EDITOR’S PERSPECTIVE Here at Military Advanced Education & Transition, we focus on the higher education and career opportunities for our transitioning servicemembers. But there’s another important piece to this puzzle, an often forgotten or overlooked part of the equation: the military spouse.

Military spouses have higher unemployment rates, estimated as much as three times higher than their civilian peers. In an effort to arm the HR community with information about the value military spouses bring to the workplace, the Institute for Veterans and Military Families (IVMF) at Syracuse University, along with Prudential Financial, Inc., have released a training Kelly G. Fodel toolkit focused on hiring military spouses.

EDITOR-IN-CHIEF The toolkit consists of three complementary products: a “business case” for hiring military spouses, case profiles highlighting the challenges and successes of military spouses in the workforce and the most recent product, a series of training slides. This new product is designed as a “hands-on” guide, to better equip employers interested in hiring military spouses. This final training product focuses on teaching employers how to evaluate military spouse candidates, gives evidence to support why they make excellent employees and provides guidance on how to source and retain military spouse candidates.

“Prudential has a successful history of employing veterans and their families, including military spouses,” said Vice President of Veterans Initiatives at Prudential, Jim Beamesderfer. “These individuals join our organization and most importantly, make meaningful contributions and become loyal employees. We’re excited to partner with the IVMF to offer insights on recruitment and training processes for those organizations that have also stepped up to invest in the veteran community by extending employment opportunities to military spouses.”

In addition to pertinent information, this training guide identifies common challenges faced by military spouses, including how military spouses’ strengths can be leveraged in the workplace, and how their resumes are impacted by the military lifestyle. The training slides also present practical suggestions on how corporations can include military spouses as part of their overall diversity strategies for recruiting, hiring, and retaining military spouse employees.

“At IVMF we are looking to create research and programs that will help the many businesses and organizations serving our military and veteran community,” said Nicholas Armstrong, Ph.D., Senior Director for Research and Evaluation. “The Force Behind the Force series is meant to aid organizations in bringing the tremendous talent in the veteran community to bear on their businesses.”

The training slides are designed for individual, group, or online use. All three complementary publications are an overall effort to increase understanding among HR professionals and hiring managers who wish to include military spouses as part of their overall hiring strategies. The other publications include: The Force Behind the Force: A Business Case for Leveraging Military Spouse Talent, which presents a targeted business case for companies interested in hiring military family members, and The Force Behind the Force: Case Profiles of Successful Military Spouses Balancing Employment, Service, and Family, which highlights eight personal case studies from military spouses and through these accounts, addresses both the successes and challenges a military spouse has when looking for a job and becoming a part of the work force.

PROGRAM NOTES Veterans’ Educational Bill Passes House On November 30, the U.S. House of Representatives passed H.R. 5047, the Protecting Veterans’ Educational Choice Act, a bill sponsored by Congressman Jody Hice (R-Ga.). The bill passed with nearly unanimous support, by a vote of 411–3. This legislation will empower studentveterans seeking to advance their education and will provide them with guidance from institutions of higher learning if they choose to transfer from one college or university to another. The legislation would require VA to inform student veterans about transferring coursework credits when they switch schools and about agreements that schools may have about transferring credits.

Congressman Hice released the following statement in response to the passage of the

bill: “Our warfighters are our nation’s most valuable assets, and this should remain the case when they step back into civilian life.

Unfortunately, simply due to a lack of information and counseling, many of our heroes struggle with educational opportunities when they return home. By providing our studentveterans with the right resources, H.R. 5047 will help them acquire the education and training needed to begin a new career after leaving the military. With the passage of the Protecting Veterans’ Educational Choice Act, we are working to address the flaws in the system to ensure that our veterans have the information they need to make the best decision possible for themselves and their families.”

Sport Clips Donation to VFW Sport Clips Haircuts has made a record-breaking $1 million donation to the Veterans of Foreign Wars (VFW) Foundation to support its Help A Hero scholarships for U.S. servicemembers and veterans. The funds were raised through Sport Clips’ clients and product partner donations, as well as its own Veterans Day contributions of $1 per haircut service.

Sport Clips’ original Help A Hero focus was on providing phone calls home for deployed and hospitalized military when the program began in 2007.

The goal now is to support those who serve in the military by providing scholarships up to $5,000 each toward the next steps in their civilian careers. To date,

more than 700 VFW-administered Sport Clips Help A Hero Scholarships have assisted active duty servicemembers and veterans who wish to pursue college and graduate degrees or vocational certifications.

“The generosity of Sport Clips’ franchise owners, stylists, patrons and clients is extraordinary,” said VFW National Commander Brian Duffy.

“The tremendous success of this year’s campaign will help ensure a bright future for so many of our servicemembers, veterans and their families. We are deeply grateful for Sport Clips’ continued support and all they’ve done on behalf of those who deserve it most.”

GI Bill Fraud William E. Grobes IV, of Chesapeake, Va. has pleaded guilty to charges of conspiring to commit wire fraud and money laundering.

Grobes owns the College of Beauty and Barber Culture (CBBC), located in Chesapeake. CBBC was purportedly a barber and cosmetology school approved by the Department of Veterans Affairs to provide education and training to military veterans, including veterans who received tuition assistance under the Post-9/11 GI Bill.

Grobes told the VA that CBBC provided full-time schooling to hundreds of veteran students beginning in October 2011. In reality, the Department of Justice says the school was a sham. DOJ says that most veterans enrolled in CBBC courses received few, if any, hours of instruction from CBBC employees, and there were no tests, exams, or practical exercises given. Rather, students were directed to simply sign in and out of the school each day so that Grobes could report to the VA that they were enrolled and attending.

In exchange, CBBC received Post-9/11 GI Bill tuition payments for each veteran from the VA. CBBC received over $4.5 million in Post-9/11 GI Bill tuition payments between October 2011 and September 2016.

Grobes was charged by criminal information on November 16, and faces a maximum penalty of 20 years in prison when sentenced on March 8, 2017. The maximum statutory sentence is prescribed by Congress, and the sentencing of the defendant will be determined by the court based on the advisory Sentencing Guidelines and other statutory factors.

