BACKGROUND TO THE REPORT The Government of Khyber Pakhtunkhwa (GoKP) is responding to unprecedented levels of damage and disruption caused by armed conflict and natural disasters particularly during the last decade and a half. In Khyber Pakhtunkhwa province, particularly Malakand Division, large parts were severely affected by the mass exodus in 2009 and the ensuing monsoon floods in 2010, virtually wiping out the economic and infrastructure landscape of the region. Whilst the provincial government re-established administrative control over all the seven Malakand Districts of Division, the socioeconomic demography of the approximately 6,300,000 inhabitants remains precarious and fragile. Mindful of the root causes that triggered the extremist forces to build a foothold in the area, the GoKP seeks to consolidate and stabilise the current transition process of post-crisis measures by overcoming the trust deficit between the state and the citizens. Resultantly, the GoKP prioritised Malakand Division for a roll-out of an innovative results-based approach towards local development which is driven by the communities themselves. The Policy, entitled as Community-Driven Local Development (CDLD), entails implementation of a local development strategy that combines restoration and enhancement of frontline public services and livelihood opportunities across all the 238 union councils in Malakand Division.

Result 1 A programme has been launched at the provincial level to facilitate the implementation of CDLD Policy which is enabling the funding of community-led initiatives at the district level. Orientation and training of concerned district administrative staff in all aspects of CDLD remains one of the priority areas of the programme interventions.

Result 2 Capacity for fostering leadership towards area-based and community-driven local development and service delivery are the focus areas. Development of capacities for territorial diagnosis at the union council level, guiding the process of formulation of district level development strategies, ensuring transparency in grants for community projects and managing public assets also remain core topics for capacity building.

Result 3 Monitoring and evaluation systems at the provincial and district levels are being established to generate relevant and timely data related to CDLD initiatives. This is being ensured through the establishment of a comprehensive technology based Management Information System (MIS). Also, periodic evaluation mechanisms with agreed indicators for relevance, efficiency, effectiveness, impact, sustainability, quality and frequency are being placed.

Result 4 Reporting and accounting systems at province and district levels are being augmented with specific reference to the CDLD Policy implementation. Technical assistance in this area covers development of formats for technical + financial reporting and internal audit of the district level CDLD portfolio. Also, working formats are being standardised for third party validation and external audit of CDLD specific initiatives.

SUMMARY OF THE REPORT ABOUT THIS MANUAL

The capacity building implementation plan report including the capacity development needs assessment (TNA) comprehensively analyses the capacities of all line department officials in the six districts of Malakand Division. Capacities of 400 officials from various line departments, such as, Education, Health, Finance & Planning, Communications & Works, Public Health & Engineering, Irrigation, On-Farm Water Management, Social Welfare, Soil Conservation, Local Government & Rural Development, Agriculture, Fisheries and Livestock were assessed and analysed to implement CDLD Policy framework. The report looks into different levels of capacities required for CDLD Policy implementation in the pilot phase in the CDLD target districts. Technical assistance team of CDLD formulated a set of questionnaire exclusively tailored to provide a snapshot of the existing capacities and elicit responses to a number of important questions, such as:

What are the goals and objectives of the CDLD Policy? What problem(s) do you foresee in achieving the goals and objectives of the CDLD Policy? Who are the key stakeholders of the CDLD framework? Do you understand your specific role within the CDLD framework? Do you know and understand the role of different sub-committees for CDLD? Do you understand the CDLD project cycle? Do you know about the importance and process of DDS preparation and revision? Do you have sufficient knowledge and resources required to implement the CDLD Policy?

The overall findings in response to these questions strongly validate the importance of capacity building for line department officials under the four technical assistance components. To implement the CDLD Policy, the district officials need support in the shape of conventional trainings and onjob technical support by using Problem Driven Iterative Adoption (PDIA) approach. The report exhibits that 453 officials deputed in the six districts of all devolved the departments were interviewed. Analysis of the survey reflected that only 28% of all the officials participated in some kind of professional trainings during their whole career. 97% of the respondents demanded relevant trainings in order to implement the CDLD Policy framework. Based on these findings, the Khyber Pakhtunkhwa CDLD Programme has developed the Capacity Building Implementation Plan (CBIP) with the implementation strategy.

SCOPE OF THE REPORT ABOUT THIS MANUAL

The capacity development process effectively requires identifying existing capacities and what additional capacities may be needed to achieve the desired objectives. That is the main purpose of Capacity Building Needs Assessment (CBNA). Capacity assessment is an analysis of desired capacities against existing capacities which generates an understanding of assets and needs that can serve as input for formulating a capacity development response. It can also set the baseline for continuous monitoring and evaluation of progress against relevant indicators and to help create a solid foundation for long-term planning and implementation. Technical assistance team conducted a CBNA survey which also included training needs assessment. This baseline survey covers all the six district of Malakand Division, including Chitral, Dir Lower, Dir Upper, Malakand, Shangla and Swat. Through a detailed questionnaire, information related to existing capacities and requirements for future was collected from all line department officials. Baseline questionnaire provided the opportunity to the technical assistance team to collect information through direct and indirect questions. Survey teams collected all data by directly meeting with the concerned line department officials at their workplaces. Survey team utilised their best efforts and available resources to reach out to 453 officials of all devolved departments in the six districts.

