Capital is the lifeblood of the industry, and lawmakers are in the process of phasing out Fannie Mae and Freddie Mac. • Housing policy. The bursting of the single-family housing bubble has created an unprecedented opportunity for us to advance a more balanced housing policy that explicitly values rental housing. • Tax reform. Congress is set to undertake comprehensive tax reform in the coming years, and tax law can fundamentally change investor returns in rental housing. • Energy efficiency incentives. As opposed to Congress’ recent focus on aggressive building code mandates, additional energy efficiency incentives should be established.
