ANNUAL MEETING The Falcon Point East Annual Meeting is scheduled for NOVEMBER 15th, 7 PM at the Falcon Point Country Club. This is the one time of the year that all Falcon Point East residents are able to congregate at an area location and meet with your board and AMI representatives. It is vitally important that we get a large turn out at this meeting to make sure we have a good representation of our residents, so Falcon Point East continues to be “YOUR” neighborhood. Do you have a concern? Here is the place to have it addressed. Do you have a question? Here is the place to have it answered. Want to participate in the decision making process that directly effects where you live? Become a board member or join a committee.
HOLIDAY DECORATING Are you decorating for the holidays! What a wonderful way to spruce up your yard and share your holiday cheer. Please be considerate of your neighbors and don’t keep light displays on after 10:00 PM.
POSTING SIGNS ON GATES/FENCE/MAILBOXES Please DO NOT TAPE signs for lost animals or advertisement on our entry/exit gates or mailboxes in our community. It ruins the paint finish. Signs on sticks are permitted at entrance but will be removed by landscapers once a week.
PARKING Cars are still parking in front of homes. This is a deed restriction. Please park in your garage or driveway.
DEED RESTRICTIONS • Trash cans are to be stored either in the garage or behind the fence out of sight. • Fertilize, treat and water your lawn and trees when possible. • Do not park cars in the street overnight. • Please remember pets should be on a leash at all times and cleaned up after. Pets are not allowed around the pool area.
HOMEOWNERS Don’t forget to give your 6-digit code to your maids, yard assistants, friends or others. You may also purchase a card for $10 (call Jon Benson at 281-693-5583). We have gone way over budget with damaged gates this year! We need help from all residents!

trash REMINDER Trash receptacles and recycle bins must be stored in garage or behind house out of public view on non-trash days. This is unsightly and is not the image we want to present in our community. Trash pickup days are Tuesday and Friday. Friday is heavy trash day. Trash should not be placed at curb before 6:00 PM the night before trash is picked up. Please respect the deed restrictions.

SPEEDING If you observe speeding cars in your area, you can contact the Sheriff’s Department at 281-341-4665 to request patrols so that speeding is discouraged. The Sheriff’s Department has been given authority to enforce traffic laws on our private streets.
EMAIL ADDRESSES In an effort to get information out to our residents in a timely manner, we are asking homeowners to voluntarily submit their email addresses to be included on a mailing list for Falcon Point use only. Sending email will allow us to keep homeowners informed of upcoming events (garage sale, National Night Out, etc.), scheduled maintenance (gate repair, etc.) and other issues of concern to our neighborhood. Your email information will be kept confidential. We will not sell or give it away to anyone. SOCCER FIELD RESERVATIONS
The soccer fields at the neighborhood center can be reserved by logging on to the Falcon Point East HOA website at www.falconpointeast.org. Register on the website if you have not already done so. On the right hand side of the screen, click on “Calendars” and then go to “Soccer.” The reservation must be made by a resident of Falcon Point East HOA (the Arbor, the Grove, the Landing and the Meadows), who is responsible for the activities on the field during the reserved time. NEED ADDITIONAL GATE TRANSMITTERS AND/OR GATE CARDS? Gate transmitters and gate cards are available for purchase. Transmitters are $40 each and cards are $10 each at this time. If you

It is strongly recommended that everyone purchase a wallet card to be able to gain access to the neighborhood, in case your transmitter battery fails or you need to gain access to the community, but you are not in your own car.
COMMUNITY INFORMATION The Falcon Point East subdivision consists of the 613 lots located in the Arbor, the Grove, the Landing and the Meadows. Owners of these lots are members of the Falcon Point East Homeowners Association, Inc. (the Association). The Association is managed by Association Management, Inc. (AMI). AMI manages the dayto-day operations of the Association including, but not limited to, handling deed restriction violations, correspondence with homeowners, cutting checks to pay bills and other correspondence with vendors. Policy is set by a five member Board of Directors (the “Board”). The Board is elected by the members of the Association at the Annual Meeting of Members held in October or November of each year. In each newsletter, there is a list entitled, “Important Numbers for Falcon Point East.” You can cut it out and put it on your refrigerator for easy reference.
STREETLIGHT OUTAGES Please note that the association pays electrical charges for a streetlight whether the bulb is functioning or not. To report street light outages you can contact CenterPoint Energy at 713-207-2222 or www.centerpointenergy.com. Be sure to note the pole number and the street address.
COMMUNITY WEBSITE The community web address is www.falconpointeast.org. Come on board and log on to our Falcon Point East website. You can review the financial statements, including the monthly check register, and approved minutes of Falcon Point East HOA. You can also download governing documents. A listing of important numbers and a link to the management company (AMI) is also available. You may place your contact information in the directory if you like. An application for home improvements is available on the website. The website contains links to Katy ISD, as well as links to local traffic and weather reports. To register to use the website click on, “Register as a new user.” Follow the directions and you will receive clearance to use the website.

