Don Osika, president and general manager of Granite Broadcasting’s television station, said the arrangement will benefit both brands and give viewers a chance to transition easily from watching the WOWO news program between 6 and 7 a.m. and listening to it during work commutes.

Lance Tolbert is so unassuming, polite and focused on the music that it might be easy to miss him standing on stage if it weren’t for those infectiously warm smiles and gentle, rhythmic nods of the head.

And yet, beyond his musical talent, it just might be his humility, good character and old-fashioned work ethic that has brought him significant success in an industry that can be brutally unforgiving and rife with people clawing for all the wrong things.

upbringing and them teaching the principles of respecting other people, the principles of being the good guy,” Tolbert said. “That it’s OK to be a good guy.

“At the most basic level, someone is hiring me to do a job, and so that’s how I look at it. I don’t look at it as I’m the best musician in the world. I approach every situation like I’m serving whoever calls me for the job. I do my best to give whatever it is they need and I have a good attitude while I’m doing it. I mean, that’s easy. Grace program lets students ‘master’ studies more quickly They can get a graduate degree in just four years

A traditional four-year degree used to be more than enough for most professional jobs; now employment ads are likely to say “bachelor’s required, master’s preferred.”

“The graduate degree is the new undergraduate degree,” said Tim Ziebarth, dean of online education at Grace College, which is launching a new blended degree option that allows students to earn both bachelor’s and master’s degrees in just four years.

A lot of employers appreciate the extra effort it takes to earn a graduate degree, “that someone who is dedicated to their academics is going to be dedicated to their job,” Ziebarth said.

Master’s degrees are the fastest-growing degree category in the United States. The

number of students earning them has more than doubled since the 1980s. An estimated 756,000 master’s degrees were awarded in the past school year, according to the National Center for Education Statistics.

Money is one of the big reasons graduate degrees have become so popular. In 2010, the median yearly earnings for a young adult with a bachelor’s degree was $45,000; for a young adult with a master’s or higher it was $54,700.

Money is also one of the lures of accelerated degree programs because they allow students to enter the work force faster and save on their education costs. Last year, the average annual price for undergrad tuition (in-state), fees, room and board at a public institution was $13,364; at private, nonprofit and for-profit institutions, it was $32,026.

The are several options for acceler-

ated degree programs in northeast Indiana.

Manchester University in 2007 launched its “Fast Forward” program that allows students to get a four-year degree in just three years. It offers the option in all its majors, Ziebarth averaging about 40 students a year; but 47 are already enrolled in the program for the fall, according to figures the school provided.

Among other offerings, Indiana University-Purdue University Fort Wayne has a new accelerated general-studies degree program for adults with at least 60 credits that launches this fall, and Indiana Tech offers accelerated programs that combine on-site and online classes.

Taking flight Jim Sparrow, who has served as executive director of Arts United for the past eight years, is leaving to become president and CEO of the Arts Council of Winston-Salem & Forsyth County in North Carolina.

His appointment in North Carolina is effective Sept. 20. In announcing Sparrow’s departure, Arts United said its board will launch an extensive local and national search for his replacement.

Sparrow has worked in a variety of capacities at Fort Wayne-based Arts United since 1998, helping expand grant opportunities, advocating for the arts campus concept downtown and deepening the level of business support for the arts.

“Jim has been an amazing asset to both Arts United and our community,” Andrew Boxberger, Arts United board chair, said in a statement. “His vision and efforts have helped Arts United grow and expand our impact in the city, county and region.”

Report finds spike in Wabash County inflation n

Why live or work in Wabash County? Data being compiled by students and faculty at Manchester University are helping answer that question, and in the process, provide information that can be used by the county to attract new economic development.

The third issue of Manchester’s Wabash County Economic Report, for example, analyzes various measures of inflation in the county and also takes a look at its housing prices, teacher salaries and public-school enrollment trends.

“Every community has its strengths and weaknesses,” said John Deal, assistant professor of economics. “In an economically perfect world, each community would focus on its strengths and abandon activities in areas of weakness.

This is what economists call ‘comparative advantage.’”

“Prices within the county are much more volatile than the national numbers. That was very surprising to us. We thought it probably would be less.”

The problem is, most small rural counties don’t have the resources or expertise to gather and analyze local data to determine what those comparative strengths and weaknesses are. Manchester obtained a Ball Brothers Foundation grant to do just that, and the result is the Wabash County Economic Report, which debuted its first issue in January 2012.

Since the project launched, Manchester also has

received funding from the Community Foundation of North Manchester and is working with other sponsors to keep the twice-yearly reports coming.

“The Wabash County Economic Report has become one of the components of the critical data that we consult as we adapt and revise our economic-development strategic plan,” said Bill Konyha, president and CEO of the Economic Development Group of Wabash County.

But the findings haven’t all been what researchers had expected, acknowledged Matt Hendryx, director of the report and a visiting associate professor of economics at Manchester.

For instance, the core inflation rate in Wabash County in the year ended in April was 5.4 percent, nearly three times the national rate, “and all of it came from last summer,” Hendryx said. n

Article looks at reasons for orthopedic device price increases An article in the n New York Times on

Aug. 3 explored the NOTEBOOK ballooning costs of joint implants in the U.S., particularly as the costs relate to prices charged for the same U.S.-manufactured devices in other countries.

A portion of the article focused on the city of Warsaw, where three of the five major joint implant manufacturers in the world have headquarters.

The article, written by ElisaRick Farrant beth Rosenthal , suggested a number of factors have triggered increasing prices for joint implants, including manufacturers tweaking old models and patenting the changes as new products, limited bargaining leverage for hospitals because prices among competitors aren’t made available and markups charged by vendors who serve as intermediaries in the buying and selling process.

Sheryl Conley, CEO of Warsaw-based OrthoWorx, was quoted in the article as saying increasing prices have also resulted from more advanced materials used in devices, new regulatory requirements and the logistics of providing a large array of devices.

The man, according to the article, discovered he could get the procedure done less expensively in Brussels, largely because the costs for associated services are lower, hospitals there are more spartan and the cost of acquiring a joint implant is less because Belgium sets limits on the wholesale prices of such devices.

Zimmer Holdings, according to the article, declined to comment on pricing.

