ocated in the rolling hills and coastal canyons leading to the Pacific Ocean, Laguna Niguel has seemingly unlocked the secret for great coastal living in slow, easy style. Exceptional quality of life is the community standard. Its 65,000+ residents enjoy an upscale but laid back lifestyle in a safe community with stunning natural beauty at every angle. And if the itch for a big city experience arises, Los Angeles and San Diego are just an hour’s drive away. Los Angeles and Riverside, California, are also accessible via Metrolink. Residents can catch the Orange County Line and the Inland Empire Orange County Line from the Metrolink station in Laguna Niguel. Like much of Southern California, Laguna Niguel has pleasant weather year-round, with average high temperatures ranging from 67 to 79 degrees. The city also enjoys a low crime rate. And as the Laguna Niguel Chamber of Commerce approaches its 35th anniversary in 2017, there is much to celebrate. Case in point is the new development in the Gateway area of the city. Formerly an industrial area, the Gateway is being transformed into a walkable urban neighborhood. In 2016, the City of Laguna Niguel welcomed the first residents into the Gateway area with the completion of the Apex and Skye residential communities. Residents benefit from the newly established Oso Creek Riding and Hiking Trail, which has created a pedestrian friendly zone, providing Gateway area residents, workers and customers with direct and easy access by foot to the Metrolink station and businesses within the area. The trail is also a key element in the City and County Master Plan of Trails and Bikeways and provides connections to trails in neighboring cities. The City was awarded almost $2.3 million in grant

funds to help pay for the $3.5 million construction project. In 2017, the Gateway area will see even more activity. Broadstone, the first mixed-use project with ground floor retail on Forbes Road, is expected to open in spring 2017. A second mixed-use project on Forbes Road is anticipated to start construction in early 2017. Grading and construction of the residential project by the Picerne Group on Cabot Road will also continue. Infrastructure improvements are in the works. Design work is underway for the westbound Crown Valley Parkway widening from I-5 to Cabot Road, which will be the final phase of widening for this portion of the roadway through the Gateway area. The improvements will include a fourth travel lane, right turn lanes, bike lane, trail connections, sidewalks, landscaped medians and new entry monument signs. Construction is anticipated to begin in late 2018. As many as 3,000 new dwelling units and 2.25 million square feet of office, retail, restaurant, and hotel uses can be built in the Gateway as the area continues its transformation. There is also a proposed new development that would define the Town Center. The AGORA development promises to be a dynamic, upscale and walkable

downtown-style development featuring a series of pedestrian plazas and open common green areas. The development will also include a variety of specialty retail stores, restaurants with outdoor dining, outdoor performance areas, event and meeting spaces, a cultural arts plaza and a residential village. There will be defined areas for community and cultural art activities, an outdoor performance stage, space for festivals and markets, and a community center and event venue. Following public hearings by the Planning Commission in early 2017, the proposed AGORA development will go before City Council in the Spring of 2017. The park is home to Crown Valley Community Pool, the Laguna Niguel Labyrinth, the Niguel Botanical Preserve, a Sprayground, an amphitheater that is home to the City’s Summer Concert Series, two playgrounds, rental facilities and a variety of sports fields. The Laguna Niguel Family YMCA is also located within Crown Valley Community Park, offering members access to a cardio center, two weight rooms, group exercise rooms, an indoor rock wall, basketball courts, and more. As much of an asset as Crown Valley Community Park is, it’s going to get even better. The Park is currently undergoing new entry improvements, the second of three major renovation projects planned. This phase of improvements is expected to be complete in June 2017 and includes a new culvert crossing to replace an existing dip crossing, so the park entry does not need to be closed due to flooding during 14 I

uality education for students of all ages is a priority in Laguna Niguel. The community has a strong track record for ensuring its residents have access to a variety of educational opportunities, ranging from an award-winning public school system to private and charter schools, colleges and universities. Laguna Niguel is part of the Capistrano Unified School District (CUSD). The district is one of the ten largest school districts in California and was recognized in 2015-2016 as being number one in its size category in exceeding English language arts and mathematics standards by the California Department of Education. It is the second year in a row that the district has outranked the rest of the state’s top ten largest districts, which include Los Angeles, San Diego and San Francisco. Six of CUSD’s elementary schools, two middle schools and three high school facilities serve Laguna Niguel students. Students can apply to attend any school in the district with available space through the School of Choice program.