Indiana Wesleyan University Veteran’s Discount Indiana Wesleyan University has announced that it will begin offering a tuition discount to veterans.

Through this new initiative, IWU is extending a 10-percent tuition discount to veterans who have exhausted their Post 9/11 GI Bill benefits, or veterans who are no longer eligible for those benefits. To be eligible for the tuition discount, veterans must be enrolled in Indiana Wesleyan University’s (IWU) adult enrollment services program.

“IWU offers adult degree programs, either online or onsite at 17 locations in Indiana, Ohio and Kentucky, so that we can help working adults achieve their dream of furthering their educa-

tion,” said R. David Rose, vice president of enrollment and marketing for IWU’s non-residential services. “We are excited to be able to express our admiration and appreciation for the veterans’ service in the U.S. Armed Forces by offering this discount.”

The majority of IWU’s associate, bachelor’s and master’s degree programs qualify for the veterans’ discount, said Deanna Bowman, assistant director for corporate and transfer relationships in adult enrollment services.

“This 10-percent discount will ease the financial strain of earning a degree at IWU for those veterans who are no longer receiving educational benefits from the Department of Veterans Affairs,”

said Bowman, who leads an IWU taskforce on how the university can better serve both active duty military as well as veterans. “We want to honor and serve veterans to the best of our ability.”

While the tuition discount for veterans is new, IWU for years has offered a tuition discount for active duty military (including those in the National Guard and in the Reserves), and spouses of active duty military.

IWU has more than 600 students who are affiliated with the military enrolled in its adult degree program.

When faced with the idea of transitioning out of the military into the civilian career field, this group often feels that they can’t imagine finding a similar sense of purpose in a desk job. They need for the many hours they spend on the job every week to really and ultimately matter.

This need for significance in a career has led a great deal of transitioning servicemembers into the field of teaching, and in fact, there are quite a few programs out there that are solely designed to place veterans in teaching jobs. Troops To Teachers, under the Department of Defense Education Activity (DoDEA), is another program that helps eligible military personnel begin new careers as teachers in public schools where their

skills, knowledge and experience can make a positive impact on the next generation.

According to their website, “Troops To Teachers provides counseling, referral and placement assistance to eligible military personnel. The TTT state and regional staff across the country will help applicants identify teacher certification requirements and programs leading to certification and employment opportunities in their state of interest.”

Of course the traditional route to a teaching career is to earn a degree in education from an accredited university. The options are varied, and include some truly unique offerings to set students up for specialized careers. What sets EKU apart is the Model Laboratory School, a PreK-12 school that has resided on campus since 1905. Students entering Park University’s School of Education will find their foundational education courses provide the necessary knowledge and skills to transfer to the classroom. Students will take courses that are concurrent with field experience (such as placement in a PreK-12 classroom) affording students the opportunity to continue to build on the foundational work completed in the first two years of their program. In addition to education coursework, students will complete vital courses in their selected discipline combined with a rigorous liberal arts and science core of 37 credit hours.

Ms. Myers says, “There is a need for educators in all fields in education. Park’s program allows students to work in varied school districts and classrooms. This allows a student to decide on the type of district and/ or school [wherein] he or she wishes to teach.

Students graduate from Park University with the needed coursework, field experiences and completed certification requirements to apply for Missouri teaching certification. In many cases, other states recognize teaching credentials from another state. Q: A:

What advice would you offer servicemembers and veterans looking to make the transition to a civilian career?

Focus on what you want to do in your next step in your career. Servicemembers typically have had multiple roles and responsibilities, whether they have served four years or 20 years, and all of this information cannot be on a resume. So instead, focus on what education or experience you want to leverage and tailor your resume and interview conversations to those skills and capabilities. Then, utilize a resume translator program to help translate your military expertise into civilian terms.

Bring energy and enthusiasm to interviews. It is important to remember you are not providing a fact filled briefing to senior military leadership.

Third, identify mentors who have successfully transitioned to a civilian career who can help provide you guidance on the pathway to success.

Q: A:

What do you think is the biggest challenge veterans face in making their transition to civilian employment?

The biggest challenge for many veterans is moving into an environment where career development and growth can be experienced vertically as well as laterally. The military has a defined career path and promotion path. In corporate America, there are many ways to build your career and the right answer may differ dependent upon the person and the company.

Q: A:

How can companies better assist veterans in their transition?

First and foremost, a formalized veteran onboarding program. This includes programs to educate hiring managers on military culture, ranks and “how to speak military” and also a program to educate transitioning military on corporate culture, organizational structure and “how to speak at your corporation.”

battle buddies and other programs such as Veteran Employee Resource Networks (VERN) on local campuses for veterans, military families and allies where veterans can meet others within the organization and build internal networks as well as share communal corporate knowledge.

Q: A:

Why does your company believe veterans are a valuable investment?

1. Leadership: The military trains people to lead by example as well as through direction, delegation, motivation and inspiration.

2. Teamwork: The military is organized around teams whose success is dependent upon each members’ ability to support each other. Veterans understand how teamwork grows out of responsibility for ones colleagues.

3. Inclusion and Diversity: The military culture is one where members work with individuals from all economic levels, ethnicities, religions, locations and genders to make a positive impact.

4. Performance Under Pressure: Veterans come from a culture where it is critical to accomplish priorities on time and understand the importance of staying on test until it is done right.

5. Respect for Policies and Procedures: Military experience helps veterans understand why there are processes/policies in place and how adherence to corporate policies improves overall mission success.

6. Honesty and Integrity: Veterans understand the importance of being factual and truthful. They often have security clearances and/or are clearable. www.MAE-kmi.com

TRANSITION TRENDS 7. Technology: The military utilizes technology to accomplish their goals, so many military members are technically savvy.

Q: A:

Are there any particular transitional supports that you offer?

Yes. HPE partners with the nation’s leading veterancentric integrative care program, VetAdvisor, to provide proactive coaching services across behavioral health, wellness, financial and all aspects of transition and career development for our veteran employees and military families. Other transitional supports include our Veteran Employee Resource Network as well as formalized veteran onboarding program.

Q:

From an educational perspective, what advice would you offer to transitioning servicemembers trying to determine a degree path/career field for their civilian careers?