An Aug. 12 announcement of a ribbon-cutting ceremony to celebrate the opening of Clear Elevation said Reusser Design is owned by a couple of HU alumni, Nate and Julie Reusser.

“Huntington University is excited about the partnership with our alumni, Nate and Julie Reusser, to create a company which offers high-quality digital media services to clients as well as providing jobs in the area,” Ann McPherren, HU’s senior vice president for strategy, said in the announcement.

A report to the United Brethren Church’s 2013 U.S. National Conference said Clear Elevation eventually would use several graduates of the university as parttime contractors.

“We are excited to partner with Huntington University in this new venture.

This is a great opportunity to connect with alumni and to provide local business with cost-effective services,” Nate Reusser, president of Reusser Design, said in the announcement.

Carson Sprunger, a Berne native with a graphic-design minor, a bachelor’s degree in business administration and work experience in copywriting, graphic design, marketing, photography and Web analytics and design, will serve as Clear Elevation’s business manager and creative director.

The report said HU Ventures was founded last year as a wholly owned, for-profit subsidiary designed to generate income for the university through a variety businesses it would start or help grow.

“HU Ventures will capture profits from these enterprises, pay taxes, and return revenue to the university in the form of dividends,” the report said.

REGIONAL MAKER FAIRE EXTENDS CALL FOR ‘MAKERS’ Attention northeast Indiana artists, scientists, inventors, crafters, tinkerers and techies seeking a creativity showcase.

The Fort Wayne Regional Maker Faire — powered by TekVenture — has extended its annual call for “makers.”

In addition to moving the deadline to register as a “maker” for the annual event back a week to midnight Aug. 16, Jane Applegate, who is coordinating the event, said there probably would be enough available spaces to consider registering latecomer exhibits for it on a case-by-case basis.

TekVenture is a Fort Wayne nonprofit group with a mission to improve public access to specialized tools, equipment and training required by artists and inventors to advance innovative projects.

It has been operating a “maker station” for that purpose since 2011 in a 50-footlong trailer across the street from the Allen County Public Library, at the intersection of Webster Street and Washington Boulevard in Fort Wayne. In addition to the location, the library has provided the station’s power.

The family-friendly Fort Wayne Regional Maker Faire will feature the work of do-it-yourselfers from throughout northeast Indiana, as well as exhibits that have been big crowd-pleasers at Maker Faires in other regions of the country.

The Jet Engine Builder and Cirque AmongUs are a couple of the big attractions coming to Fort Wayne from Maker Faire Detroit, which took place late last month at the Henry Ford Museum in Dearborn, Mich.

Based on early August registrations, Applegate said there would be at least 25 new “makers” from northeast Indiana at this year’s event, “and at least seven states will be represented in some way as ‘makers,’ racers or volunteers.”

Comcast takes cable TV service to the cloud

Comcast Corp. began offering a new, cloud-enabled platform for its cable television service in the Fort Wayne area late last month.

With a connection fee of $39.95 and no monthly charge, the X1 platform is Comcast’s statement that it will not be outdone by any competing service when it comes to the customer’s experience finding, accessing and recording programming.

Kirk Dale, operations vice president for Indiana, said since it became available on July 23, “we’ve been pleased with the response, based on the soft launch.”

“The X1 platform, which is a cloud-enabled platform, transitions our network from being hardware-based to being software-based and transforms the traditional cable box into an entertainment-center operating system that provides a completely new entertainment experience,” he said.

Up to now the service has had mobile access and an interface with some useful interactive features, but “this takes it to the next level with our (mobile) apps as well as viewing TV in their home,” Dale said. “It’s really a game changer in terms of the way people access entertainment.”

The X1 functions as an online hub for a variety of content in addition to television programming, from video games to socialmedia websites.

Its user-friendly interface enables

quick browsing or more focused searching through digital video recordings and TV listings as well as Comcast’s video collection and Xfinity On Demand programming.

A deeper level of information on programming is available and recommendations are available for individuals browsing.

X1 apps enable subscribers to use the interface on iPhone and iPad touch screens, and the platform works with voice commands.

“It has a really robust search capability … If you want to look for the right content you can find it,” Dale said. “Being able to record four shows at once while recording another also is something customers have said they want and this provides it.”

Randy Jones, public-relation’s director in Southfield, Mich., for Comcast’s Midwest region, said the platform has been rolled out to about half of the company’s subscribers across the country and “we expect to complete the rollout to the remainder of our national footprint through the end of the year.”

Transitioning from a hardware-based to a software-based platform provides for greater speed and flexibility with upgrades, and the company already has announced an X2 platform that will feature a customizable dashboard and will learn preferences, enabling it to make better recommendations.

The Reimagine program allows students to earn an accelerated bachelorâ&#x20AC;&#x2122;s in any major the school offers. About 50 percent of Grace students enrolling the year Reimagine launched opted for the three-year program, although Ziebarth said heâ&#x20AC;&#x2122;s not sure how many have kept to the accelerated schedule.

The accelerated masterâ&#x20AC;&#x2122;s will start with three degree offerings: an MBA, a master of arts in ministry studies and a master of science in orthopedic regulatory and clinical affairs. In the fall of 2014, two more options will be added: a master of science in nonproďŹ t management and a master of science in higher education.

The choice of which masterâ&#x20AC;&#x2122;s degrees to offer was based on Graceâ&#x20AC;&#x2122;s strengths and what research showed would best serve its students and the marketplace, Ziebarth said.

Although Grace still has a semester-based program, students at Grace take classes in two, eight-week sessions each semester. That allows them the chance to accumulate credits more quickly, Ziebarth said. Students in the accelerated masterâ&#x20AC;&#x2122;s begin taking one masterâ&#x20AC;&#x2122;s level class each session during the third year of their bachelorâ&#x20AC;&#x2122;s-degree programs.

The accelerated degrees also require students earn credits during the summer through online courses.

