Office of Integrated Technology Services
To our valued Department of Defense technology customers: I’m Mary Davie, assistant commissioner of the General Service Administration’s (GSA) Office of Integrated Technology Services (ITS). I am excited to introduce you to the 2nd Annual GSA Technology Contract Guide, highlighting the largest and most widely used IT acquisition vehicles in the federal government. Military agencies face increasingly complex communications and computing challenges that require equally complex solutions such as cloud IT and data center services, cybersecurity and satellite communications, all at the right price. This guide features the full spectrum of GSA’s technology capabilities, demonstrating the ways in which GSA’s integrated technology products, services and solutions can address the military’s most critical IT and mission challenges. The first part of the guide highlights specific strategic solutions, while the last few pages include a contract matrix outlining each contract’s specifications and differentiators to help you decide which contract or contracts can meet your requirements. GSA is deeply committed to the warfighter and our military customers, and has developed programs designed to service your needs. Our Alliant and Alliant Small Business government-wide acquisition contracts (GWACs) are aligned to the Department of Defense Enterprise Architecture and supported by Defense Procurement Acquisition Policy. Our Veterans Technology Services (VETS) GWAC provides access to service-disabled veteran-owned technology firms. Also, IT Schedule 70 now gives the military access to an enhanced set of commercial satellite services through GSA’s partnership with the Defense Information Systems Agency. GSA’s recently awarded Infrastructure-as-a-Service blanket purchase agreement (BPA) features cloud storage, virtual machines and web hosting services, and gives you access to the first-ever cloud-computing-specific contract vehicle. Through this offering, our upcoming Email-as-a-Service BPA and other GSA contract vehicles, agencies can meet the Office of Management and Budget’s cloud and data center consolidation mandates, reduce their environmental footprint, save taxpayer money, and serve the warfighter more effectively. On the frontline of cyber-attacks, the Department of Defense requires cutting-edge security solutions. Our SmartBuy program continues to provide commercial software with embedded cybersecurity requirements to keep America’s digital infrastructure secure. SmartBUY is now officially part of the Federal Strategic Sourcing Initiative. GSA is determined to provide the security requirements you seek at the right value. We remain committed to making it easier for you to meet your mission through quick and cost-effective fulfillment of your IT needs. Thank you for making GSA the military’s IT acquisition service provider of choice. Sincerely,
Mary Davie Assistant Commissioner Office of Integrated Technology Services

GSA Tackles the Military’s IT Challenges with Cloud
e-mail into our upcoming EaaS BPA. For agencies interested in acquiring EaaS on one of our GWACs today, GSA’s Statement of Objectives is available for reuse.
Challenges on the Horizon The military at all levels faces a growing list of fiscal and management challenges that impact its missioncritical capabilities. Looming budget deficits, shrinking IT funding and shortages of qualified IT professionals prevent agencies from delivering the critical services the American warfighter requires. New government regulations, mandates and executive orders oblige defense agencies to seek out expedient solutions, but the pace of technological change and the variety of options can be daunting.
Coming Out From Behind the Cloud GSA’s Cloud IT Services provide defense agencies streamlined cloud computing solutions, delivering easy-touse, fast and flexible cloud computing-specific offerings, applicable for your new or existing systems. GSA Cloud IT Services can help you become a more informed IT consumer, better manage your IT resources and comply with executive orders and government mandates such as the Office of Management and Budget’s Cloud First policy.

GSA Answers Your Data Center Needs The Data Center Consolidation Imperative The Department of Defense operates the greatest number of data centers of any federal agency. Begun in 2010, the Office of Management and Budget’s Federal Data Center Consolidation Initiative (FDCCI) is focused on reducing the number of data centers owned by or operated on behalf of the federal government, including DoD. By 2015, the federal government plans to reduce the number of data centers by at least 39 percent. Complying with the FDCCI will pose significant technological, management and budget challenges for DoD. As a result, defense agencies are looking for the most efficient and effective ways to acquire the data center services they require.
Path to Consolidation and Modernization In response to federal agencies’ demand for data center services, GSA has developed the Data Center Services solution, a suite of products and services available through existing GSA contract vehicles to enable you to easily acquire the technology you need to optimize your data center performance and increase energy efficiency.
GSA’s Data Center Services Fall into Five Categories: • • • • •
Architecture Operations Hosting Business Continuity and Disaster Recovery Storage
GSA’s Data Center Services solution takes advantage of GSA’s expertise in cloud computing, sustainability and cybersecurity. GSA Sustainability Solutions Optimize Your IT Investments The Sustainability Mandate For defense agencies, sustainability is a compliance issue as well as a strategic challenge. All federal agencies must comply with Executive Order 13514, which requires agencies to set greenhouse gas emissions reduction targets, increase energy efficiency, reduce waste and leverage government purchasing power to promote environmentally responsible products and technologies. To comply with this mandate and to become an agile, energy-efficient force of the future, turn to GSA for your sustainability acquisition needs.
A New Shade of Green GSA can meet your strategic and compliance sustainability needs through a suite of Green IT products and services. We can help you meet your sustainability goals by managing the IT product lifecycle to reduce energy consumption and e-waste, optimize the performance of your IT investments and deliver innovative green technologies.

GSA Cybersecurity Solutions Keep America Secure The Growing Cyber Threat Over the last 10 years, the frequency and sophistication of cyber-attacks on U.S. military networks has increased significantly. Cyber-criminals probe military networks thousands of times a day. While computer networks and personal computers remain popular targets, tomorrow’s cyber-criminals may target mobile devices, power grids and transportation systems. To counter these threats, the military requires state-of-theart technology to monitor and prevent potential threats from increasingly sophisticated attacks. Agencies are faced with the challenge of deploying critical IT systems and services as fast as possible. The military must have faster, more efficient and more effective ways to acquire the tools they need to secure America’s digital infrastructure.
Securing America’s Digital Infrastructure GSA knows that America’s digital infrastructure is the backbone of a prosperous economy, a strong military, and an open and efficient government. GSA is leading the way in building a reliable, resilient, trustworthy information and communications infrastructure by working across the federal government and partnering with the private sector.

GSA Secures Critical Systems While Saving Money The Alliant Small Business contract provided one civilian agency with access to world-class small businesses that provided cutting-edge cybersecurity solutions, including the operation of an Information Assurance Response Center and Office of the Chief Information Officer cyber support. The two task orders saved the agency $22 million over the prior single contract.
However, small businesses and veterans often have difficulty attaining visibility in the marketplace, so that agencies do not meet their small business goals.
Achieving Socioeconomic Goals Drives American Growth We are committed to creating socioeconomic solutions for defense agencies to procure the IT and telecommunications products and services they need from small, disadvantaged, and HUBZone-certified businesses, and from minority and women-owned businesses. GSA also recognizes the need for the military to continue supporting the success of retired and discharged service members. We offer VETS, a specialized service-disabled veteran-owned (SDVO) small business contracting program to meet this need. Through GSA socioeconomic solutions, you can achieve your socioeconomic goals and promote economic growth.

Small businesses are often recognized as the drivers of the American economy, but they disproportionately feel the effects of a recession. During this time of economic distress, veterans returning from tours of duty in Afghanistan and Iraq are starting new businesses. The Small Business Act was designed to support small and veteran-owned business. The act is intended to ensure that small businesses have the maximum practicable opportunity to participate in providing goods and services to the government. 30 | MIT 15.4 | 2011 GSA Technology Contract Guide
