The planning of the National Remembrance Ceremony has taken into consideration restrictions imposed by the Regional and Provincial health authorities as a result of the current

pandemic but there will be television coverage and the Legion will be broadcasting via Facebook Live.

From November 5-11—Veterans’ Week—we honour those who have served Canada, past and present, in times of war, military conflict and peace. This year’s theme is the 75th anniversary of the end of the Second World War. After almost six long years of fighting, the Second World War finally came to an end on 15 August 1945, when Japanese forces surrendered. While the bulk of Canada’s military efforts in the Second World War were focused in Europe, more than 10,000 Canadians served in the struggle against Japan in Asia and the Pacific.

Christmas Hampers North Shuswap Food Bank

By Alison Elmes It is hard to believe that Christmas is almost upon us. The North Shuswap Food Bank/Christmas Hamper Committee is once again planning to offer Christmas Hampers to those in need in our community.

The hampers and caring that can be offered to people who find themselves in difficulties, for whatever reason, make a big difference over the holiday season and also lighten the load of putting food on the table during January and February.

As always, our focus is to help everyone in need but especially families with children. This program is very dependent on the continuing generosity

of the community and is especially needed this year of viral pandemic.

Donations of non-perishable food items, gifts, cat and dog food can be put in the collection boxes at Scotch Creek Market and Ross Creek Country Store after November 15.

BC Elects NDP Majority It didn’t take long for the BC NDP Party to be declared the winner in British Columbia’s 42 provincial election.

Because of the unusually large number of mail-in ballots that will not be counted until at least two weeks after election day, it is possible that some of these seat results will change in the final, official count. But it is not likely to change the outcome of an NDP majority. The NDP was leading or elected in 55 ridings, the Liberals in 29 and the BC Greens in 3. The NDP received 45.03% of Popular Vote, Liberals 35.41% and Greens 15.30% in the initial count on election day.

In the Shuswap riding, Liberal Greg Kyllo was re-elected with 10,547 votes representing 53.16%. BC NDP Sylvia Lindgren came second with 31.74% and BC Green Owen Madden had 15.10%. 19,840 ballots were counted election day. 6,399 of the 46,886 registered voters in the Shuswap riding requested mail-in ballots, which will not be included until the final count.

In 2017 results in Shuswap were, Greg Kyllo 55.80%, Sylvia Lindgren 26.95% and then Green candidate Kevin Babcock 15.71% Greg Kyllo posted on his Facebook page. “Thank you is such a simple phrase, but is writ large today.

Elections BC says “As of 11:59 p.m. on October 23, 2020, Elections BC has received an estimated 497,900 returned vote-by-mail packages. This represents approximately 69% of packages issued to date. 724,279 registered voters have been issued a voteby-mail package.”

As of September 26, there were 3,485,858 Registered Voters in BC. 1,208,326 cast their votes in person.

With the estimated vote by mail packages returned, it looks like a turn out of about 50%. This could go up slightly as there could be some mail packages still at Canada Post or were dropped off at district electoral offices. In 2017, the turn out was 61.18%.

Budget Time!!

What do we want in the North Shuswap? What do we need in the North Shu? What are we prepared to pay for?

Every year at this time, the various departments in the CSRD - Development Services, Operations (Parks, Water, Fire, Emergency Mgmt), Tourism etc. etc. take a look at their plans for 2021 and determine what amount of money is needed to accomplish those plans.

The items in the plans have likely been in place for a couple of years as the departments try to look up to 5 years ahead to determine what end goals have been identified by the Director/ Staff, and what needs to be accomplished between now and then to achieve that goal.

Some goals are half way through, some closer to completion. And what does the Director (me, with input from various community groups) feel is most important at this time, are there new goals that need to be added to the list, and when is it likely that that goal can be accomplished? It’s quite a complicated process. And then throw into the mix that there are 6 different areas that have their own ideas of what is important and how important it is. There are times when I have significant sympathy for the staff at the CSRD. This is one of them.

As the North Shuswap Director, I have to balance the community’s goals against what the costs might be to accomplish them. As is true in many areas of life, the more money you throw at a problem, the faster it might be finished. Having said that,

I am reminded of what my wife just told me, ‘We don’t want more taxes!’. So ultimately, the idea is to get all the things done with the minimum increase in taxes, which sometimes extends the length of time it takes to get them done.

In this time of COVID, I recognise that many people in the North Shu are struggling. Whether it’s having been laid off, part-timed, or just reduced revenue due to less travellers or business.

We are in challenging times for sure. I see that the inflation rate for BC this year is 0.4% so far. That’s pretty low considering back in January the inflation rate was 2.7%. Bottom line is that it’s unlikely your paycheque has increased, I know mine hasn’t. At this time the CSRD is negotiating with the union representing the CSRD staff and I don’t know what the end result of that will be.

Anyway, my goal is to keep the financial request to a minimum, even if it means putting off some less important tasks to the following years.

Even if I were to keep our ask at exactly the same level as last year, I can’t guarantee that your tax bill will not go up. Basically, we (the CSRD) tells the province how much money we need to accomplish the goals for 2021/22. The province then adds their needs to that amount, and comes up with the amount of tax needed to keep the whole thing running for another year. What the province will need this year is anybody’s guess. We’re still in COVID, and whom(Continued on page 6)

ever they are will need to find a way to pay for their election promises.

Yippee!

So, now through January we’ll be working on “the budget”. First, departments and directors determine priorities, departments then determine costs and get back to directors with their estimated budgets. Then there may be some juggling depending on what those budgets look like.

Once that’s been done, all the department budgets go to the finance department to determine the total amount to ask from the province. The province then lets us know what our tax bill will be and we get to figure out how to come up with the money sometime before July 1, 2021. And it all starts now.

I have been reminded that holding off on some things this coming year may mean a larger increase in future years as there are certain things that are not in our immediate control. The bottom line for me is to keep our North Shu priorities top of mind during these discussions, with the goal to keep our financial requirements to a minimum in 2021 and beyond.

So, sorry for the lesson in Regional District budgeting. I have been asked the question, and as October has been a bit of a slow month, I figured I’d give you some insight into this process. If you have questions, you know where to find me.

RCMP News Escalation On September 17 at 12:33 pm, Chase RCMP were dispatched to a disturbance at a business in Scotch Creek. Police were told that the business owner had made some public Facebook comments, considered offensive. The offended party, a 51-year-old female, was passing by his business and noticed him outside—so she stopped to address the matter in person. The conversation did not go well, and the quarrel escalated. The male alleged that the female threatened him with a weapon, while the female alleged that the male actually hit her with a weapon and damaged her car. The female left the property and returned with her husband who, in retaliation, chased the business owner down the road with a bat— resulting in several calls to police. Upon attendance at the scene, Police spoke with eve-

ryone involved. While no one was seriously injured in this incident, all parties wanted charges laid against one another. The matter will be referred to Crown Counsel for assessment of applicable charges.

Boating Mishap On September 18 at 5:32 pm, Chase RCMP were advised of a grounded boat at the mouth of Little River. The complainant was concerned that the boat might have been stolen, or possibly someone was in trouble, perhaps had fallen overboard. Police attended and saw that there was a large Cabin Cruiser stuck on a sand bar. Police were unable to access the boat to check for occupants and had to request Shuswap Search and Rescue attend to assist. While Search and Rescue was getting organized, police received an update that the owners of the

boat had already been picked up and planned to collect the boat the following day.

