elcome to Spring Branch, the newest City in Texas! Spring Branch was first settled in 1848 by hard working German families. 165 years later, many of those same families still call Spring Branch home. Preserving our community, respecting our heritage and controlling our destiny were the primary objectives in our decision to propose incorporation. With the support of our residents by popular vote, Spring Branch officially became a Type C municipality on November 3, 2015. I was afforded the honor of becoming the first Mayor, and the privilege of working with 3 dedicated public servants. Commissioners Brad Hockman and Danny Moore and volunteer City Clerk Bambi Mayer have all accepted the responsibilities and challenges associated with putting our new town together. We have watched our area grow dramatically over the years, and regardless how we feel about it, it will continue. With guidance from our residents and business owners, the City Commission will do our best to insure that Spring Branch continues to be a place we are all proud to call home. THE CITY OF BULVERDE

Western Comal County has experienced several decades of rapid growth, leading to the creation of more than 16 separate local government jurisdictions and agencies dedicated to providing public services to residents. Of those 16 jurisdictions, the City of Bulverde is the only chartered home rule municipality in western Comal County.

actually located within the Bulverde City Limits, not Spring Branch. The City of Bulverde provides critical public services to many residents of our area, such as police protection, planning and land-use zoning, public works, and parks and recreation. Police Protection: Communityoriented policing is one of the key goals of the Bulverde Police Department. The department has 15 sworn officers serving the growing community’s public safety needs. Planning and Land Use Standards: The City of Bulverde is the main driver of regional planning efforts in western Comal County. The City has adopted a regional

ith approximately 73 square miles in scope, the City of Bulverde's heart consists of approximately 14 square miles (and growing!). Located primarily along SH 46, US 281, FM 1863 and an Extra Territorial Jurisdiction (ETJ) buffer that extends one mile beyond the City Limit Line in all directions, it's a unique configuration with an equally unique story of origin. For example, here's a little known fact. Not everyone that lives in the 78163 USPS “Bulverde” Zip Code is actually located within the Bulverde City Limits, and many residents and businesses with a 78070 USPS Zip code, which is associated with the Spring Branch Post Office, are sometimes surprised to learn they are

Master Transportation Plan, an economic development plan for the Downtown Bulverde Village area, is honing in on critical mitigation measures to improve storm water management for the region, and also evaluating appropriate land uses designations across the City limits. These measures will provide the community input and appropriate regulatory authority to help manage and guide the inevitable growth that will likely occur in the region over the next several decades. Public Works; Roads, and Transportation: The City maintains more than 74 miles of local City streets and rights-of-way. Parks and Recreation: The Bulverde Community Park and the expanding City public park system is operated by the City of Bulverde. The park provides public playgrounds, practice fields, shaded and unshaded picnic areas, an event gazebo and a water splash pad. The City also helps facilitate and sponsor community events like the annual Bulverde Jubilee and the annual Christmas Lighting. For more information, please visit www.bulverdetx.gov.

T
he strong desire to “preserve Spring Branch for the next and all future generations is the most important reason for incorporating” stated the newly elected Mayor of Spring Branch, James Mayer. The election was certified by the Comal County Commissioners Court on November 19, 2015, and the City of Spring Branch was officially created as a Type C-General Law Municipality. The city encompasses just under 2 square miles and includes slightly fewer than 250 residents. The boundaries primarily run along both sides of US Highway 281 from Rodeo Drive going north to the Comal County line with two offshoots running down FM 311 going east from US Highway 281 to the Guadalupe River and along Spring Branch Road from US Highway 281 to the Guadalupe River going west. At the same time the City of Spring Branch was incorporated the Mayor
and City Commissioners were elected. They are as follows: • Mayor - James Mayer Term Expires Nov 2017 • Commissioner – Brad Hockman Term Expires Nov 2017 • Commissioner – Danny Moore Term Expires Nov 2017

During this first year, the City has been working to establish the various ordinances required to operate and has worked closely with the Commissioners Court to draft Inter-local Agreements with Comal County. Other priorities include establishing a budget for the upcoming year, setting the property tax rate and finalizing franchise agreements with the area utilities. The property tax rate is expected to be set in June 2016. This along with franchise fees will provide the initial revenue source for Spring Branch. The City “Charter” is to provide the smallest possible government while providing essential services and responding to the

needs and interests of residents and property owners. The Commission has set their regular monthly meeting for the 2nd Tuesday of each month at 6:30 pm. The meetings are held at the Spring Branch RV Park Community Center, 10950 US Hwy 281 North, Spring Branch, Texas. The public is invited and encouraged to attend. The agenda is posted on the City’s website and displayed at the Spring Branch Store 72 hours prior to the meeting dates. COMAL COUNTY
F
rom Cibolo Creek to the interstate, from industrial parks outside of San Antonio to the shores of Canyon Lake, Comal County is one of the most vibrant and dynamic counties in the country. In all, nearly 130,000 people live in Comal County, making it the second-fastest-growing in Texas and seventh-fastest in the United States.

