribbon for their hard fought first place finish.

Congratulations to all the players, coaches and parent drivers.

Division 1 will be holding their Spring Bottle Drive on May 5th. Money raised from the drive will go towards the year end Grade 7 trip and other end of year field trips.

You can give your bottles to the students collecting on that day or drop returnables off at Scotch Creek Bottle Depot and let Doug and his staff know that you wish them to go to the Division 1 class and they will be set aside for sorting on the 5th. Thanks in advance for your generosity.

The annual North Shuswap School Talent Show will be held on April 20th this year. Students will be auditioning in early April and successful candidates are encouraged to practice, practice, practice so they are performance ready for 12:15 on the big day. Parents or family members who wish to per-

form with their students are also welcome. If you are interested, please contact Mr. Ellis (rellis@sd83.bc.ca). We hope to see many of you that day, either as performers or audience members.

A reminder that Kindergarten registration is still open for September 2018. If your child (someone you know of) will be 5 as of December 2018, please drop in with their birth certificate and care card for registration. Kids’ Klub has wrapped up for another year. Thanks to the lovely folks at North Shuswap Christian Fellowship for presenting this program each year. It was well attended by the primary children and much enjoyed by all of them. A new after school program, LIFE, began just before Spring Break. The program runs every second Wednesday and is presenting tasks and learning experiences with Life Skills focus.

Registration forms are available at the office.

In addition to academic studies, there are several opportunities in April for artistic expansion. We have a guest artist working with students in early April and two cultural performances on the 18th and 23. Gymnastics instruction will also be happening the week of the 2326, just prior to the April 27th Pro-D. Earth Day 2018 Focussing on Children

LIFE Orientation a Success

By Rachelle Horvath Orientation for the Learning Independence Foraging Experiencing (LIFE) program was a remarkable success, with nine beautiful souls joining us for the first session to start building our bond.

When we gather every second Wednesday after school, the children will start the session with a meditation.

After explaining this to the group, a few of the children used yoga poses to demonstrate their knowledge of animal forms.

Our session began with the children being guided down to the lake through the path that leads from the school, in their imagination of course, by Sarah Belgue. Many have this technique already down pat. I'm sure they will be sharing with their families the knowledge they gain from being in the moment. For our creative side, the children will be crafting from the things we find in the great outdoors and will be selling their art work to raise monies to put towards the growth and supplies of the garden. In doing this, they will learn responsibility and the funds that it takes to be self sufficient. The list of ways to create these funds was also all in the hands of the children. We are looking forward to seeing their success in the creating and marketing of their products.

We continued our circle and the children shared their knowledge of the birds in our area. Many of us found that we know a very small portion of the birds that call the Shuswap home.

Expect to see new homes and feeding stations for our feathered friends around the school yard. Bob and Sandra Ewart will have your children and volunteers alike, recognizing and identifying these amazing creatures. As well as natural pest control, they are valuable pollinators in our garden, much the same as bees are.

Because the children will be responsible for tending to the garden’s needs, rules and routines are required. Who better to create these rules then the children? Their ideas and guidelines will be formatted, and each child will receive a binder to keep track of the gar-

den’s progress and to document experiments and observations. The last 15 minutes of each session, we will sit and go over their information. Spring break and the weather have given the garden area the time needed for the rest of the snow to melt, exposing our garden boxes and outdoor learning area. The children have chosen what seeds and seedlings will be going into the garden. Soil enriching, planting and fencing the garden will be first on the agenda at our next session.

The volunteers who have come forward to assist me in this endeavor are invaluable to the program. I couldn’t do it without them. Since our session, parents and other community members have come forward to assist. The joy of being with these wonderful little people adds life to each of us. We come away with amazing things, as we are learning from them as well. With all the support that continues to come, I can only see the program growing and expanding.

Your kind gift of sharing creates an amazing learning environment and makes a difference in our community.

There is always room for more local children to join in, whether enrolled at the school or home schooled. We are also still in need of some supplies for our project. We will be reaching out to local business for assistance on this. Prepared by Susan Wolff, Board of Directors, Shuswap Music Festival Society Salmon Arm, a community invested in the arts, will resonate with music during the 18th Annual Shuswap Music Festival, April 16-27. Music students and choral artists of all ages and at all levels have been preparing for the competition. Countless hours of practice and years of study are dedicated to the pursuit of music. The Festival celebrates the success of that hard work. It’s an opportunity for amateur music students--whether a solo artist in piano, strings, or voice or a member of a choir or band-- to perform and share their talent with the community.

