Killarney faces further government owned building dereliction Indecisiveness by a government agency could lead to more dereliction in Killarney. This week the Health and Safety Executive said it was to review the future of both the District Hospital and St. Columbanus Home. The new community hospital is currently under construction on a site adjoining the by-pass on the old St Finan’s site. It is expected to open later this year or early next year and while it is a welcome addition to the town, there should also be alarm bells going off. Government agencies and Killarney have a very poor record when it comes to managing state-owned assets that are no longer in public use. St Finan’s is a prime example. Vacant since 2012, nobody seems to know what should be done with the listed building and the more the never-ending debate continues, the more it falls into further disrepair. But that is not the only building in Killar-

ney that has been allowed to depreciate over the years. The Áras Phádraig on Lewis Road in another example. Plans for the redevelopment of Áras Phádraig were given the go ahead by elected councillors last year. The popular local community centre has been idle since May 2009 when the Franciscan Community attempted to transfer ownership of the facility to the town council; however this ran into trouble as the authority is not a charity. It took until 2017 before the legal hitch could be overcome with the site now derelict and in need of considerable investment. Five years later Killarney Municipal District approved plans to re-develop the site under the Urban Regeneration and Development Fund. To qualify for the funding, councillors

were told that the inclusion of the Primary Care Unit was a redline issue as without it funding under the Urban Regeneration and Development Fund the would not be forthcoming for the entire project. That in itself raises further alarm bells. A year on nothing has been done to the Lewis Road site and we are fast approaching 15 years of idleness. But, this week at a Cork/Kerry Community Health Forum meeting TD Danny Healy-Rae asked that when the District Hospital and St. Columbanus Home become unoccupied that at least one of them could be turned into a primary care unit. “I again raised a very important issue about the Minor Injuries Unit and pointed out they will have two wonderful sites available to them when Killarney closes as these are ideal locations with adequate parking for the Minor Injuries

Unit and central to East Kerry, Mid Kerry and South Kerry and would also help to reduce the chaos at the A and E in University Hospital Kerry, I am glad that I received a favourable response from the HSE where they said they would give this request active consideration,” he said. So, if Healy-Rae’s proposal gets the favourable response he has been promised what becomes of the Áras Phádraig plans. Killarney does need a primary care unit, it does not need two. So either the Lewis Road project gets shelved to make way for the Healy-Rae proposal or the latter idea never gets off the ground. Whatever the outcome, one thing is certain, Killarney faces more state-owned dereliction and the town’s track record in such matters is very, very poor. Anyone know what is happening at the council-owned Pretty Polly site?

The Gleneagle Hotel celebrates World Mental Health Day A new Quiet Room for Gleneagle employees was officially opened this week to coincide with World Mental Health Day. The Quiet Room is designed to provide employees with a space where they can recharge, engage in mindfulness and relaxation exercises, or simply enjoy a moment of silence. “Quiet rooms reduce workplace stress and improve well-being. We have designed this space to cater to any member of our team seeking timeout from the hustle and bustle of the workplace. It is part of our ongoing commitment to creating an exceptional workplace for our employees” said Eilis Loughrey, Director Of People and Culture for The

Gleneagle Group. “We hope that this addition will provide our team with a space to relax when needed, ultimately benefiting both our employees and the business.” Other benefits of working with the Gleneagle Group include complimentary access to our full leisure centre facilities, access to trained mental health first aiders, social events for employees and their families, meals on duty, learning and development opportunities, and regular employee rewards for exceptional behaviour.

The dispute centres on pay disparities. Most medial and care staff employed by the Health and Safety Executive are paid under Section 38 pay structures. However KPFA is funded by government under Section 39 and that rate is lower that Section 38 employees. KPFA is having difficulty retaining staff as many to more-lucrative Section 38 jobs. In a letter seen by the Killarney Advertiser, Marie Linehan, the KPFA’s chief executive outlined her concerns. She said: “KPFA is losing staff who are taking up employment directly with the HSE or with a Section 38 employer. In the current year, up to the end of July, we have lost a significant number of staff for these very reasons. KPFA fully supports the need for pay parity, and we have long advocated for this. Unions have asked KPFA to address the issue of pay parity for our employees, but we are not funded to do this and we have forwarded this request to the HSE, our primary funders, to seek this level of funding.” The situation has now escalated and strike action has been served. Ms Linehan added: “We have in the last week been advised by unions, that following a ballot of their members who are KPFA employees, the have unanimously

voted to proceed with strike action.” Strike action will commence on Tuesday and the staff will not return to work until there is some resolution of a renewed round of talks. “Obviously, this is a very serious situation and I would like to assure you that we are seeking engagement with unions,” she added, “We also recognise the significantly disruptive impact strike action will have on people we support and their care givers and families and this remains a priority for the Senior Management team.”

Time to eradicate the poop bags from the trees Close to 50 dog-poop bags were collected by the National Parks and Wildlife Services outdoor staff on one particular stretch of path between Muckross House and Lower Torc in recent weeks. “This unsightly phenomenon can become extinct,” said an NPWS spokesperson. “We all love our four-legged friends, let’s do the decent thing for our pooches. take a few extra steps to discard those poop bags in our own bins or designated poop bins.” Killarney National Park is of high ecological value because of the quality, diversity, and extensiveness of many of its habitats and the wide variety of species that they accommodate, some of which are rare. The park was designated a UNESCO Biosphere Reserve in 1982, and forms part of a Special Area of Conservation.

Overall the scheme has been declared a huge success but some people are not returning their cups and the team behind the unique plan have issued a plea to participants so that the cups remain in circulation. “If you have a stack of 2GoCups at home or at work, bring your extra cups to any of the participating businesses and get your deposit back,” said organiser Ciara

Treacy. “Coffee shops want to have the cups returned - it avoids them having to purchase more. Let's create a closed circular system and keep those cups in use. Community college donates €500 to Kerry Hospice

Staff at Killarney Community College donated €500 to Kerry Hospice. Teachers participated in the recent Bewley’s Big Coffee Morning in aid of the hospice. ‘This money will no doubt be put to great use in supporting people in difficult times. This charity has an extra special meaning for Killarney

Community College as they have had members of staff, who in challenging times, were supported by this outstanding service,” said principal, Stella Loughnane. “The college was delighted to host this event to raise funds for Kerry Hospice which provides so much support to our community at times of need, it is so important to give a little back.”

Killarney named Ireland’s Tidiest Large Town The success of Killarney in winning Ireland’s Tidiest Large Town in this year’s national Tidy Towns Awards is a testament to the sense of community in the town, Cathaoirleach of Killarney Municipal District, Cllr Brendan Cronin stated. As well as winning the title of Ireland’s Tidiest Large Town, Killarney missed out on the overall Tidy Towns award by a single point, but also captured a Gold Medal and was overall winner in the South West and Mid West Region. It marks a consistently high level of results in the national Tidy Towns Awards over the past 20 years, and according to Cathaoirleach Cronin, it demonstrates the pride that the people of Killarney, the businesses and the various organisations have in their town. “We are honoured to have been named Ireland’s Tidiest Large Town today,” he said, “and I want to pay a huge tribute to everyone who has been involved in Killarney receiving the award. This is a team ef-

fort, and much like the successes of Kerry football teams over the years, it isn’t down to a single person. This award is due to the combined efforts of the Killarney Looking Good committee, the staff and outdoor crews from Kerry County Council, the residents’ organisations, businesses, community groups and individuals. When we come together as a group, as a community, the sky is the limit, and the proof of that can be seen by today’s award.” The Cathaoirleach took time to pay tribute for former Chair of Killarney Looking Good Yvonne Quill, who passed away last year, and stat-

ed that it was a fitting honour that the work she had overseen has continued. “The Tidy Towns report on Killarney highlights the work being put in by the schools in Killarney with their Green Flags. This is hugely important as it means that the huge work that Yvonne and her committee put in over the years is being taken up by the next generation,” the Cathaoirleach said. “As a result, we are confident that for generations to come, the hard work necessary to achieve this success will be carried on and that Killarney will be well represented every year during the national Tidy Towns Awards.” Ireland South MEP, Seán Kelly, has congratu-

" “I am also delighted to see that my own town of Killarney has not only be awarded the title of Ireland’s Tidiest Large Town, but also the winner of the Regional Award for the South West and Mid-West Region. We have a bustling tourism industry in Killarney and hopefully this recognition will provide an additional boost to the town. Fully deserved in my view. "As an MEP, my work brings with it a lot of travelling. I may be a bit biased, but I can safely say there is no better place in the world than Killarney. It’s a beautiful town with fantastic surrounding natural scenery, the Killarney Tidy Towns group have done the whole community proud and they deserve a lot of credit for their hard work. It is not just Killarney, Tralee, Listowel and Kenmare also received good medals, so well done to them as well."

