In the past year we acknowledged the era of Plano 3.0. In the 1980s, Plano 1.0 was a sleepy bedroom community, and during the 2000’s, Plano 2.0 was a big suburb of Dallas. Today, Plano 3.0 is a world-class, diverse and inclusive city with its own identity comfortably competing on the global stage for any individual, family or business looking for a place to call home. As a city we have solidified our position as the nexus of economic growth in Collin County and the North Texas Region. After attracting FedEx in 2013 and Toyota in 2014, Liberty Mutual and Hilti chose Plano as home in 2015. In 2016, the momentum continued with regional headquarter announcements of JP Morgan Chase, Fannie Mae and Coca-Cola. In addition to attracting new businesses, several of our longtime corporate citizens: Capital One, Nokia (formerly Alcatel-Lucent) and Pizza Hut all expanded their footprint in Plano in the past few years with substantial expansion projects. “Plano has an extremely diverse population: financially, culturally, and demographically. We have an extremely diverse economic base. We look at all those things when we plan for growth,” says Mayor Harry LaRosiliere. Nowhere is this strategy more evident than through the development of mixed-use communities. Blending residential, business, and entertainment venues within a single location, these urban villages are people-oriented and pedestrian friendly, and appeal to Plano’s growing population of millennials. “In Plano, millennials are 20 percent of the population now. By 2020, they will be 25 percent. Generation Z will also be 25 percent. So by year 2020, fifty percent of our population will be under 34 years old,” says Mayor LaRosiliere. Millennials seek an interactive urban experience, and the trend hasn’t gone unnoticed. Plano has brought that experience to the forefront with vibrant, urban living environments. The progressive design of these projects addresses another goal of the City. Their high-density blueprint provides a variety of family living options, an advantage for future growth.

The Downtown Plano Cultural Arts District mixes retail, restaurants, art galleries, and parks within the historic area of Plano and is easily accessible via DART.

LEGACY WEST

Chief among these developments is Legacy West, located at the northwest corner of Legacy Drive and the Dallas North Tollway. The 255-acre project consists of corporate office space, a Renaissance Hotel, high-end shopping center, restaurants, apartments, condominiums, and custom homes. “When you can offer today’s workforce mixed-use opportunities where they can socialize, live, and work, it is extremely appealing. That is what we are doing at Legacy West. If housing is offered like condos, apartments, and townhomes in an area where they can also work, socialize, shop, work out, and do day-to-day activities, this is the lifestyle that they like the most,” says Fehmi Karahan, president and chief executive officer of The Karahan Companies, developer of the project. Jill Bailey agrees. A resident of The Shops at Legacy, a sister community, Bailey is sales manager at Seasons 52, a restaurant also located at The Shops. “It’s important for me to walk every place. My dentist is here, my hair dresser, my dry cleaner. My yoga studio is here. It’s all about convenience and getting to places easily,” she says.

Included within the $3.2 billion Legacy West development will be Toyota’s new North American headquarters, FedEx Office, a regional hub for Liberty Mutual Insurance, and a campus for JPMorgan Chase. The headquarters of JCPenney is already located there. Fidelity Investments has rented space in the three levels of offices above the storefronts of Legacy West Urban Village. It’s no surprise millennials and young professionals will find convenience in working and living within walking distance. “It’s all about ease and convenience. Big companies know and understand that this is what this generation is looking

