Preface Zagreb City Libraries (hereafter: ZCL) is the largest library network in Croatia. Working in two shifts on 42 locations and with 2 bibliobuses, the ZCL network meets informational, cultural and educational needs not only of Zagreb and Zagreb county population but even wider. Fast development of ICT and constant changes of the media for transferring knowledge, acquisition of e-books and periodicals, digitalization of library materials and requests for mobile access to different contents are a challenge for libraries that need to invest and develop systems for resource and human resource management. The ZCL network cooperates with many institutions, companies and individuals to provide services that will satisfy various and constantly changing needs of the community because progress in the modern world and quality community support require understanding and accepting changes and constant modernization of all managerial segments according to users’ and society’s needs. As central research and development service for libraries in Zagreb and Zagreb County, apart from being the largest library network in Croatia, the ZCL network also encourages and coordinates quality and development programmes for local public libraries. While aiming to contribute to a better and more functional libraries’ network in Croatia, the ZCL network is engaged in planning and management for the LIS development, expanding the network and encouraging continuous professional development. When Croatia became a European Union member state, more possibilities for cooperation became available, requiring further development of skills and knowledge among the employees. Development of IT and user habits, new media and culture, demand a change of the library concept, but they also encourage stronger cooperation in developing new programmes and services in digital surrounding. This refers to developing educational programmes and new forms of cooperation with local and national administration. Libraries are no longer places where users can only borrow books, but places that are open to all new media and digital forms, places of inspiration and innovation. Libraries in the ZCL network can be found in almost all Zagreb districts and they provide different services almost every day. Programmes and new technology are developed by professional and educated employees for users in the city centre or in the suburbs. Quantity and quality of professional, organizational and programme achievements together with numerous initiatives and novelties on a daily basis only confirm that all users receive the same level of service. Lack of space and inadequate location of the City Library, central network library, is an obstacle for rationalization and centralization of library management and realization of the Zagreb City Libraries’ mission. The importance of finding an adequate location has been discussed almost since the City Library was founded. A century later, the City of Zagreb strategic plan for 2020 finally includes a new City Library building. The ZCL network expert team was assembled to elaborate on the existing project idea “New City Library in Zagreb” and assist in preparation for public urban planning and building tender. Expert team has prepared a document “New City Library in Zagreb: Library Programme” (hereafter: Library Programme) based on the statistics, elaboration of the new and functional work integration in the central library for the ZCL network and reflections on the functional space organization for providing quality service to the population of Zagreb. 1 Main purpose of the Library Programme is to point out that the new green City Library building needs to be green and sustainable, built on an adequate location, but also ensure a quality study for public urban planning and building tender.

such as Vatroslav Lisinski Concert hall and City hall and part of the new green backbone in the extension of the Lenuci horseshoe that includes public domain buildings.”
Paromlin is on the map and in the memory of the city as one of the most important monuments of industrial architecture in Zagreb it is at the threshold of new and urban concept of the city, near many important public buildings, such as Vatroslav Lisinski Concert hall and City hall and part of the new green backbone in the extension of the Lenuci horseshoe that includes public domain buildings… Document “Paromlin 2013: historical overview, regional urban documentation, tenders, project ideas – selection and guidelines” presents the idea of public spaces and contents (entertainment, culture, different services and trades) along the central axis that are included in a theme park. According to available documentation, such a space would be an adequate location for the new City Library since the building and environment are ideal for a modern library building. Also, transforming Paromlin into a new City Library would mean preserving heritage building.

City Library is part of the creative, digital and intelligent Zagreb, city of knowledge3 The City Library has an important role in creating the infrastructure of digital, intelligent and creative Zagreb – city of knowledge. The library provides important digital resources and services to citizens, companies, administration and region and communicates with users, but it also provides a space for meetings, study and work for citizens of different ages and interests. Both virtual and physical spaces contribute to the economic value of the library, so the modern library should also be an exceptional architectural sight in the region. An attractive location enables the library to initiate and organize various events and become a respectable and desirable place for innovation and developing new ideas. Location in the urban centre enables the library to follow trends in technology, listen to public demands and become an active participant of the digital, intelligent, creative city and city of knowledge. The library contributes by providing access to wireless Internet and equipment (smartphones, laptops…) and it is also present in the virtual world (website, online catalogue, e-collections, databases, digital collections…). It can also take part in education and prepare citizens to transform Zagreb into a green and smart city. Main goal of this cultural centre is to provide information on all aspects of sustainable development, so that the citizens can find, use and evaluate information. In that way, they can learn and help in creating such a city. Library continuously contributes to creating a city of knowledge by offering knowledge as a service – available anytime, anywhere and in any form, but it is also a creative place that has an important role in developing city infrastructure, supporting urban development and cultural regeneration.

