CNUSD Launches Aviation Program

F

or the 2018-2019 school year, CNUSD will launch an aviation program at Corona High School as part of the Corona STEM Academy. Initial classes will focus on piloting and are designed to prepare students for flight training and aviation training at local colleges.

The piloting pathway will address the staggering need for pilots in the years ahead. Boeing estimates the U.S. demand for new commercial pilots between now and 2036 at around 117,000 - equal to 16 new pilots a day entering the U.S. airline industry. Globally, passenger and cargo airlines

AMERICAN LEGION POST 742

T

he CORONA Chamber’s Executive Leadership Roundtable class of 2017-2018 raised the bar for future classes with this year’s service project achievement. In November 2017 the class of 21 local leaders decided almost unanimously to raise money and resources to refurbish the American Legion Joe Dominguez Post 742. They went to work immediately, meeting every Monday morning with officers from the Post’s Building Committee. Many projects within the Post were discussed: HVAC, bathrooms, floors, parking lot, paint inside and out, fencing, kitchen, plumbing, and electrical. Finally, it was agreed upon to tackle the kitchen – the heart of this home to so many veterans. The kitchen needed to be gutted down to the studs. Members from the American Legion Post 742 stepped up and performed the heavy lifting while the ELR classmates pooled their resources together to raise funds and inkind donations. The two organizations worked together to sell tickets for an opportunity drawing held at the Post’s Open House & BBQ on May 25, 2018. By the end of the May 25th BBQ over $80,000 in cash and in-kind donations

had been received and the final touches to the kitchen were being applied. The inside of the Post had a fresh coat of paint. The parking lot had been resurfaced and painted. Members of this year’s ELR class were beaming with pride, having breathed into the spirit of the 71-year-old building. But the work is not done. The American Legion Joe Dominguez Post 742 Building Committee will continue to meet and fundraise for the completion of the renovation to their home. These are the items still needed: • Exterior painting of the building is estimated at $2000. • Restrooms repairs are estimated at $30,000, ADA compliant. • Stage lighting, carpet, and media equipment installation is estimated at $2500. things differently and often better. As an example, across the region, many cities have passed sales tax ballot measures, while others are preparing them for this November’s ballot. These new taxes are sought to bridge funding gaps for city operations. However, Corona, has taken a different path, one rooted in the business expertise of current leadership. To again quote the City Manager, “Focus and commitment on financial discipline and running the City like a business has allowed the Corona City Council to unanimously approve a balanced budget for Fiscal Year 2018-2019 and daylight a strategy to address looming unfunded pension liabilities that continue to impact the City’s budget.” To accomplish balancing the budget, each department was given the task of reducing their budget by 7 percent. The cuts were accomplished without any staff layoffs, a fact that contradicts false reports on social media. Notably, no police officers were let go and only open, un-filled positions that were not funded in the current budget were removed. Darrell Talbert added. “We have implemented strategic budget reforms which include Zero-Based Budgeting, community input, and engagement through an “Open Checkbook” and an “Open Budget,” combined with additional data visualization to help drive the community discussions and aid the decision-making process for the elected leaders.” According to the City, it has been by implementing ‘the tools of businesses’ for use in government, that they have been able to apply some best practices from the private sector in a public-sector application. While this budget process ended successfully for Corona leaders and our chamber community, with a balanced budget, there is still much work to be done, as they hope to continue the forward momentum

and drive positive change towards a sustainable future. Certainly, a cornerstone of the ‘management regime’ at City Hall is the push towards transparency and more community engagement. There are many initiatives that Corona is tackling; it is hard to list them all but we can look at a few of the most impactful initiatives that were reported as started or completed for Fiscal Year 2017/18: • Advance PERS Payment • FY 2017/2018 Made Payment toward PERS Unfunded Liability (UL)Created Sustainability through cost reductions and revenue enhancements: 1. New TOT Contract with Airbnb 2. Expanded Franchise Fees to CNUSD for solid waste 3. Expanded billing costs to Waste Management for full recovery 4. New Development CFD’s for service and service level impacts of new development • Infrastructure Enhancements: 1. Foothill Parkway Completion 2. Ontario Avenue widening nearly complete 3. Ontario/15 Freeway underpass widening funded and in design phase 4. o Cajalco Bridge funded and under construction - approximately $80M of private development dollars (public-private partnership for regional impact) • Development Story Map (Geographic Information Services) – view the list of major developments, project details, location, and status. • Over 2,000 jobs were created in Corona for the calendar year 201617, taking our total employment numbers to roughly 82,000 with 2 percent projected growth. The American Cancer Society through its 26-hour Relay for Life fundraiser in May; with help of numerous businesses from the region, and dedicated individuals, ACS raised over $235,000; The Relay began with the Survivors’ walking the first lap; that evening, hundreds of luminary bags decorated were placed around the track, some of hope other of sweet memories of loved ones. 1. CalTrans has committed to start a pilot project to relieve traffic at each of the on ramps on Green River and the 91. Solving the backups at the entrances to the 91 at Green River could save employers up to two hours a week in unnecessary traffic, meaning that your operations could save 20-40 hours a week now lost in traffic, each week.

