Festive Grayson Lakes Neighbors On December 11, 2001, Arbor Cove and Anthem Cove joined together for their annual holiday block party. This year it was hosted by Brad and Melissa Simpson of Anthem Cove and well attended by many of their festive neighbors. Every family brought a dish or dessert to share and enjoyed catching up with their neighbors. (See Photo)

ADMINISTRATIVE-GENERAL: This category covers a wide variety of activities, which include: Accounting, Debt Collection, Resident Communication (including mailings) and Legal Services. The apparent increase in this category from 2011 to 2012 is due to a change in reporting and does not reflect an expected increase in expense. Starting this year, the Association is reporting Recovered Legal Fees as an income item. In prior years, we reduced the amount of legal expense by that amount. This style of reporting is what our neighboring communities do.
Patriots Junk Removal & Hauling Patriots Junk Removal & Hauling www.PatriotsJunk.com

CONTRACT SERVICES: Contract services include Grounds-keeping, Lake Management, Pool Maintenance, Community Management and, starting this year, Electricity. Items in this category are subject to competitive bidding so there is some assurance our costs have been kept as low as possible. This category is responsible for over half of the annual assessment and is a direct result of the amenities we enjoy as residents of Grayson Lakes. We were fortunate to be able to get a favorable electricity contract that will save us about $20,000 a year compared to the last three years. INSURANCE: This item includes Property Damage and Liability Insurance, which protects the Association from personal injury claims. Options are compared every year and there are very small spreads in cost. REPAIR AND MAINTENANCE: It’s easy to underestimate the physical assets operated by the Association and the money it takes to keep everything running. The fountains are beautiful but we have 17 of them and it costs about $10,000 a year to keep them running, not including electricity. Irrigation heads don’t last forever and we have over 2,300 of them. Replacing 10% of our irrigation heads at $10 each comes to $2,300. After two harsh winters and a brutal summer, we’ve budgeted $7,200 for plant replacement. Last year, we had about $7,000 of electrical repairs. We have several hundred feet of metal fence that needs to be repainted periodically at about $8 a foot. The list goes on. The budget for this category has been reduced to reflect the fact that the major repair of irrigation along Katy-Flewellen has been completed.

CAPITAL RESERVES: The Association needs a fund to cover major repairs that won’t fit within a single year’s budget. Our greatest exposure is common area fences but we also need to be prepared to resurface the pool and the tennis courts within the next five or so years. Neighboring communities are committing $80 to $90 per household to Capital Reserves. The Budget Committee and the Board decided to commit about $70 per household. They have also set aside money for a professional reserves study to make sure we plan properly to maintain the facilities of the community and the values of our homes. TAXES: As a non-profit, the Grayson Lakes Association is exempt from income tax but not exempt from County and School taxes. WATER: The Association pumps well water whenever rainfall is insufficient to keep the lakes filled. The rate for that water will increase by 25% in 2012. The rate we pay the MUD for irrigation water will increase by 19% in 2012. Furthermore, the Budget Committee revised expected water usage upwards based on 2011 usage. The rate for well water has gone up by a factor of 5.0 and the rate for irrigation water has gone up by a factor of 2.7 since homeowners assumed control of the Association in 2008. If 2008 rates were still in effect, our assessment would be $72 less than the current amount. TOTAL EXPENSE: On an equal basis, after subtracting Recovered Legal Fees, the total expense for 2012 is expected to be $515,280, compared to a budget of $517,038 in 2011.

