November 2011 GLENCAIRN MEMBER MEETING The Glencairn Community Association Monthly Member meeting will be on the second Tuesday of the month (November 8, 2011). The meeting will commence at 7:30 PM at the Glencairn Civic Center.

MONTHLY MEETING OF THE MEMBERS OCTOBER 11, 2011 Pursuant to Article V, Section 3 of the RESTATED AND AMENDED BY-LAWS OF THE GLENCAIRN COMMUNITY IMPROVEMENT ASSOCIATION the Regular Monthly Meeting of the Members was duly called and held on October 11, 2011 7:50 PM, at 17030 Kieth Harrow Blvd, Houston TX 77084. IN ATTENDANCE Directors Coy, Hill, Jones, Kohler, Rocha and Yzaguirre were in attendance. Management representative, Brandi Leal, was also in attendance.
MEETING MINUTES The Members approved the August 9, 2011 Member meeting minutes as they appeared in the Glencairn “Chatter.” COMMITTEE REPORTS Landscaping - Director Kohler reported that the winter color will be installed around the 1st of November. There have been a lot of irrigation repairs needed in the common areas. She encouraged members to water their yards, put sod down, remove dead trees (dead limbs) and shrubbery and be sure to water around the foundation of the house. Also watch for bores (insect) in trees. Patrol - Director Hill presented the monthly patrol service report provided by Harris County Sheriff Department. EXECUTIVE MEETING ACTIONS Director Hill reported the following actions taken at the October 10, 2011 Executive Meeting. 1. The Association is soliciting three proposals to replaster the Cairnway pool and replace the tile and coping stones. 2. It has been reported that MUD #276 and Harris County will be installing a sewer line under the Kieth Harrow Median. Stakes have been installed along Kieth Harrow for this purpose. We have appointed Director Kohler and member Simon Rodriguez to work with the contractors to ensure Glencairn’s tree, irrigation system and grass are left as they were prior to the construction. If you observe anything you feel is out of the ordinary, please contact Management at 281-855-9867. 3. An architect is looking at what can be done to install a lower ceiling in the meeting room. This will be used for a storage area. 4. The Stacy Road entrance sign has been power washed and painted. 5. The wrought iron posts for the fence bordering Highway 6 have been replaced. 6. A new A/C Unit has been installed for the civic center building. 7. The Association has invited a concrete contractor to the November Member meeting. This contractor will be there to address concrete repairs/replacement of sidewalks and driveways. This contractor works for Severn Trent. 8. The Board reviewed correspondence from twenty-four homeowners and provided responses for Management to forward and action to be taken.

There was a report that a property in the 5000 block of Karenbeth still needs yard maintenance, especially the back yard and the overall maintenance of the house and property needs attention. Director Jones informed the members that Harris County is taking legal action against the property. The Association is ready to take action but must wait on the outcome of the Harris County action. GLENCAIRN CRIME WATCH Harris County Alarm Detail In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Should you or your residents require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx./net. The application can be printed from the website, then completed and mailed to our office with the

If you want to receive these notifications about issues in our subdivisions and the surrounding areas, send an email to glencairncrimewatch@ live.com. Please give your name and the street on which you live. 10 Tips for Autumn 1) School is in session. Please drive slowly when a school bus or children are present. These youngsters have just finished a summer of freedom, and they may not behave in an orderly fashion for several weeks. Anticipate the worst when driving. It is illegal to pass a school bus (from either direction) when the lights are flashing. Slow down in school zones, watch your speed. Do not talk on a cell phone in a school zone. 2) Demand that your teenagers NOT text while driving. The reasons you have to state the obvious are simple: the frontal cortex of the brain is NOT developed in teenagers. This means that consequences are not foreseen by the teenage brain. This is a real hazard to teenagers, as well as anyone else who might be driving in close proximity to them.