Why the new City Library Library buildings are not built for only one generation. Similarly, the materials they keep are not meant only for present use – they are kept for future generations. Cities in Europe, but also in Croatia, gather architects, urban planners and librarians to develop intelligent buildings and offer concepts of public libraries as part of democratic lifestyle in the 21st century. The City Library has been located in “Starčević House” since 1995, a building with inadequate floor space of only 2,560 m². The Library was founded and opened in a building in the Kamenita vrata complex, but was moved for the first time to the “Journalist's Home” where it stayed “temporarily” for 50 years. Even in 1961, when Zagreb had the population of 455,921, a new building for the City Library was planned. Preliminary design was made by the Ostrogović architectural studio for the building next to the City Hall (today Town Council) with 7.357,25 m² of floor space. Not even this space would satisfy the needs of the central City Library today, as now collections are larger, services are more numerous and the population of Zagreb has almost doubled (790,017 citizens4). A building of 20,000 m² of floor space would at least suffice for all the collections, their planned growth and the development of all services in a modern public library. Library Programme is a detailed explanation of the mentioned floor space for the new City Library building. All qualitative and statistical data on requirements, size and quality in designing interior and exterior spaces are based on the experience of capitals that have recently built their central public libraries and documents: IFLA Guidelines for Public Libraries Standards for Public Libraries in Croatia ISO/TR 11219:2012.

Vision, mission, goals The City Library is one of the oldest cultural public institutions in Zagreb, founded on December 7th, 1907, per suggestion of “Society of Brethren of the Croatian Dragon” and decision of the City Council. Even in the first Rules of Procedure dated from 19085 that still carry the same importance, Library’s status and purpose were defined as:
“Zagreb City Library is a free, public and modern library, founded and settled for all citizens of Zagreb… .” Library’s aim and mission, a century ago and today, is to gather people of all ages and abilities, encourage literacy and passion for reading, creativity and acquisition of new skills and knowledge and encourage spending quality leisure time. Vision, mission and goals of the City Library as central public library of the network are a part of the Zagreb City Libraries’ strategic documents.6 Vision: Zagreb City Libraries should provide fundamental support to the community in which individuals can prosper by using public access to knowledge and cultural heritage providing same conditions for personal growth and spending quality leisure time; they should cooperate with all partners to shape the future but still preserve heritage; they should work on discovering new knowledge and sharing the resources with the world; they should be active participants in developing digital, intelligent and creative Zagreb, city of knowledge; they should be a respected and desirable partner, renowned for excellence of services, impeccable relations and protection of interests of their users, founders, associates and employees. Mission: to inform, educate, encourage and connect; provide support for cultural, social and economic development of the community and provide services, ensure and defend the right to read and open access to knowledge; to educate employees and cooperate with partners and associates in order to ensure quality services that will enhance community development and quality of life, to satisfy citizens’ various cultural, information and communication needs. Goals: to become a recognizable cultural centre of the city and the community, an attractive place for studying, having fun and socializing; to create and strengthen reading habits and provide support for lifelong learning to all citizens; to continuously develop quality collections in 5 6

different media and provide access to collections; to provide access to all information by using Internet resources and services; to provide services for social inclusion; to keep track of innovations in LIS profession and implement quality solutions; to provide educational support for democracy
The role of the City Library in Zagreb City Libraries network The City Library in Zagreb is the central library of the Zagreb City Libraries network. It provides access to academic and reference resources in all scientific and creative fields and literature. It also develops the Local History Collection Zagrabiensia and the collection of valuable and rare books and manuscripts RARA. The City Library is the central library for development of the network. Also, it is an administrative and infrastructural centre of the network. It accommodates the Research and Development Department for public and school libraries in Zagreb and County of Zagreb, Croatian Centre for Children’s Book and Administration department and joint management service of the ZCL network (General, personnel and legal service, Financial and accounting service, IT Department and Bindery). In spite of the variety of services and collections, employees’ competences and quality of programmes, the City Library still occupies, even in its 107th year, inadequate and insufficient premises. Almost 70% of library materials are placed in a dislocated storage because current premises are 10 times smaller than they should be. It is no longer possible to assure elementary conditions in a building that is over 120 years old, such as providing quality traditional services, optimal conditions for protection of valuable and rare library materials. Also, there is no space for accommodation of new materials and development of new services. Lack of space and inadequate location of the City Library are an obstacle for further Zagreb City Libraries’ management rationalization and centralization in terms of establishment and functioning of new joint services: Department for Central acquisition and processing, Department for library material preservation and reprography, Department for publishing and digital library and Department for international cooperation and public relations, Mobile library service and Central network storage.