for, and there needs to be these kinds of amenities made available to them,” Karahan says. The focal point of the Legacy West development is the $400 million Legacy West Urban Village, a 38-acre project complete with shops, restaurants, entertainment venues, and apartments. Retailers slated to open in the 415,000-square-foot, open-air retail space include a Tesla showroom, Madewell, Warby Parker, a Barnes & Noble concept store with restaurant, and New York fine food purveyor Dean & Deluca. Foodies will enjoy a full menu of diverse restaurants, from casual to fine dining. Among these are Del Frisco’s Double Eagle Steak House, Fogo de Chão, Toulouse Café and Bar, Taverna, Tommy Bahama Restaurant, True Food Kitchen, Mesero, Shake Shack, and Haywire. A highlight of Legacy West Urban Village will be Legacy Hall, a three level, 55,000-square-foot venue, inspired by European food halls. The first level will house two dozen food stalls offering artisanal fare illustrating ethnic diversity and culinary favorites of local chefs. On the second level will be a fast casual restaurant and terrace. Entertainment will define the third floor where a craft brewery and taproom will overlook a 15,000-square-foot beer garden. Within the venue will be a live music stage and 25- by 14-foot large television screen for viewing the big game. All these amenities will be within walking distance of apartments, condominiums, and single family housing creating an interactive village atmosphere. “It’s about being connected. Pretty much everybody who lives here goes out all the time. You see them in the bars and the restaurants and the shops. It has a community vibe. You feel young and connected,” says Bailey. Key to that vibe is the variety of residential units within Legacy West. By the end of 2017, the urban village will have 1,600 mid- and high-rise apartments, 126 townhomes, and 90 condominium units with an expected population of 2,500 – 3,000 residents. Millennials will be able to transition from apartment living to larger units as their lifestyle evolves. Legacy West Urban Village is surrounded by top-tier businesses, most within walking distance. In the near future, the area will be home to 15,000 jobs. Projects planned for the future are expected to increase that employment level.

“We have some major relocations – Toyota North America, JPMorgan Chase, Liberty Mutual. Conservatively, we anticipate over the next few years there will be 20,000 jobs in the area, plus consultants and companies that support those corporations,” says Mayor LaRosiliere. Competing for employees, these companies will look to local millennials, as well as seasoned professionals, to fill those roles. Additional employment opportunities will come from businesses opening within the Urban Village including shops, restaurants, and services. "Those people will shop at the stores," the mayor says. "They're going to eat at the restaurants. There's an incredible multiplier effect." The positive long-term impact for Plano is impressive. “Legacy West will produce an estimated $70 million in tax revenue over the next 10 years,” Mayor LaRosiliere says. In addition, plans are in the works for transit enhancements to streamline access to Legacy West. “We’re fortunate to be the only city in Collin County to have mass transit," he continued. "We plan to leverage that asset pro-actively. We'll see things like more eastwest connections and possibly an express bus from downtown Dallas. We'll find ways to bring more people to the area with fewer cars."

HISTORIC DOWNTOWN PLANO

Easy access to mass transit is a benefit attracting millennials to another Plano urban development, Historic Downtown Plano. Nestled on the city’s eastside, and adjacent to the DART Rail Red Line, Downtown Plano has a unique atmosphere all its own. Sometimes described as laid-back or funky, Historic Downtown Plano has quietly been growing. This vibrant and charming community of urban living in the heart of the city is historic yet metropolitan. Shops and restaurants are housed in buildings reflecting turn-of-thecentury architecture. Art galleries and theatrical venues are steps away. Its eclectic collection of restaurants, shops, and entertainment settings draw a diverse population of urban dwellers seeking an energetic lifestyle. “The demographics are surprisingly similar to Legacy West,” Mayor LaRosiliere says. In fact, the vibe is the same, with millennials living above storefronts or in trendy condominium units. 22 I