In fact, students who earn the blended bachelorâ&#x20AC;&#x2122;s and masterâ&#x20AC;&#x2122;s degrees will have some ďŹ nal courses to take the summer after their fourth year, although they will participate in annual graduation ceremonies in May. Students on a traditional four-year bachelorâ&#x20AC;&#x2122;s degree path may also get a jump-start on their masterâ&#x20AC;&#x2122;s degree by taking some graduate courses during their ďŹ nal year at Grace. recent issue: Housing costs in Wabash County run about $44 per square foot, less than half of the national average of $90 per square foot. â&#x20AC;&#x153;This suggests any household moving from a typical place in the United States could expect to pay about 50 percent less than for a comparable home elsewhere,â&#x20AC;? the report noted. That is a substantial advantage the county could exploit in its business recruitment efforts.

The Manchester researchers also discovered that Wabash County combines a strong base of skilled manufacturing workers with low startup costs, making manufacturing a key target for business recruiters.

An electric vehicle straight track obstacle-course competition added to the event last year will be expanded this year because it became part of a Power Racing Series taking place at Maker Faires in a number of metro areas across the country.

In addition to racing teams from northeast Indiana, the competition is expected to draw 10 to 15 teams from throughout the Midwest.

Teams participating in the event are allowed to spend up to $500 modifying a battery-powered child ride-on vehicle for the race. Adults race the vehicles over a track including obstacles of pea gravel, water, sand and wood chips.

The vehicles will race against a clock, side-by-side, with the winning car determined by the total time elapsed during the three quickest of its four heats.

Last month, the Fort Wayne City Council took the rare and unusual step of rescinding tax abatements for 11 projects because they hadn’t lived up to the job-creation or investment numbers their companies had originally promised.

Rescinding the abatements wasn’t the work of some new power the council had been granted. The council has always had the ability to deny an abatement for nonperformance.

When a company requests an abatement, which knocks the property tax that company would pay down to zero in the first year and then phases in the tax over a specified period of time, it must provide the city or county with figures regarding how many new employees will be hired as a result of the project, and what the investment in property and equipment will be.

For the city or county, granting the abatement is considered a good trade-off; yes, it would receive less in property taxes than it normally would, but the investment and new jobs will have a greater overall impact because of improvements to the property and the fact that those new workers will spend part of their paychecks in the community.

Companies receiving abatements are expected to file annual reports with the city or county, indicating whether they’ve met the promises detailed in the original abatement request.

Here’s why the City Council’s action was unusual: It’s been common

practice in Indiana to reauthorize abatements — even when companies aren’t in compliance with their original requests — because of the fear that not doing could cause more harm than good. Essentially, counties and cities don’t want companies mad at them because if those businesses expand in the future, they may decide to move elsewhere.

But in recent years we’ve learned that in many cases the new jobs or investments touted by agencies like the Indiana Economic Development Corp. don’t come to fruition. Oftentimes there are mitigating reasons for that. In some cases, there aren’t.

At the same time, cities and counties now have the ability to grant “super” abatements that free companies from having to pay property taxes over the life of the abatement, so long as the jobs those projects create pay more than the average wage for the respective positions. And with that, cities and counties must be more diligent in ensuring businesses receiving super abatements hold up their ends of the bargain.

Now that diligence is beginning to trickle down to abatements and other incentives. And that’s not a bad thing.

An abatement, or any kind of incentive, is a privilege, not a right. And if the company receiving it isn’t earning that privilege, it should be taken away.

I did not expect it. Although as I look back, I now see that I could have seen it coming. Like a hurricane, its path could be forecast although its timing and intensity were surprises.

Yes, we are downsizing once again. The Marcus household has been through this before. But this time … this time, it seems that the cuts are coming closer to the bone.

Downsizing happens in many households for many reasons. The children leave home and the house is too big. The couple splits and the pain of the emotional separation is matched by the mayhem of dividing property. Aging changes perceptions of what is n necessary and a lifetime of stuff is reexamined.

I had thought all was secure for another decade. Then in a real-estate blitz, a house was seen, a proposal made, a counter-proposal entered and the deal was done. Enthusiasm hardly had a chance to melt into doubt before a schedule of displacement was proclaimed.

What does down-sizing mean? It does not mean equality of sacrifice. If one-third of all goods must go, the solution is quickly found. One-half of his material possessions and one-quarter of hers become expendable.

This is a sound formula, not a sexist joke.

After all, her “possessions” are more likely the ones that make the household a functional unit.

Few men would claim the Mixmaster as part Morton J. of their domain, yet a house is not a home if pancakes cannot be prepared expeditiously.

Marcus Right now, I have made ready to release to the recycle bin items that I have not examined in the past 10 years. Most of these are documents in unopened boxes that have collected nothing but dust over time. Others are books that are as valid today as when written in the ’60s and ’70s.

Sadly the problems of urban areas, as detailed so well 50 or so years ago, are still with us.

Transit, income distribution, housing, education, finance, taxation, infrastructure neglect and deterioration, race, youth unemployment, crime and an aging population are still the salient issues they were in the past.

The ideas for resolving problems of our cities have not changed much. There is more talk of privatization today, but no evidence that it actually adds anything to the discussion. Technology has evolved to heighten our awareness of some issues, but has not offered substantive solutions to our long-lasting concerns.

So the stacks of boxes and the piles of books for discard grow as the inevitable downsizing continues. The entire process has the potential for emotional drama, as when I clasp my head and proclaim that I am giving up portions of my soul to reduce the number of square feet eligible for dusting.

But I resist the temptations of such moments. After all, am I not a consenting adult who has endorsed this transfer from one house to another? Did I not sign the documents? Yet, I must wonder, where was my head?

With too many mouths to feed, farm-bill progress has ground to a halt If you want to n know why passing congressional legislation has gotten so difficult, here are two numbers to remember: five and 532. They illustrate a great deal about Congress today.

When I served in the House decades ago and the “farm bill” came up, stitching a successful piece of legislation together depended on getting five organizations to find common ground. They included groups like the national Farm Bureau and the Farmers Union, and our task was clear: Get them to agree on what the bill ought to look like, and we had a measure that could pass.

This year, Congress is struggling to get a farm bill through. After the House of Representatives sent the first version down to defeat, no fewer than 532 organizations signed a letter to Speaker John Boehner asking him to bring a bill back to the floor as soon as possible. The array of groups was striking.

The Farm Bureau signed on, but so did avocado growers and peach canners, beekeepers and archers, conservationists of all sorts, and huge businesses like AgriMark.

