Charity Easter Fair will represent a wide range of festive goods produced by food industry enterprises, cultural centers, Ukrainian craftsmen, gift stores, and souvenir shops. RICHARD GALLIANO QUARTET More than 30 years ago a French jazz accordionist, one of the students of Astor Piazzolla – Richard Galliano decided to prove that the accordion is not old-fashioned and successfully transformed it into the solo jazz instrument alongside the saxophone and trumpet. EUROVISION FAN ZONE OPENING An official opening of one of Eurovision 2017 fan zones will take place on Sofiivska Square in Kiev on April 30. The fan-zone will occupy an area of 200x200 m. covered with a special lawn. Around 10 thousand tulips will be planted around the Hetman Bohdan Khmelnytsky Monument. On the territory of the fan zone you can find a large 26x16 m. TV screen, various restaurants, and photo zones. On the day of opening you can enjoy the concert сonducted by the Ukrainian showman Serhiy Prytula with the participation of famous Ukrainian artists.

The Ukrainian Energy Forum The Ukrainian Energy Forum, organized by the Adam Smith Conferences, took place from 29th February to the 3rd March 2016 at the InterContinental Hotel KIEV in Kiev, Ukraine. Key Ukrainian Energy Forum 2017 speakers included the Vice Prime Minister of Ukraine Volodymyr Kistion, the Minister of Ecology and Natural Resources of Ukraine Ostap Semerak, the acting Head of the Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Security of the Verkhovna Rada Alexander Dom-

brovskyi, Advisor to the Board of Directors and Director for International Cooperation and Strategic Development of Burisma Group Vadym Pozharskyi, the Director of the Energy Community Secretariat Janez Kopač and many others. O.Torvald will represent Ukraine in Eurovision 2017 in Kiev After weeks of selection heats, the Eurovision 2017 host country Ukraine has chosen pop-rock band O.Torvald as its representative for the Eurovision Song Contest 2017 in Kiev. The decision was made within the Ukraine’s National Selection of Eurovision, which was organized by TV channels STB and UA:Pershyi on 25th of February.

O.Torvald who won the selection with song “Time”, was chosen by the combined votes of the jury (50%) and the televoting public (50%). Other finalists to compete for the ticket to this year’s contest included Salto Nazad, Melovin, ILLARIA, TAYANNA and Rozhden. For already the second year STB TV channel (being a part of StarLightMedia

Ryanair Launches Flights in Ukraine The largest low-cost airline in Europe, the Irish Ryanair has announced its first Ukraine flights starting from October 2017. Ukraine has become the 34th country in Ryanair’s route network. Overall, four new Kiev routes will operate to/from London Stansted (five times weekly), Manchester (three times weekly), Stockholm Skavsta (four times

weekly) and Eindhoven (three times weekly). Kiev has long been a popular tourist destination because of the low prices for accommodation, food, and alcohol. Together with planned tourist visa simplification process, the move by the low-cost airline is a great opportunity for Ukraine to boost its tourist sector.

In 2014-2016 due to an economic crisis in Ukraine, more than 80 Ukrainian banks were recognized insolvent and withdrawnby the National Bank of Ukraine from the market. Over the last two years, the National Bank of Ukraine was focused on the reformation of the banking system in Ukraine. Finally after two years of decline, in January 2017 solvent banks in Ukraine have reached in aggregate UAH 338 mio of net profit compared to UAH 980 mio net losses in 2016 for the same period. be baked only from the best wheat flour. You can easily recognize one by its tall and cylindrical shape with a rounded top, which is usually decorated with dough ornaments or a white glaze. It smells divine, and no wonder: its flavorings may include ginger, saffron, vanilla, citron and rum. Paska’s pre-Christian origin is evident in a variety of interesting beliefs, rituals and superstitions. Modern Paska usually has a white glaze made from sugar and egg and is decorated on top with colored wheat grains or poppy seeds. However, according to an old custom, which is still practised in some Ukrainian regions, Paska was decorated with symbolic ornaments connected with spring themes: the awakening of nature, resurrection and rebirth. The most widespread ornaments include the cross and the tryhver, an ancient three-armed symbol. The significance of the cross in Christianity is well-known, but in pre-Christian times, when people’s beliefs were based on nature and its phenomena, the cross symbolised four cardinal directions or four seasons. The tryhver symbol has three rays originating from one dot, meaning air, fire and water.