3) As school has started, junior and senior high school children are “hooking up” with old friends. This includes gangs. Monitor your child’s activity closely. Changes in behavior, clothing, attitude, study habits, extra-curricular activities, etc., could signify rough times ahead if a gang is looking good to your child. Don’t be shy about searching your child’s room, car, backpack, etc. You are the parent. 4) Gangs: If you see groups of youth who look suspicious, call the Sheriff’s Office at 713-221-6000. If the juveniles (or older teens) are in the act of committing a crime, call 9-1-1. If you see any suspicious people or any suspicious activity call the Sheriff’s Office at 713-221-6000. 5) K-2. K-2 was the “legal” marijuana that had been spreading rampantly across Texas for about a year. Children smoke K-2 for a quick buzz. The herb is soaked in various chemicals, such as Formaldehyde and other exotic chemical combinations. These chemicals can cause severe bleeding of the sinuses as well as the lungs. Protracted use can lead to kidney failure, heart failure and permanent lung and brain damage. Be on the look-out for small bags of herbs. This will, in all likelihood, be K-2. The Texas Legislature passed a law banning K-2 and other such substances in Texas. If you see a pattern of unexplainable behavior such as cars driving up to a house, someone coming out and making a hand off for cash, this is probably a drug house. Please let her know about this so that she can advise our deputies and the undercover team in the Sheriff’s Office. A while back, the current management company’s representative said that numerous people, who obviously don’t read the newsletter, had approached the board president about a possible drug dealing

house. Our contract unit and several other deputies who work the neighborhood were aware of the situation. That may not always be the case. It is important that all residents understand how the neighborhood security works. Report on-going activity to Patty Hill, report suspicious people or activity to the Sheriff by calling 713221-6000, report a crime in progress or other emergency to 9-1-1. 7) Lock your vehicles: on the street or on your driveway. Remove anything, ANYTHING, from these vehicles. If you don’t, your personal items will likely be stolen. Your car might even be stolen. The incidence of BMVs (Burglary of Motor Vehicles) has increased dramatically in the past 18 months. Kids walk down the street “pulling doors.” If it’s open, it’s fair game. These same kids also walk onto the driveways and “pull doors.” If it happens to be a bold kid and you have left something valuable in your locked vehicle, the window can be smashed and the contents stolen in less than 45 seconds. 98% of our BMVs are unlocked vehicles. 8) Burglaries: With the children in school, the neighborhood will become quiet during the day. This is an ideal time for amateur burglars (professionals prefer higher end homes with more expensive items to steal) to launch their assault and break into homes. Some homes are so easy to break into that it is laughable. Secure your windows with locks. If you have the older, builder locks, you’ll want extra window protection. Check with Home Depot or Lowes for home security products. Always secure the front and back doors with a three-inch screw, as well as an extra long, key-locking deadbolt. Secure all windows, sliding glass doors and garage doors. Check your emergency pull rope. If you have windows in your garage doors, consider replacing the doors at the first opportunity or cover the windows so that these thieves cannot see to trip your garage door opener. We do know, however, that “daytime solicitors” are causing a problem. Call the Sheriff’s Office regarding any solicitors who approach you during the day. These people have a high probability of being burglars. They need to be removed from the subdivision.

9) Graffiti: This is on the upswing. Tagging and graffiti have been a serious problem both in the subdivisions and the commercial areas for quite some time. The problem is escalating. Some of this tagging is gang related. Some is not. All of it is an insult to those of us who live, shop, attend school, and spend most of our lives on the north side of I-10. We strongly suggest that you mention to a manager or owner that you are not pleased with the graffiti on his/her store and get adamant about the removal of the graffiti immediately. Several commercial buildings in this area have cleaned up all or part of their graffiti. However, a plan needs to be in place for commercial building owners to remove graffiti as soon as it seen. With autumn well underway, get ahead of the curve. Don’t be a victim of criminal activity. Christmas is just around the corner. Alarm Permits Alarm permits in Harris County (not within the city limits, that’s us, folks), are obtained through the Harris County Alarm Detail. A permit application can be found at www.hcso.hct.net. The application can be printed from the website, then completed and mailed to their office with the applicable fee. Should you have any questions or need a form, contact the Alarm Detail at 713-755-4600 during normal business hours. There is a charge for the initial permit and for each annual renewal. If you are over 65, special rules apply. When installing a new alarm, don’t let your alarm company do this. Many of them automatically process these through HPD, and your alarm will never be answered.