In essence, the big umbrella groups have broken into different constituent interests, with peanut growers and sheep ranchers and specialty-crop growers all pursuing their particular goals. Sometimes it feels like there’s a constituency for every commodity — and on such broader issues as biofuels, rural development and international trade.

What used to require bringing together a handful of constituencies now demands horse-trading among hundreds.

Not every major piece of legislation before Congress is so complicated, but the farm bill is a perfect example of how tough it has become to get a major bill through, with so many competing interests and so much money at stake. Everything on Capitol Hill’s plate this year — from immigration reform to gun control to the upcoming debt-ceiling fight — requires legislative language that a wide array of interest groups can agree to. This would be daunting but attainable if Congress operated the way it once did. But it doesn’t.

For what the farm bill’s travails also illustrate is that Congress is now a legislatively challenged institution. The leaders

on the Hill have fewer tools of persuasion than they once did. They abolished “earmarks,” so they can no longer promise a bridge or a road to secure a member’s vote, and they carry less respect and political clout. The political parties that once helped enforce discipline can no longer do so, since politicians these days often identify themselves with outside groups like the tea party rather than with their political party. With the rise of super PACs, neither congressional leaders nor political parties have as much influence over fundraising — and hence the “loyalty” it once imposed — as they used to.

To make matters worse, many members — especially in the Republican Party, though it’s not limited to the GOP’s side of the aisle — do not like to compromise. As

I suggested at the beginning, compromise is at the heart of the farm bill. For the last 50 years, it’s been put together by joining crop support and nutrition support — food stamps — in order to win the votes of both rural and urban lawmakers.

And within the rural sections of the bill, wheeling and dealing on the specifics has been the only way to generate legislation that farm-state legislators could all agree upon. Now that formula is broken, though I do believe an accommodation will be worked out.

But the problems go beyond that, and it’s not bad that the usual inertia on the farm bill has found difficult going. The country needs to confront basic questions about the $16-billion annual subsidy and heavy trade protection accorded to agriculture — when

fewer than 1 percent of Americans are farmers and farming has become a hugely corporate industry. Likewise, with one in six Americans now receiving food stamps, we need a real debate about the food stamp program, which makes up 80 percent of the cost of the bill.

In other words, we’re not getting what we actually need, which is a real policy debate on the role of the government in agriculture. If Congress were working properly, this might have been possible.

Increasingly, I fear it’s beyond Capitol Hill’s reach.

Health commissioner calls for action to reduce state’s infant mortality rate (AP) — Indiana’s top health official said the state’s infant mortality rate remains among the nation’s highest, despite efforts to combat what he called a “horrible” situation.

In 2011, Indiana had the nation’s 47th-highest infant mortality rate, with 7.7 of every 1,000 children who were born alive dying before their first birthday, according to provisional data.

State Health Commissioner Dr. William C. VanNess II met recently with health-care workers and lawmakers in East Chicago, hoping to spark discussion on ways to improve the state’s death rate among its youngest residents.

VanNess told the gathering that lowering the death rate among the state’s youngest residents is one of the State Department of Health’s top three initiatives. He said the state “can’t keep this hidden anymore.”

“Indiana is horrible at infant mortality.

Horrible. We are 47th out of 50 states,” he said.

While the issue hasn’t gone unnoticed, VanNess said previous efforts to lower the high death rate haven’t produced the desired results.

A report from the U.S. Centers for Disease Control and Prevention found that Indiana ranked sixth nationally in 2010 for infant mortality.

The state’s provisional data for 2011 shows that aside from an overall infant mortality rate of 7.7 per 1,000 live births, the rate for black infants was 12.4, and 6.9 percent for white infants.

A live birth refers to a child who shows signs of life, such as breathing, gasping or heart action, once the newborn is entirely outside of the mother.

VanNess said the reasons for Indiana’s high death rate among infants are difficult to pinpoint.

“There are a lot of factors that figure in to infant mortality,” he said.

Indiana has high rates of obesity and smoking, both of which tie into infant mortality. The state ranks 41st nationally in

Data from 2010 showed that 17.1 percent of pregnant Indiana women smoked during pregnancy compared with 9.2 percent nationally.

State Rep. Charlie Brown, D-Gary, said it’s important for that and other information to reach the people.

“It’s all about education and educating

people,” he said.

VanNess said offering support and using social workers to spread information and resources have been successful in addressing other health concerns.

He said the state could work more closely with physicians to get data that may provide a bigger picture to the issue.

VanNess said that funding cuts complicate the infant mortality-rate issue, forcing the health department to do more with less.

He said that two-thirds of the state agency’s budget comes from federal dollars.

Brown said a challenge with getting lawmakers involved is helping people overcome the hurdle of thinking there’s already too much government involvement in their lives.

There is certainly continued controversy around the issue. After the enactment of PPACA, many stood on the sideline for the Supreme Court ruling.

When the Supreme Court upheld the majority of the provisions, many anticipated changes pending the presidential election. With the continued political separation between the House and Senate, it’s unlikely that change will occur. Businesses should build strategies now to mitigate financial risk. JUDGE ORDERS ZIMMER TO PAY STRYKER $228M (AP) — A U.S. district judge has ordered Zimmer Holdings Inc. to pay Stryker Corp. about $228 million in a patent-infringement case.

Judge Robert Jonker of the U.S. District Court for Michigan’s Western District threw out Zimmer’s challenge of a jury verdict in Stryker’s favor.

The jury had awarded Stryker $70 million and Jonker tripled that amount to $210 million because Warsaw-based Zimmer willfully infringed on three patents held by Stryker. Jonker also said Stryker is entitled to $18 million in additional damages and interest.

Kalamazoo, Mich.-based Stryker sued Zimmer in 2010, saying Zimmer’s line of Pulsavac Plus devices infringed on its patents.

Zimmer said it’s disappointed and plans to appeal.

2. The employer mandate has been delayed so I can wait another year to take action.

While it is true the enforcement of the employer mandate has been delayed until 2015, there are other important actions that employers need to consider now. Employers with a variable-hour work force need to establish appropriate measurement periods to ensure future compliance. Despite the employer delay, the individual mandate will increase employer health-plan participation. Benefit requirements, fees and associated taxes will also burden employers with additional expense. Failing to plan accordingly could pose significant financial exposure.