From willow switches to Paska bread, Ukrainian Easter is a unique blend of new and old traditions, some of which date from before the birth of Christ himself. Easter Day is a public holiday in Ukraine and celebrates Jesus’ resurrection from death, as told in the Bible. Orthodox Easter coincides with the pre-Christian celebration of Velykden (Great Day), an ancient Ukrainian festival of spring celebrated on the occasion of the vernal equinox. The combination means that Easter in Ukraine is a beautiful mixture of traditional Christian practices, folklore and ancient pagan rituals, such as the preparation of Ukrainian Easter eggs (krashanky, pysanky) and, of course, Paska. Note that Easter always falls on a Sunday; in 2017, it will occur on the 16th of April.

Baking of Paskas is a ceremonial affair, during which the household was expected to stay quiet and still. The women preparing the bread were told to keep their thoughts pure, and it was strictly forbidden to eat or even taste paska before it was blessed at the Easter Service on Sunday. In order to dye eggs and prepare krashanky, Ukrainians traditionally use natural dyes like onion peel for rich mahogany and beet root for reds and pinks, but nowadays you can find a wide range of food coloring to dye Easter Eggs. Another important Ukrainian tradition is preparing pysankas, which are eggs painted by hand. A pysanka is a real piece of art, which

Preparation for Easter starts one week before the holiday (a week called “Holy Week”) and begins with Willow Sunday. Unlike people of other countries, who call this celebration of Christ’s entry into Jerusalem “Palm Sunday,” Ukrainians use willow switches instead of palm fronds as their symbolic branches to decorate their homes. This change is due to the willow’s symbolic meaning in the pre-Christian pagan culture as well as lack of local palm trees. Monday, Tuesday and Wednesday are spent preparing food for Easter: baking sweet egg bread (Paska) and dyeing eggs (krashanky). On Clean Thursday, people clean the house and themselves before the big holiday; many people even visit the bathhouse (banya) on this day. Good Friday (also called Mourning Friday) is the day when Christ died. People are not supposed to eat anything and spend the day at church. In theory, no work is allowed, though this is not very practical in modern life!

The word “pysanka” comes from the Ukrainian word for “to write” (“pysaty”) and people believe here that pysanka protects homes from evil spirits and misfortune. The main difference between “krashanka” and “pysanka” is that “pysanka” is decorated raw egg (drained through a tiny drilled hole so that it is empty inside and may be preserved), whereas “krashanka” is dyed hardboiled egg, usually one simple color, meant for eating at the Easter feast. In Ukrainian culture, eggs were always considered as a source of life and symbols of the rebirth of the earth. The symbolism of eggs as religious objects dates back to Ukraine’s pre-Christian past, and decorated eggs have always been a part of religious celebrations in Ukraine. The actual celebration of Easter starts on Saturday night, when many Christians go for an overnight church service. It is not an easy task to stay in church all the night (Orthodox churches have no seats), so most families go to church on Easter morning (before the sunrise) to be blessed by the priest. People bring to church Easter baskets with lit candles, which are filled with the Paska, krashanky and other foods.

As part of the mass, the Easter baskets are blessed by the priest, and taken home by the families to eat in the morning. Note that the Easter is the end of a forty-day period of so-called Great Fasting, which is practiced in Ukraine more than elsewhere! During the Great Fasting, religious people are supposed to avoid eating animal products: meat, eggs and dairy. Now imagine how excited you would be to feast after weeks of this strict diet? According to local traditions, families begin their Easter meal with Paska and the dyed krashanky eggs. Every kid’s favorite part of the morning is the game called “egg battles,” when two people rap their eggs together, and if someone’s eggshell breaks, that person is out of the game. After the Easter service and meal, many people to go out with family and friends to picnics and relax in nature. With busy city life, not everyone today can do all the preparations and rituals as our grandmothers did. Therefore, for some people, preparations for Easter will just mean buying Paska and krashanky at the closest supermarket. Nevertheless, for most Ukrainian families, Easter is an important holiday and a great opportunity to get together in a warm, festive atmosphere with their own family rituals; to call relatives and friends; and to visit church. On this day, instead of “hello,” you will hear people exchanging the sayings “Христос Воскрес!” (“Christ is Risen!”) and “Воістину Воскрес!” (“Truly, He is Risen!”). If you are lucky enough to be in Kiev for Easter, visit a church, enjoy the Easter Festival on Sophiivska Square, and don’t miss the opportunity to try local Paska in cafes, who will always offer it in their menu on this day! Mathieu ARDIN

