BC 42nd General Election

By Jo Anne Malpass The writs have been issued for British Columbia’s 42nd Provincial General Election. Election Day will be Saturday, October 24, 2020 from 8:00 am to 8:00 pm.

Elections BC is implementing several measures to help voters cast their ballot safely in person. Pandemic voting protocols have been developed in consultation with the Office of the Provincial Health Officer. Safe voting practices for voting places are available at elections.bc.ca/ safevoting.

Elections BC website at Kicker press time did not have any voting places confirmed. We were able to confirm with the CSRD, that the Scotch Creek/Lee Creek Fire Community hall has been rented

by Elections BC for October 15 and 16 for advance voting and for election day October 24. North Shuswap Community Hall and Lakeview Centre have also confirmed their halls have been booked for election day. Voting places and hours of operation will be listed on Where to Vote cards sent to every registered voter in the province before the start of the advance voting period.

The BC Liberal Party has announced that incumbent Shuswap MLA Greg Kyllo will be seeking re-election. He was elected as the MLA for Shuswap in 2013 and reelected in 2017. No other political party had named a candidate for our riding but

we will update on our Facebook page and hope to have more candidate information in the next issue of the South Shuswap Scoop. The final list of candidates will be posted online at elections.bc.ca as soon as possible after nominations close on October 2.

You can also vote at or pick up a vote by mail package at any district electoral office in the province until 4 pm on October 24. Offices will be open from 9 am to 5 pm Monday through Friday, and from 10 am to 4 pm on Saturdays. They will be open from 8 am to 8 pm during advance voting October 15 to 21. In the Shuswap riding, the electoral office is at J171 Shuswap St NW, Salmon Arm Voting by mail - To vote by mail, voters need to request a voting package. Voting packages can be requested now on the Elections BC website at elections.bc.ca/ovr or by phone at 1-800 -661-8683. The vote-by-mail package will be mailed to the voter with instructions on how to complete it and return it to Elections BC. Elections BC expects a significant increase in voters voting by mail this election. In past elections, around 1% of votes in a provincial election were cast by mail.

year have indicated it is possible that between 30-35% of ballots cast this election could be cast by mail. As the election progresses Elections BC will report estimates of the number of completed vote-by-mail packages it has received.

Depending on the volume of returned vote-by-mail packages, it may be necessary to extend the period after the close of voting and before the final count of absentee ballots. After Election Day, all absentee ballots are sent back to the voter’s electoral district of residence for counting at the final count, which usually starts 13 days after General Vot-

ing Day. Between General Voting Day and final count, absentee ballots are screened to ensure that only eligible voters vote and that they only vote once.

As of September 20, 2020, there were 3,469,162 registered voters in B.C. Voter registration by phone or online closed on September 26. Eligible voters can still register or update their voter registration when they vote, but it will make the voting process longer for them.

Expectations Low for Salmon Returns

By Jo Anne Malpass The number of salmon returning through the Scotch Creek counting fence as of Sept 11 is 1328 fish, a Department of Fisheries and Oceans Canada spokesperson told the Kicker. “This is not a final number as additional data will be analyzed through the fall.”

Little Shuswap Lake Indian Band (LSLIB) has operated an enumeration fence on the lower Scotch Creek since 1994 to count and assess the Sockeye population; the timing, abundance and health. Sockeye returns to Scotch Creek are an annual indicator of early summer run Sockeye that return through the Frasier River.

“Overall, expectations for salmon returns are generally low, and similar to last year,” said the DFO spokesperson.

“A key factor may be the relatively poor conditions for ocean survival for the sea entry and freshwater rearing years for salmon returning in 2020 due to the ongoing impacts of the extremely warm water temperatures in the central North East Pacific ocean starting in late 2013

and the resulting changes in the marine food web – zooplankton composition, density, and distribution.”

Four years ago, in 2016, then LSLIB Fisheries Manager Aaron Arnouse said the final number coming through the fence and, taking into account those who spawned below the fence, there were about 960. In 2012, there were over 1,800.

“For Pacific salmon, the full implications of warmer ocean temperatures and freshwater impacts from land and water use issues, and events such as pine beetle infestation and extensive forest fires are uncertain; however, there is evidence that such conditions have been linked to reduced survival and/or growth for salmon.”

British Columbia’s 42nd Provincial General Election is being held under unprecedented circumstances. BC has never had a provincial election during a global pandemic (a provincial election was not held during the influenza pandemic of 1918-20).

That’s how Elections BC starts off its website section on election preparations.

“Elections BC’s must be ready to administer an election or by-election whenever called upon to do so. Recognizing that the pandemic would likely be a factor whenever the next election was held, planning for a pandemic election began in early April. At that time, Elections BC reached out to the Office of the Provincial Health Officer and other Canadian election agencies to consult on the development of safe voting plans.”

The fixed election date for BC was slated for October 2021. British Columbia was the first jurisdiction in Canada to adopt fixed election dates, doing so in 2001, and now Nova Scotia is the only province without fixed election date legislation. “The provincial lieutenant governors still have the constitutional power to call a general election on the advice of the relevant first minister at any point before the fixed date.”

The idea behind fixed election dates was to improve the fairness of Canada's electoral system by eliminating the ability of governing parties to manipulate the timing of elections for partisan advantage.

So, now we are in the middle of an election campaign at the same time as pandemic numbers are on the rise. The federal government says we are in the second wave and two federal party leaders have been diagnosed with COVID.

Our local community halls have been shut down since March but are now expected to open for an election. You’ll see in this Kicker a release from the Columbia Shuswap Regional District saying they have moved ahead with Shuswap Watershed Council by-law, extending the service for three years. The Provincial Government gave them a special release to do this because it was deemed unsafe for us to vote in a referendum.

If you want information from a provincial government agency, they will not be able to help you. Before the election was called, I asked the Ministry of Environment how things went at the provincial campground this summer. Ministry staff said they would get some information for me. On the day the election was called, I was informed that “during the election period, all Government of B.C. communications are limited to health and public safety information, as well as statutory requirements.”

If you have a problem with a provincial government agency, there is nobody to help you. We do not have an MLA. If you call the constituency office, you will get a recorded message telling you to call Services BC or Elections BC, depending on your question.

With Elections BC predicting a rise in mail in ballots from the normal 1% to 30-35%, we could be without a government for another two weeks after election day.

With a worsening pandemic, was this the right time for BC to be without leadership, with bureaucrats limiting information and politicians focused on campaigning? The voters will decide on October 24.

One Confirmed COVID-19 Case

By Jo Anne Malpass “Little Shuswap Lake Indian Band has been notified of one lab-confirmed COVID-19 case within the community,” said a Community Information Bulletin released Sept. 16 by the Skwlax Wellness Centre.

Race Trac Gas at Skwlax was closed for a thorough cleaning and has since reopened.

The release said there is no need to panic. “The LSLIB Emergency Operations Centre (CED Team/Pandemic

Plan) is activated and is working closely with the Interior Health Authority to address the outbreak.

Interior Health Authority (has) been performing contact tracing for anyone who has been in close sustained contact with the person who has tested positive for COVID-19 in the Little Shuswap Lake community.

Interior Health has advised there is no risk to the general public at this time.

Should the situation change, they will inform affected parties.”

Welcome to Fall! Supposedly it will be fairly warm and a bit wetter than usual.

But who knows, 2020 has thrown a lot of crazy stuff our way already, be prepared for more. Around the North Shuswap, things are starting to get cranked up a bit, in a safe way.

We had our first in-Covid public hearing the other day at the Scotch Creek Hall.

