“This is a multiyear project that is planned to be completed by the spring of 2020. A specific final number of campsites and electrified campsites cannot be supplied as the installation is dependent on conservation and engineering factors that are being worked through.” All the sites added in this phase of the project will be on the lake side of Squilax-Anglemont Road.

Some of the work was started over the summer. “This year, areas of the campground were removed from the

reservation system for short periods during low use times. This enabled construction activities to occur while the park was open to campers. There were more sites available by reservation than were actually used by the visitors. No reservations were turned down or declined.

As this is an ongoing project, areas of the campground may be removed from the reservations system again during low use periods in the coming seasons to facilitate localized construction in the campground.”

Sockeye Exceed Expectations at Scotch Creek

By Jo Anne Malpass The number of Sockeye salmon returning to Scotch Creek exceeded expectations by a sizeable margin this year, Aaron Arnouse, fisheries coordinator for the Little Shuswap Lake Indian Band (LSLIB), told the Kicker.

When the enumeration fence came down on September 26, there had been 5,495 returning sockeye. Earlier estimates were for 500 and later 1,000, expected.

The enumeration fence has been operated on the lower Scotch Creek by the LSLIB since 1994 to count and assess the sockeye population; the timing, abundance and health. Sockeye returns to Scotch Creek are an annual indicator of early summer run Sockeye that return through the Frasier River.

Arnouse reports most of the sockeye were healthy, with a small number showing signs of a natural fungus disease caused by moving from the ocean to warmer fresh water, but no pre-spawn mortality.

There were also a lot of jacks this year which usually indicates a big fall return next year, he said. A jack is a male sockeye that is 40 cm or smaller, signifying they are returning in their third year, instead of fourth. Next year is the dominant run for sockeye, which occurs every four years. “I think next year, we are shooting for 100,000 or more since the last two major runs have been around that number.”

This year and last year, there were problems with people at the mouth of the creek and the lake, swimming. “This year we even had people trying to spear the fish.”

There is signage along Scotch Creek explaining this is a sensitive environmental area and the fish have travelled a long way and only have so much energy left to spawn. “I want to try to start educating people to stay out of the water.

We need to start spreading the word together” so people will learn not to disturb the fish.

By Editor Jo Anne Malpass As we approach our annual day of thanks, we have much to be grateful for this year on the North Shuswap, having escaped any major damage from flooding and wildfires.

As Canadians and British Columbians, we can be thankful for our beautiful, clean environment, our democratic way of life and our prosperous economy. And, if we really think about it, all of us can find a long list of things to be thankful for - friends, family, home, health and so much more.

Sir Martin Frobisher and his crew are credited as the first Europeans to celebrate a Thanksgiving ceremony in North America, in 1578. His third voyage, to the Frobisher Bay area of Baffin Island in the present Canadian Territory of Nunavut, set out with the intention of starting a small settlement. His fleet of 15 ships was outfitted with men, materials, and provisions. The expedition was plagued by ice and freak storms and the loss of one of his ships with many of the building materials prevented him from building the settlement.

They ate a meal of salt beef, biscuits and mushy peas to celebrate and give thanks for their safe arrival in Newfoundland. They celebrated Communion and formally expressed their thanks.

From 1604, French settlers, having crossed the ocean and arrived in Canada with explorer Samuel de Champlain, also held feasts of thanks. They formed the Order of Good Cheer and held feasts with their Indigenous neighbors, at which food was shared. Indigenous peoples in North America have a history of holding communal feasts in celebration of the fall harvest that predates the arrival of European settlers.

pedia, the first national Thanksgiving in Canada was celebrated in the Province of Canada in 1859. The first Thanksgiving after Confederation was observed on 5 April 1872. A national civic holiday rather than a religious one, it was held to celebrate the recovery of the Prince of Wales (later King Edward VII) from a serious illness.

Thanksgiving was first observed as an annual event in Canada on November 6, 1879. The date for each of the following years, as well as a unifying theme for which to give thanks (usually concerning the harvest, though anniversaries related to the British monarchy were also common), was determined annually by Parliament. The holiday occurred as late in the year as December 6.

In 1957, Thanksgiving was proclaimed an annual event to occur on the second Monday of October. The October date is one month earlier than the American tradition because the northern location of many of Canada’s provinces requires an earlier harvest.

It is an official statutory holiday in all provinces and territories except Prince Edward Island, New Brunswick, Nova Scotia, and Newfoundland and Labrador.

The original idea was to give thanks for the past harvest season but for many Canadian families, the tradition has changed over time and the focus is now to get together with family and friends to eat a large turkey dinner, complete with stuffing and pumpkin pie.

After observing the Governance Study process in Electoral Area C, Director Morgan expressed to the CSRD Board that it would be appropriate to consider the pursuit of Provincial Government funding support for a Governance Study in Electoral Area F. The Board supported the request in principle and directed CSRD Administration to raise and discuss the potential of funding a Governance Study for Electoral Area F with the Ministry of Municipal Affairs and Housing staff at a scheduled meeting during the UBCM 2017 Conference at the end of September.

Director Morgan said the study would look at options for the entire North Shuswap and would include extensive public community engagement with input from everyone including absentee owners and snowbirds.

A Governance Study would document, assess and listen to concerns and interests of residents with respect to the current state of governance and service delivery in the area and would identify future governance options for the Electoral Area.

• Tolko Industries Presentation - Tolko Industries Ltd. outlined its harvesting practices and plans for the Southern Interior particularly those relevant to the catchment area of the CSRD. “As there have been many requests from CSRD residents since Tolko began our planning process in the area, we believe it is important for the Board to understand our planning, consultation, and harvesting processes and practices.” Tom Hoffman, Manager of External and Stakeholder Relations, Michael Bragg, Southern Interior Woodlands Manager and Ray Crampton, Regional Executive Director from the Ministry of Forests, Lands Natural Resource Operations and Rural Development attended. CSRD Directors, including Director Morgan said there needs to be more public meetings and consultations with communities directly affected.

• All Electoral Areas: Proposed Noise Bylaw No. 5754 Consultation Results – Development Services staff shared the results of the public consultation regarding the proposed Noise Bylaw. The Board directed staff to make further amendments and bring forward to the Board at a future meeting. There were 19 comments received about the bylaw from Area F, 10 were in favor of the bylaw, four against and 5 indeterminate. Director Morgan said all areas agreed to participate in the Bylaw.

• Electoral Areas B, E, and F: Building Regulation Public Engagement Summary – Development Services staff presented a report on the public engagement and open houses in Electoral Areas B, E and F regarding implementation of building inspection services. The Board adopted a resolution to confirm Electoral Areas B, E and the existing service area portion of Area F, will move forward with implementation or continuation of building inspection beginning January 2018.

•DVP – CSRD Parks – A development variance permit was approved for CSRD Parks to replace the existing plastic swim platform at Sunnybrae Community Park with a larger fiberglass swim platform. In years past, the CSRD purchased fiberglass docks for use in CSRD community parks throughout the regional district. Fiberglass is no longer a permitted material for a dock because of its inability to allow the sun to penetrate the water (fish habitat consideration) and the pontoon portion of the dock is not the "flow through" type and impedes fish mobility. The CSRD Parks Department is proposing to re-purpose fiberglass docks, now in storage, for use as swim platforms in deeper water and away from fish habitat.