The district also has a sponsored charter school, Orange County Academy of Sciences and Arts, located in Laguna Niguel and has authorized five other area charter schools including the Community Roots Academy also located in Laguna Niguel. There are also 16 private schools in the area, with an average studentteacher ratio of 13:1. The schools serve students from preschool through high school. Several are faith-based, while others are specialized. Several colleges and universities serve the Laguna Niguel community, including Saddleback College in Mission Viejo, which offers more than 300 associate degrees, certificates and occupational skills awards. Soka University of America (SUA) in nearby Aliso Viejo also serves the Laguna community as a private, non-profit, four-year liberal arts college and graduate program. aguna Niguel’s most coveted amenities are the community and regional parks offering dozens of diverse recreational activities. After all, over onethird of our community has been designated as open space. This significant amount of terrain is one of the key features defining our wonderful city. Between the fun and the sun, Laguna Niguel residents and visitors are encouraged to relax and enjoy the natural surroundings. Encompassing approximately 67 acres combined, many of these small greeneries offer picnic tables, tot lots, swings, bike racks, bathrooms, BBQ pits, park benches, baby swings and slides. PROMINENT CITY PARKS Keeping with the nautical theme, a new “lighthouse” themed playground complete with slides, swings, and a variety of climbing elements was installed at Beacon Hill Park. The wood chip surface was replaced with a blue rubberized

It is anticipated that Parks & Recreation Staff will be relocated during the construction process that may be as early as the Fall of 2017. Agora Arts District - Downtown Laguna Niguel
T
he AGORA proposal for the former County Courthouse Site envisions a dynamic, upscale and walkable downtown style development featuring a series of pedestrian plazas and open common green areas. A variety of specialty retail stores, restaurants with outdoor patio dining areas, outdoor performance areas, event and meeting spaces, a cultural arts plaza and a residential village will begin to define Laguna Niguel Town Center. The development will also include exciting community and cultural art activities and opportunities such as an outdoor performance stage, space for festivals and markets, and community center and event space. Conceptual plans continue to
be developed for this exciting new project. The Environmental Impact Report (EIR) has been prepared and includes a comprehensive traffic analysis and other studies for compliance with the California Environmental Quality Act, including an analysis of the proposed residential component of not-to-exceed 200 units. It is anticipated that the Planning Commission will hold public hearings and consider the EIR in February 2017, followed by the City Council in March 2017. In 2017, the Gateway area will continue to see more activity. Broadstone, the first mixed-use project with ground floor retail on Forbes Road, is expected to open in spring 2017. A second mixed-use project on Forbes Road is anticipated to start construction in early 2017. Grading and construction of the residential project by the Picerne Group on Cabot Road will also continue. Design work is underway for the westbound Crown Valley Parkway widening from I-5 to Cabot Road which will be the final phase of widening for this portion of the roadway through the Gateway area. The improvements will include a fourth travel lane,
n 2016, the City of Laguna Niguel welcomed the first residents into the Gateway area with the completion of the Apex and Skye residential communities. In March 2016, the City completed the Oso Creek Riding and Hiking Trail to help create a more walkable environment with direct pedestrian access for the new residents, workers and customers to the Metrolink station and business within the area. The trail is also a key element in the City and County Master Plan of Trails and Bikeways and provides connections to trails in our neighboring cities. The City was awarded almost $2.3 million in grant funds to help pay for the $3.5 million construction project.
