Welcome

2016 was a spectacular year for King of Prussia! The media took notice and declared King of Prussia (KOP) the: • “hottest zip code in Pennsylvania” – Penn Live • “regional star of the western suburbs” – Philadelphia Business Journal • “crown jewel of development in the Philly suburbs” – Bisnow Investment in KOP continued at a furious pace with more than 500,000 SF of retail coming online, 2,500+ multi-family units under construction, the reduction of Class A commercial office vacancy to less than 8% in Q4 2016, job growth that puts total employment in KOP at more than 60,000 and more! Development projects, totaling more than $1B, have helped Upper Merion Township’s (UMT) operating revenues grow from $26M in 2010 to nearly $36M for the adopted 2017 budget, a 38.3% increase in just seven years. KOP is once again top-of-mind for retailers, restaurateurs, hoteliers, commercial office developers, industrial owners and their tenants, multi-family residential developers and corporations who are looking for a dynamic, stimulating and exciting location in the suburban Philadelphia region. Some of the renewed interest in KOP is reflected in the high number of commercial real estate transactions (see page 27).There were also a number of notable and very large leases, including the announcement of three major regional headquarters that will bring more than 1,000 highly skilled and high paying jobs to KOP (see page 22). In addition to the exciting developments and job growth, the UMT Board of Supervisors has done an excellent job holding the line on taxes and have clocked in with seven consecutive years with no tax increases. In 2016, the Upper Merion Area School District also passed its annual budget without a tax increase.

So, where do we go from here? Can 2017 possibly be any better? We believe the answer is undoubtedly, yes! In 2017, KOP will begin to see the majority of new multi-family housing come online. KOP will also welcome dozens of new retailers and restaurants. Roadway improvements will be implemented in the business park and the First Avenue Linear Park Demonstration Project will open. In this year’s Report to the Community, King of Prussia District showcases the exciting development projects happening throughout KOP and provides insight into what our organization does to help act as a catalyst for economic development and job growth. As you read the Report, it won’t take you long to see that KOP has re-established itself as the economic powerhouse of the suburban Philadelphia region, and there is enough momentum and positive energy to carry us forward for many years to come. We remain intent on doubling down on our work with the Township, County, corporate supporters, residents, employees and other partners to progressively and proactively continue our mission to make KOP one of the country’s premier residential and business communities!

Connect to Opportunity The hallmark of what makes KOP thrive as a regional economic powerhouse is its access. KOP is fortunate to have a unique location at the confluence of some of southeastern Pennsylvania’s most heavily traveled highways. AMTRAK's 30th Street Station is just 18 miles from KOP and provides easy connections to New York and Washington, D.C., while Philadelphia International Airport is only 26 miles. Fabulous access does come with its challenges, however. KOP has grown to the point where it now handles more than 50,000 daily commuters, nearly 70,000 average daily leisure trips for shopping and entertainment and more than 1M annual bus trips. To stay ahead of the challenges, King of Prussia District, Upper Merion Township (UMT), the UMT

Transportation Authority and others proactively work on projects to alleviate congestion that include proposals for new multi-modal optionality, as well as enhancements to existing transportation networks. Chief among those projects is the proposed extension of the Norristown High Speed Line, known as King of Prussia Rail. The King of Prussia Rail project will provide direct passenger rail access to KOP’s largest employment centers; King of Prussia Mall and the KOP business park. Other transportation enhancements include projects to improve access from the PA Turnpike at the Valley Forge interchange and Henderson Road, as well as a $115M improvement project by PennDOT to improve access to eastern Montgomery County along Route 422.

The King of Prussia Rail project would provide essential connectivity between the largest employment centers in the Greater Philadelphia Region – Center City, University City and King of Prussia. New, convenient, access to jobs and opportunities will catalyze KOP’s transformation into a dynamic mixed-use, innovation-based employment center.

Sullivan's Bridge

Infrastructure Enhancements Chester Valley Trail Link

Montgomery County received a $200,000 grant in 2016 to design a 3.5-mile link between the Chester Valley and Schuylkill River Trails. This important section through UMT, Bridgeport and Norristown Borough will connect the 14-mile Chester Valley Trail from Exton to the 60-mile Schuylkill River Trail that runs from Philadelphia to Reading.

Sullivan's Bridge

In August 2016, Sullivan’s Bridge opened to pedestrians and bicyclists, providing a dedicated, car-free link between the Valley Forge National Historical Park and the Schuylkill River Trail. The $9.2M project, named after American patriot Major John Sullivan, re-establishes the connection between two of the region’s best recreation and historical landmarks.

Crow Creek Trail

UMT received a grant from the State to create an accessible pathway for bicyclists and pedestrians that will stretch two miles along Crow Creek from King of Prussia Mall to W. Beidler Road. The project will be constructed in two phases and will connect residential, civic and retail centers, along with the High School and Middle School, to the expanding network of local bike trails.

Route 422 Expansion

PennDOT’s $110M project to widen Route 422 at key points will include a new expanded bridge over the Schuylkill River and a widened one-mile section between the Route 363 and Route 23 interchanges. A protected bike and pedestrian path will be maintained.