The City Library building should be visible, recognisable and authentic. At the same time it should be a statement of cultural and historical heritage and modern city. It should become the citizens’ living room and therefore be located in the city centre, easily accessible and well connected by all means of transport. The new City Library should be a new symbol of Zagreb, city of knowledge, education and culture as a communication and social centre of the capital and a public space that symbolizes knowledge, experience and Zagreb peculiarities, but also a place where all citizens have open access to various information, programmes and services.

Basic principles for the preliminary design of the new building The City Library today – indicators for 20137 1. Users and use of library services Out of 134,311 members of the Zagreb City Libraries network, 21,610 users (19,671 adults, 1,939 children) have actively used library services at the City Library during 2013. However, library services are not only provided to members because many programmes are available to all citizens. Members have borrowed 318,351 items (207,666 book volumes, 102,060 items of other library materials). 415,911 users and occasional users (visitors who attend cultural events, group visits and library tours) have stayed in the library for a shorter or longer period. Using modern technology, various library services and information are available to the wider community – in Croatia and abroad. 2. Library collection Library collection of 441,169 book volumes and 64,305 items of other library materials is extremely valuable because of the incorporated special collections such as Local history collection Zagrabiensia or collection of valuable and rare books and manuscripts Rara, one of the largest and extremely valuable Collection of periodicals in Croatia, AV collection with a variety of music reference books and a smaller collection of digital materials. The City Library in Zagreb was the first in Croatia to establish the Department for Children and Young Adults in 1950, the Music Department in 1963, both of which are still the largest in the country. There is also the Media Department. Croatian Centre for Children’s Book that was founded in 1993 became the Croatian section of International Board on Books for Young People (IBBY) in 1995.

The City Library, central ZCL network library, collects almost all Croatian and numerous foreign publications. It also collects all first editions of collected poems, newspapers and journals printed in Zagreb, reference journals in the field of culture, art, humanities and social sciences and valuable AV materials and e-books. An average of 12,000 book volumes and more than 3,000 items of other library materials are acquired per year, which is a growth rate of 2,5% of the book collection and a 5 percent growth of other library materials collection. Because of the lack of space, 2/3 of the collection are outside of the building while only 2% is available in open access to users. 3. Programmes The City Library develops various programmes to encourage reading and promote books and authors but also to promote literacy and skills required for using new media. Many activities are organized especially for children and young adults while social inclusion programmes are developed for people with disabilities. During 2013, the City Library organized 65 public discussions, lectures, concerts and other events, 49 exhibitions and 527 activities for children. Library also provides free information and services - Online catalogue, New Publications, Ask-A-Librarian, Calendar of Anniversaries, Digitized Zagreb’s Heritage, Virtual Exhibitions and many others that are available on the ZCL’s web page, while City Library employees maintain small library stationaries in two homes for elderly and disabled. 4. Employees8 All the mentioned departments, collections and services of the City Library, Administrative department and joint ZCL network services, Research and development department for public and school libraries and Croatian Centre for Children’s Book have 121 employees: 89 LIS professionals (with Master’s degree, two-year or university degree and secondary education), including nine senior librarians and nine senior advisers 21 IT, legal and economy professionals 8

New building will require rational distribution of City Library’s employees and employees from other libraries in the ZCL network. It is important to mention that a part of City Library’s employees is engaged in various projects that are implemented in the whole ZCL network and other Zagreb county libraries. 5. Work distribution in the City Library today The City Library departments and collections are located at two locations: Department for Children and Young Adults with Media department and Croatian Centre for Children’s Book can be found at Starčević Square no. 4. Department for Children and Young Adults, founded on October 16th, 1950, was the first children’s library in Croatia. Today they organise various activities for their young users – social events for children, storytelling, creative writing and visual art workshops, cinema and other activities of the multimedia centre founded in 1984 (renamed in 1994 to Media department). The Department works closely with professional organisations and associations in Croatia and worldwide, organizes round tables, books exhibitions, lectures and workshops for children’s librarians while the collection includes more than 67,000 volumes of picture books and books and more than 300 volumes of children’s periodicals. Croatian Centre for Children’s Book was founded in 1993 with the aim to promote Croatian children’s book and LIS profession in Croatia and worldwide, as a part of the Department for Children and Young Adults. Special Children’s Book Collection was established very soon – it includes books, picture books and comics for children and young adults, written by Croatian authors and published by Croatian publishers or translations in other languages and it is continuously updated. On January 1 st, 1995, the Centre became the Croatian section of International Board on Books for Young People (IBBY) that gathers 75 member states. Programme and advisory Council of the Centre are represented by the National Board for Children’s Book whose members are theoreticians of children’s literature and illustration, representatives of the Croatian Literary Translators’ Association, Ministry of Culture and Zagreb City Libraries. Since 1995, the Centre organizes annual conferences for field professionals about books for children and young adults, library science and reading promotion and regularly publishes conference proceedings. Reference and Information Department provides relevant information to all users (in person, by telephone or in written form) and helps them choose relevant bibliography for specific fields of science and literature (more than 300,000 volumes). Reference librarians specialized in specific fields of science prepare bibliographies for student’ essays, papers, homework and graduate thesis and provide assistance for using the online catalogue, prepare thematic bibliographies, organize thematic and occasional exhibitions, make book reservations, provide assistance for finding and using information resources and services in person or online through the Ask-A-Librarian service. Music Department celebrated its 50th anniversary in 2013. As a developmental department, it actively participates in organization and advisory activities for the development of the AV collections in other libraries, professional education and organizes and implements various cultural, educational and other activities, such as occasional concerts, promotions, thematic exhibitions, workshops, cooperation with different music institutions, charity and professional associations. The collection includes around 40,000 items such as CDs, DVDs, audio cassettes, video cassettes, phonograph records, sheet music, music books and journals. Music Department also includes a reference collection and valuable Library Programme

