Big Changes for Small Businesses Our Fight for You NEW CALIFORNIA EMPLOYMENT LAWS SIGNED

S

everal new employment-related laws have been put in place affecting areas such as COVID-19, leaves of absence and privacy. Notably, the California Family Rights Act (CFRA) has been expanded under SB 1383 to include all employers with five or more employees—much fewer than the previous requirement of 50+ employees. You have until January 1st to comply with the new bill, which requires employers to give eligible employees unpaid, job protected leave from employment for certain family or

medical reasons. Unsurprisingly, various COVID-19-related laws have been put in place over the last six weeks. Here is a rundown of the most important new legislature: • SB 1159 went into effect on September 17th and expands work-related injuries to include “illness or death resulting from COVID-19 under specified circumstances.” It creates the presumption that those who contract COVID-19 while working outside of their homes, did so during employment. Typically,

employees are required to provide evidence that their injury or illness is work related before receiving any benefits. SB 1159 will stay in effect until January 1st, 2023. • AB 1867 requires all employers with 500 or more employees to provide COVID-19-related paid sick leave, as long as staff meet ... he Corona Chamber of Commerce is the leading advocate for businesses in the City of Corona. In our leadership role to support businesses, we act as a catalyst, convener and champion for business needs and issues.

Because many Corona businesses are impacted by the homeless issue, the Chamber actively participated in the development of the City’s Homeless Strategic Plan. Examples of the Chamber’s involvement include convening strategic plan

In the spirit of our ongoing partnership with the City of Corona, we wanted to provide you with a few updates and achievements related to the City’s Homeless Strategic Plan:

STATE GRANT AWARD

On July 6, 2020, the City of

Corona submitted a fiveyear homeless grant request to the State Department of Housing and Community Development (HCD). On September 16, 2020, State HCD confirmed the City of Corona’s grant request was approved!! Because this is a five-year grant, the City is eligible to receive up to $3.4 million over five years. $582,003 will be available to the City in FY 2021 to support operation of the planned emergency shelter and navigation center on Harrison Street.

took a long time for this to happen and there were detractors. Educated here, I came to believe in representative democracy, which we had at every level of government, except city council. As a Corona High senior, I spoke at a “Mayor’s Breakfast” advocating what was then referenced as “wards”. In those days, residential boundaries still had a racial divide component and Corona had only elected one Hispanic councilmember in nearly 80 years, a great man, Onias Acevedo. Happily, we are far more integrated today. In my mind however, while a factor, it is not the primary benefit of Measure N for Corona districting today. Corona is a metropolis closing in on 170,000 residents, which if divided by five, would equal to about 34,000 per district. When I gave my advocacy in 1972, there were about 27,000 here. The implementation of Measure N reduces the number to contact by 80%, creating a fairer process for all potential candidates. That is what is most important today, inclusion and financial parity. I worked on the Measure N committee and met an accomplished young woman, who is now a member of our City Council, Mayor Pro Tem, Jacque Casillas. I discovered her to be a delight, cheerful, caring and intelligent, the type of individual that we need representing our community. In 2018, the first three districts under Measure N worked, created a competitive election with qualified candidates vying for the seats. Now we are down to the final two districts and more good news: one of the two has three solid, worthy citizens campaigning for the spot. In the remaining district, ONE INDIVIDUAL has stepped up to run for the Council. ONE! I do not know Tony Daddario personally, however based on my observation of him, his reputation and the little interaction we have had, he is a stand-up fellow. We all owe him our gratitude for coming forward to be the ONLY candidate from his district to run. Thank you, Tony Daddario and I know you will serve in the best interests of Corona. I find it disappointing that no one else from that district was interested in going through the requirements to register as a candidate. Consider this, my sophomore year at CHS, 12 candidates chased after two open seats; four years later in 1974, 12 went after three; and in 1992, nine chased two council chairs. Our goal was that Measure N would increase inclusion in the Council election process. I sincerely hope that in two years, when the first three Measure N seats are up, there will be more public interest and additional qualified candidates will join the fray.