The Festival is also a ‘learning’ opportunity. Professional musicians acclaimed nationally and internationally come to Salmon Arm to adjudicate the performances and provide encouraging and constructive critiques. These mini-master classes enrich each student’s understanding of music and improve performance skills. At this competition top candidates are recommended to compete at provincial and national music festivals. For each genre from classical to jazz and at each music grade level, the Shuswap Music Festival Society provides awards to encourage continued study. The adjudicators select all award recipients.

Generous contributions from sponsoring organizations and individual patrons support the Festival and the award program. Key sponsors of the festival include the three Rotary Clubs of Salmon Arm, the Shuswap Community Foundation and the Salmar Community Association. SASCU Credit Union funds the three awards for band that provide much needed resources for school band programs. The BC Registered Music Teachers’ Association/ Shuswap Branch provides the graded scholarships for piano, strings and voice to encourage young musicians.

This is the first year for presentation of the Klein Family Award. Established by Gaby Klein in honour of her family’s love of music, the $1000.00 award supports promising senior-level students pursuing advanced studies in piano or strings.

The Blair Borden Memorial Award presented annually at the Festival is from the Shuswap District Arts Council Endowment Fund. Borden had donated to the fund with wishes that an award be given to senior-level students pursuing further educa-

tion in music. Borden was herself a “lifelong learner of music”.

The Mary Fowler Memorial Scholarship is awarded for ‘excellence in Classical voice’. Fowler sang with the Shuswap Singers for over 30 years and Choral music was her first love. After her death, her family established a family endowment fund with the Shuswap Community Foundation.

The fund supports a scholarship for a student between the ages of 14 and 19 competing at the Grade 7 Royal Conservatory of Music level or higher.

It is with a mixture of sadness and appreciation that the Board of the Shuswap Music Festival Society will present the “Georgina Lazzarotto Memorial Award” at the Festival’s Gala concert. Lazzarotto, a member of the Board, passed away unexpectedly this March. In addition to her career as a nurse, she was a vocal artist and teacher, a choir director, and a strong proponent of music festivals. The award will go to a promising intermediate vocal student.

Music festivals foster and enrich the culture of music in a community. A young Salmon Arm musician captures the purpose of these festivals in her own words. Aria Izik-Dzurko, winner of two senior piano scholarships at the 2016 Festival, wrote: “I have come to appreciate music festivals for a number of reasons. First, they provide me with a meaningful goal that motivates me to work harder than I otherwise would. Second, they give me the opportunity to learn from high-level musicians from outside our area and grow from the unique perspective they bring to my playing. Last, it is always inspiring to see what other musicians and myself are able to accomplish when we truly apply ourselves! Thank you for encouraging me to keep pursuing music…I hope to contribute to the vibrant cultural life in our area as I continue on my musical journey.”

An Inspirational Journey Part LXIX

By Jan Penner Speaking with Heather Alison this month I was stuck again by how amazing this woman is. She is currently in an assisted living facility near McGuire Lake in Salmon Arm. She has 24 hour care available with a wide range of skilled personnel ready to see to her needs. What is amazing is the positive attitude she continues to have about her situation and the goals she continues to set for herself.

She has been sleeping a lot because the morphine she receives for pain makes her sleepy. She is not happy with this because she says she does not want to sleep her life away. Despite the bad headaches and pain in her good lung, her aim is to be able to visit the

North Shuswap.

Heather said she is always hungry these days, likely due to a brain tumour pressing on something that controls her appetite. She is also craving sweets, something new for her, and donuts have been consumed!

Her daughter and granddaughter are visiting right now, and her son and family have moved back to the area. Her home and dog are being cared for and are not a concern for the future. Other family members are also frequent visitors so she is well tended.

As always Heather, you are in our thoughts and prayers and we wish you a wonderful visit to the North Shuswap you love.

1. Position rack in upper third of oven; preheat to 450°F. 2. Whisk eggs, dill, salt and pepper in a medium bowl. Heat oil in a large ovenproof non-stick skillet over medium heat.

Add leeks; cook, stirring, until softened, about 4 minutes.

Add spinach and ham; cook, stirring, until the spinach is wilted, about 1 minute.

3. Pour the egg mixture over the vegetables and cook, lifting the edges of the frittata so uncooked egg can flow underneath, until the bottom is light golden, 2 to 3 minutes. Sprinkle cheese on top, transfer the pan to the oven and bake until the eggs are set, 6 to 8 minutes. Let rest for about 3 minutes before serving. Serve hot or cold.