Head-on Collision On September 19 at 4:57 pm, Chase RCMP attended a two vehicle head-on collision on Hwy 97 near Duck Range Road. Witnesses explained that a southbound, black Chevy Cobalt lost traction in a curve, spinning into the oncoming lane. The driver of a northbound white Honda Pilot could not avoid the collision and struck the Chevy on the front passenger side, shearing the front off the car. Due to the force of the collision, the motor was ejected from the Chevy, landing in a field approximately 100 feet away.

The driver of the Chevy, as well as the driver and three passengers of the Honda Pilot were transported to hospital by ambulance for treatment of their injuries. They are all expected to recover.

Assault On September 19 at 9:44 pm, Chase RCMP responded to a report of an assault that occurred in the grassy area of the parking lot at the Chase Safety Mart. The witness reported that a female was punched and kicked by a second female, who then departed the scene on foot. The first female was momentarily knocked unconscious and suffered a bloody nose as a result of the assault. She was checked by paramedics and did not appear to have been seriously injured. The second female was located at a residence and arrested for assault.

She clarified that she had actually head-butted the other female, further explaining that she had done so because of some rather rude personal comments that had been made by the other female.

Noise Complaint On September 19 at 10:19 pm, Chase RCMP were advised of a noise complaint at an address on Squilax Anglemont Road in Lee Creek. A neighbour reported there was

a party with loud music, yelling and swearing. At 10:52 pm, a second caller phoned in, also complaining about the same gathering. At 11:29 pm, police arrived. The residence is set well back from the road, but police could hear music from the road. The property representative met police at the road. He was immediately rude and uncooperative with police. He attempted to prevent police from entering his property by using his gate to shove them back. He declined to provide his personal information and walked away.

From the road, police could hear the music continue, including people yelling and swearing. Police waited at the road for approximately 10 minutes, but the noise continued. The property representative was accordingly issued a CSRD bylaw 5754 violation ticket for Section 3.1(a) "allow or permit noise that disturbs any person" with a price tag of $500. The music was turned down and police departed from the scene.

Suspicious Fire On September 21 at 2:40 am, Chase RCMP happened upon a small brush fire near the intersection of Shuswap Ave and Aylmer Road in Chase. The fire was between the path and the creek, near the bridge. A log was burning, with flames approximately 4 feet high. The Chase Fire Department attended and quickly extinguished the blaze. The fire was suspicious because it had rained heavily the day before and everything was still damp. It would have likely taken some effort to start the fire. Nothing of value was damaged; however, this is another in a series of suspicious fires that has kept the Chase Fire Department busy this summer Impaired Driver On September 22 at 8:44 pm, Chase RCMP were advised of a single vehicle rollover in the 3000 block of Squilax Anglemont Road near (Continued on page 9)

Scotch Creek. Police attended and spoke with a witness who reported he was following a white Kia, when it suddenly swerved off the road, striking a utility pole and flipping on its roof. The driver, a 32-yearold female from Kamloops, could not explain what happened. Police detected an odour of alcohol on her breath. Samples of her breath were obtained which determined that she was impaired by alcohol. She was prohibited from driving for 90 days and the vehicle was impounded for 30 days.

Drive Without Due Care On September 23 at 11:07 am, Chase RCMP attended a single vehicle collision on the Trans Canada Highway near Squilax Anglemont Road. A white Mazda car had gone off the road, down a steep embankment. The driver and passenger were both assessed by paramedics but did not appear to be injured. They explained that a warning sound went off in the car, indicating low tire pressure— the driver panicked and drove off the road. A witness reported a slightly different version of events. He reported that he was following the car and saw it pull a U-turn on the highway. He stated that the occupants of the car appeared to be fighting before the vehicle went off the road. The driver was issued a violation ticket for driving without due care.

Prohibited Driver On September 24 at 4:23 pm Chase RCMP were advised of a suspicious female at Munro’s Pharmacy in Sorrento. The complainant watched the female as she returned to her vehicle and drove to the Subway restaurant. The complainant also noted that attached to the vehicle, was an odd-looking BC license plate.

Police attended and located the vehicle with the female still in the driver’s seat. An investigation determined that she was, in fact, prohibited from driving in British Columbia. The odd-looking li-

cense plate was actually from 1966, and obviously not valid.

The female was arrested for driving while prohibited. She also received a violation ticket for the invalid license plate.

The vehicle was impounded for 7 days.

Intoxicated and Bleeding On September 24 at 9:42 pm, EHS requested police assistance with a male at a residence in Chase. Police were told that the 35-year-old male was intoxicated, had hit himself in the head with a bottle and was bleeding on the floor. Police attended the residence and spoke with the male who was still laying on the floor, yelling, screaming and being belligerent generally. It appeared that in addition to the head injury, his shoulder was dislocated. There were no allegations of any assault, so it seems he somehow did it to himself. The male was transported to Royal Inland Hospital in Kamloops for treatment.

Bear Spray Assault On September 27 at 8:47 am, Chase RCMP were dispatched to Shuswap Avenue for a male who had just been bear sprayed. Police located the male, a resident of Chase, who advised what was already obvious - he was bear sprayed and beaten. He would provide no further information to police. He had a black eye that was already swollen shut and multiple bruises and contusions. He was transported to hospital for treatment of his injuries but did not want any further assistance from police.

Vehicles Egged On September 28, Chase RCMP were advised of mischief to vehicles parked at an apartment complex in Chase.

During the night, multiple vehicles in the parking lot were egged. The owners of the vehicles have identified a suspect; however, no witnesses have come forward as of yet. The matter is thought to stem from a dispute between neighbours. There was no tangible damage to the vehicles, other than a mess to clean up.

Upgrades to Saratoga Water System

By Jo Anne Malpass Upgrades to the Saratoga water system in Scotch Creek commenced in October. Columbia Shuswap Regional District Utilities Team Leader Terry Langlois said there have been some delays due to product availability but should be completed by November 15.

“The project included a new larger reservoir at a higher elevation, a pressure reducing station, a connection to the Copper island RV Park, a

new 3 phase power connection to the Saratoga pumphouse, as well as new larger pumps, and various instrumentation upgrades. The upgrades will increase the capacity of the Saratoga system and the new reservoir should result in an increase to the community’s water pressure.”

The CSRD has also applied for a grant to upgrade and expand the existing Captains Village Water System but will not know if it is successful until April of 2021.

School District No. 83 (North Okanagan-Shuswap) recently released a letter to parents from Peter Jory, Superintendent of Schools/ CEO. After a hectic but overwhelmingly successful school start-up, things have gone very well for the most part, which is a tribute to the hard work of our staff, the patience of our parents, and the resilience of our children. There is much of which to be proud, and I will take yet another opportunity to thank everybody who has had a part in making this happen.

As you may know from previous publications, the majority of our students have returned to learn with us for the 2020-21 school year. About 300 students have chosen to do so through the graduated return, or “Soft-Start” option, or to join our Education Outreach Program (EOP) as an online learner, either temporarily, or for the balance of the year. Our overall funded enrollment now stands at 6429, which is 98.6% of the 6517 we were projecting. This should be considered a success, and I believe that this number puts us ahead of many other districts in the province during this unique pandemic context.

However, a significant financial issue has come to light over recent weeks, and it has come in three parts.

The first part is the initial reduction of student-based funding caused by the loss of 98 students, along with the lower level of funding generated by students in an online program. The second

part is the realization that a disproportionate number of students who did not return were students with funded Individualized Education Plans, so our Inclusive Education Department is facing a significant funding reduction. The third part is a bit more complicated, and that is the impact of the Classroom Enhancement Fund (CEF).