3. I have no obligation to communicate anything about ACA to my employees.

Under the ACA, employers are required to provide formal notice to all employees no later than Oct. 1, 2013, that describes the new health-insurance marketplace options and information regarding employer-sponsored coverage. While there will be telephonic and Web-based communication and information regarding the new health-insurance market place, employers will continue to the primary point of contact for employees and their questions.

In addition to the required notifications, employers are in an excellent position to communicate the value of employer-sponsored benefit options and associated coverage. Developing a strong communications strategy with multiple means and touch points will be important to establish value, explain key messages and decisions, and to achieve management and employee support.

4. ACA will reduce my company’s health-care expenses.

It is highly unlikely that the ACA will reduce your health-care expenses. There

will be additional expenses in the form of fees and taxes, increased employer plan participation, administrative costs in tracking and reporting, and increased demand for health services by those who have never had health-care coverage before.

As your costs will continue to increase, there is also exposure in 2018 to the excise tax, which will hit employer-sponsored plans exceeding $10,200 for total cost of coverage for a single employee/$27,500 for total cost for a family. This is a 40-percent, nondeductible excise tax that could be assessed to your business. While plan termination may be a solution, the tax implications and financial impact to employees need to be carefully evaluated.

5. Health-care reform does not impact small businesses.

While the employer mandate does not apply to employers of fewer than 50 full-time equivalent employees, there is a continued need to offer a competitive benefits program for recruitment and retention purposes. Benefit mandates, community rating and other underwriting requirements effective 2014 will pose significant financial challenges to small businesses. Small employers will need to consider the opportunity for tax credits, Small Business Health Options Programs (SHOP), through the exchange as well as the potential savings from plan termination carefully.

We can all agree that the Affordable Care Act is complicated. One of the nation’s most controversial laws enacted to expand health-care coverage to millions of individuals requires immediate action.

Determining the compliance and financial impact is only the starting point. Developing a strategy to eliminate financial risk, maximize the value of employee benefit programs and effective employee communication will be critical to drive business results.

“Working for a nonprofit … becomes more a way of life and less of a job” Growing up in Wabash, what did you like about the community? Was local history something you ever gave much thought to?

Wabash County has always maintained a small-town atmosphere while continuing to be a forward thinker and leader in community and business development. It is a close-knit community where people get to know their neighbors, look out for one another and wave to complete strangers (just to be polite!).

Growing up here I remember always feeling safe and knowing what seemed to be everyone who lived in the city. As an adult, that is one reason my wife and I moved back to Wabash because this is the type of community we wanted to raise our children in.

I have been lucky to know not only my grandparents, but also still have my great-grandparents living. One of the best memories I will always have are the stories they have shared about their history in Wabash County. As a kid, and still today, I am fascinated to watch the old black-and-white slides my great-grandparents have from throughout Wabash County. These stories have gotten me involved in learning more about the history of Wabash County. n

What are the biggest challenges for a county museum like the one in Wabash?

What type of work did you do with the Red Cross?

Sustainability is one of the biggest challenges at the museum. While admission fees, membership dues and gift shop sales provide some relief to the operating budget, there is a strong reliance on private donations to ensure the operations of the museum. I will be looking at how we can ensure that we have the resources to not only maintain the museum annually but also how we maintain the facility, collection and programs for years to come.

Most recently, I served as the executive director for the American Red Cross of North Central Indiana, which covered six counties, including Wabash. My primary role was to raise funds to support local programs, but I also spent a significant amount of time managing community relationships, overseeing program delivery, providing support to local staff and volunteers, maintaining chapter facilities and assisting with service delivery. I started my path with the Red Cross as a disaster volunteer and even now that my employment has ended I am still part of the local and national disaster volunteer program.

How do you hope to apply your skills and experience from the Red Cross to your work at the museum?

Though the Red Cross and museum have very different services they offer, the common factor is they both have operations to run. I plan to bring my knowledge of strategic planning, program outcomes, financial development, volunteer management and business operations to the museum.

What are your priorities for your work at the museum?

• Develop a long-term financial development plan.

• Increase community partnership throughout the county.

• Strengthen our family programming.

What do you enjoy most about nonprofit work?

Working for a nonprofit, such as the museum, becomes more a way of life and less of a job. I enjoy the work we do and knowing that the efforts of myself and my team at the museum will leave a lasting impact on our county.

What’s ahead for the museum in the next few years?

We have several things in the future. Currently, we are focusing on a large outdoor exhibit that will capture the attention of everyone who passes through our downtown corridor. It will feature an old caboose. The concrete pad has been poured and it should be there in another month. We are also looking at making improvements and updates to our facility.

STEELWORKERS REJECT BF GOODRICH DEAL Members of the United Steelworkers union have voted to reject a proposed three-year contract that covers 2,400 workers at BF Goodrich facilities in Woodburn and Tuscaloosa, Ala. The USW said negotiations would resume Aug. 14 in Knoxville, Tenn. The union and the tire company had been working since June on a new collective bargaining agreement.

The previous contract expired July 27. Specific details of the proposal that was voted down were not revealed.

The BF Goodrich plant in Woodburn employs 1,580 workers, according to the Community Research Institute at Indiana University-Purdue University Fort Wayne.

Three Rivers adopts local firm’s mobile banking app

Fort Wayne-based Allied Payment Network has more than a dozen financial institutions signed up to use its Picture Pay product, including its first credit union, which also has a Summit City headquarters.

Three Rivers, a community credit union with more than 67,000 members and $750 million in assets, attracted the attention of credit-union and banking-industry publications last month when it became the first credit union in the country to use the mobile payment technology.

Three Rivers, which does business under the 3Rivers Federal Credit Union brand, officially introduced the product to members as 3Rivers Mobile Bill Pay on July 8.

Hundreds of members used it to pay more than $55,000 in bills during the first weeks it was available, and the credit union expects to see many more members downloading its app at the Apple Store and Google Play.

“We had a very, very positive response, both internally from our team members and from our members,” said Melissa Shaw, marketing communication manager for Three Rivers. “All of our team members spent some time testing it. We wanted to make sure all of our members had a solution that was going to work very well for their needs.”