independent contractor. On Monday, April 30, 2018, the California Supreme Court in Dynamex Operations West vs. Superior Court rejected the “Borello” test for determining whether workers should be classified as independent contractors or employees in favor of a new standard in which workers will be classified as employees under California Wage Orders. Under the new standard, all workers are employees instead of contractors, and placed the burden of establishing that classification on the business under the new “ABC” test, making it more difficult, if not impossible to classify a worker as an independent contractor. Under the “ABC” test, a worker will be deemed to have been “suffered or permitted to work,” and thus, an employee for wage order purposes, unless the putative employer proves: (A) that the worker is free from the control and direction of the hiring entity in connection with the performance of the work, both under the contract for the performance of the work and in fact; (B) that the worker performs work that is outside the usual course of the hiring entity’s business; and (C) that the worker is customarily engaged in an independently established trade, occupation, or business of the same nature as the work performed. Note that each of these requirements need to be met in order for the presumption that a worker is an employee to be rebutted, and for a court to recognize that a worker has been properly classified as an independent contractor. The “B” portion of this test is the most concerning for employers. Workers who perform work for an entity that is within the usual course of the entity’s business will fall within the definition of “employee,” at least for the purpose of the Wage Orders. A seamstress hired by a clothing manufacturer to make dresses from cloth and pattern supplied by the company is an employee, as is a decorator contracted to regularly design cakes for a bakery. On the other hand, an outside plumber hired to fix a leak in a bathroom on a one-time basis is still an independent contractor. These new rulings will cause growth from employment, however, impact the entrepreneurial spirit for those solopreneurs looking to expand. In chatting with some of our leadership, business owners like Kim Mabon (of Creative By Design), she will now be forced to decide to either hire or scale back her graphic design business: “I have grown my business through building great business relationships, and over the years, I have been fortunate to expand. However, this new ruling will force me to reconsider my growth. While growth has been steady, wise planning has been to contract per job or task enabling me to control my costs. This ruling will now dictate to businesses like me to have to hire an employee, which will cause my costs of operation to soar and perhaps those potentially added business contracts will be limited.” Industries such as real estate agents, barber shops, and hair salons that typically operate as independent contractors as well as “gig” economy jobs will have extensive ramifications. City of Corona PROVIDING FABULOUS ENTERTAINMENT FOR ITS RESIDENTS

INDEPENDENCE DAY CELEBRATIONS WILL BE ON WEDNESDAY, JULY 4 The Main Street Parade: Traditionally, parade goers line the parkways of Main Street which will begin at 9am, starting at Pueblo Street and going north to Olive Street. This year the Corona Rotary club has donated funds to sponsor this event. Fireworks and live entertainment will be at Santana Regional Park The fun will continue at Santana Park beginning at 5 p.m. with live music and food vendors. The entertainment begins at 5 p.m. with Kids Rock Free School of Music. The young group has performed at numerous events around Southern California and received rave reviews for their shows. Returning to the Independence Day stage is Corona’s own – Yard Sale! Yard Sale is an 8-piece, high-energy,

Waterbeds cont’d Miller family at American National for about 40 years, enlisted the help of Craig Miller, Sr. and his son Chad Miller to bring this vision of Keith, Charlie, and Michael out of the past and into today. They formed a new company, Hall Flotation, and they worked over the past two years with American National to develop a new, improved, better, and more comfortable waterbed and named it “Afloat,” the New Waterbed. These waterbeds will be manufactured in CORONA. The Millers have contracted with local business Gary’s Woodworks as one of their suppliers. Gary’s will make the wood rails used for mounting the foam rails to the foundation.

The timing for this new waterbed could not be more perfect. With it being the 50th anniversary of Charlie’s waterbed invention, and having more advanced materials, designs, and foams which offer more features and benefits that are available today that were not around 50 years ago. It is sure to be a product that will catch the eye of the die-hard waterbed lovers and even Millennials, who have never seen one or experienced lying on one. The Afloat was officially launched in early June at the City Furniture Corporate Headquarters and home of their largest facility in Tamarac, Florida. This event caught the attention