Comal County has seen significant growth in the Bulverde/Spring Branch area with increased demand for county services, including property tax payments, vehicle registrations and marriage licenses. To meet those needs, the county in 2016 opened a new annex building on Cougar Bend with space for the Tax Office, County Clerk’s Office, Precinct 2 Constable and Precinct 2 Justice of the Peace – expanding the ability to provide services without requiring residents to drive into New Braunfels. Crews from the county Recycling Center also come out to collect recycling

SH 46 and the Guadalupe River serve as boundaries between precincts on the Commissioners Court. The secret is out. The hidden truth about Bulverde and Spring Branch has been discovered, and we couldn’t be more pleased.

fter all, we’ve known for years that our community is a modern oasis – a place where scenic beauty and superior community services merge. Judging by its rapid growth, now everyone else knows too. “It’s just a beautiful area and people are drawn to it. People fall in love with this part of the country,” says Chuck Knibbe, chairman of the board, GVTC Communications. Some say it’s the green hills and towering oaks that draw them here. Others say it’s the pastoral fields and clear rivers. “Here you have arguably one of the most beautiful areas of the country. We still have the open air and the rolling hills. There’s a lot of ranch area. Life moves a lot slower. We offer that type of lifestyle,” says Knibbe.

Unpretentious villages of German heritage, Bulverde and Spring Branch are no less contemporary in their business development and community services than their urban neighbor to the south, San Antonio. In fact, it’s from there and parts south that many of their new residents are drawn. “I feel guilty how much I like it. The hills and trees and the elbow room. We have 10 acres. It’s like detox when I get to my front door,” says Mike Masso, broker owner of Prime Ventures Real Estate Services. Masso moved to Bulverde from McAllen in 2015. For the same reason, residents who grew up here, stay here. Families remain in this “front porch to the Hill Country” for generations. “My family’s been here since 1840. Most people have deep roots here. Spring Branch is one of the oldest German settlements in the state of Texas. There’s rolling hills, lots of oak.

It’s a quiet community,” says James Mayer, mayor of Spring Branch. It isn’t just the picturesque scenery that brings new residents to our doorstep. Our central location, expanding commercial amenities and residential neighborhoods are drawing local and national companies and their employees to this area. “Bulverde and Spring Branch are nestled right in the middle of a beautiful area. It’s north of a fabulous city, San Antonio. It’s between two major small cities, New Braunfels on the east and Boerne on the west,” says Knibbe. The influx of new residents has brought new retail establishments to serve them, including large national chains and small business entrepreneurs. “A retail business owner is going to have to look far to find a concentrated area that has the pure unadulterated growth we have here. The chances

of their success are so much greater. We have a massive amount of people moving here,” Knibbe says. Although the community is still rural in nature, the Bulverde and Spring Branch area offers local and national businesses the vital communications services they require to succeed. Part of the GVTC GigaRegion, the area provides comprehensive fiber optic cable with gigabit internet service linking it to major cities nationally and internationally. “If you have a company like GVTC that can provide a high level of communication, you have the best of all worlds. You have communication that can put you in a position to compete with companies around the globe,” Knibbe says. Looking to the future, the City of Bulverde has taken steps to accommodate new residents and

companies, while still maintaining the unique character of the Hill Country. Infrastructure improvements are in the works including a plan to widen State Highway 46. “We’re in the design/engineering process with TxDOT to expand the lanes and improve intersections,” says

E. A. Hoppe, city manager, Bulverde. The proposed SH 46 Improvement Project will include widening the roadway to six lanes and providing other mobility enhancements. The improvements will provide swifter access to businesses and the area’s rapidly expanding residential areas.

Among these is Singing Hills, a 250-acre mixed-use project located at the crossroads of US Hwy 281 & SH 46. Multi-family and single- family living units totaling 352 residences are expected to accommodate 1,225 new residents who will be within walking distance of shopping, dining and entertainment. Anchored by a 180,000-square-foot Walmart Supercenter, additional commercial tenants are quickly filling 246,000 square feet of inline space, including Sonora Bank, Jiffy Lube, Whataburger, and Security Service Federal Credit Union. “At Singing Hills we’re starting to see more commercial pad sites begin construction, as well as potentially a hotel site. We’re hopeful the hotel may be open by the summer of 2017,” says Hoppe. Other residential and mixeduse developments offer relocating residents home sites with enchanting
COMMUNITY natural beauty located close to major thoroughfares and shopping. “We’ve certainly had more strong increase in residential lots becoming available at various developments throughout the area over the last year. Johnson Ranch has been one of the first to market and even has lots with homes and new residents,” Hoppe says. Fronting both US Highway 281 and on FM 1863, Johnson Ranch offers homeowners miles of land covered in massive oak trees, as well as views of the Cibolo Creek valley and the rolling hill country. A quarter of the community is reserved for trails, parks and open space. Acreage on frontage roads will be dedicated to local and regional retail, office and other commercial space, restaurants and multi-family living. “We’re seeing several other development sites in the county that are approaching being ready to market their lots by the end of the year,” says Hoppe.
For example, the 4S Ranch is a 780acre scenic Hill Country location that will be built on ranch land off Stahl Lane, about a mile and a half north of its intersection with FM 1863. As many as 1,800 single-family homes will be built on the property adjacent to Johnson Ranch. Development plans for 4S Ranch call for preservation of more than 200 acres of open space including parks and miles of trails that will wind through the community. Holding a special place in the hearts of the community is Downtown Bulverde. Plans are underway to enrich the quaint character of the Downtown area and enhance its heritage and character. Already charming, Downtown Bulverde will be enriched with small, unique businesses, distinctive architecture, rustic building materials and open spaces. In addition to the sanctuary of quiet neighborhoods, residents new to Bulverde and Spring Branch will
appreciate the first-class education available to children. Local public schools are part of the exceptional Comal Independent School District (CISD). A fast-growing, progressive, and innovative district with more than 20,000 students in pre-kindergarten through 12th grade, CISD emphasizes academics, fine arts and athletics. “We have one of the finest school districts in the State of Texas. Our schools have proven themselves to be outstanding both academically and athletically,” says Chuck Knibbe. Comal ISD is well known for its excellent gifted/talented program, career and technology offerings, dual high school/college enrollment and its wide range of special education services. Its strong emphasis on teacher training, outstanding fine arts, agricultural and athletic programs set it apart from other districts. “The rating on the schools here are 9’s and 10’s out of 10. It’s a great draw for

