EDITOR’S PERSPECTIVE A new report from the Institute for Veterans and Military Families at Syracuse University (IVMF) takes a look at servicemembers’ postservice transition, with a special emphasis on education. Co-authored

by Dr. Corri Zoli, Rosalinda Maury and Dr. Daniel Fay, the report is IVMF’s first in a new series of research and thought leadership publications aimed at informing ongoing policy and programmatic discourse related to the social, economic and wellness concerns of post-9/11 veterans. More than 8,500 servicemembers (active duty, National Guard and Reserves, veterans and some families) participated in this study.

Fodel EDITOR “This effort has resulted in what is arguably one of the most comprehensive and far-reaching datasets available to date that captures the ‘lived experiences’ of the post-9/11 generation of veterans and families,” said Mike Haynie, IVMF Executive Director. “This matters because it should be those lived experiences—the voices of veterans themselves—that inform the choices we make with regard to how best to support their success after they take off the uniform.”

Some of the major findings from the ongoing IVMF survey include: • Top reasons for joining included: education benefits (53 percent); a desire to serve your country (52 percent); and new experiences, adventures and/or travel (49 percent), while 88 percent reported that joining the military was a good decision.

• Top skills strengthened by the military: work ethic/discipline (87 percent), teamwork (86 percent), leadership (82 percent), mental toughness (81 percent) and adaptation (78 percent).

• A majority reported that the military promoted their interest in education and prepared them for education.

• 92 percent either “agreed” or “strongly agreed” that education should play a role in their postservice transition.

• The top motivations for pursing education include career, self-improvement and personal growth, professional advancement and to use benefits. Some interesting choices were also to “help people/society” and increase their “technical skills.”

• Top problems or barriers that hindered pursuit of education goals: lack of financial resources/ financial burden (56 percent); personal/family obligations (28 percent); GI Bill benefits expire before degree completion (25 percent); health/disability issues (23 percent); and conflict between job and school (22 percent).

• Top five problems while pursuing their education: age differences with other students (37 percent); lack of financial resources (32 percent); working full-time jobs (32 percent); family responsibilities (29 percent); and few veteran resources on campus (26 percent).

• Most (84 percent) felt there was a place for veterans’ leadership, achievement and/or excellence on campuses; however, a majority (53 percent) also felt that colleges/universities do not recognize the specific strengths and skills that veterans bring to higher education.

• The majority of servicemembers said they are likely to pursue a different career than their military occupational specialty (55 percent) or actual job performed in the military (47 percent).

• An overwhelming majority (79 percent) said the military played a role in their success.

This study by IVMF supports what we here at MAE&T already knew: when it comes to getting an education and transitioning to a satisfying career, school selection is of the utmost importance. Every student has different priorities, needs and challenges, so research is imperative before you choose to enroll. We hope our 2016 Guide to Colleges and Universities, starting on page 15, is helpful as you continue your academic journey.

Veteran Leadership in Higher Education For more than 40 years, Saint Leo University has sought ways to be supportive of our nation’s military. As part of that culture, we take very seriously our responsibility to welcome, educate and serve servicemembers, veterans and their families.

In 1973, Saint Leo began teaching classes for 176 military students at Avon Park Bombing Range in Highland County, Fla. Later that year, classes expanded to the MacDill Air Force Base in Tampa where 13 students were enrolled. Since then, the university has continued its commitment to the military and offers courses at education centers in seven states (including on military bases in six of those states—California, Florida, Mississippi, South Carolina, Texas and Virginia), through its Center for Online Learning (COL), and at University Campus in central Florida.

As part of our institution’s veteran support philosophy, and to help bridge the gap from active duty to civilian life, we are constantly seeking innovative ways to reach this important audience.

When I assumed responsibility for the Veteran Student Services Office in 2014, I realized that to address more fully our student-veterans’ needs, we had to find a better way to provide consistent, ongoing support to our institution’s administration, faculty and staff who have daily contact with our military-affiliated students.

With that in mind, we created “Veterans in the Classroom,” a digitally designed course that is available online for any employee 24/7. It is also part of the annual training program for adjunct faculty at 4 | MAE&T 10.10

education centers. This course focuses on key areas: • The university’s rich military history • The number of military-affiliated students attending Saint Leo University by location (University Campus, COL and education centers across the nation) • Background information of servicerelated challenges, such as deployment cycles, pay and allowances and the dynamic of the family unit • Potential challenges some students (and staff) may encounter due to military service experiences.

Best practices that may be considered to minimize service impact while leading the students to non-academic service providers.

It is important to understand that this hands-on course does not provide answers to all questions regarding possible implications of having veterans in the classroom, nor is there a “one-size-fits-all” mindset to managing student-veteran concerns; each case is unique. The purpose of the training is not only to assist with reintegration, but also to lead student veterans to specific institutional offices and resources that are staffed by qualified individuals to facilitate their specific areas of concern. The course concludes with a review of the resources available to our faculty and staff throughout the university, providing a high-quality academic experience for the student veteran, while incorporating the holistic concept of mind, body and spirit.

As a permanent example of Saint Leo University’s continued commitment to the military, the sculpture For Those Who Serve, which stands at the center of University Campus, was dedicated on Veterans Day 2010. The complex bronze work, created by accomplished sculptor Dexter Benedict, pays tribute to each branch of the armed services and celebrates the gift of knowledge that Saint Leo has been privileged to share with servicemembers and veterans for more than four decades.

Employers Commit to Hiring Military Spouses Thirty-seven new companies and organizations were formally inducted into the Military Spouse Employment Partnership during a ceremony in Alexandria, Va., in late October, bringing the total number of partners to 297.

