National Food Security Mission

Introduction: To implement the resolution of National Development Council (NDC) which envisages to increase the production of Rice, Wheat and Pulses to the tune of 10 million tons, 8 million tons and 2 million tons respectively, a Centrally Sponsored Scheme, 'National Food Security Mission' (NFSM) has been launched from 2007-08 in 311 districts of 17 States. NFSM has three sub-components viz: NFSM-Rice NFSM-Wheat NFSM-Pulses Mission Objectives: Increasing production of rice, wheat and pulses through area expansion, and productivity enhancement in a sustainable manner in the identified districts of the country through: Restoring soil fertility and productivity at the individual farm level; Creation of employment opportunities; and Enhancing farm level economy to restore confidence among the farmers.

Implementation Strategy: The approach adopted includes active involvement of all stakeholders in planning, execution and monitoring of the programme, promotion and extension of improved technologies (seed, nutrients, plant protection, soil amendments, resource conservation, farm machines and tools), integration of interventions with district plan, regular monitoring and concurrent evaluation for impact assessment.

Criteria for Selection districts: Rice: The productivity of districts selected under NFSM-rice is less than the average productivity of the state and the district has at least 50,000 ha area under rice crop.

Wheat: The productivity of districts selected under NFSM-wheat is less than the average productivity of the state and at least 50% of the area under wheat is irrigated.

Pulses: Districts selected under NFSM-Pulses has potential for expansion of area under pulses through intercropping, use of rice-fallow and replacement of upland rice.

The GC is empowered to lay down and amend the operational guidelines, decide needbased reallocation of resources across states and districts and approve projects as per the requirements. However, the subsidy norms as approved by the Government shall in no circumstances be exceeded for any of the Mission components. A special Food Security Cell has been created in the Crops Division to provide necessary support to GC and NFSMEC. The GC is empowered to include or exclude a district for implementation of NFSM. Food Security Mission Executive Committees (FSMEC) at the National, State and District level has been constituted under the chairmanship of Secretary (A&C), Chief Secretary of respective states and the district Collector or Chief Executive of Zila Parishad respectively.

A National mission Director and State Mission Director in all NFSM States are appointed who are also member secretary of the respective Executive Committee at National and state level respectively. National Mission Director is also the member secretary of the General Council Implementation: The State Governments have nominated a suitable autonomous agency registered under the Socieities Registration Act

for implementing the Mission at the State and district level. Project Management teams (PMT) have been constituted at National, State and District level. Technical experts and other staff appointed on contractual basis for technology transfer and implementation of the Mission support PMTs at all levels.

Role of Panchayati Raj Institutions: Panchayati Raj Institutions are actively involved in following activities: Selection of beneficiary and identification of priority areas for the implementation of Mission interventions; and Implementation of local initiatives in identified districts.

Mechanism of Fund Flow: Funds for the implementation of Mission's programmes are directly released to state level autonomous agencies identified by the state with the approval of NFSMEC. The state level agency ensures the implementation of the programme, in a time bound manner and makes funds available to the district level agency in accordance with their programmes.

Monitoring: NFM has a strong mechanism of monitoring and Evaluation with the involvement of all implementing agencies and the line departments. At National level a committee constituted under the chairmanship of Mission Director monitors the activities of the mission.

Evaluation: A baseline survey will be conducted by the State Department responsible for Economic and Statistics to know the resource endowment of the farmers and the level of productivity. Concurrent evaluation is to be done every year by the State Statistical Department every year.

In the third year of the implementation of NFSM, mid term evaluation at the National level is proposed to be undertaken through an independent agency/organization on its performance and shortcomings so as to take the remedial measures / make required changes in the scheme and its method of implementation. An impact Evaluation Study at the National level is also proposed through an independent agency after the third year of implementation to assess the impact of the schemes.

Position of Ongoing Schemes: The Centrally Sponsored Scheme on Integrated Cereal Development Programme (ICDP Rice/Wheat)are discontinued in the NFSM-Rice and MFSM-Wheat districts. Similarly the Integrated Scheme on Pulses, Oilseeds and Maize has ceased to operate in additional areas identified

Assistance available to farmers under National Food Security Mission-Rice Demonstrations: One demonstration of 0.4 hectares for every 100 hectares of area in the identified districts is proposed. Seeds and other critical inputs required for the conduct of these demonstrations is provided free of cost well in time.

Distribution of Seed Minikits: Minikits are meant for introduction and popularisation of latest released/pre-released varieties and their propagation among the farmers. One minikit will be distributed for every 50 hectare of rice area. Only one minikit of 5 kg each is to be given to one farmer free of cost.

Subsidy for purchase of seed: Seeds of approved varieties and Rice Hybrids will be supplied to farmers at subsidised rates. Extent of subsidy will be Rs 20/kg in case of Hybrids of rice and Rs.5/kg in case of varieties. This assistance will be available only for those varieties/hybrids, which were released during the last 15 years. The seed producing agencies (National Seed Corporation/ State Farm Corporation of India/State seed corporations/State Agricultural Universities/Private seed Producing agencies) authorised by the state will distribute this seed in the identified districts. These agencies will reduce the cost seed to the extent of subsidy provided by

the government. Selection of beneficiaries for distribution of seed will be done in consultation with village panchayats and Zila Parishads.

Assistance for micronutrients in Rice: An assistance of Rs.500/- per ha or 50% of the cost of micronutrients, which ever is less, will be given to the farmers. The farmers once given assistance will not be eligible to get the assistance for the same land next year Assistance for application of Lime in Rice: An assistance of Rs.500/- per ha or 50% of the cost of lime, which ever is less, will be given to those farmers whose soil is acidic. The farmers once given assistance will not be eligible to get the assistance for the same land next year.

