PARKING IN THE STREET

When a number of vehicles park in the street, emergency vehicles have a difficult task maneuvering down the street. Due to the size and clearance needs of these emergency vehicles, a street lined with parked cars obstructs the passage and delays response time. While it is understood that during certain events, vehicles parking on the street is an unavoidable circumstance, please be aware of clearance needed for traffic. Ask your guests to park their car as close to curb as possible and not line both sides of the street. Be a courteous neighbor by communicating you are having a gathering at your home and may need additional parking. Ask if they would mind guests parking in front of their homes to help eliminate the congestion on the street. To assist the Emergency Services in their endeavors and help eliminate road congestion, we ask that Residents refrain from parking in the street. Your assistance in this matter would be greatly appreciated.

FIREWORKS ENFORCEMENT NEW YEAR’S EVE

Fireworks were banned over the 4th of July, and may be banned over the Christmas and New Year holidays. When a ban is in place, fireworks are against the law and should be reported to the proper authorities. We receive many inquiries regarding fireworks enforcement. Fireworks are against Deed Restrictions and strongly discouraged. In the hands of amateurs, fireworks are dangerous. They can lead to burns, hearing loss and other injuries and, especially during times of near-drought, they can cause property damage. Where addresses can be identified, we will send letters to the property owners asking them to cease this type of activity and clean up the debris left behind. As required under the Texas Property Code, the property owner has to be given an opportunity to cure the violations or the opportunity to request a hearing within 30 days of the date listed on the letter. The Association has put up “No Fireworks” signs throughout the subdivision, as well as announcements on the websites in the hope that this will be a deterrent to homeowners violating this restriction.

The problem is that fireworks are not against the law in Fort Bend or Harris County. Until the County laws are changed so that it is no longer legal for individuals to shoot fireworks, the association has very limited enforcement ability with regard to fireworks. If you would like to see the County laws change with regard to fireworks, we encourage you to write to your County Commissioner and inform your respective Commissioner how you feel as a tax-paying citizen of the County regarding fireworks. If your property is in Harris County, you may contact Commissioner Steve Radack’s office at pct3@hctx.net. If your property is in Fort Bend County, you may contact Commissioner Andy Meyers at meyersan@co.fort-bend.tx.us. Any other suggestions are always welcome. Thank you for speaking with your neighbors and encouraging support for our restrictions and association policies for the benefit of the Cinco Ranch community.

HELP KEEP OUR LIGHTS ON

Cinco Ranch Residents pay a maintenance fee where a large portion includes the electricity to light our streets. Each streetlight costs the Cinco Ranch Associations approximately $30 dollars a month. This fee is billed to us whether the light is working or not. If you see a light(s) burned out, please help us by getting the number on the pole. You may submit the work order to Centerpoint Energy or report it to the Associations Office. To report the outage yourself you will either fill out the form available at: www.centerpointenergy.com/outage or you can call the information into Centerpoint Energy at 713-207-2222. The electronic form is much faster as you won’t be put on “hold.” You can also report dim lights, leaning poles, etc. on the electronic form. Copy the email to the Cinco Ranch Residential Office at: CincoRanchCustomerCare@pcmi-us.com so we can keep the list of lights reported. Thank you for your help in this matter. Fort Bend County Municipal Utility District No. 35 (“No. 35”) - Vacancy on the Board of Directors (“Board”) of No. 35 and the Appointment of a Board Member. Qualifications to serve on the Board: (1) at least 18 years of age; (2) resident of the State of Texas; (3) own land subject to taxation within No. 35 or are a qualified voter living within No. 35. MOLD & MILDEW

Because of all the humidity in our area, many homeowners will start to notice a discoloration on the outside of their homes that can range in color from green and black to orange and gray. This is caused from mold or mildew deposits accumulating on the surface. This is a surface problem that can occur on siding, shingles, decks, patios, roofing materials, stucco, driveways and even concrete. When treated in a timely manner, it usually does not affect the strength or other important properties of the exterior surfaces, it simply looks bad. Some helpful suggestions to remove these stains that have been submitted from Cinco Ranch Residents are to clean with a mildewcide or to power wash. One Resident specifically suggested a product called Jomax, which can be purchased at Home Depot, Lowe’s or Ace Hardware. Jomax mixes with bleach and water and does not require the use of a power washer. Regardless of how you choose to remove the mold from your home, please always remember to read the instructions carefully and wear protective equipment.

Volunteers needed for the Modification Committee. The Modification Committee is a CRPA Board committee with all members being appointed by the Board. This committee holds monthly meetings to review all modification applications submitted by Residents. This would include, but is not limited to, additions, alterations or repairs to existing properties. Having knowledge in construction or architecture is helpful. CINCO AND CINCO SOUTHWEST SHARED USE AGREEMENT

Cinco has 7 pools available during the swim season. Starting in April, the Greenway Village pool will open. This pool stays open through the end of October. Cinco Southwest has two pools - The Lake House Pool and the Rosewood Pool. All of these pools are available for use by both Cinco and Cinco Southwest Residents. The shared use agreement was signed in October of 2009 through the end of 2013. At that time, the shared use agreement will be reviewed. All Recreation Facilities are open to both Cinco and Cinco Southwest Residents. This includes pools, tennis courts, parks, hike and bike trails and the Lake House Recreation Facility. There are charges for renting some of the facilities. Members must purchase their Pool Key Cards from their appropriate Management Company. If you live east of Katy Gaston Road, you are in the Cinco Association and can purchase your Pool Key Cards at 3022 Windemere Park Lane. If you live west of Katy Gaston Road, you are in the Cinco Southwest Association and can purchase your Pool Key Cards at the Lake House at 25202 Springwood Lake Drive.

