Kentucky Readiness Definition


Kentucky Screener  A common tool to measure readiness levels in 5 developmental domains for school readiness of children entering kindergarten. Approaches to Learning Health and Physical Well-being Language and Communication Development Social / Emotional Development Cognitive and General Knowledge

Our screener gives Kentucky a BASE LINE to work from to develop improvement plans for programs and Communities

A Great Early Childhood Education Workforce

In Kentucky, a quality Early Childhood Educator workforce begins EARLY… with high school child development courses taught in Family and Consumer Sciences programs. Students who complete the course requirements are eligible to obtain the following industryrecognized certifications and credentials: – Orientation Training – Commonwealth Child Care Credential – Certificate of Eligibility – CDA


Importance of FCS to the Early Care and Education Workforce

ď ś These programs establish a foundational career pathway for students interested in this field that can lead to desirable industry credentials and postsecondary articulated credit. ď ś Provides opportunity for substantial collaboration among local FCS teachers and community, regional and state agencies from the Early Care and Education workforce.


Certificate of Eligibility Specifically, this certificate of eligibility means that the student has met the knowledge and competency requirements for a Commonwealth Child Care Credential, even though not yet eligible. Note, because……………………………………………….. Commonwealth Child Care Credential Regulations require: • 18 years of age • Be employed in an early childhood program


Even better‌ Effective April 1, 2011, the Council for Professional Recognition announced that high school students who were juniors or seniors in a high school vocational program in early education were now eligible for the Child Development Associate.


Child Development Associate Credential The students are required to meet all the requirements but no longer have to be: • 18 years old and • a high school graduate This announcement changed the paradigm in Kentucky. It means a fast track to career and credentials for high school students and it increases the number of qualified workers available to early childhood programs. Many are referring to this as “Feeding the PIPELINE” 

Even better‌ Effective April 1, 2011, the Council for Professional Recognition announced that high school students who were juniors or seniors in a high school vocational program in early education were now eligible for the Child Development Associate.


What is “CDA 2.0 ”? • The term “CDA 2.0” is the Council’s way of letting the early childhood community know that the CDA credentialing system is about to be updated, on June 1, 2013, streamlining the process and making it even more valuable as a professional development experience for Candidates. • Once the new system goes into effect, we will stop using the term “2.0” because, at that point, it will be the one and only Child Development Associate (CDA) National Credentialing Program™.


Candidate Assessment • The credentialing system is built upon the CDA Competency Goals and Functional Areas • Every Candidate will be required to: – collect evidence of competence into the Professional Portfolio – compose a Professional Philosophy Statement and six Reflective Statements of Competence – be observed working with young children – participate in a reflective dialogue – take the CDA Exam


Candidate’s knowledge and competencies will be determined using two factors:

CDA Exam Verification Visit

• 65-question test of ECE practice knowledge, taken at a local testing center

• Review of Professional Portfolio, transcripts/ certificates, Family Questionnaires • Direct Observation of competencies • Reflective Dialogue

Both the CDA Exam and Verification Visit Comprehensive Scoring Instrument were designed using the CDA Competency Goals and Functional Areas, which will remain unchanged.



Everybody wins! It also means increased buy-in from stakeholders for several reasons: •

Increased STARS participation (In Kentucky,3 STAR Centers are required to have 50% of employees with CCCC / CDA designation)

In Kentucky, high schools are required to graduate students who are “College & Career Ready”. The Child Development Associate or Commonwealth Child Care Credentials meet this requirement.

 Head Start, child care and state-funded preschool programs are able to *hire young knowledgeable staff to replace Associate, Bachelor and Interdisciplinary Early Childhood Education credentialed staff ready to climb the career lattice.


Climbing the Lattice • The Kentucky specific credential, the Commonwealth Child Care Credential, is ½ the hours required for a CDA. • The CDA is issued by the Council for Professional Development, Washington D.C and is a nationally/internationally recognized Credential. • The CDA gives Kentucky residents a “PORTABLE” Credential. • In Kentucky, these credentials articulate to as many as 12 college credit hours at many of our postsecondary institutions.
