Annual Meeting and Elections

2011 Annual Meeting and Elections Watch for the New Date Unfortunately, we did not have a quorum at the November 17th meeting. There are three positions open. However, without a quorum we could not hold an election. A new state law prohibits the Board from appointing the 3 available candidates, so we must attempt to get a quorum and hold the election. The apathy of our neighbors costs us money. We must send out notices and proxies again and have another meeting. This takes money away from funds that keep our parks and common areas maintained. You will receive notice of the rescheduled date. PLEASE RETURN YOUR PROXY OR ATTEND THE RE-SCHEDULED ELECTION.

Santa’s Visit Santa visited Concord Bridge on Saturday, December 17 . He rode through the neighborhood in a horse drawn carriage. Accompanying Santa was two fire trucks and a host of volunteer fire fighters. Candy was thrown to all of the kids, and adults, watching the parade. th

Your annual fees of $370 were due on January 1, 2012 and will be considered past due February 1, 2012. If you did not pay your dues by that date or make payment arrangements, a $50 late fee has been assessed. CONTACT CREST MANAGEMENT IMMEDIATELY. This must be done to avoid accumulating legal fees.

There was an error in the January Crier that stated the dues were $270. However, the statement you received is the correct amount of $370.

On a dark December night, Wendy and Walter Kessler and Jamie and Jesse Giraldo drove through the neighborhood looking at the Christmas decorations. They had the arduous task of choosing nine homes with outstanding Christmas decorations. Pictures of the outstanding decorations are in this issue of the Crier. Our thanks go out to the Kesslers and the Giraldos for taking the time and interest in our neighborhood in order to continue this tradition.

Garage SaleS

The first garage sale of 2012 will be on Saturday, March 3rd. You can post signs at 6:00 AM Saturday morning, but they must be removed by 6:00 pm that day. Our HOA guidelines allow for three garage sales on preset dates. The first Saturdays in March, June and October are reserved for these neighborhood sales. In addition to March 3rd, garage sales can be held on June 2nd and October 6th in 2012. The board arranges for ads in the Houston Chronicle and the Greensheet and signs are posted at the entrances of the subdivision early that week.

Do you have a monitored alarm system in your home?

If your alarm system is monitored, you need to verify what number they have for police notification. If you pay your water bill to Horsepen Bayou MUD, you need to put Harris County Precinct 5’s emergency number, 281-463-6666. If you are in the MUD 102 district, they will need to notify the Harris County Sheriff’s Department.

Have you lost a pet or found a loose dog or cat? You can contact the Concord Bridge Pet Hotline at 281-468-9414 and on the new Facebook account, Concord Bridge Pet Hotline. You can use this source to report lost and found animals. This has been a great help in returning lost and found animals to their owners. If you don’t have access to Facebook, you can still call 281-468-9414. Please note, Harris County requires that all pets be on a leash or confined within your yard.

Oversize Commercial Vehicles No Overnight Parking Signs are posted at all entrances to Concord Bridge restricting overnight parking for commercial vehicles. A majority of homeowners signed partitions asking for this ruling. Over size commercial vehicles are restricted from parking in Concord Bridge over night. You must move these vehicles to an acceptable and legal parking area outside Concord Bridge or risk receiving a ticket. It is also against your deed restrictions to park these vehicles in our neighborhood. You not only run the risk of getting a ticket, you could incur fines from the Homeowner’s Association too.

Deed Restrictions

Deed restrictions are in place to maintain continuity within the neighborhood. Without these standards, a home could be left in disrepair or abandoned and could become a plight to our neighborhood. At entrances to the neighborhood, there are signs declaring deed restrictions are strictly enforced and when you purchased the home you were given a copy of the deed restrictions. Please remember, this is a legal document in place to protect the value of your home. Crest Management handles most of the business transactions for Concord Bridge under the direction of your board of directors. If you don’t understand any correspondence from Crest Management, please call for clarification. The homeowners association pays for all correspondence related to deed restrictions; therefore, duplicate letters cost us additional fees. Do not ignore correspondence from Crest Management!

