Youth Guarantee Programme: The purpose of the Youth Guarantee initiative is to improve the educational achievements of targeted 16 and 17 year olds by providing them with an opportunity to participate in a range of vocational courses free of charge. It is a part of a wider youth opportunities package designed to create new work, education and training opportunities for young people.
About the Programme: Our Certificate in Early Childhood Education and Out of School Care (Level 3) gives you the knowledge, professional skills and practical experience to start a rewarding career in the Early Childhood Education industry. Students will also gain the Out of School Care and Recreation (OSCAR) Certificate (Level 4) and Extension to Out of School Care and Recreation Certificate (Level 4). This OSCAR certificate allows students to work in a before or after-school setting or in school holiday programmes. You will also gain a first aid qualification which is necessary when working with children. Literacy and numeracy skills are embedded throughout this programme which will increase your knowledge and confidence in these skills and help to prepare you to undertake higher level studies. Course papers will enhance your academic writing skills as well as build your professionalism and understanding of OSCAR workplaces. Other course content includes learning the requirements for operating an OSCAR programme, planning, resourcing and implementing activities appropriate for school aged children. Childhood development, dealing with challenging behaviours, intercultural awareness and working with children with special needs are also covered. You will also get the opportunity to gain some work based experience with an OSCAR programme.
Graduate Outcomes & Career Opportunities: On successful completion of this programme you may be eligible to apply to study higher level qualifications including the Diploma in Early Childhood Education (Pasifika) (Level 5) (see page 12). Alternatively employment opportunities include OSCAR worker, early childhood education worker, nanny, home based educator.
Entry Criteria: To qualify to study under the Youth Guarantee scheme, students must meet the following criteria:
• Be a New Zealand Citizen or Permanent Resident; • Enrol and commit to study full-time for one year; • Applicants must undergo a police check and interview; • Be 16 or 17 years old at the time of commencing study; or be 15 years old at the time of commencing study and have an early leaving exemption from school; or be a teen beneficiary, aged between 16 to 18 years at the time of commencing their study and referred by their Work and Income case manager to a Youth Guarantee programme. Where a Youth Guarantee learner requires further study in order to complete their qualification and needs to re-enrol, that learner must be aged under 18 years at the time the learner commences the subsequent period of study. The only exception to this is if the learner is a teen beneficiary.

About the Programme: The National Certificate in Early Childhood Education and Care (Level 3) provides a basic introduction to the skills and knowledge involved in the education and care of infants, toddlers and young children within the sociocultural context of Aotearoa/New Zealand. This qualification is an ideal place to start if you have not studied for some time or left school without qualifications.

Graduate Outcomes & Career Opportunities: As a graduate of this course, you will gain an introduction to the field of early childhood education and working professionally with young children. The work placement component of the course will allow you to experience life in an Early Childhood centre. Early childhood educators are required to demonstrate an understanding of children’s learning and development based on relevant theories and to plan, implement and evaluate learning experiences which are consistent with Te Whāriki. This course provides students with the opportunity to develop the professional attributes and behaviours expected of an early childhood educator working in a range of early childhood settings.
About the Programme: On completion of the Certificate in Early Childhood Education you will have the skills and knowledge to:
• Understand the history, goals, structure and philosophy of Te Whāriki: He Whāriki mātauranga mo ngāmokopuna o Aotearoa: Early childhood curriculum, early childhood services and licensing criteria.
• Understand environments (interpersonal, temporal and physical) which support and nurture children’s learning and development.
• Facilitate positive, reciprocal relationships with children, parents and whānau.
• Understand the principles underpinning effective partnership, the importance of Māori as tangata whenua and inclusive practice.
• Demonstrate the professional and ethical behaviours expected of an early childhood professional.
Course Content Includes: Early Childhood Context This introductory course provides opportunities for students to develop knowledge, skills and understanding for studying successfully at level 4 and familiarises students with the licensing criteria and philosophies for early childhood services. Students also learn about Māori as tangata whenua and the cultural heritage of both parties to Te Tiriti o Waitangi/Treaty of Waitangi and engage with this in the context of the bicultural underpinnings of the Aotearoa New Zealand early childhood curriculum Te Whāriki. This course is made up of four modules:
• Introduction to early childhood services in Aotearoa New Zealand
• Early childhood environments
Graduate Outcomes & Career Opportunities: You will be prepared for work in a range of early childhood settings including home-based, education and care centres and play groups. Highly performing students will be eligible for pathway into the NZCC Diploma of Early Childhood Education (Pasifika) (Level 5).
Entry Criteria: • A minimum of 17 years of age; • Applicants must undergo a police check and interview; • Provide a curriculum vitae; • Have good communication skills and a desire to work with children aged between 0-5 years within the New Zealand early childhood sector. In addition you must volunteer or work for a minimum of six hours a week in one of the following types of early childhood settings:
• Licensed early childhood centre; • Licensed home-based setting affiliated to a home-base service or nanny provider;
• Certificated playgroup; • Setting recognised for funding purposes by the Ministry of Education or Ministry of Health. These will be programmes with a focus on supporting families/ whanau and young children;
• Other settings or services approved by the NZCC Programme Manager.