Technology allowing individuals to make a deposit by taking a picture of a check became pretty widespread a few years ago, but paying bills that way is still relatively new.

In addition to the deposit capability, the Picture Pay app includes options that allow users to specify an amount and a date for payment of a photographed bill. For bills that are paid in the same amount on the same date each month, there is an option that can use information from the photo to set up an automatic monthly payment.

Banks and credit unions offering Picture Pay can have its user interface customized to match the platform they already have in place for mobile and Internet banking.

And Allied can provide the institutions with analytical tools that can help them use Picture Pay to cross-sell their other products.

The Pew Research Center’s Internet and American Life Project reported Aug. 12 that 51 percent of U.S. adults bank online and 35 percent use mobile phones for banking.

The findings resulted from a nationwide phone survey of 2,250 adults, with half the interviews conducted over a landline and half over a mobile phone.

used them to check an account balance or do business with a bank.

The Credit Union National Association reported in February about one-third of U.S. credit unions offered mobile banking, and 25 percent of members enrolled in mobile banking made deposits with their smartphones by taking pictures of their checks.

Last month, the association said the average credit union planned to devote about one-fifth of its information-technology budget this year to online and mobile banking, and among technology budget items, that spending category was exceeded only by core processing.

Three Rivers rolled out its 3Rivers Mobile App in May 2010 and “we’ve seen triple-digit increases in our mobile adoption in the last couple of years,” Shaw said.

“We are finding more and more people are appreciating the conveniences,” she said.

“It’s a lot easier to get on your mobile device than to open the laptop or start the computer.”

Members have found the service particularly convenient for the payment of nonrecurring bills such as those from a medical clinic or specialist following brief treatment for a temporary condition, Shaw said.

Now, with 3Rivers Mobile Bill Pay, “you receive the bill in the mail, take a picture of the payment information, enter the payment amount and date and have it paid before you even sit back down from getting the mail,” she said. “It really simplifies payments.”

As if that were not easy enough, Allied Payment Network is developing a version of Picture Pay it plans to release this year or next year that will allow users to enter the payment amount and date with voice commands. Users also will be able to complete an entire bill pay form with voice commands if they would rather do that than take the picture of the bill.

The credit union expects the technology to attract new members, Shaw said, because “people are looking for a financial institution that has the technology and convenience that can save them time and money and that’s what we do.”

“This technology and software was developed and is based here in Fort Wayne.

It was really the strength of the software and the ease of the bill payment solution that attracted us … but it was great to work with a locally based company,” Shaw said.

Ralph Marcuccilli, president of Allied, said his company’s Picture Pay app is powered by the Mobile Photo Bill Pay technology of Mitek Systems.

A financial institution large enough to be interested in further in-house development of the technology for its specific needs can license the software from Mitek, he said, and in March U.S. Bank became the first major bank in the country to make its own version of the technology available.

The most recent Federal Reserve System comparison of bank holding companies ranking them by asset size showed U.S. Bank’s parent company, U.S. Bancorp, ninth in the nation at the end of March with $355.4 billion in assets.

“New technology that’s been developed generally has been developed by the largest banks, and smaller banks and credit unions haven’t had the resources to roll out something like that. And that’s where we’ve put our focus is on making this available to thousands of smaller banks and credit unions,” Marcuccilli said.

“We’ve developed a turnkey solution community banks can implement and they don’t have to go in and design a system to do it.”

The product made a splash in trade publications late last year and became part of the mobile banking scene in Texas in January.

In addition to Three Rivers, the Picture Pay service is now offered by Americana Bank in Newcastle and by two Texas banks, First Financial in Abilene and City Bank in Lubbock.

They are among more than a dozen financial institutions that have signed contracts for Picture Pay and either have it up and running or are implementing it. Marcuccilli said the service takes 60 to 90 days to implement.

The success of the product has contributed to employment growth at the Allied Payment Network, which he said has expanded to 13 from four employees when the company opened its doors at the Northeast Indiana Innovation Center three years ago.

“There are a lot of people in this area who have helped develop this product and most people don’t realize we have this kind of expertise in Fort Wayne,” Marcuccilli said.

It’s true that in a relatively short time, Internet-based technology has revolutionized the way we work, live and exchange information.

Few people understand this power better than small business owners, who have harnessed technology’s many facets to reach customers around the globe, collaborate with colleagues and employees, and work from almost anywhere there’s a Wi-Fi signal.

Because the technology landscape seems to shift on a near-daily basis, entrepreneurs need to stay on top of both general and industry-specific trends to determine which ones can best benefit their businesses.

Ramon Ray, editor and technology evangelist for SmallBizTechnology.com, cites the cross-integration of cloud-computing services as a key area to watch.

“Being able to load a video into Dropbox and have it seamlessly added to your YouTube account with no manual reupload is amazing,” he said. “Hosted applications are also doing a better job of talking with each other.”

With social media becoming firmly established as a small business marketing tool, Seattle-based marketing strategist Robbin Block said its effects on consumer behavior should be monitored closely.

“There’s already talk of ‘Facebook fatigue,’ where all these snippets of information lose their novelty,” she said.

On the other hand, the tie-in of social media with mobile devices likely will proliferate rapidly according to Larry Bailin, founder and CEO of Single Throw Internet Marketing. For example, FourSquare allows customers at restaurants or other local establishments to share information about food and service quality, specials, wait time, etc.

“Gowalla extends this by enabling people to comment on other settings or experiences,” Bailin adds. “These applications help users make decisions about places to go.”

Author and digital media marketing expert Mike Moran cited the advent of Google Place pages, which he said make sense for any business that relies heavily on location to attract customers. “These services are not needed by every business,” he adds, “but small businesses would do well to note them and see if they apply to their target markets.”

Ray recommended frequent technology audits that examine security, training, assessment of future needs and analysis of what tools are currently not working or underperforming.

“It is critical to review your business processes and operations and ensure technology is maximized to assist as fully as possible,” he said.

ORGANIZATIONS REAFFIRM COMMITMENT TO ‘BIG GOAL’

The boards of the Northeast Indiana Regional Partnership, the Northeast Indiana Regional Workforce Investment Board and the Regional Chamber of Northeast Indiana met Aug. 8 and reaffirmed their support for increasing the number of area residents with a college degree or professional credential.