Coronans need to be grateful to all who serve this city as council members and council candidates. It is a difficult job and though it does come with a small stipend, it is in reality a “volunteer” arrangement. It requires hours of time and personal sacrifice to participate in city politics. Council members should be treated with respect, not called names or have to answer to emotionally nefarious accusations. These types of bullying tactics prevent citizens from wanting to take part in city government. I have had several confide that to me. No matter how they are framed in self-righteousness, incivility is divisive and merely self-serving that is more about the character of the individual than the issues faced by the City of Corona. The Corona Chamber of Commerce, like the Corona City Council, is a volunteer organization. We have our paid staff, but it is a board of directors, all business member volunteers, that oversee the operation. We share the same goals as members of the Corona City Council, to create a safe and prosperous community, where we can live, shop and work. The Chamber and Council have been partners for 110 years. During some of those years, the entire Corona City Council has been comprised of members of the Corona Chamber of Commerce. With today’s more economically diverse population, that has changed, however our shared purpose remains. With that in mind, I turn to the members of the Corona Chamber of Commerce to take the example set by the business community since the establishment of Corona as South Riverside in 1886. Get involved in your city. It will be a growing experience and an education in what citizens can accomplish. I write this to you knowing the curtain is closing on my own years of civic involvement. The participation of the business community—whether as members of the Council or as civic boosters—is essential to every city. Corona needs you as we confront unprecedented challenges in the years ahead. Two years ago, the Corona Chamber of Commerce gave up one of the most talented members of our Executive Board, when Chairman-elect, Yolanda Carrillo, resigned to be appointed to the Corona City Council. Yolanda has done a stellar job on the Council and will be leaving it with the November election. This incredible individual, who revived the Corona YMCA and built it to serve thousands of children and their families, is also retiring from her job as that organization’s director. Look for information for the annual YMCA Calvert Dinner, which will be in January, where Yolanda will be suitably honored. We love and appreciate Yolanda and wish her the best that life has to offer.

CEO’S COVID-19: Our State’s Counties CORNER Must be Treated Uniquely Bobby Spiegel

THERE IS NO ONE-SIZE-FITS-ALL SOLUTION TO THE PANDEMIC AND OUR GOVERNOR NEEDS TO RECOGNIZE THAT

T

hese days’ politics and the COVID-19 pandemic often find their way into conversations. I hope that without creating frenzy, I want to discuss the latter concerning re-opening our businesses in CORONA and extending into the rest of Riverside County. I am a member of a countywide Task Force that is researching and making recommendations to the Riverside County Board of Supervisors, who in turn work with the Office of the California Governor to review opening restrictions. As many of you know, I have experience with COVID-19. I was tested and then informed that the results were positive and suffered the symptoms of the illness that has stricken so many thousands. The virus is severe and during the early days of my affliction, I admit to worrying about my odds of survival. However, with so many prayers for my recovery, encouragement from our large community, excellent healthcare, support, and advice – I did fully recover. I will remain grateful to all of you that played a part in winning my perilous battle over this horrible virus.

This year, things have moved quickly with sometimes-contradictory advice as scientists grapple with this new virus. Some of us have made cynical comments referencing our situation as a “planned-emic” and claiming that a cure will somehow miraculously appear after the November election. I can only reflect on my own experience and guarantee you that COVID is real, it is dangerous, and caution should continue to be practiced. As for the RE-OPENING efforts, County Supervisor Karen Spiegel (who I know very well) has stated her desire to help businesses while recognizing the potential threat to the health of all residents in our County. Recalling the initial concerns and warnings that hospitals would be overwhelmed with patients and that ventilators would be needed by the thousands. In response, the Supervisors directed that two full ‘hospital like’ facilities be created immediately. Available buildings were converted to act as backup to the hospitals. In the end, fortunately, not a single bed was utilized or patient admitted to

either building. Still many “non-essential” businesses were closed. Governor Newsom created his plan for reopening. Led by the County Board of Supervisors, the business community worked to follow their game plan (a playbook so to speak). As Supervisor Spiegel shared, “It was like all of us were playing football, with time running out in the fourth quarter, and the Governor calls time out. He then comes back to the field and submits a new playbook and we all are supposed to start playing badminton!” Businesses were divided into “non-essential” and “essential” to determine if they should remain open. Often the lists did not make sense. I still do not recall a definition of what exactly constitutes an “essential” or “non-essential” business, but that is another topic to be discussed later. The Governor’s hope was that keeping people home would flatten the curve of increased cases. It is easy to understand why our businesses and residents became confused and/or frustrated. Our Chamber’s goal is to keep our member businesses vibrant while