About the Programme: The Diploma in Early Childhood Education (Pasifika) (Level 5) will prepare you for a career in the early childhood education sector and is an ideal course to further develop the academic skills necessary to complete higher level studies in early childhood education.
Course Content Includes: • Implementation of Te Whāriki, the early childhood curriculum and how to apply this knowledge when working with Pasifika families and communities;
• Theories and influences on human development across lifespan and how this relates to practice in an early childhood setting;

• Good communication skills and a desire to work with children. Applicants over 20 years of age who do not meet the minimum entry criteria may be assessed for special admission to this course.

Youth Guarantee Programme: The purpose of the Youth Guarantee initiative is to improve the educational achievements of targeted 16 and 17 year olds by providing them with an opportunity to participate in a range of vocational courses free of charge. It is a part of a wider youth opportunities package designed to create new work, education and training opportunities for young people.
Qualification Overview This qualification provides industry specific skills covering a range of work roles available in the motor industry. Successful completion enables students to be immediately productive in a workplace. It includes generic work skills, vehicle systems and components, workshop engineering, and working with petrol and diesel engines.
Course Content Includes: • Workshop engineering; • Understanding fundamentals and operation of two and four stroke petrol diesel engines;
• Automotive preventative maintenance; • Safe working practices; • Structure of the New Zealand motor industry; • Using hand tools and workshop equipment; • New and emerging automotive technology Oxyacetylene and MIG welding;
• Understanding and protecting vehicle electronics and workshop equipment;
This programme is supplemented by extra units to meet a trainee’s needs as they are identified. As a result, FFTO trainees may, in their limited time here, complete and be awarded the National Certificate in Mechanical Engineering Technology (Level 1) in place of the Level 2 certificate.
Graduate Outcomes & Career Opportunities This course incorporates strands in automotive electrical and mechanical, and collision repair. Graduates that achieve this qualification will be prepared for entry into study in Level 3 programmes, or a range of entry level positions and apprenticeships in the motor industry.

About the Programme Students will get two qualifications, New Zealand Career College’s Diploma in Advanced Business Management (Level 6) and the National Diploma in Business (Level 5). The qualifications provide students with a range of theoretical and practical business knowledge and skills to work in entrylevel management positions in a wide variety of small to medium sized businesses in a New Zealand context.
Course Content Includes: • Theory of management in organisations; • Financial management skills; • Business administration services; • Marketing planning and promotional strategies; • Business, consumer and contract law; • Business planning for small business; • Human resource planning for small business; • Logistics Management; • Communication for the workplace; • Public relations strategies and management.
Graduate Outcomes & Career Opportunities On successful completion, students will have gained knowledge and practical abilities in small business management, application of business law in a range of case studies, production of promotional and marketing strategies in the retail sector, production of a business and human resources plan for a small business, producing and presenting business information for management purposes, planning a marketing campaign, managing business meetings, meeting business objectives and theoretical knowledge of management in organistations.
Entry Criteria: • The entry requirements should ensure that students enrolled in this programme have the pre-requisite English skills to succeed at Level 6 in business studies. Students may require an interview;
• International students who have English as a second language will be required to have academic IELTS 5.5 at the time of enrolment;
• This requirement can be waived for students who have graduated in the New Zealand Career College Diploma programme L5, as these programmes can be an identified study pathway plan for these graduates;
• Students must be over 18 years old and have a minimum high school pass to enrol in the Programme;
• Where there are more applications for enrolment than places available, students will be put on a waiting list and may enrol in the next available term.

