BACKGROUND TO THE COMPETENCY SCORECARD

The Community-Driven Local Development (CDLD) Policy lays down the local governance vision of the Government of Khyber Pakhtunkhwa (GoKP). In order to link up key local governance aspects with local development practices, the GoKP envisaged the CDLD Policy, which provides for the active participation of citizens in addressing their foremost development needs. With the conduct of the local government elections in KP and the implementation of the CDLD Policy, citizens of the six pilot districts in Malakand Division (Chitral, Dir Lower, Malakand, Shangla, Swat, and Dir Upper) are bracing for a major shift in the way their governance and development efforts were managed in the past. Both of these frameworks have embedded the essentials of good governance as key characteristics, such as, participation, transparency, responsiveness, equity, effectiveness, efficiency, subsidiarity, and accountability to improve the quality and reach of frontline public services. The CDLD Policy document refers to the following goal and objectives:

Goal The overall goal of the KP CDLD Policy is to achieve a sustainable improvement in the coverage and quality of frontline public service delivery through the active involvement of local communities.

Objectives 1. Put in place a fiscal and regulatory framework for CDLD where local communities are in charge of executing local development/service delivery initiatives; 2. Build the capacity of the relevant public sector entities and functionaries at the district level to operationalise CDLD; and 3. Provide an enabling environment for Community Based Organisations (CBOs) to access public funds earmarked for CDLD initiatives.

CAPACITY DEVELOPMENT FOR THE IMPLEMENTATION OF CDLD POLICY

A capacity assessment is an analysis of existing capacities against desired capacities which generates an understanding of capacity assets and needs that can serve as inputs to formulate a capacity development response. This serves as baseline for continuous monitoring and evaluation of progress against relevant indicators and helps to create a solid foundation for long-term planning, implementation and sustainable results. There is broad agreement that capacity refers to the ability of people and organisations as a whole to manage their affairs successfully. At the individual level, capacity development refers to the process of improving skill sets towards CDLD Policy implementation, most frequently through imparting knowledge and developing abilities through training. However, it also involves learning by doing, participation, ownership, and processes associated with increasing performance through changes in management, motivation, morale, and by improving accountability and responsibility. The competency scorecard is designed at the level of individuals given the performance indicators defined as part of the performance matrix. The Technical Assistance (TA) team conducted a Capacity Building Needs Assessment (CBNA) survey. This baseline survey covered all the six districts of Malakand Division, including Chitral, Dir Lower, Malakand, Shangla, Swat, and Dir Upper. Through a detailed questionnaire, information related to existing capacities and future requirements was collected from all line department officials who made themselves available during survey exercise. Baseline questionnaire provided the opportunity to the TA team to collect information through direct and indirect questions. Survey team collected all data by directly meeting with all concerned line department officials at their workplaces. A CBNA exercise was initiated in the month of April 2015 that included questions contributing to the competency scorecard. The CBNA was helpful to find out the existing capacities as well as identify the capacity gaps within the programme design. It was planned that all relevant public sector officials would be trained and oriented between the month of April and June 2015 on the CDLD Policy and its regulatory framework. The capacity enhancement was also mandatory since government initiated implementation of the call for proposals process and roles of district officials were needed to be clarified for use of mechanisms and tools to carry out their tasks effectively. With a view to implement CDLD Policy, capacity development is one of the pivotal components. There are two modalities of interventions for capacity building (one complementing the other), which are formal trainings and on-the-job technical assistance.

One of the objectives of CDLD Policy specifically focuses on developing capacity of the district functionaries in the implementation of CDLD Policy. Given that before the inception of Khyber Pakhtunkhwa CDLD Programme, phase-zero (CDLD design phase) ran for around two years that involved trainings of the district officials, so the baseline of CDLD competency was not assumed as zero.

A SCORECARD TO MEASURE CAPACITY DEVELOPMENT

The competency scorecard for CDLD is a customised tool that attempts to provide a balance by quantifying a qualitative process of capacity change through the use of appropriate indicators and their corresponding ratings. The scorecard presents descriptive questions for each capacity development area with numerical ratings (0, 1, 2) keeping in view the direct response by the respondent (no, partial and yes). Where, ‘yes’ means appropriate knowledge about a particular question, ‘partial’ means knowledge to some extent and ‘no’ refers to complete unawareness. During analysis of the data gathered, the Yes, Partial and No responses were converted to actual ratings. Furthermore, weights were assigned to capacity development areas and associated indicators according to the importance of that specific area. Considering the limited time to gauge improvement in capacity (3 months) during fiscal year 201516, maximum level of competency score was set as 60% for an individual. It was targeted that a total of 30% staff would achieve the 60% competency level.