protected materials, such as first editions and collected works of Croatian composers, international editions with works of Croatian composers, music editions important for Croatian culture, signed or inscribed editions, etc. Daily and weekly newspapers reading room is inadequately located in open access of the Reference and Information Department and partly in the Newspapers and periodicals reading room. Most of the collection from the Newspapers and periodicals reading room is situated in the dislocated storage. Users can use the materials if they order it at least two days in advance. This large collection of daily and weekly newspapers and periodicals (1,200 titles, 13,000 volumes) is processed and can be found in the catalogue. Together with all volumes of current periodicals (134 titles) and daily and weekly newspapers (26 titles), this collection is valuable and significant for the whole community. Reference Collection reading room is an exceptionally valuable collection of systematically collected reference books. It includes a valuable collection of art history materials, graphic portfolios and art studies. It represents the most comprehensive reference collection in Croatian and other foreign languages in Croatia. The collection is used by art history students and all other art lovers. Central Ruthenium and Ukrainian Library9 was founded in Zagreb on December 9th, 1995, as part of the project by Croatian Government. The collection includes around 3,000 volumes of books, periodicals and AV materials and a reference collection in Ruthenian, Ukrainian and Russian language. The collection includes a collection of photo albums that represent Ukrainian cities, counties and cultural heritage. Library also functions as a cultural centre and organizes exhibitions, literary and musical events where representatives of Ruthenian and Ukrainian minority and other citizens gather. Library cooperates with various institutions and associations and with the Ukrainian language Department at the Faculty of Humanities and Social Sciences in Zagreb. Collection of valuable and rare books and manuscripts (RARA) was established during the 1950s and includes the initial collection which dates back to 1907. It is the pride of the City Library and the City of Zagreb and only conscientious librarians are responsible for such valuable heritage being available today. The collection contains around 4,500 volumes of books and manuscripts.

Local history collection Zagrabiensia has special cultural and historical significance and it is valuable for research on the development, construction and urbanization of Zagreb. It also provides information on the economy and local administration, growth and migrations of the population, foundation of many associations and institutions, literary and visual art, cultural and sport event, publishing, etc. that are important for learning about identity of Zagreb. Zagrabiensia was founded in 1954 as the first local history collection in Croatian public libraries. First materials were books, manuscripts, designs and city plans, ephemera, old postcards and photos dating from different historical and cultural periods in Zagreb’s history.10 The collection contains 12,200 volumes of books and periodicals, more than 2,500 old postcards and photos and about 2,000 items of ephemera and AV materials. LIS collection (Library and Information Science) is a special collection for library education. It is an essential part of the Research and Development Department for public and school libraries, founded in 1950 as the oldest collection of its kind in Croatia. Librarians and other professionals of related fields use it for continuing their professional education. It contains all LIS materials published in Croatia and important publications in foreign languages (mostly German and English), ephemera, regulations and documents for the LIS profession, information and documentation on public and school libraries in Zagreb and Zagreb County and other libraries in Croatia. The collection contains more than 4,500 volumes of books and periodicals and about 40 items of digital materials. The City Library tomorrow – organization, programmes and services in the new space The City Library as the central library of the network is focused on accomplishing mission stated in the Zagreb City Libraries' Strategic plan: 2014-2020: > provide access to various library materials and all kinds of information, knowledge, international and national cultural heritage, various forms of cultural entertainment as fundamental way of life-long learning, develop independent decision making and cultural development of individuals and social groups > use new media to improve existing and introduce new services that will help citizens accomplish their personal goals in life-long learning and personal development (attending formal or non-formal education), satisfy their everyday needs, to participate in civil society and democratic decision making and various cultural and entertainment contents > increase use of library services, especially by citizens that are in danger of social or digital exclusion by opening new public libraries or remodelling and equipping existing spaces with IT equipment that will be free to use > develop various programmes and activities for children and young adults > develop programmes for people with disabilities, older people, unemployed – offer them open, attractive and comfortable spaces, teach them how to use library materials (especially digital) and provide access to existing and future e-documents such as official publications and local community publications > develop programmes that encourage cultural diversity, in the form of language, ethnic or religious diversity and care about preserving local identity in cooperation with other educational and cultural institutions (schools, museums, archives, tourist organizations) > continue digitization of valuable materials and participate in the national project Croatian cultural heritage and other projects > develop programmes that will introduce cultural, scientific and economic achievements of the neighbouring, European and other countries to citizens of Zagreb > monitor, research and analyse needs of library users and Zagreb citizens to improve library services > monitor and compare library services with other Croatian and international libraries in order to evaluate and improve library services, programmes and educate employees > organize marketing and promotional activities to promote public libraries and their services by encouraging reading, cultural and educational habits and information literacy > continue professional education and staff development by organizing seminars, trainings and workshops, maintain intercity and international contacts or exchange experiences and achievements while continuously monitoring standards and recommendations of international professional organizations Library Programme