THE CONCORD BRIDGE HOMEOWNERS ASSOCIATION HELD THE BOARD OF DIRECTORS MEETING ON NOVEMBER 8, 2011 AT THE OFFICE OF CREST MANAGEMENT COMPANY, 17171 PARK ROW SUITE 310, HOUSTON, TEXAS 77084. PRESENT/QUORUM Directors in attendance and representing a quorum were Mary Ann Harvey, Sandra Peters, Helen Montesinos, and Heather Molliver. Representing Crest Management was Bernita Armstrong. At this time, the meeting was called to order at 5:35 PM. WEST CO. - Lalo Barco and Mike Palermo was in attendance to communicate with the board regarding their services. Mary Ann stated that the concerns she had was making sure the bandit signs were picked up on each visit, the skipped areas by the easement, the color change out and would West Co be proactive in covering the plants if there is a freeze. Lalo Barco explained that the board would have to purchase a freeze protection blanket because it is not a part of the contract. Lalo Barco will present the board with a proposal. Lalo also stated that West Co would be installing the Christmas Lights the week of November 21st and he would go through the lights and make sure they are working.

MINUTES At this time, the Board reviewed the minutes from the October 11, 2011 Board of Directors meeting and the minutes were approved as written. FINANCIALS Mrs. Armstrong presented the financials, Cash on hand as of October 31, 2011, there was $362,337.93 the Capital Reserve total was $260,363.57 and the Non Capital Reserve total was $318,023.32. Total delinquencies are $261, 861.55 with $22,901.96 of that being 2011 fees. MANAGERS REPORT Edit List: The board reviewed the edit list and action item report. The board reviewed several accounts, which Crest was recommending forwarding to the attorney for pursuing, the board made the decision to send the following accounts to the association attorney. • Account #203003 - Parking commercial vehicle overnight. • Account #306049 - To paint the trim on patio cover. • Account #702031 - To repair/replace all rotten wood/siding around garage and windows. • Account #603020 - To store miscellaneous items out of public view (items in driveway and glass against the fence.) • Account #702007 - To clean mildew from house and paint if needed. • Account #302089 - To remove oil/rust stains from driveway and/or street. Crest Administrative Contract: The board made a decision to table until the next meeting. Playground Equipment: Mrs. Armstrong stated to the board that per the reserve study for the association it stated that the playground equipment should be recoated. McKenna Construction had gone out and inspected the parks and provided a proposal with her suggestions. The board advised the managing agent to obtain additional proposals. Proposals for Canvas: The board reviewed the proposals from Houston Recreation and McKenna Construction to repair the canvas over the lifeguard stands and to clean two canvases. The board reviewed the proposals and a motion was made, seconded and carried to approve McKenna Construction to repair and clean the canvas. Pool Head Count/Pool Contract: The board reviewed the head count from Houston Recreation Center for pool #1 and pool #2. The board agreed that the usage for pool #2 was low and made the decision to only open pool #2 on weekends from 4 PM-8:00 PM. The board advised the managing agent to forward them a copy of the specifications before obtaining proposals. State of the Association: The board reviewed the list of completed projects and upcoming projects for the Association. Communication (Crier, Website & Marquee Announcements) - Annual Meeting, Santa Ride. The next Board of Directors meeting is scheduled for January 10, 2011. There being no further business to come before the Board of Directors, the meeting was adjourned at 7:45 PM.