The partners of the Military Spouse Employment Partnership are committed to recruiting, hiring, promoting and retaining military spouses in portable careers.

Since Dr. Jill Biden, wife of Vice President Joe Biden, launched the partnership in June 2011, partners have hired tens of thousands of military spouses, according to Stephanie Barna, acting assistant secretary of defense for manpower and reserve affairs.

“I state for the record and for the first time publicly, you— our valued partners—have hired more than 82,000 military spouses,” Barna said during the induction ceremony at the Mark Center.

“Although MSEP is still a young program, we have known from day one how eager each of you is to hire our spouses,” Barna said. “You clearly see our spouses as having the knowledge, skills and, most importantly, values that your business needs to develop and reach out to new markets and deliver new and improved products and services.”

Rosemary Williams, deputy assistant secretary of defense for military community and family policy, addressed the military spouses in attendance. “You represent the thousands of military spouses, both men and women, around the globe who are searching for meaningful employment and career opportunities that will not only fulfill your career dreams, but provide your families with a greater level of financial stability that keeps you strong and resilient,” she said.

Kristine Kash, a military spouse and an employee of Military Spouse Employment Partnership partner Starbucks, also spoke as part of the ceremony.

“Today’s ceremony is centered around ‘Building Relationships,’ which is perfect, because when I joined Starbucks eight months ago, that was my only option—to build relationships,” she said.

“My husband deployed to Iraq the same week I started with the company,” she continued. “I knew no one. I had just moved into a new apartment. The reason I resigned from my previous career and gravitated towards Starbucks was because of the stories I had heard from those who worked there were so inspiring. Everyone was always so happy and engaged.”

After the ceremony, partners attended a meeting focused on the day’s theme of building stronger relationships in support of military spouse employment.

Careers in aviation can give flight to exciting opportunities for veterans or servicemembers.

People have long been drawn to the allure of the sky. As the need for air travel in both the public and private sector has grown, so has the aviation industry itself. If you’ve considered a career in aviation, the time to seek your degree should be now. According to Kansas State University Polytechnic Aviation professor Jimmy Splichal, now “is an excellent time to become a commercial pilot because the airlines are hiring pilot students as fast as we can graduate them and they reach the required flight hours.” He continued, “Aviation Week reported that more than 20,000 cockpit seats are expected to be available at U.S. airlines over the next seven years due to FAA-mandated age-65 retirements.” With career choices ranging from pilot to airport manager to aviation maintenance and more, the field of aviation is as wide open as the sky, particularly for military veterans.

Ken Polovitz, assistant dean of student services at the University of North Dakota’s Department of Aviation explained that “the aviation industry is very structured and regulated. It requires professionals to perform accordingly to be successful.” He went on to say that “these expectations and requirements have many similarities to military training and operations,” which make military veterans excellent candidates for successful careers in the field. Polovitz noted that the aviation industry is currently experiencing a critical shortage in their workforce—and that is a shortage not set to end anytime soon. Qualified pilots, air traffic controllers, managers and technical personnel and more are all crucial areas of need that could make your aviation degree a lucrative career building block.

In addition, Vaughn has a full-time internship coordinator on staff in order to ensure students get valuable internships that lead to employment. Though these many resources, students can earn a Bachelor of Science Degree in Aeronautical Technology with degree options in Professional Pilot, Helicopter Pilot, Aviation Maintenance Management, Airport Management and Unmanned Aircraft Systems. Additionally, the school offers a minor in Aviation Safety, and Certificates in Avionics Maintenance Technology, Aviation Maintenance Management Technology and Composite Repair. Career opportunities are wide-ranging, from pilots to airline mechanics to airport managers and more. Splichal expanded, “Graduates have gone on to careers in private industry, government contracting, law enforcement, homeland security, military, defense programs, emergency management and agriculture.” Now is a particularly lucrative time to consider enrollment in aviation programs, particularly the school’s Unmanned Aircraft Systems degree program, one of the first of its kind offered in the US. “The Association for Unmanned Vehicle Systems International Jimmy Splichal projects job growth in the field will grow at Kansas State University 3.5% to 4.5% a year through 2025,” Splichal Polytechnic detailed. “That would mean the number of

60 percent of the military students at Thomas Edison are enrolled in Applied Science and Technology Programs, likely “because of the credit they can potentially earn for their military training, licenses and certifications toward any one of the 66 areas of study offered by the School of Applied Science and Technology.” In addition to maximizing the value of prospective students’ military training and experience, active and veteran service men and women can expect assistance with GI Bill benefits, transitions to civilian life and personalized services via the Office of Military and Veteran Education.

Kansas State University Polytechnic Kansas State Polytechnic is one of the top aviation universities in the country, according to Jimmy Splichal who notes that the school offers “modern classrooms, labs, a modern fleet of aircraft, a state-of-the-art Canadair Regional Jet simulator, an operational dispatch center, an aviation maintenance training hangar and a nationally recognized unmanned aircraft systems program with a new flight training pavilion.” In addition, the school is located at the Salina Regional

Splichal knows that students with military backgrounds are valuable assets to the aviation programs at K-State.

“Members of the Armed Forces have learned the importance of aviation in carrying out the missions of our nation’s military and its importance in the civil realm,” he explained. 22 percent of the students enrolled in the Aviation Department are former military members. K-State is an approved Yellow Ribbon Program, and many of its faculty and staff are military veterans themselves. A Student Veterans of America chapter, VA representative and earned credits for military training and experience make K-State an extremely military-friendly university, something that Splichal values. He shared, “We at Kansas State University Polytechnic are proud to be of service to those who have served or are serving our country.”

