Use of Environment Issue in the Community to Engage MultiSectoral Partners Towards Sustainable Livelihood Interventions for Pantawid and Non-Pantawid Poor Beneficiaries
Summary The DSWD-NCR in partnership with International Container Terminal Services Inc. (ICTSI), Philippine Ports Authority, DENR, City Government of Manila and 3 Barangays in Manila came up with an issue-based project which aimed to address environmental issue affecting the community. The project partnership covered the urban poor communities in the City of Manila which include Parola Compound, Tondo and Binondo. Â The environmental issue jointly felt and identified both by the community and the ICTSI was the poor garbage disposal of the residents of Parola, Manila utilizing the sidewalk road as dumping site which affected the ICTSI business operation and caused health hazards to nearby residents. Through the multistakeholders partnership, 42 beneficiaries both Pantawid and non- Pantawid Pamilya beneficiaries were hired using the Cash for Work scheme of DSWD and being sustained up to the present since its conception in April 2013. They were called as
Eco-Patrollers.

Poor garbage disposal along the South Access Road in Parola, Manila posed a problem to the ICTSI in their business operation as well as health hazard to the community.

Result The South Access Road in Parola (Gate 1-20) was already cleared from the garbage and already utilizing the Material Recovery Facility (MRF). The beneficiaries gained employment and provided with social insurances benefits. Self-discipline was instilled among the residents and through community participation, beneficiaries became advocates and educators on proper waste management . Likewise, the initiative facilitated the smooth business operation of ICTSI.
Sustainability Continuous involvement of the ICTSI, LGU and the Barangays is critical in the sustainability of the project. Close monitoring and coordination with partners through regular inter-agency meetings with the participation of Eco-Patrollers.

Impact to Eco Patrollers “Isa sa mga proyektong tinutukan ng ICTSI ay ang “Solid Waste Management” na kung saan tinutulungan ang komunidad na maisaayos ang kalinisan ng kapaligiran. Sa pakikipag-ugnayan sa Lokal at Nasyonal na pamahalaan naisakatuparan ang proyektong ito. Nabigyan ng trabaho ang 20 pantawid pamilya beneficiary ng barangay 20 at 275 parola bilang paglilinis at pagwawalis. Dahil dito kami ngayon ay nagkaroon ng panandaliang kita para sa aming pamilya. Dahil sa patuloy na paglilinis isa sa mga magandang resulta nito ay nabawasan ang bilang ng mga nagkakasakit lalo na sa mga kabataan. Natutunan din ng mga residente ang tamang pagtapon ng mga basura, bunga nito ay naging malinis na ang aming lugar at patuloy namin itong isinasagawa. Upang maging malusog at maayos ang aming pamumuhay ipagpapatuloy namin itong proyekto na ito.”

Impact to ICTSI Management ICTSI Management conveyed that they are very proud of the outcome of the partnership project on Solid Waste Management having the Pantawid Pamilya beneficiaries as Eco Patrollers. The dream to make Parola clean was already realized therefore creating a conducive atmosphere not only to the residents but also to the visitors and guest of our management. The initiative promoted community participation which addressed the concerns on the environment and promoting awareness on proper waste segregation by having the Eco Patrollers as advocates and educators. This also provided a livelihood opportunity for them.