METHODOLOGY THE STUDY ABOUT THIS OF MANUAL

The methodology for CBNA report formulation was based on semi-structured interviews and questionnaire, with a combination of closed and open ended statements. Detailed questionnaire was developed and shared with the Policy Implementation Unit (PIU) established in the Local Government, Elections and Rural Development Department, Khyber Pakhtunkhwa for reviews and inputs followed by the approval. Subsequently, the PIU sent a formal request to all the concerned district line departments for supporting the conduct of the study. Capacity building team was given a day-long orientation on methodology of study and structure of questionnaire. In line with the report’s methodology, all available concerned district officials were interviewed and their capacities were assessed.

DATA SOURCES AND CBNA TOOLS

By using different primary data sources, the technical assistance team endeavoured to cater to the different aspects of the survey. A methodology was developed for conducting assessments of capacities that is systematic and rigorous, yet flexible and adaptable. Although, it is not a blueprint replica, it can still be used in a variety of contexts to suit different purpose. The methodology provided structure for discussion about the scope and process of capacity assessment exercise and about the capacity development agenda, more generally consisting upon:

1. Existing capacities 2. Training needs assessment (trainings received vis-Ă -vis trainings required) 3. On-job technical assistance 4. Equipment and material required

As specified, a majority of data for this analysis was drawn from primary sources by interviewing officials from all devolved line departments based in CDLD pilot districts. The CBNA baseline tools were divided in five parts, including:

4.1 Existing capacities Collected information through different questions to assess the existing capacities to implement the CDLD Policy at the district level. This exercise tool also gave the opportunity to the respondents to rank their capacities.

4.2 Trainings received Gathered the information about the current practices with regards to in-service trainings of line departments emphasising on the frequency of delivery of these trainings and relevance of the trainings to their job descriptions.

4.3 Trainings required Before the conduct of the analysis, a brief orientation about the CDLD Policy framework was given to the respondents followed by the need identification of trainings required to successfully implement the CDLD Policy framework.

4.4 On-job technical assistance required Analysed continuous support required by the officials of the line departments at the district level to successfully implement the CDLD Policy framework.

4.5 Equipment and material required Gathered the information about the need for technical equipment and material resources required for the CDLD Policy implementation.

LIMITATIONS OF THE STUDY

Like other studies of comparable nature, this particular study was also constrained by certain limitations pertaining to the unique CDLD model assigned to the concerned line departments, which limited the depth and breadth of analysis to some extent. During the conduct of the comprehensive study, the following limitations were faced by the capacity building team of the Khyber Pakhtunkhwa CDLD Programme:

5.1 Non-availability of staff for interview and assessment During the CBNA exercise, the technical assistance team faced multiple impediments due to the occasional non-availability of staff. Quite a few district officials have been assigned dual roles. It was also observed that a number of posts are still lying vacant. For example, several of the district level staff working in Dir Lower are looking after the affairs in Dir Upper. Within this temporary arrangement, majority of the staff assigned with dual roles in the two districts prefer to stay in Dir Lower, neglecting the additional duty station (Dir Upper).

5.2 Lack of ownership From the conduct of CBNA exercise, it was reported as one of the observations of the capacity building team that a high number of the line departments’ staff has not yet owned the CDLD Policy framework in its entirety. It has been further observed that due to the donor funding aspect (budget support from the European Union for CDLD Policy implementation), these officials expect monetary benefits and other perks in return for their contribution and involvement in CDLD related affairs.

FINDINGS OF THE STUDY ABOUT THIS MANUAL

6.1 Existing capacities The technical assistance team assessed the capacities of line department officials against three indicators: 1. Number and types of trainings availed 2. Current capacities for the implementation of CDLD Policy 3. Existing capacities to implement the CDLD Policy under Khyber Pakhtunkhwa LGA 2013

6.1.1 Number and type of trainings availed Analysis of CBNA reflects that out of 453 officials, only 34% officials attended some level of professional trainings during their professional tenure. District wise analysis shows the following percentages for trainings availed: Chitral 16%, Dir Lower 22%, Dir Upper 75%, Malakand 34%, Shangla 23% and Swat 40%. CBNA analysis also provided the department wise analysis which is: Agriculture (Agriculture, Fisheries, Livestock) 30%, Communication & Works 21%, Finance & Planning 34%, Education 37%, Health 37%, Irrigation 33%, Local Government & Rural Development 38%, On-Farm Water Management 39%, Public Health Engineering 37%, Social Welfare 44% and Soil Conservation 28%. The district and department wise summary of these results is illustrated in the following table:

6.1.2 Current capacities for the implementation of CDLD Policy CBNA analysis shows that out of 453 officials, only 97 officials attended CDLD related orientation or training from the technical assistance in the zero phase (the planning phase for the Khyber Pakhtunkhwa CDLD Programme). Analysis was further broken down to assess the capacities to implement the CDLD Policy at three levels: 1. Satisfactory understanding 2. Some understanding 3. No understanding

Analysis shows that 63% of the respondents have better understanding about the CDLD Policy primarily due to the reason that 37% of the respondents have been trained and/or oriented on CDLD Policy related matters. 24% of the respondents demonstrated some understanding, while 13% expressed no understanding about CDLD Policy implementation related aspects. 6.1.3 Existing capacities to implement CDLD Policy under Khyber Pakhtunkhwa LGA 2013 After the enactment of the Khyber Pakhtunkhwa Local Government Act (LGA) 2013, an additional rapid tool was developed to assess existing capacities to implement the CDLD Policy within the governance and administrative setup of LGA 2013. Assessment was conducted in all the six districts under which 208 officials were interviewed. Analysis shows that 100% respondents were of the view that they will be involved in the implementation of LGA 2013 in some capacity or the other, but are lacking required knowledge and expertise to support the implementation.

6.2 Capacities required for the implementation of CDLD Policy In view of the existing capacities and having attended different trainings by line department officials, required capacities to implement the CDLD Policy were also assessed. Out of 453 officials, 440 had asked for trainings to implement the CDLD Policy to get maximum results and improve trust deficit between local communities and service providers. Line department officials were of the view that they were neither trained nor did they work directly with the communities. They are of the opinion that capacity building exercise aimed at citizen awareness and community engagement will help them in contributing towards bridging the gap.

The capacity needs assessment is divided in three major indicators: 1. Training needs assessment (TNA) 2. On-job technical assistance (OJTA) 3. Requirement for equipment and material support These indicators were further divided into two sub-categories, governance and technical requirements under TNA and OJTA. Equipment and material support needs are further divided into individual and institutional requirements. 6.2.1 Training needs assessment Assessment begins with the “need� which can be identified in several ways, but generally it commences with studying the existing capacities and identifying what is required. CBNA also provides information about the existing capacities of line department officials and the trainings required to implement the CDLD Policy framework in the pilot six district of Malakand Division. TNA was further categorised in two major areas, governance related trainings to build institutional capacities and technical trainings required to build individuals capacities. 6.3 Capacity Building Implementation Plan (CBIP) On the basis of the survey analysis, it has been determined that the capacity building for line department officials will be carried out in three different ways: 1. Conducting trainings in required and relevant areas 2. On-job technical assistance to complement technical trainings 3. Provision of the needed equipment and material support

The CBIP covers the strategy for capacity building of line department officials with specific reference to the CDLD Policy implementation. 6.3.1 Conducting trainings in required and relevant areas: Within the context of this study, training will be a process of increasing the knowledge and skills of officials which are required for implementation of the CDLD Policy. It is a structured method by which knowledge and skills for a definite purpose are enhanced and improvised. This form of capacity building will help in bridging the gap between job requirements and present competencies of the selected officials.

6.3.2 On-job technical assistance to complement technical trainings: OJTA is one of the paramount training methods, because it is planned, organised and conducted at the trainee’s workplace. OJTA is usually the principal method used for augmenting individual skills which in turn escalates output and efficiency. It is mainly suitable for developing expertise which are distinctive to a particular job, especially in those areas where there isn’t too much of technicality or high-end equipment involved. The technical assistance team will be deploying the following methodology for OJTA: 1. Identification of areas to be covered as part of OJTA 2. Distribution of specific tasks to the concerned subject matter experts 3. Allocation of time for each day or each week based on the schedule 4. Evaluation of OJTA measures and results OJTA is considered to be one of the best methods of capacity building as it is cost effective, totally practical, relatively simpler and result oriented. This kind of capacity building does not require hefty budgets, complex modules, exclusive nominations and workspace absentees. Its effectiveness can be even further enhanced through the application of methodical approaches. 6.3.3 Provision of the needed equipment and material support: For comprehensive and sustainable capacity building programme, availability of equipment and material support is also very essential. For that matter, this survey covers the requirements of line departments in terms of hardware equipment and training material support. Although, these aspects do not fall within the mandate of the Khyber Pakhtunkhwa CDLD Programme, which is only responsible for technical assistance, it was nevertheless felt necessary to cover this aspect of the capacity building spectrum as well. These requirements can be taken by the Policy Implementation Unit at the provincial level and Deputy Commissioner at the district level for necessary responsive measures.