University of North Dakota The Department of Aviation at the University of North Dakota—UND Aerospace for short—offers seven four-yeardegree undergraduate majors. Bachelor of Science degrees in Aeronautics include Air Traffic Control, Aviation Technology Management, Commercial Aviation, Flight Education and Unmanned Aircraft Systems Operations. A Bachelor of Business Administration degree is also available in Airport Management and Aviation Administration. At the graduate level, students can pursue a Master of Science in Aviation and a Ph.D. in Aerospace Science. “All of the majors require flight training in the curriculum,” explained Polovitz. He went on, “This is supported by a comprehensive flight operations comprised of over 140 aircraft including helicopters and UAS platforms and flight training devices.” Polovitz stressed that the critical shortage in many areas of the aviation industry could mean Ken Polovitz big advantages for graduates.

University of North Dakota The need is so great that the job opportunities could be unprecedented. And those job opportunities are varied and many. Of course, students could be professional pilots or flight instructors, but many will also go on to work with the FAA as air traffic controllers, managers in airport environments as well as aerospace research and development and more. UND’s aviation program allows students to be prepared for success in their careers due to its “liberal arts foundation with a demanding technical education component” that makes for incredibly well-rounded graduates.

UND is designated as “Military Friendly,” with approximately fifty veterans currently enrolled in aviation programs.

spaces specifically for veteran students. Polovitz is confident that “Students who engulf themselves in this environment of learning have established a solid foundation on which to launch a successful career in the aviation industry.”

Embry-Riddle Aeronautical University – Worldwide “Embry-Riddle Aeronautical University is the world’s largest, fully accredited university dedicated to aviation and aerospace with residential campuses in Florida and Arizona,” explained Ian McAndrew, department chair of graduate studies at EmbryRiddle Aeronautical University–Worldwide. McAndrew explained, “The aviation industry is seeing rapid global expansion like never before. The number of pilots, maintainers, airport managers, support, service and other jobs will be growing,” particularly due to the impending retirements of the Baby Boomer generation. No matter your aviation goals—pilot, maintainer or manager—Embry-Riddle is an excellent choice. “The industry needs people who can plan and manage complex projects and systems,” McAndrew described. “It also needs skilled professionals who can recruit new businesses and create development opportunities at airports,” and such skilled professionals are created by the programs at Embry-Riddle.

Offering courses online and at many military base locations domestic and foreign, Embry-Riddle is convenient for students with military backgrounds who may have to relocate during their studies. Institutional scholarships are offered to supplement military education benefits for qualified students. In addition, military personnel are often able to receive credits for their previous studies. Embry-Riddle Worldwide has been ranked and recognized by US News & World Report as well as other organizations for its commitment to veterans and their educations. With nearly 1,300 chapters in all 50 states and five countries representing 440,000 student veterans we understand the myriad scenarios those transitioning out of the military face. We understand that a transition is not just a moment in a veteran’s life, rather a process that requires focus, dedication and nurturing.

You can compare it to the difference between a wedding and a marriage. A wedding day, complex and requiring coordination, is only one day, but a marriage requires years of hard work and sacrifice. I use this as an example because 62 percent of student veterans have been or are married.

As nontraditional students, we often face nontraditional problems. These problems can seem unnerving and leave student veterans feeling that they are out of place, behind schedule, late to the game, or any other version of saying that a veteran is getting a later start in post-military life. It is important to understand that veterans have strengths that come from time in service, and we must utilize these nontraditional tools and skillsets as we navigate our transition.

Here are some thoughts from former student veterans currently employed at Accenture, one of our corporate partners. Jonathan Alirez, former Staff Sergeant in the Air Force and University of Denver graduate, offers: Engage those around you. “When I left the military, I felt that I was years behind my ‘peers.’ They had completed college, started a career and were already being promoted.

I was just starting out in school, joined by classmates that were much younger. Embrace the skills of those in your classes or in your early career peer groups. Don’t worry about catching up. Andrew O’Connor, former Corporal in the Marine Corps and Columbia University graduate, understands that his experience has equipped him to deal with navigating complex environments and scenarios. He offers: Embrace the unknown. “Similar to networking, this is a huge comfort zone veterans need to push. I always had a set path during my five years of service, and I became dependent on having a determined course. Shifting to a mindset where I’m deciding what major I choose, what internship(s) I apply for and what career opportunities I set my sights on was daunting. But once I understood the level of flexibility involved that my “dream job” became a moving target as I acquired more information, this helped me realize navigating the unknown is a fun challenge rather than a scary proposition. We can move forward and pivot as needed.”

Veterans are in the business of marketing. Or at least they should be. Let’s take a lesson from the marketing classic Positioning, by Jack Trout and Al Ries.

Establish a position. You must position yourself in your desired employer’s mind. Your position must be singular: one simple message. This is not an easy task, but it begins early in your higher education experience. It is so important to think deeply about what it is that you love to do. Student Veterans often go down a path based on what they think they can do, rather than what they want to do. When you can say, “I am here because I love to do this,” you are operating from a stronger position.

While a successful transition to the workforce can seem like the next challenge, understand that top corporations want to hire you, and they are not simply standing by waiting for you to engage them. Student Veterans of America has the support of corporations such as Raytheon, Accenture, Disney, General Dynamics, Microsoft, Google, Prudential, PNC Bank and Bank of America. Each has not only demonstrated strong corporate responsibility to hire veterans, but they have also established programs to identify and cultivate veterans and ensure a successful transition to the workforce.