The City Library will justify the investment for the new building and furnishing with well-organized departments, collections and services, by presenting all collections in one building, organizing various programmes and services for all permanent residents of Zagreb11 (790,017 people – 369,339 men and 420,678 women; 14,7% children up to 14 years, 11,1% young adults from 15 to 24 years old, 56,9% adults from 25 to 64 years and 17,3% from 65 years and more) or temporary residents, such as high school pupils or students (2,612 high school located in boarding houses and 7,368 students located in students dorms) and tourists (1.183,125 overnight stays in The City of Zagreb), as well as with programmes for rationalization and improvement of the libraries in the network, other local public libraries and Croatian library system. Activities in the new building will be organized in functional units for: 1. The City Library acquires available Croatian and important international print and AV editions to provide users materials they need for study, life-long education and leisure. Materials for the local history collection that are situated in protected collections other than Zagrabiensia, are often very fragile or unique so their protection is of local but also national interest. First copies and protected library materials that are evidence of city’s culture and tradition are digitized in the City Library and available online. The City Library, in partnership with the City of Zagreb, provides latest information about the city, cultural and other institutions and events but also informs citizens how and where to solve everyday problems. Croatian accession to the European Union and frequent changes of the regulations effect lives of all citizens and their need to find official information. The information needs to be easily accessible and sometimes they need to learn how to find it. By installing information points and assisting citizens in finding and filling out official forms (e.g. to make an online request for hospital appointment), citizens that do not have Internet at home will have an opportunity to equally participate in using eservices. Library materials will be available for use in different departments and collections in the new City Library to all citizens. Ensuring appropriate space for different collections and departments will contribute to better use of library materials. Users can borrow it or use it in the reading rooms, work alone or in groups and use it for reading promotion, hobby groups, public lectures etc. Department for central acquisition and processing will be improved with additional space in the new City Library and implementing the new centralized model. All library materials that will be available for loans in the whole network will be processed in one place. Central storage of the ZCL network will be located in the new building and it will enable better and rational management of library materials and space in other libraries of the network. Installation of self-service terminals and other modern technology is planned so that employees have more time for other activities – work at reference desks, user education, life-long learning, reading promotion etc. New City Library needs to have enough quality parking spaces for bookmobiles and delivery vans. Besides their basic function to deliver library materials to users and libraries, the delivery service plans to implement new services such as delivering library materials to users that have difficulties in reaching their library and returning materials to the central library regardless in which library within the ZCL network it was borrowed. Similar services already exist in many libraries across the world and Europe. Library Programme

