MLA Candidates Respond to Local Issues

By Jo Anne Malpass Three Shuswap MLA candidates introduced themselves and responded to questions, which included rural economies, health care and balanced budgets, at the All Candidates Meeting April 20 at the North Shuswap Community Hall.

About 50 residents attended the meeting, hosted by the North Shuswap Chamber of Commerce and moderated by Chamber President Dave Cunliffe.

Kevin Babcock for the Green Party has lived in Salmon Arm for the past 10 years. He has been working in the labour force for the past 20 years for the railway, aerospace, and now the plywood industry.

While working full time, he is raising two children, ages three and six, and taking

courses through Okanagan College and Thompson Rivers University where he is in his fourth year as a philosophy major.

He wants to see good policies being put forth without unnecessary delays, either on the right or left, if they are good for BC. He said he sees people in the labour force counting down the time to retirement. He wants to help people get into careers that will inspire them. “The pillars of our platform make it easier for people to choose their own career so they can earn what they are truly worth, enjoy their work, and control their own destiny.”

living in the Shuswap area, and six grandchildren. He brings business experience as president of Twin Anchors Marine and TA Structures. He has volunteered as a firefighter, for Shuswap tourism and on the Sicamous Chamber. He became involved in politics as a councillor and then deputy mayor of Sicamous before being elected Shuswap MLA in the 2013 provincial election.

He said he has enjoyed the opportunity to serve, the most rewarding part of his job has been helping individual constituents solve an issue. “I have come to realize there is still work for me to do as MLA – the experiences I have enjoyed, and the experience I have gained, will allow me to bring more to the table on behalf of the constituents of the Shuswap.”

Sylvia Lindgren for the New Democratic Party is a wife and mother of three grown children and has a young granddaughter. She earned a Bachelor of Physical Education degree in 1986 and since then has worked with people with special needs of nearly every form. She has worked for Interior Health, Canadian Mental Health, Brain Injury Society, the school district and BC Ambulance.

She currently works as an education assistant and is president of CUPE 523. She said that working in the health and education field, she has seen how cuts affect our students and seniors. The North Shuswap can’t get a doctor, development of water and sewer is an issue and there are still communities without hydro. Unemployment is 8.4% in the southern interior, she said, there are eight empty storefronts on Hudson in Salmon Arm and she noticed the same thing on the North Shuswap. The economy has only improved in some areas for some people.

The NDP wants to close loop holes and make sure that affordable housing is a basic right. The NDP focus is on dealing with poverty, helping small business and the middle class.

Rural Economy Babcock said the government needs to talk to rural communities to find out what kind of jobs and industry they want. Diversity makes communities stronger. Raising the minimum wage is a band aid solution and leads to more people in the middle getting “dinged” and more people on minimum wage.

“We need to figure out a way to provide a basic liveable income, need solutions to end this same conversation during every election.”

Kyllo said a strong and healthy community is a working community.

The economic engine pulls the social cart. He pointed to the BC Rural Dividend Fund which is providing $25 million a year over four years to assist rural communities with a population of 25,000 or less to reinvigorate and diversify their local economies. The BC Jobs plan focusses on diversification throughout the province.

Lindgren said the NDP promise of a $15 minimum wage would put money in the pocket of people who live here and would help local businesses.

There would also be tax cuts for small businesses.

Health Care Babcock said there is a need to expand on medical care in general, with more people in medical field careers and more funding for infrastructure.

Kyllo said the Liberal government is working on better utilizing existing resources such as having paramedics provide some in home health services in rural areas, they can change dressings, take blood pressure etc. The North Shuswap doesn’t qualify for the rural incentives program for doctors but he is working to have North Shuswap included. BC is also talking with other provinces about working together to use volume buying to negotiate better pharmaceutical pricing. There are cost pressures for health, with 41% of all money coming into the province (Continued on page 8)

BC goes to the polls on May 9 to elect its 41st Legislative Assembly. On the North Shuswap, vote at Scotch Creek Fire Hall, North Shuswap Community Hall, Lakeview Centre and Seymour Arm Community Hall from 8 am to 8 pm. Make sure you take proper identification to prove your identity and residential address.

In our Shuswap riding, we have four candidates, Kevin Babcock for the Green Party, Greg Kyllo for the Liberal Party, Sylvia Lindgren for the New Democratic Party and Kyle McCormack for the Libertarian Party.

Shuswap riding is centered around Shuswap Lake and to towns to the south. It encompasses rural areas between Chase and Revelstoke on the TransCanada and to just north of Vernon on Highway 97. Towns in the riding include Salmon Arm, Sicamous, Armstrong and Enderby.

The three candidates who attended the candidates meeting at the North Shuswap Community Hall in April, showed a genuine desire to work for our community. Although they each had different opinions on what has happened in the past and visions for the future, they were respectful of each other and there were no personal attacks.

Running for office takes dedication and lots of demanding work. Being successful requires careful attention to detail, a rigorous schedule and support from many volunteers.

For the rest of us, we do our part by going to the polls to cast our ballot.

Voting is a privilege and a responsibil-

ity, it is our chance to exercise our power to elect representatives from among ourselves to form a governing body.

In the last provincial election, voter turnout across BC was 55 per cent of eligible voters. Up until 1983, usually around 70% of eligible voters cast a ballot but voter turnout has consistently declined since then. The lowest recorded turnout was in 2009 at under 51%.

Our riding did a little better in the last election with 60.4% of us voting.

This may be because of our older population, the average age in our riding is 50.2 years, the seventh highest in the province.

According to BC Stats, Threequarters (74%) of the registered voters aged 70 to 74 cast a ballot in the 2009 general election, the largest proportion of any age group. Each successively younger age group had fewer registered voters voting than the next older group – only one-third (34%) of the 20 to 24-year-old group cast a ballot.

The most recent poll at Kicker press time had the Liberals and the NDP in a tight race and predicted the possibility of the Green Party winning a few seats.

If you need another reason to vote, this opportunity doesn’t come cheap.

In 2013, the cost of the election per eligible voter, was $10.96.

The Province is responsible for many of the things that affect us directly, like health care, education, highways and natural resources. Make sure your voice is heard on May 9.

CP Rail Corridor Service Establishment and Loan Authorization Bylaws The CSRD Board has authorized the execution of a Conditional Purchase and Sale Contract for the CP Rail corridor that runs from Sicamous to Armstrong, excluding several sections owned by the Splatsin, in partnership with the Regional District of the North Okanagan (RDNO).

The Board read the CP Rail Corridor Service Establishment and Loan Authorization bylaws a first, second and third time. The bylaws will come back to the Board for further consideration after the known outcome of an Alternative Approval Process that will take place in Electoral Areas C, D, E, F, the District of Sicamous and the City of Salmon Arm in the coming months.

The total cost of the purchase is $6.5 million dollars, and with the Provincial Government’s contribution of $2.17 Million dollars announced in March 2017, the RDNO and the CSRD have agreed to split the remaining cost on a 50:50 basis, each paying $2.17 Million dollars.

Both Regional Districts are proposing to fund their contribution through borrowing, which will require elector authorization through an alternate approval process. The CSRD has proposed to fund $1,838,384 from borrowing, with the remaining portions coming from the Sicamous/Area “E” Economic Opportunity Fund ($250,000), and the Revelstoke/Area “B” Economic Opportunity Fund ($100,000). “This opportunity is a great fit for funding from the Economic Opportunity Funds,” says CSRD Chair Rhona Martin. “We expect that this corridor will result in some significant Tourism revenue.”

Director Morgan said Area F is to contribute to the CSRD portion along with Areas C and D. The balance will come from Salmon Arm, Sicamous and Area E. Area F is participating in the sub regional project, with the expectation that other areas would give support if a project arises in our area.

Two-tier Hydro Rate - The Board

A report from Terry Langlois, Utilities Team Leader, said the Copper Island RV Park is a development consisting of 41 units, adjacent to the Saratoga Waterworks Service Area. The RV Park’s existing water system is a groundwater well with no treatment. After years of bad sample results, Interior Health has ordered the RV Park to either acquire a new water source or provide proper treatment to its existing system. The Saratoga Water System is immediately adjacent to the Copper Island RV Park, but has limi-

tations for current expansion, primarily regarding a water reservoir and storage issues. The engineering assessment will also identify other aspects within the Saratoga Water System that will require upgrading to facilitate a connection by the Copper Island RV Park.

Changes to Provincial Private Moorage Program - The provincial government recently notified the CSRD about changes to the provincial private moorage program. The Board will send letters to the applicable levels of government and agencies to outline the concerns with the Private Moorage Program and lack of consultation, and to request that Shuswap and Mara Lakes be designated as an application-only area for private moorage. Staff have been directed to draft communication materials to remind the public about Lakes Zoning Bylaw No. 900 and applicable Foreshore and Water Development Permit areas as they relate to dock and buoy installations.

Effective January 17, 2017 the Provincial Private Moorage Program was amended to streamline Provincial approval processes for private docks. Specifically, the General Permission was expanded to include a larger number of individual private docks and the maximum size requirement was replaced by a set of prerequisites which must be met to qualify for a General Permission. General Permissions are not granted in areas designated as "application-only areas", ecological reserves, parks, or where there are recorded archaeological sites. Due to the ecological and archaeological significance of Shuswap and Mara lakes, as well as the recreational and residential growth around these lakes, staff recommended that the Board request that it be designated as an "application-only area".

Noise Bylaw - The Board read CSRD Noise Bylaw No. 5754 for all electoral areas a first time and requested that staff prepare a communications plan to inform the community of the pros and cons of a noise bylaw and to advise what it will look like.

Support of On-Farm Breweries and Meaderies - The Board passed a resolution that will be forwarded to the Southern Interior Local Government Association requesting support to lobby the (Continued on page 7)

Minister of Agriculture to make changes to the Agricultural Land Commission Regulation so it is easier for small onfarm breweries and meaderies to operate within the regulation.

Tolko Forest Stewardship Plan Amendments - The CSRD has received a request for referral comments from Tolko Industries Ltd. (Lumby) regarding new cutblocks and roads it is adding to the Okanagan Woodlands Forest Stewardship Plan (FSP). Several cutblocks and roads are located in known hazard areas of the CSRD, most notably the Mara Creek/Hummingbird Creek basin directly above the community of Swansea Point.