Town’s bid for overall award starts now It is most fitting that Killarney’s superb success in the national Tidy Towns Competition almost coincides with the first anniversary of the passing of Yvonne Quill who spearheaded the local campaign year after year, Killarney Chamber of Tourism and Commerce has said. Yvonne was the driving force behind the Killarney Tidy Towns project and the Killarney Looking Good Competition for several years and the seeds that were sown during her time at the helm are now

coming to fruition, the business organisation said. A statement issued by joint Chamber Presidents, Johnny McGuire and Pádraig Treacy, thanked all involved for helping Killarney to win the prestigious title of Ireland’s Tidiest Large Town which is something, they said, that everybody can be very proud of. “Great credit is due to the management and outdoor staff of Killarney Municipal District Council for their remarkable dedication in presenting Killarney in the best

possible light. “The effort they put in and the quality and consistency of their work on projects such as planting and the presentation of the town’s roundabouts is the real reason Killarney was represented on the victory podium in Croke Park and we all owe them an enormous debt of gratitude,” the statement read. “We also acknowledge the direction given by the Mayor of Killarney, Cllr Brendan Cronin, and the elected members who always have the best interests of the town

and its people at heart”. The Chamber praised the many volunteers who roll up their sleeves to help out in the weekly clean-up projects and those involved with the Meitheal, working on important projects in places like the Abbey Wood and Cloghereen Stream. The business organisation also thanked its members and the town’s retailers for ensuring their premises are well presented and the residents’ associations and individuals for the great pride they show in their home town.

Garda Youth Achievement Trudi Lawlor Award for Aliza Gul INEC tribute to Tammy Wynette Killarney Community College fifth-year student Aliza Gul was a recent recipient of a Garda Youth Achievement Award.

The music of Tammy Wynette and George Jones will be celebrated in the INEC on Sunday night. ‘Stand By Your Man’ is a nationwide tour by Irish artist Trudi Lawlor and legendary Nashville star Max T Barnes. Award winning vocalist Lalor has teamed up with the Nashville legend Max T Barnes and a super live backing band to perform all the hits from these two Country Music icons in a fantastic show called Stand By Your Man’ The songs and music of Tammy Wynette and George Jones.’ Trudi has been a fan of Wynette all her life and she recently fulfilled a lifelong ambition to actually record the iconic Tammy hit ‘Stand By Your Man.’ “I was invited to perform the song on the Late Late Show last year and the reaction to that was amazing. Of course this year marks the 25th anniversary of the passing of the great Tammy Wynette, so I thought it would be appropriate to record and release

a new version of her biggest hit. I am also honoured to have been invited to perform the songs and music of Tammy Wynette and George Jones in a concert tour in October. I am really looking forward to this and I am delighted to have the great Max T Barnes coming over from Nashville especially to perform the songs of George Jones as part of this tour. QUEST KILLARNEY: an awesome season finish in the heart of Killarney Adventure race enthusiasts from all corners of the country descended upon the picturesque town of Killarney last Saturday for Quest Killarney – the final event of the 2023 Quest Adventure Series. This year drew a whopping 1,800 participants, geared up to run, cycle and kayak the stunning natural surrounds of the National Park. A significant change for Quest Killarney saw the event kick off and culminate right in the heart of Killarney town centre. This shift in finish line location created an unparalleled post-event festival vibe, allowing participants to celebrate their triumph with family, friends and loved ones. Furthermore, following in the pioneering footsteps of Killarney becoming Ireland’s first Single-Use Cup Free town, Quest Killarney also became a single-use cup free event this year. Winners of the 32km Challenge route were Paul Feeney for the men (01:27:32) and Alice Smith for the women (01:40:34). After a fantastic race, competitors were treated to a feast of hot, mouthwatering food, and party music at the finish line. Jordan Lee wants local fans to get to the Paralympics in Paris With less than a year to go, Paralympics Ireland is preparing Irish athletes to deliver world class performances and aiming to win multiple medals at the 2024 Games. Kilcummin children’s art exhibition is final event of Pride in Peatlands project An exhibition of artwork at the Kilcummin Rural Development Group office opens on Saturday 3pm, showcasing the creative work of children from Coolick, Anabla and Kilcummin Primary Schools. The show features clay pieces, cyanotypes, poetry and a creative map of Kilcummin bog, all inspired and informed by the children’s visits to their local bog and created in collaboration with Kerry artists Zoe Uí Fhaoláin Green and Emer Fallon. The exhibition will open with music from local musician Kirill Healy and features voices from the Kilcummin Community sharing their memories and stories of the bog. As part of the event members of the community will be invited to hang their hopes and wishes for the bog’s future on a creative wishing tree. The exhibition is the last in a series of events taking place as part of the Pride in our Peatlands project, funded by Kerry County Council with a Creative Ireland Grant. Previous events included a guided

biodiversity walk and talk on Kilcummin Bog, a creative community session in Kilcummin village with a talk from Thomas Canavan of Tralee Wetlands, and a series of school visits and creative workshops. Artists Zoe Uí Fhaoláin Green and Emer Fallon are particularly grateful for the support the project has received from the community. “We really appreciate how the teachers and schools of Kilcummin gave their time and support to facilitating the school visits. The bog is such a special place, and the work that the Rural Development Group does in maintaining and highlighting the walking routes up there is amazing. Kerry star Paudie proves a major attraction Taking a very brief break from Kerry senior championship duties with East Kerry and preparations for the intermediate championship final with Fossa, Paudie Clifford didn’t get much time to relax at the opening of a new JD Outlet in Killarney on Saturday morning. The attacker is currently in the throes of a hectic season with the divisional side taking on St Kieran’s in the quarter-finals of the Kerry SFC next weekend with his beloved club due to play neighbours Milltown/Castlemaine in the intermediate decider in early November. Paudie stepped away from the training pitch for a short time on Saturday to cut the ribbon at the new JD store at Killarney Outlet Centre which has created over 15 new jobs, both full-time and part-time. He was in big demand for snapshots, selfies and autographs from a host of Kerry supporters – of all ages – and wide-eyed young fans were thrilled to meet and greet the all-action hero who captained Fossa to the All-Ireland Junior Championship title in Croke Park last January. Paudie said he expects the latter stages of the Kerry senior championship to be far more competitive than the prolonged group system and that players with ambitions of making it at an inter-county level will have an opportunity to catch the eye of Kerry team trainer Jack O’Connor in the coming weeks.

“This is probably the time for players to stand up,” he remarked. There was an electric atmosphere in the Killarney Outlet Centre for Saturday’s opening with a long queue forming to avail of some incredible opening day discounts. • PERSONAL TAX USC Rates and Bands

The ceiling of the 2% USC rate will be increased from €22,920 to €25,760 to ensure it remains the highest rate of USC paid when the National Minimum Wage increases on 1 January 2024 to €12.70. The 4.5% rate of USC will reduce to 4% from 2024 onwards. Incomes of less than €13,000 are exempt from USC. Otherwise, the following USC rates and bands will apply from 1 January 2024 onwards: USC Thresholds for 2024 First €12,012 Next €13,748 Next €44,284 Balance Self-employed income over €100,000 surcharge

It was also announced that the reduced rate of 2% USC that currently applies to full medical card holders and those aged over 70, whose aggregate income does not exceed €60,000, will be extended for two years to the end of 2025.

Income Tax Bands and Credits

There will be an increase of €2,000 to the standard rate income tax band. The entry point to the 40% income tax rate will be €42,000 for single individuals and €51,000 for married couples (with one earner) for the tax year 2024 onwards. The Personal Tax Credit, Employee Tax Credit and Earned Income Tax Credit will each be increased by €100 to €1,875 for the tax year 2024 onwards. The Home Carer Tax Credit will be increased by €100 to €1,800 and the Single Person Child Carer Tax Credit will be increased by €100 to €1,750. In addition, the Incapacitated Child Credit has been increased by €200 to €3,500.

Rent Tax Credit

The Rent Tax Credit will be increased to €750 for individual renters, or €1,500 per year per jointly assessed married couple or civil partners, for the tax year 2024

and 2025. The Minister also announced an amendment to allow payments made by parents in respect of “digs” or rent-a-room accommodation for their children to attend an approved course, to qualify for the credit. This change will apply retrospectively for the years 2022 and 2023.