Space was set up for about 20 people to join us with chairs sitting 2m apart, but the meeting was also set up to use Zoom and phone in comments. We had 4 CSRD staff on hand to handle a variety of possible issues from IT and connection issues, to watching the Zoom meeting to see if any of the public wished to make a comment.

Things went really smoothly, but there were only two people that Zoomed in, and no one did the phone in option. I think that will get better as we all get used to working this ‘remote’ way.

The CSRD is now broadcasting its board meetings via Zoom. This is a 6-month trial to see what problems may arise, how many people may Zoom in, and what the ultimate costs will be. I’ve been championing providing remote access to the board meetings for a while now; Covid has made that more viable and more important.

Some good may come out of this pandemic. There is information on the CSRD website under Public Participation, with instructions on how you can join either Public Hearings or Board meetings.

partment was voted CSRD Fire Department of the Year for 2019. This is over Fire Departments stretching from Golden to here. The reasons are many…. the Anglemont Department consistently has a strong membership with an unwavering commitment to training and safety. Anglemont firefighters are wellknown and well respected by residents in Electoral Area F, as well as among their CSRD firefighting colleagues.

Derek Sutherland, Team Leader of Protective Services, says the department's commitment to excellence, both as firefighters and community members, made them 2019’s choice for the top award. "They are community leaders and have shown initiative and dedication in producing fire safety campaigns for wildfire reduction, home fire safety, and in advocating for Neighbourhood Emergency Programs (NEP)," says Sutherland. I’d have to say that all our fire departments uphold the same level of commitment and dedication.

Thanks to all volunteer firefighters and especially, congratulations Graham (Lucas), and the rest of the crew in Anglemont, for a job well done.

The Shuswap Economic Development Society (SEDS) initial board has been selected by the staff of the CSRD. After an initial screening for skills and experience, the resulting group was interviewed by two of the CSRD staff. Ultimately 12 lucky people were chosen for the inaugural SEDS board. point make up half the initial board!

The thing is though that this society represents the people in Area C (South Shu), Area D (Falkland/Silver Creek), as well as Area F (North Shu). It is this board’s job to help create excellent conditions for economic stability and expansion throughout this region. We can’t just focus on the North Shu. But still, I think it’s great that we had, and have, the most interest. Next steps include finding some office space, probably in Sorrento as the mid-way point between Falkland and the North Shu, and more importantly, an excellent Economic Development manager, to work with the board and implement its ideas. Just FYI, the CSRD directors have no vote and no standing on this board, it is made up of local business people from our areas.

What’s coming up? I have hopes that we can begin to convene our usual community committees in the near future. The Parks Advisory Committee, Advisory Planning Council are two that will hopefully get back to work in the next little while. I guess we’ll see what Dr. Bonnie Henry has to say.

Wanted Man Apprehended Chase RCMP A short time before 11:30 am on Sept. 18, Chase RCMP and tactical members of the Southeast District Emergency Response Team descended on an Adams Lake area property to locate and arrest, wanted man, Michael Luttman who police believed to be evading capture by hiding in the surrounding rural areas of Chase.

"A front line officer aboard a RCMP Air Services helicopter provided oversight for the operation, which was considered high risk in nature due to Luttman’s history," states Cpl. Jesse O’Donaghey, spokesman for the RCMP Southeast District.

duct a traffic stop with a pickup truck being driven off the rural property by Michael Luttman, who allegedly failed to stop for police and attempted to flee, resulting in a collision with an ERT vehicle on Holding Road. The impact of that collision caused the suspects’ vehicle to roll over back onto its wheels onto the road.

Emergency Response Team members further engaged the occupants of the pickup truck, which first led to the immediate apprehension of an adult female passenger. The woman was transported to a secondary location to be medically assessed by BC Emergency Health Services who transported her to hospital

for further medical treatment. The woman’s injuries, sustained as a result of the collision, are believed to be non-life threatening in nature.

The driver of the pickup truck failed to comply with police commands following the collision. Shortly before 12:15 p.m. he was safely taken into police custody and his identity was confirmed as the wanted individual police were searching for. Michael Luttman also sustained non-life threatening injuries in the crash and was transported by BC EHS to hospital.

Following Luttman’s arrest police located a handgun inside the damaged pickup truck. Officers also recovered

several high powered firearms and countless rounds of ammunition that were ejected during the crash.

A member of the Southeast District Emergency Response Team was transported to hospital as a precaution and was later released.

A collision analyst with the Integrated Collision Analyst and Reconstructionist Services (ICARS) and forensic specialist with the Integrated Forensic Identification Services attended to examine the scene as they assist with the ongoing investigation.

RCMP News Hit and Run Impaired On August 19 at 5:36 pm, Chase RCMP were advised of a hit and run collision on Squilax Anglemont Road in Scotch Creek. The complainant was following a black Jeep Wrangler which struck a Subaru at Scotch Creek Bridge. The collision was relatively minor and no one was injured. Initially, the Jeep driver stopped but then carried on.

Police located the Jeep near Lee Creek and conducted a traffic stop. Breath samples were obtained from the 56year-old male driver, from Delta. Results determined he was impaired by alcohol. He was served a 90-day driving prohibition, a ticket for leaving the scene of an accident and his vehicle was impounded for 30 days.

Suspicious circumstances On August 19 at 11:18 pm, an anonymous female caller phoned Chase RCMP gave third hand information indicating a kidnapping in progress at an address on Neskonlith Reserve. Police attended and found everything calm. A second call was received, apparently from the same female, reporting people were on a rampage on Adams Lake Reserve. Again, police conducted patrols but nothing suspicious was noted. There did not appear to be a rampage in progress.

Suspicious Fires On August 22 at 8:11 am Chase RCMP were dispatched to assist the Chase Fire Department with a suspicious fire behind the Highway Maintenance yard in Chase. Four separate fires were investigated by BC Wildfire Enforcement. The evidence on scene indicated the fires were deliberately set and human caused.

COVID concerns On August 22 at 9:32 am, Chase RCMP were requested to attend the Scotch Creek ball diamond. The complainant reported approximately 100 people at one field playing softball, in violation of the current COVID related public

health orders. Police attended and counted approx. 40 people at the ball field. The ball players advised that the were taking proper safety precautions.

Toddler vs Tahoe On September 4 at 5:12 pm, Chase RCMP were requested to attend with EHS for a report of a runaway vehicle with a toddler in the driver's seat. A newer model Chevrolet Tahoe had rolled down a steep driveway into a vacant lot below. The mother said she and her daughter had just returned from a shopping trip. While she was unloading the vehicle her toddler stood on the driver's seat and managed to pull the vehicle out of park into neutral. The mother attempted to stop the vehicle but was dragged along with it. The vehicle came to a safe stop in the vacant lot -luckily, no one was injured. There was likely a mechanical issue since it should not have been able to shift into gear without the brake pedal depressed.

Mental Health Apprehension On September 7 at 1:41 am, Chase RCMP were requested to attend Adams Lake Store for a wellbeing check.

The complainant reported that as she drove past the store, a half-dressed female ran out toward the road, waving her arms. The complainant was driving a work vehicle, so was unable to stop to help. Police located the female, who could not explain why she came to Adams Lake and had no plan to care for herself. Her behaviour was erratic and unpredictable. She was apprehended under the Mental Health Act and transported to Kamloops hospital for assessment.