About the Programme: The Diploma in Procurement and Supply (Level 7) is designed to expand practical knowledge in purchasing and supply management and to develop specialist skills in the field. Domestic Students New Zealand students can choose from a range of programmes across five campuses, three in Auckland – Auckland City central, Waitakere and Manukau – and one in Christchurch and Wellington. (Please note that not all programmes are offered at all campuses.) You’ll be studying with others from different cultures and backgrounds, in a warm and lively environment in which to learn and make friends. • A verified copy of your birth certificate or passport (New Zealand permanent residents and New Zealand citizens born outside New Zealand must bring their passport or relevant documents to prove residency status);
• Bank account details (for fee-paying students to apply for student loans/allowances on campus if required);
• IRD card or proof of IRD number (or relevant statements for student loan interest write-off and/or student loans/ allowances applications on campus if required);
• Academic details (certificates/transcripts from NZQA) or relevant reports supporting enrolment;
• Work and Income details: customer card/evidence of client number (only for applicants on a Work and Income benefit).
• Please note that only original documents or documents verified by a government agency or agent/agencies designated by New Zealand Career College will be accepted by administration. Successful applicants will be notified by the Campus Manager and will receive an acceptance/offer letter notifying them of their study start date, study details and whether any additional documents are required. If applicants are on a fee-paying course, this will also include a fees invoice with StudyLink guides.

Accident Insurance
Prospective international students currently in New Zealand who wish to study at NZCC (e.g. those with a work visa, student visa obtained from another provider or a visitor’s visa) can contact our Business Development Manager on 021 100 6651or email international@nzcc.ac.nz to arrange an interview.
The Accident Compensation Corporation (ACC) provides accident insurance for all New Zealand citizens, residents and temporary visitors to New Zealand, but you may still be liable for all other medical and related costs.
Code of Practice New Zealand Career College has agreed to observe and be bound by the Code of Practice for the Pastoral Care of International Students. Copies of the Code are available from the New Zealand Ministry of Education website at www. minedu.govt.nz/international.
Immigration: Student Study Visas NZCC adheres to the requirements and procedures of the New Zealand Immigration Service (NZIS) in the admission and enrolment of all prospective international students.

Medical and Travel Insurance International students (including group students) must have appropriate and current medical and travel insurance while in New Zealand. You must provide evidence of travel and medical insurance cover when you enrol. NZCC has a preferred insurance provider and we can assist you in this process prior to class commencement and travel.
NZCC will only enrol international students who hold a current student visa or that has been endorsed with NZCC’s name and the course in which they have been offered. Under its regulations, NZIS will be notified immediately, by the NZIS electronic notification form, of the termination of an international student’s enrolment. All visas will be checked upon arrival at NZCC. A copy of each student’s original visa and passport will be kept for the duration of the student’s study at NZCC. An offer of place from the College does not guarantee that a student will be issued a student visa by the immigration authorities. Full details of visa requirements, advice on rights to employment in New Zealand while studying, and reporting requirements are available from New Zealand Immigration Services and can be viewed on their website at www.immigration.govt.nz.
Eligibility for Health Services Most international students are not entitled to publicly funded health services while in New Zealand. If you receive medical treatment during your visit, you may be liable for the full costs of that treatment. Student’s Fee Protection Policy In accordance with the Education Act 1989 and Education Amendment Act 2011, your course fees are protected by being held by the Public Trust in a trust account. Monies held in the trust can only be released to NZCC on the authorisation of the Public Trust. The trust account is a multi-deposit account with money held in individual names, and operates on a draw-down procedure on a prorata basis each fortnight in arrears.
Payment of Fees Full payment of fees is required at least 10 days from when students receive their invoice. Fees are calculated in calendar weeks regardless of any public holidays that may fall during a week.