Highlights of a French Spring festival On the eve of the 14th “Printemps Français” festival, Mathieu Ardin, the executive director of Institut Français d’Ukraine and the Attaché of Culture, shared the secrets of this year’s festival, his own impressions of Kievan life and the development of FrenchUkrainian cultural exchange. Mr Ardin, tell us please, will there be something new in the program of this year’s “Printemps Français” festival? We have been organizing this festival since 2004. Ukraine and France celebrate 25 years of diplomatic relations this year, so we made up our mind to highlight the topic of cooperation between two cities such as Kiev and Toulouse, which have been considered twin cities since 1975. We decided to remind that Toulouse is a reliable partner for Kiev, so there will be several events connected with this city. For example, on 19 April, a famous singer from Toulouse will perform together with the artists of the operetta theater in the City Hall. It is a well-known fact that “Printemps Français” starts with a grandiose street performance. This year on 1 April, there will be a performance (a philosophical one, Galileo) for the opening of the festival on Sophiivska Square. There also will be a performance for the closing of the festival (for the first time, by the way) on the 29th of April near the People’s Friendship Arch (a dance performance: “Transports exceptionnels,” a modern interpretation of “Beauty and the Beast”). Also, 12 Ukrainian dancers from different cities under the leadership of the French choreographer prepared the program and will go on a tour of the Ukrainian festival cities. Within the festival, a well-known play, Antigone, will also be presented. In my opinion, it is an excellent opportunity for Kiev and Toulouse to exchange experiences and acquaint more of the public with their cultures. In addition, under the “Goût de France” program, chefs will arrive in Kiev and prepare French dishes in the local restaurants. However, that is not all we are going to surprise you with!

Is it difficult or easy to develop the cooperation in the area of culture and spread French culture in Ukraine? What cultural areas are 16 Kiev Chek-In

the most interesting for Ukrainian people? It is easy and difficult at the same time. It’s easy, because Ukrainians are very curious and brave people, and they are fond of French culture. However, it happens that they have created an image for themselves and would like to discover and study that France that no longer exists. It is necessary to struggle with the stereotypes and persuade people that France has changed, but nevertheless remains as beautiful as it had been before. Our main task is to introduce Ukrainians to modern France and, frankly speaking, it is not that easy.

How popular is Ukrainian culture in France? You know, for a long time the French believed that Ukraine is situated in Russia. But after the revolution of 2004, they realized that this had been false. After a while, they forgot about it again. After the events of 2014, almost every Frenchman is aware that Ukraine is a separate, independent country.

How long have you been living in Kiev? What were your first impressions of this city and its residents? I visited Kiev in 1979 for the first time and I also came very often in the ’80s and ’90s. I was the head of Institut francais d’Ukraine from 2006 till 2010, and from 2014 till present time. My first impression of Kiev is that the city is very green: there are a lot of trees and odors of flowers. As I came here in spring for the first time, I remember the smell of lilac very well. Over the years, Kiev has changed and started to resemble other European cities: a lot of cars, highrise buildings, shops, cafes. It’s very good, of course, as it shows that the city lives. However, I’m very sorry that the number of trees is decreasing, and the number of yards is decreasing too.

Could you compare the restaurants of French cuisine in Kiev

with the French restaurants in Paris? Do Ukrainians know how to cook French dishes? At first I saw a huge difference, but after a while, I must admit that the French dishes are perfectly cooked in Ukraine! Basically, the chefs of these restaurants had the practice in France in order to understand our cuisine, render our dishes and as a result create new ones.

Do you like Ukrainian cuisine? What is your favourite dish? I really like Ukrainian products. I’m not sure that Ukrainians are aware of this, but your products are of excellent quality and incredible taste. Cottage cheese, pork, vegetables, fruit — they are completely different in France. As you have the products to cook with, consequently the kitchen is also very good. My favorite dish is varenyky with cherries.

What are the strengths and the weaknesses of Kiev as tourist destination for the French, for example? What do you personally like in our city? Kiev has a lot of strengths: beautiful architecture, fascinating museums, comfortable hotels with different pricing policies, availability of city beaches (to be able to go to the beach in summer, which is located right in the city — this is rare for European cities) ... Among the weaknesses I can mention the state of the roads and the rubbish. However despite this, Kiev is a wonderful city, and you need to advertise it so that as many people as possible find out about it.