Help to Buy

The Help to Buy (HTB) scheme will be extended for a further year to the end of 2025. The scheme will also be amended to include properties purchased through the Local Authority Affordable Purchase (LAAP) scheme. This change will take affect from 11 October until the revised end of the HTB scheme in 2025.

Mortgage Interest Relief

Budget 2024 introduces a temporary one-year tax credit for taxpayers with an outstanding mortgage balance on their principal private residence (PPR) of between €80,000 and €500,000 as of 31 December 2022. The taxpayer must be compliant with Local Property Tax (LPT) requirements. Mortgage Interest Relief will be available at the standard rate of income tax of 20%. It will be available in respect of the 2023 tax year on the increase in interest paid in 2023 over interest paid in 2022. The amount qualifying for relief will be capped at €6,250 per residence, equivalent to a maximum tax credit of €1,250. To claim Mortgage Interest Relief, the taxpayer must file a tax return with Revenue. The relief will operate by way of a credit offset against the taxpayer’s income tax liability in 2023. It is anticipated that claims for the relief can be made in early 2024. Further details will be set out in the Finance Bill.

Benefit-in-Kind (BIK) for company vehicles

A relief of €10,000 to be applied to the OMV of cars in Category A-D in order to reduce the amount of BIK payable. This relief was not applicable to cars in Category E. This treatment also applied to

all vans and EVs. For EVs, the OMV deduction is in addition to the existing relief of €35,000 currently available for EVs. The upper limit in the highest mileage band was reduced by 4,000km to 48,001km. These temporary measures were retrospectively applied from 1 January 2023 to remain in place until 31 December 2023. Budget 2024 extends the temporary universal relief of €10,000 applied to the OMV of a vehicle (including vans) for vehicles in Category A-D and the amendment to the lower limit of the highest mileage band to 31 December 2024. The current reduction of €35,000 in OMV will continue to apply for all EVs until the end of 2025, followed by a reduction of €20,000 in 2026 and €10,000 in 2027.

PRSI

Today, the Minster confirmed all PRSI contribution rates will increase by 0.1% from 1 October 2024.

• COST OF LIVING MEASURES FOR HOUSEHOLDS Minister Donohoe announced a range of cost-of-living measures including:

• A further €450 credit for household energy bills which will be paid in three instalments of €150, with the first payment to be made between the end of 2023 and April 2024. • A lump sum payment of €300 will be made in November to recipients of the weekly Fuel Allowance payment. • An additional lump sum payment of €400 will be made to those in receipt of the Working Family Payment in November. • The normal Christmas bonus for eligible social welfare recipients will be paid in early December. • A further once-off double week "Cost of Living Support" payment to all qualifying Social Protection recipients will be paid in January.

Hoteliers deeply disappointed with budget 2024 The Irish Hotels Federation (IHF) today expressed deep disappointment with the lack of measures in Budget 2024 to address the soaring costs of doing business for tourism and hospitality, Ireland’s largest indigenous employer. IHF President Denyse Campbell said that the failure to address Government-controlled business costs was an enormous concern, particularly in relation to employers PRSI. “We are now at a crossroads in terms of business costs for labour intensive industries, such as tourism and hospitality. A fundamental restructuring of employers PRSI is now essential for our sector. This is one area where Budget 2024 could have made a tangible difference by introducing a targeted rebate on em-

ployers PRSI over the next 36 months. The lack of any support in relation to PRSI is extremely disappointing and must be revisited urgently,” she said. Ms Campbell noted that Irish tourism and hospitality has experienced unprecedented increases in operating costs over the last eighteen months. With no let-up in sight, cost inputs are continuing to rise right across all areas of business for hotels and guesthouses at a time when they are also dealing with a significant rise in interest rates. 13.10.2023 • A lump sum payment of €200 to recipients of the Living Alone Allowance will be paid in November. • A once-off payment of €400 to those who qualify for the Carer's Support Grant will be made in November. • A once-off payment of €400 to those who qualify for Disability Allowance, Invalidity Pension and the Blind Pension will be made in November. • A double Child Benefit payment, worth an additional €140 for each child, will be made to all qualifying households before Christmas. A double payment of the Foster Care allowance will also be made. • A once-off payment of €100 per child for those who receive the Increase for a Qualified Child(ren) on their social welfare payment in November 2023. • A €12 increase in the weekly social welfare payments including the State pensions, with proportionate increases for qualified adults. • A once-off reduction in the Student Contribution of €1,000 for free fees students; a once-off reduction of approximately 33% in the contribution fee for apprentices in higher education and an increase in the Post-Graduate Tuition fee contribution by €1,000 for student grant recipients. • An extension of the fee reduction on school transport services for a further year, an extension of the fee waiver for students sitting State exams.

• MISCELLANEOUS MEASURES • The Minister confirmed that VRT relief for battery electric vehicles (BEVs) will be extended by two years to the end of 2025. • A revised Bank Levy will be introduced in 2024 which will be payable by banks which received State assistance during the banking crisis. The target yield for the levy for 2024 is €200 million.

• SMES AND SUPPORTS FOR ENTERPRISE Key Employee Engagement Programme (KEEP)

The amendments to the KEEP, which were subject to State aid approval included, extending the scheme to the end of 2025, doubling the lifetime company limit for the KEEP shares from €3 million to €6 million, and enabling CGT treatment to apply to the buyback of KEEP shares by a company from a relevant employee.

Capital Gains Tax Relief for Angel Investors

The relief will be available to an individual who invests in an innovative start-up SME for a period of at least 3 years. The investment by the individual must be in the form of fully paid-up newly issued shares costing at least €10,000 and constituting between 5% and 49% of the ordinary issued share capital of the company. Under the relief, qualifying investors may avail of an effective reduced rate of CGT of 16% (or 18% if through a partnership) on a gain up to twice the value of their initial

investment. There will be a lifetime limit of €3 million on gains to which the reduced rate of CGT will apply.

Retirement Relief

Retirement relief from CGT applies on the disposal of business or farming assets where the person disposing of the asset is aged 55 or over and both owned and used the asset for 10 years prior to the disposal. The Minister confirmed that from 1 January 2025, the upper age limit will increase from 65 years to 70 years. In addition, there will be a new limit of €10 million on the relief available for disposals to a child up until the age of 70 years. The reduced relief which is available on disposals from age 66 onwards will apply from age 70.

• PROPERTY Rental income relief for small landlords

Subject to certain conditions, rental income of €3,000 will be disregarded at the standard rate of income tax in the tax year 2024. This disregarded amount will increase to €4,000 for 2025, €5,000 for 2026 and 2027 tax years. This means that the relief will reduce tax on residential rental income by up to €600 in 2024, €800 in 2025 and €1,000 in 2026 and 2027. A claw-back of the full relief granted will arise if the landlord removes from the rental market within four years. To avail of the relief, the tenancy must be registered with the Residential Tenancies Board or the residential property must be let to a public authority (including a Local Authority). The relief will be capped at the tax liability on the rental income and will be apportioned in the case of jointly owned properties, based on the percentage of the rental income to which each owner is entitled. The relief is available to individual landlords only. Landlords must also have tax clearance and comply with their LPT obligations.

Vacant Homes Tax (VHT)

Today, the Minister announced that the rate of VHT will increase to five times the property’s existing base LPT liability. This increase will take effect from the next chargeable period for VHT i.e. from 1 November 2023 to 31 October 2024.

Residential Zoned Land Tax (RZLT)

The Minister announced a one-year extension to the liability date for RZLT to allow for the planned 2024 review of RZLT maps to take place and afford affected landowners with a further opportunity to engage in the process. This will defer the first liability date to 1 February 2025.

Defective Concrete Products Levy

Minister McGrath intends to bring forward a legislative amendment in next week’s Finance Bill to ensure the Defective Concrete Products Levy (DCPL) will no longer apply to pouring concrete used in the manufacture of precast concrete prod-

With effect from 1 January 2024, the existing VAT registration thresholds for businesses will increase from €37,500 for services and €75,000 for goods to €40,000 for services and €80,000 for goods, respectively.

Zero-rating of e-Books and audiobooks

The Minister announced that the zero rate of VAT will apply to the supply of e-books and audiobooks from 1 January 2024, aligning their VAT treatment with that of printed books.

Zero-rating of the supply of solar panels for schools

The zero rate of VAT on the supply and installation of solar panels will be extended to schools from 1 January 2024.