Grayson Lakes Myth Busters Your Board has recently learned that some residents were led to expect a variety of things by the Developer, their Builder or their Salesperson at the time they bought their homes in Grayson Lakes. While your Board was previously unaware of these “promises,” we feel a duty to respond with what we know. “Dues will go down as more homes are purchased in the neighborhood.” This statement has a certain logical appeal but it ignores the fact that the Developer and Builders pay the dues on unsold properties
and even supply supplemental funding to keep dues low. We are not aware of any case where dues went down when the Developer left a community. Here’s a table that shows dues history through 2008 for Grand Lakes. Even if we consider inflation, there was a steady increase in dues as the number of homes increased. # of homes dues Year 2001 470 $625 2002 717 $687 2003 1045 $720 2004 1387 $790 1700 $869 2005 2006 2056 $915 2007 2431 $995 2008 2651 $1,060 “There is going to be a second swimming pool.” This is certainly news to your Board. Since Grayson Lakes has only 530 homes using 1 pool, we can’t imagine that a second pool was ever contemplated. Grand Lakes and Cinco Ranch have 595 and 971 homes per pool/waterpark. “The electric power lines around the perimeter are going to be buried soon.” We find it hard to believe there was ever any truth to this one. Lines within the community are buried. If lines on the perimeter were to be buried, the logical time for that would have been during the early stages of development. The most charitable conclusion we can come to is that the person who said this mistakenly thought that a community with buried lines meant buried along the perimeter as well. “There will be a second pair of tennis courts and a soccer field as well.” This one has a large element of truth in it. At one time, the Developer was considering tennis courts and a soccer field near the sewer treatment plant. They eventually concluded that the land behind the plant was too low and wet for a field and they decided to take the

land designated for the tennis courts and convert it to lots. The decision on tennis courts was likely influenced by the fact that we have 1 court for every 265 homes, while Cinco Ranch and Grand Lakes have 1 court for 672 and 492 homes respectively.
Several Back Flow Preventers (BFPs) have been stolen over the last 2 years. This vandalism is very costly to the Association at $600 to replace. Most are stolen at night but one was taken during the daylight hours. Your Board will begin purchasing cages to cover the BFPs in 2012. However, the cages are expensive as well and it will take multiple years to cage all of the BFPs. If you ever see suspicious activity taking place in the Community, please call the Sheriff’s office non-emergency line at 281-341-4665.
Perhaps you were told something that did not turn out to be true. Let us know and we’ll try to get to the bottom of it.
Special Thanks from Grayson Lakes We would like to take a moment to extend special thanks to former Board members, Bill Proctor and Becca Patterson, who ended their terms at the Annual Meeting on December 8, 2011. They both served on your Board since the moment control was passed from the developer to the homeowners of Grayson Lakes. They were instrumental in giving the Association its culture of openness and cooperation as they navigated the ins and outs of community management. Bill has served as president since day one. Becca has served in a variety of positions but has always been the spark plug for community events. We congratulate them for the impact they have had on the community.

Keep Kids Connected was created to help kids stay connected to family and friends while they undergo their treatment for cancer or any other life-threatening illness. The idea for the organization was created by Caitlyn Mortus who is, herself, a cancer survivor. While going through her treatments, she was given a Netbook computer from a family friend. The computer kept her in contact with her friends and helped keep her spirits up when she was in the hospital for her treatments or unable to have visitors. Her wish is that every kid battling cancer or any life-threatening illness be given a computer so they can stay connected to their family and friends while they are going through their treatments. Her wish has become our mission. For more information about Keep Kids Connected go to the website, www.keepkidsconnected.org or check out their Facebook page! If you would like to get on the contact list for upcoming events, email keepkidsconnected@gmail.com.

LIBRARIES ANNOUNCE ADDITION OF FAMILY READING CLUB THIS WINTER
The popularity of Fort Bend County Libraries’ Summer Reading Clubs for children, teens and adults has inspired the library system to add a similar program for families during the winter season. The Family Reading Club began on Saturday, January 21, 2012 and will continue for six weeks through March 3, 2012 at all branches in the Fort Bend County library system. This six-week program is designed to encourage families to read, learn and have fun together. All Fort Bend County families are eligible to participate. Families who read 36 books or 6 hours – 6 books per week or 60 minutes per week – will be entered into a drawing for a $50 dining gift card, donated by the Friends of the Library. Each branch library will have a drawing for the gift card on March 5, 2012. A single registration is required for each participating family. An adult (parent or guardian) is asked to register the family online by going to the library’s website and clicking on the “Family Reading Club SignUp” image, which will become available January 20, 2012. Families may also register at one of the libraries in the Fort Bend County library system. Upon registering, families will then have their own online page on which to record their books or reading time.