The Board made a recommendation to Tolko Industries and the Minister of Forests, Lands and Natural Resource Operations that a moratorium be placed on future logging activity in the Hummingbird Creek and Mara Creek basin due to the history of large debris flows in this area and requested that Tolko Industries hold public engagement meetings to provide information and answer questions regarding the Forest Stewardship Plan amendments.

The Board also carried a resolution that will be forwarded to the Southern Interior Local Government Association to lobby the provincial government to request that there be improvements to the consultation requirements.

going to health care. MSP payments cover 14% of the medical budget.

Lindgren said hallway medicine shouldn’t be a common word. Home care used to be robust, with medical personnel having time to spend with seniors, making it possible for them to stay at home. Poor nutrition or falls leads to hospitalization. The most inexpensive way is to keep them at home with support.

The NDP proposes adding urgent care centres to reduce the pressure on ERs. “Rural medicine should be designed to bring health care and people together to give you all you need in the community you live.”

In response to a question from the floor about the need for more common sense about allowing doctors from Europe and across Canada to practice in BC, Babcock said he completely agreed, BC has really tough rules for people coming from other areas, that barrier should be taken down.

Kyllo said he didn’t have all the information about this, the College of Physicians and Surgeons are the ones who set the rules, but “I will commit to you to follow up on this.”

Lindgren said the government needs to look at qualifications around the world so when doctors come here, we know what qualifications they have. There shouldn’t be a broad-brush approach.

Balanced budgets Kyllo said the Province does have some capital debt, borrowed to build infra-

structure like new hospitals and hospital towers, schools, bridges and Site C dam. The value of the asset matches the debt. With its triple A credit rating, BC has the highest rating in country. The auditor general looks at the books and the Liberals have had five balanced budgets in a row.

Lindgren said, “we can have most of what we promise paid for and still be deficit free.” The NDP would create 96,000 new jobs, partly from child care providers and women going back to work. It would increase taxes for corporations and repeal the 2% tax break to top earners.

Lindgren said the NDP’s proposed $10 a day daycare wouldn’t be a burden on taxpayers. It would help women get back into the workforce so they would be contributing and would employ more child care providers. It would be phased in over several years. It is the right thing to do to get families living above the poverty line, she said, children who are raised in a family above the poverty line do better in life.

Kyllo said the BC Government has been giving grants to provide licensed child care spaces. One was given in Salmon Arm and another in Enderby.

Babcock said the option for free day care should be incorporated into school systems, giving opportunities to people and creating jobs.

Teachers are stressed, custodial and bus driver hours have been cut. Funding is too low for diagnostics so there are not enough educational assistants. Enrolment is rising now and there are not enough rooms or teachers.

Kyllo said Liberals have made record investments in schools. Three schools in this School District 83 were in danger of being closed but they are

out of the woods now.

Other questions included a highway to Sun Peaks, which Kyllo said would be a significant benefit for both North Shuswap and Sun Peaks with its direct access for recreation activities. It is supported by the Liberal government. We need to be respectful of our First Nations, he said. Along with the regional district director, he continues to advocate for it and “given the right amount of time, we may see it come to reality.”

Property Crimes On March 28, Chase RCMP received a report of a Break and Enter to a shop on Lower Duck Range Rd, Pritchard. Several tools and other items were reported stolen. The theft occurred between March 25 and March 28.

On April 8, Chase RCMP received a report of mischief to the Canada Post mailboxes located at the intersection of Squilax Anglemont Road and Mabry Road in Lee Creek. Several boxes had been opened with damage to several more.

On April 9, Chase RCMP received a report of mischief at the vehicle charging station on Trans Canada Hwy, west of Chase. Sometime during the night, suspects chopped the charging cords.

On April 18 at 11:45 am, Chase RCMP received a report of suspicious activity at a residence on Decamillis Road, Pritchard. A homeowner was in her residence when an unknown female approached the front door and attempted several times to open it without knocking.

The female then quickly left the area in a white minivan.

Police made patrols but were unable to locate the vehicle.

On April 21, Chase RCMP received a report of a vehicle stolen from a business on Aylmer Road, Chase.

Between April 19 and April 21, a brown 2003 Ford F350 was stolen from the front of the business.

On April 24, Chase RCMP received a report that a white 1992 Mercury Topaz with BC licence plate 621HXL was stolen overnight from a parking lot on Wilson Street in Chase, BC.

Lost Females Located On April 16 at 8:45 pm, Chase RCMP received a report of two lost females near Adam’s Lake Provincial Park. Two 21-year-old females went with a group of people for a drive into the logging roads west of the park. After a period of time, the two girls exited the vehicle and were subsequently left behind by the group.

When the group returned to the park, friends of the girls became concerned for their safety and called police.

Police, Kamloops RCMP Police Dog Services and Search and Rescue were deployed and attended. Police located one girl who had separated from her friend. A local resident, who hearing of the lost girls assisted in the search, located the second female. BC Ambulance Services attended and ensured the girls were in good health.

The Chase RCMP would like to caution against leaving persons in unknown wooded areas. If people from your party get separated and don’t return, please call police immediately, remain on scene or nearby as information you can provide will assist in locating the missing people. If you are lost, remain as a group and do not separate from others, this will increase the ease in locating you and ensure your safety.

Dog Returned to Rightful Lee Creek Owners On March 15, Salmon Arm RCMP members received a call that a local lady knew of a possible location for her dog that went missing from her property approximately 1 year ago in the Lee Creek area. At the time the dog was believed to have been stolen.

Two local members of our detachment were able to locate the dog in the company of a man in the City of Salmon Arm. As a result of the owners having the dog tattooed while they owned it and recording the number in case the dog went missing, the officers were able to prove ownership. As a direct result of the description of the dog and that identifying tattooed number the officers were able to seize the dog and get it back to the family in Lee Creek. The return of the dog made a young girl and her family very happy.

This is one case where the owners did tattoo their pet with an identifiable number and retain that number. This fact alone was instrumental in reuniting the pet with it's family. The investigation into the theft and possession of stolen

property has concluded without charges at this time.

Traffic On March 31 at approximately 1:00 am, Chase RCMP officers on patrol observed a vehicle failing to stop at a stop sign on Shuswap Avenue in Chase. A traffic stop was conducted.

After failing a roadside screening test, a 31-year-old female was found to be driving while impaired by alcohol. She was issued a 90 Day Immediate Roadside Prohibition and her vehicle was impounded for 30 days.

On April 17 at 5:04 pm, Chase RCMP received a report of a tractor truck and trailer rolled over into the ditch on the Trans Canada Hwy near Francois Road.

Investigation determined that an eastbound car had come to a stop, awaiting westbound traffic to pass, to complete a left hand turn from the highway. The eastbound truck, unable to stop in time, attempted to avoid hitting the car by driving onto the shoulder. The trailer entered the ditch, rolling onto its side causing the tractor unit to roll as well.

The driver of the truck was treated at the scene by BC Ambulance Services for minor injuries.

CURFEW The word "curfew" comes from the French phrase "couvre-feu", which means "cover the fire". It was used to describe the time of blowing out all lamps and candles. It was later adopted into Middle English as "curfeu", which later became the modern "curfew". In the early American colonies, homes had no real fireplaces so a fire was built in the center of the room. In order to make sure a fire did not get out of control during the night it was required that, by an agreed upon time, all fires would be covered with a clay pot called-a "curfew".

Secwepemc Peaceful Protest

By Jo Anne Malpass Secwepemc community protestors held a peaceful protest from April 11 to 13, blocking one lane of the Sexqeltin Bridge leading from Chase to the Adams Lake Band community.

Traffic could pass in both directions using the other lane.

Adams Lake Band Chief Paul Michel issued an update saying Adams Lake Band recognizes the right for peaceful protest. The immediate concerns were explained as (1) RCMP and Secwepemc relationships, (2) there are issues against the Adams Lake Band Chief and Council ignoring Secwepemc community concerns, (3) there are issues against Adams Lake Band office not representing or respecting community members and (4) there are issues related to Aboriginal rights and title as related to protests against land rights, water rights, pipeline development, forestry/road development, Sun Peaks infringements, lease land issues and other issues that challenge our rights to our land, water and environment.

A community gathering was being arranged for April 27 to address concerns and amendments to the Community Panel section of their Customs Election Rules. “As discussed on the February 23, 2017 General Band meeting, there was consensus that Adams Lake has a Customs Election Rules flaw that allows a Community Panel to disrupt our Adams Lake Band and that allows for potential abuses of power.”

Other issues related to natural resources such as water, land, forests and salmon were also to be discussed at the community gathering.

Roadside clean-up It’s that time of year again. The annual roadside clean-up is scheduled for May 5th and 6th. Local Government Looks like it is three steps forward, one step back.

First step forward. At our March 16th meeting, our local government agreed to try to take advantage of the currently available 83% grant money from the province and federal government and make a March 2018 grant application for the start of a community water system in Scotch Creek. We have met twice with operations staff, are refining a Scotch Creek west service area, and a Phase 1 system.

The grant application will need to be supported by an engineered design and estimate, geotechnical work on the proposed reservoir site, and hydrogeological work on the groundwater source so there is lots of work to do. Staff are preparing a budget for the work to take to the board for approval.

Director Morgan is fully supportive and is participating in the meetings. The new water system that is being proposed will need to

go through a voter assent (referendum) process and will only happen if the property owners in the service area agree. Information will be posted on the webpage HTTP://ScotchCreekBC.ca/ Second step forward. A meeting was also held with planning staff on April 6th.

There was a generally positive discussion about our concerns over too much regulation. We discussed the development permit process and our feeling that there is a lot of expense and delay without a lot of benefit. I don’t think we reached any agreement but it was a good start. Staff did promise to examine why the North Shuswap zoning bylaws have a consistent 25% maximum lot coverage while all other areas have 40%. The impact of this is considerable for small lots. With a one acre lot, you can have over 10,000 ft2 of building which is ample for most people’s needs. The problem arises with smaller lots.

There is one person try to get permission to build a garage which will take him to 28% coverage. In order to get approval, he not only has to face the development permit process, but is going through a full rezoning including a public hearing that will delay the project about 8 months. The costs of the reports to support the development permit applications and the costs of zoning are rapidly approaching the cost of the garage.

with a meeting on June 7th with planning staff and a small group of builders and professionals to have a much more focused discussion.

We plan on bringing forward specific requests for changes at the meeting. I encourage anyone who has been frustrated by permitting to contact me with suggestions on what changes would help you personally or in your business.