Student Loans and Allowances (Domestic Students) New Zealand Career College programmes are approved for student loans and allowances for students that meet the StudyLink eligibility criteria. StudyLink is responsible for the administration of Student Allowance and Student Loans. To apply for or find out if you are eligible for these services please contact StudyLink directly on 0800 889 900 or email StudyLink@msd.govt.nz. To gain Student Loans and allowances, you must be a New Zealand citizen or have been granted permanent resident status for 2 years, and be enrolled in a programme of study approved for student loans. You must either be full-time in the programme, or be studying part-time (at least 15 hours per week) over a period of 32 weeks or more. Note that the most recent information following changes to loan eligibility can be found through StudyLink, phone 0800 889 900 or email StudyLink@msd.govt.nz. The Unemployment Benefit Student Hardship is for fulltime students who cannot find work during the holidays. This is short-term support only and students must meet set criteria to qualify.
Withdrawals and Refunds (Domestic Students) Programme lengths of more than 3 months or more (12 weeks or greater):
• Withdrawal before a programme start date will receive a full refund;
• Students withdrawing 1-8 working days receive a full refund less 10% or $500, whichever is the lesser of the two;
• Any student withdrawing after 8 days will not be entitled to a refund, unless exceptional circumstances are proven.
Withdrawals and Refunds (International Students) Programmes lengths of five weeks or more but less than three months:
• Withdrawal before a programme start date will receive a full refund.
The PTE must be able to demonstrate, in order to deduct up to the maximum percentage that it has incurred expenses under one or more of the types of costs. And the PTE also needs to be able to show that those costs add up to the amount (equal or more than) the amount the PTE is seeking to retain. When international students have been enrolled with NZCC, they are required to notify NZCC of any change in their contact details and residential address. Attendance will be monitored and if it falls below the course requirements, the student may be withdrawn from the course and NZIS notified. If the College cancels a course, fees will be refunded in full. Helpful information Basis of Contract A completed NZCC Enrolment Application Form establishes the basis of a contract between you, as the applicant, and NZCC. Upon your acceptance, your place is reserved. When you have received a Provisional Offer of Place from NZCC, it will remain conditional until you have paid your fees in full and they have been received by NZCC. The contract between you and NZCC will not come into effect until the fees have been paid in full and the fees have been received by NZCC. There is a limited number of places available at NZCC, therefore you are advised to apply early as applications will be accepted in the order in which they are received. NZCC reserves the right to accept or decline a student’s application or to offer a different course to a student.
Age Restriction
Student Support Services New Zealand Career College offers a network of support to students based on the Whare Tapa Rima model (adapted from Mason Durie’s Whaiora Whare Tapa Rima model, 1994). We believe that your well-being will encourage your academic success at NZCC and strengthen your foundation for future goals and achievements. As well as the individual support students receive from academic staff, NZCC’s Student Support Services cover a wide range of services to address your needs and concerns over the duration of your programme, including:
The usual minimum age accepted for studying at NZCC is 18 years.
• Student loans and allowances
To qualify to study under the Youth Guarantee scheme, students must be 16 or 17 years old at the time of commencing study; or be 15 years old at the time of commencing study and have an early leaving exemption from school; or be a teen beneficiary, aged between 16 to 18 years at the time of commencing their study and referred by their Work and Income case manager to a Youth Guarantee programme. Where a Youth Guarantee learner requires further study in order to complete their qualification and needs to re-enrol, that learner must be aged under 18 years at the time the learner commences the subsequent period of study. The only exception to this is if the learner is a teen beneficiary.
• Study materials (eg. text books)
Recognition of Prior Learning (RPL) and Credit Recognition If you believe you have the knowledge and skills being taught in a course prior to enrolling in the course, you may apply for Recognition of Prior Learning (RPL). This may mean that you do not have to attend some classes and/ or complete some course assessments. You may also be exempt from paying the corresponding course fees. However, if you are offered RPL, you may have to complete assessments at NZCC or to obtain official documentation. You may be required to pay an RPL assessment fee.

Credits for unit standards that have been earned elsewhere are recognised by NZCC. You must present evidence of this on your Record of Learning when you seek enrolment. All enquiries about RPL and credit transfers should be discussed with your Campus Manager at time of enrolment.