Petro-Can Break and Enter On September 11 at 11:31 pm, Chase RCMP were alerted to a business alarm at the Sorrento Petro Can recording a front door glass break and multiple motion alarms. Police attended and confirmed there had been a break-in and theft.

appeared to be Caucasian, thin to medium build with long, light coloured hair, wearing a Bass Pro Shop ball cap, orange and grey striped sweater, black pants, running shoes and a red rope belt. A dark coloured 1998 style Ford F150 pickup truck with an extended cab was seen in the area at the time. The male came prepared for the break-in, having the necessary tools and a plastic container to carry the stolen goods. Cigarettes appeared to be the primary target.

Bad U-turn On September 11 at 11:40 pm, police happened upon a 30 foot RV blocking one lane of

the TransCanada highway near Arnouse Lane. The RV had become stuck when the driver attempted to make a U-turn.

The driver had backed up until the rear wheels slid off the road. She then spun the tires until the engine failed, leaving her stranded-blocking the westbound lane entirely-in complete darkness. A passing motorist stopped and put their hazard lights on, alerting other drivers.

The 24-year female driver of no fixed address, did not hold a valid driver's license and the vehicle was uninsured. The driver was issued a ticket for conducting an unsafe U-turn.

The vehicle was towed.

Three-year extension for Shuswap Watershed Council CSRD Release Columbia Shuswap Regional District (CSRD) Directors adopted a bylaw extending the services of the Shuswap Watershed Council for a three-year term until the end of 2023 following approval from the Inspector of Municipalities.

"We appreciate the Inspector of Municipalities allowing the Shuswap Watershed Council’s efforts to continue for a three-year term until the electorate can be fully involved in a voter assent process,” says CSRD Board Chair Kevin Flynn.

A voter assent process for the Shuswap Watershed Council could be initiated at any time within the three-year extension period, depending on direction from the members.

Participants include Electoral Areas C, D, E, F and the District of Sicamous.

Any plans to make the Shuswap Watershed Council permanent or to extend it the beyond the three-year term will require the approval of electors by an alternative approval process or referendum. The agreement was also subject to the maximum tax requisition limit remaining at

the current rate.

Residents in the service area pay an annual parcel tax for the Shuswap Watershed Council's services. In 2020, this amounted to $10.56 per property, however, the amount can vary slightly depending on the tax assessment roll.

The purpose of the Shuswap Watershed Council is to collaborate, promote, protect and monitor water quality in those parts of the Shuswap Watershed that make up the service area, and to promote recreational water safety.

“The Shuswap Watershed Council has been very active in ongoing monitoring, and now, mitigation of pollutants in our watershed. The extended algae bloom of 2020 clearly points to the need for local involvement in the reduction of nutrient overloads, and highlights the significance of the problem for all residents and visitors to our area," says Paul Demenok, Electoral Area C Director and Board Chair of the Shuswap Watershed Council.

"We need to have actions taken that will preserve the quality of our watershed for generations to come,” Demenok adds.

By Jo Anne Malpass After dealing with a shortage of housing and poor water quality to some in the community for years, Adams Lake Band broke ground last month on a new housing subdivision project and phase III in its watermain project.

The Band broke ground on a new subdivision which will see 15 residential lots and seven multi-unit lots for duplex, triplex and 4-plex units. With a goal to provide adequate, safe, sustainable and affordable housing, the initial phase will see six residential homes and one duplex built by next summer.

Chief Cliff Arnouse said it has been a dozen years since the Band last built a house on Band land. With about 900 members and only about 200 homes, they are building infrastructure so people can come home.

97% of the work is being done by band members. Working with Thompson Rivers University, about 11 community youth will receive in class and on-site trades training during the construction of the first duplex. Chief Arnouse said in the past, the Band has depended on others but now plans to do it themselves, they will “build it right, build it strong”.

Chief Arnouse said the Band used their own money to get things started, purchased

the land from a member and spent well over a year planning, organizing and engineering. They have a good team, he said, with engineer Jerry Andrew and general contractor Denny Coates, being members of the community. They were then able to negotiate financial help from Indigenous Services Canada to get the project underway.

Phase III of the watermain will be about 3 km, extending the service along KamloopsShuswap Road to the border to Neskonlith land.

Residents who are presently beyond the water and sewer system have been dealing with unsafe water, with the band delivering tanks of water to them.

Some of the pipes, plumbing and hot water tanks have deteriorated because of it and will need to be replaced. There is “excitement in the air” about getting safe water from the Band’s water system, drawn from Little Shuswap Lake, filtered and stored in a reservoir.

The next phase of the water system will be expanding the reservoir.

Chief Arnouse said they are also working on a project to restore the early Adams salmon run, in partnership with Fisheries and Oceans Canada. Habitat restoration is underway and there are plans to develop a hatchery in the upper Adams.

Anglemont Named CSRD Fire Department of the Year

By Jo Anne Malpass Anglemont Fire Department was recognized as the CSRD 2019 Fire Department of the Year, at the September 17 Columbia Shuswap Regional District Board meeting.

Due to the pandemic, the department was honoured by the CSRD Board later this year than usual, with Fire Chief Graham Lucas and some of his firefighters appearing before CSRD Directors by Zoom video, instead of accepting the trophy in person.

The department has been able to have the trophy in residence at the fire hall since March, even though the formal recognition waited until the September Board meeting, said a CSRD release.

Not All Visitors Will Be Leaving

By Mel Arnold, MP North Okanagan-Shuswap As summer ends, seasonal visitors of our region, including tourists and migratory birds, gradually head back to their winter homes and habitats. However, it appears we have a new species established in our region that may not be leaving any time soon and its presence will be difficult to eliminate.

Last year, Asian clam shells were discovered on a Shuswap Lake beach and this led to surveillance for the species once water levels dropped and allowed surveys to occur. Living populations of Asian clams have now been discovered at Sunnybrae and Canoe beaches indicating the species has become established in the Shuswap.

These are not the dreaded Zebra and Quagga mussels that have been spreading across the United States and Canada, but they are an invasive species. While the potential impacts of this species on local ecology is uncertain, they are not expected to be positive.

As Member of Parliament for North Okanagan-Shuswap, I have been strongly advocating for increased resources to combat the spread of aquatic invasive species (AIS) into our precious waterways. This discovery of another invader in our waters emphasizes the need for education, detection and planning to prevent further proliferation. The costs of preventing an invasion of AIS is much lower than the costs associated with managing and eliminating them once they have arrived which is why prevention, and the resources required for prevention, are required now.

Last December, Prime Minister Trudeau’s mandate letter to the Minister of Fisheries and Oceans specifically directed her to make new investments in fighting invasive species. Six months later, no such federal investment had been made so I pressed the minister in early June on when she would deliver these investments and she responded that she would have more to say on the matter “soon,” but the government has yet to deliver.

These investments could have been delivered in a federal budget had the Trudeau government delivered one in the 11 months since the 2019 federal election, but they have not. Trudeau’s decision in August to prorogue Parliament to escape the WE Charity scandal further-delayed the delivery of a federal budget. ing the threat of AIS, continue to evolve while the government continues to be unresponsive to them.

The fight against aquatic invasive species is only one of the many fronts I am fighting on behalf of constituents. As Parliament resumes, I will continue to advocate for resources and supports required to protect the people and ecologies of the North Okanagan–Shuswap.

As the days get colder, fireplaces and wood stoves are going to once again be used. As a reminder, inspect your chimneys and wood burning appliances, making sure they are clean and in good working condition.

Thank you to everyone who donated to the Muscular Dystrophy Boot drive this year! A total of $3424.02 was raised! A special thank you to Darlene Volk, Craig Nygard and Jade Shamen for volunteering their time to collect the donations.