Assistance for purchase of Conoweeders and other farm implements: Assistance for the purchase of Cono weeders and other implements is provided @ Rs.3000/- or 50% of the cost of these implements which ever is less.

Assistance for Plant Protection Chemicals and Bio-pesticides for Rice: Assistance of Rs.500 per ha for the promotion of Integrated Pest

These agencies will reduce the cost seed to the extent of subsidy provided by

the government. Selection of beneficiaries for distribution of seed will be done in consultation with village panchayats and Zila Parishads.

The assistance is available to only those farmers who adopt rice-wheat or cotton-wheat system. An individual of SHG of farmers can avail of the benefit of this component.

Assistance for purchase of pump sets in Wheat: An assistance of 50% of the cost of pump sets or Rs.10,000/ per pump set of up to 10 H.P. is provided under the programme. These pumps must be prescribed under IS 10804 (1994) standards. The pump sets may be diesel or electric. All the NFSM-Wheat states are eligible for assistance, however, the pump sets may be promoted in only on those blocks of the district which are not recognised under the dark or brown zone of ground water as specified by the Central Water Commission.

Assistance for conducting Farmer Fields School: Training of farmers on FFS Pattern will be organised in the identified districts. The objective of the FFS is to provide first hand information to the farmers under field conditions to enable them to evaluate production/crop protection technologies and adopt those which Fits into their farming system and are within their reach for higher production and productivity.

Assistance for Community Generators for irrigation under NFSM-Wheat: In shallow water table areas of Bihar, eastern UP and West Bengal, assistance for community

irrigation. The funds will be released on the basis of a project, which is scrutinized by an expert committee to be identified by NFSMEC for the purpose. To begin with, an amount of Rs. 5 corers has been earmarked for the component. The basic criteria for the selection of states/district is as follow: • The district selected should not have adequate electricity infrastructure. • The district should have adequate ground water available for irrigation How to avail the assistance: Interested farmers may contact village panchayats/Zila Parishads or Block Agriculture officer/District Agriculture officer for availing assistance under various components

Pulses

Assistance available to farmers under National Food Security Mission-Pulses Assistance for purchase of Citified Seed: Seeds of approved varieties/Hybrids of pulses is supplied to farmers at subsidised rates which is Rs 1200 per quintal or 50% cost of the certified seed which ever is less. Similarly the certified seed of newly developed high yielding varieties/hybrids of pulses developed in the private sector also qualify for distribution of subsidy. State Departments of Agriculture can procure certified seeds/hybrids from private agencies and supply to the farmers at the subsidized rate.

Assistance for Integrated micronutrient: An assistance for promotion of micronutrients /lime/gypsum is provided @Rs.1250/ha as an INM package to the farmers. A farmers is given assistance for a maximum of 2 ha area under pulses each year. The assistance is limited to Rs. 750 per ha for lime/gypsum and Rs.500 per ha for micronutrients.

Assistance for purchase of sprinkler sets: Assistance for the purchase of sprinkler sets is provided @ Rs.7500/- or 50% of the cost of these sprinkler sets which ever is less.

Assistance for Integrated Pest Management: The financial assistance to the tune of Rs.750 per ha for need based inputs for IPM including

p e st i c i d e s , b i o - p e st i c i d e s , b i o - a ge nt s , pheromones and light traps etc is provided.

Assistance for Training of Trainers and Extension workers: Assistance for State level training for trainers and extension workers for 50 participants for two days @ Rs.1 lakh per training.

Assistance for conducting Farmer Fields School: Training of farmers on FFS Pattern is to be organised in the identified districts. One Farmers' Field School is proposed to be organised for every 250 ha of additional area created under pulses.

The objective of the FFS is to provide first hand information to the farmers under field conditions to enable them to evaluate production/crop protection technologies and adopt those which Fits into their farming system and are within their reach for higher production and productivity.

Assistance for popularising ICRISAT technologies of Pulses: ICRISAT has developed a number of technologies for pulses production. Financial assistance to the extent of Rs.10 crores has been earmarked for ICRISAT for the entire XI Five year plan period for large-scale demonstration of production technologies on pilot basis for which a detailed project proposal will be required to be submitted to NFSMEC.

Assistance available to farmers under National Food Security Mission-Pulses Assistance for purchase of Citified Seed: Seeds of approved varieties/Hybrids of pulses is supplied to farmers at subsidised rates which is Rs 1200 per quintal or 50% cost of the certified seed which ever is less. Similarly the certified seed of newly developed high yielding varieties/hybrids of pulses developed in the private sector also qualify for distribution of subsidy. State Departments of Agriculture can procure certified seeds/hybrids from private agencies and supply to the farmers at the subsidized rate.

Assistance for Integrated micronutrient: An assistance for promotion of micronutrients /lime/gypsum is provided @Rs.1250/ha as an INM package to the farmers. A farmers is given assistance for a maximum of 2 ha area under pulses each year. The assistance is limited to Rs. 750 per ha for lime/gypsum and Rs.500 per ha for micronutrients.

• Funds for this component are released to the states, on the advice of the Extension Division, as a part of overall release to the states under NFSM. • SFSMEC has set up a “State Publicity Campaign Sub-Committee on NFSM” which is responsible

for all publicity matters including decision on use of funds, concerning NFSM. • For information needs of the Mission stakeholders, Rs.14 crores is provided for creating, managing and maintaining the information infrastructure.