The featured speaker at the meeting was Tom Clark, president and CEO of the Metro Denver Economic Development Corp.

The regional partnership has established the “Big Goal,” an initiative that seeks to raise the percentage of northeast Indiana residents with a college degree or professional credential to 60 percent by 2025. Presently, less than 35 percent of the region’s residents have a degree or credential, according to the partnership.

Each of the organizations’ boards over the next 60 days is expected to create a list of actions it can take to advance the “Big Goal.”

Craft village could come to LaOtto

A proposal will come before the Noble County Plan Commission Aug. 21 that could bring an 1800s craft village to a rural area near LaOtto.

Doug and Kimberly Jennings propose to rezone land at 11330 E. County Road 500 South to “village mix” status so it can include multiple low-intensity shops. It’s part of a plan to build a village that would re-create aspects of 1800s life on the property.

The proposal would be part of Moose Lake Christian Craft Village, an area intended to offer people a chance to learn and experience life as it was in the 19th century, Doug Jennings said.

The property already is zoned to allow bed-and-breakfast facilities, Jennings said. Several cabins already have been put in place to be part of the bed-and-breakfast operation.

But the cabins aren’t for camping in the traditional sense. Each is equipped with heating, air conditioning, a refrigerator and microwave oven, along with enough beds and futons to sleep small or large parties.

As designed by architect Phil Troyer, plans also show 17 shops or other sites at which master craftsmakers would work their trades, offering items for sale or lessons in the crafts as they chose.

Other shops would include an authentic 1800s general store, a mercantile shop with handmade items, a pottery shop, a blacksmith and knife-maker, a woodworker, a nostalgia shop, a western and leather business, Kringle’s Toy and Doll Shop and a candle store.

A lake on the property would have a swimming area as well as boats and floatable rides. Guests at the facility could fish there. Plans call for a souvenir shop at the entrance and a shop for those using the lake area.

The intention is for the general store to open Oct. 15, with the village to open in 2014, Jennings said. Plans call for it to be open four days a week the first year, with the season running from early May through Dec. 24, Jennings said.

AUSTRALIAN FIRM TO OPEN PLANT Auger Torque USA will locate its first facility in the United States in a 30,000-square-foot building in Huntington.

The Australian-owned manufacturer and distributor of earth-moving attachments said the project would create up to 22 new jobs by 2016. The plant is expected to be up and running by October.

Auger Torque, which presently employs nearly 200 full-time associates internationally, has already begun hiring welders, office personnel and sales associates. Interested applicants can apply by sending their resumes to careers@augertorqueusa.com.

The company will invest nearly $553,000 to equip the plant at 100 Commerce Drive.

The Indiana Economic Development Corp. has offered Auger Torque up to $100,000 in conditional tax credits and up to $50,000 in training grants based on the company’s job creation plans. The city of Huntington has approved additional incentives.

KOSCIUSKO COUNTY

POWDER-COATING COMPANY MAKES MOVE Winona Powder Coating Inc. moved into a 167,000-square-foot facility in Etna Green and could hire as many as 25 additional workers over the next few years, the Kosciusko County Economic Development Corp. announced.

The $5-million investment includes a state-of-the-art powder-coating line able to coat parts up to 72 inches high by 36 inches wide, and up to 24 feet in length.

The company moved operations from a 30,000-square-foot facility in Mentone.

It also has a 50,000-square-foot facility in Elkhart.

The town of Etna Green created a tax increment financing district to facilitate the move, and the state of Indiana will provide work-force training assistance, according to the EDC. “This industrial property in Etna Green provided the perfect location for Winona Powder Coating to expand,” Jamie Visker, CEO of Winona Powder Coating, said in the EDC’s announcement. “We had outgrown our facility in Mentone and to find such a building only nine miles away is simply amazing.

“The town of Etna Green, the Kosciusko Economic Development Corp. and the state of Indiana came together to provide a great package of economic incentives to assist in this expansion. This location, along with our 50,000 square feet in Elkhart, will allow

FORT WAYNE AMONG TOP MINOR-LEAGUE MARKETS Street & Smith’s SportsBusiness Journal ranked Fort Wayne the seventh-best minorleague market in the country.

Toledo, Ohio, was named the top minorleague market in this year’s rankings.

Rounding out the top five were: Rochester, N.Y.; Hershey-Harrisburg, Pa.; San Bernadino County, Calif.; and Springfield, Mass.

The Summit City is home to: the Class A TinCaps baseball team; the Komets hockey team, which plays in the ECHL; and the NBA Development League Mad Ants basketball team.

According to the publication, since the opening of Parkview Field in downtown Fort Wayne in 2009, the average attendance at a TinCaps game is 5,600. At the former Memorial Stadium near the Allen County War Memorial Coliseum, average attendance was 3,702 a game.

The Komets, in their first season in the ECHL in 2012-2013, drew an average of 7,583 spectators a game to Memorial Coliseum — tops in the league.

According to a description of the Fort Wayne market by the Charlotte, N.C.-based publication, the one thing hurting it is its inability to keep an indoor football team. The Fort Wayne Firehawks of the Continental Indoor Football League folded in 2010.

IEDC-ASSISTED PROJECTS IN FIRST HALF TOTAL $1.37B Through the first six months of the year, the Indiana Economic Development Corp. worked with 148 businesses that plan on expanding or starting new operations in the state, the agency announced.

Together, the projects represent an anticipated investment of about $1.37 billion, and more than 11,700 new jobs could be created as a result of them.

During the first six months of 2012, the IEDC worked with 142 companies, whose planned investments were projected to result in 13,299 new jobs.

According to the IEDC, the average hourly wage of the new jobs expected to be created from this year’s projects is $21.73.

Indiana’s average hourly wage presently is $19.82.

Most of this year’s projects are tied to manufacturing.

TOLBERT: Lessons learned from his parents and his faith help keep him grounded

The 33-year-old former Fort Wayne resident isn’t talking about doing little gigs in rundown, knotty-pine bars. He has been Mariah Carey’s touring bass player since 2008; has been playing keyboards, writing songs and recording with will.i.am; recently began playing keyboards for the Backstreet Boys; and has worked with Cee Lo Green and Mary J. Blige.