This application for Sunnybrae Community Park is the first of potentially six more similar DVP applications at different park locations around

the Shuswap Lake.

• Electoral Area F: Development Permit No. 830-215 (Rogers –Smith) The subject property is in Lee Creek at 1218 Beatrice Road and is located in the Electoral Area F Official Community Plan Bylaw No. 830 area that establishes a Development Permit (DP) Area. The owner would like to replace an old 44.58 m2 floating dock with a new 27.87 m2 ecofriendly floating dock in Shuswap Lake, which requires a Foreshore and Water Development Permit (DP). The proposed dock size is more than a 10% variance and therefore requires Board review and approval. The Board issued the Development Permit.

• Changes to the Provincial Private Moorage Program Update - Development Services staff provided the Board with a verbal update on the status of the recommendations to communicate and remind the public of the Lakes Zoning Bylaw No. 900 and the CSRD bylaw requirements for docks, buoys and other foreshore structures. CSRD staff advised the Board that newspaper ads were published in Electoral Areas C, E and F and CSRD social media was utilized. Letters were sent to companies that are known to complete dock and buoy work in the Columbia and Shuswap areas. The Board will send a letter to the provincial government to request that Shuswap and Mara Lakes be designated as an application-only area for private moorage.

• Electoral Areas C, E, and F: Housekeeping Amendments – Floodplain Management, Intersection Sightlines, and Panhandle Lots (CSRD Zoning Bylaws) – The Board read a third time and adopted the bylaws to amend the floodplain management provisions of Anglemont Zoning Bylaw No. 650, Magna Bay Zoning Bylaw No. 800, Scotch Creek/Lee Creek Zoning Bylaw No. 825, Rural Sicamous Land Use Bylaw No. 2000, and South Shuswap Zoning Bylaw No. 701. The amendments change the location of measurement for floodplain setbacks from the natural boundary of Shuswap Lake to the 348.3 m GSC da(Continued on page 7)

• Scotch Creek/Lee Creek Zoning Amendment (Ted & Lucille Tash) Bylaw No. 825-37 – The applicant is planning to rebuild a new single-family dwelling. The proposed building exceeds

the parcel coverage for the R1 zone. The applicant is proposing a site-specific amendment to the R1 zone to allow for a parcel coverage of 75.24%, as well as setback relaxations that will permit the proposed house to be constructed on the subject property. The Board gave Bylaw No. 825-37 first reading at the October 15, 2015 regular meeting and directed staff to utilize the simple consultation process. Staff has referred the bylaws to affected Ministries, agencies and First Nations. The Board gave second reading of Bylaw No. 825-37 and delegated the holding of the necessary public hearing on October 17 at 4:00 pm at Scotch Creek Fire Hall.

RCMP News Post Office Incidents On September 21, Chase RCMP received a report of a red Polaris side by side all-terrain vehicle parked outside of the 250-679-3221 Chase Post Office. Police made patrols but CRIMESTOPPERS 1-800-222-8477 were unable to locate the vehicle. Chase RCMP would like to remind the public that all-terrain vehicles are not allowed under the golf cart initiative occurring in the community. Off road all-terrain vehicles are not allowed on the roadways.

On September 24, Chase RCMP received a report of mischief at the Chase Post Office. Police attended to find approximately 50 mailboxes had been opened and mail was found on the floor. Individual mailboxes still contained mail but this does not eliminate the possibility that some items may have been stolen.

On September 25, Chase RCMP received a report of mailboxes being broken into on Silvery Beach Road, Chase.

Suspects broke two master locks and gained access to individual mailboxes.

It is unknown what contents may have been stolen.

Neighbour Dispute On September 21 at 5:40 pm, Chase RCMP received a report of a disturbance in the 1200 block of the Trans-Canada Highway in Sorrento, BC. Police attended and determined a male had brandished a container of bear spray during a dispute with a neighbour. A 30-year-old Sorrento man was arrested and released from custody on a Promise to Appear in Court. The bear spray was seized by police.

Fraud Victim On September 22, the Chase RCMP received a report from a North Shuswap resident indicating he was a victim to a fraud. The victim was contacted by telephone from a male stating he was from the Canada Revenue Agency. The male told the victim he owed money to the Canada Revenue Agency and threatened that the victim's property would be seized and that police would arrest him.

The victim was directed to purchase iTune and Steam prepaid cards to submit for payment. The victim purchased

$925.00 worth of the cards to provide to the fraudster.

The Chase RCMP would like to caution people with regards to similar fraudulent attempts. If you receive a phone call where you are being threatened with arrest if you do not pay money, it is likely a scam. Please contact the RCMP should you receive threats of arrest and we would be happy to advise if the call was legitimate.

Uttering Threats On September 22 at 5:15 pm, Chase RCMP received a report of uttering threats occurring outside of the Petro-Canada in Sorrento, BC. A male made threats that he would attend a residence in Sorrento and physically harm another male at the residence. Police located and arrested the 35-year-old Sorrento man who made the threats. He was released from custody on a Promise to Appear in court.

MV Accident Causes Fire On September 14 at 5:45 am, Chase RCMP Detachment received a report of a motor vehicle collision on the Trans Canada Highway approximately 4 kms west

of Chase. A westbound Honda Civic and an eastbound logging truck struck sides. As a result, the driver of the Civic lost control of his vehicle and it rolled into a field on the north side of the highway. The logging truck entered the south side ditch, rolled onto its side, striking a hydro pole and breaking the power lines.

The truck started on fire.

The drivers of both vehicles walked away from the collision and were transported to Kamloops Hospital by ambulance as a precaution.

Kamloops and Chase Fire Departments attended the scene to extinguish the fire. The Trans Canada Highway was closed to traffic to allow fire and ambulance crews to respond to the collision and fire. At 8:10 am, one lane of the Trans Canada Highway was opened to traffic in alternating directions. The highway remained one lane as fire crews monitored the smouldering debris and BC Hydro repaired the damaged power lines.

Speed and alcohol do not appear to be factors in the collision however the cause remains under investigation.

Darren and his wife, Sue, are the proud parents of four grown children and three beautiful granddaughters.

Sue, who also has a fulltime job, works evenings and weekends as the office manager, bookkeeper and works on Adasak’s website and social media. His eldest daughter, Amy is also in-

Along with Darren, Adasak employs a journeyman plumber, two fourth year and a first-year apprentice.

Darren and Sue are members of the Kamloops and North Shuswap Chambers of Commerce as well as many business-related associations. Sue is also very active with the United Way. In Darren’s spare time, he enjoys woodworking and “puttering” at their Canim Lake property, while Sue loves to fish, quilt and garden.

Chamber Meetings Now that the summer is over, the Chamber has started meeting on a monthly basis again. The Chamber AGM will be held on October 23, 2017. All members are welcome to attend. The meeting will be held at Quaaout Lodge at 6:30 PM. Members or prospective members are invited to arrive at 6:00 PM in time to order dinner.