The final step forward was courtesy of the provincial government. After a lot of lobbying effort, the province has issued every waterfront owner with general permission to install a dock.

Individual applications are no longer required as long as the dock is no wider than 3 metres (10’) and extends no further from the natural boundary (high water mark) than 42 m (138’). I measured in front of my place and my 40’ dock with a 16’ foot ramp will extend 39 metres from the natural boundary at extreme low water.

While the province deserves to be congratulated for common sense deregulation, our local government are trying to take a step back. Rather than amend Bylaw 900 to reflect what the province is doing the board instead passed the following resolution.

THAT: A letter be sent to Premier Christy Clark and to Steve Thompson, Minister of Forests Lands and Natural Resource Operations, and MLA Greg Kyllo, outlining CSRD concerns with the changes to the Private Moorage Program, lack of consultation with local government about the changes, and requesting that Shuswap and Mara lakes be designated as an application-only area for private moorage.

THAT: A letter be sent to UBCM outlining CSRD concerns regarding the changes to the Provincial Private Moorage Program, and that the letter be copied to SILGA and the District of Coldstream.

THAT: CSRD staff be directed to prepare communications regarding Lakes Zoning Bylaw No. 900 and Foreshore Development Permit Areas to remind the public of the CSRD bylaw requirements for docks, buoys and other foreshore structures.

The staff report used an alarmist worst case scenario that a dock could be 3 metres wide and 42 metres long for a total size of 126 m2 as compared to the current Bylaw 900 maximum of 24 m2.

The problem is that although no application for a dock is required, a Water Act Section 11 (working in and around water) application to the province is still required to install the dock. One of (Continued on page 15)

the conditions of the general permission is that the dock remain floating. With the seasonal change in Shuswap water levels a dock that size would not be approved because it would either be mostly grounded at low water or would exceed the maximum allowable 42 metres from the natural boundary. I think a reasonable approach would be to bring Bylaw 900 into conformance with the new provincial rules.

One more item to add to our meeting agenda for June 7th with local government.

The Incorporation Study for Scotch Creek will not happen overnight. But it will happen

By Jay Simpson Since our last update we've been on a campaign for Letters of Support for the Incorporation Study to go ahead. As of April 11 we've received 280 letters of which 273 were in favour of the study, 7 opposed. The 280 letters sounds like a lot but really represent just 11% of the North Shuswap population.

We'd like to see many more letters, whether in favour or opposed. If we could get 100 more it would give us 15% of the local population. You can find a blank letter and background information on our website www.scotchcreekbc.ca.

It was very interesting to read the reasons that were outlined in the letters and although I won't go into a detail here I will tell you that over 100 letters included two main points: 1) We need local control and planning as there are too many bylaws and restrictions, and 2) the lack of development, economic opportunities and services. Many more letters had similar concerns. A breakdown of the letters received and reasons can be found on the website as well.

You may know that our request to have the Incorporation Study done went to the CSRD board on January 19th and was refused but CSRD staff was directed to meet with us to discuss "what appear to be the main underlying concerns motivating the incorporation effort, including the lack of

development in the community and the cost of water and sewer infrastructure."

We met with the CSRD on March 16. And during a 2 hour meeting discussed a number of topics, some even related to the Incorporation Study. At the end of the day there was agreement to work together on the two areas specifically identified. I do think the CSRD recognises that we're a bit... disgruntled, with the status quo. Translating that into meaningful action is the challenge.

Since then we have had further meetings, one on April 6th with the planning department regarding excess regulation. Next meeting set for early June.

We've also met with the infrastructure group, April 5th, and again on April 18th. There is progress on developing a plan for a phased water system in Scotch Creek. We're cautiously optimistic for both these streams and look forward to continuing these conversations.

As for the Incorporation Study, we will continue to move ahead. We have the Letters of Support (did I mention we still need more?) to take to the CSRD, Director Morgan, the Ministry of Community, MLA Kyllo etc. This has been interrupted with the provincial election of course but we'll continue to lobby in all these directions.

New tools from Province to Fight Invasive Mussels

By Jo Anne Malpass “As the Shuswap region gets ready to kick-off another busy boating season, the B.C. government is once again adding to its arsenal in the fight to help keep B.C.’s waters invasive mussel free.”

A BC Government News Release says the province is adding two new inspection stations, expanding inspection hours, more than doubling the number of inspectors, increasing public education, expanding scientific lake monitoring and unveiling Canada’s first multi-purpose mussel-sniffing dog.

Two new border inspection stations will open at Yahk and Midway, bringing the total number to 10 inspections

stations in B.C. The province’s busiest station at Golden will be open 24 hours a day, while the remaining nine stations will have their hours extended from dawn to dusk.

To support the new extended hours, the Province is also adding 35 inspection officers to the program, bringing the total to 68 auxiliary conservation officers.

In addition, the Province is providing the Habitat Conservation Trust Foundation with three years of support to expand government’s ongoing invasive mussel lake monitoring to detect potential invasive mussel larvae.

Locally, Robyn Hooper of the Columbia Shuswap Invasive Species Society said last year CSISS partnered with the Ministry of Environment to sample 22 priority waterbodies in the Columbia Shuswap for invasive mussels and “we are hoping to continue Zebra Quagga mussel sampling efforts this year (pending funding from the Province).

So far, no invasive zebra or quagga mussels have been detected in BC.” The Province is also unleashing a new and unique tool to fight invasive mussels, Canada’s first multipurpose musseldetection dog. Kilo, a German Shepherd Dog, is currently undergoing training to sniff out mussels as (Continued on page 19)

well as firearms, bear parts, and will also be used in evidence recovery cases. Beginning on July 1st, Kilo will be working at high-volume stations on a rotating basis to help detect invasive mussels.

Funding announced is valued at approximately $3 million. This brings the total program funding to $4.5 million annually, with partner funding from BC Hydro, Columbia Power, Fortis BC, and Columbia Basin Trust.

On the Shuswap, Hooper said the CSISS will be continuing to run its invasive species outreach programs throughout the Columbia Shuswap Regional District. The CSISS outreach programs are supported in part by the Province, the CSRD and the Columbia Basin Trust, and includes boater education at boat launches, marinas, community events and farmers’ markets. “We are unsure if any of the newly announced Provincial mussel prevention funding will be directed to our regional outreach programs.”

The Ministry of Environment (MOE), in partnership with Invasive Species Council of BC, hosted a free workshop for members of the boating industry in Salmon Arm on April 20.

The purpose of the 90-minute workshop was to collaborate with boating industry professionals, including marina owners and staff, commercial boat haulers, marine operators and boat dealers to raise awareness about aquatic invasive species.

Zebra and quagga mussels can significantly alter the food web resulting in the collapse of native fish populations including sockeye salmon. They can clog pipes and water systems and can ultimately affect municipal and industrial water supplies. The economic impact of invasive mussels to hydropower, agricultural irrigation, municipal water supplies and recreational boating has been estimated to be $43 million annually. They also have a reputation of decreasing the quality of the recreational experience, impacting tourism.

during operating hours. Motorists who fail to stop at an inspection station can be fined $345. Outside of operating hours, signage will direct motorists to report information about where they are arriving from, their destination in B.C. and to what extent they’ve taken steps to ensure they are not transporting invasive mussels.

Conservation officers will be increasing enforcement of existing penalties, which can include fines up to $50,000 for a first offense for illegally transporting mussels anywhere in B.C. The Province will also continue to work with the Canada Border Services Agency to strengthen the screening of all watercraft entering from the United States, and intercept high risk watercraft at border crossings.

Through the Province’s expanded Invasive Mussel Defence Program, crews in 2016 inspected a record 24,500 watercrafts for invasive quagga and zebra mussels. The program intercepted 685 boats from high risk provinces or states and intercepted 17 mussels fouled boats.

Our province is dedicated to ensuring that invasive species, whether plants or mussels, are stopped before they can produce negative consequences.”

Conditional agreement reached for the purchase of the CP rail corridor between Armstrong and Sicamous

By Regional District of North Okanagan (RDNO ) The Board of Directors of the Regional District of North Okanagan (RDNO) has authorized the execution of a Conditional Purchase and Sale Contract for the CP Rail corridor that runs from Sicamous and Armstrong, excluding a number of sections owned by the Splatsin, in partnership with the Columbia Shuswap Regional District (CSRD).

While the agreement is subject to a final, satisfactory legal and environmental examination of the property by the Regional District partners, along with the establishment of the necessary bylaws to purchase and operate the property, RDNO Board Chair, Bob Fleming, is cautiously optimistic: “We have achieved two of the key steps toward this potential purchase, being the successful contract negotiation with CP, and the required one-third funding contribution from a senior level of government,” said Fleming. “The next step will be an Alternative Approval Process, which is necessary to provide the RDNO with the authority to establish a North Okanagan / Shuswap Rail Trail service and borrow the required $2.17 Million dollars to finalize the purchase.” The RDNO participants included in the service area are: electoral areas of “D” and “F”; the City of Armstrong; the City of Enderby; the Village of Lumby; and the Township of Spallumcheen.

In partnership with Splatsin and their segments of rail corridor, this proposed land acquisition is intended to ensure public ownership of a key linear corridor that could be used for recreational opportunities, including walking and cycling, while retaining it for future transportation and economic development needs. There is also longterm potential to connect this corridor to the Okanagan Rail Trail, which is currently under development and connects the City of Kelowna to the District of Coldstream.

The total cost of the purchase is $6.5 million dollars, and with the Provincial Government’s contribution of $2.17 Million dollars announced in March 2017, the RDNO and the CSRD have agreed to split the remaining cost on a 50:50 basis, each paying $2.17 Million dollars.

Both Regional Districts are proposing to fund their contribution through borrowing, which will require elector authorization through an alternate approval process. The CSRD has proposed to fund $1,838,384 from borrowing, with the remaining portions coming from the Sicamous/ Area “E” Economic Opportunity Fund ($250,000), and a the Revelstoke/Area “B” Economic Opportunity Fund ($100,000). “This opportunity is a great fit for funding from the Economic Opportunity Funds,” says (Continued on page 21)

CSRD Chair Rhona Martin. “We expect that this corridor will result in some significant Tourism revenue.” The proposed CSRD service area includes the City of Salmon Arm, the District of Sicamous, and CSRD electoral areas “E,” “D,” “C,” and “F.” The RDNO has proposed to borrow the full portion of their contribution, and will be conducting their AAP for the entire proposed RDNO service area, with more voting information expected to be available in May, 2017.