Reuters Top 100 Ranking of Most Innovative Universities

Stanford University, the Massachusetts Institute of Technology and Harvard University topped the inaugural Reuters Top 100 ranking of the world’s most innovative universities. The Reuters Top 100 ranking aims to identify which institutions contribute the most to science and technology and have the greatest impact on the global economy. The ranking uses proprietary data and analysis tools from the Intellectual Property & Science division of Thomson Reuters to examine a series of patent and researchrelated metrics and get to the essence of what it means to be truly innovative. The criteria focused on academic papers, which indicate basic research performed at a university, and patent filings, which point to an institution’s interest in protecting and commercializing its discoveries.

Stanford edged out other tech giants and Ivy League stalwarts by scoring consistently well across all criteria, with especially high marks when it came to articles and patents that were frequently cited by researchers elsewhere in the academic and corporate worlds.

Other key findings of the Reuters Top 100 include the strong performance of institutions outside the United States. Half of Reuters Top 100 Innovative Universities are located in Canada, Europe or Asia; Japan is home to nine of the Reuters Top 100 innovative universities—more than any other country except the U.S. South Korea also performs well on the list; the Korea Advanced Institute of Science & Technology, or KAIST, is the only non-U.S. school to place in the top 10.

Texas A&M University-Corpus Christi to Boost Nationally Recognized eLine Military Program Texas A&M University-Corpus Christi has received more than $1 million, in the form of a Health Resources and Services Administration (HRSA) grant, to boost the already unique and nationally recognized eLine Military Program that fast-tracks nursing degrees for veterans with prior medical experience.

As an increasing number of veterans attempt to reintegrate into civilian life, many are faced with the challenge of finding jobs that match their skillsets. In fact, roughly 844,000 veterans are unemployed and looking for work, according to a 2013 report issued by the White House.

In Texas, this concern is magnified due to the large number of veterans at Texas bases who will be leaving the service due to expected drawdowns.

Many veterans, particularly those returning veterans who served in a medical capacity as medics or corpsmen, find their experience does not translate into the credentials needed or recog14 | MAE&T 10.10

nized in the civilian world. The College of Nursing and Health Sciences’ eLine Military Program is credited in the White House report as being part of the solution by utilizing a Prior Learning Assessment model. This program individually evaluates military medical experience for appropriate academic credit.

Currently, between 50-60 eLine Military students are enrolled in the program at Texas A&M-Corpus Christi. In addition, there are 160 students in the pipeline, and since 2010, there have been more than 1,500 inquires, evidence that there is interest and a need for the program.

“In most cases, military personal have limited career options in the medical field when they transition into civilian life,” said Dr. Mary Jane Hamilton, Dean of the College of Nursing and Health Sciences. “We have identified a solution to translate the knowledge and experience they already have into credits. This program gives individuals credit for what they already know,

and keeps them from having to start the program from the beginning.”

Hamilton said the program is unique in that it is as individualized as possible and the student has the flexibility to customize the program to their benefit.“We have a case worker that works with these students to offer a ‘circle of caring’ which includes psycho-social support, counselors, academic support, tutors, mentors and the best financial package available to them,” she said. “We treat the students like family.”

For example, a veteran who receives credit for prior medical training and experience can complete the Bachelor of Science in Nursing (BSN) program in 15-18 months (or less) compared to the typical BSN student, who would normally complete the program in 24 months. However, due to the flexibility, the length of time in the program is individualized to the student. This shortens the length of time a veteran needs to spend in school before being able to find a full-time civilian job. www.MAE-kmi.com

Now in its ninth year of publishing the guide, MAE&T was the first publication to launch a reference tool of this type. MAE&T has been improving the process every year in order to provide our men and women in uniform information that will help them make the right choices about college. Our goal in designing this extensive survey was to take into consideration the best practices in military and veteran education that are most relevant to you, the prospective student.

This year, Military Advanced Education & Transition worked closely with our newly established advisory board of educational and government leaders to assist us in making this our most comprehensive survey to date. They evaluated the drafts of the questionnaire, made pages of notes and suggestions and helped to redefine questions for clarity. We thank them for their thoughtful edits and additions to our process.

Color-coded dashboards throughout the guide display the results of our survey. They consist of six gauges representing key categories of consideration to servicemembers, veterans, their spouses and dependents: Military Culture, Financial Assistance, Flexibility, General Support, Online Support and On-Campus Support.

It is important to note that we could only evaluate the information that was provided; each institution was responsible for disclosure. Responses to the survey questions were assigned weights to reflect their relative importance within each of the five categories, and were then totaled to determine their score for that gauge. Each dashboard gauge has a shaded background that

shows the maximum potential points for that category. Against that background is a darker bar which shows how many points that school achieved.

You’ll see that we have included the results for all schools that responded to our questionnaire. We believe that having as much data as possible will help prospective students make a well-informed decision about which school best suits their needs. Although we do not rank schools in the guide, we have recognized the schools that exhibited best practices in military and veteran education with an MAE&T 2016 Top School logo for use in their promotional materials.

As in previous years, all institutions were judged based on the same criteria; we did not judge private, public, for-profit, notfor-profit, four-year or two-year colleges separately, because we believe that regardless of size or degrees granted, any school can make an effort to better serve those who have served our nation.

A Look at How the Department of Education Supports Military Students.

Brian Thompson Military Affairs Team U.S. Department of Education Brian Thompson was selected as a finalist for the Presidential Management Fellowship in 2013, and secured an appointment with the U.S. Department of Education’s (ED’s) Office of Innovation and Improvement in 2014. He leads the Department’s Military Affairs Team, and is currently serving as an Education Program Specialist, specializing on all military-connected issues in education ranging from early learning through postsecondary education.