If you are not signed up for the community website, you are not receiving the e-blasts from the Association. E-blasts can consist of Association News and Announcements, Cinco Ranch Events, Local Area Happenings, Cinco Ranch Area Public Service Announcements, Severe Weather Alerts and much more. E-blasts can contain current information which is a benefit to the Association when immediate notices need to be sent to Residents. The Cinco Ranch Communication Committee under the direction of the CRPA Board of Directors has been working on better forms of communication for the Cinco Ranch Residents. The website offers the online experience of receiving news and information from your Association. Residents have a 24/7 connection to the Association Information and documentation. Legal Documents of all three Cinco Ranch Associations are available online. There is also local contact information that is area specific to Cinco Ranch. There are some online forms that will help you expedite your communication with the management company. Another feature that can be utilized is the online classified ad section. This is a free service and allows Resident the chance to list their treasures for sale. Several features have been built into the site to help our Residents. Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat nor to allow any dog or cat to become a stray.”

DO NOT FEED THE DUCKS!

Recently, signs have been added to the area surrounding the lake at Lake Pointe advising residents not to feed the ducks at the park and lake. The duck population at Lake Pointe is a concern and feeding the ducks is encouraging the ducks to loiter. The ducks are a part of nature and the lake is a natural area, but feeding the ducks in this manner causes a duck population growth and subsequently the mess that goes along with it. Texas Brisket

3 1/2 fluid ounces liquid smoke flavoring 1/4 cup ketchup 1 (10 fluid ounce) bottle steak sauce, (e.g. Heinz 57) 1 (3 pound) beef brisket

Line a shallow roasting pan with aluminum foil. Place the brisket on the foil. Stir together the steak sauce, liquid smoke and ketchup. Pour half of the mixture over the brisket, then turn the meat over and pour sauce over the other side. Wrap tightly in a double layer of aluminum foil. Refrigerate for at least 24 hours. Preheat the oven to 250 degrees F (120 degrees C). Let the roast stand at room temperature while the oven preheats to take off some of the chill. Bake for 6 or 7 hours in the preheated oven. You can leave it in even longer if you turn the oven down to 200 degrees F (95 degrees C). Remove brisket from the oven and slice across the grain. Return to the roasting pan and serve with sauce. Pour the water into a slow cooker, add the bouillon cube and stir to dissolve. Combine the black-eyed peas, onion, garlic, bell pepper, jalapeno pepper, ham, bacon, cayenne pepper, cumin, salt, and pepper; stir to blend. The popularity of Fort Bend County Libraries’ Summer Reading Clubs for children, teens and adults has inspired the library system to add a similar program for families during the winter season. The Family Reading Club will begin on Saturday, January 21, 2012 and will continue for six weeks through March 3, 2012 at all branches in the Fort Bend County library system. This six-week program is designed to encourage families to read, learn and have fun together. All Fort Bend County families are eligible to participate. Families who read 36 books or 6 hours – 6 books per week or 60 minutes per week – will be entered into a drawing for a $50 dining gift card, donated by the Friends of the Library. Each branch library will have a drawing for the gift card on March 5, 2012. A single registration is required for each participating family. An adult (parent or guardian) is asked to register the family online by going to the library’s website and clicking on the “Family Reading Club Sign-Up” image, which will become available January 20, 2012. Families may also register at one of the libraries in the Fort Bend County library system. Upon registering, families will then have their own online page on which to record their books or reading time. There is no charge to join the Family Reading Club. The program is sponsored by Fort Bend County Libraries and the Friends of the Library organizations that support the county library system. RUOK PROGRAM

Fort Bend County Sheriff’s Dept. has a computer-generated program called “Are You OK?” (RUOK). It is a computer-generated call intended for senior citizens (over 55) and disabled persons who live alone and could benefit from a daily check. A computer will generate a call each morning, at about the same time and the participant chooses a time frame. A voice will ask, “Are you OK?” After this, all they have to do is hang up the phone. If the participant goes out of town or leaves the residence for any time, you just temporarily un-subscribe and re-subscribe when you return. If the call goes unanswered, the computer will call back 3 times at 15-minute intervals. If there is still no answer, the sheriff will dispatch a deputy or the local police. They will have with them a print out of information on the person that is not responding to the calls. This program was established by FBC Sheriff Milton Wright, Commissioner’s Court and Ken Whitt (FBC Sheriff’s Citizens Academy Alumni Assoc.) in 1998. Many police chiefs in the county are also participating in the program and will proceed with the welfare check for citizens of their community.