Work on the parking area and boat launch at Bristow Park is scheduled for October, the Celista Fire Department is looking forward to the completion of this project because it will make access to the dry hydrant easier.

Fall training has started and all three departments have been sending members to the Salmon Arm Training Center. The fall training involves courses such as exterior and interior live firefighting operations, emergency vehicle driving, pump operator and tactical ventilation.

Anglemont currently has one junior fire-fighter. All three fire departments would like to see more young people join this program, it is for young adults between the ages of 15 and 17. This is a

great opportunity to learn basic fire-fighting skills and earn school credit. If you are interested in this program, please contact your local fire department.

By Lorna Joy Pawluk NSHS Chair The Aesthetics of Joy.com by Ingrid Fetell Lee/ Joyspotting 101 The aesthetics of Joy began when Ingrid became more attuned to the joy in her surroundings as she walked through her city. An elderly woman with a shock of magenta hair. Surprise! A cluster of balloons tied to a fire escape. Transcendence! She states, “it was like I had a pair of rose-colored glasses, and now that I knew what to look for, I was seeing it everywhere. It was like these little moments of JOY were hidden in plain sight”.

What started out as something “serendipitous”, slowly became a mindfulness practice to her, realizing that no matter where you and I are, we can tune our attention to something joyful and use that to buoy our spirits. Instead of seeing the world around us as a distraction or even disheartening, joyspotting reminds us that our world can be a reservoir of positivity.

According to researchers, joyspotting creates “upward spirals”. When we feel a burst of joy, it makes us more attentive to joy in our surroundings, which would encourage us to engage in finding more joy. The beauty of Joyspotting is that it is freely available! And any age group can do it-children are often the best! Simply look around and keep an eye out for something that brings you JOY. And the more you share it, the more your JOY is intensified!

This past month the North Shuswap Health Clinic and Society has experienced Joyspotting.

On August 28th we were surprised by the thoughtfulness and generosity of the Anglemont men’s and ladies golf clubs! Ron Buffel, Jan Wojciechowski and Gerry Shea played key roles in putting a wonderful fundraiser together, presenting us with a check for $3,202.

Keep Calm and Study On: Schools Restart Amid COVID Concerns

By Larissa Lutjen After two full weeks of classes, some lingering issues with the province's pandemic school safety planning remain but North Shuswap students are happy to be back in their classrooms.

Full-time school started again for most students in School District 83 on September 10 with kids in grade 11 and 12 doing half time instruction from home. Grabbing a clean mask on the way to the bus stop is now part of the morning routine and classwide handwashing is a regular part of the school day.

North Shuswap Elementary principal Paul Rosman was happy with how the first two weeks back to school had gone, reporting that students are in good spirits and glad to be back. Other than some new rules limiting bathroom use to two students from the same cohort at a time, handwashing and sanitizing between transitions, and occasional mask use by students in Grade 6-8 during transitions, things are mostly back to normal for the elementary students. Because NSE is a small school it was able to avoid some of the challenges, such as scheduling staggered lunchtimes, that larger schools in the district had to tackle. Although the COVID risk remains top of mind, Rosman feels that, “as long as everyone does their part and follows established safety protocols, we will be fine”.

Most importantly that means keeping kids home if they are sick. Parents are instructed to review a self-check health list daily for complaints and keep kids home if they are experiencing symptoms of illness. The list of symptoms to watch for was significantly changed on September 21, with 10 symptoms removed from the check-list, including sore throat, headache, runny/

stuffy nose and muscle aches, because, according to Provincial Health Officer Dr. Bonnie Henry, these issues in isolation have a low probability of indicating COVID. If a case of COVID-19 is confirmed in a student or staff member, public health officials will decide what measures are needed.

According to a CTV report, by September 22, 21 schools in the Metro Vancouver area had sent home COVID notices to parents.

For the North Shuswap's high school students, COVID19 measures have caused more significant disruptions.

Moving from a semesters to a quarters system means that grade 9-12 students are taking two classes at a time for 10 week intervals. Most of the day is spent with the same classmates, which some students are finding hard, especially because with staggered lunchtimes they are separated all day from friends who are not part of their cohort. Condensed classes present problems if students have to miss school and for sustaining attention over three-hour long classes.

After the first full week of classes concluded, the British Columbia Teachers Union cited “serious and growing concerns” with “haphazard implementation of health and safety measures” in a written appeal to the Labour Relations board asking for intervention under Section 88 of the Labour Relations Code which applies to mid-contract disputes. The union is concerned that in some schools, cleaning and other safety measures that were part of districts' stated plans are not occurring and that the Ministry of Education is “taking advantage of teachers' professionalism”. BCTF President Teri Mooring also called for a “more robust mask policy”.

Learning to live with the virus will mean a few other adjustments at the elementary school. Extra curricular sports for intermediate students will continue with an after school intramural format, meaning kids from the same school will play each other rather than teams from other schools. Lunch programs can also continue but will likely mean pre-made bagged lunches instead of menu items like hot dogs or soup.

Historical Happenings

By Loretta Greenough The North Shuswap Historical Society held an outdoor meeting in the shelter by the hall in September. It was good to get together even if it was six feet apart. One of our new members Bill Meekel talked about the history of underwater articles in the Shuswap Lake. It is interesting to know that they are trying to keep the articles intact and left as is to preserve the history.

Anglemont Ladies’ Golf

By Bev Shea When the executive first met in April, we wondered if we would even have a Ladies’ League this year but despite the pandemic, it has turned out to be a great golf season.

Thank you to everyone who played and especially thanks for your patience as we worked out new ways of organizing our games.

We were so happy to welcome a number of new members which made the season even better. We had our wrap up on September 3rd. Ian and Irv were excellent cooks for our barbecue and looked “perky” in aprons

And now the moment you have been waiting for - here are the year end results. Club Champion- Pam Watters, Club Low Net: Darla Wilkinson, August chip ins for the towel was Doris Hunter with 3. The Most Improved Golfer for 2020 was Brenda Buffel who wins the Sheila Riley trophy, a close 2nd was Jan Wojciechowski. Everyone who kept a handicap improved this season!

The winner of the Birdie Tree was Wanda Lorencz – 4, close second Jan Wojciechowski -3. Par Tree winner was Pam Watters with

21 and once again the close 2nd was Jan with 19. Are you beginning to see a pattern here? But Jan doesn’t want you to feel too sorry for her as she was the big winner of the President vs Secretary Match Play challenge. The Ringer Board winner was Darla Wilkinson with a difference of 24 and this time the close 2nd was Doris Hunter with a difference of 21. Apparently, the Count Your Putts Board must have blown away so we did a draw for the prize and Irene Anderson won. Jan Wojciechowski brought wine for a door prize which was won by Pam. The Anglemont Ladies’ League want to thank Craig, Shantelle and Deidre for all their help in making 2020 a successful and fun golf season. Also, a BIG THANK YOU to our captain Doris Hunter, we all appreciate all your efforts on our behalf.

We will continue golfing on Tuesday and Thursday morning at 10 AM for as long as the golf course is open.

There is still time to come out and meet some fun ladies, get yourself prepared for next season. This is my last column until spring so stay safe this fall and winter and remember to keep your head down and follow through.

Anglemont Men’s Golf

By Gerry Shea The Anglemont Estates Men’s Golf Club Championship Tournament is a 36-hole event which was played this year over the August 22 - 23 weekend. Twenty-one club members competed in this tournament.

Overall low gross honors (lowest score not using handicaps) went to Bill Kubica with a score of 147. Overall low net winner (score minus their handicap) was Steve Gaskin with a net score of 117. Gerry Shea was low net winner for Flight #1 with a score of 123 and Ken Vaughan was low gross winner for Flight #2 with a score of 165.