This will be a good meeting for all Chamber members to attend as there are lots of changes happening. I will be stepping down as president, Jeff Tarry is also stepping down as vice-president, and Kris Jensen is stepping down as treasurer. We will all still be involved with the Chamber helping as we can but this is a time for renewal.

Local Government There have been some developments in the incorporation conversation that started last year.

Over 300 letters of support were received from North Shuswap residents.

These weren’t necessarily letters supporting incorporation, but supporting doing the studies to see if it makes economic sense for the North Shuswap and specifically Scotch Creek. Director Morgan raised the issue at the September 21st board meeting looking for support to approach the provincial minister about a governance study for the North Shuswap at the annual Union of BC Municipalities meeting.

Hopefully this will bear fruit and we’ll see some work done similar to what has

been going on in the South Shuswap.

A small group met with senior local government planning staff in May and June of this year to talk about streamlining approvals by eliminating ones that don’t make sense and changing others to speed up the process. Now that summer is over, further meetings are planned for early October to see what local government has initiated to address our concerns.

The local government board also earmarked $90,000 in June to complete the preliminary engineering for a grant application for the first phase of a community water system in Scotch Creek. After a distracting spring and summer of flood and fires, operational staff are turning their attention back to this project. This initiative has the full support of the Chamber as we see it to be the underpinning of a revitalized Scotch Creek.

Anyone who has gone through the permitting process to do anything in the North Shuswap knows that there is lots of room for improvement.

By Jo Anne Malpass For the past several months, The Kicker has been contacting people involved with the original trial to ask about progress on the appeal for Leon Reinbrecht, convicted of criminal negligence causing death and criminal negligence causing bodily harm.

Houseboat operator Ken Brown was killed and several others were injured on July 3, 2010 when Reinbrecht’s speedboat struck the houseboat, following a firework display at Magna Bay. In October 2015, Reinbrecht was found guilty and in June 2016, was sentenced to three years. Appealing the conviction, he

was released on bail about two weeks later.

The original Crown Prosecutor Neil Flanagan said steps have been taken to retain council for the defence and the appeal has been filed, but, although he did try to get the information for us, he didn’t know just where they are at in the process. Appeals are handled by a different division of the Ministry of Justice.

David Crossin, Q.C, of Vancouver was set to handle the appeal for the defence but on September 29, he was appointed as a Judge to the Supreme Court of B.C. This means there will be a new counsel arranged for Leon Reinbrecht.

Scotch Creek/Lee Creek Fire News

By Mike Engholm Well it looks like our long, hot, very dry summer is coming to a close. This year’s summer fire season will go down in B.C.’s history as the worst we have experienced, even surpassing the 2003 season for area burned. The scale size of some of the wildland / interface fires was simply mindnumbing.

I had the opportunity to be deployed 4 times (14 days each) throughout the province as a Team Leader for the CSRD Structure Protection Unit 5-person crew. It was an experience I will never forget. The amount of structure protection knowledge that I and our teams have gained this summer is huge. From our first deployment on the Gustafsen Fire, doing a single set on a property in 45 minutes (which is fast) to our last deployment on the Elephant Hill Fire, where we increased the pace to cover 6 properties per hour.

During our deployments we also made lots of connections with other SPU teams and fire dept.’s which sent out equipment and manpower to battle the wildfires.

Being there to work together with other agencies and showing support for other communities, I feel is very important because if the big one hits the North Shuswap, that same support will be returned to help us. Knowing that other departments across B.C will come to help and guard our backs in a time of crisis is a very comforting feeling. A special thank you goes out to the community

of 108 Mile, and the 108 Mile Fire Dept. The hospitality and friendship shown toward our SPU team and other SPU and fire dept. teams was outstanding, and it made the deployment to the Gustafsen Fire more of a common fight that all communities in B.C. could experience.

Our Deployments were 14 days each with a mandatory 3-day rest period between deployments.

The days consisted of a minimum 12 work hours (many were 16+ hours and the longest was 21 hours) with one 30-minute break during the day. We stayed in the fire camps that housed 300+ wildland firefighters, some from as far away as Australia and Mexico with Canadian teams from Alberta, Ontario, Quebec and Nova Scotia to assist B.C. firefighters. The fires that I worked on were: Gustafsen, Soda Creek, Clinton, Monte Lake, Riske/ Hansville Complex, Anahim Lake, Tatla Lake, and Elephant Hill. Some of these fires are massive, driving at highway speed for over an hour through burnt landscape.

Back in Scotch Creek / Lee Creek Fire Suppression area, over the summer our dept. responded to many campfire complaints (most of which were legal propane powered), an RV trailer fire, false alarms, hydro pole fire, downed hydro lines, a lawnmower on fire. By Melanie Murphy October 9, 1871, America wept. People in Chicago watched a third of their city go up in flames. 250 people died, 100,000 were left homeless, 17,400 structures were destroyed and 2,000 acres ripped apart.

Meanwhile, in NE Wisconsin, there was nothing but ash left from the most devastating forest fire in US history. 16 towns destroyed, 1,152 lives ended, 1.2 million acres of land burnt. Both fires started on October 8th, one purportedly from either an overturned lantern in a barn or a cigarette, the other from an accidental brush fire.

Hot, dry conditions, wind, and miscommunication all made the devastation of what came to be known as “The Great Chicago Fire” and “The Peshitago Fire” possible. Out of the ashes of these tragedies came improved fire safety standards, improved firefighting services, and Fire Prevention Week, an educative legacy to help the public help themselves.

Monday, October 9, 2017, will mark day 2 of the National Fire Prevention Week for both the US and Canada. In Canada, it will also be the day we celebrate Thanksgiving. Across this nation families will get off work, come together and celebrate their bounty in the form of food, drink and time together. Here in BC, our gratitude perhaps is even more primal. Having provincially survived 1,254 fires and almost 3 million acres of burnt land, having just exited the worst fire season on record, we can be thankful for our very lives, thankful to have a roof over our heads, and deeply thankful for the firefighters who fought so tirelessly and so hard to protect us.

“No man is an island” the saying goes, and it is true.

For better or for worse, we are all in it together. Let us pay attention to the ways we can care for ourselves and our neighbor by being more (Continued on page 17)

proactive in the fight against fire.

Keep your fire alarms and smoke detectors up to date.

Be sure to test them every month, replace them entirely every 10 years and change the batteries every 6 months.

Come up with a home fire exit plan for you and your children. Teach them to “drop low and go”, getting down on their hands and knees below the smoke to exit. Teach them also to always look for at least two ways out of each room in case one exit is blocked or unsafe. If one exit is a window, make sure they know how to open that window and get out safely. Remember: if the alarm goes off and you are in a true fire situation, you have approximately 3 minutes or less to get out safely. As this summer has shown us, we never know the curve ball life and Mother Nature may throw at us. Don't forget to FireSmart your house, keeping it free of brush and debris that embers and sparks can latch onto. Be proactive and ready, for both your own sake and for the sake of those around you. And then, be sure to stop a moment and give thanks. There is much to be thankful for.