people coming here,” says Mike Masso. The opportunity for easy living and business growth are enhanced by the area’s natural beauty and the activities it offers. Within Bulverde’s boundaries is the Bulverde Community Park with 13 acres of land encompassing walking trails, playground areas, a gazebo, covered pavilions, splash pad, a baseball/ soccer practice field and basketball court. On Friday evenings during the Spring and Summer, Movies in the Park offers family-friendly films with conces-
sions and children’s activities. The area’s newest nature reserve is Kleck Park with more than 40 acres of densely wooded ranchland. The Comal county park features 1.2 miles of hiking and biking trails. Golfers will enjoy a round at River Crossing Club, a Hill Country private San Antonio golf club located in Spring Branch. A short drive away are Fair Oaks Ranch Golf and Country Club in Boerne and Canyon Springs Golf Club in North San Antonio.
In addition, Bulverde and Spring Branch are near numerous destinations, including Canyon Lake, Guadalupe River, Guadalupe State Park and several wineries. “You have beautiful places for people to live. The mid-1800’s brought a wave of German immigrants to the Bulverde/Spring Branch area. They comprised the majority of the population for several decades and their cultural influence on the region remains visible today.
C
a few decades earlier. The Comanches used the creek and its landings as pathways and trading places throughout the territory. Arrowheads, including an indigenous variety known as the Bulverde point, can still be unearthed alongside Cibolo Creek and its surrounding hillsides. The annexation of Texas into the United States boosted land grabs in the Bulverde/Spring Branch area. Most were huge ranches, such as Ben Smithson’s land in the Smithson Valley area and Dietrich Knibbe’s settlement in the winter of 1852 along the Guadalupe River. August Anton Pieper, an immigrant from Hanover, Germany, established Pieper’s Settlement in 1850 along the Cibolo. The area was known as Pieper’s settlement until 1880 when a newly constructed post office bore the name of an early landowner who claimed 320 acres E WOOD PHOTO COURTESY JAN

ibolo, an old Mexican and Native American term for “bison,” derives from the hunting grounds alongside the steeply banked bluffs of the creek. Native Americans would run herds of bison off into the creek and to their ultimate death, commonly known now as buffalo jumps. Paleo-Indians around 950 A.D. lived off the land alongside the flowing creek, which provided plenty of game, water and shelter for the inhabitants. In the 1740’s, the Comanches migrated into Texas after taking control of the region from the Lipan Apaches and the Tonkawas
in the valley of the Cibolo, Luciano Bulverde. Pieper constructed a twostory house with a clay and oxen hair insulated cellar and a rock barn on the Bexar County side of Cibolo Creek. The buildings still stand today, preserved in the Settlement 1850 event center along Bulverde Road, and are regarded as the oldest buildings in the area. The original store in Bulverde was built on the site occupied by Sweet’s Store around 1873 along Bulverde Road. Travelers and traders venturing from Boerne to New Braunfels stopped at the general store and post office, quickly forming a small community around the traveler’s stopping point. In 1956, the Wood Family bought the store and continue to run it today, although a 1969 fire destroyed the original building. Boasting mills, a cotton gin, general store, a school and a blacksmith’s shop, the Spring Branch settlement owes much of its history to its original families. Louis Wilke served as Spring Branch’s first postmaster in 1858. Dr. Charles Porter constructed the first mill and acted as the settlement’s first store owner. During the Civil War, the post office closed its doors, largely shutting off communication outside of the settlement’s confines. The original settlement of Spring Branch lies a few miles west of Hwy 281 north of TX 46. When the construction of Hwy 281 aimed to bypass the settlement, Hermann J. Knibbe, Spring