Repayment of the RDNO’s loan is proposed over twenty years, so it is estimated that the total annual payment will be $159,000 a year (based on 3.5%).

Public urged to use caution with outdoor burning BC Newsroom Given current and predicted weather conditions, the BC Wildfire Service is encouraging members of the public and industry personnel to exercise caution when doing any outdoor burning.

In April 2016, the BC Wildfire Service responded to 79 fires that ended up burning over 14,000 hectares. Given the potential for similar weather conditions this spring, the Northwest Fire Centre is preparing for an early start to the fire season.

The Bulkley Valley and Lakes areas are experiencing below-normal snowpack levels and some areas of the Northwest Fire Centre are already snow-free, so the BC Wildfire Service is reminding the public to be extra cautious with any open burning. As the snow melts, it will not take long for the grass to dry out and become flammable, especially in windy conditions.

The BC Wildfire Service strongly recommends that anyone who conducted a Category 2 or Category 3

open burn within the last 12 months should check the burn site to ensure that the fire was completely extinguished.

Currently, no fire prohibitions are in place for the Northwest Fire Centre.

However, people wishing to light an open fire must watch for changing weather conditions and follow all burning regulations to reduce the number of preventable wildfires. They also should take the following precautions: Ensure that enough resources are on hand to control the fire and prevent it from escaping.

Do not burn during windy conditions. Weather conditions can change quickly and the wind may carry embers to other combustible material and start new fires. (Wind was a key factor that affected wildfire activity in the spring of 2016.)

Consider conducting smaller burns around the perimeter of the main fire site before lighting the main fire. This will create a fuel break and help prevent the fire from spreading beyond its intended size.

Never leave a fire unattended.

Make sure that your fire is completely extinguished and the ashes are cold to the touch before you leave the area for any length of time.

Before conducting any burn, check with the local fire department, municipality and regional district to find out if any open burning restrictions or bylaws are in effect.

Anyone planning to do any large-scale industrial burning or conduct a grass burn larger than 0.2 hectares (Category 3 fires) must obtain a burn registration number ahead of time (at no charge) by calling 1 888 797-1717. Burn registration numbers are entered in the Open Fire Tracking System, which allows the BC Wildfire Service to track open burning activity throughout B.C.: http://ow.ly/ Wdip306frpN Anyone conducting an open burn must adhere to specific requirements in the Wildfire Act and must comply with air quality control legislation. They must also always check venting conditions before lighting any fire. If the venting conditions for your area are rated “poor” or “fair”, Category 2 or Category 3 open burning is restricted.

North Shuswap Annual Roadside Cleanup

Friday May 5 & Saturday May 6 Kris Jensen On the first weekend in May on Friday and Saturday, North Shuswap residents will once again be cleaning up the roadsides of the Squilax-Anglemont Highway from the Adams Lake Bridge to the end of pavement by St. Ives.

This event is organized by the North Shuswap Chamber of Commerce. Kris Jensen is the director, who is in charge of organizing the volunteers, providing the equipment needed and ensuring that the garbage collected is picked up and taken to the Scotch Creek Transfer station. JPW Road and Bridge Inc. supply the garbage bags and pickers, which can be picked up at local businesses – see the Ad in the April and May Kicker for details.

This roadside cleanup is done every spring and the more volunteers we have the more area is covered of the highway. Tourism is a major economic driver in the North Shuswap. Every summer thousands of seasonal residents return and our campsites fill with people who love the natural beauty of this area.

The first thing that people see when they drive here is the area near the Anglemont-Squilax highway. Litter, empty bottles, plastic bags and cans detract from the natural environment we all enjoy here. It only takes a couple of hours and a pleasant walk with friends to help us keep our highway area clean and to show our pride in where we live/and or vacation.

By Loretta Greenough The Historical Photographic Show which was held in March was attended by over seventy people. It is always very pleasant to receive feedback from our presentation. Thank you to all the members who worked to put the show together. A Thank You to SuperValu who provides the ability to put the slips in the boxes at the stores and to those who add the slips to the Historical Society box. That allows us to provide goodies at our events.

Thank you also to the individuals who kindly brought forth some new photographs for the Archives.

Unfortunately, we have lost two of our long, time members. Carol Kulchyski passed away in March and Rosemary Wilson passed away in April. They will be missed.

Plans are underway for two events to Celebrate Canada 150. The first will be held on July 9th at 2:00 p.m.

The second day is July 16th when T & L Reflections – A Little Museum will be holding Open House from 10:00 a.m – 4:00 p.m. There will be a variety of activities taking place, and the Lions Club will provide a barbeque. Mark these dates on your calendar.

Yes, LifeLabs Fridays have been so popular that we are now opening up Wednesdays for all your laboratory needs. Hours are 9am to 1pm both days so come on down. AND, after almost a year the IH Nurse Practitioner is back. Keltie Everett is now seeing patients in our Scotch Creek clinic, so if you want to see her please call 250-6791420 and ask to have an appointment to see her in Scotch Creek.

Doctor Search: We have a few doctors that we're in communication with right now. Two have actually come to see the clinic and community, but we have no firm commitment. Both are from out of province and there are hoops and hurdles for a doctor to jump through to move from any other province to BC. Hmm.. there's something you can discuss with those who want to be elected this month.

We're trying to get them to come to our clinic for some locum time this summer so they can get a good idea of what the North Shuswap has to offer. We're not holding our breath but we are crossing our fingers.

Clinic Needs: We often get asked by community members and community groups; 'What does the clinic need?'. With our expanded doctor hours last summer and through the winter we've identified a few items that would be very valuable.

These are items that make the clinic safer or contribute to patient privacy. Right now our top three are: • $1500 for a stacking washer/dryer to clean and sanitize used gowns, towels and other cloth items used when treating patients • $2000 to replace the front window blocks which are old and not insulating well • $750 to add exam room curtains to provide more patient privacy If you wish to contribute to these, or just make a donation to the clinic, drop us off a cheque or pay online on our website www.NSHealthCentre.ca.

Summer Doctors: We have requested and are just waiting for approval for our summer locum program. We anticipate having coverage for at least 7 weeks through June, July and August.

By Mike Sanderson Anglemont fire department responded to a call regarding a large tree that had fallen on powerlines.

This was a good opportunity for our members to put our electrical safety training into play. If you were to come across a tree on powerlines, it's very important to keep your distance (50m or more) because the powerline can energize the ground, fences, waterways, other trees or buildings with enough electricity to cause electrocution. Now that you're a safe distance away, call 911 and ask for fire, they will direct you to dispatch and it will be taken care of from there.

May 6, 2017 is National Wildfire Preparedness Day. This is a good time to get involved and come down to the North Shuswap Community Hall between 10 am and 3 pm. There will be hot dogs from 11 am to 2 pm, two presentations, one at 10:30 am and the other at 1 pm. There will be kids’ activities like games and face painting, and draws for prizes. This is a great and fun opportunity to gather information on how to prevent and protect against wildfires and wild fire spreading in your community.

Warm spring weather has started the new growing season. There is still lots of time to do the annual Spring yard clean-up.

I have received several phone calls to request a burning permit or information on how to obtain one. It’s good to see that our community property owners are being diligent in letting the fire depts. know ahead of time that they will be doing some back yard burning, thank you. The burning registration line is: 1-888797-1717. It’s a good idea to get a registration number assigned to you for a two-week period, and the best part, it’s free.

Please use extra caution when you do your prescribed burn, by having water close by (large bucket or charged garden hose) and a shovel, a cell phone will come in handy to call 911 if it does escape your fire pit.

Remove all dry grass and brush in addition to soaking the ground with water around the fire. Don’t burn on windy days, and completely extinguish fire when done. Please don’t burn any garbage, painted wood, plywood, OSB, tar covered wood, plastics, tires, pressure treated lumber, construction materials, old furniture etc. When these products burn, they emit highly toxic chemicals (too many to list) with the smoke, that are carcinogenic, or could possibly kill you quickly, which is why firefighters use self-contained breathing (Continued on page 29)

SC/LC FD was only called out once, for an ambulance assist, since the last Fire News. Training is going strong, sending four firefighters to the two-day exterior live fire course at the training centre in Salmon Arm. We also sent two members to an Incident Safety Officer course, and one member to a Fire and Life Safety course, which teaches firefighters how to educate the public about fire safety. During our regular weekly practices, we were preparing our firefighters, with Celista and

Anglemont Fire Depts. for the exterior live fire course and all our members performed excellent with very high marks on their evaluations, congratulations guys!

We also had a level one first aid course for the three depts.

NS Lions Club Provides Kid’s PFD kiosk

By Ted Danyluk The North Shuswap Lions celebrated 100 years of Lions International when they made a recent donation to the Royal Canadian Marine Search & Rescue Station on Shuswap Lake. The donation is the North Shuswap Lions Centennial Community Legacy Project that paid for the cost and installation for one of the Rescue group’s “Kids Don’t Float” Kiosks.

The RCM-SAR’s Kids Don’t Float initiative, which includes building kiosks and equipping them with childsized lifejackets for boaters to borrow free-of-charge on the honour system, is expanding this year.

RCM-SAR has already built lifejacket kiosks at the Sicamous boat launch, Canoe Beach Park, Shuswap Lake Provincial Park, Herald Provincial Park, and the Salmon Arm downtown boat launch. “The [Kids Don’t Float] initiative has received a very positive response from the community. Donors have come forward with cash and materials to build the kiosks, and we’re seeing the vast majority of boaters abide by the honour system of borrowing and returning the lifejackets,” says Weicker.

“This is a great initiative because wearing a lifejacket is the number one priority for safe boating,” says Erin Vieira, program manager for the Shuswap Watershed Council, an organization that promotes safe boating and is one of many community sponsors. “All boaters should wear a lifejacket every time they go on the water. If having a proper-fitting lifejacket for a child is a barrier for some families, these kiosks remove that barrier by providing lifejackets free-ofcharge.”

If you see a fallen power line, call 911 - and stay a bus-length away BC Hydro Learn how to be safe around power lines, and spread the word to your family, friends and neighbours. It could prevent a serious injury, or even death.

While it fortunately doesn't happen often, it's important to be aware of basic safety rules around fallen power lines.

Always assume that a fallen power line is live and extremely dangerous. And if you see a fallen power line • Stay at least 10 metres away – that's at least a bus length away.

• Call 911 to report the exact location of the fallen power line, and insist that everyone else at the scene stays at least 10 metres back.