Charities VAT Compensation Scheme

The total annual capped fund for the Charities VAT Compensation Scheme will increase from €5 million to €10 million from 1 January 2024.

• EXCISE DUTY Mineral Oil Tax Rates

The Minister has extended the temporary excise rate reductions applying to auto diesel, petrol and Marked Gas Oil (MGO), which were due to expire on 31 October 2023, until 31 March 2024. The outstanding amounts of 8 cent on

commercial rates. “This is completely unacceptable as publicans paying higher rates are also likely to employ more staff so face a situation where they have no support but must cover the government imposed increased wage costs. In addition, energy costs remain twice the level experienced two years ago. “We need a scheme that covers all our members for the simple reason that the cost of doing business has soared for every pub in the country. We can’t have a situation where pubs are penalised for paying higher rates. The scheme must be enlarged and enhanced for all pubs.”

Minister McGrath plans to introduce a domestic tax on e-cigarettes and vaping products in Budget 2025.

• CLIMATE AND ENVIRONMENTAL TAX Carbon Tax

The rate of Carbon Tax will increase by €7.50 from €48.50 to €56 per tonne of carbon dioxide emitted for petrol and diesel from 11 October 2023 for auto diesel and petrol and to all other fuels from 1 May 2024.

Microgeneration of electricity

The Minister confirmed an increase from €200 to €400 in the exemption from income tax, USC and PRSI for certain profits arising to a qualifying individual who generates energy from renewable, sustainable or alternative energy sources for their own consumption.

The R&D Tax Credit will be increased from 25% to 30% in respect of qualify-ing expenditure in 2024. The first claims will be filed in 2025. The first-year payment will be increased from €25,000 to €50,000.

Film Tax Credit

The cap on qualifying expenditure will be increased from €70 million to €125 million, subject to State aid approval.

Accelerated Capital Allowances for Energy Efficient Equipment

This scheme has been extended for a further two years to 31 December 2025.

Garda Paudie Twohig remembered by colleagues The late Garda Paudie Twohig was remembered by his friend and colleagues last weekend. Garda Twohig was a hugely popular member of An Garda Síochána and was a much-loved member of the local community since he first arrived here 19 years ago.

Staff at Killarney manufacturing facility Tricel are to get a 2GoCup in an effort to reduce waste at the factory. This is the first business outside of catering or hospitality to implement the scheme. The Killarney Coffee Cup Project showcases a community's commitment to environmental stewardship by implementing a single-use cup ban. It sets an example for other regions and encourages similar initiatives elsewhere. More than 18.5 tonnes of rubbish are expected to be removed from the Killarney municipal waste network due to the Killarney Coffee Cup Project. "Tricel's commitment to this initiative shows a dedication to environmental

responsibility and community engagement. The initiative contributes to the reduction of single-use plastic waste and the promotion of sustainability. KMHA embrace World Mental Health Day but call for more support Kerry Mental Health Association (KMHA) has been fostering mental wellbeing, eradicating stigma, and offering companionship to those in need in Kerry since 1966. On the week of Mental Health Day, we caught up with the organisation’s General Manager John Drummey to chat about the services they offer locally, some upcoming events and the increased supports needed. As John explains, “KMHA's programs and services are driven by the dedication of our volunteers and staff. They are the ones who extend vital support to individuals with mental health challenges, offering free and affordable mental health first aid courses for the community. We envision a community where everyone values their mental health, understands how to care for it, and offers respect and support to those dealing with mental health challenges.”

LOCAL ACTIVITY

The day-to-day activities of KMHA are based at The Ross Café, located at the former Ross Products factory here in Killarney. The café is a welcoming space for locals to meet and chat a few times a week. Serving home-cooked food, sandwiches, baked goods, and other delightful treats from Monday to Thursday (9:30 AM to 4 PM) and on Fridays (9:30 AM to 2 PM). Kerry Mental Health Association is also actively involved in numerous events that foster community engagement and raise awareness. These include last week’s #TieDayFriday Fundraising Business Breakfast in The Great Southern Killarney which was attended by Kerry Captain David Clifford and his on-field marker from Mayo Pádraig O’Hora. The expert panel discussed the importance of staying connected in our communi-

ties and how to look after our mental wellbeing. Other recent events include the Human Chain Challenge at Strickeen, and the Office Chair Racing during the Tralee Food Festival. The Vintage Agri Events group is also organising a fundraising Tractor Run from Fossa to Killarney on Sunday, October 15th, with proceeds benefiting KMHA.

CHALLENGES

KMHA currently employs four staff members in their café and office, and they are continuously seeking prospective volunteers to augment their dedicated team but John is keen to point out that bureaucratic requirements have posed challenges to not-for-profits and charities like KMHA in recruiting volunteers, necessitating a higher-level discussion, particularly in the absence of sufficient state funding for vital services. Speaking ahead of the budget on Tuesday last, John acknowledged the importance of government support in the realm of mental health but believes a substantial increase of at least €100 million in mental health services is needed, with €25 million allocated to maintaining existing service levels and €75 million dedicated exclusively to expanding and improving services to address new challenges. This family fun run/walk event and prelude to Halloween, is run by Kilcummin National School Parents Association and will help to raise funds for the Kerry Stars Special Olympics Club and the school. School Parents Association chairperson, Joanne O'Sullivan said it’s a great opportunity for everyone to dust off their costumes before Halloween night. “The fund raising part of the day is really important and it is great the event will be supporting two organisations this year the local school but also the Kerry Stars Special Olympics Club. We also want to make sure that it’s a great family event where everyone can really enjoy all aspects of the Halloween season, so we’re encouraging everyone, children and

adults to come out in costume and make the most of the day,” she said. “We had such great success with this fundraiser before Covid and are so glad to see its return this year. We are planning the usual after party and the Best Carved Pumpkin Competition where we hope all the boys and girls will come on the day with their pumpkins carved creatively,” added Ann Marie O Leary, one of the organisers of the event. Registration for the Fun run will commence at 11.30am in the school hall and everyone is welcome. To date Spooky Sprint has raised €6,500.00 and it’s hoped that this year’s event will be just as successful as previous years.

Residential tenancies legislation outlines most tenant’s rights and responsibilities. Leases or other tenancy agreements cannot take away from your rights under the legislation. However, you and your landlord can agree on matters not covered by legislation in a lease or tenancy agreement, for example, who pays for the utility bills. If you are renting a room in your landlord's home you are not covered by landlord and tenant legislation, though you are covered if you rent a self-contained flat in your landlord’s home. What are my rights as a private tenant? • You are entitled to quiet and exclusive enjoyment of your home. If noise from other tenants or neighbours is disturbing you, ask them to stop and inform your landlord. If this does not work, you can make a formal complaint • You are entitled to certain minimum standards of accommodation • You are entitled to a rent book • You have the right to contact the landlord or their agent at any reasonable time. You are also entitled to have the correct contact information for them. • Your landlord is only allowed to enter your home with your permission. If your landlord needs to repair or inspect the property, it should be arranged in advance, unless it is an emergency • You are entitled to be reimbursed for any repairs that you carry out that are the landlord's responsibility • You are entitled to have visitors to stay overnight or for short periods, unless specifically forbidden in your tenancy agreement. • You must tell your landlord if you have an extra person moving in • You are entitled to a certain amount of notice if your tenancy is being terminated • You are entitled to at least 90 days’ notice if your landlord wants to review the rent, and there are rules about how often they can do this • You are entitled to refer any disputes to the Residential Tenancies Board (RTB) without being penalised • You have the right to a copy of any register entry the RTB has about your tenancy • All homes for rent must have a Building Energy Rating (BER), stating how energy-efficient the home is.

How long can I stay in my rented accommodation? Security of tenure is a tenant’s right to stay in rented accommodation for a set amount of time. Generally, security of tenure applies automatically when you have been renting for 6 months and haven’t received a valid notice of termination from your landlord in that time. When you have security of tenure, your landlord can only terminate your tenancy for a limited number of reasons. You can get details of these from your local Citizens Information Centre. The amount of time you are entitled to stay in rented accommodation after the first 6 months depends on when your tenancy began. What are the rules in relation to paying and reclaiming a deposit? You will probably have to pay a security deposit when you agree to rent a property. The landlord holds this deposit as security to cover any rent arrears, bills owing or damage beyond normal wear and tear at the end of the tenancy. You cannot be forced to make upfront payments of more than 2 month’s rent. This includes a deposit of a month’s rent and one month’s rent in advance. Students in student-specific tenancies can opt-out of this restriction and pay a larger upfront payment if they want. Your landlord must give you an inventory of the contents of the property. You should keep a record of the condition of everything that is listed, taking photos if possible, and agree this in writing with your landlord. Can my landlord refuse to give me back my deposit when I leave the property? When you leave a property at the end of the agreed rental period or after giving the agreed notice, the landlord must return your security deposit, promptly and in full. However, if you leave before the end of the agreed period, the landlord may keep your deposit, even if you have given notice. (You may also be liable for the amount of rent due until the end of the lease, depending on what is stated in the lease agreement.) The landlord may keep part or all of the deposit in the following situations: • Rent arrears • Unpaid bills • Damage above normal wear and tear • If you have not given enough notice The landlord cannot hold your possessions against money you owe, but they can apply to the RTB if they feel that your deposit does not cover rent arrears or the cost of damage to the property.