A:

Think creatively about key competencies you learned in the service and how they translate into civilian jobs. For example, HPE hires military recruiters for talent acquisition and sales roles to leverage the “selling” skills learned while they were

in the military. If your passion is technical, attain technical certifications and where possible participate in formalized military transition programs.

Q: A:

What do you believe makes your company particularly veteran-inclusive and supportive?

HPE values the service our veterans have dedicated to our country. We have built a culture which recognizes our veterans and their families for their service to our country. Our veteran program is infused into the DNA of the HPE culture and includes employment, transition assistance, philanthropy and outreach. A key value has been developing an environment where veterans and spouses can make an impact. HPE’s new veteran onboarding program helps veterans define their role and potential for success at HPE. As a way to honor HPE’s employees who served, we installed the Veteran of the Week program, which features the stories of our employees who served. This allows others to know the caliber of their veteran co-workers and their contribution to the country and to HPE. HPE gives directly to the veteran community through outreach at local bases and our annual Veterans Day Celebration, “Home of the Brave,” where this year HPE honored more than 26,000 veterans at over 100 VA Medical Centers across the country. CLASS NOTES Georgetown University: Master’s in Regulatory Affairs Georgetown University’s School of Continuing Studies has launched the Master of Professional Studies in Regulatory Affairs as the newest program in its portfolio of professional master’s degrees. Now accepting applications for the fall 2017 semester, the degree will prepare students for success in the fast-paced and growing field of regulatory affairs.

Georgetown’s program takes a comprehensive approach to the practice, examining the field through the lenses of science, ethics, business, and policy. Led by a faculty of practicing regulatory professionals, the program exposes students to the latest policies, trends, and developments across various facets of the field. Students will explore everything from pre-clinical research, to clinical trials involving humans, product approval by the U.S. Food and Drug Administration and other regulatory bodies, and post-marketing activities such as safety monitoring.

As the healthcare industry landscape continues to grow and evolve, companies, government agencies, clinics, hospitals, and universities will seek qualified candidates who understand how to navigate the complex regulatory world—from research, to policy, to project management—to bring safe, effective, and ethical medical products to market.

Consistent with Georgetown’s Jesuit tradition of forming women and men in service to others, the program recognizes the important role of regulatory affairs professionals in facilitating research that—beyond complying with regulations—is respectful of research participants and their communities.

“Students will be challenged to think carefully and deeply about the ethical and moral implications of their work,” said Dr. Robert Bienvenu, Faculty Director and Associate Professor of the Practice, who will lead the program. “That is a worthy motivation. You’re helping those who are sick and injured; you’re promoting health, so that people who are healthy remain healthy.”

The 36-credit degree is available for students to take on campus, online, or through a combination of both—allowing working professionals to earn their degrees without interrupting their careers.

Administrative Law Clinic at GMU In January 2017, The Antonin Scalia Law School at George Mason University, in partnership with Consovoy McCarthy Park PLLC, will launch an Administrative Law Clinic.

The clinic will be part of the Center for the Study of the Administrative State, which Professor Neomi Rao directs, and it will involve students in all aspects of the administrative process: from monitoring agency activity, to participating in ongoing proceedings, to analyzing relevant legislative proposals, to participating in litigation involving important administrative-law issues. In short, the Clinic will provide Scalia Law students with the opportunity to work closely with Consovoy McCarthy Park attorneys on behalf of pro bono clients to identify subjects of interest, research administrative-law issues, and draft comments and briefs before agencies and in active litigation.

The Administrative Law Clinic will be co-directed by William S. Consovoy and Thomas R. McCarthy. Mr. Consovoy and Mr. McCarthy are Consovoy McCarthy Park’s founding attorneys, and both are 2001 graduates of the Scalia Law School. They also are co-directors of the Scalia Law Supreme Court Clinic.

“We are thrilled to be starting the Administrative Law Clinic in conjunction with the Center for

the Study of the Administrative State,” said Mr. Consovoy. “We look forward to contributing to the Center’s mission and giving Scalia Law students the opportunity to learn first-hand what it’s like to practice before administrative agencies.” Mr. McCarthy added: “Running the Supreme Court Clinic has shown us how valuable the experience can be for the students who participate in the clinic and the difference it can make for the clients that receive the clinic’s assistance. We’re excited to get started.”

“Scalia Law is pleased to offer this innovative clinic to provide our students with practical and essential skills that will further enhance their legal education and careers,” said Scalia Law Dean Henry N. Butler.

“The clinic will further the practical reach and impact of the Center for the Study of the Administrative State by promoting the legal accountability and procedural boundaries of agency action.

I am excited to have such excellent and experienced litigators leading the clinic and working with students on these issues,” said Neomi Rao, Associate Professor of Law and Director, Center for the Study of the Administrative State.

After its inaugural semester, the Clinic will be full-year course and will include approximately 15 to 20 students per year.

CB&I Launches New Program to Train and Hire Veterans CB&I, a provider of technology and infrastructure for the energy industry, has launched the CB&I Craft Development Program for Industrial Electricians, which is part of the company’s longstanding commitment to supporting veterans.

CB&I has partnered with Central Louisiana Technical Community College’s (CLTCC) Lamar Salter Campus and Fort Polk, a U.S. Army installation in Louisiana, to train active duty military for careers in the industrial electrical field.

The program is a 16-week training program for active duty military stationed at Fort Polk nearing the end of their service. After successfully completing the program, qualified graduates will receive job offers from CB&I, a certificate of completion from CLTCC and a certificate of completion from the National Center for Construction Education and Research.

“As a fellow veteran, I want the men and women participating in the program to know that CB&I values your leadership, teamwork, strong

work ethic and many of the other traits you develop in the U.S. Armed Forces,” said Philip K. Asherman, CB&I’s President and Chief Executive Officer. “These traits are critical to CB&I’s success and a major reason why we are committed to providing careers for those who serve our country. We also are committed to helping prepare active duty military for a successful transition and establishing a pipeline of skilled workers for Louisiana.”