If you're in a vehicle that hits a power pole, drive out from the power line if you can. If you're involved in a vehicle crash into a power pole, here are the best ways to stay safe:

If you can safely drive out from under the power line or source of electricity, do so.

Travel at least the length of a bus – about 10 metres (33 feet) – before stopping.

If you can't drive away because you're injured, the vehicle is inoperable or there are obstacles in the way, stay put and wait for emergency help.

If there's a fire or another reason you feel you must leave the vehicle, don't touch the vehicle and the ground at the same time with any part of your body or clothing.

Follow the steps in our visual guide to motor vehicle accidents and power lines, including jumping from the vehicle with your feet together and touching, then shuffling – again, feet always touching (but in a shuffle, not a hop) – at least 10 metres away from the fallen power line.

Inventory is lower than average in residential listings while bare lot inventory is above average numbers.

Low home inventory and high buyer motivation may cause a bump in sale prices. As good as 2016 was remember that 50% of the North Shuswap homes on the market did not sell.

The second quarter of 2017 may tell the story, I will be watching.

Community Hub Coming Soon

By Jo Anne Malpass Angela and Mark Lagore are in the process of purchasing the Family Fun Centre and hoping to turn it into the community centre hub of Scotch Creek.

Angela said they are trying to think outside the box to find positive and innovative ways to improve the local economy and employ people.

To do that, they are asking for suggestions and expressions of interest from the community about what services and features to include.

Angela was born and raised on the North Shuswap and she and Mark are now raising their two children here.

They owned and operated Onyx Creek Estates, an assisted living facility at Magna Bay, until closing their doors recently to relocate and expand to something bigger and better.

The next few months will be spent doing renovations at the Hub site, but they hope to have the food/ice cream concession and mini golf open this summer. The bumper boat area will be turned into a place for events with a stage for concerts and shows.

They hope to complete renovations in the building this fall and to operate year-round. Inside, they want to include the restaurant, a day care

centre, a 24-hour gym with a key system that allows members to let themselves in to work out, and a family lounge area with a bowling league, pool tournaments and dart leagues.

Once community sewer and water are available, they would like to build a small hotel with an attached assisted living facility. A shuttle service will be available by donation.

Angela said they need to know what the community wants or needs so they can decide whether to include it. They would like people to come forward who are interested in using the day care centre or in signing up to join the gym. If people aren’t interested in those services, they will think of other possibilities.

They’re going to be offering Club Hub memberships. A yearly membership would give members a variety of perks and discounts and, at the same time, help offset program costs in the shoulder season, reduce day care costs and support the community to keep it open all year round.

By Doris Hunter Well the Snowbirds have returned and there is a lot of chirping going on about the cool, wet, late spring.

But everyone is anxious to get out on the fairways at Anglemont Estates Golf Course which is now open and in excellent condition.

Some of the ladies are already meeting informally on Tuesdays and Thursdays at 1 pm until our Opening Day. If you are new to golf or new to the area or new to our group, please join us and get an early start to the season. It is a great way to meet more ladies who love the game of golf.

Opening Day is Thursday May 18, Tee Off at 10 am.

Please arrive early and be ready to golf at 9:45. There will be a fun Team game with prizes, followed by our Spring General Meeting and a hot lunch prepared by

Craig Golemblaski, our capable chef/ golf course owner and manager. If you are able to attend Opening Day please let us know that you are coming. A sign-up sheet will be at the clubhouse.

We are proud to announce that at the Captain’s Meeting held last month in Kelowna, our member, Judy Weller received the prestigious Zone 2 Pin Round award for 9 holes. During the 2016 golf season, our members played 5 Pin rounds and Judy, with a gross score of 36, was winner for our club. A formula is used using her handicap factor and course rating. Her card was submitted to BCGA Zone 2 Ladies Golf which covers Thompson/Okanagan and she won!

Anglemont Men’s Golf

By Gerry Shea The Anglemont Estates Golf Course opened for play on April 14. The course is in very good condition considering the unseasonably cold weather over the past winter. The first Anglemont Men’s Golf Club “golf and supper night” is scheduled for Thursday, May 4. We play every Thursday, shotgun start at 5:00 PM followed by supper. Five hole prizes such as “closest to the hole” and “longest putt” are

awarded to the winners.

Members also compete for low net and low gross honours. New members are always welcome. There will also be a spring general membership meeting held after dinner on May 18.

Chase Skate Park Breaking Ground Chase & District Skate Park Society The volunteers of the Chase & District Skate Park Society have been working at full tilt since the Kraft Heinz Project Play contest last summer where they were one of the Top 4 Finalist out of a record 820 nominations across the country. Although they fell short of the Grand Prize worth $250,000, the Skate Park Society still walked away with $20,000 towards their recreational upgrade.

The idea for a community multi-use skate park first began over a decade ago, but the support and spirit continues to grow. With the park location approved by the Village of Chase and plans mapped and recently revised, the volunteers are FINALLY making this small community's longtime skate park project into reality!

The original plan was valued at $250,000 and after a decade of fundraising locally, the Society recognized that the original goal

was unattainable and decided to take a second look with designers. A more simple yet equally enjoyable park has been designed and with the overwhelming generosity of local contractors, tradespeople and businesses, the work commenced on Friday April 7, 2017.

With the grant from Kraft Heinz Project Play, the Society raised nearly $41,000 as of April 24th but still a long ways away from their new goal of $60,000. The Society has created a Sponsorship Program to raise the additional funds. The approach is to beautify the area, making the new Skate Park an extension of the existing Centennial Park.

“We are excited to create this much needed positive and beautiful space for youth from Chase and surrounding communities such as Neskonlith and Adams Lake!” said Kelsey Snelgrove, President of the Chase & District Skate Park Society. The program will (Continued on page 39)

Tech Support Scams John Seymour, Lakeside Technical Solutions I had planned a different topic for this month’s edition of Kicker Tech News but changed my mind after these last 2 weeks. Recently I have heard from several users about what seems to be the latest variation of tech support scams. At one time, tech scams would come as a phone call telling you that Microsoft (or whoever) was calling to tell you that your computer was infected and spreading a virus rampantly around the Internet. I don’t hear too much about people getting those calls anymore but I believe it’s because the bad guys have upped their game.

The latest scenario is as follows. You will be happily browsing around on the Internet or maybe checking your Facebook page when suddenly an ominous warning appears on your screen as a pop-up. The pop-up will have lots of scary words in it about how you have been infected and are about to lose your banking or credit card information to thieves or that all of your files will be wiped out. You may even hear a voice come through your speakers saying similar sorts of things designed to scare you into thinking you have a serious problem. Conveniently, there will always be a phone number for you to call to help you solve all of your problems.

First of all, You Do Not Have a Virus, so don’t panic.

Panic is exactly what these cybercriminals are hoping your reaction will be. You

actually don’t even have a serious problem at this point. Your problems will begin if and when you call the provided number. If you call the number, the person (to put it politely) who answers will proceed to further instill the panic you are already feeling and then comfort you by convincing you that you made the right decision to call. Just allow us to connect into your computer and we will fix your problem, they will say. This is a very bad idea! Once the bad guys are in, they will fix the problem (the one they caused) and then proceed to relieve you of your money.

OK, so we are not going to call the number, now what? Quite often these popups cannot be closed and it appears that your computer is completely frozen. It’s not.

Simply right-click on an empty space on the taskbar at the bottom of your screen and then click on Start Task Manager or Task Manager in the case of Windows 10.

This will open your task manager window which will list all of your currently running applications. Then Right-click on the browser app that you were using when you got the pop-up and select End Task.

You should now be back to normal. It’s a good idea at this point to clear your browser history. If you’re not sure how to do that in your particular browser, check Google search or feel free to contact me for instructions.

By Jan Penner Heather Alison is taking a new chemo treatment that is only available through the States. She has done 4 sessions in Salmon Arm, each spaced 21 days apart. Heather said other chemo cocktails have made her more physically ill than this one, but these treatments have left her very ill and she has lost 32 lbs. to date. While the tumor being targeted is shrinking, the damage being done to Heather’s heart and liver is the trade off.

Scheduled to receive 7 treatments, Heather expects the 5th one to be her last. Number 4 was given at 75%. Heather is resigned to being done with the treatments. She said that she is sick of being sick.

Amazingly enough, some of the things on Heather’s mind concern the welfare of

others. She has an ailing grandmother who is 103.

Heather was wishing she herself could go to be with her grandmother. She also wishes she had not been so sick these past few weeks because it has meant she can’t be involved with any of the community and projects she has helped with in the past.

Also in true Heather form, she is looking forward.

Heather and Doug are planning to celebrate Father’s Day with a prime rib dinner.

Heather, I hope it’s done just right.

Heather said that she knows lots of people are praying for her and it helps her to get through, to deal with all that comes at her. Heather, for you and for all our loved ones who are fighting the Big C, thoughts and prayers.

Spring has sprung and it also brought the Community Association’s Annual General meeting on April 18th. We are happy to extend a warm welcome to our new President, Tod Wilson and Vice-President, Lyn Barton. The following members were elected to two more years with the Board – Membership Chair – Loretta Greenough, Treasurer – Deb DeBaieStrick, Recording Secretary – Ann O’Donnell. Taking on one-year terms as Directors are Gord Fisher, Donna Bevan, Karla Lambert, Gord DeBaieStrick, Kim Morgan and Diane TumaWilson, with Toby Alford as Past President.

April 23rd saw 36 energetic volunteers show up with rakes, shovels and wheelbarrows to spruce up the grounds after the long winter. The group was rewarded with a barbecue lunch donated by the NSCA and cooked by Al and Harley Christopherson. Thanks to Roger Zinck who once again donated his time and truck to haul our entire cleanup away, and also to Frank Riley for providing his quad and wagon, which makes cleanup work so much easier. The Hall grounds and all of the community and its visitors appreciate everyone’s hard work and time. Thank You! Bingo continues to provide the Hall with excitement, winning and a great social evening every Monday.

May 14th will see the Hall open its doors to serve up the Annual Mother’s Day Pancake Breakfast so that all of

Everything Shuswap Book Launch May 17th

By Jim Cooperman Everything Shuswap, the first comprehensive book about our glorious Shuswap region, will on sale on May 18th. The process to create this book began in 2005 when I began writing the Shuswap Passion columns for the Market News, which were re-written and combined with other material for the manuscript. Developing the manuscript into the final book was a monumental effort that involved: reviews by local and provincial experts; the collection of many images and historic maps; the preparation of unique maps, graphs and tables; the excellent design and layout

by Shuswap Press; extensive fund raising, and seemingly endless proofreading.