Jaime Wiggins, owner of Amazeballz confectionery, cites the area’s friendly atmosphere and camaraderie as distinctive. Located on the first floor of the Junction 15 development, Wiggins has come to know her neighbors in the apartments above. “We’ve become friends with a lot of the people. They walk to the 7-Eleven or to Farmer’s Market. They walk their dogs. People come in and ask, ‘Where’s a good place to eat?’” says Wiggins. Intown living options include apartment homes at the mixed-use Junction 15, which sits steps from the Downtown Plano transit station, the centrally located Eastside Village apartments, and the 15th Street Village condominiums. Detached singlefamily homes line nearby streets. “In 2000, the population within the onequarter-mile area surrounding Downtown was just shy of 1,600. Now it’s just shy of 3,000,” says Mayor LaRosiliere. On the horizon is the redevelopment of Rice Field. Titled Rice Field at Plano Arts, the upscale community will bring an additional 61 single-family homes to the district. A second phase of Junction 15 is scheduled to launch at the corner of 14th Street and Avenue K with tenant availability planned for early 2017. In addition, an artisans’ loft is planned for land adjacent to 13th Street and Avenue F. “We’ve strategically decided to expand the footprint of downtown,” says LaRosiliere. All are located within walking distance of Downtown Plano’s vibrant community of performing arts, inspiring galleries, and unique shops and restaurants, a plus for millennials. “The infrastructure aligns with their lifestyle. Millennials are very sensitive to their time. The more you can jam pack into one area, the better,” says Alex Hargis, executive director, Historic Downtown Plano Association. Shops and restaurants cater to patrons who live nearby as well as those who come to Plano on the DART rail line or by automobile. The varied retail collection includes Shinola, Southern Vintage Glam, Amazeballz, Plano Art Association, and Pipe & Palette. Just as eclectic are food purveyors Fourteen Eighteen Coffeehouse, Angela’s at the Crosswalk, Brix Bar & Grill, Fillmore Pub, Lockhart Smokehouse, Urban Crust, and Urban Rio. Theatre Britain, Courtyard Theater, Cox Playhouse, Art Centre of Plano, and Ten20 Gallery offer locals entertainment within an easy walk. “Art always has broad-based appeal. The more touch points you have that aren’t tied to commerce, the more millennials like that,” Hargis says. The area also has been accredited by the Texas Commission on the Arts as one of seven new, cultural districts in Texas. "Our original facility was built when Plano was much, much smaller than it is today," says Jamee Jolly, president and chief executive office, Plano Chamber of Commerce. Jolly credits previous leadership for putting in place the cornerstone of development leading to today’s Chamber opportunities. Through their guidance, the Chamber president notes, the strength and influence of the organization grew greatly over the last 20 years. “It’s the work of the past leadership for decades who laid the strong foundation for membership – the leadership of the Board of Directors,” she says. With an eye to the future, the Chamber established a task force four years ago to assess options for the organization’s headquarters. “The task force consisted of leadership from the Chamber, the business community, local colleges, and nonprofits. We worked hand-in-hand with the City. They all were people who understood the Chamber’s mission, our financials, and goal to be good stewards of our members’ dollars,” Jolly says. I

The existing location in Historic Downtown Plano had served the Chamber well for more than 30 years. It had been central to the business community and a hub of service to the city. “We were considerate of where we were located. There were a lot of positives about that. The building needed attention, and it was time to either invest in an upgrade or sell. We knew it was time to make a determination of what we should do long term,” says Kim Moore, board chair of the Plano Chamber, and partner, Strasburger & Price, LLP. Data gathered during the assessment process, together with priorities for Chamber growth, drove the decisionmaking process. A general contractor was engaged to evaluate the current facility. Reallocation and renovation of space was considered, as well as availability of parking. “The building was desperately in need of work. It was aging. Parking was an issue as well. It looked like either investing in the building or deciding if you work to grow to the future and relocate. The decision was, ‘Let’s start looking toward the future of Plano,’” says Debra Austin,

With the decision to relocate solidified, the task force evaluated a wide range of options to address facility priorities and physical location. “We sat down and looked at our customers and what they needed and where they needed to be,” says Jolly.

Top requirements included expanded space for large presentations, professional office area to enhance staff efficiency, smaller rooms for member/client conferences, and broader options for parking.

“We needed a certain size meeting space. We wanted more adequate space for a growing Chamber and more adequate parking,” says Moore. Also important were a boardroom, workroom, 24-hour security access, and polished reception area. “We needed a modern facility that projects the image of the business community in Plano, a space where the business community could gather. And it needed to be cost effective without impacting dues,” Jolly says. In addition, a major priority in the site selection process was a central location, easily accessible to the membership, visitors, and community. An evaluation of member businesses revealed a shift. East Plano was no longer the base for most members. “We found 80 percent were west of Custer Road. The business concentration had shifted west,” says the Chamber president. To find the best location, a request for proposal (RFP) was solicited. The RFP detailed Chamber priorities and asked for options. Responses offered a variety of choices including leasing, purchasing, and building on a centrally-located

A merger of ViewPoint Bank and LegacyTexas resulted in overlapping facilities and surplus space at some locations. One of these buildings was the LegacyTexas West Plano location at the

southeast corner of Spring Creek Parkway and Independence Parkway. “We recognized we have a facility with excess space, about 10,000 square feet. We approached Jamee Jolly and said, ‘Hey, what do you think about this?’” says Chuck Eikenberg, executive vice president, LegacyTexas. The space on the second floor of the building had been earmarked as a business center for Bank clients, but was too large to be manageable. “The concept of a business center was developed here by our team. We as a community bank have small business clients. We recognized many don’t have facilities to conduct business, so we saw an opportunity to add a value-added service,” says Eikenberg. Discussions began between the Chamber and LegacyTexas to optimize the space for both parties and their customers. “It took two years of negotiation. We thought about, ’What is a fair way of making it work for both sides?’” says Austin. The result was providential, a facility that now benefits the mission and goals of both organizations. The redesigned space includes a professional reception area, private office space for Chamber staff, an expansive multi-


