mid a slower than expected restart of the California economy, the Legislative Action Committee of the Corona Chamber has been tracking economic statistics, legislative issues, and regulatory proposals that are critical to helping you save money. With a goal of helping you save thousands per worker, that is just what we are doing this year!

TRACKING THE SLOW RECOVER So far, we have tracked the

reopening of the economy locally, regionally, statewide, and nationally to inform our members of where hirings are emerging and to critical factors, for example: the economy produced 3 million fewer jobs than expected in the first five months of the year.

SAVING EMPLOYERS OVER $6,500 PER EMPLOYEE THIS YEAR ALONE ALREADY! At the state level we are working closely with hundreds of other business groups in coalitions that are battling laws that would force many employers to

provide one-time bonuses to workers of up to $6,500 just for coming to work, while forcing every employer to provide healthcare coverage for adult extended family members of their employees. We have been successful in stalling those bills in the Legislature so far along with proposals that would cost you tens of thousands in taxes.

Corona Based All Electric Vehicles Tested by City and Chamber

VTV, a zero-emission all electric (“EV”) OEM manufacturer and seller of vans and cab and chassis trucks, recently hosted a product demo at its Corona HQ. The event was attended by Corona Mayor Jacque Casillas, Vice Mayor Wes Speake, Corona Council Member Jim Steiner, and Corona Chamber President Bobby Spiegel.

Great logo and readily identifiable graphic—congratulations “smiley face” and thank you for providing essential supplies during the pandemic. Scores of people were homebound; businesses did not want to risk employees being exposed to the virus while acquiring products in person, so your delivery service was vital. Welcome to July 2021! You survived. We want to honor the dedicated efforts of the countless businesses who adapted to what was needed in these unheard-of times. I feel all jobs are essential and I’m delighted to see so many

uring the recent pandemic that unfortunately is often referred to by our hometown’s name… so many people (including myself) adapted to using the internet and technology. I personally advanced my skills tenfold and that, I feel, has been one of the great things I have achieved during this past 16 months. Century 21 Garland Realty Celebrates 50 Years of Chamber Membership T

he Corona Chamber of Commerce is honored to recognize Century 21 Garland Realty for their 50 years of membership. Brothers Bob and Ed Garland manage the agents and staff of this, one of Corona’s longest tenured businesses. Businesses do not last so many years in this competitive arena unless things are done right. Bob and Ed’s story in Corona and in realty goes back even further than half a century. You could assume that realty is in their genetics. The Garland Realty office at 1264 W. Sixth Street is a center of activity. Staffed by experienced knowledgeable agents, the office is among the most prominent in the region. Garland Realty has served multiple generations of local families helping to get them into the homes that will best fit their lifestyles. They are equally adept at assisting those new to the area.

In 1945, Edward C. (E.C.) Garland, the father of the brothers as well as two daughters, began the family tradition of selling residential real estate. Over the years, E.C. Garland worked with most agents in town starting with the post-war prosperity, which brought many buyers seeking to purchase homes that the war years prevented, through the population boom of the sixties. Their mother, Myrtle, cared for the four children who attended local schools. Bob and Ed are alumnus of Corona High School. Bob, the older of the duo, joined the family business in 1964, learning the intricacies of the real estate industry and was ready to head the office when E.C. sadly passed away in 1971. Ed joined the office in 1976 and today is Bob’s partner at Century 21 Garland Realty. The Garlands have been very active in service organizations and

This includes high-ranking officers with the important responsibility of controlling the operations of the military installations located in our region. As the careers of these women and men evolve, we have the pleasure of periodically welcoming new personnel. This July, the March Air Reserve Base will see Colonel Gregory P. Haynes installed as the new base commander. The Colonel takes over the command of Brigadier General Melissa A. Coburn and we are confident that the close relationship the Corona Chamber of Commerce enjoyed with General Coburn and

March Air Reserve Base will continue under Colonel Haynes’ leadership. Perhaps most members of the public are not aware of the impressive experience, training and leadership abilities that those trusted with military command posses. Colonel Haynes has over thirty years of preparation that he brings to the March Base command. Most recently, he was the commander of the 512 Airlift Wing at Dover Air Force Base in Delaware. Colonel Haynes is a command pilot with more than 3,900 flight hours including over 400 hours of combat and combat support missions. He knows what it takes to be a leader, saying: “It has been my experience that if you treat people with dignity and respect, you cannot go wrong.” He continued: “Be that leader, be

