EXECUTIVE SUMMARY The Rotary Club of Capital City (hereinafter referred to as RCCC), has carried out many projects in Oddusuddan, with the assistance of the 64 Division, Sri Lanka Army in order to assist and compliment the Resettlement Work carried out by the Government. The proposed project by RCCC is to build a Vocational Training Centre in Oddusuddan, Mullaitivu District in collaboration with Ministry of Vocational and Technical Training, Vocational Training Authority of Sri Lanka. The project will be planned and carried out under the guidance and instructions of the Sri Lanka Vocational Training Institute (hereinafter referred to as the said Authority). The centre would futher assist in the resettlement work and will greatly help the people and assist them to be properly trained in the vocations they choose, and thereby giving them more chances of finding work and also be able to assist one another. . BACKGROUND - RCCC The RCCC has been involved in many projects since its charter in 2001. Most notably, it has been significantly involved in IDP relief in Menik farm and resettlement work in Oddussuddan. Details of these projects are provided in Appendix 1. PROJECT PLAN 1. Location and Beneficiaries As stated in the executive summary, the proposed location is Odussduan. The area has nearly 10,000 people resettled after the war and is also centrally located (on the A34 connecting Mankulum and Mullaitivu). Details of the location are given below.

2. Authority The planning, constructing and implementation of this project will be done to suit the criteria and requirements of the said Authority. Details such as room size, structure, materials etc have already been obtained from the said authority and the club will be guided by the said Authority, when implementing this project, as they will be managing and holding the courses. 3. Course content The only industry in the area is a brick building factory and majority of the resettled people are involved in agriculture. The most relevant courses for the area, given the fact that the area does not have access to electricity, would be as follows: 1. Three wheeler repair Course. 2. Motor bicycle repair Course. 3. Sewing Course Rotary Club of Capital City (RCCC) has also sought the feedback of the 64 Division, Sri Lanka Army in Oddusuddan and they are also of the opinion that the above courses are most suitable for the resettled IDPs.
4. Land and Construction The Army has identified a suitable site for the present project (details in Appendix 2). The location has a few damaged buildings and is crown land and therefore land allocation can be easily arranged. The club intends to renovate the two existing buildings on the site and construct and a office and quarters for the visiting Lecturer. The need of the hour is to commence this project as soon as possible, with the option of expanding the project in the future. Hence, once the initial courses commence, the club hopes to further expand the range of courses available. After the construction of the necessary buildings and providing the course material, equipment etc the Authority will take the project over and will commence the courses. Thereafter the said Authority will continue the project by providing the necessary qualified lecturers, changing courses as may be necessary and sustaining the project. They will also make the payments to the lecturers and maintain the site. Please refer Appendix 3 for a sketch of the existing building and structures that could be used.

Details of the equipment list and furniture list are provided in Appendix 4a and 4b. As the Sri Lanka Army 64 division will provide assistance with the clearing and landscaping of the land and also assist in many other ways of providing the logistics and accommodation during the construction period, we have not included such items in the budget. However, there is provision for an escalation of the budget.
FUNDING RCCC has currently raised Rs. 500,000/- for this project and seeks funding for the main construction and provision of equipment. It is our objective, to commence this project as soon as possible in order to help the people of Oddussuddan to find a suitable vocation and carry on their lives. We seek corporate sponsors for this project. As there are two main buildings that will be used to conduct courses, we can have one main sponsor or two sponsors. We will be able to name the building under the name of the corporate sponsor and we hope that we will be successful in convincing them of the importance and assistance this project will offer the people in Wanni. This is indeed a very good CSR project for a corporate and the role RCCC will play is only as the coordinator and facilitator.

Community project with Sleeping Children Around the World, Canada (Rs. 1Mn) for 500 children, Upgrading the Computer Training Centre in Welikanna Drop in Centre for Children provided to the NCPA, Tsunami Relief Projects School supplies for 3 schools in partnership with Brunswick Sri Lanka Inc., Australia (Rs. 1.3Mn) Tsunami relief adopted area - Arugam Bay & Komari on the East Coast, immediate relief, provisions for food and medical supplies, water pumps to clean well water, to clear roads, set up mobile medical camps and new road networks.

Arrangements are being carried out to cean all the wells in the area with the assistance of Jinasena (Pvt) Ltd., and the Army which will provide access to clean drinking water and revive the agriculture and livelihoods of the people in the area.