Winners were announced and trophies were presented at the wind-up supper which occurred on Thursday, September 3. Irv Freeman won the Most Improved Handicap trophy and the “Arnie” trophy for the Best Attendance Record was presented to Ian Robertson, Dean Schmied, Pat Mullan and Dave Edwards.

Also, congratulations to Don Shurnaik for winning the 2020 Match Play Championship trophy and Bill Kubica for winning the runner-up trophy.

For 2020-2021, the executive will consist of Steve Gaskin as President, Walter DeSilva as Vice-President, Gerry Shea as Secretary/Treasurer and Jim Taylor as Captain (assisted by Ken Vaughan and Floyd Forsch).

Erosion & Overpass Add Costs to Rail Trail Development Plan STA Release After a year of research, a draft development plan for the greenway rail trail between Sicamous and Armstrong has identified some challenges that will require additional work and increase the total cost of the project.

A primary factor is erosion and flood stabilization work needed along the approximately 35 km of the rail bed adjacent to Sicamous Narrows, Mara Lake, Rosemond Lake, and the Shuswap River. Erosion during high water is undercutting and eating away the surface of the existing rail bed. Several sections are lower than the 25year flood levels and will need to be raised. This work adds $5.5 million to the cost.

A highway overpass required at Highway 97 just north of Armstrong adds an additional $2.5 million.

While preliminary concept estimated a projected $13 million cost for the rail trail development, the technical assessments increased the estimate to $17 million.

Once required development contingencies are added, the total project estimate grows to $23 million.

The draft development plan was presented to the Shuswap-North Okanagan Rail Trail Governance Advisory Committee made up of leadership from Splatsin, the Regional District of North Okanagan, and the Columbia Shuswap Regional District (Continued on page 31)

who jointly own the corridor.

A technical staff team oversees the rail trail project with project management support provided by the Shuswap Trail Alliance, and technical engineering provided by Urban Systems Limited.

The plan brings together a year of research, consultations, and technical studies provided by 12 subconsultants addressing a range of topics including archeology, cultural heritage, environment, agriculture, structural erosion, flooding, steep slope, safety, surfacing, road crossings, bridge upgrades, trailheads, side destinations, amenities, and signage.

Final edits to the Rail Trail Development Plan will be released to the public later this month, along with the launch of a fund-raising effort.

“These are challenging times for a capital campaign,” notes Phil McIntyre-Paul, with the Shuswap Trail Alliance, “but we’ve been surprised by the number of people asking if they can contribute. The answer is absolutely yes!”

Despite the costs, Governance Advisory representatives continue to move the project forward, recognizing the significant benefits to all the

communities along the corridor. It is hoped Provincial and Federal grants will support the project.

“There is so much that is positive,” said CSRD Area E Director, Rhona Martin, at a recent community leadership meeting for the rail trail. “It is all about connecting communities, sharing culture and values both Secwepemc and non-Secwepemc, and working together so we all prosper.

Everyone’s contribution helps to unfold the story.”

Who’s tracking you?

phone. You may have noticed that when you install an App, one of the questions you may be asked is whether or not you want to turn on location services for it. If you answer yes, then you have effectively given permission for someone to track your movements. For some Apps, such as Google Maps, knowing your location is necessary but for many it’s not.

My advice is that you consider that each and every time the question arises when you install an App. There is really no way of knowing how that data will be used but the temptation for big business to use it for advertising purposes is very strong. There is a huge benefit for businesses in knowing where you spend your time and potentially your money.

Now that you are aware, how can you fix it for Apps you already have? If you have an iPhone, go to Settings/Privacy/Location Services. Here you will find a list of all Apps that have requested access to your location. Take a look at each one and decide whether or not it needs to know where you are. If it does, then change the setting to ‘While Using the App’. If it doesn’t, then change the setting to ‘Never’. The process is similar for Android phones. Also keep in mind that Apps with location services on can be running in the background so be sure to close them when you’re done with them.

We’ve all seen crime shows where the good guys find the bad guys by tracking their cell phones. This may seem a little far-fetched at times and definitely over simplified on TV but not at all unrealistic. If you carry a cell phone that’s turned on and connected to the cellular network, your location can be determined with fair accuracy. Your phone has a unique id that identifies it (and you as its owner) through the cell tower it connects to or is close to. If you are in an urban area where there are lots of towers, your location can be pinpointed even closer using triangulation (yup, that's a thing!).

Only your cell phone carrier can find you this way of course and will only provide that info to authorities on request.

Cell phone tracking raises privacy concerns for some but I can certainly see the benefit. If it does indeed help the authorities to find the bad guys then I’m in favour, but the bigger benefit I see is for rescue personnel to easily find someone who may be unconscious, seriously hurt or lost. Lately there have been reports of certain countries using cell phone location data for other purposes such as tracking the Coronavirus as a means to combat the spread but in Canada, no one is tracking cell users on a regular basis without that person’s knowledge or permission.

Looper Moths Make a Sizable Appearance

By Larissa Lutjen We were warned to watch for murder hornets. Instead we got moths.

This September saw a larger than usual number of moths flying around porch lights and resting on walls and leaves. The explanation has to do with cyclical peaks in the lifecycle of the western hemlock looper moth. About every 20 years in BC's interior, looper moth populations reach infestation levels for reasons biologists don't entirely understand.

Earlier in the summer, the moths were in their larval stage as caterpillars, which have an inchworm appearance.

The 'loop' in their name refers to the shape made by the larva as they move, or inch, along a branch. The larva generally prefer to eat the crowns of trees but can often be seen hanging from a silk thread at eye level or crawling on lower foliage. They prefer to eat hemlock trees but the larva will also eat fir, spruce and cedar leaving dead brown patches on trees or entirely kill them. Although peak years can cause significant damage to forests, looper moths are native to our area.

The moths are not strong fliers and cannot travel a long distance to find a mate. Adult moths mate in September and lay small greenish eggs in bunches of three or four on branches, on lichen, in bark or on the forest floor.

The eggs laid this fall will hatch next May or June.

Outbreaks can last for up to three years until predators, parasites, disease or bad weather bring the populations levels back down. Forestry does monitor for looper moths by taking egg samples in the fall and can spray the biological insecticide, Btk to protect at-risk stands of trees. In 2012 a spray program targeted a small number of blocks in the

Unfortunately, the large numbers of moths seen this fall could foreshadow even higher numbers of larva next summer with resulting damage to coniferous trees.

By Larissa Lutjen Despite a Public Health Order that required markets to adjust their practices, both North Shuswap farmers' markets saw big crowds this summer.

In order to comply with the Public Health Order (PHO) vendor tents were spaced farther apart, more opportunities for hand cleaning were provided, and signs reminding people not to linger and to keep a social distance were posted around both the Scotch Creek Farm and Craft Market and the Celista Hall Farmers' Market sites. Market managers were not required to limit the num-

ber of people entering the market or to police the behaviour of customers, although they did work with vendors to make sure precautions were taken.

For example, vendors selling jewelry, or similar items that could be touched, often asked customers to sanitize their hands before handling their wares. Some vendors posted signs asking for one customer at a time in their tent. A few vendors wore masks and most customers took advantage of handwashing and sanitizing stations at the entrances of the (Continued on page 35)

markets. In general, being outdoors made the COVID19 risk level much lower.

Because most Christmas markets which set up indoors in December are not as safe as the outdoor summer markets, they have been cancelled leaving a big hole in the calendar of many vendors.