“Fort Polk is excited to see this initiative between CB&I and CLTCC for training our soldiers for civilian careers in the industrial electrical field,” said Brigadier General Gary Brito, Commanding General at Fort Polk. “This is a big deal for our soldiers. I can’t think of a better way of showing our soldiers that when they leave active service, they are not alone, but supported by the Army and their communities. I applaud the entire team and thank them for their efforts.”

New Temple Veterans Center Student military servicemembers and veterans are able to easily access information and resources with the opening of the Military and Veteran Services Center on Main Campus.

Located on the sixth floor office in Conwell Hall overlooking Broad Street, the office features all-new furniture thanks to a $10,000 grant from the Student Veterans of America in partnership with the Home Depot Foundation.

The Military and Veteran Services Center officially opened on Main Campus in August after more than five years without a centralized location. On Nov. 15, the center held a grand opening ceremony with a little help from a special campus visitor—Gen. Colin Powell cut the ribbon that marked a milestone in Temple’s history.

“I think the American people appreciate what our veterans do and will always be there for our veterans, but it really takes local activity—it takes what you’ve done here at Temple. It’s a remarkable facility,” said Powell in an interview with CBS Philly.

The center develops programs and streamlines services to enhance the transition to a successful university experience for veterans, servicemembers, and their dependents and

survivors. The office provides a one-stop service center and is also home to the Temple Veterans Association.

The office was first developed in 2010 and led

by Laura Reddick, associate director for adult and veteran student recruitment and dedicated advocate for servicemembers. When the office was first created, it was housed under Temple’s University College, which encompasses all of Temple’s regional satellite campuses. Reddick operated out of two offices, one at Temple University Center City and another on Ambler’s campus.

“There was no space on Main Campus for the office, and just the fact that there was going to be an office, I was willing to go anywhere,” said Reddick.

Now, there are close to 1,300 military servicemembers and veterans in the student population.

“The more students you have, the more comprehensive services you need to offer,” Reddick said. “We needed a center on Main Campus.”

Nick White, a former nuclear operator with the U.S. Navy, has faced the difficulties and frustrations of not having a service center on Main Campus.

“I had a really bad transition, and I came out of one of the best circumstances. I was already living in Philadelphia. I was all set up and I had a terrible time going from the military to the civil sector,” White says. “I knew there was a veterans group, but there was no central location, so in order to get connected with them I had to hunt them down.”

The new center is organized so that student workers, like White, are always available during office hours.

“Here, you can walk up and just ask for help. If I needed help I had to find it myself, so that’s one of the reasons I wanted to work here and help people out,” White said.

White, a chemical engineering major in the Class of 2018, works as VA work study student at the center and is the benefits officer for Temple Veterans Association.

“We’re trying to make information more visible, getting it out there and making it more accessible,” he says. “I studied the 9/11 GI Bill. I wanted to be able to answer the questions for people so that we’re not operating off of rumors—what people have heard from others about the bill… we can provide insight. We’re all veterans and we’ve all been through this.”

Gardner-Webb Begins New Bachelor’s Degree in Criminal Justice Administration Gardner-Webb University in North Carolina will offer a new undergraduate degree in Criminal Justice Administration, beginning in fall 2017. The goal of this program is to prepare students to meet law enforcement concerns of the 21st century. The Bachelor of Science program will incorporate the University’s liberal arts interdisciplinary education with knowledge in social, political, domestic and global criminal justice issues.

Dr. Bobbie Cox, associate professor of criminal justice, devised the curriculum from her 30 years of experience in the criminal justice field and 25 years of teaching experience. “I wanted to develop a 21st century criminal justice program,” Cox said. “Our program will provide students a unique opportunity to study cybercrime, homeland security, terrorism and intelligence that incorporate science and technology in investigative strategies.

Our professors are well accomplished academically in their disciplines and additionally, they have extensive professional experience in these areas to share with their students.”

The curriculum model will provide studentcentered programs of study based on current law enforcement, societal and political demands of criminal justice officers to meet the growing local, national and global law enforcement and homeland security concerns of society. The Criminal Justice Administration major requires 36 hours, with an overall requirement of 128 hours to complete the Bachelor of Science Degree. There is an opportunity for students to complete a minor in other related fields such as psychology, sociology, accounting, or science. Requirements include participation in field experiences or an internship in a criminal justice agency. Study abroad options will also be offered.

“The courses offered in the Criminal Justice Administration major will prepare our students with a level of higher education that includes increased critical-thinking, ethical decisionmaking, and multi-cultural communication skills in addition to providing a solid foundation of technical and professional skills to address

the needs of our evolving, complex society,” Cox explained.

According to the Bureau of Labor Statistics, the criminal justice career sector is one of the fastest growing in the United States. Students who graduate with the Criminal Justice Administration Degree will be prepared for careers at the federal, state, county and local levels, as well as in the private sector. In addition to law enforcement careers, bachelor degree holders can also work as crime scene investigators, probation officers, correctional administrators, crime analysts, fraud investigators, private detectives, accounting jobs, federal drug agents, Federal Bureau of Investigation (FBI) special agents, State Bureau of Investigation (SBI) special agents, Alcohol, Tobacco, Firearms and Explosives (ATF) Special agents or State Highway Patrol (SHP).

Leading the VA’s education service in preparing vets for civilian success.

Robert M. Worley II Director Education Service Veterans Affairs

Robert M. Worley II was appointed Director of Education Service on March 29, 2012. In this capacity, Mr. Worley provides executive level oversight in the department for policy, planning, integration, and delivery of education program benefits administered by the Veterans Benefits Administration.

Prior to this current assignment, he served as the Director of Programs, Deputy Chief of Staff for Strategic Plans and Programs, Headquarters Air Force, Washington, D.C. In this capacity, Mr. Worley was responsible for developing, integrating, evaluating, and analyzing the Air Force future budget program of $600B across the Future Years Defense Program.

Mr. Worley has held numerous leadership positions leading military space operations to include intercontinental ballistic missile, satellite command/control, space surveillance, missile warning, and satellite launch operations. He retired from the United States Air Force with the grade of Major General in 2011.

Q: Coming up on your 5th anniversary of working as director of the VA’s education service, what is it about this program that inspires you the most?