Become an essential part of a student’s life by signing up to be a tutor for the Literacy Council! The Literacy Council of Fort Bend County holds tutor training every other month. The next training will be in March. After 12 hours of training, outstanding volunteers are equipped to teach Basic Literacy and English as a Second Language (ESL) classes to adults. The trainings prepare tutors to organize and compile lesson plans, learn about various tutoring techniques, understand the purpose of the Literacy Council and much more. Tutors do not need knowledge of any foreign language, nor do they need formal teaching experience. We offer many locations for tutoring throughout the area, including locations in Katy. Tutoring sessions are offered during the day and at night. If you are interested in impacting someone’s life by being their tutor, please contact the Literacy Council at 281-240-8181 or visit the website at www.ftbendliteracy. org. Help us to “Change Lives Through Literacy!”

BP Partners is a local organization that fosters friendship and support for the spouses and partners of current and retired BP employees. Katy Area Retired Educators
This dynamic organization meets at 11:30 AM, on the second Wednesday of each month, September through May, at the Merrell Center, 6301 South Stadium Lane, Katy. All retired school employees in the Katy, West Houston area are invited to become members of KARE. It does not matter from which school district you retired. KARE’s theme this year is “KARE Keeps on Learning.” Join us as we learn about a variety of topics via interesting and informative meetings, fun side trips and camaraderie with other retirees. Lunch is provided at a small cost. For information contact Luanne Zacek at 281-391-8464 or lzacek@hotmail.com.
Adult Conversation Group
Real conversation is not a contest but makes room for many voices whose tone is not violent or abusive but instead as Michael Oakeshott said “humble and conversable.” It offers “the gift of the interval:” when we “look around upon the world without the sense of an enemy at one’s back or the insistent pressure to make up one’s mind.” If you enjoy real conversation about current issues and events with a group having diverse backgrounds and perspectives, join us for a cup of coffee on the 2nd Wednesday of each month in room 303 of the Parish Activity Center from 10:00 AM to 12:00 PM. All participants are encouraged to offer topics for the group and approximately a week before the meeting, a tentative agenda of topics will be disseminated. For further information or to get on the agenda email list, please call Gary at 281-578-1036 or email conversation11@comcast.net.
This is no ordinary sequel. The result of 2 years of R & D conducted by a team of the most qualified experts in fitness, this is training so cutting edge, so outrageously effective, you’ll be blown away by your visible results. AND your performance.

L-R: Local Wold War II veterans Johnnie Reuther, Navy Aviation; Norris Miertschin, Army; and Paul Zanfardino, Navy, are recognized for their service at the Pearl Harbor Commemoration Ceremony.
PEARL HARBOR REMEMBERED AT VFW Fifteen hundred (1,500) civilians perished on this day, December 7, 1941, known as Pearl Harbor Day, in the premeditated invasion against the United States by the Japanese. There was wide spread fear in the United States, as the US was caught virtually unprepared and paid a horrific price. President Roosevelt addressed the Congress the next day and rallied the American people. Four years later the United States received an unconditional surrender and World War II ended in 1945. World War II stretched from 1940 to 1945. There are 405,399 recorded deaths and 670,846 wounded. Totaling 1,076,845 dead and wounded. Photos taken by Rodney Smith, VFW Photographer

The Pearl Harbor Remembrance ceremony was led by Colonel (Ret) Mike Mastrangelo, Commander, VFW Post 9182. Commander Mastrangelo stands next to the World War II section of the newly renovated military museum, which is open to the public, located on George Bush Drive, in Katy, Texas. Colonel (Ret) Mike Mastranglo, Commander, VFW Post 9182, addresses the local boy scouts, veterans and the public. Members share their memories from World War II. Many can be heard from the audience reciting the words from President Roosevelt’s address on December 8, 1941, from memory, as the recording is being played for all in attendance. Others share their memories of military service during World War II and their thoughts about visiting the USS Arizona Pearl Harbor Memorial in Hawaii after the war.