Watch for Emergency Fire And Ambulance Equipment In the Subdivision
Last year, an event took place in one of our subdivisions, which was rather thought provoking, indeed. It seems that the fire department equipment was blocking the street at a scene and one of the neighbors actually asked the personnel to move the vehicles! Please, people, think about this. Everything isn’t about you all of the time. There is a basic protocol, at one time understood by all who resided in the USA, when it comes to emergency vehicles. For those of you who might have forgotten or simply never knew what to do, here is the protocol: 1. Do not approach emergency personnel (fire, ambulance or police) when they are at a scene. 2. Do not ask emergency personnel to “move their equipment.” 3. Do not park close to the equipment. 4. Do not hinder loading or unloading of equipment with your vehicle. 5. Do not “drive up” on the scene - take an alternate route or wait. 6. Do not attempt to engage emergency personnel in conversation until the scene is cleared - that would be when they are leaving the area.

Pet Tip: A very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or, the owner can pick up their lost pet. Having an ID on a pet makes life easier for all.

If you are planning to paint, repair, improve or alter the exterior of your house or lot an Architectural Control change request form must be submitted. If you plan to paint, in accordance with the Association governing documents, you must submit a color sample with your change request form EVEN IF YOU ARE PLANNING TO USE THE SAME COLOR already on the structure. We encourage you to plan ahead because the Architectural Control Committee has up to thirty (30) days to approve the form once your request is received by the managing agent. The Architectural Control Committee (ACC) is unique and important function. Its main purpose is to ensure that all changes are harmonious with the surrounding neighborhood and to assist in maintaining property vales. They are volunteers and go about fulfilling their function by ensuring all changes are structurally sound, attractive and harmonious with the neighborhood.

The Association has color guidelines that have been set by the Architectural Control Committee and approved by the Board of Directors. These guidelines are comprised of earth-tone and neutral colors. Bright colors will not be approved. If your house is already painted with an unapproved color, then it must be changed the next time it needs painting. However, if you paint it an unapproved color and then submit a change request form, either voluntarily or because you have been cited as being in violation, you will need to repaint the house immediately. Make Plans to Visit the Cornerstone UMC Live Nativity
Young men between the ages of 11-18 are encouraged to visit Boy Scout Troop 61 at 7:00 PM Wednesday nights at Peace Community Church, 5151 Addicks Satsuma Road, Houston, Texas, 77084. They will get a hands-on experience of what Scouting has to offer and have the opportunity to visit with the Scouts and their adult leaders to learn more about the things the troop has done during meetings and activities. Scouting activities include camping, fishing, archery, rifle/shotgun shooting, hiking, first aid, wilderness survival, community service, citizenship, swimming, leadership, white-water rafting and much more. Troop 61 camps each month and has a group that goes to High Adventure Camp and to Merit Badge Camps each summer. The Cornerstone United Methodist Church (CUMC) will be hosting a Live Nativity on Saturday, December 3rd from 6-8 PM, as we transform the front area of the church into scenes that will depict the story of the birth of Jesus Christ. There will be shepherds with their sheep, the Three Wise Men and a camel, Mary and Joseph with baby Jesus in a manger and an angel portraying this holy event. You will be able to visually embrace this event as you drive through, read scriptures and listen to music that tell of the wondrous night. In the past, we have had several hundred cars that drive through to celebrate the true meaning of Christmas - the birth of Jesus Christ. Operation Christmas Child is a ministry project devoted to reaching underprivileged children all over the world with the true meaning of Christmas. The project accomplishes this goal by collecting simple gifts complied into shoeboxes from people all over the U.S.A. These gifts consist of hygiene items, small toys, candy, school supplies, etc. The items are packed into shoeboxes along with the story of the Nativity, printed in their native language. The gift is so simple but the impact is huge.
The CELEBRATIONS CHRISTMAS MARKET is one of the most anticipated and highly attended events in the West Houston area. The market will be open a full three days on November 3rd - 9 AM - 7 PM, November 4th - 9 AM - 5 PM and November 5th - 9 AM - 5 PM. CELEBRATIONS attracts vendors from several states. Hand crafted pieces, Christmas collectables, and one-of-a-kind gifts make this event an annual tradition for our community. With more than 100 vendors, on-going entertainment, vendors to purchase lunch from, this holiday shopping is truly an exhilarating experience!
Last year, Epiphany Lutheran Church participated in the project and the response was amazing. The church collected over 80 full boxes to ship overseas from the congregation alone. “We felt such a strong connection to this cause. It was truly moving,” remarks one Epiphany member.