The 240-page book opens with a foreword by author Alan Haig-Brown and includes five chapters beginning with a watershed tour with maps of each subdrainage, followed by geology, ecology, the Secwepemc people, and a history of settlement. There are over 350 photographs and illustrations by more than 24 photographers and illustrators.

Additionally, there are 36 maps, many of which were produced especially for this publication and a comprehensive index. A GIS technician created statistics that describe how the Shuswap land base is distributed according to elevation, land classification, and ecological zonation.

The two history chapters may indeed be the most popular, as many residents

are fascinated by the over 9,000 years of Secwepemc settlement, the fur trade and gold rush eras and the early days of the first European settlers. After extensive research, many photos from these early days are in the book. Thankfully, all but one of the local museums generously donated images for the book and some of these are being published for the first time. Ironically the North Shuswap Historical Society was the only local group that insisted on charging for their images, some of which I had originally copied years ago. Sternwheeler steamships were key to the Shuswap’s early development, and along with photos there is a table listing all of them, along with some interesting details.

The entire project would not have been possible without the generous contributions from 174 sponsors, including six local governments, four Secwepemc bands, ten organizations, and 35 businesses. I am gifting the book and the proceeds from sales to School District #83 for their outdoor learning program.

There is the potential for book sales to raise many thousands of dollars, which will go towards the costs of nature-based field trips for students of all ages.

In addition to raising money for outdoor learning, the book will be used for high school geography classes and will serve as a resource for all the schools.

used for research will be provided to the schools and made available to students for more in-depth studies.

As well, an educational guide for the book will be prepared with study questions and suggestions for projects and research.

The goal is for Everything Shuswap to become the authoritative resource book for local residents who want to learn more about the amazing region they live in and a book that visitors will want to bring home to share with their friends and families. Hopefully, the book will also become popular elsewhere, including Vancouver and Calgary and thus will help to attract more visitors and new residents. Most importantly, by providing detailed information the book will encourage greater appreciation and respect for the magnificent Shuswap.

Two more volumes of Everything Shuswap are planned in order to cover all aspects of this region. In volume two, there will be chapters on communities,

the economy, sports and recreation, plus arts and culture. Over the next year, local photographers will be encouraged to capture images for these topics and students may assist with the research. By the time the third volume is completed with chapters on parks, governance, organizations, threats and the future, nearly every aspect of the Shuswap will be covered. These books will serve as a “base case,� so that many decades from now, people will be able to evaluate how this region changed.

The Everything Shuswap book launch will be at Nexus in the First United Church in Salmon Arm on May 17th at 7pm. The launch will include a slide show, live entertainment featuring three local singersongwriters and a jazz band, speeches a reading from the book and refreshments. MP Arnold Proposes National Search and Rescue Volunteer Medal Submitted by Joel Taguchi Mel Arnold, Member of Parliament for North Okanagan- Shuswap, introduced a bill seeking to establish a national award medal for Canadian search and rescue volunteers.

“Search and rescue volunteers exemplify Canada's proud tradition of volunteerism- a tradition Canada will be celebrating in the upcoming National Volunteer Week,” said MP Arnold during the introduction of the bill. “Canada's volunteer search and rescue personnel provide invaluable service to Canadian citizens and communities across our nation and this service warrants a national award medal.”

There are currently over 300 search and rescue teams with over 12,000 trained volunteers throughout Canada who work with law enforcement, the Canadian Forces and other volunteer organizations in search and rescue operations.

Although honours such as the award medal proposed in the bill remain the personal ministerial prerogative of the Prime Minister, there have been acts of Parliament in the past that have established such honours.

The bill's introduction was seconded in the House of Commons by Todd Doherty, MP for Cariboo- Prince George who said: “We ask our search and rescue volunteers to show up in any weather, under insurmountable conditions. As the only national volunteer organization that does not have a service medal, it is time that they are recognised by the federal government for the service that they provide to our country, and to Canadians.”

“There are a myriad of circumstances that require the work of search and rescue personnel across Canada on a regular basis,” summarized MP Arnold. “I believe that establishing (Continued on page 47)

Motorcyle Safety Tips

Sharing Our Roads Contributed by Merv Sadden Whether you chalk it up to global warming or plain old Kamloops good luck, spring seems to be well on its way. For those of us who ride, this means we will soon be insuring our motorcycles. With that in mind, I thought it would be helpful to dedicate this column to a few tips I have been taught to assist vehicles and riders to share our roads safely.

First, we simply have to remember that motorcycles will soon be on the roads, so we all have to be vigilant and double check our blind spots. As riders, we want to make sure we are both seen and heard; wear reflective and visible clothing, ensure our lights are operating, minimize any time travelling in blind spots and use our horn to alert others of our presence. People sometimes see better with their ears!

Early season riding presents other challenges. Roads may have pot holes and deposits of sand and other debris not yet cleared by street sweepers. This is of particular concern while cornering.

With awareness and an understanding attitude, we should all be able to enjoy our roads safely.

Rise and Shine Breakfast: Eighty-six people came out to enjoy a special preEaster breakfast on April 8.

The hall was beautifully decorated in a spring/Easter theme thanks to Lynn Bryan and her creative ideas. In the kitchen baked ham with raisin sauce, scrambled eggs, loaded hash browns and homemade Hot Cross buns were served up with a smile. A huge thank you to St. David’s Church for sponsoring the breakfast and a big thank you to all the helpers: Ken, Lynn, Ted, Melanye, John, Val, Ann, Marguerite, Gloria, Maria, Shirley, Ron, Lorrie.

Thanks to Brenda Shabbits for entertaining us with spring-like songs on the piano and to the singers for their lovely rendition of April Showers. Breakfasts run from 8-11 a.m. on the 2nd Saturday of every month. When Greg Kyllo refused to participate in the All-Candidates Forum on the environment, rather than have an empty chair on the stage, I provided a summary of the BC Liberal record. In short, their record has been abysmal.

Under the guise of cutting red tape, they slashed government oversight through deregulation. Basically, industry provided millions of dollars to the BC Liberal party and in return, corporations were given nearly free rein to irresponsibly overcut public forests and pollute the land and water.

Tree planting has languished and vast areas are now devoid of trees.

B.C.’s forests now emit more carbon than they absorb. The link between allocation of timber and sawmill jobs was cut and raw log exports were increased resulting in the loss of some 30,000 forestry jobs. Meanwhile, consolidation occurred with a few large corporations now controlling most of the timber and some companies have taken their profits and purchased mills in the United States.

The park system has been grossly underfunded and new legislation now allows roads and pipelines in parks. Thanks to big donations from hunter organizations, the grizzly bear trophy hunt continues. A pesticide ban was promised, but never deliv-

ered, despite its success in most other provinces.

Kinder Morgan donated $771,000 to the party and their pipeline was approved. Fracking continues unabated with little oversight despite groundwater pollution, massive amounts of wasted water, and earthquakes. Most of the gas goes to Alberta to produce bitumen.

Farmland destruction continues as Site C was pushed ahead without proper review to produce power that will not be needed. BC still does not have endangered species legislation and mountain caribou will soon be gone despite the misguided killing of wolves. Climate change targets will never be achieved, and carbon output will rise dramatically if LNG goes ahead.

The BC Liberal government is not prosecuting Imperial Metals, another major party donor, for the massive Mt. Polley disaster and taxpayers will end up paying for cleanup.

And now the mine has approval to dump more tailings waste into Quesnel Lake. It is a sad record that Mr. Kyllo did not want to defend. Hopefully voters will vote for change on May 9th.

Letters to the Editor Dog owners of Anglemont

As a pet owner myself, it saddens me to write this. With no dog bylaw I feel it's the sole responsibility of each and every dog owner to wake up and smell the...poo.

Daily I observe numerous people enjoying leisurely walks with their dogs in the neighborhood... I also notice daily piles of feces in my driveway, yard and flowers. Isn't it common courtesy to remove and dispose of this?

And to the ones who own dogs that want to chase and hurt my cat in her own yard and on my front deck because their irresponsible owners can’t bother with a leash...you should be ashamed... If your pet is aggressive to any living thing and you are unable to control it with words... Do the right thing and use a restraint on the dog.

To the lovely people who leave their nonstop barking dogs outside daily while they go away... all I can say to you is what the H are you thinking.. Speaking to many many many of your neighbors we are extremely tired of listening to this disturbing noise on a daily basis.

Many of us chose to live here for the sedentary peaceful quietness of the area.. your noisy dogs disrupt our peaceful lives.

Being a responsible pet owner is extremely important for our community. Please respect your neighborhood and do the right thing so we can all live harmoniously .

By Jo Anne Malpass Peoples Drug Marts in Scotch Creek and Chase have joined the PharmaChoice banner but it is business as usual with the same ownership, records, prescriptions and staffing.

Owner Bill Long said Peoples Drug Mart has basically folded its tent with 45 franchise stores in British Columbia. Due to the environment in the pharmacy industry created by the provincial and federal governments which impacted the profitability of pharmacies, many independent stores have been acquired by larger corporations. Peoples could no longer provide affordable services to its franchisees.

“We didn’t have enough stores and the economies of scale didn’t work.”

There will continue to be some Peoples stores, with the rights to name purchased by Imperial Distributors in Alberta, but the majority in BC have switched over to the PharmaChoice retail banner.

PharmaChoice, based in Saskatoon, SK, is 800 stores strong across Canada. Long said this gives stronger buying power, better access to a variety of products and a sustainable generic program. It is the second biggest independent drug store group in Canada.

The house brand called Option+ has over 700 assorted products, including over the counter medications, health and beauty aids and snack foods.

By Claudette Carlsen What great weather – last month we took a trip up to Neskonlith, above Chase, to see the Glacier Lilies and we were not disappointed, just look at the hills to see the yellow carpet.

As a bonus, there were more flowers blooming – the purple Shooting Stars, yellow Buttercups, white Spring Beauties, yellow Balsa Root, Bluebells and green Cinquefoil. Then, on a ride west on Old Kamloops Road, we encountered Redwing Blackbirds, Swallows, Meadowlarks, Ospreys, Hawks, local crows and ravens and Red-tailed Hawks. We did not see any Bluebirds near their nest boxes, maybe next month.