BOARD MEETINGS All meetings of the Falcon Point East Board of Directors are open meetings. Homeowners are encouraged to observe meetings and read approved minutes. Owners who wish to address the board are welcome to do so during the homeowner forum conducted at the beginning of each business meeting. The Board generally meets on the fourth Thursday of each month at 6:00 PM at the Club at Falcon Point, 24503 Falcon Point Drive, Katy, TX 77494. KEYS Mentoring One mentor, one student, one hour per week. KEYS brings adult role models into Katy ISD schools to motivate, encourage and inspire students on the brink of success. Mentors meet with their student on campus at a pre-designated time each week. As mentor and student build their relationship, they decide together how to spend their mentoring time. Whether spent playing games, reading or just talking, that one hour a week makes a tremendous difference in the life of a child. To be a KEYS Mentor, you need: • A belief in the potential of every child • Criminal history background check in compliance with the FCRA • One hour per week to spend with a child, on campus during the school day, during the school year • Participation in a brief campus KEYS orientation before you begin • Successful completion of a KEYS application and subsequent approval process
Students Continue the Tradition of Strong Performance on AP Exams Katy ISD’s tradition of increasing student participation and strong performance on Advanced Placement (AP) exams continues as the district recently learned that each one of its six high school campuses showed an increase in the number of students participating in the exams. In addition, every high school campus exceeded the state and national percentage of AP students making a qualifying score of 3 or better on the exams. Katy ISD is among the 388 U.S. public school districts (one of only 23 in Texas) to be listed on the 2011 College Board AP Achievement List. This list identifies districts that simultaneously achieved increases in access to AP courses while maintaining or improving the rate of students earning a score of 3 or better on the exams – the score that generally qualifies a student for college credit. In May 2011, more than 3,000 Katy ISD students took more than 7,200 AP exams, with 79 percent of the exams earning a score of 3 or better. This reflects a 24 percent increase from 2010 in the number of exams earning these high scores. Advanced Placement and PreAP courses are designed to challenge students beyond grade level academic courses and prepare them for success in future advanced coursework. Katy ISD recognizes that support and encouragement from the campus, the teacher, and parents are critical to student success. Therefore, the district follows an inclusive enrollment model for AP and PreAP courses that provides support systems for student success.

Chamber members and non-members are invited to participate in the discussion on how the region addresses mobility challenges in the face of continued growth. There will be two sessions with a luncheon in between. The featured speaker is Commissioner Ned J. Holmes. Holmes is a commissioner of the Texas Transportation Commission, which oversees statewide activities of the Texas Department of Transportation. Additional forum speakers will be: Steve Clark, PE, ARUP; Mark Ellis, Gulf Coast Rail District and Texas State Representative Allen Fletcher. Currently, the chamber is working with the Texas Department of Transportation on the re-designation application process of U.S. 290 to an interstate status. The status change could possibly allow additional federal funds toward the proposed improvements of U.S. 290 along with allowing greater visibility for domestic and international firms seeking to relocate in the Cy-Fair Houston market sector. In addition, the construction of the SH 99; Segment E (I-10 West to U.S. 290) has begun with an anticipated completion over the next 18-24 months. Once completed, Segment E will allow an alternative route for commuters and businesses along U.S. 290 traveling to the West Houston Energy Corridor. The Mobility Forum will be Thursday, November 3rd from 10:30 AM to 2:00 PM at the Berry Center, 8877 Barker Cypress. Individual tickets are $60 and sponsorship tables of 10 range from $600 to $2,500. CrossPoint Community Church New Campus Construction for the new CrossPoint EightTen campus location has begun at 1106 Witte Road, your new Community Church location. Living Word Lutheran Church in Katy JUNIOR HIGH GROUP PREPARE SCHOOL KITS The Junior High group from Living Word Lutheran Church in Katy held a packing session to prepare school kits to be used in areas of the world where kids are recovering from wars, tsunamis and other strife. Many will be used in refugee camps as kids try to return to school. The kits are distributed by Lutheran World Relief to the needy in 43 countries. Another packing session will be held in January. Sept. 25th was the first Sunday for the congregation to experience the new amenities. One of Jastram’s goals were to make the service more intergenerational and family friendly. She also hopes to see more of the arts incorporated into worship including dance and visual arts. Previously, Jastram has led the musical portion of worship at St. Martin’s Lutheran in Sugar Land, New Hope Lutheran in Missouri City and Grace UCC in Alief. Her background as a missionary child raised in Japan matches well with Living Word’s emphasis on global mission.