A: What inspires me the most is every day having the opportunity to work side by side with a tremendously dedicated team performing a noble and critical mission of serving our nation’s Veterans, Servicemembers and their families. It is humbling, even aweinspiring to know that the work we perform is about delivering well-earned benefits that are changing lives for the better every day. We are proud to honor their service by preparing them for success after their service. So far, we have distributed over $69 billion to nearly 1.7 million Post 9/11 GI Bill beneficiaries. When you think about the impact of this program, just in the last seven years, it is staggering. I don’t know of any better motivation than serving Veterans, servicemembers and their families…knowing we are doing something good for others.

Q: What advice would you give returning servicemembers who find going back to school to be a challenge?

A: While the academic world may be a new environment for you, a different kind of battlefield…don’t be intimidated. You will likely find that many students are younger than you, and do not understand your military experience. You have maturity and set of life experiences, discipline, and perspective that will serve you well 40 | MAE&T 11.10

as you pursue your academic journey. We know you have many things competing for your attention and energy such as family responsibilities or work. If you have health issues, make sure you connect with VA’s health system to receive benefits you may be entitled to. Connect with other Veteran students and available services at your school and look into services provided by Veteran organizations like Student Veterans of America, American Legion, or Veterans of Foreign Wars (VFW).

Q: It seems you can’t turn on the news nowadays without hearing about another school closing its doors. What advice would you give someone in the process of choosing a school?

A: I would advise that there are many, many resources and tools at your disposal so take advantage of them to carefully consider how you will use your educational benefits to achieve your long range career goals. The GI Bill website has a wealth of information about things to think about when choosing a school and provides the opportunity for you to understand your benefits and compare schools. I cannot stress enough how important it is to make good decisions up front when deciding what school or academic program to pursue. It is very important to understand that many types of schools as well as on the job training (OJT)/ Apprenticeship programs can be approved for GI Bill benefits, www.MAE-kmi.com

“My today started when I realized my leadership skills were building blocks.

After serving my country with tours in Afghanistan and Iraq, I was equipped with the fundamentals. But I knew there was room to grow and more to learn. but that doesn’t mean that a particular program is the right program and of adequate quality to meet your academic and career goals…so be careful.

Take a look at what type of accreditation the school has, as this can affect transferability of credits and much more. Make sure that the program you select truly prepares you for any certifications or licensure required for you to gain employment in that field. Beware of exaggerated claims by schools of employment guarantees, and be extremely cautious about signing up for unnecessary student loans. Find out if the school you are considering has a Veterans Center or other support services for Veterans, and make sure that the school will assess and award you credit for the training you received in the military. Your educational benefits are limited, and you definitely do not want to waste them by going to a school where you earn a useless degree or certification.

Q: How can you be sure the information you see online is coming from the VA? A: A good measure of caution is necessary here. There are websites designed to get your information by appearing to be endorsed by VA or present themselves as the primary or official source of information about the GI Bill. Because of these concerns, the VA gained approval from the US Patent and Trademark Office to register the term “GI Bill” as a trademark.

A trademark places the public on notice that we own the term and control its use. It also empowers us to go after these fraudulent websites—and yes, even other Facebook pages—which claim to be legitimate. Often times these fraudulent sites will ask for your contact information, then send it to college recruiters who have paid to get your information; this is called lead-generation and it’s even caught the ire of the Federal Trade Commission.

In 2014, a Veteran Service Organization reported a potential trademark violation from a website called “post911gibilleducationdecisions.com.” We got the site successfully removed.

Unfortunately it took us until 2016 because the owner refused to comply and we had to complete what is called a Uniform Domain Name Dispute Resolution Policy (UDRP) with support from the Department of Justice. The governing body for internet domain registrations ruled in our favor and now VA owns this domain.

There are instructions on our website on how to contact us if you come across one of these sites. We could really use the public’s help looking out for these fraudulent sites and reporting them to VA. Q: What if a student has a complaint about a school? Is there a way to submit that?

A: There most certainly is. In early 2014 VA launched the GI Bill Feedback System, a centralized online reporting system, allowing servicemembers, veterans, and their families to provide complaints about the educational institutions in which they are enrolled. The initiative was part of the implementation of a 2012 Presidential Executive Order, “Establishing Principles of Excellence (POE) for Educational Institutions Serving Servicemembers, Veterans, Spouses and Other Family Members.”

This feedback system is intended to address issues related to the adherence to the POE at your school.

Q: What happens with the feedback a student or employee provides?

A: Once you submit a complaint about an issue with a school or employee, you will receive status updates via the email address you used when you submitted the complaint. Complaints will be sent to your school or employer for their review and to provide a response. If we determine another government agency would be better able to assist, we will forward your complaint to them and provide you an update.

Once a school or employer receives your complaint, they will review it and communicate with you as needed and prepare a response. Their response is forwarded to you and we will ask if you are satisfied with the response.

Typical complaints include misleading recruiting practices, student loans, guarantee of a post-graduation job that isn’t fulfilled, transfer of credits and accreditation. Complaints submitted that are POE related will be submitted for the record and maintained in the Federal Trade Commission’s Consumer Sentinel Network.

Q: Are there standards that are supposed to be followed?

A: There are actually many sets of standards schools may be held accountable for meeting. First is accreditation, of which there are several types. A school does not have to be accredited to be a GI Bill approved school, but all schools must meet criteria specified in the law to be approved for GI Bill. In addition, we strongly encourage schools to commit to the Principles of Excellence from the President’s Executive Order of 2012. Educational institutions participating in the Principles of Excellence program agree to meet certain guidelines. They should provide financial information and educational plans for all military and Veteran education beneficiaries. There should be no fraudulent or aggressive recruiting techniques. Servicemembers and reservists who are absent due to service requirements should be accommodated.

They should also have designated points of contact for academic and financial advice. Currently, nearly 6,000 educational institutions have committed to adhering to the POE. In addition the Department of Education has established “8 Keys to Veterans’ Success” which highlights specific ways that colleges and universities can support Veterans. Currently there are over 2,100 colleges and universities that have committed to the 8 Keys.

Q: Americans owe nearly $1.3 trillion in student loan debt; in fact, the average Class of 2016 graduate has $37,172 in student loan debt. How does the VA help veterans from being swallowed up by student loan debt?