Invest In A Vibrant Future KOP is the largest concentration of commercial office, industrial and flex buildings in the Philadelphia suburbs. When KOP-BID was formed in 2010, the commercial office market in KOP was struggling. Property values were low, vacancy rates were high and lease prices were stagnant. That environment resulted in very little reinvestment in the existing inventory and a flattening of revenues to UMT and the school district for the better part of a decade. Today, the picture of the commercial office is vastly different. Leasing activity is the strongest it’s been in 10 years. Class A vacancy now stands at less than 8%. Class B space has stabilized significantly and Class C vacancy is half what it was just one year ago. With a number of large corporations selecting KOP as their new headquarters (368K SF in all) and the first ground up office building in more than 15 years rising along First Avenue, the KOP commercial property story is now one filled with new energy and optimism.

Census data shows that employees in KOP find themselves traveling further from their homes to their jobs during the past 10 years. This puts increased demand on our roadways and adds to traffic and congestion. Economic Development Projects 2016 was a spectacular year for economic development and job growth in KOP. More than $1B in development projects dotted the landscape, representing a broad cross-section of industry sectors. Transforming Public Spaces KOP-BID works with landscape architects, engineers, landscape contractors, consultants and sign fabricators to bring KOP’s busy commercial corridors to life! More than $1.2M in landscape and signage improvements have been designed, installed and maintained by KOP-BID since 2011. KOP-BID aggressively targets opportunities to enliven and add beauty to typically forgotten public and private spaces.

First Avenue Linear Park The First Avenue Linear Park will create a vital ribbon of beauty and activity, connecting dozens of commercial properties in the KOP business park. The 13,728 linear FT of accessible pathway, landscaping, pedestrian lighting and programmable space is a placemaking improvement that will transform the commercial office park into a vibrant and active neighborhood. Designs and permits for the Linear Park will be finalized in 2017 and construction is expected to start in 2018.

In fall 2016, KOP-BID began construction on a 450 FT Linear Park Demonstration Project at 650 Park Avenue. Once complete and open to the public in spring 2017, the Demonstration Project will provide residents, employees and visitors with an idea of what the full First Avenue Linear Park will look like. This Demonstration Project is funded, in part, by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority provided through UMT and managed by KOP-BID, along with matching funds from Brandywine Realty Trust and KOP-BID.

Rt 76 Median Improvements In summer 2016, KOP-BID landscaped over 22,000 SF of median on the Schuylkill Expressway to create a welcoming entry to KOP. A variety of beautiful and sustainable vegetation was planted.

KOP-BID maintains all projects on a weekly basis. TRANSPORTATION

Improving Access & Connections Exciting multi-modal infrastructure enhancements are being planned and implemented in KOP. Once complete, these improvements will provide even greater access and connectivity for residents, employees and visitors. Providing mobility options is a necessary component of maintaining a healthy and vibrant community.

First Avenue Road Diet Motorists, bicyclists and pedestrians will soon enjoy a safer and more efficient travel experience along First Avenue, in the KOP business park, once this roadway reconfiguration takes place in summer 2017. The Road Diet project will reduce the hazardous four-lane throughway to three-lanes that include a dedicated center turn lane, while adding bicycle lanes or a wider shoulder. A new mid-block signalized pedestrian crosswalk will finish off the project and dramatically improve access for those walking and utilizing public transportation.

theconnector Commuter Shuttle theconnector provides commuter shuttle service to and from SEPTA’s Norristown Transportation Center and Wayne Station, M-F. theconnector services two routes, each with two buses that make 14 stops and 21 runs during the AM and PM rush hours.

PA Turnpike Slip Ramp Proposal KOP-BID and partnering organizations presented a plan to the PA Turnpike Authority for the addition of a slip ramp from the PA Turnpike into the KOP business park that will allow easier access to First Avenue for the commuters that makeup the daily traffic count of 15,000 vehicles along that road. The slip ramp will reduce congestion on local streets by providing direct access to the business park.

King of Prussia Rail King of Prussia Rail is a proposed 4-5 mile extension of the existing Norristown High Speed Line that will connect the line to the KOP Mall and the KOP business park. The $1B project will provide passenger rail connections between downtown Philadelphia, University City and the largest employment center in the Philadelphia suburbs.

King of Prussia Rail Coalition The KOP Rail Coalition (Coalition) was formed to garner regional support for the proposed extension of the existing Norristown High Speed Line into KOP (King of Prussia Rail). The Coalition seeks to build support from residents, commercial property owners, elected officials, employees, visitors, regional economic development and job growth agencies, chambers of commerce and more.

Progressive Zoning Revising outdated zoning codes remains one of the least costly, yet most effective ways to redevelop areas of UMT. This thoughtful planning ensures that development activity and job growth continues for decades to come. In 2014, KOP-BID and UMT worked together to rezone the KOP business park. Just two years after enacting the new multi-use zoning district, over 500 multi-family residential housing units are under construction and several other properties have sold and are working through mixed-use redevelopment options.

Keeping KOP Competitive In an effort to ensure that KOP has a regionally competitive tax structure that promotes and grows business, KOP-BID continues to examine the existing tax codes of UMT, as well as nine of the region’s largest employment centers that compete for companies and employees. KOP-BID and its consultants use the data and research gathered to develop meaningful recommendations for UMT to consider for potential tax reforms. KOP-BID continues to advocate for tax policy revisions in an effort to help stimulate the commercial office sector, grow jobs and increase the revenue base for UMT.

Lowest Real Estate Taxes KOP enjoys Montgomery County's lowest real estate taxes and business taxes that are highly competitive with its peers.