By Clyde Mitchell, SWOA Board President Lively discussions on many items, especially docks, buoys, fast boats, high water and its relationship with the Province and the CSRD were held by the Shuswap Waterfront Owners Association (SWOA) at its 2017 AGM in the Blind Bay Hall on August 23.

SWOA represents more than 500 properties and has more than 1200 members.

Also discussed were the defensive measures being undertaken by the Province to prevent the invasion of Quagga and Zebra mussels arriving on boats from infected jurisdictions. SWOA strongly supports these efforts because if these mussels become established, it would be very difficult to eradicate and the economic and environmental effect could be devastating to the Shuswap.

The AGM marked the retirement from the Board of founding member and former SWOA President, long time Board member Jay Simpson.

Jay’s contributions will be missed and the members wished him well for his future activities in the North Shuswap area.

The remainder of the

SWOA Board agreed to let their names stand for another year and will be joined by a new SWOA member, Paul Bennett, also from the North Shuswap.

At the end of the meeting, SWOA members were treated to an excellent presentation by Rob Sutherland and Bruce Weiker of the Royal Canadian Marine Search and Rescue based in Sicamous.

This Search and Rescue group is the only one based on fresh water and provides search and rescue, vessel support in the event of marine medical emergencies and education on water based safety programs. They also are very active in the “Kids Don’t Float” program that loans personal floatation devices for children at access points around the lake.

During the presentation Sutherland and Weiker expressed enthusiasm for the new 40-foot rescue vessel, “Tolonen” which will go into service next spring. SWOA showed its staunch support for these activities when president Clyde Mitchell presented a $1500.00 cheque to the group to assist with equipping the new vessel with needed safety equipment.

Kicker Colouring Contest Donations Sought

By Jo Anne Malpass It’s that time again, the Kicker is preparing for the 20th Annual Christmas Colouring Contest.

Prizes will be handed out at the Lions Club Children's Christmas Party in December at the North Shuswap Community Hall.

Each of the winners will receive a prize and every child attending gets a door prize gift. Last year we gave out over 100 prizes and we expect around the same this year.

This popular, free community event wouldn’t be possible without the generous support of volunteers and donors. Donations for the Colouring Contest are

Interior Health Interior Health (IH) has enlisted the support of external security and privacy experts as it investigates information breaches involving the personal information of about 500 current and former employees. The information was found in the possession of two separate individuals arrested by Lower Mainland RCMP on two separate occasions in the last three months.

“The protection of our employees’ personal information is extremely important to us,” says Mal Griffin, VicePresident for Human Resources. “We take this seriously, including the distress this situation may cause for our staff, and have moved quickly to investigate this matter.”

Griffin stresses this situation is limited to employee records only; there is no concern for patient information.

IH has contacted all impacted current employees and is in the process of notifying former employees. All are being offered one year of credit-

monitoring services.

IH first became aware of a potential information breach in late June when it was contacted by Lower Mainland RCMP following the arrest of an individual who had possession of personal information of a number of people, the majority of whom were identified as IH employees. An internal investigation was initiated and impacted employees were immediately notified. Then, on Sept. 20, IH was notified by RCMP of a second, similar situation involving a different individual.

“It’s unclear how this information was obtained, but we see some linkages between the two incidents which has resulted in us enlisting the support of external security consultants,” says Griffin, adding that IH continues to assist the RCMP to the full extent possible on these cases, and has also reported both incidents with the Office of the Information and Privacy Commissioner.

Local MPs Voice Concerns About Invasive Species Press Release MPs Mel Arnold (North Okanagan -Shuswap) and Dan Albas (Central Okanagan-Similkameen-Nicola) sent a letter to Fisheries Minister Dominic Leblanc, Public Safety Minister Ralph Goodale and Environment Minister Catherine McKenna calling for federal resources to support initiatives aimed at preventing the spread of aquatic invasive species, specifically zebra and quagga mussels, in the Okanagan and Shuswap watersheds.

“We are calling on the government to recognize the ecological and economic threats that aquatic invasive species pose to BC waters, especially the Okanagan and Shuswap,” said MP Arnold. “The increasing risk of an infestation, and the potential costs associated with it, warrant immediate

federal action.”

In 2016, mandatory vessel inspection stations were put in place through a partnership between the Province of British Columbia, the Canada Border Services Agency and BC Hydro.

While this program prevented 15 contaminated vessels from entering BC this summer, BC’s Ministry of Environment recently acknowledged that nearly one in five drivers fail to stop for an inspection.

“In addition to the potentially significant damage to infrastructure in the province, aquatic invasive species also pose serious environmental risks,” said MP Dan Albas. “Here in British Columbia, the federal government is responsible for the management of salmon stocks and action is desperately (Continued on page 21)

needed to protect this important resource for our local communities, including First Nations.”

In the letter, they write that since first being discovered in Lake St. Clair in the mid-1980s, the zebra mussel population in Canada has exploded, causing significant damage to ecosystems and human infrastructure across the country. The discoveries of zebra mussels in Manitoba in 2013, and in Montana in 2016, have increased the threat of an invasion in British Columbia, especially in boating regions like the Okanagan and Shuswap.

Such an invasion would have detrimental effects on ecosystems, fisheries, tourism and infrastructure throughout the province. A regionspecific study conducted in 2013 estimated annual costs of $43 million in lost revenue if zebra and quagga mussel are introduced to the region.

The December 2016 Department of Fisheries and Oceans' evaluation of its Fisheries Protection Program (FPP) found that, “(t)he economic and environmental damage that some AIS have caused and can cause far outweighs the cost of prevention.”

By Gail McNeil-Oliver, Executive Director Suddenly, it’s that time of year again and the wind down from summer has happened and the fall season is upon us. Thanksgiving is almost here and it’s time to say thanks for all the people & things we have in our lives.

At the North Shuswap Health Centre, we feel very thankful to have such great community support from all of you!

About a year ago we embarked on a bit of an experiment by hiring a couple of doctors in contract arrangements in addition to the doctor days we apply to the Ministry of Health to receive Locum coverage from. When doctors visit us through the Rural GP Locum Program, their salary is payed by the Ministry of Health and the clinic is paid 40% of the billings to cover our overhead. Unfortunately, the amount we receive does not always cover the cost to operate the clinic.

So, when I proposed private doctor contracts to the NSHC Society there was concern for sure whether we could afford to do this as a Charity Organization. Obviously, in this private arrangement we had to pay the doctors to work at the clinic and cover the operational costs of the clinic. Bit of a risk! And it has cost money but we are also able to cover a good portion of the costs because the clinic is paid 100% of the billings through the Medical Services Plan.

MSP is the BC Provincial Health Insurance Pro-

gram that everyone pays into to receive health care benefits. Because you pay your premium, you can see a doctor with out charge and when you see a doctor at the NSHC, the clinic gets reimbursed. So, thank you to everyone who continues to seek out medical support through us…the experiment is working!! Over the last 12 months there have been 107 doctor days and 2,204 patient visits.