Ogden, who said of Colonel Haynes: “I got to know him at the Pentagon. I knew then he was going to be a great servant leader. expects of the Airmen.” Colonel Haynes was a pioneer in the use of night vision equipment for tactical airlift and has extensive experience on Numbered Air Force, Major Command and Pentagon Staffs. Corona Gears Up for Summer cont’d from page 1 Corona’s new Night Market has already had a successful start and there’s a bunch more dates for you to come down and enjoy! Highlights include independent food trucks, artisan crafts, and locally sourced products in an interactive environment. Future dates are July 12, 26, and August 9. The market runs from 5 to 8 pm at the Circle City Center parking lot (365 N. Main St). Many of you will have heard about the city’s popular Vegan Depot, held at City Park every Saturday. If you haven’t already made it down, we recommend giving it a try! There are plenty of options that will wow even the most vegan-skeptic foodies. The Corona Certified Farmers Market is open every Saturday, rain or shine, from 8:30 am to 12:30 pm. Located off of the 91 freeway at N. Main St. in the Main St. Marketplace (across from the Fender Museum), it is the perfect place for you to do your Saturday morning shopping to support Corona as well as the local farming community. The City’s Summer Concert Series is also returning! Every Thursday from July 8 – August 5, the City of Corona is hosting five concerts on the South Lawn of Corona City Hall. Expect an eclectic mix of genres across the evenings, from crowd favorites

Latin Nation to bands specializing in 90s hits, classic rock, 70s hits and Motown. Another event we’re excited to welcome back this year is the 4th of July Celebration. he Corona Chamber is dedicated to bringing our members current information on topics of concern for our business community. Bringing an elected official to our events to speak with our members is the pinnacle of our efforts. We are fortunate that most elected officials representing our region are extremely accommodating. Among the most genial is Riverside County District 2 Supervisor Karen

Spiegel, who represents Corona, Norco, Eastvale, Jurupa Valley and most of the north western part of Riverside County. In May, Supervisor Spiegel was our guest speaker at Good Morning, Corona, where she provided the “State of the County” address. She opened her comments by telling the audience that she is focused on jobs, smaller government and allowing businesses to thrive and expand.

The Supervisor announced: “Riverside County is open for business and we are ready to assist you in re-opening.” The Supervisor introduced the Deputy Director of the Riverside County Office of Economic Development, Rob Moran. Moran is accountable for business retention and expansion. Supervisor Spiegel said that he works in close cooperation with the City of Corona Director of Economic Development, Jessica Gonzales. To illustrate the importance she places on public safety, Supervisors Spiegel explained that she and Sheriff Chad Bianco work closely, along with District Attorney Michael Hestrin, to address crime and illegal drugs, specific to the recent fentanyl implosion. She expressed her

growing, maintaining and becoming a force to reckon with. I salute the Corona Chamber for their strong and positive influence in this city. Supervisor Spiegel echoed the importance of infrastructure in growing and bringing more jobs to Riverside County. Serving on the Riverside County Transportation Commission Board, Spiegel introduced the Deputy Executive Director of the RCTC (Riverside County Transportation Commission), John Standiford, who provided a recap of the multitude of road construction projects in our area. The need to expand and fix our roads is without end and the Supervisor pledged her commitment to seeking improvements. Specific to reopening our businesses and county, the Corona Chamber has joined Supervisor Spiegel’s efforts to encourage the governor to rescind the counter productive supplemental unemployment expense. As the current Riverside County Board of Supervisors chairperson, Spiegel expressed how vital it is to help families. She told the crowd that she has been working with local school districts to make sure kids safely return to in-person education as soon as possible. She adds that this will help moms and dads return to their jobs. Supervisor Spiegel ended her remarks with a reference to this year’s Chamber theme, saying: “I look forward to working with all of you as we Create Vision for the NEW Riverside County in 2021 and beyond.”

n Thursday, May 27, we hosted our sold-out Golf Classic and Twilight Celebration at Eagle Glen Golf Club where hundreds of representatives from businesses across the region came together for a day of golf, networking and fun. We were blessed to have an amazing event committee, chaired by Dr. Anthony Pirritano of Integrated Medical Center of Corona, who meticulously planned the day to make sure it ran as smoothly as possible. Mayor Casillas Hails Corona’s Collective Resiliency By Don Williamson

F

or over a century, the Corona Chamber has worked in tandem with elected and appointed city officials and staff. The year, the Chamber again hosted the business version of the “State of the City”, presented by Corona Mayor Jacque Casillas at the monthly Good Morning, Corona event on June 25th. Mayor Casillas is the seventh woman in Corona’s history to serve as mayor and the first that is of Mexican American descent. Mayor Casillas acknowledged that while the last year had been difficult, it has also shown all of us what we are made of and that we are poised to come back stronger than ever. Throughout her address, our collective resiliency during the COVID crisis was the theme, as she detailed specific issues and their status. The mayor stated that the City of Corona was active in doing their best to support businesses during the COVID pandemic by helping with PPE grants, webinars and utility assistance for delinquent accounts. Expanding business assistance for the first-time entrepreneur, programs and a seminar series were offered in both Spanish and English. While downtown revitalization progress at the Corona Mall was slowed, happily it was not halted during COVID. L.A.B. Holdings is moving forward with phase one of revitalizing Corona Mall North. Casillas