The Celista Hall Christmas Market is traditionally a fundraiser for the North Shuswap Community Association raising about $600 a year for the Celista Hall. Consequently the Celista Hall Farmers' Market decided to raise money for the Hall and help artisan/craft vendors sell some early gift items by holding a 'Christmas Market' on August 13 where $540 was raised for the NSCA with the help of

generous donations from both vendors and shoppers.

The size of crowds was a concern for the market managers of both markets. Although the PHO did not require markets to restrict attendance, social distancing became more difficult on the busiest weeks. It is possible that attendance at the two markets this year was even higher than in the past. Several vendors reported record sale days this summer and the end of August and September markets were better attended this year than in the past. Although both markets are finished for the year, Chris and Sandi at Spotted Moose Farm in Celista continue to have farm gate sales of their produce. They can be reached at 250-859-6706.

Docks and Buoys Are you ready for winter?

Not only should the swing radius be monitored when sharing the area in peak season; but also, releasing your chain in the fall will ensure that the buoy does not become a hazard in the spring when the waters rise.

Docks - “Can we leave our dock in the water for the winter?”

We strongly recommend taking them out. It’s not the freezing of the water that can damage your dock and floats; it’s the actual ice movement. As a general rule, all floating docks, no matter the brand or composition should be removed from the water wherever the lakes or rivers have the potential to freeze over. If you do NOT remove your dock from the water for the winter, you are taking a risk. The weight of ice should not be underestimated.

There were large sections of Shuswap Lake which suffered immense damage a few years ago due to shifting of the ice.

Best Practices vary by area. Depending on the aquatic species in front of your dock, there may be rules in place requiring you to remove your dock by a specific date to assist with spawning and migration.

Survey finds live Asian clams in Shuswap Lake CSSIS Release Dead Asian clam (Corbicula fluminea) shells found on the beaches of the Shuswap Lake last year prompted a survey of the near shore area now that water levels are low enough to access the potential habitat for this species. The survey found live populations of invasive Asian clams at two locations: Sunnybrae and Canoe Beach, and surveys are still underway.

“At Sunnybrae we were finding around 20 clams per square metre of lake bed”, said Sue Davies, Aquatic Coordinator for the Columbia Shuswap Invasive Species Society. The survey was conducted by the Columbia Shuswap Invasive Species Society with funding from the Shuswap Watershed Council, direction from the Ministry of Environment and Climate Change Strat-

egy, and assistance from the Invasive Species Council of BC Job Creation Program.

The Asian clam is not to be confused with invasive zebra and quagga mussels (ZQM), which are not currently known in BC. Ongoing prevention and monitoring for ZQM continues in the province, along with border inspection stations for watercraft entering British Columbia.

To avoid spreading aquatic invasive species, including Asian clams, to other lakes and rivers in B.C., it is important to clean, drain, dry all gear and watercraft following every use. ‘The larvae of this species are microscopic’ said Davies, ‘they could hitchhike in the smallest amount of water in your watercraft and survive to populate another lake. Please make doubly sure that you Clean, Drain, and Dry all gear and watercraft every time you leave a lake or river - even if you’re going to re-launch somewhere else in Shuswap Lake. This is an important measure for all watercraft. Prevention is key.’

Asian clams have been kept as aquarium species, used as bait, and eaten by people. Any one of these uses may have resulted in dead shells or unwanted live animals being discarded into the lake.

Never dump live animals or plants into the wild, including waterways. It is illegal to introduce an aquatic species into a body of water where it is not native, unless authorized under federal, provincial or territorial law (Federal Aquatic Invasive Species Regulation). It is illegal to possess, breed, ship or release species listed under the Controlled Alien Species Regulation.

This is the first confirmed presence of live Asian clams in the Shuswap. However, this is not the first confirmation of Asian clams in BC: they are known to exist in lakes in the Fraser Valley and on Vancouver Island, as well as in 38 US States and three of the Great Lakes (Erie, Michigan, and Superior). There are native mussels, such as the Oregon floater mussel and the Winged floater mussel, that can be confused with the Asian clam.

The Asian clam shell is triangular shaped and usually less than 2.5 cm but up to 6.5 cm in length, and yellow-green to light brown in color with elevated growth rings.

Asian clams are small bivalve shellfish, originating in Asia. An individual can produce up to 70,000 eggs per year under

optimal conditions and they can reach densities of up to 10,000-20,000 individuals per square metre of lake bed. They are filter feeders that can reduce biodiversity and food available for fish. Dense populations may have the potential to clog filters on hydro systems and water pipes, imposing costly maintenance. They are also known to harbour parasites that are harmful to humans if the clams are consumed raw.

Unfortunately, once established, eradication of Asian clams from a complex, connected waterbody is very unlikely and management methods are limited. Impacts to the system are difficult to predict and depend on several factors. The best thing you can do is prevent further spread to other lakes or rivers. Clean, Drain and Dry your gear and watercraft, and never release live animals or plants into waterways.

The CSISS has also been monitoring the Shuswap for invasive Zebra and Quagga Mussels, a different invasive aquatic shellfish, and to-date, they have not been detected anywhere in BC waters.

My Shuswap Tom Wyatt

By Frank Burns He wasn’t always mine to have, he had another family when we first met. As we became to know one another that would all change. It was a slow start for us, mind you, and all began during the first artic outbreak in November 2012.

Here’s our story.

A few years previous I built a house and moved to Anglemont. It was my escape, a new start, it was so quiet here. I remember hearing the sound of snowflakes landing on snowflakes one night, that’s how quiet it could be. I cherished the peace of mind that came with it. It was just myself up there at the time and as much as I enjoyed my new-found sanctuary there were times I’d feel isolated and lonely, anyone would. In any event something was missing. Sure, I thought about a pet, I thought about it often, but I travelled to Vancouver Island for work frequently so how would I pull it off? For whatever reason I kept sitting on the fence about it. That would all begin to change, a chance encounter one evening set the stage for a cherished companionship, one I will always be so grateful to have had.

My first clues of Wyatt were his foot tracks in a light dusting of new snow that had just fallen, up the driveway, around the house, in and out of the boat shed under the deck. Next day I saw another set of tracks, then another. I was so curious what it could be, then one night a dark silhouette appeared on my deck, it was a cat. I opened the patio door and fast as a white tail into the bush he went, this was our first encounter. I would put food and water out before I went to bed thinking I might have a stray around who needed some help in life, and I was happy to lend a hand.

A few weeks went by and while sitting under my deck enjoying a few I heard a cat call out. How surprised I was to see him staring me right in the eye from across the yard almost asking to come over. What a nice cat I remember saying while coxing him up. He let me have a couple quick pets then back to the bush he’d go. This went on for some

while. By this time I could tell he wasn’t a stray, he must belong to one of my neighbors and was grateful for them letting him out so he could visit me and left it at that.

Next thing I knew he was sleeping in the boat shed. I’d open the front door of the house and he’d jump down off the boat then come over for a pet. How enjoyable these brief visits were and quickly became daily. By the of spring 2013 my house was his house, I had a cat. I named him Wyatt, a tuxedo tom around five years old according to the vet, neutered, perfect health, what luck right! Usually one finds a cat to take home, this cat picked me and my home.

Of course, a country tom on the mountain can be a handful, so it wasn’t always harmony. There were times I had to scrape his prey off walls, and for whatever reason he just had to pee on every piece of camping gear I owned…little bugger. All that didn’t matter much as his companionship was just what I needed during that time. He was most always there when I did my yard chores. He never minded the racket of the chain saw or the snow blower and enjoyed hanging out around a good fire. We just enjoyed each other’s company, it was easy.