CYPRESS FALLS HIGH SCHOOL CHOIR The men’s choir will be performing at the Texas Music Educators Association (TMEA) gathering in San Antonio on February 9th and 10th. Intense musical polishing has taken place to ensure the finest musicality from our men. A pre-concert performance will be held at The Foundry church on Jones road near 290 on February 2nd at 7 PM. This pre-show on the 2nd will include the Labay men’s choir. If you enjoy choral music, this is a must see show. All State Choir results are in and we are so proud! Five of our students captivated this honor. These students are: Jordan Ashworth, Thomas Kang, Lauren Lafferty, Evan Moynihan and Jordan Svehla. We are blessed to have such wonderful representatives at the State level. Congratulations to these talented men and women! Please join us! The event will be hosted by the Houston Astros announcer Bill Brown and will feature Army Ranger Involved in “Black Hawk Down” Mission Keni Thomas, Bronze Star for Valor recipient, is an engaging speaker whose story captivates audiences from beginning to end. The highly successful movie “Blackhawk Down” is based on his Army Company’s mission in Mogadishu, Somalia. In addition to speaking, Thomas is a recording artist with two critically acclaimed projects. The evening will include a Missing Man Table and Honors Ceremony, silent and live auctions and live entertainment. The Cy-Fair Educational Foundation has awarded over 4.6 million dollars in student scholarships since the Foundation’s inception in 1970.

Learn how to present a TEKS based science lesson to 4th grade students at your school. Students will learn about the importance of our bay and waterways and what measures can be taken to protect this life-giving estuary. February 7th - PIE Student Mentor Training – 6 PM to 8 PM, Berry Center. Training for individuals committed to serve as a role model and friend to CFISD students. District approved mentors meet with students weekly during school hours on school campuses. Along with this two hour training, an application and criminal background check are required. February 9th - VIPS General Meeting – 9:30 AM to 12 PM, Berry Center. Open to all CFISD volunteers, parents, staff and community members. Cypress Christian Students Participate in The Art of Friendship Contest Seventh grade students enrolled in the cartooning class participated in “The Art of Friendship” contest. The theme for the contest was based on bringing different cultures and religions together to make the world a better place. Announces auditions for “The 39 Steps” Houston Family Arts Center is seeking four spirited and committed performers for its upcoming production of “The 39 Steps,” a smash revival adaptation by Patrick Barlow. While they will no longer be in residence at the Spring Street Studios space, Misha and Divergence Vocal Theater will continue to produce new work as a performing arts group. Misha is “.... thrilled that Stark Naked, Mildred’s and CTC will take over the beautiful performance studio at Spring St. and infuse Houston’s growing theater arts scene with their collective vision.” The goal of Studio 101 at Spring Street Studios will be primarily to provide audience members with a one-stop shop for the highest quality theater Houston has to offer, while allowing the three member organizations to remain true to their distinct artistic visions. CWC Women Serving the Community The Cy-Fair Women’s Club held its first business meeting for the year on January 5th. On February 2nd, we plan to continue our business meeting and hope to play Bunco if time permits. Houston Fire Fighters Making Houston the City with the Biggest Heart FOR MDA It’s official, Houstonians through the Houston Fire Fighters raised a record breaking $509,961 for the Muscular Dystrophy Association making them the #1 Fill-the-Boot department in the country for the last 9 out of 10 years raising more than $6.3 million during that time. For more than 50 years fire fighters have helped MDA by filling their boots with donations from the citizens of their community. Houston Professional Fire Fighters Local #341 will begin their 2012 Fillthe-Boot fundraising campaign for the Muscular Dystrophy Association on Saturday February 11, 2012 during the hours of 10 AM and 2 PM. Fire Fighters will also be out March 10th, April 14th and May 12th to collect funds for the campaign. The Fire Fighters rely on support and donations from the community for the success of the campaign. Proceeds raised during the street-side campaign will help support MDA services and research programs, including MDA’s outpatient clinics at Texas Children’s Hospital and The Methodist Neurological Institute. Money raised from Fill-the-Boot also sends young people ages 6-17 to MDA summer camp, held in Burton, Texas. On Sunday, February 19th, the Bishop of the Texas Annual Conference of the United Methodist Church, Bishop Janice Huie, will be in northwest Houston to consecrate the new West Road Campus of Cornerstone United Methodist Church.