METHODOLOGY OF THE SURVEY

The methodology for the survey was based on structured interviews and questions. A detailed questionnaire was developed and shared with the Reforms Monitoring Unit (RMU, then Coordination Unit for CDLD Policy implementation) for feedback and approval. RMU sent a formal request to all concerned district line departments for supporting the study. Capacity building team was given a day long orientation on the methodology of the study and briefing of questionnaire. As per the decision, all available and relevant district officials were interviewed and their capacities were assessed. The frequency of use of this scorecard is, at a minimum, on an annual basis. The set capacity benchmark under each of the capacity building areas allowed for establishment of a capacity baseline, through a set of questions correlated with the indicators and its possible responses, at the beginning of CDLD Policy implementation. These benchmarks were compared against a baseline in order to assess progress made during the programme lifecycle. A rating system permits the quantification of change achieved and provides the information needed for reporting. The following are weights that have been assigned to each major area of capacity in terms of its importance and relevance during the initial phase of programme implementation.

A total of 524 government line department staff were interviewed for CBNA, which was taken as baseline data for the scorecard. However, after continuous training and on-the-job techincal assistance, a follow-up activity of competency scorecard was carried out in the month of July 2015 soon after the completion of financial year. During the follow-up activity, a total of 453 staff were interviewed. Given the fact that there are frequent postings and transfers, staff going on vacations and engagement of district staff in other priority tasks, not all the district staff covered in the earlier CBNA could be assessed.

Of the total 453 government officials, a total of 233 government staff were those who were interviewed during the baseline and follow-up activities both.

This competency scorecard measured the actual change in those particular staff who were interviewed twice during the interval of 3 months. The data on the rest of 291 government officials covered under the baseline (out of 524) and 220 officials interviewed during follow-up will be dealt separately for the next year's assessment, subject to their availability in the target districts.

RESULTS OF THE SCORECARD SURVEY

As mentioned above, government officials were engaged during CDLD phase-zero in various trainings, therefore, it was expected that baseline on CDLD competency may already exist in the districts. The following chart indicates that 13% of the district officials possessed the required CDLD competency at the time of baseline. However, as a result of TA interventions, the percentage of officials increased from 13% to 31%.

Out of 233 respondents, 73 district officials possessed CDLD competency compared to 31 at the time of baseline. In general, there has been an improvement in the overall capacity among the staff but not at the desired level. The capacity building initiative that involves training and on-the-job technical assistance is yielding the expected results. The government officials with the required capacity includes a major group from the finance and planning office. This office is fully responsible to execute the Policy at the district level. The TA team also focused on Finance and Planning Office in the context of their leading role in the call for proposal cycles under different rounds of applications.

Though only 31% of the district officials possessed the required competency, the TA interventions also resulted into an improvement in the knowledge and skills regarding CDLD Policy and regulatory framework among all district officials. The following graph illustrates that there has been a significant improvement in the overall score compared to the baseline. It should be noted that change in the competency was a result of only 3 months of TA activities in the districts.

The district wise analysis shows significant improvement in CDLD competency in all the target districts in proportion to the baseline status. The following graphs are illustrating changes in the capacity. It is very obvious that district Chitral, Dir Lower and Dir Upper will require more intensive technical assistance in the near future compared to the other 3 districts.

LIMITATIONS OF THE STUDY

Like every other study, this scorecard was also constrained by certain limitations. The indicator considers government officials as the unit of measure. Each government official has a specific role in the implementation of the CDLD Policy and therefore, it is not justified that each individual is scored against a standardised set of indicators. The focus of the scorecard remained on the knowledge rather than application of the gained knowledge in the implementation since it required designing instrument vis-a-vis responsibilities. The follow-up of baseline was required to be carried out after 3 monthsâ&#x20AC;&#x2122; interventions. Capacity building is a long-term process and should include knowledge, attitude, performance and ownership. Bringing all these changes in a very short span of time was not practically possible. Therefore, the scorecard was only limited to the knowledge aspect. Turnover and responsiveness of the district officials remained a constraint to re-interview after short period of time. Therefore, only the officials who responded in both baseline and follow-up survey were treated as the population for this study.

WAY FORWARD ON CAPACITY DEVELOPMENT

The competency scorecard should be used at the institutional level while taking into account compliance to the CDLD regulatory framework, timeliness of the task completion, ensuring transparency, and effectiveness of the processes involved. Besides knowledge, change in attitude, behaviour, and commitment to the CDLD Policy implementation are also required. Moving forward, the institutional capacity should measure and assess how CDLD mechanism has been embedded at the district level at a time when the devolved governments are being established.