adjusting our 2020 plans. Our team at the CORONA Chamber moved numerous events and programs to become virtual. Working with careful guidelines, our staff found options that enabled us to offer hybrid events with both in–person and virtual participation available. We have converted everything we do in one way or another, from our Board Meetings (hybrid) to the most recent Women’s Leadership Conference (virtual) to regular social events being cancelled. Sadly, our popular Monte Carlo event has even been postponed this year. During these dynamic times, the CORONA Chamber has outreached to our membership, including implementing a weekly virtual call every Wednesday morning at 10 AM to deliver current information on the COVID-19 situation and business-related political developments. We have been working with the restaurant community to promote their ‘take-out’ options, creating various social media posts for information and promotion of our local businesses. This does not include those who work from home. AB 1867 went into effect immediately in September and will run until the end of the year. • AB 685 goes into effect on January 1st 2021, so you a couple of months to ensure compliance with these complex requirements. The bill focuses on what recording and reporting actions employers must take if a potential COVID-19 exposure occurs at the workplace. Along with SB 1383, further absence-related laws have also come into effect. AB 2992 expands the existing law that prohibits employers from discharging or discriminating against employees who are victims of crime or abuse (for example, domestic violence, sexual assault or stalking) for taking time off from work to ensure their health, safety,

or welfare or that of their child. Furthermore, the following bills have also been passed recently: • AB 2257: Revisions and clarifications to AB 5, which concerns the ABC test used to determine whether a worker is an employee or independent contractor. • AB 1947: Increases the time people can file a complaint— from six months to one year— if they believe they have been discharged or otherwise discriminated against in violation of any law enforced by the Labor Commissioner. This goes into effect at the start of 2021. • SB 973: Private employers with 100 or more employees that are required to file an annual Employer Information Report (EEO-1) are required to submit a pay data report to the DFEH with information about employees’ race, ethnicity and gender in various job categories on or before March 31, 2021. • AB 1281: Extends by one year the exemption created by AB 25 of employee data from being collected, retained and sold under the CCPA.

From layers of taxes, fines, fees and other creative schemes, businesses are struggling to deal with an average of three new regulations each week of the year. The Corona Chamber of Commerce’s Legislative Action Committee (LAC) is a strong combatant against government laws and regulations that kill jobs by stifling California businesses’ immense abilities to flourish. As you well know, this State has historically triumphed in creating jobs, paying taxes and creating a climate of opportunity. We fight to keep California employed and prosperous. “We are a fairly large organization, and we appreciate having the CORONA Chamber assist us with opening doors where needed. A recent Washington trip with the Chamber enabled our organization to have face-to-face meetings with several Congressional offices and decision makers,” says Anthony Edwards, Director of Development for Robertson’s Ready Mix. Over the past three years, our intensive efforts in Sacramento and Washington, D.C. have helped to eliminate $125,000 in costs PER EMPLOYEE that would have directly impacted hardworking business owners’ bottom line. In 2020 alone, our outreach was needed more than ever as the healthcare crisis brought out the “creative thinking” of some of our lawmakers, and $71,750 of that was saved just this year. See the included pie chart for details on ten of the bills we defeated this year. Elaine Norland, former owner of A Cone Zone and now with RoadSafe Traffic Systems, shares, “The Chamber’s legislative program has saved my business thousands of dollars and the Corona community millions in impacts while helping our community

gain state and federal funding for major infrastructure projects.” In the wake of the pandemic, our Chamber has organized programs that have put $3,493,980 (and growing) directly into local businesses. We have filtered through the noise and dissected a massive amount of news to bring resources to the forefront and help businesses in our area not only to stay afloat, but to thrive. Our President/CEO, Bobby Spiegel, is part of the Riverside County Economic Recovery Task Force, working with a talented and passionate group of individuals to get us back on track. These efforts come at a cost, including contracting a highly specialized and respected legislative consultant. Each year we hold a fundraiser, most recently the Monte Carlo Masquerade, to offset this cost as well as related expenses. This event has successfully raised enough funds to support vital LAC financial requirements. Sadly, in 2020, our fundraiser is a victim of Covid 19 restrictions. However, this cannot be the end of our efforts to keep our members informed and their voices heard. The Chamber has decided that this year, our best option is to appeal to our most ardent supporters and institute a “Major Gift” campaign. We humbly request your reflection in participating in this, our most essential mission, and we appeal to you for your most generous contribution so that we might continue the fight against government intrusions into profits and prosperity. Remember, CORONA was the Lemon Capital of the World for most of the 20th century. Some of the new options we have found, such as technology programming, will become ideas to consider once the pandemic winds down. This Chamber has outreached to Governor Newsom requesting that he reconsider putting all 58 counties on the same rulebook. Our State has varied climates and demographics; one size does not fit all. Just one example is outside dining and the weather.