A: This is where it is extremely important for our beneficiaries to fully understand their GI Bill benefits and what is covered as well as whatever student loan programs they may be considering through their school or other loan agencies. Depending on the Veteran’s GI Bill eligibility level and the type of school he or she goes to, in many cases, the full cost of tuition and fees is covered.

ing, the full in-resident cost for tuition and fees is covered under the Post-9/11 GI Bill for a Veteran with 100 percent eligibility. At a private institution there is an annual cap so the student may incur additional costs.

In situations where the cost of the program exceeds the basic GI Bill benefit, the Yellow Ribbon Program allows institutions of higher learning (degree granting institutions) in the US to voluntarily enter into an agreement with VA to fund tuition expenses that exceed either the annual maximum cap for private institutions or the resident tuition and fees for a public institution. The institution can contribute up to 50 percent of those expenses and VA will match the same amount as the institution.

The school makes a contribution toward the program on behalf of the individual in the form of a grant or scholarship.

The agreement includes number of students, the amount and the program. Active duty servicemembers and their spouses are not eligible for this program. Child transferees of active duty servicemembers may be eligible if the servicemember is qualified at the 100 percent rate.

You do not have to attend full time to participate in this program. There is more information on this great program and which schools participate on the GI Bill website.

Q: What if someone doesn’t see college as “doable?” What other ways can they use their benefits?

A: We understand. Going to school isn’t for everybody. Maybe you would like to develop skills that lead to a good job, one where you can provide for your family and make a better life. Under the GI Bill a Veteran can participate in on-the-job training or apprenticeship programs with participating employers. You learn a trade or skill through structured training and close supervision on the job rather than through in a classroom. You get paid while you are working and also receiving the GI Bill housing benefit in decreasing increments.

Q: Give us an example of how VA is trying to improve service.

A: We just redesigned the GI Bill benefits application to make it easier to apply online. Better yet, the GI Bill benefits application, the VA Form 22-1990, has been totally redesigned. The application shifted to Vets.gov away from the VonApp feature inside eBenefits and is a part of the MyVA transformation.

The application follows a mobile-first design where the application adjusts to any size screen, whether you use a mobile device or a desktop computer. It’s been rewritten using easy-tounderstand “plain language,” and uses larger fonts and more white space. It’s also 508 compliant, which means it’s accessible to people with disabilities.

The application itself can be completed via mobile device, and there are just eight steps. After selecting which benefit you want to use from Chapter 33, Post-9/11 GI Bill; Chapter 30, Montgomery GI Bill; Chapter 1606, Montgomery GI Bill—Selected Reserve; or Chapter 32, Post-Vietnam Era VEAP, it asks for military, education, and employment history, your school selection and some personal information prior to submission.

Q: Do you have any closing thoughts you’d like to share with our readership?

A: We are proud to be engaged in this important mission of delivering education benefits quickly and accurately to veterans, servicemembers and their families. In FY 2016, we processed over 4 million claims in an average of just a few days with 98 percent accuracy. We are committed to doing all we can to help our beneficiaries be well-informed consumers, and we strongly encourage the use of our website and in particular the GI Bill Comparison Tool, which has a wealth of helpful information about GI Bill approved educational institutions and employers.

Executive Decisions Veterans Taking Executive MBA Programs

By Michael Desiderio More people are applying for Executive MBA (EMBA) programs to increase their skills, enhance career development and gain new perspectives on the business enterprise, but what does this mean for veterans?

EMBA programs provide enriched networking opportunities, international studies and a flexible schedule with classes held on weekends and evenings. In fact, military experience can be a plus when pursuing an EMBA degree because active personnel and veterans are trained to spearhead projects, lead groups and manage people.

EMBA programs are looking for prospective students with those leadership traits. Veterans and those still in active duty can transfer their knowledge and skills learned in training and combat to the business environment.

When considering career advancement, about taking that next step towards enhancing skillsets, education and expertise, people are invariably faced with many options. Often, an individual has a sense of which path to pursue, but are unclear about which offering or solution will best help in achieving the desired goals. One offering to explore and consider, is an EMBA program, which is essentially a master’s degree in business. EMBA programs come with the rigor one would expect of any master’s degree program, but the primary difference from the traditional full time MBA is the audience it is intended to serve.

EMBA programs were designed as a way for experienced leaders to earn a master’s degree in business administration while working, in a format that minimizes disruption to their work. EMBA programs emphasize projects, case studies and initiatives that allow students to apply what they learn directly to their organization or business – connecting knowledge to results. This leads to a rise in business acumen, which in turns leads to a confidence boost – critical when individuals are looking to move their career forward. The experience of completing an EMBA program changes the leader’s view of the business enterprise. Time and again, alumni confide that after completing an EMBA program they have a much more strategic view of the business they were running or aspiring to run. Similarly, the same holds true for a career change or shift. That confidence, given birth from a place of increased competence, becomes even more important.

or current military personnel? Of course! For anyone wanting to increase business acumen in a substantive and impactful way, EMBA programs are profession agnostic. The particular career path someone has been on, the type of job or role they currently have will indeed impact the options available to them in the open market, but from an EMBA standpoint what’s needed is ambition, goals and the correct participant profile.

The typical EMBA student is an average of 38 years old, with 14 years of work experience and nearly nine years of management experience. If a student fits this profile to some degree, then the most important characteristic of a good candidate for an EMBA program is someone who is wanting to invest time and energy in their professional development in a rigorous and high quality way.

What is critically important for military personnel (current and former) to recognize is military experience can actually be a plus when pursuing an EMBA program. Why? Running projects, leading groups and managing people are traits of military veterans and those still active in the military. Veterans may think, “Well, I never ran a business enterprise so how can I even fit with a group of people who have extensive business experience?” Frankly, veterans and those still on active duty are undervaluing the transfer of their knowledge and skills to the business environment. EMBA programs are looking for those with leadership traits, and it’s understandable why those who are serving, or have served, understand leadership and exhibit it in a profound way. Military experience is generally a positive attribute when thinking about entering an EMBA program.