Prior to his appointment, Brian served his country as a soldier with the 82nd Airborne Division and a teacher with the District of Columbia Public Schools (DCPS). During his five years teaching world history, he was recognized as an expert teacher and was honored at the Kennedy Center in 2012 when he received the DCPS Excellence in Teaching award.

Brian has a master’s degree in teaching from American University and a bachelor’s degree in communication from California Polytechnic State University, San Luis Obispo. He is an alumnus of Teach for America.

Q: Brian, you made a successful transition from the military earning accolades as a teacher and appointment to the prestigious Presidential Management Fellowship. What advice would you share with transitioning servicemembers?

A: First of all, I am proud to say that I was a grunt. I enlisted as an airborne infantryman and later earned my stripes in Afghanistan. The skills I learned in the infantry—leading patrols, training soldiers on how to use complex weapon systems and adapting to every imaginable situation that comes with combat—helped me develop the leadership skills necessary to succeed in any career.

I remember going through the Transition Assistance Program (TAP) with my fellow infantrymen back in 2009. Every servicemember’s journey through transition is unique, but the members of the combat arms community face a common obstacle—a small list of transferable technical skills and credentials. This meant fewer job options and led to frustration among my classmates.

I remember one conversation with a fellow Sergeant. He had deployed to Iraq and was moving to California where I had grown up.

He was working on his resume for a potential job as a police officer, but didn’t seem all that happy about it. When I asked him about what he was passionate about, he told me that he’d like to start his own business someday.

I encouraged this Sergeant to go back to school to get a business degree so he could pursue his dream. I will never know if he did just that. As you prepare to transition, follow your dreams and do not allow fear of failure to stand in your way. I was not ready to transition to the front of the classroom right away, so I went to college to develop that skillset. If I hadn’t gone back to school, I would be without a master’s www.MAE-kmi.com

degree and I wouldn’t be serving my country as a Presidential Management Fellow at the U.S. Department of Education. The Post-9/11 GI Bill is perhaps one of your greatest benefits. It’s there to help you reach your full potential and secure that dream job. You are the one who is ultimately responsible for managing your transition. The key to transition is to seek mentors, develop an individualized plan and pursue education to close gaps in your skillset. If you do this, it will open up more opportunities for you.

Q: You mentioned going through TAP in 2009. What is the TAP experience like for today’s transitioning servicemembers?

A: TAP has transformed into a phenomenal program after going through a complete redesign as part of this administration’s goal of supporting military families. As soon as servicemembers put that uniform on, the military is preparing them for their eventual transition back to civilian life. Feedback on the redesigned TAP from our servicemembers has been and continues to be overwhelmingly positive. I’ve observed some of the classes, and I give it a former teacher’s stamp of approval. Our partners at the Department of Defense (DOD) deserve a gold star for what they’ve done with this redesign.

Servicemembers are more prepared than ever for transition.

Q: What advice would you give to a transitioning servicemember trying to pick the right college?

A: Finding the right college is one of the most important—and smartest—decisions you can make. The good news is you don’t have to do this on your own—there are key resources that can help.

The Transition Goals, Plans, Success (GPS) (https://www.dodtap. mil/transition_gps.html) Accessing Higher Education track will lead you through the steps and provide a wealth of resources to help you make an informed decision. This track focuses on topics such as how to achieve academic success, how to research and compare institutions, and how to finance higher education. College affordability and value are important factors to consider when choosing the right school. The track will teach you how to compare different colleges and universities with The GI Bill Comparison Tool and College Navigator, so you can choose the best education program to meet your needs.

After completing the Accessing Higher Education Track, you will be prepared to complete an application to an accredited institution, schedule a session with a counselor at an academic institution or meet individually with education counselors, as needed.

Since this track is optional and not a part of the Transition GPS core curriculum, be sure to contact your local TAP office to register.

Q: You were an award-winning teacher before you joined the U.S. Department of Education. What does Secretary Duncan think about veterans as teachers?

A: I’m glad you asked this question. Earlier this year, Secretary Duncan tweeted about fellow paratrooper David Oclander, who returned home to Chicago to save lives by becoming a teacher. The story was featured in HBO’s Concert for Valor, and it highlights how veterans are making a positive impact both inside and outside the classroom.

Secretary Duncan is a big supporter of DOD’s Troops to Teachers (TTT) program. Since 1994, TTT has helped over 17,000 veterans become teachers. TTT provides counseling and referral services for interested veterans to help them meet the education and licensing requirements necessary to secure a teaching position.

I encourage my fellow veterans to consider teaching as their next career step; they will realize soon after leaving the military that

the passion to serve others does not subside when they take off that uniform. They will not only discover that teaching provides a sense of challenge and purpose that they once thought could only be found with a career in the military, but they will also be surprised just how good they are at doing it. Our nation’s children deserve great teachers, and veterans have proven that they are some of the very best.

Q: What role does the U.S. Department of Education play in supporting our servicemembers, veterans and their families in achieving postsecondary success?

A: Post-9/11 veterans volunteered to serve this nation during our longest sustained period of conflict. What motivated this generation to serve knowing that it was most likely going to deploy to Iraq or Afghanistan? A PEW Study entitled “War and Sacrifice in the Post9/11 Era” answered this very question in 2011. It found that if you ask veterans of any era why they joined, the answer is usually the same—to serve their country, to see more of the world, to learn skills or because jobs were hard to find. But, there was a significant difference over one answer. Post-9/11 veterans are more likely than veterans from earlier eras to say they joined the military to receive education benefits.