In Coachella Valley (part of Riverside County), temperatures well over 100 are common into the evening, making outside dining a poor option. Orange Counties’ beach communities do not face this challenge and therefore they need different rules. Some of the areas we are working to promote: • Physical Distancing should be the Guidance for Occupancy Limits for each sector, not an arbitrary percentage of occupancy. • Any failure in meeting the Guidance for adjusted cases and Positivity Rates should allow for a specified number of weeks, as a remedy period. • The 80+ Sectors identified by the State should each have their own restrictive tier assigned, so that it is NOT all or nothing. • Use of Contact Tracing data will drive what Sectors are NOT meeting the Guidelines; those Sectors may be subject to moving back a Tier if the remedy period proves they remain non-compliant. I assure you; the CORONA Chamber will continue to service our members and the business community. We will get through these tough times. The RivCo Women’s Leadership Conference Made HERstory

2020 marks the ninth year of the Riverside County Women’s Leadership Conference, but this year looked different. On September 24, over 340 registrants joined via Zoom at the first virtual conference filled with infectious energy, opportunity drawings and speakers that stimulated the mind around professional growth, leadership skills and self-care. Men and women joined not only from Riverside County, but from neighboring counties and even out of state. Here is what a couple of attendees had to say about their experience: “The speakers reminded me that I have a voice and should not be afraid to use it. I am committed to rewiring my brain to accept that I am worthy of any opportunity without self-doubt.”

Honoring Don Williamson cont’d from page 1 management. He witnessed numerous mergers, take-overs and yes, seeing people around him being laid off. His 40+ years of service to one company proved his willingness to serve and his adaptability to many changes. When Ralph’s requested him to relocate to Cincinnati, Don retired, only to receive a call from Smart & Final, which provided another dimension to retail. After driving to the Citadel for 3 years, Don entered retirement. The nearly 45 years in this industry prepared him with insights and knowledge that is invaluable to our organization during this time of growth and opportunity. Upon retirement, with many hours during the day on his hands, he volunteered at the CORONA Chamber for a couple of our events. He was involved with some non-profits and decided to fill a need for accurate reporting of historical events and facts of CORONA, especially with emphasis on honoring some of its founders. Until the Corona History Association was formed in 2015, very little recognition was bestowed upon the many Hispanic families whose ancestors were majorly involved in shaping Corona’s future. It was then that Williamson

joined the Board of Directors for the CORONA Chamber. “I have had the pleasure of knowing Don for many years. We met at CORONA Jr. High,” stated Bobby Spiegel, President/CEO for the CORONA Chamber. “We have rekindled our school-aged friendship and as I discovered his professional background, those qualities continue to be a much-needed asset for our organization. Often Don accompanies me or others in meeting various businesses experiencing challenges of mergers, take overs and buy outs. He can relate to the members and offer expertise in the situation.” During Williamson’s 10 months (so far) as Chairman of the Board, the Chamber, like many businesses, experienced change and interruption. The first 75 days were excellent; growth and expansion were showing positive indicators that 2020 would be positively record-breaking from financial to personal impacts for our members. Then COVID hit! The Chamber CEO initiated a weekly call (via Zoom) beginning April 1 and has continued these very important and topic-driven calls. Chamber Staff began outreaching to the various businesses, with a

presentation about leading with a generous, humble and servant heart. Her energy was fantastic and motivational.” Ivon Delgadillo, Construction Accountant, Nexus Development. “Thank you Mimi [Donaldson]; we can apply your tips to help our healthcare providers on video calls with their patients and in staff meetings. I came here to be inspired and on an invitation from one of my professors. major focus on restaurants, capturing their hours of operation, and variety of services they offer. Chamber Staff worked numerous hours in reaching out to all members. On the surface, some may say the year did not go as initially planned, but the Chamber became the main focal point for businesses and residents to turn to. Williamson shared at a Board meeting, “If there has ever been a time to show our relevance, it is 2020. Getting our message out with a determined and dedicated Staff, they really stepped up to the plate. I believe 100% in the mission of the Chamber and what we stand for.” Though the pandemic is still being identified and changing how businesses operate, Don’s experience is appreciated as a sounding board to our CEO. Under Chairman Williamson’s year, the Chamber operates soundly and fiscally responsible. During a time when many businesses are cutting back, with his approval, the Chamber has increased our staffing by 30%. Don will share the operation of the Chamber is not his or the Board of Directors’ responsibility. The Board is to set policy and direct the CEO. However, CEO Spiegel often relies on the various talents of his very diverse and experienced Board of Directors.