Are there any places in Kiev that represent French atmosphere? To my mind, there are no such places in Kiev, because it exudes a singular charm. Kiev is a city with a majestic history, its own peculiarities. In a word, there is no other city like Kiev in the whole world. www.kievchekin.com

Kiev is located on the banks of the Dnieper, Paris on the bank of the Seine. Both capitals can be proud of their greenery and good combination of nature and beautiful architecture. What do the French know about Ukraine and how is the collaboration between Ukraine and France in the field of culture, education and science going?

France, which has one of the largest economies in the world, is known globally as a country where highly developed industry, banking and insurance sectors, agriculture, distribution, and tourism successfully combine with great professionalism and a love of making things by hand. In 2016, there was a positive dynamic of increasing the foreign trade turnover between Ukraine and France by about 30 % when the volume of French investment in the Ukrainian economy increased by 1%. www.kievchekin.com

Trade Area gives opportunities for Ukrainian companies to expand the French market. Currently, when due to the conflict in the Eastern Ukraine, Ukrainian machinery is losing a lot of orders, I assume it is time to search for opportunities of subcontracting and cooperation with French companies in this area.

Paris is an extremely popular tourist destination. Every year millions of tourists from different countries visit the city. It not only brings huge profits to local companies and, accordingly, to the budget of the country, but also attracts foreign investment and supports business development, especially trade. Looking at the example of France, tell how we can develop tourism in Ukraine, Kiev in particular?

I think the potential of Kiev is underesti­ mated and great internal work should be done here. There are two important opportunities I would like to underline: 1) Attracting low-cost airlines and increasing investments in the middle-class hotels are great incentives to draw more tourists to the country. 2) Promoting Kiev around the world. Kiev is notable for architectural beauty, hospitality, wide vistas, much greenery, the large Dnipro River with various lakes, and, no doubt, the most beautiful women. Many foreigners already express sympathy for and interest in Ukraine and Kiev in particular. We should just show its main advantages and make people fall in love with this city!

What do you like about the French culture and mentality? How much are the French people and Ukrainians similar to each other? What can we learn from each other?

French people tend to be perfectionists in everything they do and make it with love. For centuries, they tried their best to give the world famous and delicious cheese, amazing wine, the bluest lavender fields and more. French people care about architecture, and they are very eco-friendly nation. Together with that, the French are the great example of enjoying life and love of life. In common with Ukrainians, they are a freedom-loving nation and feel a strong sense of responsibility for the future of the country.

What is your greatest professional dream?

Every dream should be a bit fabulous. What I really like is the constant process of self-development that allows me to set increasingly high goals throughout the life. My professional dream is to make the organization where I work and that I like, Ukrainian Chamber of Commerce & Industry, the most friendly organization in Europe. I wish Ukraine was not only perceived as a part of Europe but started introducing some new progressive trends and directions in Europe. Together with that, I have a certain personal dream — to run a 100km ultramarathon that requires high level of discipline, self-possession and perseverance on a long-term horizon.

Tell us about your favorite place in Kiev and explain why.

I love Kiev the most in the early morning when the city just wakes up and soft sunlight appears through the thin morning mist. I am fond of running near Kiev Pechersk Lavra where wide horizons and charming views please the eye and indulge the soul. For me, the best place for meditation, full of intimate and positive energy, is Trukhaniv Island. I would like Trukhaniv Island to become the Central Park of Kiev, a must-see place where many excited tourists make a wish to come back to Ukraine again.

Both fountains in the Mariinsky Park and their twin brothers near the Golden Gate and the Ukrainian Drama Theater, the home of the Opera Theater, were designed by German architects Schilla and Schreter. CASH & CURRENCY EXCHANGE In Kiev most retail points you can use credit cards to pay, however, traveler’s checks are generally not accepted. It is highly advisable always to have some cash with you as well. Note that all cash payments within Ukraine are allowed in the local currency Hryvnia (UAH) only. As of this writing, 1 USD equals to roughly 27 UAH.

You can easily exchange any major foreign currency to Hryvnia at the airport, one of the local banks, or endless exchange kiosks located around the city. Because of non-favourable rates at the airport, only exchange minimum amount at the airport. Whenever exchanging the money, you can ask for a “form 377” in case you plan to exchange leftover Hryvnia back to foreign currency when leaving the country.

The easiest way to navigate the city is to use Uber or Uklon (a local Uber like service) taxi service. Traditional taxi service companies in Kiev often have very poor and unpredictable service and therefore it’s better to avoid them. Both Uber and Uklon can be booked online through their mobile application have very good service and are very cost-effective as well.