Since the Supreme Court ruling in 2017, our district has been receiving approximately six million dollars a year in additional funding to restore classrooms to reflect restored local contract language. We are expected to staff in accordance with that contract language, then we receive grant money to pay for the difference in the number of teachers required. We staffed in accordance with the old language, but reduction in students has meant that we no longer qualify for the CEF grant in several of our schools.

At this point, the combination of factors has resulted in a deficit of more than 2 million dollars, which may end up being significantly more before we complete our CEF application process. In response to these challenges, senior staff began working on plans to draw down the number of teachers in schools where there are enough empty seats to do so and still meet the restored contract language. More reductions will certainly follow across a number of staffing categories, and some programs approved at the Board table will need to come back for (Continued on page 13)

reconsideration. Some have wondered about our using the Federal Grant monies to offset staffing reductions. This will remain a consideration, but it should be noted that the majority of it will be easily spent covering the increased costs it was intended to support.

All in all, this is not what we wish to be talking about as we move into fall.

CSRD Board Hears AIM Roads, MoTI Presentation

By Jo Anne Malpass AIM Roads has been gearing up since September and feels more strongly prepared for its second winter as the road maintenance contractor for Area 13 Okanagan-Shuswap, AIM Operations Manager Gabriel Nava told the Columbia Shuswap Regional District Board at its October 15 meeting.

He said AIM equipment is 80% completed for winter maintenance. All materials, like salt, have been delivered, everything is set up and ready in every location.

They have GPS installed in 100% of their equipment, so they can track better now.

The new digital technology has tested 100% and is connected to the Ministry of Transportation and Infrastructure (MoTI) so they can see exactly what AIM sees.

Winter staff has been hired and AIM is taking a differ-

ent approach from last year, changing to 9-hour shifts, on a rotation of four days on, three off. This will give a one hour overlap and drivers will be less tired for their shift, he told the Board.

Nighttime patrols started on October 1 and as soon as weather starts coming in, the crew will start getting bigger, to 125 employees in Area 13.

Peter Cocker, acting MoTI operations manager in Area 13, also attended the meeting. He said each fall, MoTI performs a winter preparedness audit to ensure that the contractor is ready to go. The audit looks at things like staffing levels, training, types of vehicles, GPS tracking in the vehicles, plough routes and cycles, weather tracking plans, aggregate salt levels and loca(Continued on page 15)

tions, de-icing resources, hired equipment lists and availability, deployment plans during storm cycles and post storm strategies.

During the winter season, MoTI staff are constantly out monitoring and auditing for compliance to maintenance specifications, doing snow and ice field audits, detailed post storm audits, salt handling and some office audits just to make sure everything gets documented. If the contractor isn’t performing, the Ministry can write either an opportunity for improvement or a noncompliance report. This helps both the Ministry and AIM identify the root cause of the failure and the corrective action moving forward, he said.

AIM told him they have started night and day patrols and are monitoring situations.

CSRD Board Chair Kevin Flynn said roads are the #1 reason for phone calls to the CSRD, year-round. MoTI needs to do a better job communicating whose responsibility road maintenance is and let the public know who to contact if they have concerns.

Area F Director Jay Simpson said that when there are significant snow events like on December 31 last year, communications with the community was nonexistent, as to how things were going and how long it was going to take to dig people out. It would be nice to have more regular updates from MoTI or AIM regarding specifics on the ground.

Well winter is fast approaching and one might ask, what is there to do over winter in the North Shuswap? Well actually there is plenty to do, it’s all about exploring our backyard, being creative and filling in the time to get us through till Spring. By Derek Sutherland CSRD Protective Services Fire departments in the North Shuswap have hit their stride adjusting to the new normal of COVID-19.

Well, for the most part anyway, let’s face it, we’re all pandemic exhausted.

However, we have managed to adjust and continue our work, increasing our membership and getting our firefighters trained appropriately for the job they are doing.

On the weekend of October 17 and 18, the CSRD Fire Services team hosted an Exterior Live Course designed to expose our firefighters to techniques and strategies for fighting some of the most common and dangerous fires in our communities. These include ruptured propane tanks, car fires, dumpster fires, and house fires.

Firefighters learn about fire behaviour, venting smoke from a building, and fighting fires from ladders.

The Exterior Live Fire course is the first in a series of courses designed to train volunteer firefighters to professional levels, allowing them to serve our communities well, while remaining safe in an uncertain environ-

ment.

The North Shuswap sent seven of its firefighters to this course. After returning to their halls for regular Tuesday night practices, the recent graduates are enthusiastic about their new skills and sharing their knowledge with their colleagues.

We have been seeing an uptick in recruitment in the Celista and Anglemont Halls but are still looking for new members to fill several vacancies in the Scotch Creek/ Lee Creek Fire Department.

I would encourage anyone looking for a fun and fulfilling experience to come out and try. Volunteer firefighting is a great way to meet people, learn incredible skills, and help your community.

Search and Rescue Shuswap Boathouse Project

By Jo Anne Malpass Shuswap Royal Canadian Marine Search and Rescue and Shuswap Lifeboat Society outlined their plans at the October Columbia Shuswap Regional District Board meeting, to develop a Rescue Boathouse in Sicamous to protect their vessels from the weather and provide some space for training purposes.

Bruce Weicker, Shuswap Lifeboat Society president, said they have been working on this project for some time trying to bring it to reality. Continuous exposure to the weather causes ongoing expensive maintenance and repair costs.

As a 24/7 water-based search and rescue service, vessels must be ready 365 days a year. The two-stall facility would include a community accessible training / meeting room on the second floor.

They are pursuing community, business, and government partnerships and requested the CSRD Board increase the annual requisition by 25%. Staff was directed to bring forward this request to the 2021 Budget process.

In other business at the meeting, BC Hydro Grants-in-lieu of PowerGenerating Facilities (PILT) Policy F-29 - The Board discussed BC Hydro Payment in Lieu of Taxes program, regarding possible changes to the allocation policy. Director Jay Simpson expressed concern that the funding allocation formula eliminates certain electoral areas.

The CSRD receives approx. $35,000 for crown grants, in addition to the PILT $2.3M for four facilities, Mica dam being the larges of them, Financial Services Manager Jodi Pierce said. She will be circulating background information to assist in clarifying the facts before the topic can be revisited by the Board.

Building Services Staff Increase - The Board approved a motion to expand the staffing of the Building Services Department to address service levels. Area C Director Paul Demenok said he is getting complaints from the community about long delays. The matter will be included as part of the budget process.

Housing Policy - After a discussion around the creation of a Housing Policy for the CSRD, the Board asked for more information regarding housing policies around the province and current OCP statements regarding housing. Staff will do some research and provide information to the Board.

UBCM 2020 Virtual Convention - The Union of BC Municipalities endorsed a CSRD resolution regarding Section 11

approvals - works within and adjacent to watercourses to mitigate risks to life, businesses and properties associated with riparian protection, flooding and debris flows. Waiting time is significant and approaching several years. RESOLVED THAT the Ministry (1) allocate greater resources to the processing of Section 11 approvals, and (2) the Ministry initiate a process to provide more rapid and timely approvals in cases of urgent situations.

Community Resiliency Investment Program Grant 2021 - The Board approved an application for a FireSmart Community Funding and Supports Program grant for the continued development and implementation of localized FireSmart educational activities and tools, up to a maximum amount of $250,000.

Temporary Use Permit - 7636 Mountain Drive, Anglemont. The application was for campsites for two recreational camping vehicles and a 15 m2 shipping container for storage as a principal use on the property. The Board denied issuance of the TUP and the owner will be required to remove the recreation vehicles and shipping container.