Separate space for the IT Department is needed because IT equipment, servers, UPS and other equipment, together with workshops for equipment maintenance need to be located in quality and professionally equipped spaces. 2. Learning > reading rooms for individual and group work > computer rooms and rooms for listening to music > cabins for individual and group work > places for reading and studying Enough space in the new City Library will contribute to education, professional and scientific work because more library materials and services will be available to users. Some of the protected collections (e.g. periodicals, reference books, protected manuscripts, rare books and sheet music) or those in dislocated storages will be easily accessible and free to use in reading rooms or cabins for individual or group work. Inadequate space now doesn’t allow the City Library to provide appropriate access to databases and online information, but that will be possible in the new building. Life-long learning is not as developed in Croatia as in other member states of the European Union. City Library is an important partner that can significantly contribute to implementation of the national policy for life-long learning. As an inspirational environment for work and study, the City Library develops programmes focused on innovative learning for different age, social and ethnic groups. Ensuring comfortable places for study, singing or playing exercise and providing access to new software solutions will provide support to educational programmes for children and young adults, people with disabilities, minority members and other citizens. Continuous research and evaluation of users’ needs and the development of new programmes (especially those for pupils and students) will increase the number of library users and their satisfaction. 3. Appropriate spaces in the new library will allow development of programmes for different age groups. Parents and families need to know that early reading, attending playrooms and storytelling events, participating in literary and creative contests, attending drama, music, art and other creative workshops has positive affect on literacy development and developing passion for reading, creativity and other abilities and it provides support for quality leisure time. Today, when many parents are not in the situation to buy new computers, smartphones or game consoles for their children, one of the most important library missions is to overcome the gap between the information rich and information poor groups. Finding new models, concepts and access to develop creativity also means providing space for a gadget garage where (in cooperation with different partners) new equipment can be tested. New City Library will be a place where all children, young adults and other citizens will have an opportunity to familiarize with new computer games and programmes. They will be able to make their own music or video recording, listen to music or watch a movie using new equipment and to create and exhibit their own work. 4. Events and meetings area > daily and weekly newspapers reading room > reading club > art gallery space > halls > cafeteria and restaurant > bookstore / souvenir shop > corners for social interaction Today, modern public libraries are the most important places in the community, especially those recently reconstructed or built, based on the concept “living room of the city�. They gather people of all age groups, origins and abilities and help to create and maintain relations within the community. Libraries also keep the community alive and accessible for all thus creating social capital. As places of democracy, multiculturalism and social inclusion, libraries can ensure real communication in real space - it is a place where authors, professionals and scientists meet and Library Programme

where knowledge and experience can be shared with the public. Libraries are the only places in local community which people can visit when and how they want. As friendly and neutral spaces, libraries are opened to whole families that want to learn more and develop, participate in different activities and come when it suits them best. They are one of the rare public cultural, educational and information institutions opened to everyone and the right place for finding information about activities and events in the community. Libraries organize various cultural activities – exhibitions, meetings and public lectures with writers and artists, doctors and psychologists, athletes and many other interesting people and presentations of institutions and associations. Joint book readings, reading clubs and intergenerational meetings help to create and develop social interaction and restore neighbourly relationships. Library is a big part of social lives for children whose parents work late, retired and unemployed people and a place where they can meet friends. Joint reading experience can contribute to discussions in the community and encourage local population to actively participate in the community development. There are many marginal and socially sensitive groups in a big city like Zagreb. In accordance with national and international documents, the City Library has already developed and implemented many programmes to improve life quality, social integration and more active participation in cultural and social events of children with difficulties in development, young adults and adults with disabilities, homeless people and older people that live alone or in homes for the elderly and disabled. New building would provide better conditions for realization of current projects and programmes and for developing and implementing new and more innovative ones. Zagreb has always been a multicultural city with citizens that are understanding and culturally curious. By cooperating with embassies and associations, organizing lectures and conferences that promote ideas of mutual understanding and respect for different cultural communities, acquiring national and international publications, the City Library contributes to recognizing Zagreb as multicultural and multi-ethnic environment.

9. Space design Main factors that should be taken into consideration when designing and functionally connecting space are: > open space and acoustics > space flexibility (partitions and walls) > design and materials (floors, walls, partitions, windows, curtains/shades, lighting, heating) > equipment (installations and ITC network, video surveillance and p.a. system) > load assumption. When planning library buildings, it is very important to design open and functional user area. This Library Programme doesn’t include floor plans for different levels or for vertical or horizontal connection between different areas because the location for the new City Library is still unknown. The Library Programme includes suggestions for functional communication between different spaces (Appendix 2. Functional space correlation). Access to library building Building should be located in an area that is easily accessible while access roads and circulation within the library building should be safe, logical and clear for users, employees and visitors. It is important to plan: > floor plans and circulation areas for users, employees and visitors > access roads, stairways, ramps and elevators (for users, visitors and employees) and cargo lifts (for the delivery of library materials) within the building > floor plans and transport of the library materials (returned or demanded) While planning floor plans and circulation areas, it is important to take into consideration that among City Library members are parents with babies in prams, older people and disabled people who move with the help of crutches or in wheelchairs. Suggestions for designing the building (access roads, entrances, aisles, elevators, user areas, etc.) can be found in Appendix 3. Checklist for a barrier free library.16 The Checklist is based on an adapted checklist of the Croatian association of Paraplegics and Tetraplegics for the evaluation of hospitals and touristic objects, IFLA Guidelines for libraries serving hospital patients and the elderly and disabled in long-term care facilities,17 Regulations on space standards, urban and technical requirements and norms for prevention of barriers in architecture (NN 54/1980) and ISO/TR 11219:2012. Circulation of library materials within the library building is described in Appendix 4. Library materials circulation. All other questions concerning the New City Library in Zagreb will be dealt with in cooperation with members of the ZCL network expert team. 16