Fort Bend County Sheriff’s Dept. has a computer-generated program called “Are You OK?” (RUOK). It is a computer-generated call intended for senior citizens (over 55) and disabled persons who live alone and could benefit from a daily check. A computer will generate a call each morning, at about the same time and the participant chooses a time frame. A voice will ask, “Are you OK?” After this, all they have to do is hang up the phone. If the participant goes out of town or leaves the residence for any time, you just temporarily un-subscribe and re-subscribe when you return. If the call goes unanswered, the computer will call back 3 times at 15-minute intervals. If there is still no answer, the sheriff will dispatch a deputy or the local police. They will have with them a print out of information on the person that is not responding to the calls. This program was established by FBC Sheriff Milton Wright, Commissioner’s Court and Ken Whitt (FBC Sheriff’s Citizens Academy Alumni Assoc.) in 1998. Many police chiefs in the county are also participating in the program and will proceed with the welfare check for citizens of their community. It is the law in Fort Bend County that all pets must be vaccinated for rabies, registered and restrained. All animals, when outside of an owner’s means of restraint (i.e., in a fenced back yard), must be on a leash. For the safety of all residents, please use all precautions with your pets and keep them on leashes when walking pets in the community EVEN IF YOU FEEL YOUR PET IS HARMLESS. If you see ANY animal roaming freely in the neighborhood, immediately call Animal Control at 281-342-1512. Even if you recognize the animal, be very careful approaching it, as you do not know how it will react; if you can safely retrieve the animal, then call the owner. Otherwise, Animal Control is your best and safest option.
Fort Bend County “Leash Law” Animal control authorities are permitted to enter your Property to patrol and remove pets. Pets must be registered, licensed and inoculated as required by law. As a dog owner, you are responsible for the control of your dog. If your dog is one that ‘makes objectionable noise,’ you must make every effort to respect your Neighbor’s right to their ‘peace and quiet.’ When your dog is not in your yard, it is imperative that you keep your dog on a leash at all times. While your dog is friendly to you and your family, imagine the consequences if it were to harm someone while it was ‘roaming free.’ Please respect other resident’s right to walk the common area ground without fear of attack from an unleashed dog. Laws are written to ensure that owned animals are confined to their property or kept on a leash to free a community of unrestrained and free-roaming animals. Although most dog bites occur on the

LICENSING OF DOGS AND CATS The primary benefit of licensing animals is identification, should that animal become lost. Licensing also: • Ensures that rabies vaccination are current. • Allows for quick identification in case of a bite incident. • Provides revenue to offset the administration costs of the animal control program. VACCINATION Rabies vaccinations are a prerequisite for licensing dogs and cats because they are an important control measure for the public health threat of rabies. In addition to protecting pets, rabies vaccinations provide a barrier between infected wild animals and humans.

Slow Cookers are a Cook’s Best Friend By The Paula Deen Test Kitchen
More leisure time and a homemade meal? Save money on groceries, use less electricity, and enjoy better flavor? You bet! And with a slow cooker, you don’t even have to be there while your dinner cooks. With the invention of the original Crock-Pot® in the 1970s, we’ve been able to layer ingredients in our slow cookers, leave the house for work or play, and come home, hours later, to an inviting aroma-filled house and evening meal. Rival still manufactures the Crock-Pot®, but many other manufacturers are in the game with competitive models. The “crockpot” moniker has become an icon for any slow cooker. These days, choices are not limited to 2-temperature manual units; they also come programmable, with multiple time and temperature settings, countdown timers, built-in thermometers, and automatic temperature shifts to warm in case you are late getting home. There are slow cooker sizes and settings to fit your family’s individual needs. Though shape is not necessarily a deal breaker when purchasing, it is a consideration. A money-saving attribute of slow cooking is that tougher, less expensive meats are rendered meltingly tender and juicy. Larger roasts and whole chickens fit better into an ovalshaped model and will cook more evenly, although you can trim them to fit into a round one. It’s easy to adapt your favorite oven or stovetop recipes to slow cooker cooking. Regardless of yield, if your dish normally cooks in 15 to 30 minutes, you can count on 1 1/2 to 2 1/2 hours cooking in a slow cooker on High power or 4 to 6 hours on Low. If it takes 35 to 45 minutes, you should allow 2 to 3 hours on High power or 6 to 8 hours on Low. Main dishes like roasts and stews that cook up to 3 hours will take 4 to 5 hours on High or more than 8 hours on Low. For instance, Sweet Merlot Beef Stew should cook in about 4 hours on High or 8 to 10 hours on low; after you brown the meat, add everything to the slow cooker for the total cooking time, including the onions and mushrooms. Other tips for successful recipe conversion: *To eliminate excess fat, remove skin from poultry and trim excess fat from meats before cooking. Pre-brown meats, and drain before adding to the crockpot, especially ground meats.