The CSRD received several public submissions apposed to the TUP, citing noise, campfires, trespassing on neighbouring properties, and fears of lowering property values, precedent setting and that the residential character of Anglemont is being lost.

In September, the Board adopted a rezoning application for the property to permit an upper floor dwelling unit within a proposed single family dwelling so that both the parents and daughter may live on the property full-time. They anticipate starting to build by 2023. The owners have cleared the land, installed an onsite sewage treatment system and connected to the Anglemont Estates Community Water System.

Area Directors talked about the need for broad community consultation on this topic in Anglemont. Director Jay Simpson said roads and illegal RVs and camping are the reason for most calls he receives from Anglemont residents. Extensive consideration and discussion in the community is needed and directors discussed the possibility of public hearings in the future.

Parcel Coverage Bylaw Amendments – The Board adopted bylaw amendments to all three zoning bylaws in Electoral Area F to amend the parcel coverage regulation in specific residential zones that affect waterfront properties along Shuswap Lake and the upland parcels with related zoning by increasing the maximum permitted parcel coverage from 25% to 30%. The amendments also result in one consistent parcel coverage being used in the three zoning bylaws.

Area F Official Community Plan Amendment (Okaview Estates Ltd.) The board approved the bylaw to redesignate a portion of property at 5581 and 5587 Squilax-Anglemont Road, Celista from Agriculture to Waterfront Residential and to create a new site-specific density policy in the WR designation for the subject property to facilitate a two-lot subdivision of 0.5 ha and 0.4 ha each.

Getting a Flu Shot This Year

By Jo Anne Malpass “This year flu planning occurred differently than previous years due to the need for COVID prevention measures.

With the capacity and cooperation of our community vaccination providers, we determined that the safest way to reach as much of the population as possible while preventing any crowds or gatherings that could spread COVID would be through vaccine appointments distributed through the community,” Dr. Carol Fenton, Interior Health medical health officer, told the Kicker.

The Kicker had reports that North Shuswap residents have been having trouble getting an appointment for a flu shot. PharmaChoice in Scotch Creek and North Shuswap Health Centre have both received an initial amount of flu shots and plan to receive more. Both have waiting lists for their second allotment.

The Health Centre is telling people to check with their family doctor first and if they are not providing shots, to go to public health or call the Centre and they will try to fit them in. There is a possibility a flu clinic will be set up at the Health Centre if required.

“Interior Health’s commitment is to ensure that everyone who wants a flu shot will have access to one through community providers or Interior Health public health. This year we are working with doctors, nurses, pharmacists and licensed nurse practitioners to ensure that the flu vaccine has the widest distribution possible in the safest way. We will be monitoring demands closely and talking to our partners.

“It’s OK if people can’t arrange an appointment until end of November, our goal is to have everyone vaccinated by mid-December, which is the peak of flu season.”

Chase Medical Centre Dr. Anita Redel told the Kicker that due to pandemic restrictions, they have adapted the way the ‘Flu Clinic’ will run this year. They will be holding a drive-through influenza vaccination clinic in the Chase Curling Rink Parking Lot on November 14 from 9am to 12pm, last names A-L and 12pm to 3pm for M to Z. This will be open to everyone and be free of charge.

Other options in Chase include PharmaChoice, which will be offering flu vaccines free of charge to BC residents with an MSP number. The vaccinations will be offered two days per week and require a booked appointment. A drive-through circuit is being created near the pharmacy and vaccinations will be administered to people in their own vehicles. Please call the pharmacy at 250-679-8611 for more information or to book an appointment.

Flu vaccines are also being offered through Public Health at the Chase Health Centre for families with children 12 years old and under and for adults who are immunocompromised. The traditional intramuscular injection and the intranasal spray will be available. Vaccinations require a booked appointment by calling 250-679-1393.

What actions could we undertake to deal with the challenges and move toward our vision?

With these questions in mind, the North Shuswap Chamber of Commerce asked Aloka Consulting and Training to facilitate two planning sessions. The first session was to collaboratively develop a 3-5 year Strategic Plan and the second session, a one year action plan based on the strategic plan.

Chamber Executive Director Debbie Seymour invited 12 members of the community to the two full day workshops. What they saw as needed for a strong dynamic year-round community was beautification, effective branding, the first section of an active transportation pathway, four season marketing package, major progress on water and sewer, active senior citizens and drop in centre, greater collaboration of non-profits, growing the year round population, no more empty buildings and effective governing.

The categories they chose for items needed to be in place operating smoothly and efficiently in the next 3 5 years were supporting health and wellness, enhancing community services, effective governance, infrastructure and transportation, tourism and recreation, year round sustainability, branding and marketing and beautification. These were broken down into specifics, for example in the health and wellness category, they

chose more resources for children including a youth drop-in centre, for Seniors a resource centre, a transportation system and housing. It also included more support for non-profits and health services – Doctor, mental health and education.

What is blocking the realization of our vision? Government alignment, more community involvement, lack of funding, lack of infrastructure, low year-round population, resistance to change, spread-out geography and housing.

What actions could we undertake to deal with the challenges and move toward our vision? Engage the community, market the vision, research leading examples, create community vision, promote year-round living, build relationships and take the initiative.

The list of tasks to accomplish for 2020-21 include market the North Shuswap, develop and expand year-round recreation and social activities, enhance community relationships and communication, beautify the North Shuswap, begin updated Official Community Plan process, identify and access funding, increase collaboration between non-profits, engage, educate and develop economic opportunities.

For example the one year action plan to promote yearround living is to understand all impediments, research model communities, figure out what zoning/bylaws can change to allow more housing, pressure bad landlords to care, tiny houses research, research other successful community housing projects (Continued on page 23)

By Jo Anne Malpass Improvements are complete or nearly complete for two North Shuswap parks but the Bristow Road boat launch was delayed by the high water level of Shuswap Lake in the late summer, Columbia Shuswap Regional District Community Services Leader Ryan Nitchie told the Kicker.

Improvements at Don Fink Community Park in Seymour Arm are complete. These include playground upgrades - installation of a large net climber, nature play features and a spinner bowl, landscaping and a new pit toilet.

Construction at St. Ives Community Park started in the middle of October and was expected to be completed by the end of the month.

Construction includes erosion mitigation, an extension to the existing pathway with railings, access to the beach, and removal of trees and the fire pit.

The upland works for parking and day use area at Bristow Road in Celista have commenced. “We have made an application to the MFLNROND (Ministry of Forests, Lands, Natural Resource Operations and Rural Development) for an extension to our Section 11 Permit to work in and around the water for the boat launch portion as the high water made it impossible to complete the works safely out of the water under our existing permit (works had to be completed by Sept 15th which was not possible). We are working with our Qualified Environmental Professional and the Department of Fisheries and Oceans as well as MFLNROND on a variance to our existing permit.

The contract for the boat launch portion of the project was awarded to Spooner Industrial and we are working in collaboration with the contractor and our engineers to commence that portion of the project as soon as we are permitted.”

We have been busy getting our new family doctor settled into the health centre, creating her work calendar and revamping clinic processes with her. Some of you have already met Dr. Domino and others are getting scheduled for visits as we review our patient wait list that people have been signing names to for over 4 years.

This a good change for the health centre and the community! Locums and contract doctors have been serving our community for the last 6 years. We tried to ensure when they were here, that they saw as many people as they could, to serve the medical needs of our community until the next doctor could visit. Now

with Dr. Domino in clinic, we can schedule our clinic days to optimize physician services. Some days we will even have two doctors in clinic with Dr. Mistry visiting and offering pain management medical services.