We have been very fortunate to have Dr. Mark Hickman & Dr. Harpreet Kelly working with us and a great deal of you have been able to find out what that they are amazing doctors who have genuine care & concern for your health issues. At the NSHC, our goal is to provide our community with the best health care service that we can.

BC Newsroom Government is inviting British Columbians to share their views about how the Province can keep young people, neighbourhoods and roads safe after Canada legalizes non-medical cannabis next year.

Today through Nov. 1, people can share their views about B.C.’s approach to non-medical cannabis legalization at: engage.gov.bc.ca/ BCcannabisregulation/ Under the federal government’s new laws, provinces and territories have the power to regulate distribution and retail sales of nonmedical cannabis. British Columbia can also upgrade traffic-safety laws to protect people on the roads from cannabis impaired drivers.

“I hope British Columbians will get involved, be heard, and help us shape how we maximize public health and safety when nonmedical cannabis is legalized by the federal government next year,” said Farnworth.

“While we already have laws banning drug-affected driving, and they remain in effect, this is also an opportunity for people to let us

know how we can make them stronger and more effective.”

In addition to the open public engagement process, government will also proactively seek opinions from a representative cross-section of British Columbians on their views concerning nonmedical cannabis regulations, with a random telephone survey.

Local governments, Indigenous governments and organizations, and stakeholders from law enforcement, health, agriculture and other sectors will also have specific engagement opportunities with the Province on cannabis regulation later this fall. As well, the Province has invited the Union of B.C. Municipalities to establish a standing committee on cannabis legalization so local governments can share their experience, knowledge and concerns as B.C.’s regulatory framework develops.

“Local governments welcome the start of the consultation process as we move towards creating a made-inB.C. approach to legalization,” said Union of B.C. Municipalities president Murry Krause. “Our members want to discuss issues like taxation, retail sales and personal cultivation in advance of the regulatory framework being set in place. The proposed standing committee sounds like a good vehicle to support discussions.”

By Ted Danyluk In August 2015 the North Shuswap Lions Club set up their Community Youth Fund. Over the past two years the Club has spent $11,200 funding baseball, football, dance, drama, music for North Shuswap youth programs from this account.

As well, the Club has used this fund to help pay transportation costs for those kids enrolled in activities outside of the North Shuswap such as hockey, dance, Cubs, Brownies, piano lessons, art lessons, wrestling, gymnastics and the list goes on.

So we are able to continue paying for these programs please support our upcoming Cabaret & Silent Auction being held on November 4. The $15 per person tickets is now on sale for this event; call Dianne at 250-955-0138 for information to find the nearest Lion to you.

Just wanted to brag up Seymour Arm a bit. We did a 20 km Walk, yep 20, for the Cure in Seymour Arm on September 3, 2017. It was our fifth walk. Our walkers were Lorraine, Willene, Bella, Deb (aka Smurf), and Leeann. And our faithful motivator and money collector was Sandy. Awesome job Ladies!

The sun was shining upon us, and the gentle breezes kept us going, although we were a bit concerned when Smurf walked ahead by herself and Bella and I couldn't see her. Then, big birds were circling above, right about where Smurf would be!

What were we to find around the next corner - did the bear get her? Naa, all was good, must have been something else in the bush those vultures were going after! We knew our trusty watcher, Ward, would be near to rescue us from any mishaps (or bears).

And, thanks for getting us our beverages on the long road, Ward!

The day started downtown at Don Fink Park. After the annual photo, we all walked towards the bridge where two walkers split off and took the five-km route around town. The other three of us took the 20 km walk across the Seymour River Bridge and up the 1100 FSR road. At 15 km and over the next bridge, we had a little break then back on our feet and carrying on from 0 km on the 1200 FSR to 4.5 km, then up that really BIG hill to the Community Hall, then back down the hill to the beach (Seymour Arm Bay Road) and back to our starting point via Daniels Road, where the donation table was set up and food donated by Smurf's Country Kitchen Restaurant.

Thanks for the munchies after and along the way.

She is all ready for a winter at home.

One very uplifting event in her life recently, is the arrival of her fourth grandchild. When we spoke, he was expected to make his appearance any day. Congratulations on this wonderful news Heather! May you spend many magic moments with him and the rest of your family and friends.

By Jan Penner I had a very nice chat with Heather Alison this month. She sounded quite cheery and upbeat and she continues to be very positive and frank about her medical situation.

Heather has been taking radiation treatments in an effort to shrink the 2 tumors in her brain. She is hopeful on two counts: 1) hopeful that the tumors do indeed show signs of shrinking; 2) hopeful that if any other tumors appear, more radiation may be an option. She has an appointment for a CT scan in early October to check her lungs.

While her doctors are somewhat cautious about her diagnosis and prospects for treatment, Heather says, “They don’t know me.” Hopefully, the news

Owner managers of private corporations in Kicker circulation area instant millionaires!

Submitted by Gordon Herrington, BA(Econ), CPA, CA, CBV I would like to extend my congratulations to the many owner-managers of private corporations in the Kicker circulation area because Federal Finance Minister Morneau, through his proposed legislation (released July 18, 2017 during the dog days of summer), has just elevated you to the ranks of the top 1% of tax payers in Canada. That’s right, your tax planning is in the same crosshairs as those he considers to be “the wealthy 1%”).

Let me explain.

If you income split with your spouse by paying him or her a dividend of say $20,000 in 2018, and CRA (Canada Revenue Agency) does not accept that the payment is reasonable, then you will be required to pay tax of 43% (the top marginal tax rate according to my recent discussions with a local tax lawyer) which would be $8,600, unless you choose to

hire him to represent you to take the matter to the Tax Court of Canada to present your case. That case would likely require you to provide an historical summary of all of the labour and capital contributions your spouse made to the company since inception, less the actual payments paid to your spouse. If the balance is positive, then CRA will accept the payment to have been reasonable. If not, well then CRA could conclude that the payment is unreasonable and the 43% tax would be applied.

But wait, there’s more!

That’s right, you will be left to live on the remaining $20,000.

But wait, there’s still more tax.

When you pay the $20,000 out to your spouse by way of a dividend, if you cannot convince CRA that the dividend is reasonable, then CRA will also impose a 43% tax on that $20,000.

So, at the end of the day, you earn $40,000 and pay CRA $37,200 leaving you $2,800 to meet your needs because, well after all, you are now part of the top 1%!

Fall is now officially here.

There are a number of beautiful local Maple trees in full, fall splendor. I’ve heard it mentioned a number of times already, that the colour change has started early.

Mind you, it has felt like autumn arrived at the beginning of September. Maybe it was the prolonged heat or smoke, but probably the lack of rain that has caused so much of the annual vegetation to give up early. The days are shorter, the nights are cooler and there’s fewer outside activities… but at the Hall there’s Nia and Zumba classes.

To tone the body and transform the mind, Nia combines dance, martial arts, with modern dance arts and yoga in a hour and a quarter workout. Classes are nonimpact, practiced barefoot, and adaptable to individual needs and abilities. Class cycles include warm up, sustained non-impact aerobic conditioning, strength training, cool down and stretching.