The Spring Branch Store was built in 19 49 that served as th Store when Hwy 28 e Post Office and 1 was being built. It stills operates as the Spring Branch Stor e.
Branch’s seventh postmaster from 1914 to 1949, moved the store and the post office to Hwy 281 and FM 311 in order to attract the flowing business between Johnson City and San Antonio. The original store’s concrete foundation can still be seen from Spring Branch Road on Knibbe Ranch. Construction of an H-E-B supermarket in 2000 prompted major economic development on the Boerne side of the Hwy 281 and TX 46 intersection, shifting the economic center of Bulverde north, giving Bulverde’s historic roots along Bulverde Road the appropriate and rustic title, “Old Downtown.” The consolidation of four cities near and around the area in 1999 created the amorphous, barrier-like city boundaries of Bulverde. Nicknamed the “Boerne Wall,” the city’s boundaries extend from the peripheries of Boerne to Garden Ridge near I-35, preventing an ever enlarging San Antonio from extending its grasp into the Hill Country. Spring Branch became the newest city in Texas on November 19th, 2015 when the Comal County Commissioners Court confirmed the election by the residents and ordered the incorporation of the City of Spring Branch. The actual city limits of the City of Spring Branch covers just under 2
square miles and primarily runs along Hwy 281 going north from Rodeo Dr to the Comal County Line and offshoots going east down FM 311 and going west down Spring Branch Rd. And with that history come great responsibility. Here are some other neat tidbits of historical eye candy around town: Wine 101, located in Old Downtown Bulverde behind a fenced grove and sweeping oak tree, used to be a cow barn for the Wood Family in the mid-1900’s. Behind that building’s land, a dance hall stood for nearly 50 years, where passing German settlers and traders as well as local Bulverdites danced their dance hall days between the late 1800’s and early 1900’s. Unfortunately, abject decay and nearly irreversible foundation damage prompted the Woods to tear down the growing eyesore. In the M&S Engineering complex along FM 311, a two-room schoolhouse, once called the Sherwood school, sits behind the company’s main building. The rusted tin roofed, light gray dwelling housed students in the 1947 created Bulverde School District with an enrollment of 52.

he Bulverde/Spring Branch Chamber of Commerce is one of many organizations helping to guide the direction of the region as it welcomes an influx of new residents and businesses. Its role and responsibility is clearly defined in its mission: to advocate and promote the success of chamber members and responsible growth of the business community. The organization’s vision is to achieve a vibrant, successful economy while preserving Texas Hill Country quality of life.

As the chamber celebrates its 21st anniversary this year, the role it plays in the community could not be more relevant. “Our business community needs us now more than ever,” says Sandy Hancock, past chairman of the Bulverde/Spring Branch Chamber of Commerce Board of Directors. “We are experiencing explosive growth and it is very important for our members to have the information they need to make decisions about their businesses to help them compete and take advantage of

Working together is a necessary way of doing business for a region that’s identity has quickly morphed from rural community to bedroom community and now is transforming into a region where businesses of all types want to locate. Collaboration among the leaders of the area is the only way we can continue to grow and develop our region and enhance the life we currently have in the hill country. “As I look over the growth and progress made in Bulverde and Spring Branch in the last 12 months, I am simply amazed. Our chamber has been an integral part of keeping you abreast of all of the growth, changes and challenges, along with the excitement of new community connections,” says Kate Crosby with Frost Bank who serves as the current Chair of the Board for the Bulverde/Spring Branch Area Chamber of Commerce. The chamber and other organizations strive to work closely with developers to communicate the needs of the region. They know the needs because they stay in tune with the challenges that the chamber’s members are facing. “We have always tried to be a connector of business and community,” says Hancock. “And we want to make sure that our businesses know that they have a support system through the chamber.” While the chamber is an active player in painting the big picture of the community’s future, the organization recognizes the need to support businesses in their day-to-day operations. The chamber’s membership is primarily small businesses. Networking opportunities for a chamber of Bulverde/Spring Branch’s size are particularly valuable to small business owners as they seek to make connections, build relationships with other businesses and identify potential sales leads. For this, the chamber offers monthly business networking mixers and its monthly Power Lunch event.
CHAMBER Every business benefits from increased visibility, and the chamber has that covered with a variety of programs and services to help businesses spread the word. Ribbon cuttings, member pages on the chamber website and events like the chamber’s semi-annual Chamber Market Day help raise the visibility of member businesses in the community. The chamber also offers the Save Local Now program as a way for members to connect directly to customers through online offers and coupons. And a new direction on the chamber’s printed member directory has been a hit with both businesses and community members. “In 2014 we took our directory to the next level, making it a community guide and including much more about the community and the various resources available in the area,” state Rhonda Zunker, President of the Chamber. The response was overwhelming; it has been so well received and the Guide is a great way to make the community aware of what our community and chamber members have to offer. The chamber offers so much to its members and they could not do it without the help of a strong core of volunteers. The Ambassadors, led by Council Chair Denise Henk of Frost Bank serve as the welcoming arm of the chamber, making sure new members get the support and information they need to make the most of their memberships. The Business Education Council, led by Pat Rodriguez, Mary Kay Independent, provides learning experiences and resources on topics of importance to business owners. The Fundraising & Events Council led by Kim Compton with Reliance Residential Realty, stays busy with events like Chamber Market Days, chaired by Kathi O’Bryant with KDO
Jewelry; Birdies & Blackjack – Golf Tournament and Casino Night, chaired by Gail Digman, Home Team of America; and the Chamber Rodeo, chaired by Christen Patterson – BSB Chamber. The Government Affairs Council is chaired by Paula Stakes, retired. The Leadership Council is led by Ashley Hoppe, Bulverde/Spring Branch Fire & EMS and Mike Johnson with San Antonio Print Supplies. The Chamber’s Marketing & Communications Council is led by interim chair, Christen Patterson, Chamber Office. The Membership Council is led by Interim Chair, Judy Wilken of DLW Software, and the Finance Council is chaired by Melinda Taylor, Chamber Treasurer and representative for Office of Paul Taylor, Attorney at Law. As the chamber continues to grow, we expect the years to be full of change and growth. Here in Bulverde/Spring Branch, we’ve got it made. We’re the front porch of Texas Hill Country, and a breathtaking landscape serves as the backdrop for our laid back lifestyle. The development spans a total of 250 acres of land at the northwest corner of U.S. Highway 281 and State Highway 46. It will bring together residential, retail, restaurant and other services as well as a hotel site and office space, all within walking distance.