On May 9, we will have our spring morning Potluck brunch at 10 AM at my house in Chase – 210 Brooke Drive. By that time, our newest member will be back from the Spring Convention and will be our guest speaker.

Brennan Creek Recreation Site closed for safety reasons BC Newsroom The Brennan Creek Recreation Site on the west shore of Adams Lake is closed to all users until further notice, due to large expanses of soil that have become heavily saturated with moisture.

Land movement and slumping have occurred in some areas.

The entire recreation site — including all campsites, day use areas and the boat launch — is currently too unstable for public use, so it will remain closed indefinitely until a geotechnical assessment can be completed to determine the full extent of the problem.

vice Road that runs above the Brennan Creek Recreation Site currently remains open to vehicle traffic, but all access points to the site have been closed. Signs will be posted nearby to notify motorists and other members of the public about the closure.

Painting the way to better visibility BC Newsroom Following the conclusion of a successful project to test the durability and reliability of new and existing highway line paints, the ministry will be taking action to improve line visibility throughout the province using a more durable and longer-lasting formula, announced Minister of Transportation and Infrastructure Todd Stone.

“Our ministry’s first priority is to ensure that our highways and roads are as safe as possible,” said Stone.

“Ministry staff have been working diligently to find a durable paint that can stand up to B.C.’s tough winters.

I’m pleased to say we’ve sourced a new, more durable and longer-lasting formula that has tested well in B.C.’s climate and fully meets federal environmental guidelines. Crews are getting ready for the next paint season and will be applying the new paint to key highway locations across the province.”

To improve durability, the ministry will be using a new high build paint formulation that allows for a thicker application of line paint.

This paint has tested well on highways that undergo daily and rigorous highway maintenance activities. In addition, crews will start using a new premium glass bead to improve the retro reflectivity of the lines. The new glass bead will be used in conjunction with the high build paint and will also be added to normal paint in areas where additional night reflectivity is needed.

The ministry will spend an additional $1 million applying the new high build paint and premium glass bead to key locations on some of the province’s busiest highways including

Highways 1, 3, 5, 16 and 97.

One of the first areas to benefit from the addition of new reflective glass bead with normal paint is Highway 14 on Vancouver Island. This highway will be painted in early April.

As part of the project, test strips were painted on three sections of highways representing different weather and traffic conditions. The locations were Highway 97 near Prince George, Highway 5 north of Halston Road near Kamloops, and Highway 7 near Maple Ridge. Fourinch-wide yellow and white stripes were painted across a lane of highway, with signs installed to let motorists know testing was underway. Following the completion of the test project, the Ministry piloted the high build paint on Highway 1, 3, and 5 over the winter.

Worn line paint is not a unique problem to the province of British Columbia. Federal regulations changed in 2010 and the use of oilbased paints on highways was discontinued due to standards for emission of Volatile Organic Compounds or VOCs. Newer formulations are more environmentally friendly but not as durable, with line markings fading quickly, especially in parts of the province that experience extreme winter conditions.

By Jan Penner With Spring Break and Easter weekend behind us, the days remaining in this school year are counting down quickly. Classes are now beginning to look at planning year end field trips, cross-country running and preparing for track and field events.

Cross-country running practice has started. The Witchy Trail is no more, so training is taking place within the parameters of the school yard.

While not as scenic and challenging as the trail was, at least we still have a venue that allows our runners to strengthen muscles and build lung capacity in preparation for the district run on May 3rd. Thanks to all the parent drivers who transported runners to the meet. Good luck to all runners. Whether or not you are participating at Little Mountain, you are staying active and doing good things for your mind and body.

Spring Tea will be on Tuesday, May 30th this year. This is North Shuswap Elementary’s Annual Thank-you to our community. Ms. Auger and classes are working hard on their presentations and performances will no doubt be awesome. We hope to see many of you in the audience.

North Shuswap School is taking part in a National Challenge for Schools, to recycle as many plastic shopping bags, per student, as possible by the end of May 2017. The challenge is being supported by Walmart and has a cash prize of $5000. All bags collected will be stored in Mr. Landy’s office before they are turned in. We will see if we can collect enough bags to “stuff the office!”.

Outdoor Learning Day Fun and Educational

By Jan Penner April 19th the students and staff of North Shuswap school had an Outdoor Learning Day at Shuswap Lake Provincial Park. The great outdoors were our classrooms for the day and lessons included fresh air, lots of exercise, and cooperation as we learned about how to interact with and take care of, our environment.

We started off on the beach with a meditative exercise, building Mandalas with rocks, sand, sticks and other objects found on or close to the beach. When groups were finished

creating, pictures recorded the results and the objects were returned to where they were found in an attempt to “leave nothing but your footprints.” Groups rotated between the beach, the Nature House and a tour along the Nature Trail led by retired district principal Mr. Joe Rhodes.

After snack and a play break, groups walked park trails helping with spring clean up. Most areas were litter free so kudos to winter residents!

Wednesday is normally hot lunch day and this day was no exception. SuperValu delivered the meal directly to the park.

With hot dogs, chocolate milk and dill pickles on the menu, we had an awesome picnic in the park. For some classes, eating time was followed by a session reflecting on what was seen, heard, smelled, felt and learned. Students were given a booklet which they could draw/write to record their experiences.

The rest of the afternoon was spent playing games. Grades 4-8 (and some 3’s) played Capture the Flag. Being able to strategize and execute plans in such a large space with so many playing was a challenge not everyone gets to experience all the time and everyone had a great time. The younger children played games simulating animal behaviour. The games helped the children better understand what predators and prey go through to survive.

Bus and parent pick up wrapped up our day after a last sweep of the park to ensure we had all our belongings and garbage.

A big thank-you to Cassie Dalgleish for allowing us access to the park before the busy season starts. Thanks also to Mr. Rhodes who volunteered his biology knowledge and to the bus drivers Lily and Lynda for changing their routines to accommodate the day!

Local Artist Exhibits in New York

By Jo Anne Malpass Bobbie See of Anglemont had her paintings exhibited April 1-21 at the Agora Gallery in the Chelsea district of New York City, an area home to several hundred galleries internationally renowned for the diversity and talent it displays from young artists to leading figures in contemporary art.

Agora Gallery contacted Bobbie through her website. She was sceptical at first but called them and arrangements were made to ship four of her paintings. She was one of six artists taking part in an exhibit titled Contemporary Perspectives, which was voted #1 exhibit in New York City by the New York Artist Society. Bobby and her sister went to New York for the opening, which

She is the mother of two sons Steven and Christopher (being a mother is the best job ever) and she and her husband, Geoff, have resided in Anglemont for the past 12 years.

Bobbie works out of her studio, which overlooks her attractive yard with a tree covered mountain in the background. She is a member of the Federation of Artists and has been painting off and on for 30 years. As a young girl, she always worked creatively with her hands.

She starts with a blank canvas and paints from her heart.

It is a passion she loves to share.

Along with selling her paintings, she has donated to many fund-raising causes.

Setting Boundaries Eileen Peters MA, Certified Professional Counsellor One of the most important ingredients in a good relationship is healthy boundaries. Simply put, a boundary is a guideline that defines what is a safe and reasonable way for people to behave toward each other. It also defines how we will respond when someone steps past those limits.

Setting boundaries in relationships may be easy, or it may be hard, depending on our upbringing and past experiences. Often if we have had a parent or other person in our life during childhood who didn’t know how to set boundaries with us then we have to learn for ourselves how to set boundaries.

Learning to set a boundary that works can seem daunting, but here are some basic steps that may help: Recognize and acknowledge your own feelings. To set good boundaries, we must know what we are feeling. Do this person’s critical comments make me feel bad? Is this person making me feel overwhelmed or drained? The problem with many of us who have weak or leaky boundaries in relationships is that we become so enmeshed, so encompassed by another person’s “stuff” that we have no idea what we ourselves are feeling. By taking the time to really check in with ourselves, we become aware of what belongs to us, and what others are trying to give us.

Recognize how your boundaries have been crossed. Is someone always asking to borrow money from you but never paying you back? Do you feel obli-

gated to immediately answer your friend’s text or phone calls no matter how it may inconvenience you? Does a friend seem to have problems that only you can help him with?

Make a plan for setting a boundary. Once you recognize what it is that is causing you to feel overwhelmed or drained, then decide what it is that you need to say to this person.

If someone is always borrowing money from you but never paying you back, you may decide to tell them that you can’t lend any more until you get paid back what you’ve already been given.

If it’s a friend who is always texting or calling late at night, you may want to tell them that you can’t talk now because you need to sleep – or you can stop answering all together.

If someone keeps making critical comments, you can tell them that you don’t appreciate being spoken to that way and you will not accept it.

Expect a reaction. Two things often happen when we decide to set a boundary: 1) there is backlash from the other person, and 2) we feel guilty. The reality is that when there is a backlash to our decision to set a boundary, it’s a sure sign that a boundary really needed to be set!

It’s always helpful to decide beforehand how you will respond to negative reactions in order to formulate a plan. Then review in your mind why you have decided to set a boundary, and calmly reaffirm to the person that this is your decision and you will carry it through.

New Beginnings for School District #83 Submitted by Alice Hucul It will be a time for new beginnings for the North Okanagan-Shuswap School District #83 this September.

Superintendent Glenn Borthistle announced Monday that after 23 years with the school district he has begun the process of seeking new opportunities and that a new Superintendent of Schools will be in place before students head back to school in the fall.

“It has been an honour to be a part of this district,” comments Borthistle. “As difficult as it is to consider leaving a district that I have been a part of for so long, I believe this to be the right time for the district and for me to be looking at other opportunities.”

Borthistle comments by September the multicommunity stakeholder committee will have its fresh and revital-izing strategic plan in place. “This is the right time for new district leadership to be in place, to implement the strategic plan and to guide SD 83 down its new path.”

Official Trustee Mike McKay confirms that he and Borthistle have had several discussions about leadership options in line with district renewal being activated through the strategic planning process.

“Glenn has been honourable throughout and has kept the district’s interests central to all discussions. He has had a positive impact on the district in his many roles and I wish him well as he takes on new challenges.”

McKay adds that there will be an announcement regarding a new superinten-

dent within the next few days and that the incoming CEO will commence duties in the summer.

Borthistle joined the then Armstrong School District #21 in 1994 as vice-principal at Pleasant Valley Secondary. After the Armstrong and Shuswap districts were amalgamated in 1997 (and became School District 83) he served as vice-principal at A.L. Fortune, before becoming principal at Shuswap Junior (later Middle School) and then returning to Armstrong as principal of PVSS. He began his district level work taking on the job as Director of Instruction (Human Resources) in 2008 before becoming Superintendent in 2013.