Class times are Tuesday and Friday mornings from 10:30 to 11:30.

Zumba is a dance fitness program, which combines traditional aerobic workout moves with Salsa and Merengue music as well as other dance music. Zumba is suitable for anybody at any fitness level. Zumba exercises include music with fast and slow rhythm as well as resistance training. The choreography is simple and does not include a lot of direction so that participants can drop

their inhibitions and “feel” the music, which fans say is a critical part of the fun of the style. Class times are Tuesday and Thursday mornings from 9:00 to 10:00.

BINGO continues to draw steady crowds eager for a chance to spend time with friends and maybe win a little cash at the same time.

There’s a $1,000.00 progressive Jackpot, which has already paid out a number of times this year. Come out, bring a friend and enjoy the atmosphere. BINGO is everyday Monday, with the exception of statutory holidays.

Busy Season for Adams River Salmon Society

By Darlene Koss People enjoyed the spawning of salmon the moment they walked in the doors at Quaaout Lodge for the Adams River Salmon Society Gala Fundraiser on September 22.

Following the salmon down the hallway, they entered a room displayed with projected salmon on the walls, trickling sounds of water in the background and a wonderful display of silent auction items. It didn’t take long for everyone to put down a bid, take in the wonderful salmon decorated tables, the Salute 2014 Program and their own to keep – hand made mallet – to break open the clay baked salmon.

Doug Herbert of CBC was the emcee for the evening which featured a dedicated ale made by Crannog Ales, a talk about the making of the cottonwood canoe sponsored by the Little Shuswap Lake Indian Band, a talk about the extraordinary steps being taken by Crannog Ales’ Left Field Farm to prevent negative impacts on the watershed and entertaining and inspiring stories by indigenous story tellers. It left everyone in awe and wondering how next years event will exceed this one.

The salmon have been spotted in Roderick Haig-Brown Park as well as Scotch Creek. You will find that the best time to spot the spawning fish is the first three weeks of October. The Interpretive Cabin at the park will be open Friday through Sunday 10am to 3pm throughout October and open for the Thanksgiving Weekend through to Monday with extra tours from 10-3.

Also at the park there will be MiniDonuts to take on the trail. Bring a hot beverage to go with them while you take a stroll around the trails to see the natural wonders of the fall colors coming out along with the spawning salmon. This is the year of the PINK Salmon, which only spawn every two years. If you want to learn more about the Life Cycle of Salmon, come out to our weekly Interpretive Educational

Walk-Abouts with a tour guide who has a wealth of knowledge on the species and their environment. The WalkAbout is on Wednesdays from 11-2 and, as always, it is by donation.

Dave Smith, AARS VicePresident, said the Adams River Salmon Society is asking to proclaim October as the Month of the Returning Salmon to help focus attention on the fragile state of area salmon populations. “By proclaiming October as "Month of the Returning Salmon" we believe that this extra attention will help remind us humans that our salmon populations are in dire need of help. Public education, information sharing and personal examples are very good positive ways to help bring public issues to the forefront. Over 35,000 salmon enhancement volunteers now help BC watersheds salmon species, but we need help. We need to share the financial impacts to our areas through tourism dollars and the community celebration that salmon seem to engender, bringing together and experiencing other cultures, learning about traditional fishing, the Heritage of the Salmon and the human connection.”

The Wild Salmon Caravan from October 7 to 12 will honour and celebrate the spirit of wild salmon with festive parades, ceremonies, traditional feasts and music in Coastal and Interior Salish communities starting in Vancouver and ending at Chase.

There are 3 million cases of domestic violence reported each year. Many more go unreported. Emotional abuse often precedes violence, but it is rarely discussed. Both men and women abuse others, and unfortunately, many don’t even know it. Why is it so hard to recognize?

Emotional abuse may be hard to recognize because it can be subtle, and because abusers often blame their victims. They may act like they have no idea why you are upset. Additionally, you may have been treated this way in past relationships, so it’s familiar to you and harder to recognize. Over time, the abuser will chip away at your self-esteem, causing you to feel guilty, doubt yourself, and distrust your perceptions.

Darlene Lancer, an expert on relationships and codependency, says the truth is that abusers typically want to control and dominate. Often they use verbal and emotional abuse to accomplish this.

They are focused on what they perceive as their “needs” and they lack empathy. They are often jealous, suspicious, and withholding. If fact, to maintain control abusers often try to isolate you from your friends and family.

Their moods can instantly shift from fun-loving and romantic to sullen and angry.

Sometimes they use anger as punishment; other times silence. Often they use both.

Emotional abuse may begin innocently enough, but as the abuser becomes more assured that you won’t leave the relationship, it grows and becomes more overt. It may not begin until after an en-

gagement, marriage or pregnancy. If you look back, you may recall an uneasy feeling that you were being controlled, or a feeling that “love” was becoming jealousy. Without realizing it you may have allowed another person to dictate who you should be with, how you should feel, and even how you should think. Eventually you will be “walking on eggshells” so as not to upset the abuser.

Being subjected to emotional abuse over time can lead to anxiety, PTSD, depression, inhibited sexual desire, chronic pain, or other physical symptoms. Many times people allow abuse to continue because they fear confrontation. They may be caretakers or people pleasers.

They feel guilty and blame themselves. Some aren’t able to get in touch with their own anger and power in order to stand up for themselves, while others ineffectively argue, blame, and are abusive themselves, but they still don’t know how to set appropriate boundaries.

Emotional abuse is different from physical violence (shoving, cornering, breaking and throwing things, etc.)

Emotional abuse is speech and/or behavior that’s derogative, controlling, punishing, or manipulative. Withholding love, communication, support, or money are indirect methods of control and maintaining power.

Behavior that controls where you go, to whom you talk, or what you think is abusive. It’s one thing to say, “If you buy the dining room set, we cannot afford a vacation,” (Continued on page 41)

and another to cut up your credit cards.

Spying, stalking, and invading your person, space, or belongings is also abusive, because it disregards personal boundaries.

Verbal abuse is the most common form of emotional abuse, but it’s often unrecognized, because it may be subtle and insidious. It may be said in a loving, quiet voice, or be indirect – or even concealed as a joke. Whether disguised as play or jokes, sarcasm or teasing that is hurtful is abusive.

Emotional and verbal abuse occurs not only in marriage relationship, but also may be present in friendships and business relationships.

Kickin’ Tech News QR Codes John Seymour, Lakeside Technical Solutions QR Codes. What are they, what are they used for and how do we make use of them?

A QR (Quick Response) Code is similar to the UPC (Universal Product Code) barcodes you will see on pretty much every product you buy at a store. UPC barcodes are made up of a series of vertical lines that are converted into letters and numbers with the use of a scanning device. These converted codes are then used to identify the product, determine the price and manage its stock level.

QR codes are a little different. The concept is the same in that they are made up of black shapes on a white background but that is where the similarity ends.