Over the years, people have thought that we are a walk-in clinic but, the North Shuswap Health Centre has always been a family practice. We will be asking if you have a family doctor elsewhere when you call NSHC to clarify who your primary care provider is for proper care coordination.

We have received our first allotment of flu shots and are booking appointments. If you do have a family doctor elsewhere, we ask that you try to get your vaccine through him/her first as health centers are given a certain number for their patient base. The North Shuswap Health Centre’s funding history, the facts: “The North Shuswap Health Centre Society formed in 2011 after the Interior Health Authority changed the model for service delivery resulting in the loss of primary health care for the rural communities of the North Shuswap in 2010. Prior to this, Interior Health provided primary health care services to the 7 communities of the North Shuswap through the Scotch Creek Medical Clinic.

Our medical centre at that time was a satellite operation based out of the Chase Health Services and when the funding model changed for the Chase and District Health Centre, the Scotch Creek clinic was to be closed. Patients

were then encouraged by IH to seek a family physician in Salmon Arm or Chase. Dr. Janet Bates and Dr. Ken Bates were hired on as physicians for Scotch Creek but IH decided to recruit them for Chase Medical as the Scotch Creek clinic was to close. The Bate’s then decided to run the Scotch Creek Medical Centre on their own, without government funding. The Health Society took over the lease for the medical clinic and rented it to the Bate’s until they retired in 2014. The Health Society later raised community money and purchased the health centre unit in 2015.

Over the last three years the Health Society has engaged in fundraising initiatives to keep the doors open. Our health centre has provided medical services to the North Shuswap with rotating clinic contract doctors and Locums through the Locums for BC program since 2016.”

Algal Bloom Declared Over SWC Release The Shuswap Watershed Council (SWC) has confirmed that the algal bloom that affected Shuswap Lake at Salmon Arm Bay, Tappen Bay, Canoe, and Herald this summer has ended.

“Monitoring the algal bloom was ongoing up until the end of September,” said Erin Vieira, the SWC’s program manager.

“There were a few different organizations involved in monitoring the bloom, all of whom are partners in the SWC,” Vieira explained.

The City of Salmon Arm visually monitored the bloom at Canoe on a daily basis, Interior Health Authority and First Nations Health Authority tested water samples for the presence of microcystin toxin which can sometimes be associated with a blue-green algal bloom, and the Columbia Shuswap Regional District and BC Ministry of Environment and Climate Change Strategy collected and analysed water samples for phytoplankton taxonomy (various species of algae) and density.

All monitoring results indicate the algal bloom has finally ended.

“The last of monitoring results became available in early October,” said Vieira.

“The levels of chlorophyll a, which is an indication of how much plant life is in the water, are back within the normal ranges.

Additionally, the Secchi Disk depth measurements are higher which means the water is clearer than it was earlier in the year.”

The algal bloom was first observed in mid June. It dissipated for a few weeks and then re-bloomed in July and persisted into September. A

media release by the Shuswap Watershed Council in August explained that the unprecedented bloom was likely due to a combination of factors including heavy rains in spring and early summer, high water levels in the Salmon River and smaller creeks such as Tappen and White Creeks, saturated soils adjacent to the river and a flush of nutrients from those soils, sunlight, and shallow calm water in Salmon Arm Bay; additionally, a public service announcement from Interior Health urged beachgoers to be cautious around thick algal blooms.

Residents are reminded not to drink or cook using untreated water directly from lakes, ponds or rivers. Boiling water will not remove blue-green algae toxins from the water. Additionally, beach-goers and swimmers should not go into a lake where a bloom is present.

Pets should also be kept out of waterbodies where there are algal blooms. Additional information on blue-green algae is available at HealthLink BC, https:// www.healthlinkbc.ca/ healthlinkbc-files/blue-green -algae.

Given the algal bloom this summer as well as other impacts to the watershed including invasive species, the SWC is offering virtual presentations to community organizations this fall to facilitate information sharing and robust community conversations. LUNCH HOUR SUPERVISORS WANTED School District No. 83 (North Okanagan-Shuswap) is in need of qualified candidates to serve as Lunch Hour Supervision Aides on a casual basis. Lunch Hour Supervision Aides provide supervision and care of students during the noon hour lunch break under the direction of school Principals. Following the adoption of three bylaw amendments, property owners looking to construct buildings in most residential and waterfront zones in Anglemont, Magna Bay and Scotch Creek will now be able to build larger buildings on their property than before.

Columbia Shuswap Regional District (CSRD) Directors approved a proposal at the October 15, 2020 Regular Meeting to increase parcel coverage size from 25 to 30 per cent.

Parcel coverage, which is expressed as a percentage of the total property parcel size, means the amount of land on a property that can be covered by buildings. It is regulated to ensure there is adequate area for services such as septic fields and groundwater wells, as well as assisting in ensuring appropriate storm water drainage.

The three zoning amendments apply to specific residential zones affecting waterfront properties along Shuswap Lake, as well as upland parcels with related zoning designations. They have also been revised to create consistency among the zoning bylaws for the three communities.

The CSRD proposed the parcel coverage amendments

after hearing from some North Shuswap residents, members of the construction industry and the Electoral Area F Director that 25 per cent parcel coverage was too restrictive for construction.

Parcel coverage applies to buildings only, it does not apply to hard surfaces like asphalt or concrete. For example, driveways or patios would not be considered in calculating parcel coverage.

A property owner may now apply to increase the parcel coverage size beyond the 30 per cent mark by way of a Development Variance Permit. This is a more efficient method than the previous method, which required a bylaw amendment.

With the Board's adoption of the zoning amendments, the new parcel coverage regulations take effect immediately.

Christmas on the North Shuswap Yes, there will be events to celebrate Christmas on the North Shuswap this season.

The Lions Club, North Shuswap Chamber and the Kicker have been meeting to try to bring some Christmas spirit to the community, following provincial health authority guidelines.

There will be a parade, featuring Santa, albeit a little different this year. The parade will be stationary and the North Shuswap community will be able to drive around the parade in their own bubble from the safety of their own vehicles. The plan is to have the parade parked in the field behind the Scotch Creek Hub, snow levels permitting. The date is set for Friday, December 4 from 5:30 pm to 7:30 pm.

Anyone interested in putting a float in the parade is asked to call Trudy Bennett at 250-517-1700.

The Kicker will be having a children’s colouring contest, but we will not be able to gather as we normally do, with the Lions Club at the commu-

nity hall, to distribute gifts. Local children will be able to enter the contest by picking up colouring sheets at the usual locations, North Shuswap Elementary School, Scotch Creek Market, PharmaChoice, Sunnyside Market and Ross Creek Store, starting on Tuesday November 17. An expanded group of winners in each age category will be contacted after the contest closes on December 1.

Arrangements for each of the winners to receive a gift are still being developed but will be announced in the December Kicker, coming out Friday December 4.

Kickin’ Tech News All about Bluetooth John Seymour Lakeside Technical Solutions Bluetooth is one of those mysterious technologies that has become quite popular but still misunderstood by many people. It has been around for about 20 years and was invented by a couple of engineers in Sweden who worked for Ericson Mobile. The intent of the technology at the time was to develop wireless headsets for use with cellular phones, which were just starting to become a thing in the early 1990’s. The name Bluetooth was coined after a 10th century Scandinavian king named Harold Bluetooth, who was apparently known for uniting isolated tribes together into a single kingdom. Not 100% sure what the relevance is there but whatever.