As I said when I started this story, he wasn’t always mine to have. He belonged to someone else. I often wondered how those previous owners dealt with things when they lost him. If you’re that owner, I am very sorry for your loss as he was a very nice tom. I felt guilty about things at the time so I decided years ago to write this story when he passed so you’d know what really happened. Now it is my turn to miss him and I can’t describe how hard this loss has been for me. Wyatt lived with me for 4 years in Anglemont then 4 years in Harrison Hot Springs. On August 20 of this year, this prime tom was taken down by a predator. For now, our house feels empty. I will always miss Wyatt and some of me went along with him that day.

How lucky I was to have met him that early winter in 2012, I will always remember my Shuswap Tom. Good Bye Wyatt.

It is good to see the large number of people using the outdoor shelter and the park.

We would like to thank the Farmers Market and their vendors for their kind donation made to the Community Hall.

The board discussed the Covid-19 situation and have decided to continue looking after the health of the people in the North Shuswap and basically keep the hall closed until things improve.

However, to help improve our mental health we have decided to decorate around

the outside of the hall for Christmas. If you have a spare set of outdoor lights please let us know. We are thinking of setting them up early and turning them on in December. Larissa Lutjen kindly did this last year in the shelter and everyone thought it was a lovely idea. We are thinking of going bigger this year.

On another note – please DO NOT drop off your household garbage. We have garbage containers so that garbage is not left in the park or on the grounds. Extra garbage costs the Community Hall money to dispose of it.

By Secretary Helen Dalin Well it’s been a while since CDFGC wrote an update. Like many other clubs and organizations, many of our activities have been shut down due to Covid-19, but we have been more fortunate than some that we have been able to keep doing our Trap and Skeet Practice on the second Sunday of the month. This activity takes places outside, so social distancing can be maintained and also participants bring their own supplies to use. Masks can be worn if desired.

Trap and Skeet practice has been running regularly since April. There were a few rainy Sundays where attendance was low. Overall, it has been steady since April. All members are welcome to attend. If you would like to learn how to do this sport, please contact William or Helen Dalin at 250-679-8019 and we can arrange some lessons for you at another time. Practice goes ahead rain or shine.

The range has been maintained all summer thanks to some hard work from some diligent volunteer members: William Dalin, Louie Cassman and Brian Dobson have donated time and effort to keep the range mowed and weed whacked for other members to enjoy. Thank you to those 3 members.

There have been problems at the rifle range from members leaving a mess behind themselves. CDFGC is a volunteer organization and there is no garbage pick up. Please remember whatever you bring into the range you need to take back out with you. It is also your responsibility after shooting to pick up any mess.

This includes shell casings, paper targets, and lunch garbage and drink containers.

Thank you for doing your part to keep our range clean and

ready for all to use at anytime.

These rules will also apply to the pistol range once it is open and ready to go.

We would also like to remind members who are booking at orientation that the executive member who is doing the orientations is a volunteer who drives from Eagle Bay. It is very unfair to book an orientation and then not show up. Please be respectful and make sure you either show up on time, or that you cancel your appointment in plenty of time.

The executive has been discussing various methods of fundraising. It seems that the banquet will most likely not be allowed this February due to Provincial Covid rules. If you have a good idea of how CDFGC might be able to fundraise during these trying times, please contact any director or Helen Dalin at 250679-8019. Some suggestions were a virtual auction, raffle tickets on a big prize or a virtual 50/50 draw.

Because of fundraising difficulties and also because CDFGC has some of the lowest fees in BC, the executive is planning to raise 2021 fees by $10 across the board for all categories of memberships.

This still keeps us at one of the lowest fees in the province but will help us meet our expenses this year. This increase will be brought up at the AGM in November. If you have some input about this, please come to a monthly meeting in October or the AGM in November. CDFGC meetings are always the 3rd Monday of the month at Creekside Hall at 7 pm.

Volunteers Make Repairs to Wharf at Seymour Arm

By Karen Shaw We would like to say a HUGE AND HAPPY THANK YOU to all the volunteers who helped make the Wharf Repair work bees on August 9 and September 4 such a tremendous success!

Due to COVID awareness, we had fewer volunteers (16 people in August) but they were mighty. We even had 2 other visitors interested in our activities, who stopped by and started helping. Our goal was to use 18 boards to replace the ones most deteriorated, but at 9:30 with the originally planned work completed, everyone was wanting to continue and since the ramp was not in the water, 13 more boards were retrieved. Some very major repairs were done on the ramp including under the mesh. Using 31 boards is not the full story. We had 10, 12, 14, and 16-foot boards and many were cut to fit specific deteriorated areas with remaining lengths placed elsewhere.

On September 4, an emergency repair was done by 9 volunteers using 6 10- and 12 -foot boards after a hole was discovered spanning 2 16foot boards. At this same time 4 other nearby boards were replaced.

To those who are unaware, the WHARF is a vital community asset for two reasons: First, it is an essential component of the Community Emergency Response Plan, and Second, as a huge support for regional tourism and tourism dollars. Initially, we had hoped to extend the service life of the wharf until 2022-2023 with the yearly repair parties but this year, it has become apparent that the cross beams supporting the deck boards are deteriorating quickly. Small areas have become a concern and taking

precautions, we are using longer boards to span more crossbeams and using 9- vs 8 -inch spikes. An engineering review is planned in late September 2020 to confirm safety, but we will continue to try to extend the life span of the wharf for as long as possible with safety being the prime prerequisite.

A 2020 grant was given

by Boating BC to help maintain the wharf. This $2500.00 was very gratefully received but sadly, this funding and other income cannot cover yearly insurance and materials for repairs by wonderful volunteers alone and cannot continue to financially support our wharf in the long run. In 2016, the wharf committee approached Omega Engineering for an in-depth structural evaluation of the facility and these results were delivered to the Regional District as well as the federal and provincial representatives for the area. We have been waiting for confirmation that the wharf will be replaced by a cement structure as found in other areas around the lake.

This summer has seen heavy use of the wharf boat launch and an example of the honor system of payment for use was evident on the August long weekend. While many boats were launched and retrieved from Thursday to Sunday morning, the honorary fee box contained only $85.25, despite signage detailing $5.00 fee for use of the wharf.

This is a PRIVATE COMMUNITY WHARF and is coming to the end of its life cycle. We need to work together to ensure we have a boat launch ramp here in the coming years to continue to serve our fantastic area. Our bit of paradise!

Depending on the needs within the community and the Lions plan of action, expanded funding options from LCIF enable the Lions to have a greater impact in the communities where they live and serve.

Funds can be directed towards disaster and emergency preparedness, the immediate needs of disaster victims, short -term relief services, or longterm construction in rebuilding or equipping vital public facilities. The North Shuswap Lions provide financial aid to help support disaster relief funds by donating regularly to Lions International Foundation. In the past the Club has also specifically donated relief money towards the recent explosions in Beirut as well as the Fort McMurray Fire and the flooding in southern Alberta a few years ago WE HAVE A WINNER! We are going to be hosting a Gorgeous Gourd contest. I thought I would give you a bit of a heads up, so you can start to prepare and plan.

The contest will have two age groups, 0-12 years old and 12 years - Adult. We want you to show off your skookum squashes, zippy zucchini's, petrifying pumpkins and gorgeous gourds. You can paint, dress-up, carve or simply pho-

tograph your mighty fall trophy in the garden.

You can then submit the photo to chalib@tnrd.ca, or on FB when the contest is announced, or drop by the library during open hours to show us (and then take home) your amazing masterpiece.