The residential portion of Singing Hills will include approximately 350 single-family homes priced in the $300,000 to $400,000 range and 350 multi-family units. Johnson Ranch is emerging as the new development of choice for homebuyers who value green space but are looking for a smaller lot. This master-planned, gated community will feature sports courts, three swimming pools, a fitness center and nature trails. Building is currently underway with Ryland Homes and Highland Homes serving as the exclusive builders for two of the development’s neighborhoods. Home prices in The Homestead at Johnson Ranch start in the mid $200k’s and in Corriente Estates at Johnson Ranch they start in the 300K’s. Specific design guidelines will preserve the area’s natural features. One-third of the development will remain a natural area and all homeowners in the development will have easy access to future trails connecting the neighborhoods.

Bulverde/ Spring Branch residents have multiple providers from which to choose, like Texas Physical Therapy Specialists or Hahn Chiropractic offering holistic health care solutions and specialized treatment for a variety of conditions. Projected to open in early 2017 is Bulverde Regional Healthcare Center. The 51,000 -square-foot facility will have 124 short-term and long-term care rooms, an 1800-square-foot rehabilitation gym, 2,000-square-foot dining room and two outdoor courtyards. “It will be a top-of-the-line facility,” says Timothy Crank, president, Heritage Healthcare. Dedicated to providing customized rehabilitation, the center will be divided into two areas. A shortterm transitional care unit will offer assistance to patients recovering from orthopedic surgery, undergoing

wound care, or experiencing stroke and cardiac recovery. A long-term and respite care unit will provide 24-hour nursing care for patients who need comprehensive assistance. “It will offer elder care for those who have higher needs than assisted living,” says Crank. Physicians will be able to meet with patients in an area dedicated to personal conferences. “We will have an inside clinic for physicians to follow up with patients - communal offices to assess the patients,” Crank says. A nurse practitioner will be on staff to coordinate care with outside physicians and provide an extra layer of professional experience. Independent seniors who need periodic monitoring will find a number of living options in Bulverde and Spring Branch. One of these choices is Bulverde Assisted Living scheduled to open its doors this summer. The 34-bed facility will have levels of assistance tailored to the

needs of each resident. Trained staff will be on site 24 hours each day. Residents will enjoy three chefprepared meals each day created under supervision of a trained nutritionist. Regularly scheduled organized activities will keep residents busy, and a central recreation area will provide space for special events. Bulverde/Spring Branch area senior citizens also benefit from an ever expanding activity center. The Bulverde/Spring Branch Activity Center enhances the lives of seniors through programs involving education, exercise, social activities, health and community service in an environment that provides opportunities for seniors to remain active and self-sufficient. “The Center is a great place to get to know the community and stay an active part of it. We want to get our seniors involved in our programs and activities before they need our services,” says Laurie Wilson, executive director of the Bulverde/ Spring Branch Activity Center.

There is a unique emergency services system in the Texas Hill Country known statewide as Bulverde/Spring Branch Emergency Services. This system, also known as Bulverde/Spring Branch Fire & EMS, is located in the Texas Hill Country just north of San Antonio, Texas, and is a 38 year old remarkable organization providing services to a 216 square mile rural area.

o arrive at our destination, the organization actually had three separate beginnings, but all have connecting stories that ultimately become an exceptional

operating and model system. 1959 - The Spring Branch Volunteer Fire Department was the first emergency services organization in the Bulverde/Spring Branch area.