Purpose and functionality 1. Area for the public 1.1. Area for meetings and events Main entrance with glazed lobby will be opened 0-24 for users. With wireless access, benches and book drops the lobby overlooks the spacious entrance through which several thousand users enter the library. Such space should be comfortable for meetings, social interaction and longer stay. Information points for library visitors and members, daily and weekly newspapers reading room together with cafeteria, spaces for rest and social interaction will encourage visitors to buy a postcard, book or a souvenir, to use valuable collections and library services, visit an exhibition or attend events in one of the multimedia halls. The City Library organizes various programmes, promotions of authors and publishers, concerts and movie shows, thematic and users’ work exhibitions and thus contributes to the cultural scene in Zagreb. All citizens are invited to participate. 1.2. Spaces for children and young adults Department for children and young adults with Media department will continue to organize various programmes, gather reading clubs and encourage children to borrow new, interesting and quality books and resources in order to promote reading skills and competences of preschool and school age children. Programmes will be organized for new user groups: > programmes and services for babies, their parents and educators to raise awareness about the importance reading has on cognitive development > programmes and services for young adults (14 – 18 years), one of the most sensitive user groups. Programmes will encourage their creativity, acquisition of new skills and learning to actively participate in cultural and social events in Zagreb. Development of existing programmes and implementation of new ones will continue through cooperation with kindergartens and schools, civil society associations and other institutions. They are an addition to educational programmes for children, young adults and the disabled in Library Programme

Zagreb. Organization of programmes like thematic lectures, public discussions, meeting with different guests and exhibitions will be continued and special attention will be paid to topics such as health, tolerance, human rights, ecology and heritage. 1.3. Croatian Centre for Children’s Book Adequate space and conditions for location of the protected collection will ensure the collection for future generations. 1.4. Reference and information department Most of the collection will be placed in open access and users will be able to borrow the materials by using self-service terminals. More computers, new software, wireless access, access to e-materials and resources will contribute to virtual and communication in person with users who will participate in developing Library’s programmes and collections. Suppliers will donate new devices for users to test them and there will be information points providing information about local administration, European Union, civil society, etc. Special attention will be on information literacy programmes but also on developing services for the blind and visually impaired and other user groups with disabilities, such as programmes for older people and the homeless. Cooperation with associations will continue, as well as organization of different meetings, public discussions and contests to encourage development of social networks in the community. 1.5. Music department New space will make it possible to organize the materials better,18 organize thematic exhibitions, concerts19 and piano practice for children and young adults, better conditions for research and listening to music in sound-proof cabins and recording in the studio. 1.6. Reading rooms More space for the Daily and weekly newspapers reading room20 will enable all users that cannot afford buying them to use printed and online editions. Users will also have an opportunity to socialize, talk or drink a cup of tea or coffee. It will provide quality leisure time for the 18

unemployed, retired and other interested citizens, satisfy their needs for information on social, economic, cultural and political subjects and give them an opportunity to socialize and exchange opinions. Newspapers and periodicals reading room will enable users to use old and valuable materials. More workplaces for users,21 more computers for reading online newspapers and placing all bound volumes of newspapers and periodicals into a more easily accessible storage will contribute to service development. More user workplaces in the Reference Collection reading room, study room and open access will contribute to a more quality study work for numerous users – students, researchers, scientists, employees in cultural and other institutions. 1.7. Collections Appropriate space for the materials and space for meetings of minority members, institutions and associations will ensure development of services of the Central Ruthenium and Ukrainian Library. Controlled conditions for protection, presentation and use of books and manuscripts, restauration and digitization of the most valuable editions will help preserve Rara collection for future generations. New space will enable the Local history collection Zagrabiensia to present most valuable materials about Zagreb in one place. It will also make the collection available and accessible to all users. Digitized Zagreb’s Heritage project provides online access to some items from the collection. The LIS collection will also be appropriately situated in one place. Ephemera and documentation will be appropriately situated and online access to some editions will be provided, when using LIS collection’ IP address. Thy City Library has a valuable art history collection – books in Croatian and foreign languages, graphic portfolios and art studies. The collection is used by art history students and other art lovers in the study room, but access to graphic portfolios is limited. New Art collection will be established once the City Library moves to the new building, aiming to present artworks of national and foreign authors or young authors. In the future, Art collection might also become an art lending department. 21