*Brown chops and roasts to caramelize the outsides for richer flavor and attractive appearance. For Low Country Smothered Pork Chops, prepare the chops as directed and layer in the cooker with the strips of green pepper, onion, garlic, half of the broth, and Worcestershire. Add more broth as needed to thin the gravy.

*Vegetables, especially roots like potatoes, rutabagas, and carrots, cook more slowly than meats, so cut pieces uniformly and add them at the beginning. (It can take 8 to 10 hours on Low for a “baked” potato to cook until tender!) Italian Chicken and Vegetable Soup is a perfect example; just put all the ingredients into the slow cooker, reserving half a can of broth to add at the end of cooking, if necessary. Let it cook 2 to 2 1/2 hours on High or 4 to 6 hours on Low. *Most stews, soups, and other braised dishes require less liquid. If you end up with too much, pour it into a saucepan and reduce it until flavorful and thickened. If you need more liquid, it can be added at the end of the cooking time. *Cheese, milk, cream, and other dairy: Add dairy products close to the end of cooking. *Uncooked rice, however, requires standard liquid amounts. It cooks fast, so add it to the slow cooker during the last hour of cooking on High or 2 hours on Low. It is better to cook pasta separately and add it before serving. *Most slow cooker liners are removable, allowing you to fill it up to a day before cooking. Remove the stone liner and assemble the casserole in it; cover and refrigerate until you are ready to cook. You can prepare Chicken and Rice Casserole ahead and cook it 1 1/2 to 2 hours on High or 4 to 6 hours on Low or until it is hot, stirring in cheese during the last hour of cooking. *Spices tend to loose their power during long, slow cooking; be ready to re-season towards the end.

Sweet Merlot Beef Stew Recipe
Courtesy of Paula Deen Ingredients 4 slices bacon, rendered 2 lb chuck roast, cut into 2” pieces 1 1/2 t Salt Freshly ground pepper 2 T Flour1/4 C Steak Sauce 1 1/2 C Red Wine 1 1/2 C Water 1 t fresh thyme 2 Garlic Cloves, minced 1 lb Pearl onions 1/2 lb. Button Mushrooms, chopped 2 T Fresh parsley, chopped
Directions In a medium saute pan fry bacon until crisp. Remove bacon and reserve. Brown beef slowly on all sides in the bacon fat. Sprinkle with salt, pepper and flour. Toss to coat evenly. Place beef in a heavy 4 qt. saucepan. Add reserved bacon (chopped), Paula Deen Merlot Steak Sauce, wine, water, thyme and garlic. Cover and cook over low heat for 1 hour. Add onions to stew and cook for an additional 30 minutes.

Ingredients 2 tablespoon olive oil 4 boneless, skinless chicken breasts, cut into bite-sized pieces (about 1 3/4 pound) 1 small onion, chopped 1 cup sliced carrots (about 3 small) 2 1/2 cup sliced zucchini (about 2 medium) 2 (14.5-ounce) cans diced tomatoes with basil, garlic, & oregano 2 (14.5-ounce) cans chicken broth Grated Parmesan, optional Directions In a large Dutch oven, heat olive oil over medium-high heat. Add chicken, and cook for 10 minutes, stirring frequently. Add onion and carrot, and cook for 5 minutes. Stir in zucchini, diced tomatoes, and chicken broth. Bring to a boil; reduce heat, and simmer, uncovered, for 30 minutes. Top each serving with grated Parmesan cheese, if desired.

Courtesy of Paula Deen Ingredients 1 10 3/4 ounce can condensed cream of celery soup 1 4 ounce jar pimentos 1 8 ounce can water chestnuts, drained and chopped 2 14 1/2 ounce cans green beans, drained and rinsed 3 cup diced cooked chicken 1 medium onion, peeled and diced 2 tablespoon butter or vegetable oil 1 cup mayonnaise 1 6 ounce box long-grain wild rice, cooked according to package 1 cup grated sharp cheddar cheese 1 pinch salt Directions Preheat oven to 350 degrees F.
Heat butter or oil in a small skillet over medium heat. Add onion and saute until translucent, about 5 minutes. Remove from heat and transfer to a large bowl. Add all remaining ingredients to bowl and mix together until thoroughly combined. Pour into a greased 3-quart casserole dish. Bake for 20 to 25 minutes or until bubbly. Let stand for a few minutes before serving.