1978 - EMS was formed after a 46year old man died of a heart attack and Bexar County (San Antonio) was unable to cross the county line and a local hospital was too far. Like both local fire departments, EMS had meager beginnings, transporting out of a converted station wagon. Many 9-1-1 calls were run from the

T
he Comal Independent School District (CISD) is a place where Bulverde/Spring Branch students have access to quality educational opportunities. The CISD spans nearly 600 square miles and encompasses five counties. Students do well here. Test scores rank above the state and national averages and all of the CISD campuses are fully accredited by the Texas Education Agency. Along with high academic standards, CISD promotes a well-rounded educational experience for its students. Numerous school-sponsored extra-curricular activities support a healthy, family-centered lifestyle, and the district’s eighteen elementary schools, five middle schools, three high schools, an early college high school and two additional alternative high schools provide opportunities for all area students to achieve their educational goals. As the population of the region climbs upward, student enrollment is

keeping pace. Enrollment is growing at 4% per year making ongoing district and community planning a must as the CISD strives to meet the needs of the expanding population. The district also has an extensive Community Education program for adults and school-age students in the region. CISD’s affordable Community Education courses offer opportunities for professional development, participation in group activities and cultural enrichment. A strong non-profit foundation, the Comal Education Foundation (CEF) helps support the district. CEF is funded through donations from corporate partners, parents, CISD employees, private grants and other community organizations. Gloria Deo Academy is a Christian school serving K-12 students with a program that follows a university-style schedule. And Hill Country Montessori provides toddler through middle school programs built on the Montessori model of respect, sharing and trust. The region is also home to a thriving homeschool community. The Hill Country Christian Homeschoolers is an active support group to help provide social and educational opportunities for homeschool families in the region. Just 20 miles away from Bulverde, Howard Payne University’s New Braunfels Center has been operating since 2012. Bachelor’s degree and Master’s degree courses are held at New Braunfels High School during evenings and weekends. The university has a long term plan to build a permanent campus in the area. Workforce and technical training are also available in nearby New Braunfels. A partnership between Alamo Colleges, New Braunfels 4B Economic Development Board and the Seguin 4A Economic Development Board provides access to learning opportunities at the Central Texas Technology Center in New Braunfels. Despite the digital age and instantaneous access to information via the Internet, a public library is still a precious and viable part of every community. The Bulverde/ Spring Branch Library serves as the ultimate community resource.
G
overned by the Bulverde Area Rural Library District’s community elected Board of Trustees, the Library’s almost 20,000 square foot location in Bulverde is more than a library; it is a community center of sorts. Besides the materials available for checkout, the Library hosts rotating art displays and has community meeting rooms available for non-profits or other organizations in need of a place to gather. From concerts to computer classes and craft days, the Bulverde/ Spring Branch Library is a hub for educational activity and fun. Library cards are free and besides

books, members can enjoy a very large dvd and audiobook collection for adults, teens, and children, as well as all the wonderful programming regularly offered. One unexpected delight for firsttime visitors is the Library’s butterfly garden at the edge of the parking lot, planned and maintained by Master Gardener volunteers. The butterfly garden is used to educate the community about what they can plant to help nurture the environment. The Master Naturalists also created a wildscape between two parking areas and the Native Plant Society has taken on the task of labeling the

natives the library has planted so that other community members may use them as examples for planting in their own landscapes. The list of the Library’s services seems endless. In addition to an expansive collection of books, movies and periodicals, the Bulverde/Spring Branch Library also offers online resources including downloadable e-books, audiobooks and magazines, free language learning, including ESL, test aides, software training and career resources. The Library is a wireless hotspot and makes computers with highspeed internet access available for community members and guests who

need on-line access. They hold regular digital classes which include hands on one-on-one training with your digital device, computer basics, and common social media and software training classes as well as many other programs for community members of all ages. The Library supports the business community by offering a special collection of more than 500 titles focused on small businesses, small business training courses throughout the year, and a host of on-line resources for business owners. They regularly collaborate with the BSB Economic Development Foundation, the Chamber, and Workforce Solutions to host job fairs for employers in the area. While all of these things make for a great library, the Bulverde/Spring Branch Library goes beyond the expected to deliver programs that engage the community and enrich lives. The Library’s summer reading program involves children, teens and adults. The popular six week long summer programs offer prizes as incentives for reading. It includes events and reading incentives around the chosen theme for the year.

These non-judgmental critters give children their undivided attention and help them to gain reading confidence. The Foundation and Friends of the Library are not only support organizations for the library but also a great place to meet and enjoy time with other community members who love to have fun. The Foundation recently received a grant which enabled them to purchase an outreach vehicle for the library, the BiblioTechno Trekker, to take their services to community members who have trouble coming in to enjoy them. All year long, avid adult readers enjoy being part of the Library’s five in-person book clubs. It also offers online book clubs for adults and teens. The library hosts a Great Decisions Discussion series which include speakers and discussion on eight topics chosen by the Foreign Policy Association as the most relevant at the current time. Time spent at the Bulverde/Spring Branch Library is the epitome of a family-friendly experience. The Library has a family room equipped with children’s computers, and parents can get their children hooked on reading at an early age by bringing their toddlers and preschoolers to the Library for designated Storytimes. The library staff recently received training to become a nationally recognized Family Place Library to help parents learn to play with their children ages 0-5
Are you new to the area or just looking for great activities with a wonderful group of people? Join the Friends of the Library who always have something fun on the agenda! Many Friends, after moving to the Hill Country, found this library support group a great place to mix and mingle. Sometimes we have to pinch ourselves. We can’t believe our luck to live in an area with such enchanting beauty. It’s no surprise harried urbanites, fleeing the city in search of an escape, come to Bulverde/Spring Branch.
A
fter all, here at the “front porch to the Hill Country,” we’re a step away from all nature has to offer. Our rustic terrain is dotted with ancient oak trees, rolling hills, spring-fed rivers and vistas of spring flowers. It’s easy to kick back, shift into neutral and go with the flow. Here there is much to love. We can truly say that it’s where the deer and the antelope play, as well as the cows, longhorns, goats and sheep. It’s where rivers roll and trees sway in the breeze. A picturesque spot for a peaceful