This year, Epiphany has decided to take advantage of its new, more visible location on West Rd. and Jackrabbit, to become a collection center for OCC. This means that during collection week, anyone who wishes to participate in OCC can drop of his or her donations to Epiphany Lutheran Church. The Cy-Fair Holiday & Health Festival/Layla Grace 5K The Cy-Fair Holiday & Health Festival and Layla Grace 5K will be held at the Berry Center on Dec. 3rd. Exciting Changes Ahead for CFSA Basketball Winter 2011 Season
Bear Creek United Methodist Church Celebrates our 10 th Annual UPWARD Basketball League
Cy-Fair Sports Association will unveil new enhancements to the Basketball Program for the Winter 2011 season. Similar to the CFSA Baseball program, coaches will now be allowed to form “friendship” teams and play against other friendship teams. The “select” level of play will be expanded to achieve more competitive balance and will include a midseason tournament with players outside the CFSA program. The traditional “classic” division will remain in place with teams selected based upon where players live and go to school.

Upward Basketball and Cheerleading Bear Creek Baptist Church is offering Upward Basketball and Cheerleading for K-8th Grade. Cost is $75. They will have one hour of practices a week and on Saturdays they will have a game for an hour. Every practice and game takes place on our Campus. It is a great place where they will learn new skills for the game and cheer. Our first evaluation will be Saturday, November 5th, from 10:30 AM -1:30 PM in our gym on the Sonic side of our Church. The following week, we will have more evaluations, Mon., Tues and Thurs., Nov. 7th, 8th and 10th between 6:00 PM and 8:00 PM. Each child is needed to attend during one of these times. We will kick off the season with a Clinic on Sat., Dec. 3rd and practices will begin the next week starting Dec. 5th. Slow Cookers are a Cook’s Best Friend By The Paula Deen Test Kitchen
More leisure time and a homemade meal? Save money on groceries, use less electricity, and enjoy better flavor? You bet! And with a slow cooker, you don’t even have to be there while your dinner cooks. With the invention of the original Crock-Pot® in the 1970s, we’ve been able to layer ingredients in our slow cookers, leave the house for work or play, and come home, hours later, to an inviting aroma-filled house and evening meal. Rival still manufactures the Crock-Pot®, but many other manufacturers are in the game with competitive models. The “crockpot” moniker has become an icon for any slow cooker. These days, choices are not limited to 2-temperature manual units; they also come programmable, with multiple time and temperature settings, countdown timers, built-in thermometers, and automatic temperature shifts to warm in case you are late getting home. There are slow cooker sizes and settings to fit your family’s individual needs. Though shape is not necessarily a deal breaker when purchasing, it is a consideration. A money-saving attribute of slow cooking is that tougher, less expensive meats are rendered meltingly tender and juicy. Larger roasts and whole chickens fit better into an ovalshaped model and will cook more evenly, although you can trim them to fit into a round one. It’s easy to adapt your favorite oven or stovetop recipes to slow cooker cooking. Regardless of yield, if your dish normally cooks in 15 to 30 minutes, you can count on 1 1/2 to 2 1/2 hours cooking in a slow cooker on High power or 4 to 6 hours on Low. If it takes 35 to 45 minutes, you should allow 2 to 3 hours on High power or 6 to 8 hours on Low. Main dishes like roasts and stews that cook up to 3 hours will take 4 to 5 hours on High or more than 8 hours on Low. For instance, Sweet Merlot Beef Stew should cook in about 4 hours on High or 8 to 10 hours on low; after you brown the meat, add everything to the slow cooker for the total cooking time, including the onions and mushrooms. Other tips for successful recipe conversion: *To eliminate excess fat, remove skin from poultry and trim excess fat from meats before cooking. Pre-brown meats, and drain before adding to the crockpot, especially ground meats. *Brown chops and roasts to caramelize the outsides for richer flavor and attractive appearance. For Low Country Smothered Pork Chops, prepare the chops as directed and layer in the cooker with the strips of green pepper, onion, garlic, half of the broth, and Worcestershire. Add more broth as needed to thin the gravy. *Vegetables, especially roots like potatoes, rutabagas, and carrots, cook more slowly than meats, so cut pieces uniformly and add them at the beginning. (It can take 8 to 10 hours on Low for a “baked” potato to cook until tender!) Italian Chicken and Vegetable Soup is a perfect example; just put all the ingredients into the slow cooker, reserving half a can of broth to add at the end of cooking, if necessary. Let it cook 2 to 2 1/2 hours on High or 4 to 6 hours on Low. *Most stews, soups, and other braised dishes require less liquid. If you end up with too much, pour it into a saucepan and reduce it until flavorful and thickened. If you need more liquid, it can be added at the end of the cooking time. *Cheese, milk, cream, and other dairy: Add dairy products close to the end of cooking. *Uncooked rice, however, requires standard liquid amounts. It cooks fast, so add it to the slow cooker during the last hour of cooking on High or 2 hours on Low. It is better to cook pasta separately and add it before serving. *Most slow cooker liners are removable, allowing you to fill it up to a day before cooking. Remove the stone liner and assemble the casserole in it; cover and refrigerate until you are ready to cook. You can prepare Chicken and Rice Casserole ahead and cook it 1 1/2 to 2 hours on High or 4 to 6 hours on Low or until it is hot, stirring in cheese during the last hour of cooking. *Spices tend to loose their power during long, slow cooking; be ready to re-season towards the end.