Bluetooth is basically short range, low power, device to device WiFi, similar to the WiFi emanating from the router in your home but in a much simpler form.

Where the WiFi in your home can accommodate many simultaneous users at once, Bluetooth is designed for and limited to just two devices that connect to each other using a process called “pairing”. The range of Bluetooth wireless is generally around 30 feet and is reduced by walls and other obstacles.

Bluetooth pairing is a master/slave process where one device (the master) will search for Bluetooth devices that are in range and available to be paired. The master is normally a more intelligent device such as a smartphone or laptop. Earlier versions of Bluetooth required that a PIN code be entered to complete the con-

nection but newer versions do not. The master device will also remember a Bluetooth connection in order to make future connections to the same device easier and automatic. The latest version of Bluetooth (version 5.2) was just released this year and will apparently allow for multiple connections at the same time, which is a huge improvement.

Bluetooth devices have become widely available these days and the list continues to grow as the world moves toward a goal of becoming completely wirefree. As an example, if you are using a wireless mouse and/or keyboard on your computer, you are using Bluetooth technology. Another popular use today is in our cars. Most new cars have Bluetooth built in to allow for hands free calling, texting and more.

Possibly the biggest market for Bluetooth however seems to be in the realm of audio. The quality of the wireless transmission has improved to the point where the difference between Bluetooth audio and a DVD player to a wired speaker system is practically imperceptible.

Go into any store that sells electronics and you will find a countless number of Bluetooth speakers, headphones and earbuds. Even traditional music systems with amps and DVD players etc now support Bluetooth. It has definitely become mainstream.

Give Bluetooth a try if you haven’t already. It is definitely the future and the future is here.

By Gerry Shea The Anglemont Estates Men’s Golf Club Championship Tournament is a 36-hole event which was played this year over the August 26 – 27 weekend.

Congratulations again to Don Shurnaik for winning the 2020 Match Play Championship trophy and Bill Kubica for winning the 2020 Championship low gross trophy.

For 2021, the executive will consist of Steve Gaskin as President, Walter DeSilva as Vice-president, Gerry Shea as Secretary/Treasurer and Jim Taylor as Captain (assisted

by Bob Ewart and Floyd Forsch).

The senior men were still playing in October on Tuesdays and Wednesdays. Unofficial Thursday men’s nights were occurring until the end of October. Between 15 – 20 guys were still showing up. Hopefully, next May will have less drama than last May. We tee-off at 9:30 am in October.

What would you do if your spouse is having trouble breathing and is experiencing chest or abdominal pain?

What might you do if your friend is involved in an ATV accident? What should you do if your uncle is found unconscious in the living room?

When you or your loved one suffers a life threatening medical emergency or injury, most of us know to call 911. Then what? Breathe and stay calm. Be prepared to answer questions, the first of which is your location.

Next, BC Ambulance will require information about the person’s condition.

These questions may include: Is the person conscious?

Is the person breathing? Is there an injury? Is the person in a dangerous position or location where further injury could occur? Does the person have a chronic medical condition? Has anyone in the home recently returned from outside of Canada, or been in close contact with anyone diagnosed with lab confirmed COVID-19? Are any of the following symptoms pre-

sent: a fever over 38 degrees Celsius, fatigue, chills, sweats, muscle aches, light headedness, new onset or worsening of a previous cough, shortness of breath, loss of smell or appetite, GI symptoms of diarrhea, nausea or vomiting. Have you or anyone present, been advised to self-isolate or quarantine at home by public health?

Answering the operator’s questions clearly, calmly and accurately will help ensure the ambulance is dispatched quickly and will be able to reach you sooner.

Do not hang up until the BCA operator tells you to do so. He or she will be able to talk you through possible procedures while you wait for emergency care. If the BCA operator feels you should hang up, you can attend to the following: Begin basic first aid if there is a wound.

Stay calm and reassure the person that help is on the way.

Make the person as comfortable as possible.

Gather medications and health care information to give to the emergency team.

By Ted Danyluk Here is a good news story that deserves to be told. A few years back Emily Mayer, a local resident, received one of the North Shuswap Lions Bursaries when she graduated from Salmon Arm Senior Secondary.

She used that Bursary to help with the costs of her post secondary education at the Vancouver Film School to become a concept artist. Upon graduating from the Film School, she got a job working for East Side Games Studio, a popular Vancouver based game studio, as a character artist.

The success story gets better; this fall Emily made a substantial financial donation to the North Shuswap Lions Club. The good news gets even way better; at our last meeting, club members voted to use her donation to increase the amount for each of the Club’s Bursaries that will be given at the 2021 SASS Grad Ceremonies this spring.

Thank you Emily for helping out next year’s recipients.

Another bit of good news from the North Shuswap Lions. Our Club is organizing a COVID SAFE COMMUNITY FUNDRAISER in support of the North Shuswap Food Bank. Joining the ranks of the Monte Carlo Rally and the Acropolis Rally of Greece is the North Shuswap Lions Benefit Car Rally. That’s right, the Lions are staging a Car Rally!

The Rally will be held on Tuesday, November 10 from the Lakeview Centre. Staging for instructions and clues begins at 1:30 pm with the official start at 2:00 p.m.

Event prizes and door prizes will be awarded at the final secret location that is a restaurant in Scotch Creek. This event promises to have lots of driving fun with great clues and tricks. The cost to enter

is $50 per car with a maximum of two people per car.

Only 25 tickets are being sold; tickets are available from Marlene Kergan at 250955-0378 or at the Saturday Meat Draw until November 7.

Over the past 15 years the North Shuswap Lions have contributed over $400,000 to the community. However, two factors have really had a negative effect on the Club’s ability to maintain this level of commitment to the community. The first factor is the COVID crisis with many of our projects being shut down due to the large number of participants that attend our fundraisers. The second factor is our declining membership as a result of members moving away or sickness.

We are inventing new projects that meet COVID guidelines like the Car Rally on November 10th and a new “online” raffle coming soon so as to continue our commitment to the North Shuswap community. For our Club to be successful with these new ideas we need a renewal of our membership. Please consider joining this vibrant Club; both couples and individuals are invited. World Diabetes Day is marked every year on November 14, the birthday of Sir Frederick Banting who co-discovered insulin along with Charles Best in 1922. The theme for WDD 2020 is The Nurse and Diabetes. Nurses currently account for over half of the global health workforce. As the number of people with diabetes continues to rise across Canada and the world, the role of nurses and other health professional support staff becomes increasingly important in managing the impact of the condition.

Healthcare providers and governments must recognize the importance in education and training. With the right expertise, nurses can make the difference for people affected by diabetes.

Diabetes contributes to 30% of strokes, leading cause of blindness, 40% of heart attacks, 50% of kidney failure requiring dialysis, 70% of non-traumatic leg and foot amputations.

Type 1 Diabetes is usually diagnosed during childhood and adolescence. People with

Letters to the Editor Open Letter to Fisheries & Oceans Re: Wild Salmon Spawning Grounds Endangered

On behalf of the Board of The Adams River Salmon Society and the general public I am writing to you to bring forward an ongoing concern with the Salmon spawning grounds and public interaction.

Annually the Pacific Wild Salmon return to the Adams River BC to spawn in the side channels which are perfect habitat. Public, domestic and international, visit the Tsútswecw Provincial Park, Lee Creek, BC in the thousands to see the Salmon spawn in October every year.