was fitting because this year marks the 100th anniversary of the passage of the nineteenth amendment. It was also fitting to pay tribute to the late Supreme Court Justice Ruth Bader Ginsburg for advocating for gender equality and paving the way for men and women to obtain equal opportunity. With the remaining two months of his administration left, Williamson is gearing up for the Chamber’s annual Salute to the Military on Friday, November 13, where the CORONA Chamber invites all Active Duty, Veterans and Reservists for breakfast and honoring each of those in attendance, by Military branch. On February 27, 2021, at the annual Installation and Awards Banquet, the Chamber will change its officers and Board of Directors. Kim Mabon, owner of Creative By Design, will take the reigns (though her term begins January 1, 2021). A true leader, Williamson stated he would be honored t0 serve again as Chairman, despite the turmoil from the pandemic. With Williamson at the helm, we are confident in finishing 2020 with a bang.

On January 16, 2020, the Chamber of Commerce invited the City of Corona to attend the Chamber Board Meeting to conduct an interactive presentation on the development of the Homeless Strategic Plan. The entire Chamber of Commerce Board provided important feedback that helped to inform strategies in the plan. As a result of this interactive meeting, Board Member Linda Pearson of the Corona Regional Medical Center (CRMC) took important steps to begin discussions with the City for the development of a recuperative care program so that homeless discharged from the hospital will have follow up care and shelter at the facility on Harrison Street. Kara Silver, Case Management Director of CRMC, and Karen Roper, the City’s Homeless Solutions Manager, are currently working together to flesh out recuperative care program components. Once partnership details are finalized, a presentation will be conducted before Corona City Council.

Corona Chamber of Commerce Executive Leadership Roundtable. With a fresh vision from the Executive Leadership Roundtable and a passion to serve Veterans, Jesse is working with Karen Roper and the VHA Board to develop a program to help homeless veterans with movein costs (first/last month’s rent/security deposit). Although program design is still being developed, VHA’s goal is to support homeless veterans when they are ready to transition from the City’s emergency shelter to permanent housing. Because the City is investing in shelter, services, and permanent housing resources for the homeless, this partnership will help to leverage public funding and facilitate quicker transitions to permanent housing. Considering the sacrifice they made to serve our great nation, the Corona Chamber of Commerce is honored to have been the catalyst for a program to serve Corona’s homeless Veterans.

Breathing Life Into the Frontline DR AIMEE FRENCH SERVES CORONA REGIONAL MEDICAL CENTER ICU By Jerry Soifer

D

r Aimee French’s bedside manner might be more important than any prescription she could write for treating COVID-19 patients at the Corona Regional Medical Center. French, the director of the hospital’s Intensive Care Unit, is a pulmonary and critical care specialist. Since the pandemic began, she and her team have been on the front lines of the battle. The hospital has sent home 500-plus patients who have survived the coronavirus. Fifty-two have died, according to Riverside County health spokesman Jose Arballo Jr. One who lived was James Njanju, an engineer from Eastvale who was hospitalized at Corona Regional from August 13-27. He stopped going to work after he started experiencing symptoms six days before he was admitted. He suffered shortness of breath and his temperature soared to nearly 104. “My life was in danger,” said Njanju. “I could not stand

for a minute. I was nauseated. I was passing out.” French’s visits were the best part of the treatment. He could not have visitors—even his wife, Patrictia Ngochu—so the doctor kept him company. “She checked on me every morning to see how I was doing, how the treatment was taking effect.” Njanju isn’t completely well, and he hasn’t yet returned to work. But he and his wife had a joyful reunion with French in the hospital lobby on September 25. French, 39, and her husband, Michael Willemsen, 38, live in Eastvale with their boys, James, eight, and Jayce, three. She said her husband has been her backbone through the pandemic, which has taken its toll on Dr. French. “Emotionally it’s draining,” she said. “It’s better now. People are surviving.” Hospital Chief Operating Officer Alistair Machoka said, “We are extremely appreciative of what Dr. French

Chamber President Bobby Spiegel said Dr. French’s intelligence “is matched with people skills that allow each patient to feel secure, comforted and appreciated.” As a teenager, Dr. French, had her eyes on a career in medicine. “There are a lot of great memories,” Dr. French said. Though focused on medicine, she was also keen to pursue other interests. She was a cheerleader at the 1998 CIF semifinal basketball game and was also her high school team’s smallest

shot putter and discus thrower at 5 foot 1, 100 pounds. Additionally, she ran the 100 meters. She said her extracurricular activities and work helped her develop the communication skills she uses as a doctor. Dr. French was admitted into the UC Riverside/ UCLA program which would give her a bachelor’s degree after three years and an M.D. after seven.