An extraordinary Irish-American

Chuck Feeney, a name that might not ring a bell for many, passed away on Tuesday last, aged 92.

Feeney is widely hailed as a remarkable man who has left a lasting mark on the world through his extraordinary philanthropy. Born in New Jersey in 1931 but with connections to Fermanagh , Feeney's life journey was nothing short of inspirational. His story is a testament to the power of selflessness, generosity, and the profound impact one person can have on the lives of millions. Through his philanthropic foundation - Atlantic Philanthropies he provided millions of euro to Irish education bodies and charities including, University of Limerick Foundation, Trinity Foundation, Dublin City University Education Trust, Cork University Foundation,

Galway University Foundation. He also provided millions to children’s charity Barnardo’s and the Irish Hospice Foundation. Feeney's early life was far from glamorous. Raised in a working-class Irish-American family during the Great Depression, he learned the value of hard work from a young age. He attended Cornell University on a scholarship, where he met his future business partner, Robert Miller. Together, they founded what would become Duty Free Shoppers (DFS), a chain of airport retail stores. What set Chuck Feeney apart from other successful entrepreneurs was his unwavering commitment to the idea of "giving while living." Unlike many wealthy individuals who amass fortunes and leave them to be distributed posthumously

through foundations, Feeney was determined to donate his wealth during his lifetime. He quietly transferred the vast majority of his wealth to his foundation, becoming one of the world's most secretive and effective philanthropists. He believed in making a significant impact with his wealth and avoided personal recognition. Feeney's philanthropic endeavours were not limited to a specific cause or region. He supported a wide range of causes, from education and healthcare to human rights and scientific research. His foundation made significant contributions to universities, hospitals, and organizations globally. It is also documented that he played a pivotal role in peace initiatives in Northern Ireland, helping to bring an end to decades of conflict. It wasn't until 1997, when his contributions became public knowledge, that the world began to understand the extent of his generosity. In 2012 Bill Gates told Forbes that “Chuck Feeney is a remarkable role model, and the ultimate example of giving while living,” while Warren Buffett, presented a Forbes 400 Lifetime Achievement Award to Mr. Feeney in 2014, calling him “my hero and Bill Gates’s hero — he should be everybody’s hero.” By 2020, Chuck Feeney had fulfilled his goal of "giving while living" by completing his commitment to donate his entire fortune. His net worth, once estimated at billions of dollars, had dwindled to almost nothing. He chose to live a modest life, flying economy class and staying in budget hotels, all while quietly reshaping the philanthropic landscape. In a world often characterised by the pursuit of personal gain, Chuck Feeney's remarkable journey reminds us of the profound impact one individual can have when driven by a vision of making the world a better place. RIP.

'World's oldest daredevil skydiver' dies at 104 On 1 October, Dorothy Hoffner dived headfirst from a plane four years after her first skydive and was considering a hot air balloon ride next. However, she died in her sleep at her retirement home earlier this week. Dorothy Hoffner said "Let's go, let's go, Geronimo" as she dived headfirst out of a plane from 4,114m in northern Illinois in the US. A close friend said she just wanted to jump and wasn't looking to break any records - although he is filing paperwork for Guinness World Records, with the current record holder aged 103. A crowd cheered as she landed in Ottawa, southwest of Chicago, and she told them "Age is just a number".

EU warns Musk X of spreading 'illegal' disinformation This week EU has warned Elon Musk that his platform X is spreading “illegal content and disinformation”. In a letter, commissioner Thierry Breton said concerns had heightened after the Hamas attack against Israel, and demanded Musk respond to the complaint within 24 hours and contact “relevant law enforcement authorities”. As the European Union’s commissioner for industry and the digital economy, Breton is charged with regulating internet giants that trade within the bloc. “Following the terrorist attacks carried out by Hamas against Israel, we have indications that your platform is being used to disseminate illegal content and disinformation in the EU,” Breton wrote. Breton reminded Musk that EU law sets strict rules on moderating content, “especially when it comes to violent and terrorist content that appears to circulate on your platform”. Four peak’s hike planned by Wicklow cancer survivor A Wicklow man will mark being five years free of cancer on October 18 by hiking the highest peaks in each province in five days for charity. Beginning with Carrauntoohil on October 14, George Horsman will hike Mweelrea in Mayo and Slieve Donard in Down before finishing in Wicklow with Lugnaquilla, with all proceeds from the fundraising challenge going to Arklow Cancer Support, Headway Ireland, the Beaumont Hospital Foundation, Breast Cancer Ireland and the Irish Cancer Society. In March 2018, Mr Horsman was diagnosed with a Grade-4 pineoblastoma, just two months before graduating college. George had to drop out of

college to start his treatment and had surgery to remove the tumour soon thereafter, with the neurosurgeon successfully removing 80 per cent of it with the next course of treatment comprising of six weeks of radiotherapy, five days per week, along with a range of chemotherapy drugs.

New sponsor announced for Killarney Historic Rally The Towers Hotel has been announced as the new headquarters and title sponsor of the Killarney Historic Rally. The new deal will bring the rally in to the heart of the town and the sponsorship announcement is just one of many new innovations set to be introduced between now and the December 2 event. “We are delighted to bring the rally into the heart of the town and be a central part of the Christmas in Killarney annual

Motorsport heroes to gather for special charity event at Killarney Racecourse Some of the biggest names in Irish and World motorsport will be in Killarney on Saturday night. Killarney and District Motor Club has arranged a Prodrive Celebration at Killarney Racecourse on Saturday evening. Earlier this year KDMC decided to put more of a focus on the youth of our sport and formed ‘KDMC 2 – Youth Programme’. “We want to encourage more young people to join so that we can help them and our current members to develop their tal-

ents, whether they want to compete or to get involved in organising and running events,” said organiser Mike O’Shea. KDMC 2 has arranged a Prodrive Celebration Night at the Killarney Racecourse from 6 pm to 9 pm with all proceeds being donated to the Jack and Jill Foundation which provides support andspecial care to children across the country. This event is open to everyone, however,

Over 160 vehicles at the ‘Jerry O’Leary Run’ Killarney Valley Classic and Vintage Club in association with Barraduff Community Field held the ‘Jerry O’Leary Run’ on Sunday. This marks the end of events for the club on what was its tenth year anniversary. Barraduff Community Field was the start point in what was a beautiful sunny morning. There was a huge turnout of Classic and Vintage cars, tractors, jeeps, motorbikes and lorries. “Over 160 vehicles in total took part in the runs and there was a huge turnout of locals to see the runs off,” said club PRO

Richard O’Donoghue. The cars went to Millstreet across to Ballyvourney, up to the top of Coom and back via the main road. The tractors had a local run in the general Barraduff area and passed Jerry's home on the way. “Jerry's wife Bina would like to thank everyone who took part in the runs and helped out in any way,” added the PRO. “Killarney Valley Classic and Vintage Club would like to take this opportunity to thank the volunteers on the day who made this possible along with the Barraduff Community.”