Directions In a medium saute pan fry bacon until crisp. Remove bacon and reserve. Brown beef slowly on all sides in the bacon fat. Sprinkle with salt, pepper and flour. Toss to coat evenly. Place beef in a heavy 4 qt. saucepan.

Ingredients 2 tablespoon olive oil 4 boneless, skinless chicken breasts, cut into bite-sized pieces (about 1 3/4 pound) 1 small onion, chopped 1 cup sliced carrots (about 3 small) 2 1/2 cup sliced zucchini (about 2 medium) 2 (14.5-ounce) cans diced tomatoes with basil, garlic, & oregano 2 (14.5-ounce) cans chicken broth Grated Parmesan, optional Directions In a large Dutch oven, heat olive oil over medium-high heat. Add chicken, and cook for 10 minutes, stirring frequently. Add onion and carrot, and cook for 5 minutes. Stir in zucchini, diced tomatoes, and chicken broth. Bring to a boil; reduce heat, and simmer, uncovered, for 30 minutes. Top each serving with grated Parmesan cheese, if desired.

Courtesy of Paula Deen Ingredients 1 10 3/4 ounce can condensed cream of celery soup 1 4 ounce jar pimentos 1 8 ounce can water chestnuts, drained and chopped 2 14 1/2 ounce cans green beans, drained and rinsed 3 cup diced cooked chicken 1 medium onion, peeled and diced 2 tablespoon butter or vegetable oil 1 cup mayonnaise 1 6 ounce box long-grain wild rice, cooked according to package 1 cup grated sharp cheddar cheese 1 pinch salt Directions Preheat oven to 350 degrees F.
Heat butter or oil in a small skillet over medium heat. Add onion and saute until translucent, about 5 minutes. Remove from heat and transfer to a large bowl. Add all remaining ingredients to bowl and mix together until thoroughly combined. Pour into a greased 3-quart casserole dish. Bake for 20 to 25 minutes or until bubbly. Let stand for a few minutes before serving.