However, we are seeing many sports fishermen wading into the side channels (mid stream) and disturbing the salmon spawning and/or destroying the newly laid eggs. As you know Salmon is a species that is designated ‘At Risk’. Our mission is to educate and grow awareness to the Wild Salmon and its sensitive habitat. We are dedicated to maximizing the rate of return for the wild salmon.

The public are shocked and disheartened to see this travesty of destruction before their eyes. We have many visitors complaining to our staff on the fishermen behaviour as they blindly wade into the river and side channels destroying the Redds (nests) and disturbing the spawning process. We are unable to correct the issue as we have no authority in the matter.

We have posted signs along the park trails and the viewing platform asking for public support to stay out of the water and keep dogs on leashes. However, when the public see fishermen midstream in the spawning channels of the Adams Riv-

er, they are angry at the destruction of the sensitive habitat. The fishermen are moving directly in front of the viewing platform to antagonize the public further.

The Department of Fisheries and Oceans spent considerable time and money improving the side channel water flow in the spring of 2020 and improving the rock and gravel size to maximize the Salmon spawning habitat and it would seem to be for nothing. Unless we ensure everyone respects the habitat and decreasing wild salmon, we will soon have an extinct species.

I’m writing today to the Conservation Office, BC Parks, and Department of Fisheries and Oceans to ask for your combined assistance. We need conservation officer(s) present on site during the salmon spawning every year (October). We would like to see official notices posted listing appropriate behaviour in and around the river and side channels for public and fishermen.

Lastly, we would appreciate a no-wading ban in the park, or a clear wading rule imposed that wading is only acceptable up to a meter or less from the shoreline. Our priority must be the Salmon at risk. Surely the fishermen can move down stream or into the main channels as Salmon fishing is prohibited to them anyway.

Letters to the Editor Strategizing for a more resilient future It may take a year or two, but eventually the pandemic will likely be gone and life will return to some level of normalcy.

While the Shuswap has so far been fortunate to avoid many health consequences, the impact on our economy and our social lives continues to be problematic. As well, the disease has exposed many of the flaws in our society that need to be addressed during the recovery.

While the COVID crisis emerged rapidly, another crisis continues to build that poses even a greater threat - climate change. Diseases aside, future forecasts include extreme weather events, more wildfires, and the potential for shortages of food and other essential goods. If the Shuswap is going to thrive in the future, our local governments and communities need to adopt strategies that build resiliency, along with sustainability.

A better future for the Shuswap needs to include these principles: increased self-sufficiency, stronger social cohesiveness, poverty reduction, active healthy lifestyles, and more joyous celebrations. Achieving these goals is a tall order, but ignoring them could leave our region more exposed when the next crisis emerges.

We experienced a taste of what the future could hold, when we found many store shelves empty during the beginning of the lockdown. The Shuswap, like most of the western world, is dependent upon globalized supply chains that are more sensitive to disruption than many realize. Yet, one hundred years ago local families did mostly survive on what they hunted, foraged, produced or traded, as we live in a rich, fertile region of the province.

There are many obstacles to producing and distributing locally grown food, as the vast majority of our farmland is currently underutilized. Less than 0.1 percent of the Shuswap agricultural land is used to grow vegetables or fruit, with the remainder used for hay, grazing or lying fallow. As well, even though the average age of farmers is over 55 and most do not have a succession plan, it is difficult for most young people to farm given the high price of land. Fortunately, there has been some success with farmland leasing programs.

Solutions must be found to increase the supply of locally grown food and the recent announcement about the local food hub is a good first step. We can be

thankful for the agricultural land reserve, however it discourages land to be divided into more affordable parcels that could be farmed more intensively because there is no mechanism to ensure that farming occurs. Farming co-ops are one possibility that could result in more intensive farming, but there are restrictions to how many people can live on one farm.

One solution for addressing inequality is to provide more affordable housing and it is good to see projects underway in Salmon Arm and the south Shuswap.

More low-cost housing is needed in the city and in other Shuswap communities.

One of the best ways to keep healthy is through outdoor, non-motorized recreation. Hiking, biking, and skiing on Shuswap forest trails and rock climbing is not only great exercise, but it also helps connect one with the natural world. Investments in new trails, like the rail trail and the Lee Creek bluffs trail, will not only increase recreational opportunities for local residents but also help attract visitors and encourage them to stay longer.

The pandemic has flattened most forms of social interaction, which are so essential for fostering a good sense of community. Hopefully our current habit of shunning people will evaporate if and when COVID is under control. A wellconnected community would be better able to cope with a crisis, as people would be more likely to help each other.

Success would mean greater participation in community organizations, events and projects.

It is a given that the Shuswap’s population will grow, as more people flee crowded, polluted cities to live in rural areas. It will be key to ensure that smart growth principles guide new development; including energy-efficient designs that minimize vehicle use and encourage active transportation.

There is one addition that could achieve many goals for a better future - a downtown campus in Salmon Arm for a post-secondary institution that focuses on three fields, arts and culture, agriculture and Indigenous studies. Since Okanagan College rejected the concept, perhaps Thompson Rivers University might consider it as we share the same watershed.

Chase and District Fish & Game

By Secretary Helen Dalin Well it is nice that some things are getting back to a bit more normal. CDFGC is again back to its monthly meetings on the 3rd Monday of the month at Creekside at 7 pm. The room is set up so members can socially distance while attending the meetings.

Hopefully more members will come out to the meetings to give their input as new ideas are always appreciated and needed and new perspectives on how to approach projects would be great. It doesn’t mean that you will have to volunteer.

The next meeting on November 16 is the annual AGM so it will be an important meeting. Please attend this meeting if you are able to.

If you have been up to the CDFGC range, you will have noticed the progress on the pistol area. The concrete floor has now been poured.

Thanks to directors Terry Berreth and Ivan Hawley for all their work on this project and to Lyle’s concrete for pouring the floor of the pistol shed. Still being worked on is the walls and roofs. If you are a pistol shooter and interested in having this area

completed and updated, CDFGC is always looking for able bodied helpers. If you can help with this project, please contact Terry Berreth at 250-3181064. Helpers will be required to finish the roof and erect some walls.

Trap and Skeet practice continues on the 2nd Sunday of the month at the range.

CDFGC is always open to teaching and helping anyone who would like to learn this sport. Please contact Helen Dalin or William Dalin at 260-679-8019 for more information if you are interested. We do have a smaller 20gauge shotgun available to teach youths and ladies.

CDFGC is going to go ahead with the 3-D shoot in 2021. Everyone is now getting more experienced with COVID protocols and the directors feel we can set up a safe shoot. There are many areas we can address, from requiring pre-registration, to having a window type food service, eating outside and having family groups or cohorts shooting together, as well as setting up different starting times to always keep numbers below 50 people.

Ganzeveld on Alexa’s Team Mothers Against Drunk Driving (MADD Canada) though Alexa’s Team, pays tribute to the dedicated RCMP and Municipal police officers who make an extraordinary contribution to reducing the number of drivers affected by alcohol or drugs on British Columbia’s roads and highways.

The provincial recognition program is named in honour of fouryear-old Alexa Middelaer, who was killed by an impaired driver in Delta, BC in 2008.

Fundraising is still an issue with the CDFGC. We feel that a banquet will not be happening this year. This is our biggest fundraiser, so we are trying to come up with other ideas to help raise money.

Chase Country Christmas Parade to Go Ahead

By Chase Country Christmas Committee The 26th Annual Chase Country Christmas Celebration will look a little different this year. Unfortunately, due to COVID-19, the committee has decided for the safety of the community, its downtown activities; Heat Street Hockey Scrimmage, Live Music, Bon Fire, Live Nativity Scene, Children’s Store etc. and the Craft Fair will not happen this year.