New Road Traffic Act 2023 The new Road Traffic and Roads Act 2023 was signed into law by President Michael D Higgins at the end of the summer. The act is a wide ranging and significant piece of legislation which will seek to clarify the legal positon of e-scooters and ebikes, legislate for dangerous and antisocial use of scramblers and make it easier for An Garda Siochana to identify any vehicles that are being driven without insurance. One of the most significant provisions in the Act is the resolution of legal barriers to e-scooters. E-scooters, while a regular part of our streetscape, are not yet legal to use on public roads. This Act introduces a new class of vehicle called Personal Powered Transporters (PPTs). Regulations can now be commenced to

classify e-scooters as PPTs, allowing the Minister to specify appropriate power, speed and weight values, along with other technical and usage requirements for e-scooters. Until the regulations are in place, e-scooters will remain illegal for use on public roads. The technical e-scooter regulations must, under EU law, be notified to the European Commission for review, to ensure that they comply with Single Market rules before they come into effect (this is known as the "TRIS" process). This process takes a minimum of 12 weeks. When the TRIS process is successfully concluded, the regulations can

be introduced. This will likely be in Q4 of 2023. Compliant e-scooters may then be used on public roads. The Act will also put e-bikes on a legal footing. E-bikes with a maximum power output of 250W and a motor cut-off speed of 25km/hr will be treated as bicycles under Irish law. E-bikes that can go faster than 25km/hr or have a power output greater than 250W, and those that can operate without pedalling will now be classified as an e-moped. Under the new categorisation, e-mopeds will be seen as motorized vehicles which will require a licence, registration, tax and insurance to be used on Irish roads. The new rules for e-mopeds will come into effect once the administrative arrangements for registration, driver test-

Budget 2024: Property related measures EXTENDED - HELP TO BUY SCHEME The Help To Buy (HTB) Scheme was extended for a further year until 31st December 2025 in its current format. In addition, The scheme has also been amended to include units purchased under the Local Authority Affordable Purchase (LAAP) scheme. NEW - RENTED RESIDENTIAL RELIEF A new tax relief for landlords will provide a relief, at the standard rate, of residential rental income. environment, a temporary one-year mortgage interest tax relief is being introduced. Mortgage interest tax relief will be available at the standard rate of income tax in respect of the increase in the interest paid between the calendar year 2022 compared to the calendar year 2023. VACANT HOMES TAX The rate of the Vacant Homes Tax (VHT) is being increased from three times to five times a property’s existing Local Property Tax liability with effect from November 1st, 2023. RESIDENTIAL ZONED LAND TAX The Residential Zoned Land Tax, or RZLT, is an important initiative to activate suitably zoned and serviced land for housing. It is important that affected landowners have sufficient opportunity to engage with the mapping process and that a fair and transparent process is applied when local authorities consider what land should be placed on the RZLT maps. The liability date of the tax has been extended by one year to allow for the planned

Kerry County Championship reaches quarter-final stage The Kerry Senior Football Championship is expected to burst into life this weekend as eight teams contest the quarter-finals of the county’s most prestigious sporting competition. Three of the four ties take place in Killarney with the other game fixed for Tralee. Let’s start with the champions. EAST KERRY v ST KIERAN’S (Saturday 4.30pm, Austin Stack Park). The holders, East Kerry, made light work of Group 1 and comfortable enough wins over South Kerry, West Kerry and Templenoe saw them clinch the top seed with plenty to spare. That achievement is admirable enough but the fact that they managed it without several of the stars who fired them to glory in 2022 makes it even more remarkable. Most notably, the Clifford brothers were rested for the first two group games and they only played a few brief minutes at the end of the Templenoe match a fortnight ago. With the safety net no longer in place – this is now knockout football - the Fossa x duo will surely return to the starting lineup against St Kieran’s. Draws against Rathmore and Kenmare and a victory over Feale Rangers saw Kieran’s advance from their pool as group runners up. Brosna man Paul Walsh was in his element in that Round 3 win, racking up 2-5. VERDICT: East Kerry by five. RATHMORE v SPA (Saturday 2.30pm, Fitzgerald Stadium). All-Ireland Intermediate champions Rathmore have been something of a surprise package in this year’s championship. Their impressive win away to Kenmare Shamrocks two weeks ago earned them a deserved spot on the group winners’ side of the draw, and they will be full of confidence ahead of Saturday’s match against Spa. Tricky corner forward John Moynihan has pulled off two outrageous goals in successive matches, and the powerful Ryan brothers (Cathal, Mark and Shane)

have also caught the eye. For their part, Spa have already staked their claim as the top team in Killarney this year by making it past the group stage and they will have been happy to have avoided East Kerry and Dingle in the draw. Victories over Kerins O’Rahillys and Shannon Rangers saw them through to the last eight. An in-form Rathmore side will provide a sterner test. VERDICT: Rathmore by one. DINGLE v TEMPLENOE (Sunday 1.30pm, Fitzgerald Stadium). Since losing to Dr Crokes in the Club Championship on August 12, Dingle are on a whirlwind, seven-game winning streak that has without question established them as the main candidates to dethrone East Kerry. Much has been made of their attacking prowess – in particular Conor and Paul Geaney, who have been superb – but their success has been built on a miserly defence that has kept five clean sheets in their last six outings. Templenoe are blessed with intercounty talent like Tadhg Morley and Killian Spillane, although Adrian Spillane has been out since limping off against West Kerry four weeks ago. VERDICT: Dingle by four. MID KERRY v NA GAEIL (Sunday at 3.30pm, Fitzgerald Stadium). Despite their recent five-point defeat to Dingle, which consigned them to the runners-up spot in Group 4, newcomers Na Gaeil can be proud of their efforts to date. Beating Crokes was a massive result and an opening day victory over their divisional neighbours, St Brendan’s, also went down well in Killeen. Mid Kerry will be a different prospect, though. They have real County Championship knockout experience - they reached two of the last three finals - and they should realistically have enough about them to progress to the last four. VERDICT: Mid Kerry by four.

KILLARNEY SPORTS AND LEISURE CENTRE Scotts Lakers are up and running in Division 1 of the National League following an encouraging ninepoint victory over the Limerick Sport Eagles in Killarney. This competitive game was very much in the balance at the three-quarter mark but the hosts finished strongly, racking up 32 points in the final ten minutes. The final push was instigated by captain Paul Clarke, who had the key to the Limerick back door all evening. He pushed the Lakers 68-63 clear, then Terion Moss went 1/2 from the line before adding another a basket. Jack O’Sullivan hit a three and all of a sudden the Lakers led by double digits, 74-64. O’Sullivan was particularly influential in the final quarter, scoring freely but also busting a gut in defence. Moss and his compatriot Braden Bell, now fully recovered following a bad fall in the opening half, helped to make it 87-70 before Limerick fought back through Davies and Coats. The visitors managed to narrow the gap to 11 (89-78) but a couple of well-timed baskets from Mark Sheehan helped Brian Clark’s team to steady the ship again. Moss and Bell (who had a triple double) finished strongly to put the seal on a deserved 98-89 win. Coach Clarke will be pleased with the news that Eoin Carroll and David Gleeson could be available to make their comeback in the Lakers’ next match. The Killarney club are at home to the Galway Titans on Saturday. The Titans are making their return to the National League stage after a brief sabbatical and there will be a familiar face behind the scenes for them: Joe Coughlan.

Joe has been a regular visitor to Killarney for many years and he coached St Paul’s in the mid-nineties. Scotts Lakers v Galway Titans will tip off at the earlier time of 6.10pm, to avoid a clash with the Rugby World Cup game between Ireland and New Zealand.

Eamonn Fitzgerald speaks to the great Mickey Ned O’Sullivan about modern Gaelic football – and what can be done to improve it as a spectacle Last week’s article on ‘Yer Man’ explaining why he said, “I wouldn’t cross the road to a football match now and I’ll tell you why,” drew a huge response and here is the gist of those responses. There was a very significant number of readers of this column agreeing with his sentiments and many offered their own preferences for rule changes to make football more attractive for spectators and ‘return’ to the game they have loved all their lives. On the number of present-day goalkeepers who stray far out from their own goal leaving the bearna baol unmanned, Fr John Ahern of Firies, a lifetime supporter of a range of sports said: “I remember Pat Jennings lobbing the Manchester United goalkeeper. It may have been Stepney in the Charity Shield at Old Trafford in 1967. Now goalies are playing it out from the back starting a kind of ‘around the house and mind the dresser’, boring, statsridden 90 minutes in soccer. At least the copycats have only 70 mins to inflict the Gaelic version. Unfortunately, all ball games have evolved into a mind-the -ball exercise, golf being an exception but there are no hard tackles to excite the spectators. But I still enjoy the games, boring or not. Where would we be without them?”