2. Area with limited access 2.1. Administration The City Library as central network library accommodates administrative services, such as ZCL director’s office, General, personnel and legal service and Financial and accounting service. General, personnel and legal service attends to business such as work distribution, administrative, personnel and legal matters, public procurement affairs, technical matters, buildings’ and equipment maintenance, library materials preservation and other matters regulated by the ZCL legal and other regulations. Financial and accounting service is responsible for finance and accounting affairs, planning the budget, public procurement and other matters regulated by the ZCL legal and other regulations. Because of the need for regular reports and frequent management controls, special ZCL Archive22 will be opened in the new building. 2.2. Research and development department for public and school libraries According to the Croatian Library Law and Central advisory and development rules, Zagreb City Libraries perform advisory and development service for public and school libraries in the City of Zagreb and Zagreb County. As a special service with specialized professional employees, the Research and Development Department activities include: > monitoring, supervision, providing professional help and advice > planning, programming and coordinating of library network development > cooperation in design and layout planning of new and remodelled libraries in the City of Zagreb and Zagreb County (but also in Croatia) > preparing statistic data for public libraries > preparing and analysing collective reports and work programmes for public and school libraries (regular annual reports for the Zagreb City Libraries, work analyses for public and school libraries in the Zagreb County) > analysing and international exchange of statistic data (Tibidabo, MLS – Annual Statistics) > preparing and implementing international standards for public libraries > establishing international cooperation (MLS) > planning computerization of library procedures and introducing e-management > planning life-long learning for public and school libraries staff 22

Planned activities will contribute to an increase in services and number of professional employees that are related to: > publishing activities and digital library > international cooperation and public relations. 2.3. Mobile library service Mobile library service was founded in 1976 in the City Library.23 Two bookmobiles work in four shifts and stop at 73 service points in Zagreb and surrounding area delivering books to small and dislocated communities. Appropriate space for 65,000 volumes of library materials, workplaces for librarians, other staff and drivers and garage for two book mobiles are planned in the new City Library building. By developing work conditions and new services, according to national and international standards and guidelines for mobile library services, mobile library services will improve. 2.4. IT department Department activities are related to maintenance and development of the IT system. Other activities include development of network and computer equipment and services, planning and acquisition of computer and network equipment, developing and maintaining computer networks necessary for library activities, developing phone services and other matters regulated by the ZCL legal and other regulations. development means considerable investment in IT system, especially in information system ZaKi, protection and implementation of new communication technology. ZaKi enables users to communicate directly and to monitor and supervise work processes making it possible to rationalize activities and system safety and standardize all segments in library management. Safe and appropriate space for servers and ITC equipment, equipment control, configuration of new and maintenance of existing equipment and space for employees will positively affect the City Library and entire system. 2.5. Central acquisition and processing department To ensure quality processing of library materials, librarians cooperate with programmers in VIVAInfo. They continuously develop ZaKi that is considered to be one of the best software for processing library materials and other library processes. Since 2001, all libraries in the ZCL network, Zagreb County public libraries and other public libraries in Croatia use ZaKi (more than 200 libraries). Central acquisition and processing department for all libraries of the ZCL network will be organized in the new City Library building, which will help rationalize ZCL activities. 2.6. Department for preservation and reprography of library materials Zagreb City Libraries have their Bindery24 that is situated in the City Library. New department for digitization, preservation and reprography of library materials will be established in the new City Library building. 2.7. Service for support staff and technical services New Service for support staff and technical service, space for sorting library materials, stationery, space for cleaning equipment, janitor’s workshop, space for waste handling and staff area will be organized. That way new technology such as self-service terminals for returns that will be connected to sorting rooms by conveyers can be implemented and large spaces for events, meeting and studying made more functional.

2.8. Library utility management service Service for utility management with offices and control rooms is necessary for implementing intelligent system for energy management, alarm system, fire alarm and fire extinguishing systems, video surveillance and P.A. system. 2.9. Central network storage Dislocated storage is necessary for libraries with limited space, continuous growth and acquisition of new library materials. New City Library building will accommodate central network storage that will be accessible and available to users. 2.10. Garage Being central network library means that the City Library also accommodates IT Department, Central network storage, Research and development department for public and school libraries in the City of Zagreb and Zagreb County, Administration and other joint services offices. That is why the City Library should have a garage for delivery vans and cars that on daily basis visit other libraries in the network and parking space for two book mobiles.

If it is an underground garage, entrance height should be at least 4,8m so that a vehicle of 3,8m can enter under certain inclination.