This does not surprise me, considering my experience in the classroom. Every educator in our school, from the custodians to the teachers to the administrators, was pushing college as the next step for every student. College remains the desirable life choice for today’s youth, and they join the military for this reason. A college education is one of the most important investments that one can make in his or her future—resulting in increased opportunities, higher earnings, lower risks of unemployment, even greater levels of health and happiness. One of our agency’s priority goals is to increase college degree attainment in America. The administration’s goal by 2020 is that 60 percent of adults ages 25-34 will have an associate’s degree or higher. Ensuring that veterans are obtaining a college degree is an important part of achieving this goal. Even more important, we need to honor why many post-9/11 veterans decided to raise their right arm to take that solemn oath to defend the constitution of the

Q: What is the U.S. Department of Education doing to increase college degree attainment for servicemembers and veterans?

Q: What are the actual components of the 8 Keys to Veterans’ Success that institutions agree to voluntarily adopt to help veterans and servicemembers achieve success on campus?

A: President Obama signed Executive Order 13607 on April 27, 2012, establishing the Principles of Excellence (POE) for educational institutions serving servicemembers, veterans, spouses and other family members. The POE is designed to empower this group, ensuring they have the best information needed to make the informed choices with their educational benefits, while holding institutions of higher learning to the highest standards. ED has worked extensively with our interagency partners at VA, DOD and other federal agencies to implement this executive order.

As a complement to the POE, ED collaborated with the VA and DOD and launched the 8 Keys to Veterans’ Success (8 Keys) in 2013.

The 8 Keys highlight specific ways that colleges, universities and other institutions of higher education can voluntarily support veterans and servicemembers in transitioning to higher education, completing their college programs, obtaining career-ready skills and achieving success.

There are currently over 1,780 colleges and universities committed to this initiative, and the President has challenged all educational institutions to join them. We welcome the support of our external partners

Q: You have mentioned the Post-9/11 GI Bill as one of the greatest benefits. Why should veterans even consider Federal Student Aid? A: More than $150 billion is available each year to help students pay for college. Grants and low-interest loans can provide veterans and servicemembers with extra flexibility to cover the costs associated with financing higher education. Last year, I attended the 4th Annual California Community College Veterans Summit, and I listened to stories of veterans using Federal Student Aid as a means to hold on to their 36 months of Post-9/11 GI Bill eligibility. They were doing this because it made financial sense to save the Post-9/11 GI Bill for the higher costs associated with transferring to a four-year college or planning to pursue post-graduate options.

I often recommend that servicemembers and veterans consider submitting a Free Application for Federal Student Aid (FAFSA). Completing and submitting the FAFSA is free and quick, and gives you access to additional funding to pay for college. Compare the details of the financial aid package available for you at different schools, and

determine the right amount of student loan debt to take on. You can reduce your cost of attending college through planning and perseverance. You may not need it, but ED is here to help you maximize the return on your Post-9/11 GI Bill.

Q: What’s the best way for servicemembers and veterans to connect with the U.S. Department of Education, and where can they get more information?

A: The Military Affairs Team (MAT) serves as the primary liaison to the military community for ED. MAT supports the implementation of key policies that I mentioned earlier—POE, TAP, 8 Keys—that are designed to increase college degree attainment for servicemembers, veterans and their families. MAT collaborates with other local, state and federal agencies to ensure improved outcomes for military-connected children in school. Through a Memorandum of Understanding (MOU) between ED and DOD, MAT works to advance the quality of educational opportunities for all military children. A key accomplishment of this MOU in 2014 was the publication of charter school resources for those interested in starting and operating a charter school on a military installation.

Navigating the beast that is the admissions process for military students.

It’s one of the most nerve-wracking parts of the college process—applying for admission and waiting for the acceptance notification. For veterans and servicemembers, this process can be even more complicated. That’s why many schools take care to help these unique students travel the admissions journey.

MAE&T asked the following schools, “How does the admissions process differ for a military student as opposed to a traditional student? How are you poised to assist veterans and servicemembers to navigate the admissions process?”

Sacha Thieme Executive Director, Admissions Indiana University Bloomington Military and veteran students have demonstrated their commitment to our country, and at Indiana University Bloomington (IU), we want to demonstrate our commitment to their academic journeys. To assist these prospective students, the Office of Admissions and Veterans Support Services work collaboratively on general policies and processes, as well as provide individual student support. For students starting their college search, the Office of Admissions website, http://admissions. indiana.edu/, includes a special How to Apply section for military and veteran applicants which outlines the application process based on the unique experiences and questions they may have.

Once students submit an application to IU, a holistic review of the student’s credentials is completed and an articulation specialist conducts an individual review of credits earned through previous college or military coursework. Through the Steps to Enroll section of the Admissions website, admitted military and veteran students are directly connected with Veterans Support Services.

Should a student not be eligible for admission, a personalized message is sent with the direct contact information of one of our senior Admissions team members, with encouragement to reach out to discuss options for future admission and paths to an Indiana University degree.

Veterans Support Services provides support for students at every stage of the process, including fielding inquiries from many servicemembers and veterans about a range of issues: the admission process, credit for military training, how veteran and military education benefits are administered at IU, other financial assistance opportunities (Fry Scholar Supplemental Grants, Veteran Family Support Grants), and residency exceptions under the Choice Act. 62 | MAE&T 10.10

This office also guides prospective and newly-admitted students to the university’s Students in Transition Office for military-specific academic advising needs.

Through these efforts, Indiana University is proud to continue its tradition of honoring service, supporting education and serving veterans.