SUGGESTIONS

George Dennis, a native of Castlehaven, Cork, who taught in Killorglin CC for most of his teaching career, is a keen administrator and was the central figure in the preparation of so many Kerry VEC teams that won several intercounty All-Ireland titles. He said: "Yer Man is right. Possession plus a fear factor among players and managers not to lose the ball are key factors in the present malaise. Look at rugby as mentioned in last week’s column. “I suggest the following rule changes. 1) The ball to be played forward from the defending 20m line as far as the opponent’s 50m line. Penalty if the ball is played back. A scorable free off the ground from the point of playing the ball back, or a 50m free off the ground, if outside the defending 50m line and the opposing 50m line. 2) Line ball, optional, kick off the ground. 3) A drop kick scored outside the 20m line or outside the D be awarded two points. 4) Seek opinions on the tackle/ tackling. A player should be allowed to play the ball away. For the ‘choke’ tackle award, a free for the player in

‘Keeping the ball is everything these days’ possession. Ditto a player on the ground, should be allowed to play the ball away. Award a free for tackling a player on the ground. If the player does not release or play the ball away give a free against him.” So, what has the GAA done about the trends in the modern-day football that so frustrates the grassroot spectators? In fairness to the GAA authorities, they set up the National Coaching and Games Committee, to analyse the trends since 2011 chaired by John Tobin, the former Galway forward, assisted by Shane Flanagan, the National Head of Coaching and Games. This group consulted with a range of coaches, managers and players past and present, including Mickey Ned O’Sullivan, Billy Morgan, Colm O’Rourke, Paul Rouse, Michael Murphy, Derek Savage, Kevin McStay, and Tom Hunt from the GAA’s Playing Rules Committee. They analysed 619 intercounty games, 521 of them drawn from the championship seasons between 2011 and 2023, and issued a report recently.

MICKEY NED

I discussed the issues raised by Yer Man with Mickey Ned O’Sullivan. Why him? His pedigree is entirely suitable. He has been in on Tobin’s project. A former player who captained the winning 1975 Kerry team of Mick O’Dwyer which heralded Kerry’s Golden Years, he has coached and managed so many college teams, his own club Kenmare Shamrocks also the Kerry and Limerick teams. He taught PE in Coláiste Ghobnatan, Ballyvourney for decades and was well ahead of his time when he published a book on coaching Gaelic football. When he was manager of the Limerick team, he was invited by the Springboks High Performance unit to enhance the high fielding technique of their lineout players before facing Australia, the great fielders in rugby. He showed that the brilliant fetching of GAA footballers could be transferred to rugby. I think of Mick Galwey and the try of Shane Horgan scored in Croke Park against England. I was firing the above lamentations at Mickey Ned, and he fielded them all in an open and knowledgeable way based on theory and practice. I began with the goalkeeper’s role. “Regarding the goalkeeper, that role has changed, especially when Cluxton

changed the style of kickout,” Mickey Ned noted. “In the past the kickout went as far out as possible and was usually contested at midfield. Now the short kickout is as prevalent as the long kickout and very often the goalkeeper takes a short 15 or 20-metre safe kick to one of his corner backs. For the most part the opposing teams don’t press up and contest the short kick out. The Tobin Report showed that 78% of short kickouts were not contested by the opposing team while the number of clean catches outfield in the air was in single figures.” Why? Possession and keeping possession is the be all and end all of this tactic, leading to non-stop hand passing out of defence and either lateral passing or passing back. The Tobin Report found that the average number of handpasses per championship game jumped from 251 in 2011 to 421 in 2023. That is an increase of 68%. On average the ball is in play for 45 minutes. That is at intercounty level, and it is probably quite true for club games as well. Is this retention of possession at all costs the main course planned by team managers, whose function is to win? If you win using any strategy of play no matter how boring it is for spectators, then you are classed as a successful manager. If you lose while playing attractive creative football, you are regarded as a poor manager and the powers that be are on the lookout for a replacement. Even at club level managers are lured from outside to win some title and that becomes a drain on scarce club resources. “Games evolve over time and managers are always looking to coach a winning team by learning from other sports such as basketball and soccer,” Mickey Ned said. “They will adapt anything that will give their teams an advantage over the oppositions”. I shared George Dennis’ fear and risk factors. “Yes, that is a very shrewd observation,” O’Sullivan agreed. “Safety is of the essence. Teams are coached not to lose possession and that starts with the goalkeeper. It's all about closing down space and being patient until the gaps open. So, teams keep possession while the opposition drifts back crowding out space. The ball is transferred quickly between players often back passing or lateral passing as you indicated. The report

found that in a game there were 420 hand passes and just 130 kick passes. On average there are 18 passes back to the goalkeeper.” That is more than three handpasses for one kicked pass. So how does an attacking team break down this packed defence with the majority of players in one half of the field? “That is how it is in so many games now with the defending team crowding out space. However, players’ concentration drops over time, mistakes are made, mistimed hand passes are intercepted and all of a sudden space opens up, especially through the centre, and a score is on.”

CROSSING HALFWAY

I suggested to Mickey that whatever changes in rules are introduced to make the game more attractive must be easy to apply for match officials, especially the referee. For a start, I am in favour of a clearcut change. Once the ball passes the halfway line it can’t be played back. “It has merit, but maybe settle for the 45m line. As it is, the referee has too much responsibility and cannot know what is going on behind his back. Unfortunately, some linesman and umpires abdicate responsibility and do not inform the referee of unfair play or misbehaviour. “I also feel that any new proposed rule changes should be fully trialled over time in say colleges, freshers’ competitions and the likes of the McGrath Cup. Very often there is no need to change a rule, just to apply the rule that is there. Also tweaking of some rules will enhance the game.” One of the big attractions of football and hurling is that most games are high scoring, compared to soccer for example, yet the shot accuracy from play is 51%. Every second shot is wide, whereas Mickey’s own club (Kenmare Shamrocks) have a head start on most clubs because they have the most reliable place kicker in the country. Usually, he shoots 10 points per game. Seán O’Shea converts 82% from frees. I contend that there is far too much emphasis on physical training for the modern game of football both at intercounty and at club level. “Yes, that is a worrying aspect with so much emphasis on strength and con-

ditioning too often to the detriment of skillset. Certainly, the intercounty teams are at least 10% fitter than those players of 10 years ago. At club level here with Kenmare Shamrocks, the players do two gym sessions as well as training two other nights on the field. They are such a dedicated group. They have played eight games in a row over the past eight weekends. Think of Seán O’Shea and Stephen O’Brien after a long tough campaign right up to the All-Ireland final and then they went directly into club action with Kenmare.” Is it sustainable and advisable for them and for the Cliffords, all amateurs who also have to work and have other family or study commitments? “Probably not. There is a huge emphasis on athleticism today and the running game favours the more athletic players. Coaching is about creating game situations during the training sessions, helping the players to think on their feet, so that they can make the correct decisions on big match situations.” We all know that O’Dwyer had so many naturally gifted players that he didn't bother with any coaching only driving them to the limits of physical fitness to overcome Dublin, and it was very successful. “When Páidí Ó Sé got the ball on to his chest he booted it as far up field as he could. And you had to fight for your own ball no matter what we it came in your direction.”

THE MARK

Your ideas on the mark, Mickey? “It is not fitting the purpose for which it was brought in such as rewarding high fielding. Players adapted it to suit themselves and most of the marks now are below the shoulders. However, use of the mark had waned and the average scoring per game now for a mark is 1.45 points per game. “The biggest challenge is that we need to create the perfect football game, rewarding risk and the creative player. Tweak the rules that need it, minimise new rules and trial them, adopt them, but apply them consistently, making it easier for the referee.” No doubt we will talk further, Mickey Ned, but the word count is up. It is always enlightening to talk with you on all matters sport.

Killarney boys to fly the flag in Catalonia Two Killarney players are heading to Barcelona to represent Ireland in an U16 International Pitch & Putt Challenge. Deerpark club members Brian McCarthy and Nathan Cronin will join Listowel’s Ajay Barrett in representing their country against Catalonia at the Montseny course next Friday, October 20. Ladies teams from both Ireland and Catalonia will also face off. Brian follows in the footsteps of his father, Derry, who represented Ireland on six occasions between 1995 and 2005, culminating in him captaining Ireland to a European Championship victory in the Netherlands in ‘05. Both Brian and Nathan have had tremendous performances in the sport over the last two years, leading to their selections for this side. Both were on the Kerry team last year that won the National U16 Inter-County on home turf in Deerpark while they also were on the side that helped completed four-in-arow for the county in the competition in Seapoint, Louth in August.