When asked for advice for those in the military, again veteran or active duty, on things to think about when applying for an EMBA program, one thing is clear, language becomes very important. It’s critical to think about using language to help translate the learning and transformative experience into terms that are understandable by the non-military person who may be on the admissions team.

Admissions teams are looking to bring in high quality people from diverse experiences, but it’s important that the applicant make their experience relatable to the business community. It’s also critical to embrace the idea that EMBA programs, by their rigorous nature, are not easy. No master’s degree should be easy, and that holds true for anyone taking a master’s program. leaders never experience, pursuing an EMBA program will be challenging, but not insurmountable. In most cases the anxiety on the front end turns to passion and excitement on the backend!

Many factors should be considered when deciding to enroll and pursue an EMBA degree. Active duty personnel may find a program that offers a hybrid experience (i.e. a mix of face-to-face and distance learning) more conducive to their military responsibilities. The key is to understand all current commitments and seek out a program that has a format and schedule that allows for the full experience without negatively impacting existing military responsibilities.

Veterans may have more time flexibility and thus may want to choose a program based on geography or some other factor not constrained by schedules being tied to the rigor of the military.

What’s key in either case is to review several programs to weigh options and determine if the offering aligns with the overall needs and goals.

Additionally, there are specific programs that are veteranfriendly. According to the Veterans Affairs, “Degree-granting institutions of higher learning participating in the Post-9/11 GI Bill Yellow Ribbon Program agree to make additional funds available for your education program without an additional charge to your GI Bill entitlement.” Clearly this is something to be viewed as veteran-friendly. The availability of the Yellow Ribbon and Post9/11 funds means that any EMBA program is veteran friendly. The majority of EMBA programs offer some form of coaching for all

students, which can be useful as individuals think about career transitions. This is another benefit to veterans. Overall, the most important identifying characteristic of an EMBA program that is the right match, is the one that aligns with one’s specific constraints and needs.

EMBA programs are an excellent option for anyone, military or otherwise, looking to take that next bold step forward. “By ensuring we have a culturally competent faculty and staff, we can promote engagement and better retention of this group.” Ultimately, she explains, the university’s goal is to foster a sense of belonging.

“We want them to know that they are an integral part of our campus community,” she says.

Amy O’Keefe is executive director of Campus Alliance for Resource Education and works directly with student veterans at Texas Woman’s University in Denton, Texas. For the past four years, Texas Woman’s University has offered the Vet Zone program. “This is an optional military competency training which helps our faculty and staff understand the unique needs of collegiate veterans,” says O’Keefe. “So far, we’ve trained 130 of our faculty & staff, and have received positive feedback from those who have taken the Vet Zone training.”

What makes the Vet Zone training at TWU unique, O’Keefe says, is the portion of the program that focuses specifically on the unique needs or women veterans, who currently make up a growing number of those serving in the U.S. armed forces. When launching the program, her office interviewed TWU students who had served, and created a video featuring these women offering insights on their military service and on their transition to student life and their career aspirations. The video is used in the training to help faculty and staff gain perspective.

All of the Vet Zone training at TWU are live sessions, O’Keefe says, and they are conducted by her office, by her colleagues in the university’s counseling center and by other staff. “We cover general military

terminology and facts,” she says, “and we offer information that will help them understand opportunities and challenges student veterans may encounter, discuss federal aid issues for veterans, and shed light on what’s available to these students on our campus, such as options for early registration and exemption from some fees,” she says. “One of the sessions helps faculty and staff not only understand some of the military jargon these students may use,” O’Keefe notes, “and the session also covers how to help these students translate and transition some of these terms to those that are more commonly used in the workplace and elsewhere, outside of the military.”

“While our student veterans come from all of the branches of the military, those who served in the U.S. Army make up the largest percentage,” says O’Keefe, who notes that the university’s Vet Zone poster was designed by students who had served in all branches. “Faculty and staff who have completed the Vet Zone training display the poster to let student veterans know their offices represent a sort of ‘safe zone’ for them, where someone has taken the time to better understand some of their experiences as students who have served in the military,” she says.

This concept was adapted from one developed by colleagues at Texas Tech University, where the Green Zone Training Program was established, several years ago. The Green Zone Program at Texas Tech is a training program for faculty and staff designed to develop a campus community of support for veteran and family member students.

Attendees who take part in the program receive a free Green Zone T-Shirt and a sticker for their office door upon completion of the

training. Green Zone Posters are posted around campus advertising the program to students.

While a number of other colleges and universities across the country, including Fairleigh Dickinson University in New Jersey, California State University, Fresno (Fresno State) and Florida State University have also developed new programs to build awareness of student-veteran issues on their campuses, Florida State has taken an innovative step to combine information and the arts to generate understanding.

Launched in 2011, the annual Florida State University Student Veteran Film Festival is a unique event designed to raise awareness of veterans’ issues and garner support for veteran-related initiatives at FSU. As a student-led event, the screenings and discussions are intended to address concerns important to student-veterans as well as active-duty service members. The festival, sponsored by the Office of the President, Student Veterans Center, Florida State Collegiate Veterans Association, and other departments across campus, is a university-wide event that brings together students, faculty, staff and the community. Film screenings are typically followed with a panel discussion, often with the director of a recently released military themed film, with veterans and others.

FSU also offers a special annual orientation session specifically for student veterans (and programming for their families), supports a very active chapter of the Collegiate Veterans Association, and has gained national visibility for its film festival which is considered a model in higher education as a new and creative way to get student veterans involved in raising awareness.

According to many campus administrators who create successful programs to build understanding of issues specific to the experiences of student veterans, involving those students in the development of those projects is a key part of their success.

“Encouraging those student veterans to take part in the video that we use, to work together to create the Vet Zone poster and to provide us with additional feedback on our approach was key,” says Amy O’Keefe of Texas Woman’s University. She notes that getting those students involved has not only made the program more successful and meaningful, but it has also added to the credibility and purpose of the program.

Professor K.C. Kalmbach of Texas A&M, San Antonio agrees that her university’s decision to involve student veterans and other military-connected students in her university’s initiative contributed to the program’s success. “One student reached out to me when he heard about it and asked to be included in the work group,” she says, “and other military students assisted in the preparation for the face-to-face workshop with faculty.”