However, the committee is pleased to share that the parade will go on, starting at 4:45 pm on December 4. Similar to the Village of Chase Front-Line Workers parade, the Christmas Parade will follow the same route on municipal roads led by the RCMP, as in past years. If you are interested in putting in a float this year, you can get your Parade Form at the Chase Visitor Centre. This year’s theme, Gingerbread People.

In previous years, the committee has chosen a local Not for Profit Organization and all funds raised at the Children’s Store and the Craft Fair were donated to that cause. Since both fundraisers are canceled this year, the committee is working on a new fundraising idea that would fit within the COVID-19 regulations so that they can continue to support a local organization. Updated information will be available regarding the parade and fundraiser on our Facebook page @chasecountrychristmas.

The committee has struggled making these hard decisions this year and to find ways that some events (parade) can continue, safely and in light of the Christmas Spirit. In addition, the committee wants to encourage everyone; both residential and commercial to “Light Up Chase” this Christmas.

We have had a few rainy days in the past month, but most days the weather allowed us to have classes outside for Outdoor Learning opportunities and physical activities. Field trips are tricky these days as we must rely on buses for transportation, as parent drivers are not available for us to use, mainly due to COVID regulations. Mr. Schmidt was able to take the Division 1 students to Mt. Baldy for a hike and nature related learning activities. Mrs. Langlois took her class to the Salmon Run for activities related to the migration and life cycle of the Salmon.

A HUGE THANKS to LeBeau Logging for their donation. Their generosity is greatly appreciated. Staff is currently conferring on possible uses for the donation. We will share the final decision at a later date.

The Hot Lunch Program is once again up and running. In order to easily distribute meals, there is not as much variety this year, but the efforts of the Scotch Creek Market and their generosity, as well as that of the North Shuswap Lions and our PAC is much appreciated.

The first bag lunch of sandwich, cookie and juice was well received.

All staff were in agreement that Hal-

lowe’en should be celebrated at school as close to normal as possible. Everyone is invited to don costumes and participate in the pumpkin carving contest and other classroom games and activities. It is not on the whole school Hallowe’en Howl scale, but a good time will no doubt be had by all!

There will not be a Remembrance Day Assembly this year. Instead, we will be observing the day in classrooms.

What the “program” will look like is still to be determined. We will share next month. Remember that although we cannot gather safely in large groups, we can still pay homage and respects to those in the Armed Forces and our Peacekeepers, past and present, by taking a few minutes to silently observe the sacrifices they have and do make.

By mid-November we will have completed our goal setting meetings. Goal Setting encourages students to reflect on their learning and decide what aspects of their studies they wish to improve or expand upon. Meeting with parents ensures they are aware of their child’s chosen goal and allows them to help formulate a plan to help them reach this goal. What's Sprouting Up in the Garden?

By Rachelle Horvath Horvath’s Herb & Friendship Garden This month I would like to talk about the weeds in the garden of a community. The weeds here of course represent something that is unwanted.

The health of a community is only as healthy as its residents.

How do we manage and bring things back into a balance? What is required to see things move in a positive direction for all those involved?

Changing one’s process of thought is required often in order to see this happen, bringing awareness and stepping out from inside the Societal Box. Einstein is quoted as saying “The definition of insanity is doing the same thing over and over again, but expecting different results.”

Society is inundated with information and energy on a daily bases.

Our thoughts and actions are influenced greatly by these. In order to heal a community you must of course start with self. Coming out of the box and taking a look around at what just you, yourself can do to make that difference. When doing this, you change the energy going into the community. I see many people stepping out of the Societal Box and blazing their own trail. These are the Flowers of the community.

The ones who shine their light, we all know who they are. They hold no prejudice, or judge others around them. They walk in compassion.

They also ruffle feathers when they speak the truth, and support those

who are considered underdogs.

Then there are the Weeds of the community. Media shows where programming of negative, fear and anger fueled material generate more of the same. This power is demonstrated on the many social media platforms where community members post their comments. Many of these fuel the anger and rage that continue to keep the community looking for answers instead of finding the solutions. Violent threats and abuse are displayed, allowing that anger to be fueled. Revenge puts you on the same side as the ones you’re attempting to remove.

You will witness this does not make for a health community, as you are growing that energy. We are not in school anymore. If you’re a grown person who is still gossiping, being petty and dragging other people down instead of cheering them on, you got some serious catching up to do.

Where are you on this scale? Is your anger controlling your emotions and actions? When these aspects are removed you will find that conflict does not become part of the equation.

Look inside to see why your emotions are toppling; acknowledge them, bringing yourself into a better place. This is how you build a strong healthy community. Start with who you have control over. The only person, start with you. As we do this you will find a community that stands united and the residents healthy and flourishing. It’s about reaching out not pushing out.

DIRECTIONS

In a large skillet over medium heat, cook bacon, stirring often, or until crisp. Transfer bacon to paper towel lined plate to remove excess fat. Remove all but 1 tbsp bacon fat from the pan. Add mushrooms, onion, and garlic, sauté 3-5 until soft. Add chicken, stirring often, cook until no pink remains on the chicken. Stir in soup, milk and thyme. Bring to simmer. Return bacon to the pan.

Reduce heat and simmer for 4-5 minutes or until chicken is cooked through. Remove from heat. Stir through parsley. Serve over cooked spaghetti topped with Parmesan cheese, if desired

Remembrance Day (sometimes known informally as Poppy Day owing to the tradition of the remembrance poppy) is a memorial day observed in Commonwealth member states since the end of the First World War to remember the members of their armed forces who have died in the line of duty. On the morning of October 13, after a week with his family at his beloved Shuswap Lake home, Gordon passed peacefully in his sleep. Gordon is predeceased by his brother Don (Jeanne) and survived by his loving wife Joan, son Richard (Tricia), daughters Christine (Fred) and Cynthia (Jonathon), grandchildren Zachary, Owen, Willem, Deyne (Shawn), Lachlan and Bennett, great-grandson Pearse, and many more dear family and friends.

Gordon was born in Vancouver to Wilfred and Florence Moffat.

He attended Kitsilano High School where he excelled in athletics and the performing arts, and made many lifelong friends. Gordon began his teaching career in Port Alice in 1953 and in 1956 became principal at RCAF Station Holberg where he met his future wife, Joan. Together, they taught in Fruitvale, Rock Creek, and Kamloops, where he was principal of Kay Bingham, David Thompson, and Dallas elementary schools. At each one, he shared his love of the arts, directing school productions, conducting choirs, and leading sing-alongs on his banjo.

When administrators were removed from the BCTF in 1988, Gordon was appointed Executive Director of the BCPVPA, a position he held proudly until he retired in 2002. For the next several years, he helped bring BC curriculum to schools in China and Dubai.

Gordon loved language, keen humour, cold oysters, and single malt scotch. His fondest memories were of his family's 59 years at Lee Creek and the relationships they built with wonderful neighbours. He was always very grateful to the Lee Creek Volunteer Fire Department who fought for hours on Mothers’ Day, 2007 to try to save the original home. Most of all, he loved his family of whom he was very proud. He will be dearly missed.

The family extends their heartfelt thanks to the caregivers from Interior HomeCare Solutions, Chase Interior Health Home Support, and Marjorie Willoughby Snowden Memorial Hospice.

There will not be a service. If you wish to make a donation in his memory, please consider the BC Cancer Society or BC Heart and Stroke Foundation.