Brian also won the National Boys’ Matchplay Championship Final (against Ajay) in the first ever all-Kerry National Matchplay final in pitch & putt. He also finished second in the National Boys’ Strokeplay in Seapoint as he won the Munster 13-16 Aged Boys’ Strokeplay Championship in August, holding off a late charge by Nathan in the process. Nathan, meanwhile, won the Munster Boys’ Matchplay Championship in St Stephen’s, Cork in July. That came following a win in the National Boys’ Plate Matchplay in 2022. As well as that second-place finish in the Munster Boys’ Strokeplay, Nathan has also made his debut at adult level after turning 16 recently. He won the Captain’s Prize at Deerpark and he was also part of the club’s team that qualified first in their section for the National Inter-Club competition. That side features his father Gearoid, Irish No 1 Damien Fleming, John McGrath, James Fleming and Mark O’Shea. Following his return from Catalonia, Nathan will be heading with the club’s team to St Bridget’s in Kildare for the

Killarney claim minor camogie title The Killarney Camogie Club minor ladies clinched the County Shield title after a wonderful victory over Tralee Parnells in Spa on Sunday.

The game was on a knife edge at half-time with only a couple of scores between the teams but Killarney managed to pull away in the second half thanks to some

excellent teamwork and score-taking. When the final whistle sounded, County Board Secretary Elaine Murphy was on hand to present the coveted shield to the

U15: The Blues U15s welcomed Iveragh to Woodlawn today playing some fine football with Conall Murphy, Ewan McGillycuddy and James O’Callaghan all getting on the scoresheet to see out a 4-2 win for the home side. U12 GIRLS: Premier - Tralee Dynamos 2 Killarney Athletic 2 (Elizabeth Brosnan). Our U12 girls started their first ever league campaign away to top of the table Tralee Dynamos and this game proved to be a cracker. Both sides started brightly but it was the home side that took the lead with a great strike. HT 1-0. Our girls were playing some great football and created a number of chances and eventually drew level when Elizabeth Brosnan blasted home to make it 1-1. The home side played some great football and went 2-1 up when they were awarded a penalty which was slotted home brilliantly. 2-1. Our girls however responded well and started to impose themselves on game and this eventually paid off when Elizabeth burst through again and slotted the ball home with only 3 mins left in the game. The game finished 2-2 and was played in a great, friendly spirit. Both sides were a credit to their clubs with some excellent football on display. FT 2-2.

U12 GIRLS: MEK Galaxy 0 Ballyhar Dynamos 6. The girls improved on the previous game, working hard for each other against a strong Ballyhar side. Special shout to our goalies in each half, Kate O'Donoghue and Oliva Lyttle. POTM Emilia Reen Cronin who was excellent in defence. U14 GIRLS: National Cup - Moneygall FC 0 MEK Galaxy 10. MEK showed great skill and composure on the ball to dominate the local side on a humid day. Killarney Legion GAA SENIOR LADIES: The curtain was drawn on our Senior Ladies year earlier today when we exited the Junior B Championship at the semi-final stage where we travelled to face an amalgamation of Castlegregory/Annascaul. It promised to be a tough encounter for our ladies after Castlegregory/Annascaul went unbeaten to top their group. And so it proved but not without a fight. In a tough sporting battle, the home side took the win on a scoreline of 3-13 to 1-10, and so after 67 training sessions and 19 games, our ladies' campaign finishes up a week earlier than hoped. This was a must win affair for Spa who were also depending on certain results from other fixtures to see the girls through. Kilcummin are a very young side and their inexperience showed throughout as Spa controlled the game from the onset and the victory was never really in doubt. Spa missed a lot of chances though and could have increased their lead even further but in the end, they came away comfortable winners with a final score line of Spa 2-13 to 0-04. This season will stand to Kilcummin and will no doubt learn from this championship and come back stronger next year. Our Spa ladies side will also reflect on a long season that had highs and lows, a season that was hampered by a high number of injuries but also a season that showed amazing commitment and heart. It was a game where both sets of forwards brought their shooting boots as both goalies were tested from early on. It was a game that saw the green flag being raised 7 times, 5 of which were in the first half. The game’s first goal came from a Bryan O’Shea penalty. Gneeveguilla led at half time 2:03 to 3:06 with our second goal of the game coming from the boot of Robbie Hartnett. The second half continued like much of the first with the visitors dominating much of the play and scoring some fantastic

Beaufort GAA OUR SYMPATHY is extended to Patsy, Geraldine, Carol, Patricia, Donal and all the extended families of Dode Coffey, Gap of Dunloe who passed away last week. Dode was a Beaufort senior football player from 1963 to 1973. In that time, he was a member of the Beaufort team which won a Co Novice Championship in 1972 and a Mid Kerry Novice in 1973. RESULT: Beaufort 0.16 Keel 1.12 in round 2, senior men O’Sullivan Cup. MID KERRY U15B BOYS FINAL: Beaufort 3-9 Milltown/Castlemaine 3-8. A last gasp point from Kevin Coffey was all that separated the sides as Beaufort’s U15s collected their third trophy of the season at a sun-drenched Milltown on Sunday, 8th October. Milltown were ahead 2-5 to 1-4 at the break. Milltown/Castlemaine started the second half with a goal to put seven between the sides but Beaufort’s answer came quickly from the boot of Michael Culhane following a superb solo run through the Milltown defence. With the side’s level in the final minutes, Kevin Coffey stepped up with the winning point as the whistle blew. It was a nail-biting finish and, amazingly, was the only time Beaufort led in the game, although they did hit nine wides. A fitting end to a long season. Well done to all involved. Club Grounds last Saturday, October 7th contributing to a wonderful morning of football and fun at our Under 10 Blitz. The weather was ideal and over 100 girls played fantastic football. Thanks to all those who did refereeing- especially Ben O' Carroll and Aaron Dinham from our club here in Milltown/Castlemaine. Eileen Twiss and Ann Hogan were kept busy managing the teas/coffee shop We appreciate their help. Also a big shout out to the Under 10 team of coaches throughout the year who were super mentors to all our young footballers - Seán Brosnan, Tommy Cronin, Maireád Falvey, Derry O’Sullivan, Mary T Cooper, Martin Boyle and Eugene Courtney - ye were amazing. Thanks to Mike Murphy who is always making sure that the grounds are in tip top shape for all the players. Last but by no means least, a sincere thank you to Ian Twiss for his constant background support and guidance. It was a lovely way to wrap up a fun year of football. Muckross Rowing Club ST. MICHAEL’S HEAD OF THE RIVER: A new club record was set last weekend with our largest every entry for a Head Of the River (HOR), with 58 Junior and Masters crews partaking in the St. Michael’s HOR. It was the club’s first event of the 2023/24 rowing season and was a great day out on the River Shannon. The club enjoyed four wins on the day. Congratulations to Khim Fleming and Jenna Coffey, winners of the Women’s Junior 16 Double and again to Jenna and Muireann O’Donoghue, winners of the Women’s J15 Double. The club was winners of both the coxed and coxless Men’s Masters Quads. Congratulations to Danny Lyne, PJ Walsh, Ed Lyne and Noel Kelleher in the coxed quad and to Brendan O’Neill, Paul Griffin, Paul Kennedy and Jeremy Kenny in the coxless quad. Killarny Valley AC FINAL: The final day of the County Cross Country Competition was in Killarney

last Sunday 8th October beginning with Juvenile Relays followed by the Novice race and Killarney Valley AC did fantastic to win the overall Kerry Athletics Juvenile Cross-Country Championship for the first time in club history. In the Novice Women’s race, Fiona Doody won gold with Hannah Collins coming 2nd and along with Amanda Keane they won 1st Novice Women’s Team. In the Novice Men’s race, Conor McElroy won with Paul Doolan coming 2nd and Cian Spillane 3rd and along with Noel Rice they won 1st Novice Men’s Team. Congratulations and well done to all. Killarney Salmon & Trout Angling Club COMPETITION: Our final competition for 2023, the Tom Bambury Memorial competition, which is an annual fundraiser for the great services provided at St. Francis Special School in Beaufort, was fished last Sunday the 01st of October. A great turn out of anglers ensured a good day on the shore to begin with and indeed great competition on the lake, especially given the recent rise in level that brought on some good trout. The competition was kindly sponsored Michael Twohig, of Twohig’s Supervalu Kanturk and was won by Tim O’Connor - the top 5 rods on the day were as follows: 1) Tim O’Connor, 2) Mick Kelleher + Boris Uzik, 3) Liam Buckley, 4) Dermot Mahoney. Heaviest trout went to the rod of Willie Maloney. Following on from the competition, we are now delighted to be able to send on €700 to St. Francis school principal, Mr. Keith O’Brolachain. As this was the last competition, our final distribution of points took place for the hotly contested angler of the year - the final tally could not have been closer with Steve Cambell winning out over Liam Buckley by only 1/2 a point to claim the