She notes that one of the student veterans who was engaged for his thoughts about the new program felt that it struck an important balance as it raised awareness more widely on campus. “He told me that he thought it was really good that we are educating faculty and staff about some of the things he and others go through as veterans,” she says. In a recent correspondence, she says, the student stated: “We don’t want special favors – we just want people to understand. I feel like I’m where I’m supposed to be. That feels good.’” O

Our History CCME started in California when a group of Education Services Officers (ESOs) gathered in the early 1970s to exchange ideas on how to best serve the needs of military personnel who desired a college education. The California Community Colleges and Military Educators Association (CCCMEA) held its first symposium in 1973.

In 1994, the organization was renamed Council of College and Military Educators (CCME) to more accurately reflect the membership and its role in military education. Delaware Tech Graduates Give Back to Benefit Veteran Students After completing their service with the U.S. Marines in the late 60’s and returning to Delaware, twin brothers Dan Tidwell and Dave Tidwell used their GI Bill benefits to begin their college education at Delaware Technical Community College’s Jack F. Owens Campus.

Now they are paying tribute to other student veterans with a $20,000 donation to the college to establish the Tidwell Family Scholarship Endowment.

The scholarship endowment will support the greatest needs of student veterans who, upon completing their service, turn to education to prepare for a new career. The scholarship will be awarded to student veterans enrolled in degree, diploma or certificate programs at the Owens Campus in Georgetown beginning in the spring 2017 semester.

Dan Tidwell described the scholarship as a way to pay it forward.

“We want to help veterans and their families,” he said. “It’s the right thing to do. Dave and I were fortunate to complete our service with the Marine Corps, get a college education and have rewarding careers. We can’t think of a greater family legacy than supporting others who have served our country.”

In addition to establishing the endowed scholarship, the Tidwell brothers are leading the effort to raise $25,000 for a Veteran Resource Center at the Owens Campus. Dave Tidwell stated, “Student veterans need a place to network with others who have had similar life experiences and receive support to finish their degree. We know

there are other veterans who want to give back and we ask them to join us in raising these much-needed funds to support today’s student veterans.”

The Center would host guest speakers and student veteran programs such as financial education, tutoring, career workshops and Post Traumatic Stress (PTS) seminars. It also will provide a meeting space for student veterans to study, relax and engage with fellow veterans, and for the Veterans Inspiring Progress (VIP) student organization which offers support and networking for the campus veteran community.

Dr. Mark T. Brainard, president of Delaware Tech, said, “Supporting student veterans is a priority at Delaware Tech and this scholarship will go a long way toward helping them complete their program and start a new career. We’re extremely proud of Dan and Dave as alumni that are giving back and very, very grateful for their leadership in raising additional funds for the Owens Campus Veteran Resource Center. Military Advanced Education & Transition

Mark Ellis, Ph.D. Professor and History Department Chair University of Nebraska at Kearney with completion of the application for military education benefits so they receive their entitlement as soon as possible. We are creating a Student Veterans Center where military students can receive academic and career support, and network, study, and socialize with their peers.

Q: Please provide a brief overview of your school’s history, mission and curriculum?

A: The University of Nebraska at Kearney is a comprehensive public university, accredited by the Higher Learning Commission of the North Central Association of Colleges and Schools, and one of four institutions in the University of Nebraska system. UNK offers over 40 online programs and 400 online courses making it convenient for active military, veterans, and military spouses to earn their degrees.

Q: What is your school’s background in military education?

A: The University of Nebraska at Kearney proudly partners with the U.S. Army to host the UNK Army ROTC program.

UNK has served military-connected students throughout its over 100 years of existence. The Office of Financial Aid employs student workers who are eligible to receive military education benefits to serve as Veteran Service Representatives. They assist the students and their families with questions and provide assistance with the process of obtaining their benefits.

Q: What makes your school unique in the benefits and programs you offer to military servicemembers?

A: UNK is unique because of its small class atmosphere on a major state university campus. Students receive individualized guidance on military education benefits, academic and career goals, and policies of the university. There is a strong sense of community in the online environment, because faculty and staff are easily accessible.

Q: What online degree and certificate programs do you offer and how do these distance learning programs fit in with the lives of active duty and transitioning military personnel?

Q: How has your school positioned itself to serve military students?

A: Among the top online programs at UNK, the Master of Arts in History serves over 250 students in 42 states. A few of the other online programs include graduate degrees in Biology, Music, Art, and Teacher Education. Undergraduate degrees are available in Criminal Justice, Business, Organizational Communication, and Sociology. Our courses are offered asynchronously, meaning that while professors have deadlines for assignments, students can work on assignments as they fit best into their schedules.

Our small class sizes allow students to build working relationships with their professors. Our instructors are willing to work with students whose assignment submissions are sometimes delayed by military service. For example, a history professor was contacted by one of his active military students who was concerned about missing a deadline because he was flying a mission at the same time an assignment was due. The professor accommodated the student’s need and noted that we know our students have unique situations and being flexible is an important part of our online program.

Q: What are the most pressing tasks and issues that your school currently faces?

A: In relation to Veterans Services, the most pressing task is assisting students

A: UNK has a Military and Veteran Services Office with a full-time director to focus on the needs of military students and offer centralized services. UNK participates in the Yellow Ribbon program and policies are in place to support students called to active duty. The Student Veterans Organization (SVO) will meet for the first time in early spring, and the Military and Veteran Services Advisory Board is also planned for implementation during the spring semester.

Q: What is your school doing to keep up with growing technologies and opportunities related to distance learning?

A: Our team of instructional designers and video engineers spend time researching the latest technology and test those that may have impact to make sure that we have the best instructional technology and services available to our faculty and students. They also spend time researching the latest research in pedagogy to ensure that our faculty not onaly have the latest technology, but also the pedagogical models that create effective and collaborative learning environments. The experience for the student is the most important aspect in online learning. Technology should open the doors to those opportunities and allow students to focus on the most important aspects of learning, not spend time trying to learn the technology just to participate.

Ease of use and effectiveness of learning are two of the main goals of the eCampus staff. Keeping up with the advances in distance education allows our faculty to focus on their content and teaching instead of technology. O www.MAE-kmi.com