Additionally, you can easily get around the city using metro, which is cheap and covers all the main destinations in Kiev. One way ticket regardless of your destination costs only 4 UAH. Note that during morning and evening rush hours, metro can be quite crowded. For safety, keep your belongings under your watchful eyes in metro and any other crowded places. For your convenience, a map of the Kiev metro network is included at the end of our magazine.

LOCAL SIM CARD If you are going to be in Ukraine for more than a day or two, we highly recommend that you get a local pre-paid SIM card. There are three major mobile operators in Ukraine: Kyivstar, Vodafone, and Lifecell and you will be fine with any one of them. You can get a monthly tariff plan that offers relatively

inexpensive mobile communication and unlimited 3G Internet at just $4-6 per month. You can buy the pre-paid SIM card at the airport or just about everywhere in the city-centre including supermarkets, press kiosks, street stands, and stores selling cell phones.

ACCOMMODATION If you are traveling on business, you will feel quite at home staying at one of the many well-established international hotel chains such as Hilton, Radisson, InterContinental, Hyatt, Fairmont Grand, etc. in Kiev. However note that their prices in Kiev can be quite steep for a non-business traveler (in the $200-400 range per night).

INVESTING IN UKRAINE

REQUIRED DOCUMENTS

Foreign nationals are allowed to pay for their investments in Ukraine (opening a business, buying real-estate or any other type of investment) in two possible ways:

In order to open an investment bank account, you will need to file a number of documents with the bank, namely:

1. Directly from their account overseas (in this case payment is made in foreign currency); -or-

2. Temporary residence permit in Ukraine (if any).

2. By opening an investment bank account in Ukraine. In this case, the foreign national must transfer money in foreign currency to the investment account, sell currency at an inter-bank foreign currency market and pay for investments in the national currency, hryvna (UAH). Note that an investment account is the only type of account in Ukraine for foreign individuals that allows them to make settlements for their investments. Opening an investment bank account (rather than paying for your investments directly from your account overseas) would be a good option when: • payment has to be made in UAH (if required by the seller); • you have money in your current account in Ukraine (which you can transfer

1. Your passport, issued overseas.

3. Tax number in Ukraine (if any). 4. Application for opening of investment bank account. 5. Notarized signature card with signature of the account owner and any authorized persons. 6. If you authorize a third person to dispose your account in foreign currency, the power of attorney has to be in notarial form (if issued overseas it has to be legalized / apostilled). In addition, you have to provide the passport copy and tax number of such representative. Additionally, Ukrainian law allows banks to require additional documents in accordance with the bank’s internal provisions. Therefore you should check with your intended bank about any additional documents that may be required.

You can also open an investment bank account though a representative; for that you need to provide him/her with a notarial power of attorney authorizing such representative to act on your behalf in the bank, sign documents in order to open the bank account and certify copies of documents for the purposes of your identification (if issued overseas, the PoA has to be legalized / apostilled). You should take into account that operating your investment account through internet banking systems in many cases is not possible in Ukraine. Therefore, in order to dispose your account you may need either to travel to Ukraine or provide your local representative with the authority to perform any transactions.

TRANSACTIONS THAT ARE ALLOWED FROM AND TO THE INVESTMENT BANK ACCOUNT

Investment bank account in Hryvna (UAH) is used for making settlements for your investments in Ukraine (both at the time of buying and selling), receiving profit from investments (e.g. dividends, rental income etc), payment to Ukrainian customs or tax authorities, payment of bank fees, payments to residents for goods and services, related to making of foreign investments in Ukraine and their maintaining of foreign investments (e.g. payments to agents, notaries, appraisal companies, or stock market service providers). It is also allowed to transfer cash in UAH to your investment account from your own current, investment or deposit account in UAH in Ukraine and vise verse.

It is important to remember that foreign currency purchase in Ukraine and transferring money from Ukraine overseas is strictly regulated by Ukrainian law with exclusive grounds and required documents for such transactions. Therefore, in order to be able to repatriate your investments from Ukraine it is important to make investments strictly in accordance with Ukrainian Banking and Investment law.

ANTI-CRISIS TEMPORARY RESTRICTIONS

Due to the economic crisis, which started in Ukraine in 2013, the National Bank of Ukraine (NBU) has implemented a number of temporary restrictions aimed at stabilizing the hryvna and stopping return of some types of foreign investments and investment income from Ukraine. In spring of 2016, the NBU has declared gradual elimination of such restrictions and the liberalization of existing strict currency market control. Some restrictions have already been cancelled.