Margaret Oakar Associate Director of Admissions Services Penn State Outreach and Online Education The admissions process for military and veteran students at Penn State World Campus is so much more than filling out an application or sending in the required documentation. Instead, it is an experience and a milestone. With so much at stake, for both the prospective student and for the institution, we have to make sure that the student has the best experience possible.

It is essential that prospective students in the armed forces, as well as their spouses or dependents, are connecting with counselors who understand their situation as they navigate through the admissions process. That is why we have a dedicated military student support team that is committed to assisting servicemembers, veterans and their families. We expect military students will have plenty of questions as they consider which university to invest in for their education, whether they are on active duty, in the guard or reserves or at that challenging time of transitioning from service to civilian life. Our military admissions counselors have the expertise to guide them on that path. The counselors work closely with the students to help identify additional needs they have and put them in touch with our dedicated military academic advisers, our disability services counselor, the financial aid office or the www.MAE-kmi.com

registrar’s office. This personal, one-on-one interaction is a great way to help students navigate what could be a stressful time.

Our admissions services team also hosts online undergraduate informational sessions, or webinars, as another way we communicate with prospective students. Webinars are tailored for military students, and they are available every three weeks. We explain the admissions process, how to apply to Penn State and how to use military educational benefits, and we make sure to leave plenty of time to address questions. Our military admissions counselors and military academic advisers are always on hand, so the students can get answers to their questions in real time. The webinars give us a convenient way to provide this important information while providing one-on-one interaction in a virtual way.

Glynn W. Cavin, Ph.D. Associate Vice Chancellor, Distance Learning Troy University Every two years, Troy University asks its military students to evaluate their admissions experience. Consistently, 92% to 93% respond that their experience either equaled or surpassed their expectations. To Troy Associate Vice Chancellor for Distance Learning Dr. Glynn Cavin (a veteran of 24 years active duty USAF service), this suggests that the admission process for military

students is working. But we can’t sit on our laurels; regular reviews are necessary to keep the process updated and to meet our goal of exemplary service to our military students. Dr. Cavin believes in preventing the phenomena of “rest up—rust up.”

The University has been admitting military students since 1950 under the same efficient processes as its civilian counterparts. However, Troy has always made it a priority to thoroughly train the admissions staff, which includes a number of veterans and military spouses, to be sensitive to the unique needs of the military student. This includes information on benefits available to military members, veterans and their families, as well as developing an understanding of and empathy towards military life, experience and culture. We offer continuous staff training and process review. Result: the admissions team continually improves the admissions experience of all Troy students.

One great exception for military students seeking admission to Troy University is the waiver of SAT/ACT scores that are required for all other undergraduate students at Troy. This waiver underlines our commitment to serving those who serve, and acknowledges the time and location constraints our military members face.

Misty Rhoden Assistant Director of Undergraduate Admissions Saint Leo University The admissions process for military students at higher education institutions is significantly different from that of other students who are applying for college or university admission.

For more than 40 years, Saint Leo University has led the way in support of educating our nation’s military. As part of that culture, we take seriously our responsibility to welcome, educate and service servicemembers, veterans and their families. Today, more than 5,000 men and women of the armed forces are enrolled in Saint Leo degree programs—that’s about 30 percent of our university-wide community.

Here are some of the programs and initiatives that assist veterans in the Saint Leo admissions process.

Veteran Student Services: Upon referral to the Office of Veteran Student Services (either by phone or in person), students receive information about the various education programs, benefits and numerous support services and resources available at University Campus and at education centers in seven states (some on military installations). They also become familiar with our strong military tradition. The VSS office serves as an important liaison between the student and various departments.

Post-9/11 GI Bill Benefits: VA Certifying Officials (VCOs) at University Campus and at each education center assist in utilizing VA education benefits to the students’ best advantage. VCOs are also responsible for providing VA students’ enrollment certifications to Veterans Affairs.

Academic Accommodations: The Disability Services Office provides information and supportive services to students with disabilities. Documentation of a disability is required. Students may be eligible to receive appropriate educational accommodations.

Counseling Services: The Counseling Department provides the highest level of appropriate mental health services to the university community. The range of services includes individual and group counseling, consultations with faculty and others, referral services, and outreach and prevention outreach activities.

Financial Aid: Saint Leo provides affordable, rate-related degree programs designed to fit the mobile lifestyle of military personnel worldwide. Students receive tuition assistance through the Post-9/11 GI Bill, Montgomery GI Bill and the Yellow Ribbon program. The $500 admission application deposit is also waived for all servicemembers.

Advising Services: Academic advisors evaluate applicants’ transcripts and match credits with an appropriate Saint Leo program. Credit-by-examination tests, such as CLEP or DANTES, are applicable sources.

Connie Johnson Chief Academic Officer and Provost Colorado Technical University When a military servicemember or a spouse of a military member chooses to go back to school, there are many challenges they face as well as benefit questions to navigate. CTU supports these military servicemembers by providing a dedicated team of advisors who are specially trained to offer administrative and academic support to the military population.

Advisors help military-affiliated students understand and apply for military education benefits as well as explore other options to fund their education. To ensure that military members receive all applicable transfer credit for their training and experience, CTU’s Prior Learning Assessment team will work with each military applicant to conduct a personalized review of that member’s academic record and work background. CTU also maintains a military deployment policy and offers military tuition rates. Additionally, military dependents receive the same military tuition rate as their active duty servicemember.