QR codes are square as opposed to rectangular and are read using a camera instead of a scanner. They were first developed in 1994 for the automotive manufacturing industry to track vehicles through an assembly line and were adopted for marketing to smartphone users in the early 2000’s. Almost everyone has a smartphone with a built in camera these days so I expect QR codes will soon make a comeback if used properly. They are an easy way for businesses to engage consumers by directing them to their website or displaying information about a product or service. A good example would be that of a restaurant, where their ad could contain

a QR code that will quickly display their menu, address and phone number when scanned. There may even be a link to their reservation system to allow customers to instantly reserve a table. As time goes on you will find QR codes in magazines, on products you buy, on business cards, on posters and even on TV. So, how does one use a QR code? Well, first of all, you need to have a smartphone that has a built in camera which of course they all do. Next you will need to download an App that reads QR codes. There are several out there and for every platform including iPhone, Android, Windows phone and Blackberry. Go to your App store and search for QR Scanner. Once you have chosen and installed an App, open it and it should be ready to scan. Simply aim your camera at a QR code and your smartphone will immediately display or direct you to whatever the QR code was designed to do. It’s that simple!

I’m sure everyone has seen QR codes around. They are usually an inch by an inch square but can be bigger or smaller depending on where they are. Next time you see one give it a try.

Have a look at this media release from Salt Spring on September 28: UBCM Votes Yes to Having a Say in Microcell Placement At the UBCM this morning, the province's local governments voted to support a resolution on giving them a say when microcells are placed within 100 meters of homes, schools and hospitals in their communities.

Why This Resolution Matters: Despite a substantial body of evidence showing wireless technology is harmful to humans and the environment, Innovation Canada allows microcells to be placed on lampposts and utility poles by our homes without our consent or often knowledge.

Aesthetics, property value, liability, industry control-for-profit over the public right of way, cybersecurity, public safety, health, and well-being – there are many reasons why local governments are concerned about microcells.

The Resolution That Was Passed: “MOTION of Grand Forks City Council: WHEREAS public consultation on

the placement of cell towers is mandated; and WHEREAS new technology is moving away from these large towers to microtransmitters which do not require local government or public consultation; THEREFORE BE IT RESOLVED that the AKBLG request the UBCM petition relevant provincial and federal governments to mandate consultation with the land use authorities and the public regarding microcell transmitter siting within 100 meters of residences, schools and hospitals.”

What’s a Microcell?

Microcells are small cellular transmitters that broadcast wireless radiation 24 7. Anywhere from 3 to 10 of them are being placed on one residential street. Wireless radiation is linked to an increased risk of cancer, as well reproductive and neurological problems – like disturbed sleep. It is conservatively defined as a 2b carcinogen, which means it is in the same category as DDT. Out of Sight, Out of Mind? Industry is coming up with some sneaky ways of designing – or is that hiding – small cell transmitters. But that doesn’t mean their effects will not be felt.

The wireless industry would like us to believe the jury's still out on whether wireless radiation has harmful health impacts.

The very grateful man who appeared to be intoxicated and clad only in his underwear admitted to the group that his decision was not the wisest. The man was taken back to Indian Point to rejoin his friends and fortunately he was unharmed thanks to the group of Heros who saved his life.

North Shuswap Art Group

By Jo Anne Malpass If you have ever thought about exploring your talent for painting and are looking for a fun and supportive atmosphere, the North Shuswap Art Group meets Tuesdays from 10 am to 2 pm at Lakeview Centre in Anglemont.

Beginners, even those who have never painted before, are welcome.

The group provides a welcoming place to meet others and learn new skills.

There are presently about 15 members working in all mediums, including acrylic, water colour and pencil. There is a $2 drop in fee to cover coffee, treats and rent.

Since the group was revived at the Centre about three years ago, Peter O'Toole has volunteered his time and expertise as the resident artist and instructor. Peter, who was born in Prince Albert, Saskatchewan, developed his interest in art by the age of eight and it has been an important part of his life ever since. Peter has commissioned works in collections in Canada, Japan, US and the Virgin Islands and has received praise in successful juried shows with Great Life Assurance and the Manitoba Art Society.

Whether you wish to join the class or 'do your own thing' the group would love to see you. Along with providing a space to work, there is time set aside for members and the instructor to offer feedback and suggestions on work in progress.

Their artwork has been shown at one of the monthly breakfasts at Lakeview Centre and at two shows at Copper Island Pub, one in the summer and one last fall. Their paintings can be seen at Lakeview’s Fall Craft Sale and Bazaar on Saturday, October 28 from 10 am to 2 pm.

Skw’lax Pow Wow and Lahal Games Calling the Salmon Home” is the theme of the Skw’lax Traditional Pow Wow at the Sqw’lax Pow Wow Arbour on October 14 and the Lahal Games at Roderick Haig-Brown Park on October 15.

The traditional pow wow opens at 11:00 am with grand entry at 1:00 pm and supper at 6:00 pm. MC for the pow wow is Everette White, Host Drum is Northern Tribes, Honorary Drum Taleomi and Whip Man Jules Arnouse. The event will include arts and crafts tables.

The traditional game of Lahal at the Adams River Salmon Ground starts at 11:00 am on Sunday, Oct.

15. The game pieces consist of 11 - 13 sticks and 4 bones.

The sticks are painted in assorted colors and are made of different types of wood. The bone game pieces are made of antlers or bone. Two teams play with the objective to win sticks by guessing where the bones are in the opposing team’s hands. The team that gets all the game sticks, wins the game.

The purpose of playing is to bring people together or to bring back happiness and spirits to lift the hearts of others. The game is played at many occasions, celebrations, and gatherings.

Participants are asked to bring a traditional item and your own chair.

North Shuswap Business Luncheon Talks Submitted by Phyllis Shrum North Shuswap Christian Fellowship has started a monthly “BLT” (Business Luncheon Talk) where we can celebrate local business and community organizations. It is a great opportunity to get to know one another and enjoy a light meal. On October 19th the guest speaker will be Jim Cooperman. Jim will be discussing his book “Everything Shuswap”.

Meetings will take place on the third Thursday of the month (until June 2018) with the exception of December from 12pm to 1pm. The location address is 4079 Butters Rd. in Scotch Creek. There is no cost to participate in the meeting or for the lunch . Everyone is welcome!

Everyone experiencing separation or divorce has a different set of circumstances whether you have been separated or divorced recently or several years ago. No matter what your background is you will find a welcome at our DivorceCare group. Sessions are held weekly at North Shuswap Christian Fellowship

Church, 4079 Butters Rd, Scotch Creek (look for the road sign) Each week you will view a video featuring personal stories of people who’ve faced separation and divorce, plus insights from Christian experts explaining how to handle challenging situations often experienced by people in divorce, including loneliness, depression, finances, new relationships and kid-care. Chase Skate Park Grand Opening Submitted by Kelsey Snelgrove The Chase & District Skate Park Society is excited to announce the Grand Opening of the Chase skate park. Please mark your calendar so you can join us on Saturday, October 14th from noon to 2 pm for a ribbon cutting and celebration of the project at 2nd Ave and Pine Street in Chase.

We will be unveiling a sign with the name of the skate park, which will be in memorial of a community

member who has passed away.

School News

By Jan Penner There are a lot of new faces on staff at North Shuswap School this year.