use meeting room, and the LegacyTexas Business Center for LegacyTexas business customers and Chamber members. “This was a singular opportunity for us. We needed an adequate amount of meeting space. We needed one large room that could sit 50-60+ for bigger group meetings. Wi-Fi, phone, fax, copiers, and kitchen facility were important. Those were the priorities,” Eikenberg says. The new facility offers not only a central location convenient to most Chamber members, but an upscale business environment with optimal professional amenities. “It’s very, very professional. It’s slick and modern. I would reserve a small room or I could meet people in the community area. It’s very convenient,” says Kevin Giles, regional vice president, Employee Money Solutions, LLC. Features of the Business Center include small private meeting rooms, a conference room, 125 seating capacity conference room, smaller meeting areas, individual workstation, coffee bar, lounge seating, high-speed Wi-Fi, and media boards for conducting remote meetings. Bank and Chamber customers will have

access to a printer/copier/scanner and shredder. The Chamber will manage and maintain the Business Center through a sponsorship agreement. “With the amenities, you’ll have more people coming by the Chamber. There’ll be more interaction between Chamber members and with the staff. Overall, the upgrade and the professional look will bring in new businesses. It’s the style they’re used to,” says Giles. The Business Center offers the

opportunity for current and prospective members to work in a top-tier business environment reflective of the goals of the Chamber. “It should be easier for prospective members to see the high-quality professional atmosphere. You’ll have more people coming by the Chamber than you would have,” Giles says. Business programs will also be enhanced by the new facility. The space allows for both small and large gatherings of professionals.

For example, there’s a mini industry summit planned for the future. We’re doing more to enhance services to the members,” Austin says. With a look to the future, the new Chamber office was designed to accommodate a growing membership and increased services. “The business community has evolved. We have to be responsive to that with programming and services. It’s built to accommodate future staff and serve our growing membership,” says Jolly. Excuse us if we brag. Here in Plano, we’re proud of the educational opportunities we offer our residents. We know our diverse community has education needs just as varied as its citizens, and our city is a place where every child and adult can grow in knowledge and experience. At both the public school level and in higher education, programs are available to encourage learning and accomplishment by the entire community. Our commitment to greatness begins with our public schools. Serving residents of approximately 100 square miles in southwest Collin County, Plano Independent School District (Plano ISD) encompasses 72 campuses. Nearly 42 percent of the professional staff has master’s degrees and one percent holds doctorate degrees. On average, teachers in Plano have 11.5 years of teaching experience and only 12% teacher turnover, compared to 16.6% for the state. Plano ISD boasts one of the highest performances on college entrance exams in the nation. A significant number of students take Advanced Placement courses, and 94 percent of Plano ISD graduates pursue higher education. One hundred and twenty-one Plano ISD seniors earned Semifinalist standing in the 2016 National Merit Scholarship Program. They are now in contention for Finalist standing and $33 million in scholarships to be announced next spring. Not surprisingly, 23 Plano ISD schools have captured the prestigious National Blue Ribbon Schools of Excellence honor awarded by the U.S. Department of Education. All 44 elementary schools are Healthier U.S. School Challenge (HUSSC) award winners. 38 I

