Water Ladder Taichung Gateway Park Competition
Introduction 簡介 The Water Ladder The Water Ladder adopts a holistic and ultimately flexible solution for the rehabilitation of land which for years served as the location for Taichung’s Shuinan airport. The Taichung Gateway Project calls for a park to form the heart of the development, linking different zones including an Innovation R & D District, a Cultural Business District, Gateway District and an Eco Residential District.
Acknowledging the location’s historical eponymous link with water, the Water Ladder comprises a unique strategy that unifies the site along a north-south axis using a newly created waterway and from east to west by creating a series horizontal plots providing a framework for multiple-uses that at also allows sufficient scope for future redevelopment of the land as required.

Landscapes and cities today co-exist within large and complex global ecologies. Even the smallest garden or building is an active agent in a large-scale environment changing over time, this could be especially true where the grey waters collected from the urban area are recycled for the park water system. By combining the water system from both the river and grey water collected from the urban area, the park exists in the middle of both nature and man-made system. We propose to make visible this articulated system so that people can see and learn the workings of the park.

In Taiwan, the rivers are distributed throughout the island, from the mountainous highland to the coast area and into the sea. The existing river to the north of Taichung Gateway Park is linked to a web of other city rivers and water systems merging and converging until it reaches the Taiwan Straits. The key concept is to convert the remaining existing airport runway profile into landscape water system to sustain and assist the nature’s growth in the form of articulated landscape water feature. The water system proposal uses water sourced both from recycled grey water and treated river water, which are ultimately connected and are part of the larger city-scale river network system.

Following the axis of the waterway, the Ladder System facilitates the rehabilitation of the land from its previous industrial use as an airfield to a more natural equilibrium.
Ladder 梯
Borrowing from existing agricultural principles and forming an extension to the existing agricultural zones to the north of the site, the Ladder System divides the land that borders the Water System into “plots” that are open to a variety of uses by the public. Amongst the principle uses envisaged for these plots is the creation of agricultural parkland in which local residents, schools and tenants from the Innovation and Cultural business districts may grow their own crops and flowers as well as other more leisure related activities.

1. River Water Purification Facility + Landscape Water Feature: 河水凈化設施+水景 This facility is intended to enhance what we see as an important asset to the overall development. By addressing the issue of river pollution, it creates opportunities in developing a landscape where the residents can interact more with the river and provide water to the other Landscape features
2. Water Canal: 運河 The runway has been a vital component in the old days when the site was used as an Airport. We want to maintain the legacy of the Airport days by converting the runway into the waterway, where people gather, and become central focus of the park.

Network of landscape grid extends from the northern green corridor. The size of its spacing changes and densifies towards the urban edge to create transition from more natural to tectonic building zone.
Ladder Grid sub-divides the parkland into series of flexible land plots which can be merged / inter-changed to accommodate required programme.
Network of Water system extends north-south to articulate the park but also to provide irrigation system for the tree and landscape activity including farming.
Ladder Grid provides orthogonal movement of pedestrians across the park.