Over the years he has been very involved with many district initiatives including Aboriginal Education, Career Programs, Technology, the district restructuring in 2003-04, the Japanese exchange program, and the “Green” Team.

“This change represents the new adventure which my wife and I have envisioned, and is the right moment for us to take the leap forward.”

He also comments that there is much work to be done to prepare for a successful startup and transition to new leadership, and he will be fully involved with preparations for the year ahead until the transition is complete.

Peter Jory, currently the Director of Instruction (Innovation and Technology) in School District No. 48 (Sea to Sky), will take over the reins of School District #83 in August, 2017.

Off-road vehicle fees to help fund trail upgrades, enhance rural economies BC Newsroom B.C.’s network of offroad vehicle-friendly backcountry trails is getting a boost, thanks to a new provincial government fund, Minister of State for Rural Economic Development Donna Barnett announced today on behalf of Minister of Forests, Lands and Natural Resource Operations Steve Thomson.

The ORV Trail Management Sub-Account is financed through a portion of fees ORV owners pay to ICBC when registering their vehicles. The $320,000-andgrowing fund is dedicated to supporting projects that build new -- and maintain existing -- vehiclefriendly recreation trails in remote and rural areas throughout the province and to promoting safe and responsible ORV use.

In 2015, the Province introduced mandatory registration for off-road vehicles operated on Crown land.

Since then, British Columbians have registered more than 100,000 ORVs, at a one -time fee of $48 per vehicle.

The fee is designed to support the Province’s offroad vehicle management framework, an integrated plan designed that ensures off-road vehicles – including snowmobiles, all-terrain vehicles or “quads”, dirt bikes and side-by-sides – are driven in a safe and environmentally responsible man-

ner.

The Ministry of Forests, Lands and Natural Resource Operations, through its Recreation Sites and Trails branch, will administer the fund. Staff are developing formal project guidelines that will be available to First Nations and stakeholder groups for review this fall.

No projects will be selected until the formal guidelines and application process are in place.

B.C. developed the strategy in consultation with First Nations, local and regional governments, recreational organizations and industry.

The library has been installed next to the community bulletin board and mailboxes. It has been stocked with books for both children and adults in the community to enjoy. Time to talk ticks Interior Health As the weather warms, people across Interior Health will be spending more time outdoors in tall grass or wooded areas and this means an increased chance of getting tick bites.

Ticks are small bugs that feed on the blood of humans and animals and can sometimes transmit disease.

Ticks are most often found in tall grass and wooded areas, so covering up before you head outdoors and checking for ticks on yourself, your children, and your pets after being outdoors, are simple things that go a long way to prevent tick bites.

Ticks are common across Interior Health. The most common tick species in our region is the Wood Tick (Dermacentor andersoni), which is not known to carry the Lyme disease bacteria. The Wood Tick can carry other diseases such as Rocky Mountain spotted fever, although it is very rare.

In addition, some ticks also have toxins that can cause tick paralysis, a condition resulting in temporary muscle weakness and paralysis until the tick is removed.

Less than one per cent of Ixodes ticks in B.C. carry Lyme disease. The tick species that carries Lyme disease (Ixodes pacificus or Ixodes angustus) is more common in the coastal areas of B.C., but may also be present in some areas within Interior Health. In addition to fever, headache, and muscle pain, people infected with Lyme disease will often develop a rash that looks like a “bull’s eye” target and expands from the site of the tick bite.

If you find a tick on yourself, a family member, or pet, wear gloves and gently remove it. Use needle-nose tweezers to gently grasp the tick close to the skin and pull the tick straight out without squeezing. After removal, clean the area with soap and water.

Try to save the tick in a sealed container with a cotton ball soaked in a bit of water and record the date of the bite. If you have concerns or need assistance removing a tick, please contact your family doctor or visit a walkin medical clinic.

All tick bites should be cleaned, as infection can occur whenever there is a break in the skin. Most tick bites do not result in illness; however, it is important to watch for signs of ticktransmitted illnesses. Signs of many tick-borne infections can be quite similar and include fever, headache, muscle pain, and rash. Anyone who experiences a bulls-eye rash or other symptoms should see a doctor as soon as possible. If you saved the tick, bring it with you to your medical appointment. Ticks that are still alive can be tested for Lyme disease.

Additional precautions people can take to prevent illnesses from tick bites include: • Walking on cleared trails when in tall grass or wooded areas.

• Covering up by wearing a hat, long sleeves, and pants.

• Wearing light-coloured clothing to help spot ticks easily.

• Tucking pant legs into socks or boots.

• Applying insect repellent containing DEET on uncovered skin.

• Checking clothing and scalp (covered or not) when leaving an area where ticks may live - ask someone to help check hard to reach areas.

• Having a shower after returning from areas where ticks may live.

• Regularly checking household pets for ticks.

To reduce ticks from entering your home and yard, try these steps: • Keep your lawn short and remove any fallen leaves and weeds.

• Keep a buffer area such as woodchip or gravel border between your lawn and wooded areas or stone walls. Any play equipment or play zones should be kept away from wooded areas.

• Trim tree branches to allow more sunlight in your yard.

• Keep wood piles and bird feeders away from the house.

• Widen and maintain trails on your property.

The Salty Dog Street Festival returns to downtown Salmon Arm on Saturday, May 13. This year there will be more activities, displays and entertainment to enjoy on the streets of downtown.

“We’re expanding the Salty Street Fest to be more of a spring celebration for the community,” says Tom Peasgood, co-owner of Skookum Cycle and festival chair, “We’ll still have lots of bike activities, but we’re adding more entertainment, art activities, street performers, and buskers. We want to welcome everyone downtown for the festival, not just bike lovers. It’s a good chance for locals to get out and reexperience the awesome businesses we have in downtown Salmon Arm.” The cornerstone of Salty Dog Street Festival is still the bicycle activities built around the Salty Dog Enduro Race held on May 14 at South Canoe trails. “The Salty Dog Enduro Race is part of the mainstream bike culture in our province,” says Peasgood. “The Salty Street Fest on Saturday makes it even more attractive for people to come from out of town to our community and make a weekend of the race.” Sun Peaks and Silverstar will be on location to promote their summer bike resorts, and bike reps from across the province will be on location showing off their new season wares. Expect to see Shima-

no, Giant, Kona, Norco, Bell/ Giro, Smith and Rocky Mountain. And for people looking to upgrade their bike this year, why not bring your old ride down to the Bike Swap.

Live entertainment, tasting food treats, wandering through displays of the latest bike gear, getting faces painted, petting a bunny, test riding a bicycle, or admiring a newly restored dragon boat are all activities people can expect on the street. Visitors might pick up trail maps for the coming season, try their hand at an art project, learn sustainable gardening techniques, or listen to ChickenLike Birds, an up and coming band from the Shuswap.

“It’s good to see little kids on their bikes in the middle of the street, and watching people wandering through the displays,” says Shawn Rogers, owner of Candy Vault on Hudson. “The Salty Fest is a great event for downtown Salmon Arm. Hudson (Street) is closed for a couple blocks so everyone feels safe walking around. I think it’s positive for our community to have a spring festival like this, to bring people out on the street, especially into the downtown.” He adds, “Of course, I also love watching the Bike Parade, and welcoming all the families into my store.”

INGREDIENTS • 1 Tbsp. vegetable oil • 1 pound fresh asparagus, trimmed & cut into 1/2-inch pieces • 1 pinch salt • 4 slices Canadian bacon, cut into 1/2-inch dice • 3 Tbsp. grated onion • 1 clove garlic, pressed • 4 eggs • 3/4 cup heavy cream • 1/2 cup biscuit baking mix

1. Preheat oven to 350 degrees F (175 degrees C).

2. Heat oil in large skillet over medium heat. Cook & stir asparagus until tender, about 10 minutes. Season with salt.

3. Stir bacon, grated onion, & garlic into the asparagus; cook & stir until garlic is fragrant. Remove from heat & cover.

4. Whisk eggs, cream, biscuit mix, butter, Parmesan cheese, Dijon mustard, 1/2 tsp. salt, pepper,& hot sauce together in a bowl.

5. Place the pie crust into a 9-inch pie dish; spread asparagus mixture.

6. Spread Monterey cheese over asparagus mixture in an even layer. Pour the egg mixture slowly over the quiche.

7. Bake in oven until filling is lightly puffed and browned & a toothpick inserted into the center comes out clean, about 40 minutes.

This role is a year-round part-time position with some flexibility in work schedules. As many of our events are held on week-ends, some weekend work is necessary. “A Friend to All, Enemy to None…..”

Albert Vernon (Abby) Daniels passed away peacefully with family by his side on Wednesday, December 14, 2016.

Thank you to Hillside Village in Salmon Arm for Abby’s excellent care. Born in Seymour Arm, BC on May 5, 1935, he is survived by his sons, Rick and Leroy, and his grandson, Kalen. Please join us for a celebration of Abby’s life on Sunday, May 21, 2017 at the Horseshoe Pits in Seymour Arm.

MURRAY LEE FRASER February 6, 1955 April 1, 2017 Murray, the son of Frank and Patricia Fraser passed away peacefully, with family at his side at Marjory Willoughby Hospital in Kamloops, B.C. He was pre-deceased by a sister, Colleen Anne (1964).

He is survived by brother Bill (Kelly) Fraser, children Carson (Shona) Fraser, Colleen (Mike) MacLaren, Brian (Sharon) Fraser, B (Uncle Benny) King, along with grandchildren Anika and Jaycen Fraser, Kira and Taylor MacLaren, Brendan and Jadea Fraser, along with many aunts, uncles and cousins.

Murray was a life-long resident of the Shuswap area. After working for Adams Lake Lumber, he joined his father who had a tug service on Adams Lake. When this business was sold he used his welding skills to open his own shop and was very successful at it. He was also an avid outdoorsman (hunting and fishing). Nothing relaxed him more than spending a weekend aboard his boat and cruising on Adams Lake with his very special companion Mary Stewart.

Murray made friends easily and he will be missed by lifelong friends Robert Miller, Brian Dawson, Dan Nontell, Bruce Hudson and Tim Leduc.

A Memorial service will be held at the Celista Hall at 4 p.m. on Sunday, May 21, 2017