Through a personalized and adaptive learning system called intellipath, CTU students can customize course material to control what, where, when and how they learn. Intellipath begins by evaluating what a student already knows and creates a custom learning pathway letting the student bypass the knowledge and skills he or she already has and then continuously reacts to the student’s progress and learning style for an adaptive, personalized learning experience. Personalized learning guides students to acquire practical skills and knowledge they can use rather than deliver learning tasks focused on short-term memorization of information.

To further support military students, CTU created the Wounded Warrior Scholarship in collaboration with the Yellow Ribbon Fund, Inc. to give back to those whose lives have been altered due to injury while serving in the United States Armed Forces. CTU awards 50 scholarships a year to wounded active duty servicemembers, veterans, spouses and caregivers of wounded servicemembers. O

Recognizing Military Education Supporters The Council of College and Military Educators (CCME) prides itself on recognizing the contributions made to the military community by its membership. CCME recognizes dedication and leadership in the delivery of quality educational programs to our military installations; significant contributions by organizations to the cause of military education; outstanding service to voluntary education by a government employee; significant contributions by higher education institutions to the cause of military education; and outstanding contributions that government entities make to military education. Nominations are accepted from our membership each year in order to select the most deserving awardees.

John Brian Service and Leadership Award John Brian was the Education Director at Norton AFB for many years. He was a member of the California Colleges and Military Educators Association (CCMEA) when it was an organization only for military and civilian educators serving the military in California.

The recipient will be a government employee who provides outstanding service to the voluntary education community.

The recipient should be a corporation (profit or not-for-profit) that supplies quality education products or services to the armed services.

Derrick R. Wood SSGT, United States Marine Corps (Veteran) Military and Community Outreach Stratford University Woodbridge Campus Q: Please provide a brief overview of your school’s history, mission and curriculum.

A: To understand our philosophy and ethics concerning veterans, their education and their future, you have to understand our roots in the military. Stratford University was originally established as the American Transportation Institute under the Servicemen’s Readjustment Act of 1944 (G.I. Bill) in 1976 by World War II Navy Veteran Richard Shurtz, Sr. His son, Dr. Richard Shurtz II, a research physicist, former Fort Belvoir scientist and holder of eighteen military patents from weapons systems to night vision technology, took over the school with his wife, Mary Ann Shurtz, in 1986.

By 2001, ATI was rebranded as Stratford University. While our name has changed, our promise to those answering the call of their country has not.

Q: You have shown a strong commitment to hiring veterans. Explain that to us.

A: Stratford University continues to be relentless in support of and commitment to veterans, active duty military members and their families. From July 2014 through June 2015, Stratford hired an additional 34 veterans, increasing the overall percent of veterans to 12.4 percent of the total workforce. For a medium-to-large-sized company that hired 46 veterans the year before and pledged an additional 30 for the next year, we have exceeded our own goals by 110 percent, placing these servicemen in leadership and management positions where they earn competitive salaries and benefits packages.

Q: Why do you believe veterans make excellent employees?

A: We hire veterans on account of the advantage such associates earn us in the marketplace. By bringing nontechnical skills that cannot be described on a resume—persistence, problem-solving, decision making, attention to detail and the 68 | MAE&T 10.10

ability to overcome obstacles with enthusiasm—veterans fulfill leadership positions better than most. Their own experiences in the military theatre helps to ensure that, when called upon to review and contribute proposed policies for Stratford University, veterans and active duty students are kept in mind. The same consideration extends into the classroom where our servicemen also, on occasion, step in the role of instructors. Across our seven campuses, from Baltimore, Md., to Virginia Beach, Va., we strive for consistency, offering programs designed to fit into the fluid, changing schedule of active military and the transitional one of a veteran.

The veteran advantage at Stratford University helps to create a contagious culture of “mission accomplishment” with a focus on getting the job done and getting it done the best way, the right way. Veterans take pride in every assignment and are able to independently follow rules and schedules.

Empowered with those traits, these individuals become faithful, dedicated associates who bring invaluable traits needed for not only personal success but the overall success of our institution. To have people of this quality as part of the Stratford team only helps in us achieving great things with the student body both here and visiting from overseas.

Q: In what ways do you connect with veteran employees?

A: Attention to the “why” in hiring veterans and nurturing relationships with active

duty individuals is merely the beginning of how we regard those who serve. To meet our goal of proactively hiring veterans and active service personnel, Stratford University launched a series of initiatives involving over 30 job fairs a year, workshops, symposiums and career fairs for veterans at places like Fort Lee, Quantico, Dahlgren Naval Station, Fort Belvoir, Boling Air Force Base, Andrews Air Force Base and the Pentagon, just to name a few. Our hosting Military Appreciation Days at five campuses throughout the year granted veterans the opportunity to experience our campuses first-hand prior to accepting positions. We also encourage and support a wide range of veteran activities as a matter of routine.

At our Virginia Beach campus, we hosted a V3 Training Seminar where more than 40 veterans attended. We worked alongside the Virginia Veterans Corps, offering to host their first charity blood drive. Between offering at each campus a one-stop service for orientating active military and veteran students, to offering veterans the opportunity to train our recent hires, Stratford strives to ensure the transition from active duty to full-time student or employee is a smooth one. We accomplish this through a cohesive team of veteran supporters who work diligently to ensure our veterans receive the best service possible.

Q: Is there anything else you would like to add?

A: This is Stratford University, an institution founded by and founded for those brave individuals who served their country. Yes, we have evolved over the years, offering programs beyond our modest curriculum of 1976, but we have never lost sight of why we are here or where we are headed. Our respect for veterans and active duty personnel is unwavering, and when the rubber meets the road and the dust settles, the advantage we receive for hiring veterans remains clear: They make reliable, dedicated associates who are driven to succeed.