School News

By Jan Penner The 2020-21 school year is underway.

Both students and staff are glad to be back. We have made some changes to our routines, such as wearing masks when necessary, washing hands/sanitizing often, encouraging social distancing, and avoiding large gatherings, and everyone is doing their best to comply. North Shuswap School has always encouraged safe, responsible, respectful behaviour and these changes are simply an expansion of expectations we have always held, that provide a learning environment that is welcoming, safe and healthy for everyone.

One large group event we were able to take part in so far this year, is the Terry Fox Run. With adaptations to our routes, the whole school could be out at the same time. Donations were collected for the Canadian Cancer Society and we will share the total collected next month. As always, our goal was $1 per person.

We are very fortunate to be able to welcome 2 new members to our teaching staff. Honey Williams started teaching in 2009. She has an exceptionally strong background in Indigenous Studies. She holds a Masters Degree and has taught in a wide variety of subject and age categories.

She, her husband and daughter, RottiCross and 9 cats (8 kittens!) reside at Squilax. She enjoys gardening and loves books. She is very impressed with her eager students in grades 5, 6 and 7.

Sharon Langlois and her husband currently reside in Salmon Arm but look forward to completing renovations to their new home in Scotch Creek, where they hope to be living by Spring. Mrs. Langlois was born and raised in Salmon Arm and has been teaching for close to 30 years, 20 in District 83, and 15 in primary.

She has a Special Education background.

As the year progresses and we are able to visit the beach for outdoor learning lessons, it is nice to know we can cross the road safely.

Our year promises to be full of surprises and new norms. We hope though, that what won’t change is the wonderful learning opportunities provided, and the energy and enthusiasm of both students and staff.

What's Sprouting Up in the Garden?

By Rachelle Horvath Horvath’s Herb & Friendship Garden Frequencies are the energies that are stored within all the things around us. Everything is energy. We see frequency being used in modern technology every day. The Ultra Sound and MRI are examples of frequency being used in healing. Now I would like to take you in another direction of using frequencies, to bring forward a healthful life.

Let’s look at frequencies to assist in releasing Dopamine endorphins to aid in anxiety and depression management. When something pleasurable is exciting the brain cells, endorphins are released in this process.

These are frequency energy waves moving through the body.

Dopamine, the pleasure hormone is released when we engage in pleasurable stimuli, such as food, social interaction, music, sex as well as certain drugs. As these endorphins are being released, the euphoric feeling you’re experiencing is the reward.

Sound meditations use frequency such as singing bowls, music or chanting to assist in healing the body.

When using sound frequencies, you are influencing the brainwaves. Think what your favorite song does to you when it comes over the air waves. (no pun intended). It ignites those endorphins, sending them rushing though your body. Sending happiness throughout your mind, this is Dopamine at its finest.

Scents hold a strong place in the world of frequencies.

Memories connected to scent are found to be strongest.

The memories are from your early childhood are stored in the Limpic System which is the primitive part of the brain.

I know my mind sends me back, when in the spring I smell the cottonwoods. Their essences fill the air, their scent so strong it permeates the world you’re in. The oil molecules from the smell vibrate at frequencies that match the body it then releases dopamine into the system.

This in turn raises the frequency in the body. The higher frequencies we are able to bring into the body, the healthier we are able to keep.

Chromotherapy is the practice of using colour in assisting the body in healing.

The organs and limbs of the body all have their own distinct colour frequency that they respond to. The visible colour spectrum uses the colours that fall between the ultraviolet and the infrared ranges. You will find if you think of cool colours you will feel calm. When you bring in warm or hot colours you feel more agitated. Chromotherapy is used every day in designing of offices, schools, prisons as well as your personal homes. We bring in colours we enjoy and desire.

Prisons use warm colours to keep the populous calm.

School hallways are often light blue or blue, bringing in a calming to the area that gets a flash flood of activity and energies.

So as you see in the world of frequency there are many modalities and many tools that are available for you to experience. These ones noted here are free and all around you. When sitting quietly, envision a colour and smell, bring forward a hum in your chest and just sit and enjoy the sensations you will begin to feel. The more you practice, the more benefit you will find you receive. For the saying says, Practice Makes Perfect.

INGREDIENTS CIDER VINAIGRETTE • 1 tbsp extra virgin olive oil • 1/3 C extra virgin olive oil • 1 tbsp real maple syrup • 1 shallot, thinly sliced • 1/3 C raw pepitas • 2 tbsp apple cider vinegar • 1/4 tsp ground cinnamon • 1 tbsp fig preserves • 3 ounces thinly sliced prosciutto • 1 tbsp fresh thyme leaves • 2 heads kale, shredded • kosher salt and pepper • 2 honey crisp apples, thinly sliced • 1 pinch crushed red pepper • arils from 1 pomegranate flakes • 1/2 C crumbled feta cheese DIRECTIONS 1. Preheat oven to 350 degrees F. Line a baking sheet with parchment paper.

2. On the baking sheet, toss together the pepitas, olive oil, maple syrup, cinnamon, and a pinch of salt. Arrange in a single layer. Lay the prosciutto flat around the pepitas. Transfer to oven and bake 10-15 minutes or until the pepitas are toasted and the prosciutto is crisp.

3. Meanwhile, in a large salad bowl, combine the kale, apples, and pomegranates.

4. To make the vinaigrette. Heat the olive oil in a medium skillet over high heat. When the oil shimmers, add the shallots, cook until fragrant, 2-3 minutes. Remove from the heat, let cool slightly. Add the apple cider vinegar, fig preserves, and thyme. Season with salt, pepper, and crushed red pepper flakes. Pour the vinaigrette over the salad, tossing to combine. According to some historians, the first celebration of Thanksgiving in North America occurred during the 1578 voyage of Martin Frobisher from England in search of the Northwest Passage. Other researchers, however, state that "there is no compelling narrative of the origins of the Canadian Thanksgiving day." The origins of Canadian Thanksgiving are sometimes traced to the French settlers who came to New France in the 17th century, who celebrated their successful harvests. The French settlers in the area typically had feasts at the end of the harvest season and continued throughout the winter season, even sharing food with the indigenous peoples of the area.

Helen Saemerow peacefully passed away on August 18, 2020.

The Stankiewicz family lived in the North Shuswap and Helen attended school in Celista. Although she lived much of her life in Kamloops, North Shuswap was always close to her heart.

She remained a member of the North Shuswap Community Association and the North Shuswap Historical Society and supported both organizations for many years. Helen leaves behind a large loving family and many, many, friends.

The family would like people to safely gather and share stories and memories of Helen.

Memorial donations in Helen’s memory may be made to the North Shuswap Historical Society.

With sad hearts we share news of the passing of Susan Charters.

Susan was born October 22, 1952, in Prince George.

She lived in Dome Creek, Prince George, Pinchie Bay, Kamloops and moved to Scotch Creek in 2003.

She loved her family, gardens, house plants and friends.

Watching the birds at the feeders and the deer visiting the yard was a favourite pastime. She passed away peacefully in hospital, August 22, 2020, after a 4-year battle with cancer.

Predeceased by her parents, June and Ed Hale, and by her goddaughter Waynita Lundin, she is survived by her husband John, daughter Babette (Art) Diack, grandsons Chase, Dustin, Bo, Cody and their families, numerous cousins and their families, and many friends.

Her family would like to thank Dr. Cribb, Dr. Main, and the staff on 4 North, Shuswap Lake General Hospital.

We will miss her. In lieu of flowers, a donation can be made to the Canadian Cancer Society in her name.