Moreover, three songs he co-wrote are on the latest, highly acclaimed album, “Love, Charlie,” released by R&B artist Charlie Wilson.

“It’s really mind-blowing and staggering,” said Tolbert, a South Side High School graduate who earned music-related bachelor’s and master’s degrees at Indiana University. “I never could have imagined that I would have been working at this level in the industry. I would have been perfectly happy playing keyboards and bass with artists who are not superstar legends. To be able to just fit in among these people, it’s amazing anytime I think about it.”

In truth, he wasn’t seeking fame and fortune in 2006 when he set out for Los Angeles, where he now lives.

“For me,” he said, “it was mostly wanting to learn and wanting to see things done on

a higher level and working hard and hoping that I could be a part of it in some way.”

The recognition came much faster than he expected. He met Randy Jackson after landing a job playing for one of Jackson’s managed acts, Van Hunt. That would be the Randy Jackson — the one of “American Idol” fame who was a session bass player for Journey and who has played with a ridiculously long list of musical greats, including Carlos Santana, Jerry Garcia, Aretha Franklin, Celine Dion, Madonna, Jon Bon Jovi and Bob Dylan.

Jackson is also Carey’s music director, and he asked Tolbert to audition for the bass player’s position — a spot Jackson used to fill.

“I knew that was his spot,” Tolbert said, “and I knew that they would be big shoes to fill. So I wanted to do a good job. I wanted to do my best.”

Apparently he did just that.

He landed the opportunity with will.i.am, meanwhile, through another connection — mutual friend Keith Harris, drummer for the Black Eyed Peas.

“Keith called me and offered me the gig,” Tolbert said. “I didn’t even have to audition or anything.”

him around the world and put him in front of national television audiences, most recently on “Jimmy Kimmel Live!” and the “Late Late Show with Craig Ferguson.”

He has, he acknowledged, grown relatively comfortable on the big stage. But still, every once in a while, he is fan-like awestruck.

In the beginning, he said, “I was like, ‘You’re Mariah Carey and you’re standing next to me and it was like, how did I get here? How did this happen?’ Now, I’m much more comfortable and relaxed.

“Still, there are some moments on stage when she sings a note and everyone on stage feels chilled. It’s really electrifying. Those moments are, like, wow.”

He works hard, he said, at not becoming too puffed up about his good fortune, and certainly the lessons learned from his late father, the Rev. James Tolbert, and mother, Juanita, have served him well.

The music industry, he said, is filled with exploitative people, self-destructive temptations by the boatload and egos that are more about a sense of entitlement than achievements earned through hard work.

“You have to really fight to maintain your sense of who you are,” he said. “It’s a fight.

I think some of the best people have lost that fight, depending on what situation they were in. It could be in the form of alcohol or drug abuse. It could be in the form of so many things that are detrimental to you.”

It helps him, he said, to stay true to his faith and surround himself “with people like me. We’re like-minded and we help each other to maintain who we are and stay on course. ‘Cause it’s tricky out here. You just kind of have to be in it, but not of it.”

It helps, too, to focus on the good that music can bring to people.

“The music,” he said, “is just so powerful in speaking to people and bringing together all kinds of people from every part of the world, from every social class, from every economic status. I feel it and I love it and it makes me feel fulfilled and energized in a way that you don’t experience in any other context of life.”

It matters not, he said, if he’s playing in front of 20 people or 200,000. And indeed, he periodically returns to Fort Wayne to play in the band accompanying the Voices of Unity Youth Choir.

He returns home with little or no fanfare and is more inclined to offer kind words about the accomplishments of others than draw attention to himself. That applies to the big-name stars in his midst.

He described Carey as “amazingly talented with a phenomenal voice. She’s a nice person. She has this reputation as a diva, and she has her moments. But for the most part she’s down to earth, well-adjusted, a great boss and funny.”

Of will.i.am, he said: “I’m excited because he has such an amazing musical mind and he’s a lot of fun. High energy.”

Not once does Tolbert talk about his own musical prowess. And he only talks about the financial rewards of his success when asked, and then it’s to emphasis the importance of frugality.

One of his business heroes is Warren Buffett because, he said, the billionaire businessmen lives relatively simply and recognizes that “money is just a tool.”

“You can use (money) to affect a lot of people or you can use it to build a castle.

And why, “ Tolbert asked rhetorically, “do you need to build a castle?

“My focus for my life is to just do my best, stay on (God’s) path and be equipped to do whatever work is in front of me. Beyond that, that is all I can do.

“I believe that God has opened these opportunities for me, and that’s my story.

But it didn’t come without a whole lot of hard work. If I could give people one piece of advice about wanting to make it in the music industry, it would be to lose the entitlement mentality and work hard. Every single day.”

To make the partnership possible, Federated Media secured approval from Fox Broadcasting Co. to simulcast on WISE segments of Fox news and Rush Limbaugh commentary that air on Butcherâ&#x20AC;&#x2122;s show, which runs from 5 to 9 a.m.

Each entity, meanwhile, will broadcast its own advertising during the one-hour time slot, with the exception of promotional material read on air by Butcher.

Osika and Allgeier said it is rare for a market the size of Fort Wayne to have such a simulcast and even rarer for such an arrangement involving two different companies. â&#x20AC;&#x153;We still have about six weeks and a lot of work to do,â&#x20AC;? Allgeier said, â&#x20AC;&#x153;but itâ&#x20AC;&#x2122;s exciting. It will be fun.â&#x20AC;?

Butcher, calling the simulcast an â&#x20AC;&#x153;interesting experiment,â&#x20AC;? said he expects the televised portion of his program to evolve. â&#x20AC;&#x153;We may start booking some guests that we do by phone now and have them show up in the studio,â&#x20AC;? he said. â&#x20AC;&#x153;And we havenâ&#x20AC;&#x2122;t ruled out taking the show outside the studio on occasion.â&#x20AC;?

Butcher said the ideal would be to keep the fundamental ďŹ&#x201A;avor of the program intact. But he noted that the presence of cameras in any endeavor can alter behavior. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re supposed to be able to do this without noticing the cameras,â&#x20AC;? he said, â&#x20AC;&#x153;but even when they do reality shows, the presence of a camera changes things.â&#x20AC;?