Starting in the office, we have a new/old face with the return of Mr. Ellis. Also in the office is our new secretary, Kyla Dawson. Kyla lives in Blind Bay with her husband Derry and their 2 children.

Kyla says it is “great” to be working at North Shuswap. She is looking forward to getting to know parents and community members and being able to match faces with voices on the phone.

Teresa Cooper is teaching the 1/2 class. Ms. Cooper has been in the district since 2005. She is residing in the North Shuswap, is “through the roof happy” to be here and is very excited about the productive year she has planned.

Chris Iversen is teaching the grade 5/6 class. Mr. Iversen has been in the district for 1 year, after teaching for 13 years in southern Alberta. Having recently sold his house there, he is looking for a new home somewhere in the Shuswap, possibly in the Blind Bay area, which he recalls fondly from his childhood. He loves being here and hopes to settle his family in soon.

Patrick Larsen is our new music teacher. This is his second year in the district and he knows it is going to be an amazing year! Personally, it has been pretty amazing too, as Mr. Larsen recently added Mrs. Larsen to his family.

His new wife Marci is a Teacher On Call in our district so we may get a chance to meet her when the cold and flu season makes an appearance. Congratulations to you both!

Our Terry Fox Run was held on September 28th. We will update the event

next month to let everyone know if we met our goal of $1 per student.

Thanks to the wonderful support of our community, most notably PAC, SuperValu and the North Shuswap Lions, our free Hot Lunch Program is up and running again. With the first serving on Oct. 4th, we can look forward to a hot meal most Wednesdays until June. A big thank-you to everyone for their generosity.

Kindergarten Registration Day was Oct. 2nd. This is a new procedure, having registration in the fall instead of the spring.

If you have or know of a child who will be 5 by December 31, 2018, please see to their registration as soon as possible.

FMI about what to bring to registration, you can call and speak with Mrs. Dawson in the office at 250-9552214. She can also give you information about the StrongStart program for 0-5 year olds and the preschool classes, both located in our building.

Special events in October will include Hallowe’en Howl and Hallowe’en itself. Individual photo day is October 11th. October will also see the start of the One to One Reading program and Kidz Klub. Thanks to all the volunteers who help to keep these programs in place. Please note that the district now requires a criminal record check for anyone volunteering in our schools, in any capacity. FMI please call the school office.

Thanks to everyone who is slowing down through the school zone. Please use caution in and around the bus stops and slow down when passing children on their way to and from the stops. The seconds you add to your journey may save a life.

Contact Us at The INGREDIENTS • Canola or olive oil peeled and diced • 1 (12 ounce) package of beef • 2 medium-large parsnips, smoked sausage, sliced into peeled and diced circles • 2 ribs celery, diced • 1 onion, diced • 6 baby yellow potatoes, cubed (skin on) • 1 tsp. Italian seasoning • ¼ paprika • ½ pound (8 ounces) diced butternut squash • ½ tsp. black pepper • Pinch salt • 6 cups chicken stock • 2 cloves garlic, pressed • 1 cup chopped kale • 2 medium-large carrots, • 1 tbsp. chopped parsley DIRECTIONS • Place a large soup pot over medium-high heat, and drizzle in about 2 tablespoons of oil; once hot, add in the sliced sausage in a single layer, and allow it caramelize and brown on both sides.

• Add in the onion stir to combine; sauté together with sausage for about 3-4 minutes, add in garlic and all seasonings stir to combine.

• Next, add in the carrots, parsnips, celery, potatoes, and butternut squash, and stir to combine with the sausage & onion mixture; next, add in the chicken stock, and bring to the boil.

• Reduce the heat to medium-low, and allow the stew to simmer, uncovered, for 40 minutes (it can bubble, but don’t have it simmering too, too vigorously).

• Turn off the heat, and check to see if any additional salt/pepper is needed; add in the kale and the chopped parsley, and stir to combine, allowing the kale to wilt into the soup for a few minutes before serving; serve with good quality bread

OBITUARIES John Raymond Wilson December 30, 1963 August 23, 2017

Elizabeth (Betty) Jane Ozanne May 26, 1932 August 20, 2017 Betty passed away at the age of 85 in Kelowna, B.C. She lived a full and interesting life with no regrets. She was predeceased by her husband, Ken, in 2010 after 58 years of marriage.

Betty's enthusiasm for snow skiing and water skiing was contagious among her family and friends. Betty and Ken were accomplished in both disciplines and had an exceptional ability to teach others and share their passion for the sports. She was an intrepid traveler seeking adventure, whether it be conquering new mountains, unearthing the mystery of civilization or getting the perfect deal on some trinket at a resort. One thing for sure, she could find a new best friend everywhere she went.

Betty was keenly interested in history, genealogy and her love for gardening was almost unprecedented as she refused to go anywhere until her tomatoes were harvested. Never one to pass up happy hour under the shade of her willow tree in Magna Bay, she relished in gathering together visiting friends and family to enjoy the pleasures of life on the lake.

From North Vancouver to Kamloops, Tod Mountain, Mt. Baker, Mt. Baldy, Big White, Magna Bay and Kelowna, Betty enriched the lives of so many people. Though small in stature, she showed huge strength, courage and perseverance when faced with challenges in life, and will be missed so much by all who knew and loved her.

Betty is survived by her three sons, Ron (Vanessa), Mike (Sandy) and Jay. Her grandchildren, Samantha (Lev), Brad and Lauren. Great grandchildren Jaxon and Kalina. Sister, Pat Gordon.

A celebration of Betty's life will be held on Saturday, October 14th, 2017 from 2:00 pm to 4:30 pm at the Coast Capri Hotel, 1171 Harvey Ave., Kelowna, B.C. Light refreshments will be served.

Donations to the Heart & Stroke Foundation or charity of your choice would be appreciated.

It is with heavy hearts and deep sorrow that we announce the passing of our beloved John Raymond Wilson.

John was born at Royal Inland Hospital in Kamloops to proud parents Woody and Daisy Wilson and big brother Jim. John always remembered his roots and spent the majority of his life in the North Shuswap, surrounded by the lakes and mountains that he loved.

John was a “Jack of all Trades”, a MacGyver at keeping things running, and always the first to lend a helping hand to friends as well as strangers.

John had his vices, but near the end of his life he had time to reconnect with those people who meant the most to him. He had the strength of a thousand men and never let on how much pain he was in. His strength and spirit was uplifting to all around him and when he was allowed to spend his final days at home, we were all happy to see him back in his element.

He leaves behind his soul mate Tina, his brother Jim and his extended family including nieces Camille and Brooklyn Wilson, nephew Tyler Wilson, Tina’s children, Karen and Glen, and all who knew and loved John for the individual that he was.

Thanks to Tina, for without her, John would have never been able to enjoy his final days at home. Thanks to Shawn and Lisa for being there when needed, and all the rest of John’s friends, who know they lost a “good one” but who also know that John is not suffering anymore.

John’s wishes were to have no service, but for each and every one to take a moment and reflect on life; have no regrets and take time to help those that need it the most.