escape, it is also the perfect place for outdoor activities and recreation. After all, it wasn’t that long ago that Bulverde and Spring Branch were ranch communities. Our residents still maintain a connection with nature and the ranch lifestyle. Area youth who are members of the Comal County 4H and Smithson Valley FFA programs often get hands-on experience working with animals as the programs educate the young people in leadership, citizenship and life skills. Of course the rodeo is a popular

spectator activity, and the Tejas Rodeo Company keeps crowds entertained from March through November. However, for those who prefer to make their own adventure, horseback riding is a favorite pastime here. There are multiple businesses and organizations to serve the needs of area equestrians. New riders can take riding lessons, and serious riders can board their horses at area stables. For those who just want a one-day adventure, a few area businesses offer guided trial rides with horses and

It’s not just horse lovers that enjoy the park. The Guadalupe River State Park is special place for bird watchers as well. People come from all over the world to get a glimpse of some of the park’s permanent and temporary winged residents. The park is the only place in the world where the Golden-cheeked Warbler nests. The Golden-cheeked Warbler is a federally endangered species of songbird. It arrives in the park in mid-March and stays around

The park offers all kinds of opportunities for area residents and visitors to commune with nature and the wildlife that resides there. In addition to horseback riding and bird watching, visitors can hike, mountain bike, canoe, fish, swim, tube, picnic and camp. It’s a great place to take the family. The park’s Discovery Center was developed eight years ago as a launch point for visitors to explore the park. Unlike displays that may be seen in other parks, the center’s exhibits are meant to be an interactive experience. “Kids love it. We’ve got all kinds of skins, skulls and skeletons. Everything is touchable,” says Park Interpreter Craig Hensley. Some of the exhibits feature magnifying glasses, microscopes or binoculars to encourage kids to take a closer look. Families can also check out a free backpack of tools to use while they are exploring the park. So much of what the park does is meant to be family friendly. The park hosts weekly programs like Bird in the Hand, a family-oriented event held on Saturday mornings. Hensley provides a morning full of nose-to-beak looks at the area’s native songbirds. Families learn about the science and art of bird banding including a hands-on experience of banding and releasing birds. Wildflower and butterfly identification as well as astronomy programs and owl prowls are also on the regular programming agenda at the park. Residents can volunteer with the park’s Monarch Research Project, participating in bi-monthly surveys to track the Monarch Butterfly population within the park’s boundaries. The Community Garden is an attractive, safe and peaceful place to cultivate, fruit, vegetables, flowers and herbs. An exciting new addition is a bee condo. Featuring 1.2 miles of hiking trails, Kleck Park is located on 43 acres of densely wooded ranchland on Stahl Rd. between Highway 46 and FM 1863. “Kleck is a terrific addition to our system of county parks and recreation sites,” says Robert Boyd, county parks manager. “We’re excited for Bulverde-area residents to get to enjoy this beautiful park.” The park is built on land donated by the Helen Kleck Vivian Living Trust in 2014. Its trails provide a stunning view of the natural Hill Country beauty, as well as 16 birdhouses marked with signs and numbers. Visitors may walk, bike, hike or even ride horseback through the scenic area. Here in town is Bulverde Community Park where 13 acres of land beckon to children of all ages. Kids will want to take advantage of a splash pad, two playgrounds, basketball court, combination baseball/soccer practice field and open space for running and playing with pets. “The park is a nice asset. We’ve recently added new pieces of equipment to target the 5-12 year old age group", says E.A. Hoppe, city manager, Bulverde. Covered pavilions with picnic tables offer a great place for grilling out with friends. Additional grills and tables are located throughout the park. Birthday parties and special gatherings can be held within a large gazebo. Water

The growth of the Bulverde/Spring Branch area is no surprise. This “front porch to the Hill Country” has long been recognized for its environmental beauty and low cost of living.
I
t was only a matter of time before regional and national businesses realized its untapped opportunity. Now the word is out, and the area’s expansion has begun. “The area has just been exploding. There’s been major growth,” says Chuck Knibbe, chairman of the board, GVTC Communications. Contributing to its development is the prosperity of its surrounding neighbors. Just 26 miles south is San Antonio, now the 7th largest metropolitan area in the United States. To the east is booming Austin the 11th largest city in the nation. Together they are two of the top five, fastest growing cities in the country. In fact, in 2014 Texas was America’s second fastest growing economy with an

unemployment level of 4.2% according to the Bureau of Labor Statistics. For Bulverde and Spring Branch, that distinction means more momentum for the entire region’s economic engines. The outcome is a speedy influx of both businesses and new residents. Bulverde is rapidly becoming a sought after bedroom community away from the frenzy of the big city. New residents to Texas and relocating Texas natives alike have realized the advantages of living close, but not in, the metropolitan areas of this state’s southern counties. The area’s population has grown to almost 50,000 people, and the signs of growth are clearly visible in the expansion of retail and housing developments. One of these developments is The

