from the director A levy for our future
O
ver the past year, library staff members have been convening community conversations to ensure that Kitsap Regional Library is serving the unique needs of our community. We have met with many community partners, such as educational organizations, social service providers, government officials and tribal leaders asking each, “How could we partner together if we had a few more resources?� The results of these conversations will form the basis of a levy that could be on the ballot on Nov. 7 of this year. The Library Board of Trustees is expected to make a decision on a possible levy proposal at their Board of Trustees meeting on July 25. Why a levy now? Because we have looked at our future finances and have realized that our current funding is not sustainable. The current library levy of 35 cents per $1,000 of assessed valuation has not increased since 2003, except for the annual 1 percent allowed by state law. Our goal is to craft a plan that will solidify library funding for the next 5 to 10 years. Among the goals of a levy increase would be to provide funding for building maintenance and restore lost hours, including reopening libraries on Sunday afternoons. The additional funding would also update aging facilities, add seating and upgrade technology. However, the levy would not be used to build buildings. Each of our eight communities has worked very hard to raise private funds to finance

A capital campaign is now underway to raise funds for a new Silverdale branch and the nonprofit Bainbridge Public Library Board has raised significant dollars that are allowing them (as the facility owner) to renovate and refresh the Bainbridge Island branch. Over the past 11 years, the Kitsap Regional Library has worked very hard to be good stewards of your
dollars during these tight budget times. We have implemented self-service, formed community partnerships to extend services and strengthened fundraising through our Library Foundation. And through it all, our Library has remained a vital and creative force in the library world. Most notably, in 2016 the Library was named as a finalist for the National Medal by the Institute of Museum and Library Services — the highest honor given to museums and libraries.

Summertime and the learning is easy
T
echnical writer Erica Steele started work on a sci-fi fantasy novel that she hopes her 5-year-old son will read in a few years. Thirteen-year-old Solenne Santiago got a ukulele for her 10th birthday but didn’t get around to picking it up and learning to play until last summer. Retired teacher Donna Raymond visited parks and towns in Kitsap County and Washington state, and delved into local history. All three were inspired to learn more, do more and be more as part of Kitsap Regional Library’s annual Summer Learning Program, which returns June 1 through Aug. 31. More than 5,600 kids, teens and adults read at least 10 hours last summer to earn a free book, with more than 1,600, including Steele, Santiago and Raymond, reading 100 hours or more. In addition, more than 400 library patrons filled out trackers listing personal Summer Learning goals. From applying for a Ph.D. to learning Italian, making a Rube Goldberg machine to starting a blog, growing a family garden to learning to crochet, strivers of all ages pursued big dreams and little ones with an assist from the Library. ”They’re so personal and that’s what makes them so powerful,”

said Librarian and Youth Services Manager Shannon Peterson. “And, they’re a reminder that you’re never too old to learn something new,” said Audrey Barbakoff, librarian and adult services manager. ”People still need to and can take time to learn and explore their passions. You can do it your whole life. It’s not something that ends after school.” Sometimes the hardest part of following a dream is the first step and that’s where the Summer Learning program and the Inspire tracker can help. ”It really spurred me on to make time for that creative outlet,” said
Steele, whose goal for this summer is to finish her Young Adult novel and get it published. ”I always wanted to do it. I just needed a push.” Through the library, she connected with a writers’ group, read an inspirational book about creativity and joined a book club at the Downtown Bremerton location. ”I’m with a group of ladies who love reading and it’s been a lot of fun. I probably wouldn’t even have known about it if I hadn’t engaged in the Summer Learning Program.” Like Steele, Santiago had wanted to pursue her creative goal for years, but hadn’t gotten around to it. ”This was a good incentive,” she said. Not only did the youngster learn to play Hawaiian songs and Disney tunes

Kids and teens earn a book of their choice and a ticket to the Kitsap County Fair. Adults earn a copy of the 2018 One Book, One Community selection before it’s announced. Raymond, the retired teacher, said writing her goal down in the Inspire tracker helped her stick with it. She used her interest in geocaching as a reason to travel to state parks throughout Western Washington. She also checked out nonfiction books about regional history, including the Astoria and Long Beach areas, where her dad ran a charter fishing business. ”I love programs that encourage reading not just for kids, but adults
as well,” she said. Although the Summer Learning program is full of fun, it also has a serious purpose — preventing kids from losing academic ground over the summer. ”My biggest goal is that we keep families learning during the summer, doing whatever it is they’re interested in and pursuing their interest through the library,” said Peterson. ”We know a lot of kids and teens slide back in summer and we just want to keep them engaged through whatever it is they’re passionate about and whatever is exciting and personal for them.” ”You can do it at your own pace in your own way so it’s really open to all,” added Barbakoff. ”It doesn’t matter whether you read the newspaper or comic books. There’s a place for you at the library.”

foundation Always time for reading Meet Anne Tilly, the 101-year-old reading machine
A
nne Tilly is 101 years old and she’s had an amazing life. She hosted a radio show in Alaska and Washington, worked for the Washington State Apple Commission and was a journal clerk for the Washington House of Representatives. This summer, the Bainbridge Island resident is aiming to add a literary three-peat to her long list of accomplishments by reading at least 100 hours for the third year in a row. She proudly wears the 100-hour T-shirts she earned in 2015 and 2016, one teal, one yellow. The teal one says, ”Reading is my superpower.” And, it just might be true. When Tilly’s photo graced Kitsap Regional Library’s Facebook page the first time she broke the 100-hour mark, her daughter, Vicki Johnson, wrote: ”That’s my mom and reading is one of the reasons she’s almost 100!” ”She’s awesome,” said Linda Foster, a dietary aide at the nursing home where Tilly lives. ”She’s the one who reads 99 and 99/100ths percent of the time and she retains it all. She has a plethora of information.” Tilly has always been a bookworm. Her Swedish immigrant parents were avid readers and she continued the tradition with her three kids, taking them on weekly forays to the Omak, WA library. ”We’d come home with armfuls of books and read them all week,” she recalled. A history buff, she counts ”The Good Earth” and Bible stories

In some stories, I imagine I’m in that particular plot, in the politics or love or dancing and music.”
Tilly, a Kitsap Regional Library patron, was among more than 1,600 people to read at least 100 hours during the 2016 Summer Learning program. Another 3,900 read 10 hours or more. And more than 26,000 others participated in Summer Learning events, classes, field trips and challenges, making it the Library’s biggest annual program. With participation growing annually, it’s only through the generous support of our donors that the Kitsap Regional Library Foundation has been able to keep this program going strong.