To help our students enhance their potential, Plano ISD provides a wide range of challenging and unique academic courses and programs that appeal to varied interests, experiences, and educational goals. These experiences are offered through specialized schools and instructional courses. Among these is Academy High School, a problembased learning community. Emphasizing science, technology, engineering, arts, and math (STEAM), student learning is anchored in interdisciplinary work experiences similar to those they would encounter in an actual professional environment. “Kids who love a challenge experience how realworld issues are interrelated,” says Amy Bates, director of curriculum management and academy initiatives, Plano ISD. Students work in teams, learning to collaborate and becoming accountable to their peers. “These programs allow choice and ownership for kids. They work on authenticity of experience. Kids examine multiple parts of questions and develop learning experiences,” says Bates. “Our kids are amazingly self-directed.” Equally exceptional is the Health Sciences Academy, located at Williams High School and Plano East Senior High, with courses tailored to students whose goal is to enter a healthcare field. Preparing students for the workforce, an associate degree or a four-year university, the Health Sciences Academy offers the opportunity to obtain college credit, technical certificates, hands-on experience, and mentorship from healthcare professionals. universities both here and abroad,” says Biggs. “It is only the IB student who earns both a Texas and an international high school diploma.” Along with their standard IB course work, an experiential learning component invites students to step away from academics to explore three facets of their lives - creativity, action, and service. The IB Academy recently expanded its reach by offering such electives as IB Dance and IB Theater. This experience leads to the development of well-rounded individuals. In 2015, 94% of students were awarded the IB Diploma compared with 70% nationwide. Plano ISD serves students, teachers, and their families. In 2015, 50 families and 200 individuals participated in Plano Family Literacy School Classes. PISD Head Start provides preschoolers a safe and developmentally appropriate environment to grow socially, emotionally, cognitively, and physically. The AVID (Advancement Via Individual Determination) program is in 15 elementary and 22 secondary schools serving 2,600 students, 95% of whom intend to attend college. In addition, curricular and non-curricular programs available at Plano ISD schools offer a wide range of activities for our diverse community of students. Kids can earn one of six certifications through this program,” says Bates. Housed at Plano East Senior High School is the IB World School. Founded on the principles of the International Baccalaureate Organization, the fouryear high school promotes international understanding and skills to live and work in a rapidly globalizing world. “It pushes students to examine subjects from multiple perspectives,” says Theresa Biggs, coordinator of advanced academics, Plano ISD. The program includes the locally developed International Honors preparatory program for ninth and tenth grade students and the International Baccalaureate Diploma program for eleventh and twelfth grade students. Through the IB Diploma program, students have the opportunity to earn college credit. “The liberal arts emphasis, and the international recognition of this program, allow students to select from colleges and

For more than 100 years, Children’s Health has been dedicated to making life better for children across North Texas. Every September for more than three decades, Plano has played host to the annual Balloon Festival. Plano is officially known as the “Hot Air Balloon Capital of Texas.” It is a special time when 100 or more brightly colored hot air balloons gracefully rise into the sky. This three-day event is filled with hot air balloons, skydivers, fireworks, a balloon glow, concerts, a kids’ fun zone, and a festival marketplace along with food and arts and crafts vendors.

Located on the western border of Plano, the park has trails for walking, jogging, and hiking. Its three distinct eco-regions, Blackland Prairie, Riparian Forest and Upland Forest offer wildlife and plants indigenous to the area. Oak Point Park and Nature Preserve on the eastern edge of the city has 3.5 miles of trails with extensions to Bob Woodruff Park and the Santa Fe Trail. This gem has meadows and prairies, a lake and creeks for fishing, historic pecan grove, and nature observation area. City dwellers will find ponds nearby and creeks meandering through neighborhoods.

The Plano Chamber provides focused, effective support for issues and policies that reflect the Chamber’s vision and principles through the Public Policy Committee, issue panels, candidate forums, and more. u Public Policy Committee The Public Policy Committee meets monthly to discuss legislation and issues that affect the business community. Attended by


business professionals, elected officials, and key community representatives, stay informed with this monthly meeting. u Candidate/Issues Forums The Plano Chamber hosts regular forums and town halls to educate the community on upcoming issues that affect local businesses and residents. Candidate forums are also held in the months leading up to key elections.

u Collin County Days Every other year during the Texas legislative session, Collin County chambers of commerce organize an Austin trip for members and local elected officials to meet with legislators, learn about current issues, and network with the business community and elected officials. During even years, the group convenes in the county. u Plano Legislative Days Plano Legislative Days is a joint effort between Plano ISD, the City of Plano, and the Plano Chamber to create a forum of citizens, elected officials, and business professionals working together for the greater good of our community. The two days of programming focuses on issues relevant to our city through an agenda that includes speakers, networking opportunities, and scheduled meetings during the legislative session.

EDUCATION: HELPING YOU GROW PROFESSIONALLY AND PERSONALLY

Learning opportunities and entrepreneurial training sessions are offered through seminars and focused interest groups. u Leadership Plano Spanning nine months from September to May, Leadership Plano is designed to build individual and community leadership skills.