added that a comprehensive downtown revitalization strategic plan is in progress and will compliment the city-wide strategic plan completed last year. The mayor explained that there was one financial silver lining over the past year and that was lower interest rates for pension obligation bonds. With the help of City Treasurer Chad Willardson, Corona is currently pursuing pension obligation bonds in order to secure lower interest rates and freeze our unfunded liability debt of $270 million currently being paid at approximately 6%. The lower rates will save over $100 million over the life of the debt. Adding to this good news, Mayor Casillas said there is a plan to aggressively pay down the debt over the next 10 years while establishing an irrevocable pension stabilization trust that will help grow our funds. An update on the status of the cannabis industry in Corona was provided. After nearly two years of research, discussion, public comment and very intense Council study sessions, the application process for cannabis businesses to operate here has begun. Corona will permit commercial cannabis activities with the exception of cultivation, which is only permitted in designated manufacturing zones. It was reported by the mayor that in February a power redundancy project was completed in South Corona. This resulted in much needed relief to the businesses and residents in the

vicinity of Dos Lagos and the Crossings who had been experiencing frequent power outages. Nearly all outages have been eliminated and on the rare occasion that they do occur they will be less than five minutes long. The audience was informed that Corona is partnering regionally with the County and neighboring cities to address the problem of homelessness. The Homeless Strategic Plan is to provide a systematic approach that will serve the unsheltered in Corona while allowing our police department to enforce anti-encampment laws in public spaces. The city has added two more HOPE officers, growing the team to four who work full-time and are dedicated to addressing homelessness. They work in partnership with the city’s Homeless Solutions Manager and the City Net team. Community service and sworn officers have been

added to the department to reduce response times and provide service. A Business Liaison Program will provide assistance with illegal dumping, graffiti, loitering, trespassing, building and street issues and security enhancement recommendations. Mayor Casillas expressed her desire that the public be aware and able to see the reinvestment that has taken place in Corona. To that end, a graffiti abatement program is being launched that will address reported vandalism within 72 hours. An Urban Forest management program is also being instituted. City trees (our urban forest) will be inventoried with routine tree trim scheduled for every tree once every five years. Current calculations indicate that over 14,000 trees are missing and the mayor reminds us how much nicer and cooler things would be with the shade from more beautiful trees. The State of the City ended with the mayor stating that Corona is going through a renaissance. She said: “Our vision is to create a community that is safe, vibrant and family friendly together, we will continue to build off of our strong foundation to create a community where everyone can thrive.” Mayor Casillas’s remarks were informative and uplifting. As the State reopens and businesses aim to get back to a sense of normalcy, Dr. Thornberg expects there to be a flurry of economic activity. “The US and California economies are going to take off like rockets in the second half of this year—and we’ll likely see higher-than-normal growth for at least two years if not more,” he said. We’re likely to see a lot of action in the labor market too. Dr. Thornberg commented: “Since California’s labor market underperformed the nation in 2020, there will likely be higher job gains in the state in 2021. As the economy opens up, there’s more room for growth.” It’s not all good news, though. Dr. Thornberg will also be sharing his analysis on recent Federal spending. “In two short years, the United States has issued $7 trillion in new Federal debt— an amount equal to 30% of the nation’s GDP,” Dr. Thornberg explained. “This is an over-stimulus and has largely gone to making this generation of Americans that much wealthier… but we’re getting richer at the expense of our children and grandchildren.” We are delighted to have United Paving as the Presenting Sponsor for this event.

Redrawing California E very 10 years, following the completion of the U.S. Census, our federal and state legislative district boundary lines must be redrawn to adjust for shifting populations. After the passage of the Voters First Act (Prop 11) in 2008 by California voters, the responsibility of drawing these districts falls to the California Citizens Redistricting Commission.

THE COMMISSION IS COMPRISED OF 14 MEMBERS FROM REGIONS THROUGHOUT THE STATE AND INCLUDES FIVE DEMOCRATS, FIVE REPUBLICANS, AND FOUR DECLINE TO STATE. The Commission members have now been chosen and they have begun to hold public meetings and accept public input in a variety of ways to assist it in drawing the new district maps. Under the provisions in the Voters First Act, the Commission must consider the following factors in drawing districts: equal population among districts, Voting Rights Act compliance protecting rights of minority populations, as well as minimizing the division of cities, counties, neighborhoods, and communities to the extent possible. The Commission must also draw districts that are geographically compact, such that nearby areas of population are not bypassed for a more distant population. The Commission is also prohibited

from factoring in other considerations. It may not factor the place of residence of any incumbent or candidate in the creation of a map. Furthermore, districts may not be drawn for the purpose of favoring or discriminating against an incumbent, politcal candidate, or political party. Throughout this summer, the Commission will continue to hold community input meetings. This is an opportunity to share your input directly with the Commission. It’s critical forRiverside County organizations and stakeholders to engage with the commission and be actively involved in this process. None of the 14 Commissioners are from Riverside County, so it’s important to share with them about the interests shared among our communities and neighbors. These include mutual transportation, economic and educational interests. It is essential that pro-business and other voices are heard. The Corona Chamber held a business briefing with Commissioner Ray Kennedy on June 23, where he spoke on the process and answered questions from the membership.