Shops at Faithville Park. Currently in Phase 1 of renovation, the retail center formerly known as Faithville Village is adding unique shops and entertainment venues to serve the burgeoning community. “The population growth rate has exploded over the last 4-5 years. There’s an opportunity for shops, businesses, boutiques and restaurants in a park-like setting,” says Mike Masso, owner broker, Prime Ventures Commercial Real Estate. The Shops at Faithville Park will merge existing businesses with new tenants on acreage designed to unify its buildings with the surrounding environment. “The village setting of Faithville Park has great potential as a mixed-use destination with a Hill Country feel to

Included are bed and breakfast cottages, two chapels, event venues, restaurants, spa, apparel and home furnishings stores plus several small businesses. One building has been converted to accommodate an executive business center for local entrepreneurs. Also, plans for a 6,000-square-foot event center are underway. Another development fostering new businesses and serving the community is Singing Hills, a mixed-use development at State Highway 46 and U.S. Highway 281. Anchored by a Walmart Supercenter, the center is rapidly adding local and national businesses to its commercial mix. Included are restaurants, banks, credit union, a home furnishings store, auto service center and apparel shops. Soon to come is a 90-bed hotel. The center serves the adjacent Singing Hills residential development poised to have 325 residences. Multi-family housing is planned for the future. Helping to spur growth and maximize opportunities for business owners is GVTC Communications. Through a partnership with the cities of Bulverde, Boerne and Gonzales, the telecommunications company powers over 2,200 miles of fiber optic cable with gigabit internet service. In addition, economic incentives are available in the GVTC GigaRegion® cities to create jobs and enhance the quality of life for the area. To enhance business operations, GVTC provide SpeedSync a fiber technology feature that provides up to 100/100 Mbps download and upload speeds. “SpeedSync is really good for small businesses in terms of productivity. You get the same download and upload speed, so you’ll have a way better experience,” says Josh Pettiette, vice president, product, business development, and strategic planning at GVTC. For the future, GVTC is looking at a variety of ways to assist businesses and is meeting with owners to discuss their current and future needs. “We’re looking at ‘how do we help small businesses become a growing enterprise?’ We visit with them to grow our

relationship and ask what are their plans and needs for growth,” says Pettiette. In fact, a new network is being launched by GVTC to enhance business services. “We will extend a fiber optic ring that will extend local markets by allowing them to connect to more robust data center offerings and cloud offerings. That enhances the economic viability of the area. Businesses will have full access to major metro markets,” Pettiette says.
IT TAKES COLLABORATION AND COMMITMENT FROM MULTIPLE COMMUNITY PLAYERS TO EXECUTE STRATEGIC PLANS FOR THE AREA’S GROWTH. It takes collaboration and commitment from multiple community players to execute strategic plans for the area’s growth. Among these is the Bulverde/ Spring Branch Economic Development Foundation (BSBEDF). The BSBEDF helps structure incentives for prospective businesses and acts as a liaison to assist with relocations, expansions, infrastructure and site development, job training and other needs. In conjunction with BSBEDF, the City of Bulverde is taking steps to accommodate the influx of new residents and businesses through a strategy to maximize the area’s assets and infrastructure. “I give a lot of credit to the City of Bulverde. The mayor and councilmen are doing all they can to guide the growth,” says Knibbe. Among the initiatives is a plan for the future development of Downtown Bulverde Village, the historic heart of the town. The city has commissioned Jacobs Engineering Group to conduct a visioning process that will develop a plan to enhance the viability and vibrancy of the area.
The city envisions a quaint but progressive village, preserving the existing aesthetics and character of Downtown Bulverde Village with small, unique businesses, distinctive architecture, rustic building materials and open spaces. “The city is doing design engineering on improvements for downtown. We’re looking at increasing open space, parking and enhancing pedestrian mobility,” says E.A. Hoppe, city administrator of Bulverde. Several infrastructure goals are also targeted for the future. Maintenance and improvement of existing city streets, as well as local highways, is a priority. Chief among these is the expansion of State Highway 46. “We’re in the design process with TxDOT to expand the lanes. They’re designing a six-lane roadway with raised median. The result will be major mobility enhancement. It will provide capacity for what the area is slated to have in the future and enhance safe access to commercial areas,” Hoppe says. Also on the docket are plans to address stormwater drainage issues in both existing and future developments. In an area where flash flooding is threat, Bulverde and Spring Branch look to improved drainage to provide unimpeded access to both businesses and neighborhoods. “We’re going through planning of mitigation measures for water distribution to assist with reducing the potential for flooding,” says Hoppe. Economic growth is inevitable. Planning for the future of Bulverde and Spring Branch will ensure the community will continue to keep pace with the area’s rapid commercial and residential expansion. “We’ve got low unemployment across Comal County.
